[cheering and applause] pres. Biden hello, milwaukee. [applause] please have a seat, if you have one. [laughter] i said that once early in my presidency and the press wrote they did not know if anybody could stand or sit. [laughter] thank you, valentino, for the introduction. I have said it many times. Middle america but the unions built the middle class. [applause] governor evers, mayor johnson, county executive crowley, thank you for your warm welcome. Tammy baldwin, you are the best. If i had 10 of you, we could rule the world. Thank you for all you do. I appreciated very much i appreciate it very much. Nobody does more to create jobs in america. A very quiet, laidback congresswoman. [laughter] who, thank god, is on my side. Glenn moore never stops fighting for wisconsin. [applause] i used to work for the county. I used to be a county councilman when i was 26. I ran for the senate because it was too hard being a county counsel. [laughter] you wonder what we do . They do a hell of a lot and your mayor is doing a hall of a job hell of a job. [applause] i try very hard to keep my speeches between 15 and 18 minutes. But i got to talk about hawaii. I was on the phone with the governor coming up here and let me address the devastating wildfires, some of which are still burning in hawaii. They have claimed the lives of 99 people so far and they have not cleaned up yet. The deadliest wildfire in more than 100 years. A whole city destroyed. Generations of native hawaiian history turned into ruin. I have spoken to governor josh green and we assured him the state would have everything it needed from the federal government. I approved the governors request for a major disaster declaration. That is a fancy word of saying anything you need, you will get. That will get a into the hands of people aid into the hands of people who need it. All that area they have got to plow up, they cannot do it because they do not know what is left. Imagine being a mom or dad and wondering where your child is. A husband, wife, mother, father, it is tough stuff. Almost 500 personnel have been deployed to maui to help survivors get back on their feet. Fema, searchandrescue teams sifting through the ashes within that five mile area you have seen on television. This painstaking work takes time and is nerveracking. Most of the debris cannot be removed until it is done. My wife and i are going to travel to hawaii as soon as i can. I do not want to get in the way. But i want to go and make sure they have everything they need. I want to be sure we do not disrupt the ongoing recovery efforts. Griswold is on the ground this weekend. I talked to her this morning. I have directed her to streamline the process to register survivors who need federal assistance. To date, fema has approved 50,000 liters of water, 10,000 blankets, and other supplies for survivors. Fema also authorized onetime payments of 700 per household to those who have been displaced so they can do the immediate things of taking care of medications and prescriptions they so badly need. We are working with the state to make sure survivors that lost their homes have a place to call home until we can rebuild. We are also sending federal personnel to the state to help the firefighters and first responders, many of whom lost their own homes and properties to save other people. How many are still working aroundtheclock to put the fires out and evacuate survivors and find the missing . I have ordered all available federal assets on the island to assist local crews including the local coast guard, the navy third fleet, and u. S. Army. In the immediate aftermath the navy and coast guard assist in operations. The Army Helicopters helped with Fire Suppression on the big island, not the one you see on television. Fema has deployed over 480 search and rescue personnel as well. The red cross is helping survivors find missing loved ones. Cell phone providers making sure they can respond to emergency calls. Commercial airlines evacuated tens of thousands from the island. The list goes on. The Small Business administration has dozens of staff on the island and has made disaster loans available to help them begin to rebuild. We are going to continue to coordinate with the people on the ground and make sure the critical work continues. In the meantime, you always hear this phrase and i have been to so many disasters in my career it is almost hollow. Our thoughts and prayers are with the people of hawaii. Not just our prayers. Every asset, every asset they need will be there for them and we will be there in maui as long as it takes. As long as it takes. I mean that sincerely. But today i have come to milwaukee to talk about bringing manufacturing back home. It is about building an economy from the middle out and the bottom out, not the top down. That trickle down economics. But when the middle works and the bottom has a shot the wealthy do very well. If you can make 1 billion, make it. I mean it. Just pay a little more taxes. [laughter] 8 does not cut it. [applause] i came to office determined to move away from trickle down economics and focus on the middle class. I said when the middle class does well everybody does well. The Financial Times and the wall street journal started calling my plan bidenomics, but guess what . It is working. [applause] i am serious. We are investing in america. According to Morgan Stanley and goldman sachs, my plan is leading to a boom in manufacturing as we are seeing in this factory. Over 13. 4 million new jobs. 150,000 new jobs in wisconsin. [applause] nearly 800,000 new manufacturing jobs nationwide. More than 20,000 new manufacturing jobs in wisconsin. [applause] we have added more jobs in two years than any president has an American History in a fouryear term. [applause] unemployment has been below 4 for the longer stretch in over 50 years. Wisconsins Unemployment Rate is just 2. 5 . That is lower than it was every single month prior to this administration. [applause] we have recovered all the jobs lost during the pandemic and added millions more. People are coming off the sidelines and getting back into the workplace. They were saying biden allows people not to work and get paid. Guess what . The highest percentage of American Workers working than ever before. [applause] while unemployment is down, in case you have not noticed, inflation is down and going lower. [applause] remember the experts said to get inflation under control you needed lower wages and higher unemployment. That is the economic mantra. To get inflation under control fewer jobs, more unemployment, that is number one. And making sure that you do not have to deal with what caused inflation. I never thought the problem was too many people working or working people making too much money. One reason we have seen inflation fall by two thirds without losing jobs is corporate profits are coming downtoearth. We have done we have more to do with inflation. Just about 3 now and predicted to go lower. We are near the lowest point in over two years and at the same time, we pay for lowwage workers, growing at the fastest rate. Wages are growing faster than inflation. That is bidenomics. It is about growing the economy by strengthening the middleclass. [applause] making things in america again. It is in stark contrast to the republican maga view which is focused on corporate profits. They say we should the rationale had been lets find the cheapest placed in the world to make our product. Lets shut down the operation in america and send it overseas, and then send the refined product back to americans. That is the philosophy. You know who believes that . Your significant senator ron johnson. He believes outsourcing manufacturing jobs is a great thing. He is on record as saying he does not agree this is what he said, American Workers should not manufacture products that to a lot of labor. Let the billions of people around the world do that. You wonder why we got ourselves in trouble. [laughter] we have been letting them do that for too damn long. It is time to build American Products in america. [cheering and applause] you can see how ron johnsons rationale worked out. Between 2000 an january 2021, wisconsin alone lost more than 136,000 manufacturing jobs alone. I would like to see senator johnson talk to those 136,000 people and say it does not matter if you manufacture things at home or overseas. It sure as hell does matter. [applause] not only for those 136,000 people that lost their jobs but their families and communities and the Economic Growth it generated here at home. Lets look at how the johnson velocity plate philosophy played out in real time. Kenosha, 40 miles from here, there used to be people assembling automobiles and making a living for their families until american motors closed in 1988. Look at milwaukee, known as the manufacturing powerhouse. When i got to the senate i have been around 200 years [laughter] milwaukee was the manufacturing powerhouse. Not a joke. Not a joke. I do not have to tell this audience how hard people here work. All of you, all you have done to keep this city strong. By early 2000 milwaukee had lost two out of three factory jobs. 80,000 jobs were gone. Those jobs were lost in Something Else was lost as well, pride, a sense of dignity. My dad i swear to god this was the expression he was well read and worked like hell. He did not get the chance to go to college. He said, joey, life is more about than just a paycheck. It is about dignity. It is about respect. It is looking your kids in the eyes and say, it is going to be ok and you mean it. That is what a job is about. [applause] when the breadwinner loses their job, they lose their pride and the sense of dignity that goes with that. People like ron believe it is a good thing. All you need to look at is the bottom line. That is not my bottom line. From the day i took office i was determined to turn around the economy. That is why i fought hard to get passed the chips and science act. [applause] we used to put more into science and research than any country in the world. Almost 2 of our Gross Domestic Product we invest. We are the best engineers in the world. We are the best scientists in the world. We have the best researchers in the world. What the hell are we doing . That act has generated 231 billion in the last 18 months making semiconductors in america. [applause] by the way, we invented those semiconductors. We invented them. We went to the moon. The small computer chips aside at the tip of your finger affecting cell phones, automobiles, and weapons systems. Let me give you one example. I met with the chairman of the largest chipmaker in south korea, sk. They are investing 22 billion in america. Why . Why america . He said, number one, there is no safer place in the world to have my investment than the United States of america. Number two, you have the best workers in the world and he is right. [cheering and applause] that is the truth. It is about time ron johnson understood that. Look, i would not be standing here without you. Ibw think the average american they are not being mean you say, i want to be an electrician and you get a card. Four to five years of apprenticeship. It is like going back to college. Four to five years. You get paid but not nearly what you get paid when you get your card. We have to talk about what it takes to get it done. People are not trying to be mean. They just do not know. I sure as hell downed. Dont. [laughter] we used to produce chips here in america and we are bringing them back home. [applause] Tammy Baldwin championed five american policies leading to the resurgence of manufacturing in wisconsin across the country. You have heard me say it before. Where in gods name is it written that america cannot lead in manufacturing . Where is that written . Nowhere, you got it. Since i took office we have attracted more than 1 trillion in manufacturing. Spending it on construction of manufacturing plants that need to be built. Nearly doubled the last two years. That is not just the permanent jobs. We are generating Economic Growth. Construction jobs do that as well. We have added 600,000 good paying construction jobs since i took office and they build these plants to build these chips. They are as long as football fields. They are gigantic. Guess what . The people who work there, do you know with the average salary is . 116,000 and you do not need a college degree. What the hell are we talking about . [applause] instead of exporting american jobs or creating american jobs and exporting american product, they are being built here in wisconsin and places factories have been shut down. Look what you are doing here. One year ago tomorrow i signed a significant piece of Clean Energy Legislation combating climate change. The single largest investment anywhere in the world. Without one member of the other team voting for it. I reauthorized those tax credits and expanded them. As a result, this Company Predicts that demand for the wind turbine generators which they are making in this facility will double next year. [applause] since i took office the private sector has announced more than 3 billion in investments. Not million, billion, in investments in Wind Manufacturing in america. By the way, it is cheaper, cheaper, cheaper than fossil fuels. [applause] that is not all. Until this year this company did not think it made sense to make charges for electric vehicles. But then when i signed the bipartisan infrastructure law which ron johnson voted against that law invests 7. 5 billion to build thousands of chargers stretching across the country, including i94. Over 500,000 of these charging stations, that is real jobs, that is real money. By the way, my grandpa biden died young. I was born six days after. He worked for the american oil company. His job was to go town to town expanding the oil company, building new gas stations. What happens if you build the gas station . You end up with a 7eleven or a doughnut shop. It generates Economic Growth. We are going to be building these facilities across america so you can plug in and go the width of the country. You can travel coasttocoast without running out of power. Every single one of these charges must be installed by workers certified by the iebw plant. [applause] every single one must be made in america. [cheering and applause] there is a provision of law that i thought i knew a fair amount. I did not realize maybe you did, tammy but in the 1930s they passed a law that if Congress Passes a law to spend money in the president wants to spend it, they have to spend it on American Workers and american product. Most president s, including democrats, did not Pay Attention to that. But i did. [laughter] [applause] now we use the nonamerican product and you have to prove to me you can get it from an american product. This company concluded that it was an opportunity for them as well and now they are making fast chargers and ev chargers right here in wisconsin. [applause] the goal is to manufacture 13,000 highspeed chargers every year. Guess what . To the chagrin of your senator, and the other senators, it is going to add 100 good paying jobs. [applause] folks, this is happening across the state. It is a direct result of those Clean Energy Investments i signed into law a year ago. As i have said for a long time, when i think climate, i think jobs. Not a joke. When i think climate, i think jobs. That is the future. By the way, the state of texas has a very enlightened governor. They have the highest number of wind and solar facilities of any state in the nation. It is cheaper than fossil fuel. He wants to shut them down. Isnt that enlightened . The energy being built across wisconsin is creating 2000 local construction jobs. The union jobs in wisconsin are saving them more than 1. 6 billion in energy costs. , these are fact not fiction these are fact, not fiction. The first large Battery Storage project in Kenosha County is creating 300 good paying construction jobs. [applause] just today another Company Announced because of the law i signed they are going to begin Manufacturing Solar inverters here in wisconsin. [applause] by the way, the American People are going to learn no matter how educated you are, you are learning a lot because i am sure most do not know what a solar converter is. It converts solar energy from the sun into energy. A novel idea. How many times did you think in those days when you had those big bills in the winter, why could we not capture this . Guess what . They are going to be doing that. Sunlight shines down and the converter turns into electricity. And they are going to build them just outside kenosha. Do not tell me americans cannot innovate. Do not tell me that. Since i took office i have seen more than 3 billion in private investment across wisconsin. That is bidenomics. That is investing in america. [applause] totally consistent with International Law and trade agreements. Investing in america means investing in all of america. When i ran for president i made a promise. I would leave no one behind. No part of the country would i leave behind. A lot of democrats are getting mad because we are investing more in red states than blue states. But i made the promise. I made a promise no matter where, and folks, red states, blue states, suburban, rural, all of that will benefit from what we do. That is why i launched the Rural Partners Network to help Rural Communities, including in wisconsin and my state of delaware, which is mostly rural. My administration has invested hundreds of millions of dollars toward small and mediumsized meat and poultry processors, including dozens in wisconsin. From lancaster to richmond. This way farmers can get the best price for the product. They do not have to deal with the only giant processor that pays them less for what they need. [applause] i mean it. That was not my idea. That was the former governor of iowa. That is not all. We are also investing 230 million in wisconsin to support agriculture, like planting cover crops that absorb carbon from the air. We are helping farmers, rangers, foresters get paid for doing the right thing. When farmers do well, when the wealth they generate stays in wisconsin, than their children can stay in wisconsin and find opportunity and build a stronger economy. [cheering and applause] investing in america means rebuilding infrastructure. The governor talked about how many bridges and roads it is amazing. It is not even a year yet. Just about a year. The last guy talked about infrastructure and we got infrastructure decade. [applause] they never had one month. Im not joking. By the way, a number of my republican friends voted against this infrastructure bill, including your other senator. We used to be number one in the world in infrastructure. Over time we slipped into the 13th place. How can you be the best economy in the world with a second rate infrastructure . Not a joke. How can you do that . Thanks to the bipartisan infrastructure law we have already announced 500 projects, including hundreds right here in wisconsin. Let me give you some examples. [applause] we are investing 80 million to replace the interstate bridge over the river. That is a major connector. Look across town. When Union Workers are building the bridge, which is nearly 100yearsold, more than 10,000 vehicles travel over it every day across the milwaukee river. It is dangerous and reconstruction is long overdue. A lot of you are with me when i was in pittsburgh. [applause] pittsburgh is the city of bridges. There are more bridges in pittsburgh than any city. I watched that bridge collapsed. I got there and saw it collapsed with over 200 feet over the ground. Thank god school was out during the pandemic. Imagine all of the people that would have died. They knew for years they had to do something. We are talking hundreds of millions of dollars to rebuild it. I know everybody kids me because i am an amtrak guy. I have traveled over one million miles on amtrak. I know you think that is nuts, i do too. [laughter] when i got elected i was 29yearsold. I was hiring staff and got a phone call that my wife and daughter were dead. A tractortrailer broadsided them and killed them. I did not want to stay in washington. There were good senators, including republican friends that said, just day six months. We had 58 Democratic Senators already and a democratic governor. I did not know any better. But i stayed. I started to commute every day. I was listed as the poorest in the senate thats true for 36 years. I was campaigning for pat lahey in vermont. The headline said, above the fold. Only a politicians wife would say that. [laughter] biden, poorest man in congress. Is that true . Like i was cheating on her. [laughter] but i was. I could not afford a house in washington and i could not afford a house in delaware. I started to commute. It is only 300 miles a day. But it still takes me an average of four hours beginning to end. What happened was when you travel as Vice President on air force planes they keep the precise number of miles you travel. I guess it was in my seventh or sixth year as Vice President there was the headline in the new york papers saying, biden travels almost 1. 2 miles on air force planes. I am getting on the train one day the secret service are the best in the world. They do not like me traveling on the train because there is too much opportunity for people to do bad things. I am getting on the train to go see my mom who is in hospice at my home. This guy i will not mention his name but one of the senior guys at amtrak comes up and goes, joe week, baby. Grabs my cheek. [laughter] i thought they were going to shoot him. I said whats the matter . He said, i read this thing about over a million miles on air force planes. Hell, you know how many miles you travel on amtrak . I dont know. We used to have dinner in newark. He said you traveled 117 days a year round trip, 300 miles a day, 36 years. That is one million, 285,000 miles. [applause] i am getting off point. [laughter] electric rail saves a lot of energy and the environment. Thanks to the infrastructure law we are providing 23 million upgrades to upgrade the airport, which will increase Economic Activity in milwaukee. [applause] we are also removing every single leadpipe in wisconsin. [cheering and applause] every single one. These are dangerous. Some of you may remember the last date of the union when i was speaking. Diana branch is a milwaukee mom. She had her threeyearold son with her who was in the hospital twice for lead poisoning. Guess what . We are moving every single leadpipe in wisconsin out of the ground. [applause] that is a fact. The risk to everyones health, especially our children, in over 250,000 homes do not have access to highspeed internet. No parent should have to sit outside mcdonalds when school is closed to get the internet so the kid can do the homework. Not a joke. Guess what . We are investing over 1 billion in every corner of the state, especially Rural Communities and family farms, with affordable highspeed internet. Every single one. [applause] folks, all the highspeed internet projects must use Construction Materials made in america. [applause] look it is kind of basic. We decided to invest in america again. That is what it is all about. If you want to know where they are, you can go on the internet, invest. Gov, put in your location and find out what is happening. Exactly what is happening and scheduled to happen. We have done this without raising anybodys taxes making under 400,000. [applause] my friends talk about the big spending biden. I made the promise i would never raise federal taxes on anyone making less than 400,000 a year. I kept my promise and unlike the last president , in my first two years in office, i am the first one to cut the federal debt by 1. 7 billion. [applause] folks, every republican voted against the clean energy investment. The vast majority voted against the infrastructure law. But that did not stop them from claiming credit to protect the health of their constituent by getting rid of the leadpipes or building new roads and bridges. I think the vast majority of my Republican Senate no better. We have got to stop the partisanship. We have got to stop this stuff. This legislation they oppose is now the greatest thing to come to their state. You have Marjorie Taylor greene, the quiet lady from georgia. [laughter] she talked about what biden is doing is what roosevelt did, what kennedy did. Yeah. [laughter] like i said, i made the commitment and i knew this was going to happen. I knew what would happen is the folks who voted against these things and we barely passed them when it came to their states they would claim credit. I want them to get credit. Thats ok. As long as they continue to support the things we are doing. I said i represent all the American People and red states and blue states but that does not mean i cannot make fun of the hypocrisy. [laughter] like i said in the state of the union, i will see you at the groundbreakings. [applause] let me close with this. I am not here to declare victory on the economy. We are not there yet. We have more work to do. But we always had a plan of turning things around and making america stronger, safer, and more competitive. Bidenomics is another way of saying restoring the american dream. It is restoring the american dream. I believe every american willing to work hard should be able to get a job no matter where they live, the heartland, small towns, raise their kids on a good paycheck and keeps the roofs where they grew up. That is the american dream. That is bidenomics. It is what has worked best for this country investing in america. Investing in americans. When we invest in our people, when we strengthen the middle class, we see stronger Economic Growth that benefits all americans. Most important thing i want to say today is this, thank you. Not for how you voted but thank you to the people of wisconsin. Thank you to the American People who faced tough times in recent years. The pandemic took over one million lives. How many empty chairs are there sitting at the dining room tables these days . Our neighbors and friends and fellow americans are still living in pain and loss and isolation caused by the pandemic. It generated the most severe economic crisis since the great depression. It was not that long ago that 20 Million People in america were out of work. But today the American People did not give up. Wisconsin did not give up. Americans did not give up. America did not give up. I have set it a thousand times, there is no quit in america. There is no quit in america. Look how far we have come. [applause] today we have the strongest economy in the world and you are looking at me skeptical. I promise you, check it out. The strongest economy in the world. The highest Job Satisfaction in 36 years. The inflation rate has dropped to the lowest among Major Economic nations and the world. If we keep it up, it is going to go lower. All i hear from my friends on the others of the aisle is what is wrong with america. There is a lot wrong with america, like every country. They tell us america is failing. But they are wrong. Democrats, republicans, independents, conservatives, liberals, i do not think they understand the average american. Whatever we set our mind to as a country we have accomplished. 91 thing in American History where americans stood together and said we will solve that problem and did not do it. Name me one. There is nothing beyond our capacity. America is not failing. America is winning and i am proud that these are the right steps to not only get the economy moving but to build to the future. But the real hero in the story is all of you, and i mean this from the bottom of my heart. The people of milwaukee, the people of wisconsin, the American People. My policy has provided these jobs but you are the ones getting up every single day, walking out that door, and doing the work. Yes, my policies have helped create Small Businesses, created more than any time in history, but you are the ones who decided to borrow the money and take the risk. You took the risk. I have long said it has never, ever been a good bet to bet against america. And it is not a good bet today. This is still a country that believes in honesty, decency, and integrity. Our political leaders sometimes do not. We are a country that believes in hard work. We are still a country that believes in every one of us is created equal. We are still a beacon to the world because small towns, suburbs, big cities across the country, every ordinary persons do the most extraordinary things. Americas best days are ahead, not behind us. Not because of me, because of you. This is about the future. It is about each of us writing the next chapter in american street. I can say i have never been more domestic about americas future domestic and foreign. We are the United States of america. There is nothing beyond our capacity when we do it together so lets do it together. God love you and god bless you all. May god protect our troops. Thank you.
