President biden fought for the passage of both bills when he was senator because he believed then just as he believes now the federal government owes dignity and respect to every american especially those with disabilities. Soon on on the south lawn the president will be joined by americans with disabilities, their families, members of congress and advocates and will be introduced by selma blair, a woman who is challenging stereotypes about what people with disabilities can do. Today as we celebrate these landmark laws, the Bidenharris Administration remains committed to moving America Closer to the promise of equal opportunity for everyone. Later this afternoon, the president will convene his cabinet to get an update on the progress were making on pressing priorities for the country, including implementing the historic legislation he has signed into law balancing the promise and peril of Artificial Intelligence and taking action on gun violence. Speaker mccarthy said he hasnt spoken to President Biden with action on ukraine and he hasnt shown them how were going to win and what it looks like. How does winning look like in ukraine and when does the president plan to speak with mr . Karine look, the speaker was on television yesterday, showing and speaking to the commitment that he has made to the ukrainian people and he said yesterday, i support being able to make sure ukraine has the weapons they need. In fact he said that multiple times and he made public his support to ukraine and theres a bipartisan support weve seen since day one for continued funding for funding, i should say, in ukraine. Lets not forget what the purpose of this is for. This is for the continuation of the brave people in ukraine to fight for their freedom, to fight for their democracy. So thats what we want to continue to do and what the president wants to see. Not just us but the democrats and republicans in Congress Want to see funding in ukraine continue in a bipartisanship way. Reporter in light of the c. R. , has President Biden or anyone in the administration been in touch with our allies from ukraine, are they having to address concerns . Karine look, weve been in touch with some of our allies and partners certainly about ukraine and thats something weve done for some time now over the past 17, 18 months and so thats going to continue. The president , as you know, was able to bring more than 50 countries together to show their support for ukraine. Thats our partners and allies and you saw what he was able to do with the Nato Alliance and that alliance is the strongest its ever been so that commitment is going to continue. That commitment, our message to the world will be the president continuing to restore our leadership as we have seen and continue to strengthen that alliance. Look, were going to you know, were going to continue to help ukraine as long as it takes. The president said yesterday what weve seen from extreme republicans, actions doesnt help with our allies and partners, it does not. Well continue to deliver for the American People and well continue to advance our National Security priorities because by helping ukraine, were also, also protecting and delivering for the American People with our National Security and is important as well. Mary . Reporter the president said yesterday were going to get it done when asked about aid for ukraine. How can you be so sure, though, especially given the speakers potentially perilous future . Karine the speaker said himself yesterday he wants to continue to support ukraine, to make sure they have the weapons they need. He said is multiple times yesterday, weve seen bipartisanship to continue funding for ukraine. The president said it, the speaker and overwhelming majority of the congress have steadfastly supported ukraine. So theres a bipartisan support from this for the beginning. Its going to continue. Weve heard from republicans and democrats in congress and thats what they expect. Reporter on the speakers future, does the president think the president should help bail out mccarthy . Karine the president was asked this by one of his colleagues and he said he doesnt have a vote and is something for the House Republicans to figure out. The president will continue to deliver for the American People. While they are clearly showing chaos and not able to do that, deliver for the American People, hell focus on growing the economy and the middle class and as it relates to anybody else, as a democrat, thats their decision to make and where the House Democrats themselves to figure that out. Reporter the president doesnt have a vote here but surely its something the white house is discussing with leadership on the hill. Karine we are not. Reporter no conversation . Karine we do not get involved when it comes to leadership conversation thats something to House Democrats and republicans in this instance to figure out. Reporter we heard matt gaetz and others put attention on this and he was asked if he could trust the speaker. And seems theres a secret deal made with the president. Karine well let matt gaetz speak on what he said. I didnt have time to listen to the congressman because i was getting ready to come out here. Just on trust more broadly, i know weve been asked that question. Look, its not about trust but about congress doing their basic duty to keep the government open is what this was about. When it relates to what the president said, im not going beyond what he said but what we know, what we know is that theres bipartisan support for this deal. Speaker mccarthy was on the air multiple times saying he certainly wants to continue support for ukraine to get the weapons that they need. Well hold him to that. Thats the deal they made. Reporter what does it mean a deal has been made . Karine theres been a bipartisan agreement to continue funding with ukraine and what were looking at and speaking to and what were going to see. Reporter just to follow up on that, how critical is it for the white House Speaker mccarthy remain in power for the time being . Karine its not for us to decide, its up to House Democrats and House Republicans more specifically House Republicans to decide. Reporter its not in the white houses interest to go in on a fight for the speakership, what are your president s thoughts on that . Karine he said the president doesnt have a vote on this matter and something for House Republicans to decide. Look, youre right, there is chaos with the House Republicans. What we saw this weekend should not have happened. It should not have happened. I mean, thank goodness the government is open and that critical programs are now moving forward but we should never have been marched to the brink that they did. Its their basic duty to keep the government open. Were not getting involved and for House Republicans to decide. Reporter with a question on ukraine funding. Are you able to outline for us how much the u. S. Has left in funding for ukraine in the humanitarian funding bill . Karine any specific questions on the funding left, i have to refer you to the department of defense. Theyll be more able to share what is the president ial drawdown authority, whats left there. But look, its enough for us to meet ukraines urgent battlefield needs for a bit longer but well be maintaining our steady cadence of p. D. A. For sure but its not the long Term Solution here. Its not the long Term Solution. Reporter can you confirm the president is planning to call allies as that funding for ukraine will continue . Karine i dont have calls to preview with you at this time for allies or partners. Reporter congress was not able to pass the bill to fund the government the last four months since the president reached the broad spending deal with them on june 2. What gives the white house confidence theyll be able to do that in the next 45 days. Karine again, this is their basic, basic duty is to keep the government open. We shouldnt have to wait 45 days. House republican shoes not have to wait 45 days to do their job. One thing Speaker Mccarthy learned is you have to do your job which is with why i think he moved forward. Look, this is something that congress, their duty to do is to keep the government open and make sure federal Government Employees get paid and make sure these critical, important programs continue to be paid in so that families across the country, American Families across the country are getting those critical programs. So this is their basic duty. This is their basic duty. Reporter government funding goes through november 17th, which is right around the time the president is expected to be in San Francisco for apec. What discussions are happening about what impact that could have on the president s meeting with leaders of china and other countries . Karine im not getting into hypotheticals from here. Again, they dont have to wait 45 days to get this done. Theres no excuse for another crisis is what the president said yesterday and they have to stop the games. They have to stop playing these games. Thats again what the president said, they have to get to work and stop playing games and do their duty or else were going to be in the same place we were this weekend a month from now. And so and you know, what theyre doing instead is pursuing these 30 cuts. Were talking about education and talking about meals on wheels and really critical programs americans need to just move through their daytoday lives. So we cant be focuses on that. They need to keep the government open, continuing to do that, their basic, basic duties. Reporter at one point Speaker Mccarthy made repeatedly on face the nation yesterday is he wants additional funds for ukraine tied to congressional action on border security. Is that something the white house has considered supporting for a vote on ukraine funding . Karine the American People are fed up of the political games and political stunts the House Republicans are doing on our National Security and also our government. You have a president who has delivered record funding, record funding to make sure that we have Additional Border patrol, federal employees at the border. This is something that he has done and has delivered on. And instead these extreme House Republicans, what did they do . They just passed two weeks ago a proposed cutting d. H. S. Funding by 8 . They want to defund d. H. S. Is what theyre saying. Meanwhile, were trying to do everything that we can to make sure that we deal with whats going on at the border. As it relates to ukraine funding, theres bipartisan support and we heard it from republicans and democrats and we appreciate the bipartisan support weve seen for ukraine and we are confident that were going to continue to see that. So look, this is about freedom and democracy against aggression against the ukrainian people and enforcing our security as well. Reporter does President Biden plan to go to Dianne Feinsteins funeral in Southern California . Karine i dont have any updates on the president s schedule to share. Reporter the kremlin said this morning western fatigue over ukraine will grow in the United States and other countries as to what happened here in washington this weekend. How do you respond to that, what can the United States do to prevent that . Karine heres our message to putin. The president built a coalition of more than 50 countries and has provided aid to ukraine and weve rallied more than 140 countries to condemn russias invasion into ukraine. Thats what the president has been able to do. There is a very Strong International coalition hindu crane and if putin thinks he can outlast us, hes wrong. Hes wrong. And so we will have another package of aid for ukraine soon to signal our continued support for the brave people of ukraine, and so thats our message, if he thinks he can outlast us, that is mr. Putin, we believe hes wrong. Reporter karine, follow up on that. Financial times reported we have avoided sanctions on exports by using china alone to avoid those sanctions. What confidence do you have that those sanctions, that this is continues to work and how can the white house continue the same path using sanctions to try and change russias behavior without enlisting china in some way . Karine we work with our allies and partners to immobilize half of russias reserves, about 300 billion. It is cutting russia off from a key source of its economic resilience. Last year, rather than the forecasted budget surplus, russia suffered a budget deficit despite record oil and gas revenues and what we saw last year. This year their fiscal situation has deteriorated even further. In just six months the price cap on russian oil has contributed to a significant decline in Government Oil revenue at a key junction in the war, down nearly 50 from the year prior and in june the budget deficit for the first half of the year has reached 90 of the projected full year deficit. So well continue to impose further pressure on russia Going Forward and will be our focus. Reporter it came out in the the wall street journal there will be a visit to washington in the near term. Do you have anything for us on a potential xi visit . Karine i have nothing to share on the visit. Reporter talking about appropriations, what is the construct of these meetings that the white house is having with republicans or democrats and what is the continued appropriations . Karine ive said many weeks that as the republicans were leading us to a potential shutdown, our members here at the white house we had our office of legislative affairs and our o. M. B. Director has spoken to this very recently and has been in regular conversations with members in congress. Dont have anything specific to share. Im not going to go into private conversations but weve also been very clear, while weve had dialogue with members of congress, this is something when it comes to keeping the government open, when it comes to, you know, moving forward with this deal that the president made with congress, a deal is a deal as you heard us say many times, its up to them. This is their basic job to keep the government open. Reporter do you believe theres a ramp up or its the same going down the road again with another c. R. . Karine they shouldnt have to wait 45 days. House republican shoes get this done. We shouldnt have to wait 45 days. Theres no excuse for another crisis here. This is what the president said yesterday, theyve got to do their jobs. We should not be looking towards 45 days from now and trying to figure out where were going to be. This is something they can take care of now. Reporter lastly, you said chaos, is this chaos to include this motion to vacate . Does that put a chink in all the work to try to move towards getting a new budget solution . Karine the chaos is clear, youve reported it what weve seen with House Republicans, its four chaos. Theres an extreme group of people in the republican conference that is putting forth these extreme pieces of legislation that would hurt American Families. I just talked about the 30 they want to cut on meals on wheels, education, you name it, programs that are critical to americans across the country. Thats the chaos. Thats what theyre trying to head us down the road. And they almost shut down the government. The director said more than 200 democrats voted to keep the government open. So we know where House Democrats are. We know that they want to do their jobs. Its the chaos that were seeing from House Republicans that led us to this crisis and we dont need this. Reporter the motion to vacate has nothing to do with you . Karine nothing to do with us but for House Republicans to figure out and well let the leadership figure that piece out. Go ahead. Reporter thank you. The white house has been clear, of course, you dont want to negotiate further with the cuts with the deal in may. Does the president believe the deficit is something that should be reduced and would he be open to some kind of Bipartisan Commission looking at deficit reductions as part of the spending deal . Karine what i can tell for you sure everything the president has put forward, you look at the policies and even as the legislation has become law deals with lowering the deficit. Even the budget agreement we saw back in june, may and june that was agreed upon, bipartisan, that was voted by 2 3 of the House Republicans, that lowered the deficit by 1 trillion over 10 years. Clearly this is a president that wants the focus on lowering the deficit. This is something you hear him talk about almost every time he talks about the economy and where we are growing the economy and growing the middle class. Obviously this is an issue that is important to the president. Im going to move around. Go ahead. Reporter governor newsome, can you discuss that [indiscernible] karine we respect the governors decision, laphansa butler spent her career fighting for the rights for women and working people, certainly by looking at her career and shes herself succeeding a trail blazer by making more barriers and we respect the governors appointment and dont have anything to read out and probably should reach out to the Vice President s office to see if shes made a call. Go ahead. Reporter last month on ukraines funding jake said that the 24 billion was needed for this quarter that were in now so there wouldnt be a disruption. At what point does that disruption begin or happen . Karine the battlefield on the ground changes. So i dont want to give a date. Im hesitant to give a date because giving the changing dynamics and what that looks like, as i mentioned, d. O. D. Certainly would have more information on the funding and i certainly am not going beyond what the National Security adviser said here. But look, you know, were talking about you know, were talking about what we know we have left. We have enough for p. D. A. Authority to meet ukraines urgent battlefield needs for a bit longer, as i said. But its not the longTerm Solution. Its not the longTerm Solution. Any specifics on the p. D. A. And whats left, i certainly would refer you to the department of defense but dont want to get into a date from here because of the changing dynamics of the battlefield. To reiterate, beyond mccarthys comments this weekend, past support, theres no youre saying theres been no conversations between the white house and the leadership about a potential agreement, contours of how to get the funding approved . Karine what were saying is there obviously is bipartisan support to continue the funding to ukraine. Weve heard that from Speaker Mccarthy just yesterday multiple times saying that. And weve heard that from, you know, democrats and republicans in congress. So thats what we want to see. We want to see the commitment. We want to see that mccarthy keeps his commitment to the people of ukraine. Hes said he wants to continue that funding for to make sure ukraine gets the weapons that they need and thats what we want to see. Reporter thanks, karine i. Staying with that topic, when i asked the president about future deals with Speaker Mccarthy, he said we just made one about ukraine. It sounds like theyre saying they didnt just make one with ukraine. Karine were saying there is bipartisan support for ukraine funding and thats what were saying. Were saying theres bipartisan support and there has been. We appreciate the bipartisan support weve seen from ukraine from the beginning and believe thats going to continue. Thats what we see and how we see this moving forward. Reporter why did the president say he made a deal if he didnt . Karine what were seeing currently from congress is that there has been overwhelming support is what the president said, the majority of congress, showing overwhelming support to continue that support from ukraine and what well continue to see. Reporter can the speaker provide some kind of back channel assurance to what he was referring to . Karine the speaker doesnt need to do back channels. He said yesterday i support being sure ukraine has the weapons they need. Hes said that and we expect him to keep his word on that. Reporter im trying to understand what the president meant when he said he just made a deal. Karine what im saying to you is weve seen bipartisan support from congress for it to continue the funding in ukraine. Thats what we expect and what we want to continue to see. Weve heard from Speaker Mccarthy himself just yesterday saying he wants to continue that support and thats what we want to see moving forward. Reporter youre saying the president made the deal but you dont know . Karine im not going beyond what the president said. Reporter so you wont say what he said was true . Karine i wont say what the president said. Reporter youre declining to say what he said . Karine im not saying what the president said. Reporter does President Biden support striking pay for the workers . Karine the president supports collective bargaining and the workers should ask for fair pay and fair benefits and he sports the right to strike and im not getting into the particulars of what governor newsome signed but what i can say is the president is always supporting Union Workers and certainly working people. Reporter the u. A. W. Strike is in its third week and is there any concerns of the president s appearance on the picket lines may have frustrated Auto Companies and prolonged discussions . Karine the president did something that was historic and went to the active picket line to show his solidarity for Union Workers, the men and women of u. A. W. He was proud to do that. That doesnt change what the president has said many times, supporting collective bargaining and allowing negotiations to continue with all parties and making sure they have the ability and the right to ask for fair pay and fair wage. So thats what we believe. We think its good that theyre continuing to have these negotiations and continuing to have the conversations and lets not forget you have the west coast port, you have the teamsters and u. P. S. , collective bargaining works so well let the process move forward. Go ahead, anita. Reporter thank you so much. I have a ukraine question and and a question about ukraine. A new leader was elected and they have a bigger problem than ukraine and what do you see with the nato splitting and what will they do to bring nato together . Karine i answered this in a different variation. The president has been able to bring together our allies and partners in a historic way to support ukraine and the brave people of ukraine as theyre fighting, certainly towards protective democracy. Thats something the president is going to do. Nato alliance is the strongest its ever been because of what this president s leadership has been. Well continue to certainly continue to have those conversations with our partners and allies. I said it earlier, it does not help, it does not help what we see House Republicans doing, it doesnt. Thats just the reality of it. But were going to continue to bring our partners and allies together as we support the people of ukraine as theyre fighting russias unjust aggression. Reporter on the refugee camp announced friday, the administration set the cap as 125,000 people. But the state Department Said only 51, 231 refugees were admitted up to this point. So number one, is this number including afghans given humanitarian parole, how do they plan to reach the target of 125,000 and what else is needed to get to you that aspiration . Karine one of the things you know we tried to do was improve the system. I dont have specific numbers on afghans but, you know, one of the things that we do is we implemented a number of efficiencies within state and d. H. S. To reduce processing times. State has approved 51 new local offices and weve taken steps, and thats just a couple things to make sure were improving the system. So were going to continue certainly continue to do that and so look, we said when we first set this target that it was going to be ambitious. We knew that. We knew 125,000 is an an an ambitious number and we feel were able to meet those goals this upcoming fiscal year and what well try to do and continue to go around. Go ahead, brian. Reporter i wanted to ask about the president s legislative priorities given what House Republicans are doing right now, threatening to shut down the government in 45 days and hold up ukraine funding, is that what the president can do legislatively for the foreseeable future or are there other legislative priorities he thinks there might be a House Coalition . Karine you saw what the president s priorities were. We want to make sure were protecting medicare and Social Security and those were things incredibly important to the American People. Ukraine funding is also really important as well which is why were confident that well continue to see this bipartisan support for the ukraine funding. So look, youre going to see the president meet with his cabinet in a couple hours. Were going to talk about the importance of implementing the historic pieces of legislation hes been able to pass. And we think about the Inflation Reduction Act and how it will Lower Health Care costs and what thats doing with capping 35 for seniors when it comes to insulin, thats really important. You think of beating big phrma and the first 10 pharmaceutical drugs is where the cost will go down. All these things are incredibly important. We have to continue to implement these important pieces of legislation thats currently now law and that is going to be the president s focus and also protecting americans, protecting americans, making sure were keeping Social Security and medicare and medicaid. That will be the focus. You heard us talk about the unity agenda and how important that is. Those are ways. You want to see what the president believes how he can move forward in a bipartisan way with congress, look at the unity agenda. So thats going to continue. Hes going to continue to try to move with that as well. Go ahead. Reporter thank you. Two questions on the border, if i can. The new york governor kathy hoch emsaid the border hoch emsaid the border is too often kathy hoechel said the border is too open. What does the president think . Karine the president with members of congress put forward a comprehensive piece of legislation to deal with him Immigration Reform and this has been broken for decades. Its been three years since he put forth that piece of legislation. There are three things hes moved forward in when it comes to his plan and looking at the border. Theres enforcement and weve deployed additional troops and agents at the border and removed or returned more than 250,000 individuals since may 12 alone. Thats what weve been able to do without the help of republicans and deterrents, weve had the largest expansion certainly of pathways a pathway in decades and weve made clear that attempting to cross the border unlawfully will result in prompt removal and a fiveyear ban on reentry and criminal prosecution and dont forget the diplomacy weve done with the region including mexico to deal with this issue because its not this is a regional issue that were seeing with as it relates to unlawful migration. Reporter so the president looks at whats happening with the border, he sees a border that is effectively closed . Karine what im saying is the president without the help of republicans is doing everything that he can to deal with the border. Thats what hes been able to do, while republicans try to push forth a c. R. To limit, to take away the federal agents that we see at the border. Thats what theyre trying to do. Theyre trying to politicize it and make it worse. Thats what republicans are trying to do and turn it into a political stunt. The president is actually dealing with the issue thats in front of him by getting record funding, 25,000 federal agents at the border. Thats something the president has been able to do. Im going to move around. Reporter how about covid, are there any regrets about the rollout of this new Covid Vaccine given the reports of insurance snags and some supply issues with getting this vaccine out . Karine look, this is something were certainly aware of and want to make sure the system works for everybody and something you can look at what weve done the last three years on this issue, making sure we make sure that people that every american across the country who wants a vaccine will get it. So certainly we are aware of what consumers have experienced, these unexpected issues of point of service, and sew h. H. S. Is going to work with insurance, going to work with the issue that were currently seeing to resolve this quickly. So this is certainly a top priority for this administration as it relates to a comprehensive Vaccination Program and has been priority since day one. Reporter are you worried people are frustrated not being able to get their shots now and they might give up and could lead to a worsening situation in the fall and winter and falls on the president s involvement . Karine were not getting to the hypotheticals. H. H. S. Is dealing with this and theyll quickly address it and so you know, we want to make sure that folks who want to get a vaccine get it. And so h. H. S. Is on it. Reporter can you talk about why the president didnt do his shot on camera like weve seen him do in previous rounds . And you talked about the messaging campaign with this new shot, why hasnt he done anything to promote this and encourage people to get their shots and will we see him do that in the near future . Karine i dont have anything to lay out on what the president is going to do as relates to the new boosters for covid. What i can say is that there are secretaries and administrators official across the federal government here for the white house that are indeed very much involved in making sure they get the word out there, right . We saw just the other day, we saw the second gentleman get involved and show how his process of getting his shot and well see that from others across the administration. Look, we are in a different time and different place with covid. Clearly, were all sitting here, most of us are pursuing many of us have gotten our covid shots. That is important to also note that we knorr a different place and were in a because he took a comprehensive approach, because he wanted to make sure that that americans across the country were able to have to get this Covid Vaccine and not just that, other treatments to deal with covid. So youve seen his commitment to this and we see how it looks like now that were coming out of this pandemic. Just dont have anything to share on his, on his further involvement with the president on this. President biden ever tried to get out of a meeting by pulling a fire alarm . A democratic member of congress pulled a fire alarm around a series of votes . No fire. Is that appropriate . I have not spoken to the president about this and i will not comment. I know theres a house process moving forward right now. Ill leave it to the house. Since President Biden is so pro union, is he ok with 75,000 Health Care Workers possibly walking off the job this week . What i can tell you is that weve said this many times already this morning, the president believes all workers, all workers including Health Care Workers and those that make their work possible, they deserve a fair pay and they deserve a fair benefit. Thats what the president believes. He believes that collective bargaining works. That is, weve seen that play out in the past even a couple of months. We think about the teamsters. You think about the teamsters and ups. You think about the west coast ports, right . We see that play out. So it is important that we see that continue. The Treasury Department laid out recently a major report that unions and collective bargaining are good for the overall economy and help raise wages for everybody, whether they are a union member or not. And i think that matters. Would you consider joining them on the picket line if they strike . I do not have anything else to share in the president s schedule. What i can say is that this, when we see this type of collective bargaining, when we see this type of, you know, the report that i just laid out, when unions and unions do collective bargaining, it actually helps our economy overall and it raises wages. And i think thats important for all, not just union members, also non union members. And a couple of days ago, looters were terrorizing businesses in philadelphia. What is the white house doing . Doing about that . Obviously in a coordinated theft and vandalism that occurred in the adelphia is instructive and simply unacceptable. In philadelphia is destructive and simply unacceptable. Thats what we say. Weve always said that any type of vandalism, any type of violence, we certainly denounce that from here, the acts of these individuals harmed local businesses as we saw, as we saw in the communities that depend on them. But i also want to be clear because the police, the Police Commissioner in philadelphia did say, and he said this on the record that looting was the act of opportunist taking advantage of an unrelated protest. But obviously, obviously, we have been very consistent here when it comes to any sort of vandalism, certainly looting or any type of violence we are going to, we are going to simply condemn that and it is unacceptable. [crosstalk] can you tell us if the president has had any one on one conversations with leader mccarthy about ukraine funding in the past two weeks . I do not have any conversations to read out. As you know the president very often keeps in touch with house and senate members. That is something that he does on a regular basis. As for the specific conversation i just dont have anything to , read out. Is it possible the president and speaker spoke . I do not have anything to confirm. I really dont. The president regularly has conversations with members of congress. I dont have any specific conversation to read out. Can we make a request between now and the next briefing perhaps we could just ask the president what deal he was referring to in his comments yesterday. So he can have a better idea because i think this will continue to have oxygen around it until we have clarity about. Is this a new deal . Is he referring to the budget top line . I appreciate the question.
