Guest why now is certainly the question at the top of everyones minds. What we have seen is this week the department of Homeland Security filed in the federal register notifying that the government would be waving a few dozen environmental and conservation regulations, allowing the government to move forward with construction of the border wall in texas along the border. This was allowed in 2019 as congress appropriated funds for the border wall when former President Trump was in office. The Biden Administration is moving forward now. They are waving these regulations, which allows them to build a several miles long wall along the border in texas. The question about now comes as President Biden and his administration have faced a lot of pressure from democrats and republicans about the state of the border, concern about the influx of migrants coming across the border so the timing aligns with that, but that said, there is no good time for President Biden to be trying to do this given his own constant criticism of the construction of a wall during the Trump Administration and given the onslaught of criticism that democrats brought against the border wall from the years trump was in office. Host President Biden insisting again yesterday that border walls dont work but waving some of these regulations and environment of standard you work referring to dishy you were referring standard you were referring to. Guest that is something republicans are seizing on, the idea that President Biden, who said walls do not work, is now green lighting construction, additional construction, of the wall, so it is this tricky balance where the Biden Administration is acknowledging theres an issue at the border and they are tacking taking action to try to curtail these crossings. They are appearing to throw their weight behind an idea they had criticized. It puts his administration in a difficult position and as a result criticism from both sides of the aisle. We know President Trump built somewhere between 450 and 500 miles of border wall. How many miles are we talking about here have been authorized and where are these wells being built . Are these new walls or are they fixing up old walls . The expectation is they will be over 20 miles of wall. This is the number thats been thrown out in the area we are talking about, which is in an area thats seen a pretty high increase in border crossings in the last couple months, so that is the idea now. Officials did say on a call to reporters thursday that the new construction of wall would be built on movable structures so they may not be permanently built their. That is something to keep an eye out for. But still, as we have been saying, any amount of wall the Biden Administration bills will come under criticism, certainly from the democrats and even some republicans, who view this as a political play. Host you mentioned the reaction on capitol hill. What about the reaction off the hill for those in texas and on both sides of the immigration debate around the country . Guest theres frustration from some of the advocacy groups that have been critical of wall construction. We have seen some of those groups. I think theres a bit of confusion and criticism we are seeing from that given President Biden himself is saying walls do not work and yet his administration is moving forward with it anyway. And on the flipside of the debate, we heard from former President Trump and others on his side of the debate, essentially accusing biden of going back on his word of being the guy who criticized wall construction for years and is now appearing to adapt that idea for political purposes. The white house is arguing their hands are tied, this is congressional funding that was allocated. They cannot do anything but use it for the wall. But certainly thats not really that much to calm the criticism they are getting. Host and finally, this authorization happens this week. When are we expected to see the actual walls going up . How long does it take from what happened this week to putting the walls and the ground . Guest it will still take a bit of time. We are talking about a handful of months before we see this fully constructed, so its not going to be overnight to these walls are built, but certainly i think it comes at a time when the administration is sensitive to criticism they have gotten, not just from republicans on this but from democrats. Earlier this, the governor of illinois wrote a letter to President Biden saying the state and its resources were strained by the influx of migrants being sent up from texas and asking for additional assistance so this underscores this is an issue the white house is a hearing not just from republicans but also from democrats. This additional wall construction, while controversial, the white house argues their hands are tied with funding and they hope this maybe calms some concern. The federal register notice on the waivers that were made to move this border construction, waivers for environment standards and other standards as well, over two dozen waivers that had to be made. If that is the case, why does the Homeland Security secretary say theres is a need to construct barriers . What you have been reporting about come about this construction, so the facts are this. This is not new. These funds were appropriated in fiscal year 2019 under Republican Leadership and dhs is required by law to use the funds for the appropriated purpose. This was announced in june by dhs. So we believe there are better effective ways of moving forward to secure our border. We have continuously asked for congress to act to provide our cbp, Law Enforcement at the border, to give them the resources they need to do their jobs, and so we will continue to call on congress. We believe, and the president has been clear, when you ask him does a border wall work, he says no. He has been consistent about that. We believe we need that Border Technology that is modernized. That is what we want to see and that is what i can speak to. And we this is something we were required by law and we are complying. This is an administration that does believe in the rule of law. Why now . These funds have been available. The president spoke to this. This is one of the things he was saying. He had been asking congress to reappropriate the funds. He has been for the past couple years in congress refused and we have to comply by law to get this done and that is what you are seeing happening now. Is there a way to continue to slow walk this, delay it . We have to comply by law and that is what we are doing. We asked congress to reappropriate the funds bear that is what we would prefer to see, not waste the funding. But they refused and now we are going forward. In your view of what happened with Kevin Mccarthy this week with failure of the institution of a house, a system of a house or was this a failure of Kevin Mccarthy and his political abilities to read his own conference . It saw a snatching defeat of the jaws of victory. Chip roy who is the intellectual leader of a conflict they had in january where Speaker Mccarthy was first elected, he called this circular firing squad because this is sort of a oneoff thing. You cannot compare it to anything in u. S. History because it is internal. It is not like us fighting with the president or a battle between the house and senate, it is internal to the house and even within one of the parties. If youre going to make systemic decisions you have to do it in a bipartisan way. That is what we are mowed it members that you cannot do it as one party or the other and these dies are almost like children like we will do do it my way or we will take our ball and go home. Well now what are they doing . They did not consider it in the hands of the democrats. When all of us came in the office, back in the day, we shut the government down but we had a plan. I would like to say that as i am learning more and more, our situation that we are in i keep hearing the Republican Party continue to throw out they were trying to claw back this money to balance the budget. They are fighting over this in a way that it manifested into what we are talking about with the removal of mccarthy and being able to get the bills done and being able to come with a fiscal budget and everything. So my question primarily with that statement is there was a bill or something that happened that gave permanent tax breaks to the super wealthy. Can we repeal that back and take that money to balance the budget so we are not spending that money or losing that money, actually, and can actually get that money back . I heard the other day with pedro, the gentleman that is with that Committee Say on cspan that in before those were passed, we all are on a projection to be fiscal and balanced. Host that is albee. Guest well, there will be an argument forever about what trump tax breaks actually did or did not do revenue, but you will not balance a budget without addressing entitlement. What is so ironic about matt gaetz motion to vacate is they are talking about the appropriations bill. That will scratch the surface of what will be necessary to ever get back to the balance. The last time we balanced the federal budget it is only 23 years ago when george bush before he took office the budget was balanced. That is hard to believe and it seems like 100 years ago but it was not it was 23 years ago. The budget has been balance for those years and it was balanced by is holding the growth of federal spending, appropriated spending below inflation for three consecutive years and growing revenue with some fiscal policy, they grew revenues. Some of that actually grows revenue. Some tax cuts grow revenues, others dont. You have to separate twoout, it is not all the same. We grew revenues and held the line on expenses and cap the balance for three consecutive years. To ever get back there now with the deficit we are running you have to address the title reform. Anyone like matt gaetz talking about getting back to the balance without addressing the title reform, the balancedbudget act in 1997 we did address titles, rereduce medicare reimbursement so medicare would be more solvent going forward. We must do that again. We must look at retirement age. People are living longer than they used to a long time ago. If youre ever going to say we will go toward balance, you have to address title reform. These people are not doing that and that makes it more disingenuous. I think it is important to focus on both sides. It is also important to focus on reducing spending in both revenues. Host with a moment of the state of the Union Address where President Biden was literally speaking with members of the house about entitlement reform and what was and was not on the table. They u. S. National debt now 33 trillion and counting according to the u. S. Debt clock. A deficit of almost 1. 8 trillion this year. Is it time to address entitlement reform . Guest i agree that we have some structural concerns with demography, the workforce, historic pressures on Social Security. Social security, for example, some call it entitlement. I do not think it is entitlement because you pay Social Security and you get it back when you retire, but when it was created it is Something Like 40 workers paying into Social Security to support every retiree. Now it is closer to two workers playing into Social Security to support everyone retiree. Yes, there is a structural issue we need to address but it leads to the fundamental issue of power in congress. We have a debt deficit. No question about it. We need to look at ways to address some of the structural issues with retirement programs and medical grams programs like medicare. But, in terms of priorities, is it better to start slashing away to retirement and Health Security programs for the elderly or to stop giving massive tax cuts to the wealthiest individuals in america . That is the fundamental contrast in washington right now. I am one to believe that they say to the American People that we will renew our contract with you which relates to medicare, Social Security, or disability. Before that we stop giving tax breaks to the wealthy. And before we do that that is money. And you have your budget based on what is coming in and going out. The federal operate the same way. When you see the amount of revenue cutting in because youre giving tax breaks to people in america you have less that can go into the critical row grams that we need for the elderly. The critical investments we need for the elderly and to say both are retirees. And that is the big debate in washington dc and worth having. Thats a legitimate discussion and i think we have to maintain our presence in the world and not too much, but just enough to put our foot down at times with aggression. Heres the top line number for those who have yet to see them, the september jobs added numbers 330 6000 jobs added in this country. The Unemployment RateHolding Steady at 3. 8 . What is your initial takeaways from those numbers . Guest it was well above expectations. About double what people were expecting and it comes as a surprise. It shows the job market is still extremely strong. He fed us been trying for over one year to raise Interest Rates to slow the economy and we are starting to see think slow, but the job market has held on and that is anchoring things. It is giving households the money they need to keep spending and it is really propping up the broader economy. Host have you been able to take into the job sectors were these jobs added . Guest yes, it is across many different sectors, which is a great sign. We are seeing nearly 100,000 new jobs in leisure and hospitality, a sector that has struggled to get back to prepandemic levels, and in september, it got there. Restaurants and bars. As they were before the pandemic. We are also seeing new hires in government, Health Care Jobs and it is helping drive a lot of this growth. Host you mentioned the Federal Reserve and the importance of these jobs numbers when it comes to that allimportant Interest Rate. Where are they going to be taking away from the report . Guest if you asked me two hours ago, i would have said the fed is hanging tight for a while, they are likely to keep raising Interest Rates, but this extremely strong the jobs number changes the picture a bit. It puts another Interest Rate hike this year back on the table. There are several other theres another inpatient report, a gdp report coming out before the fed meets later this month so we will see what they do, but it is still very much an open question whether they continue to raise Interest Rates. Guest is the Third Quarter gdp report and by most measures the economy was extremely strong in the Third Quarter so that is likely to be a very high number and the economy has stunned a lot of people. I think we started the year with many economists thinking we were definitely in for a recession and that has not happened. These continue to grow. Host coming back to this report. We just in america and wages in america and coming out of covid and high Interest Rates. Guest wages are still going up, but wage growth has cooled from before this year. From earlier this year but at the same time was important for many families is wage growth is out easy inflation. We just is up about 4. 2 compared to inflation of 3. 7 . For a normal family monthly budget, that is a good thing. Host when i say Interest Rate amid inflation rates. I meant inflation rates. Where are economists coming out of this time of high inflation rates, on the idea of avoiding a recession . There was optimism that soft landing could be achieved. Where are we a today . Guest the summer to fight the odds. Their expectations things are going to slow down in a big way and that is not happened and a lot of that is because the job market that continues to hold steady. As fun as americans are receiving paychecks, they are still able to spend. They have been able to deal with the other hurdles that are out there. That has given resilience to the economy. There is an open question of what happens next year. People are still expecting the economy to begin slowing next year. There is no way things are going to continue at the pace they have been, but the question is how much they are going to slow, and what the slowdown will be protracted enough to push us into a recession. I think we at the point where we can say that the fed has had a difficult time balancing the two to the point it is almost like a whipsaw. I think we should have them stick more to price stability since that seems to affect everyones bottom line more. Curious about your comments on that. Also, if you have noticed the pace mortgagebacked securities welding of the fed appellate sheet. They saved 35 billion as the upper limit but they have never even come close to that. If you look at the mbb etf, it is doing worse than commercial securities. That is the i shares bloomberg etf tracker. I will leave it there. Guest thank you for your question. You are right. The fed has been in a tight spot. It is the two mandates to bring it to the 2 target and make sure unemployment remains at a healthy level. It is had to balance those two and continues to have to balance those two but the focus the last year and i have has been on bringing down inflation. They have heightened Interest Rates nearly a dozen times and were seeing Mortgage Rates are at 23 year highs. It is having a slow down effect on housing sales and were seeing that worked its way through the economy. The big question now is sort of how much longer it will take for all of those Interest Rate hikes to ripple through, to really see the final impact, how much things are going to end up slowing in the end. I think that is the big challenge for the fed, figuring out how aggressively to move now, and what that might look like six months or one year from now, and whether theyre going to be able to get inflation back down at a steady pace without totally blank of the job market. The notion that during the height of covid, when our economy was in shambles, that regardless of which administration, who was in office, the money had to be injected into the economy to keep it from collapsing. The fear was that there could be another great depression. Then the other piece attached to that, is that we had inflation now as a result of the money that had to be injected into the economy. Early in the pandemic, 20 Million People lost their jobs within a matter of weeks. Were not sure what was coming next. The government took the unprecedented action of infusing all of money and that kept things going for a lot of families and u. S. Economy for a long time. We had the fastest recovery in a very long time, a very quick recovery. People are able to get back on their feet and there is data that shows Child Poverty levels fell for the first time in years. Things like hunger and housing and securities, those were helped in a big way because of the extra funding. On the flipside of that, it also led to increased spending, at the time was supply chains were messed up. It was really difficult to get the products we needed and at the same time americans had more money to spend on those products. Demand was high. Supply was low. That helped boost inflation to the levels we have not seen in a long time. Thats where we are now. We are having to work through the final stages of that which is to bring the inflation back down. But in many ways the government spending, even though it did lift inflation, was a lifeline for families and businesses that were struggling to survive early in to a 20. Number one, after 2008 financial crisis defect was printing money like it was going out of style. That alone is a major cause for inflation. Number two, Ronald Reagan began the process of eliminating restrictions on corporations trading monopolies. When you have a monopoly, they pretty much charge whatever they want. I have seen Companies Raise their prices and should permanently because they can raise their prices because they can. In the pharmaceutical industry where there no check and balances on the energy. They do whatever they want as far as raising prices. I am glad i heard this is more of a discussion about labor. Im glad to see the unions are starting to come back, est a little bit, in a way to push back against corporate greed. The example i have seen recently is the United Auto Workers where gm paid ceo roger 11,000 a day paid to the co 111,000 dollars a day and the union is saying we took a big reduction in her benefits after the 2008 crash to try to keep this company afloat. Then another huge problem that causes inflation i think is stock buybacks. Where companies are artificially inflating their stock prices. Before one of reagan that was pure market of an ablation and it was still market manipulation and it was still legal. Theres a long list of problems with corporate greed. A lot of that is because of labor cost. Some of it is because of supply cost. Theres also the open a question of how much are companies capitalizing on this environment. People are realizing maybe im going to have to pay extra and so our Companies Taking advantage of that. There are signs that in some cases there are. Workers have unprecedented power right now. Many of them worked to the pandemic through very thankless times and felt like they were not fairly compensated even though the companies are raking in profits. Executives paid and as a result we have thousands of workers on strike between the actors strike in hollywood, the auto striking around the country, and the as a permanente healtrs. We are seeing it across a number oftries, particularly working as person throughout the pandemic, who are realizing i do not think things are entirely fair right now. It can also have a big impact on Consumer Spending and families are not sure whether they will be striking one month from now, maybe they are not going to be spending as fairly as they would otherwise. How do they maintain where did they come from . How did they maintain their jobs . How do they figure these reports .
