We have been looking at different provisions of the climate legislation and the impact on areas like homeimprovement, tax it, electric equals and local government. Join today to talk about agriculture is karen perry. She is the Deputy Director of food and Environmental Programs of the union of concerned scientists. Welcome to the rogan. Thank you. Start by explaining the impact Climate Change has on the agriculture industry and the other side, which is the Industry Impact on Climate Change. Yes. The Climate Change is having a huge impact on agriculture. We can see the effect of Climate Change in front of our eyes this summer in particular. The hottest july on record. We saw floods in vermont, new england, massive flooding in california. Just a year or two after a massive drought in california, and this is affecting farmers, farmland and the ability to grow food another buttocks on that land. It is having a huge impact. Even this summer, your viewers who eat peaches in the summer might have noticed a lack of peaches or very expensive peaches because the georgia peach state lost close to 90 of the peach crop because of Climate Change. Because of a warmer winter that made trees bloom too early and then a cold breeze in march that destroyed the crop. We are seeing all kinds of effects of Climate Change on the agriculture industry, so you asked about the effect of the industry on Climate Change. Right now, according to the u. S. Environmental protection agency, the Agriculture Sector is responsible for 10 of the trapped gases that cause Climate Change read that is from everything from tractors and other equipment that run on fossil fuels like cars and trucks, releasing Carbon Dioxide is the atmosphere, but also other gases that are particularly damaging. So nitrous oxide is one of those, and it comes from overuse of fertilizer and poor soil Management Practices on farms. It is 300 times more then cover dioxide. Farming has an impact as well. The act includes nearly 40 billion for agriculture and role development. What are those how significant is that for the challenges you just outlined . And celebrating theyearold laws, President Biden calls the ira transformational and that is true for the Clean Energy Economy and manufacturing jobs in transportation and all the rest you might think of associate with Climate Change, but this can also begin a needed transformation of u. S. Agriculture, and that is a transformation that must again out for all of the reasons i just talked about. So, you mention 40 billion for agriculture specifically, that included for 3m world evolvement. Over five years it is ruled by the department of agriculture that helps farmers change their practices, what in place conservation practices of all kinds. They actually can help fight Climate Change, can make farmland and farming more resilient to the Climate Changes we are already seeing, and other benefits as well. Cleaner water and air. More productivity for farmers over time. With the practices that this money will go to underwrite. I will put on the screen some of the numbers. I wont read through all of them. Agriculture, cservation funding. Part of this is 300 million for the u. S. Department of agriculture to assess the climate benefits of healthy soil. For those that might question the amount, why is that important . It is important. It is a small piece of the agriculture provision of this law, but is important because just like, people may know that trees absorb Carbon Dioxide, that can help fight Climate Change, but farmland and crops could also absorb large quantities of Carbon Dioxide. We dont know exactly how that happens and we dont know the best way to keep Carbon Dioxide in the soil for a long time. Part of the solution to Climate Change, which they want to be, then we need a little bit better understanding of how best to absorbency heat trapping gas from the atmosphere, pull it into the soil where it can help fight Climate Change. We are and organization, a sciencebased organization that is working to create a healthier , safer and more sustainable world. The agriculture and food program , we are working to make our system more sustainable, healthier, more fair and equitable. Really, we are looking to help farmers and ranchers to fight the biggest problems that we have today, and Climate Changes at the top of that list, so looking to have our government make more investment, that can help incentivize and underwrite the best practices that farmers need to adopt on a wider scale to do those things we mentioned before. Also, to increase their own productivity to clean up water, agriculture. It has a major impact on Water Pollution, so 1 run off of fertilizers and pesticides and up and local drinking waters. It makes rivers and lakes on fissionable and swimmable. They travel all the way down to the gulf of mexico where they wreak havoc with sea life and the fishers and trippers that depend on them. We are trying to improve the whole situation by using more investment in farming and these practices. It is been a year since the Inflation Reduction Act has been signed into law. Where are we on implementation and what are the roadblocks, if any to implementation. The way the law sets of investments is over five years, so the 20 billion starts this year. Then, it ramps up over the next four years. We are only seeing the beginning of implementation did this money is going into, i mentioned programs that the u. S. That usda runs. One of those is the conservation stewardship program. It is the Largest Program on working farmland. It is. Popular with farmers. So popular and small in its current funding that many farmers get turned away who want to participate. This is a program that helps farmers to things like planting cover crops in the winter between their crops. That keeps the soil covered. Seizes the nutrients that could go up into the atmosphere as trafficking gases in the soil, preventing erosion and all of those other things. Many want to participate in that every year. Three quarters of them are turned away due to lack of funding. This includes a large amount of cash each year in programs like that. It can give farmers the support they need. That program is incredibly effective, so my organization analyzes the return on investment. What we found is that for every dollar in the Program Helping farmers, we get, as a society, four dollars in benefits. That is everything from reduced fertilizer cause for farmers to reduce Water Pollution and the rest. We have a question for you on this for michael. What percentage of the ira funding is going to major farm and ranch corporations like adm, etc. The 20 billion we are talking about is not going to a big company, it is going to individual landowners and farm operators. Some of it is going to public or private partnerships. There is a Regional Conservation Program that works in that way, but for the most part, this is going to farmers on the ground. It is facing a crisis in real time, and they have some ability to do something about it and more with this investment. Lets go to the phones. Hannah is in gaithersburg. Good morning. Hello. My question for you is first i want to make a comment. The Inflation Reduction Act really isnt an Inflation Reduction Act. It is a Green New Deal. And that is the agenda behind it. Dont have a problem with it. I think we need to address our issues and the environment and with the climate, and i think what is being done with farmers is wonderful, but its a singular focus and i want to know why the president isnt going after the commercial fishing industry which is destroying our oceans. And why we are not doing more with our rain forest where they are destroying a thousand acres a day and utilizing that land for either cattle or for soybean. Those two things in and of themselves are having a greater impact on our climate and the changes in our climate. Its like focusing on the pimple on the rear of an elephant but you are ignoring the elephant. Why doesnt our president do something more, and for perspective, i think biden is a more on. What we can do with this law, particularly in the Agriculture Sector is really give armors a tool they need to make their farming more sustainable for the long run, both for the climate, for the future of the food supply, and for the future of farming, and so, the Inflation Reduction Act, as mentioned, its a year old. Theyre all of these new investments. At the same time, right now, congress is writing a fiveyear law called the food in farm bill. That is a law that actually shapes everything about the food system. Farming, how its done in this country. Whats really important right now is that congress maintain an investment, that they talk about it with the ira in the next food and farm bill and maintain the climate focused on the investments that can help farmers and the food run and long run. Do you think we have the grounds now to get the public to think seriously about the large climate damage done by years of deliberate disinformation about climate that was kept from dealing with this problem, soon and well as we might have. Before these climate investors, it might have seemed different, but i wonder what has changed because of circumstances . Comment . I think there is an increased awareness. You cant help but notice what is happening all around us. I do think big corporations carry a lot of lame. Outside of my expertise, i do know there have been studies about the accountability of large corporations for causing this crisis with omissions, but also the this information your caller has talked about, so that is the case. The Inflation Reduction Act does not require an agriculture industry to adopt these practices. It is voluntary. Why is that . Could it a negative impact on participation . I think it is a great start. I think the programs that this new money will go into our already. Popular with farmers and oversubscribed. Not enough money, too many armors want to participate. This will open the door for more farmers who already want to do this and can see the benefits and just need a little help to get over the hump. One of the reasons that these voluntary programs work is that they help underwrite some of the upfront costs. I mentioned planting crops or other kinds of actresses that might new on a farm. Those come with cost upfront. A farmer might need to buy new seed or a different piece of equipment. To sow and harvest. This money will help incentivize and underwrite the upfront costs then, they will see the payoff down the road. 357 years. The systems are in full swing. You will see the increase productivity, the runoff and pollution and all of the rest. Lets talk to victor in california. Good morning. Hello. Yes. High. I am seven years old. I remember in school, rotating crops. You grow one thing and you plant another one to put the nutrients back in that the other crop took out. It is like a native american as this thing with three sisters. The climate you climb a stalk of corn and put beans around it. The beans put nutrients back in and then you plant squash around it to change the ground so they take less water. Id like to know about that. Absently. That is a good point. We have seen, i think, a decrease in Crop Rotations over time, and now, much of the country there may be only one or two crops. The corn belt is called the corn belt for a reason. Millions of acres of corn, and sometimes interspersed with soybeans, but those do rob the soil of nutrients. They reduce the biodiversity that is necessary for a healthy functioning farm ecosystem rated Crop Rotation is one of the practices that actually can help and can be funded with these programs. There is a longrunning study out of iowa state that really found that when you increase Crop Rotation to three or four crops, it puts a cover crop in the mix. Then, you get a huge decrease in the need for added for fertilizer. Huge decreases in the farm field. It is really a win win. Karen, we have this text from paul in wilmington delaware. It says, food prices are large contributors to inflation. Have the ira done anything to reduce food cost to the consumer . I wonder not about the food cost but the quality and what impact the ira supposed to have on that. Xes. I mentioned this is a law that mentioned can bring about transformation and this cannot happen overnight. We are really in the early days of seeing what this investment can do. Food inflation has come down. But it is something that people out there are still worried about. And for good reason. What we do know is that allowing Climate Change to go unchecked is only going to increase crop crop losses, create Food Shortages and raise food prices for all of us. Im hearing that giants are buying farmland, and i want to know if they are eligible to receive any of this funding. Who . What . China. I know there are some in congress who want to prohibit for an of farmland and want to involve themselves in that issue. This is really the money we are talking about is really going to go to mostly family farms. Individual farmers operating arms on the ground all across the country. That is not an issue. There is also an issue of alternative Energy Sources like wind, solar farms, and taking up valuable space, valuable farmland. What are your thoughts on that . There are ways to integrate those things. Solar panels can be integrated into crop so they save the crop come and help keep moisture in the soil. There are ways to do this. They can be beneficial. Certainly, we want to preserve farmland for growing food. So, that is what i would like to see. Farmland that is diversified. That incorporates clean energy. It is possible and beneficial, and just produce a large number of crops. Your previous caller talked about this. I think that is what we need to do to see and promote that. Cindy is in st. Three quarters of voters said they see that as a threat. This is bipartisan, across the board. We see that kind of sentiment. A large majority also say they would support the programs we are talking about here. The very kind of program that farmers adapt to protect lands and crops like flood and drought. The majority say they support that. This is something that crosses geography and crosses the political divide. There is great support for helping farmers in this way. And i been doing for six years. What is your comment . A few people are calling in, and they are this woman about what she knows about the Climate Change, and i am just wondering about ukraine, and and i wonder about whats being done to man. With the atmosphere, it can change a lot of things behind besides just Climate Change on cars and everything that they are talking about. Certainly, there are lots of things that affect one thing we are seeing, is Crop Insurance payout. There is a federal subsidized cop Crop Insurance program that pays farmers when they lose their crops, and what weve seen over the last 25 years is that insurance payments to farmers for drought related claims have risen by more than 400 and for flood related payments, theyve risen by 300 , so this is something that farmers on the ground are seeing more and more. Karen, i want to ask you about the specifics of the Inflation Reduction Act read the agriculture conservation funding eight point eight 5 billion for the Environmental Quality in center program. Can you explain what that is and how it will be used . That is a Large Program that funds all kinds of projects. To improve the environmental outcomes and conservation on farms. It tends to focus on single kinds of interventions so things like grass waterways. This is where maybe a long side a stream, you plant grass on farmlands that carry runoff and water and not create erosion. Those kinds of practices are funded by that program. We have a text from john in new york who says what do you know about Carbon Capture and putting the carbon back into the soil . We talked about that earlier. Growing plants and sawyer soil is a great way to capture carbon. Right now, many soils on farmland across this country are have lots of potential. They lost a lot of carbon through erosion, and soil degradation. What we really need to do to capture the carbon in the soil is increase the health of the soil. We think of that as a living ecosystem. It has microbial activity, and healthy. S of things that are the more you keep it covered all ye round, the more you protected from erosion. You see soil. The better off you are. It captures more carbon. It also becomes spongy. Healthy soil is spongy soil. This is why it is so important or a future for drought and flooding. It absorbs a lotf ter, so the soil soaks up water when there is too much rain, but it also holds that moisture for long periods of time, even when conditions are dry so that helps farmers and the plants they are growing in the soil. Within 60 miles of my driveway, there are three mega sites being built they are leveled, and there are thousands of acres of farmland and course land. The more we can help farmers keep their soil covered, keep the routes in the ground, the better off we will be. To deal with flooding and present a lot of prevent a lot of runoff.
