This difficulty where you are just simply power but cannot do anything with it, people stop using the power, that is additive. And we believe those congestion situations, your cleat clean power should count towards satisfying the credit. And it is a technical proposal. Anybody who can get cold, get going. Anyway you can get clean power onto the grid, we urge you to take advantage of it. Our sense is that it is too restrictive, as far as not allowing new entrants into the industry. Whether using existing Nuclear Plants as clean energy, or existing renewables, that was a point in my opening remarks that electric grants are not going to remain static. It has been getting cleaner, thanks in part to Companies Like jasons, and it is going to keep getting cleaner. We dont want to curtail the potential use there. But more broadly here, i would say that it is a restrictive restriction in the criterion that is simply not necessary and could end up keeping entrants and investment from being made. Its not cost rate. The absolute right. Free, your absolute right. You are absolutely right. She i remember court where summer lee said that we need everything new all the time, and i agree with her and some ways, with that roadmap that we put out, i know that will help to put that together, that is a really great piece of work, and even there, it does note, and caution that policy at the federal level is going to be critical. To help getting this industry up and running. Audience questions, please get ready, because they going to give the mic over to you in just a second. Because i am a contrarian, i will jump in to martys defense here. Additionality is really important because it addresses the consequential thanks from book level of the omissions. You need to think through what is the durability of the system, how can you set rules so that you make sure your capturing otherwise curtailed renewables. How do you set the rules so that existing clean resources can play as well . Youre going to be that for that political durability, we think. It is a place where practicality is needed. What the exact rights approaches, its impossible to say. But we want to make sure that there is additionality so that resources are being backfilled by fossil resources. May be certain carveouts . You need to allow for some level of participation, there have been great ideas in terms of for existing renewables and that type of thing, what does that look like for nuclear and hydrogen. That is a conversation that we have which is very important. I will quickly add, dont be surprised if hydrogen is produced by natural gas, and you start to see that. The innovation is going to continue there as well. And you see that because it is in their interest, and they will continue in their own operations. Alright, lets try the audience now. I know that we have a number of reporters online and here in the room as well. Please feel free to speak up if you like. One question here. Hello. I have been working on hydrogen solutions. My question is on the main focus of a certain kind of hydrogen, because we know that hydrogen has a program that is being encouraged, but it is focusing on a different type of hydrogen. I am wondering what this panel thinks these treasury guidances might actually do to maybe push the Hydrogen Industry towards route hydrogen . Blue hydrogen . I can answer you and define it as well. Its a methane pathway where you capture the carbon and lower the overall emissions. Blue hydrogen is thought to not be able to achieve that top credit, that big prize, because it is upstream natural gas leakage. Methane is a potent Greenhouse Gas and we are looking at the second third and fourth tiers of the credit. We find that those tears are very similar to what on credit in terms of value, known as 45 q. Which lets you get credit for each ton of co2 that you put into the ground. What we believe is something that is potentially path forming, is the fact that 45 q. Is a bit more wellknown and a lot of people who want to go down this pathway might choose to opt for 45 q. As the optimal pathway rather than the more complex 45 b. If we think about the Path Dependence between electrolytics and blue hydrogen, making this over restrictive could tilt the needle towards methane based pathway potentially. That is a big risk that we consider daily when trying to optimize the credit. This is an important point, first of all. Blue hydrogen should be part of the energy mix. And theres hydrogen out there right now, it is just not being used for clean power electrolysis. There is an industry growing to meet this demand. And if we dont move reasonably quickly to offer a different path, we will be looking at a lot of messy performance for the next couple of decades. Is there a great advantage to [indiscernible] extracted from fossil fuels instead of burning them directly . I took Political Science classes, the point that you can use hydrogen with natural gas or you can just use natural gas. Turning natural gas into hydrogen to fulfill a role that natural gas can do itself, its not worth it skipping that step. But there is a lot that you can do to with hydrogen that you cannot do with natural gas. A question from online, what do you think will be the impacts of the treasurys decision . Of the recent white acp proposes to lineup the u. S. And the people systems is because we are going to want to have i think, a single global market. So was alluding to this that the eu is going to be reasonably rigidly precious about its own standards, as any European Institution board. If you want to export american hydrogen, what happens to those standards . If they were able to take a more flexible approach and not deal with additionality or time management, you would still see a market rationale for companies to move towards hourly matching quicker if they want to move to that european market. This will probably draw everybody together, and i just do not think that we were going to see that much export of hydrogen in the first years. Few years. I think is going to be into station without a difference. We hope that it will be Strong Demand in early years. There is interest in building an export market here where whether it is an export of ammonia or what have you. Depending on how credit is how the guidelines come out, it could affect the willingness on the investment side. I will jump in on that. I in arch my inner contrarian coming out. Hydrogen is this interesting market. There is so much of it produced annually and then you percent of it is used by two industries. Ammonia fertilizer production and or chemical refinery. Refining. Both of them have capital cost barriers and contractors to switching over to blue or Green Hydrogen or d carbonized hydrogen of any kind. D carbonized hydrogen of any kind. There are players that will adopt and switch over and we think that there will be a market for a money export and hydrogen exports abroad. It is not going to develop overnight but there is going to be a real market there. To weave in a little recent news, germany recently updated their Hydrogen Plant which envisions importing up to 70 of their in use hydrogen demand. That is a huge Market Opportunity and we want to make sure that the rules of the road here provide the integrity of the molecule which allows access to that market. To add one more point, are we actually going to be transporting Hydrogen Molecules across the seas . Maybe not. But what we probably will transport is the things that those Hydrogen Molecules are used for, clean fuel, steel, or fertilizer. Those are commodities which really do matter and we are going to want to claim that they are cleaned, because we have invested a lot of money in making sure that they are. It is those markets that have this foundational question of is this the cleanest hydrogen in america . Or is this the dirtiest hydrogen in america, a pretty important question to answer and be able to answer on a fundamental basis. When we are thinking about these standards and the messy beginning and then the launch, if we can land on something that is durable in that 20202030 two range or longer, we have a potential to build up an entire industrial trade system based on the carbon accounting standard which can actually build into an international system. That is why it is so important. There is so much to build on top of these questions which makes the state higher than, again, the nearterm watch of the industry which we think is important. Cripes a probably important point to focus on are the commodities produced from in like a probably important focus point are the commodities produced from this. We want to know what the runway looks like goat like. Time for one more question. Christ is said that you are not going to shift hydrogen byte shift, only two places with by ship, only to places with salt caverns. How are you going to get it from the manufacturer to the salt caverns . Pipelines . Pipelines. [indiscernible] there is a company that thinks they will move it by dirigible. Thats not a joke. Theres a bit of a branding issue around that. [laughter] im glad you are raising this because it does not get talked about enough. This is a kind of commodity which will be all over the country and may be all over the world and infrastructure will have to play a part. We find that linear infrastructure such as pipelines and transmissions is tough. Thats one of the reasons why we have to be, i think, soft and careful in how we get things going. Theres going to be a lot of freight that people are going to be appropriately concerned about. Time for just one more. Nice to have you all on the panel, very interesting. I was going to ask the question from a perspective of other electricity consumers on the grid. It sounds like an annual matching regime, you are creating incentives as has been discussed by nathan which have large and flexible loads added to the system and as we know, in a lot of markets, the supply of electricity is increasingly tight during certain time periods times. It seems like these could really be escalated from other consumers. I wonder if anybody has quantified the kind of other retail customer price packs from having an annual versus an hourly matching scheme . I will jump on that, and thats a great question, because there is not a lot of Great Research and data on that question yet. But at the most basic level, travis is correct. If your incentivizing a Hydrogen Production system that is lowtech, has limited ramping capability, and you are incentivizing that producer to run all the time, that is going to have an impact on prices and an impact on grid congestion. How big . We dont know. But if it depends upon how quickly does the industry rampup and how what kind of industry are we creating . There is potential for risk there. There was a study that tried to qualify this, it was early days, tom brown, that study did find. The retail rate of other consumers could increase under an annual matching system and from our partners in the eeo that was one of the reasons why they chose kind of an hourly system to stick with because they thought that rest was significant, especially when there are a lot of other constraints on that grade. It is something to be concerned about. Everybody who cares about equity should care about whether or not we are cost shifting. But we dont understand the magnitude of that concern. It comes back around when we talk about utilizing the existing grid or building new. Where is the permitting process that is going to allow us to do that . Write your member of congress, yeah. We are out of time and i would like to thank our panelists for their time and perspective here on the panel, thank you so much for coming, thank you so much for joining us as well, all of you. This will be archived on our website, you can watch it again and again, and for those of us watching it on cspan, thank you so much. [indiscernable conversation] [applause] thank you so much. It is great to be here in johnson county. Iowa grows strong women. You are a strong woman. You make us proud. [applause] i see some new faces and we appreciate that. I will start off by telling a little bit about me and then that up to what is going on in our country and how we can fix it where there is nothing i will not answer. If you do not hear me talk about it, you are welcome to bring me up. I love driving through iowa. I love farm country. I grew up in farm country. There is something wholesome and american about it. I was raised in a rural town. Even though we grew up in that small, southern town, we learned that neighbors take care of neighbors. My mom started a business out of the living room of our home. 30 years later, it was a successful company. I started doing the books for the company when i was 13. I am not an ivy league or. I went to Clemson University and graduated with a degree in accounting. Accountants are problem solvers. I went out to the corporate world and came back home to the family business. I was telling my mom how hard it was to make a dollar. She said with complaining about it and something about it. Ignorance is bliss. The only option was to win. The district for chance and we won. Even though we were working on a lot of things, South Carolina have a lot of asian one day those legislators gave themselves the a raise and i was furious. I took on the republican and in the state health and said we needed to have a vote on the record by every legend later legislator. And i was stripped of all of my seniority. I was completely blackballed. So i ran for governor. One of the first bills we signed and law was that anything debated on the house of the lord or senate requires a legislative vote. I love music. [applause] when i became governor of South Carolina, South Carolina was hurting. We had double digit unemployment. We had thousands of people on welfare. We wanted to get things back on track. By the time i left, we were an economic powerhouse. We brought in five International Tire companies. We were referred to as the beast of the southeast. Unemployment went down to 4 . You should have to show picture id to protect the integrity of the election process. We passed voter id in South Carolina. [applause] we passed one of the toughest immigration laws. We require businesses to show that everybody who they hired was in the country legally. And then we basically make sure that South Carolina was back on its deed. We put reforms in our prison systems that have left us with the lowest recidivism rate in the country. We were named the friendliest state in the country. And the most patriotic. And then i got the call for the united nations. My answer truly was i dont know what they do. I know everyone hates them. But when you get the chance to serve your country, you do it. I wanted those countries to know what america was for and what america was against. I didnt care if they didnt like me. But i wanted and do respect america. We passed the largest set of sanctions against north korea. We moved the embassy from tel aviv to jerusalem. When we did that, even though we did all these different things, the biggest highlight of what we did at the u. N. Was we took to kick me sign off of our back. We were respected again. One of the times when we were condemned by the entire world, i was furious that they did that. I went back to my office and i said lets put to a book together. Lets look at the percentage of times they vote with the u. S. And against the u. S. And how much foreign aid we give them. [applause] i took that book and i gave it to President Trump and he lost his mind. I said i and not saying you give foreign aid on a percentage vote. But that should be one of the things we try to look at. Last year we gave 50 billion in foreign aid to pakistan to harbor terrorists. Iraq that says death to america. Zimbabwe, the most antiamerican african country there is. Belarus, who is Holding Hands with russia while they invaded ukraine. Communist cuba. They are putting up a spy center with china. The one that makes me sick to my stomach, we give money to china. How weak we look . When i am president , we will no longer give money to countries that hate america. [applause] things are pretty bad out there. You dont have to turn on the news to see how bad it is. You can feel it at the Grocery Store and the gas station. We are having to borrow money just to make our interest payments. I would love to tell you that biden did that to us. But i a boy spoken in hard truths. Our republicans did that to us as well. The covid stimulus bill they passed with no accountability whatsoever. Expanding welfare. And did republicans try to make it right . They double down and opened up a earmarks for the first time in 10 years, pushing group 7000 of them in december. Do you want to know how they spent your money . 30 million on an Honors College in vermont. 10 million to tear down a hotel in alaska. And the list goes on. The 2024 budget is came out. Youre not ready. Republicans had 7. 4 billion worth of earmarks. Democrats had 2. 8 million in earmarks. Now tell me who the big spenders are. It is a problem. All while one in six American Families cap pay the utility bill did 56 million americans are in credit card debt. Metacarpal go medicare will go bankrupt in eight years. We had problems with education before covid. 67 of eighth graders were not proficient in reading or math. A month ago a came out that over 80 are not proficient in history or civics. 13yearolds are having the lowest scores in reading and math that we have seen in a decade. And yet you still have 90 of American Kids going through the coal race theory. We have biological boys playing in girls ports sports. My daughter ran track in high school. I dont know how i would have that conversation with her. How do we get our girls comfortable with biological boys in their locker room . You cannot. Johns hopkins just gave us the definition of what a woman is. You are not ready. A nonman. Everything that women have worked so hard to do is literally being thrown away. We should be focusing on the fact that strong girls become strong women. Why are a third of our teenage girls seriously kind of fighting suicide . That is what we need to be focused on. You look at our border. Let me tell you, i know the Vice President was in des moines yesterday. I bet she has spent more time in des moines and she has ever spent on the border. I went to the border. I would 400 miles down the border. You are not ready for what i saw. When you get up in the morning, you get your coffee and you watch the news. When these ranchers get up in the morning, they get their coffee and they go see if anybody died. They pick up whatever little kids were left behind and turn them over to Border Patrol. Multiple share say first thing before 7 00 a. M. , they try to capture whatever Illegal Immigrants they can find. Border control documents them and releases them until the court date years from now. When i asked Border Patrol, they said we are glorified babysitters. They do not let us do our job. 5. 5 million Illegal Immigrants across the border. We had enough fentanyl across the border last year to kill every single american. The number one cause of death of adult 1849 is sentinel. And dont think for a second that china does not know what they are doing when they send it over. My parents voiced thomas to take care of those who take care of you. I will ask if we are taking care of those who took care of us . 33,000 veterans are homeless. One in three separate from ptsd or thoughts of suicide. We lose 22 euros a day suicide. When a veteran needs to get a doctors appointment, on average takes nine days 29 days. On the 30th day, they can go see whoever they want. That is shameful. That is a lot of bad. Washington could doubt with any of this. What has Congress Done for you lately . Do you think it is finally time to have term limits in this country . [applause] dont you think we need mental competency testing or anyone over the age of 75 . [applause] i am not being disrespectful when i said that. I dont care if you do it for 50 and never. Over. These are people in washington making decisions on our National Security. On the Economic Future of our kids. We should want people who are at the top of their games. These mental competency games are easy. Name four words that start with the same letter. Or say how many grandchildren you have. Why are you laughing . [laughter] i dont know what you are talking about. We should have that if we are ever going to fix this. What it comes to these domestic policies, i will now tell you what i told south carolinians when i became government governor. No more whining. Now we get to work. Lets get back the unpaid i used covid dollars we are out there. Lets go after the hundreds of billions of dollars of covid fraud that exists. [applause] if a percent of our budget is interest, put borrowing. Cut up the credit card. They are on a spending binge. You have to balance your budget every day. I had to balance the budget as governor. Why is the congress the only group that refuses to balance the budget . We will stop the spending and the borrowing and eliminate the earmarks and i will veto any spending bill that does not take us back to the covid levels. [applause] president s typically meet with their governors once a year. I will do it once a order. We need to start sending things to the states. Lets simplify the federal government would [applause] when it comes to education, in South Carolina we knew if a child could not read by fourth grade, they were four times more likely to not finish high school. We brought in their parents. No parent should ever wonder what is being taught to their children. We need complete transparency and foster my comes to our kids. [applause] parent should be able to decide which schools their kids go to. Every child deserves a good education. No child should be mandated on a zip code. We need to start putting our kids back on track. When it comes to our border, we will do what i did in South Carolina. We will defund sanctuary cities. [applause] instead of 87,000 irs agents, we will put more Border Patrol and ice agents on the ground and that them do their job. [applause] we will go back to remain in mexico. Nobody wants to remain in mexico. Instead of catch and release, we will go to catch and board the port. That is how we will stop what is happening on the border. When it comes to our veterans, my husband is a combat veteran. He deployed to afghanistan. We are blessed when they come home safely. No one understands the hard work is when you go home. Then the transition begins. When my husband came back from afghanistan, he did not hear loud noises. He could not be in crowds. Life had passed him by the did not know how to transition. It is not that we love them when they are gone. We have to love them when they are home. The way we will deal with that is we will focus on the transition. Every veteran should be able to go to the doctor or hospital they choose or they have earned that right. [applause] we will make sure we do telehealth so they can get the mental help they need right when they needed rid they should never have to wait area we will make sure their benefits go to more than just education. We will make sure their spouses are taking care of. We will make sure that every member of congress has get their health care from the v. A. You watch how quickly it gets fixed. [applause] those are the domestic issues. This talk about nationalistic rarity. National security. Joe biden has shown he is too weak to handle our National Security. A vote or joe biden is a vote or Kamala Harris and she is not prepared to handle our National Security. Did you ever think we will look at the sky and see a chinese loon looking back at us . It is a national embarrassment. None of this would have happened that we not had the debacle in anniston. [applause] the idea that my husband and his military brothers and sisters who serve anniston had to watch the u. S. Leave in the middle of the night without telling our allies to stood shoulder to shoulder with us for decades. Think about what that tells our friends. More importantly, think about what that tells our enemies. Now you have china on the march. This is the Biggest National security rep have had since earl harger pearl harbor. China has been planning war with us for years and nobody is talking about it. That is not being dramatic. Look at how they have completely acculturated our country. They have bought 400,000 acres of u. S. Soil. They are sending over fentanyl knowing exactly what it is doing. They are giving millions of dollars to our university so they can deal research and spread chinese propaganda. Chinese Front Companies are lobbying congress for the communist party. They steal six hundred billion dollars with intellectual property from us every year. They just came out with a fighter jet. We have a list of Sensitive Technology we never want china to have because it builds up their military and athens us. Last year, the Biden Administration approved 70 of those requests. We are hurting ourselves. Then you want to talk military. They are continuing to modernize their military. They will have 400 ships in two years. They are building hypersonic missiles. They are in space. They are leaving in artificial intelligence. Neurostrike weapons disrupt brain activity. With when we go to snap out of it . They put a spy center in cuba. We cannot wait for Chinese Military to show up there. They have 2 Million People in the military. Something has to give. We can handle this, but we have to be strong. All biden has done is run from anyone who threatens us. China said it was a good meeting. Because now we know what came out of it. They decided to start a committee to discuss fentanyl. Biden had a Virtual Meeting with 80 countries to talk about fentanyl. Guess who was not there . China. Then janet yellen says we should do more business with china. She tells them it should not be a winner take all scenario. One of we play by their rules . We are competitors. That shows us this is so far over their heads that they cannot even think straight. I have negotiated with china. All they do is a winner take all scenario. They never play by the rules. They cs as an enemy. You have the axis of evil. Now you see them bringing in north korea. They want to destroy the west. There are two things china and russia never want us to have. A Strong Military and be Energy Independent. Strong militaries do not start wars. They prevent wars. [applause] we will make sure we are Energy Independent by doing in all of the above approach. No more getting dirty oil. We will go to china and we will stop them buying any of our u. S. Soil. We will take back what they have taken. No more flooring four lobbying. That will come to an end. We will start saying to universities, you either take chinese money or american money. We will get that chinese infiltration out of our university. The commerce list will become a black list. Our military has the ability to do that. But we have to get the bureaucracy out of the way. We have to stop the gender pronoun classes. It is demoralizing to our military. [applause] we have the answers. We know how to do this. Our first challenge has to be to and this national selfloathing that has taken over america. That we are racist. I was elected the first female minority governor in history. We are not racist, we are blessed. Our kids need to know to love america. They should say the pledge of allegiance when they start school everyday. [applause] three weeks ago, i dropped my husband off at 4 00 a. M. For another year long deployment. I watched him and hundreds of other soldiers pick up their duffel bags and load a bus to go to a country they have never been. All in the name of defending and protecting america. They are willing to sacrifice their lives and their families because they still believe in this amazing experiment that is america. If they are willing to do that for us, should be shouldnt we be willing to fight for america here . [applause] remember when you were growing up . Do you remember how simple life was . How safe it felt . It was about faith, family, and country. Your parents raised you to be a responsible individual. You went to school and you learned what you needed to be successful. You went to church and you found your faith and your conscience. Dont you want that again . We could have that again. But we have to acknowledge some hard truths. Republicans have lost the last seven out of eight popular votes. We should want to win the popular vote. It is time for a new generational leader. We have to leave the chaos behind. We will only do that if we have courage. Courage for every one of you to do that. Someone asked me why i was running. I said my parents came here 50 years ago to an america that was wrong and proud and full of opportunity. I want them to know that country again. Im doing this for my husband and his military brothers and sisters. They need to know to love our country. Im doing this for our daughter who just got married. I saw how hard it was for her and her husband to buy a home. I watch them have to figure out how to write papers on things they do not believe in just past. That is not us. That is not america. We cannot be ok with that. I am not ok with that. I promise you, our best days are to come. Thank you very much. God bless you. [applause] [applause] thank you so much. Thank you. You have been so good to listen to me. There is nothing i wont answer. [indiscernible] when we have a Government Shutdown, the Border Patrol and federal lawenforcement does not get paid. Would you make exempt so we actually get paid during a Government Shutdown . Thank you for your service and for law enforcement. We always have to have your back. Lets think about this for a second. While weve been talking about a Government Shutdown . If congress was doing the job, we have a Government Shutdown . If congress was living in their means, we would we have a Government Shutdown . If congress would consider how to pay down debt, would we have a Government Shutdown . The answer to you is you need an accountant in the white house. That is the first thing ill tell you. The second thing i will tell you is government was in ended to hear the rights and freedoms of the people. If there is a Government Shutdown, you never not take those protecting america. We will make sure you get paid. [applause] talk to us about the future of Social Security. What would you do . Any candidate who says we dont have to have Social Security reform is either being disingenuous with you or they are going to run for president and when they are done they are going to leave our country bankrupt. I will tell you another hard truth, we have to do entitlement reform. But you dont have to take away from those who are supposed to get back. Those who have given in. My kids are in their 20s. We go to them and say the rules have changed for you. Stead of the retirement age we have now, we put it closer to life expectancy. We put in increases based on inflation. We expand Medicare Advantage plan. That is how we will start to deal with entitlement reform. It can be done. I had to deal with pensions in South Carolina. One thing of america always does is keep our promises. Anyone who is expecting to never worry they will not get it, they will have to make sure that our future generations will also get it. That is the way we would start by doing it. Thank you for coming today. I am interested in your thoughts on the current state of health care in the u. S. And what changes you would make if president. I think we have to acknowledge that to be the best country in the world, we do not have the best health care in the world. The way we would fix it is the have to break it. Completely break it. Transparency cures all things. We need to demand transparency from hospitals and doctors, insurance companies, pharmaceutical companies, all of them. Magic will happen. My mom was just in the hospital. The idea that she got a bill that the Insurance Company and hospital negotiated without her being anywhere there tells you we have a problem. They brought her some tylenol and she said she did not needed but they said you will be charged with it anyways, you might as well take it. We make it transparent. Lets change the focus of health care. Lets do it based on outcomes. People deserve options. When you get your car fixed, they say we can go the economical route. This is what you would get. Or we could do the gold standard. In this, she would get paid. You have options. We have to make sure that patients now are in troll of their own health. That is not happening right now. I did this as governor of South Carolina. There is a certificate of need. They say if you build a hospital , you cannot do one in so many miles because you will hurt the hospital. My mom used to say the best thing that could happen to us is our competition could go across street. Because our service would get better. We need to have complete competition in health care. We need to make sure we do that all across the country. We need to make sure we have tort reform. We need to make sure we deal with it because lawyers are driving up costs. There are a lot of things we could do with health care. We have to understand there is no easy fix. The second we break it and demand these Companies Start showing us they are working us, that is when we will start to see a difference in health care. [applause] god bless you for your service. Thank you. I have been very fortunate as a vietnam that vet. I want to thank you and your husband for your service. Thank you. [applause] i have seen firsthand the tremendous loss of american blood and treasure. The American Military did not lose the war, the country did. We have not learned our lesson. Now we are throwing money down a raffle to rat hole to support a corrupt government with a deranged leader. You have spelled out the plethora of domestic problems. Will you do to make America First again . [applause] cannot take care of anybody else if you dont take care of yourself first. You had trouble talking about America First in the media was having a meltdown, i had other ambassadors come to me and say what is the big deal . That is what we do. They all watch out for themselves first. What does that look like . I agree with you on afghanistan. Cast you cannot think youre going to change a culture. That is what we tried to do. We can never do that. It is narcissistic. It is not our job. I want to bring up something. I want to give you some context. We have no better friend at the u. N. Then ukraine. They voted for us on absolutely everything. They were always there. We could not have had a stronger ally. Lets look at what happens. We have corruption in our country as well. You have a freedom loving country and a dictator goes in and invades their country. Everyone gave them five days. And they would not make it. And look at how hard they have fought for their freedom. Look at how far they have fought for their country. I would hope we would do the same thing. Everyone is saying why should we care . The reason we should care, you remember when putin and xi stood before the fix Holding Hands . They told the world they were of limited partners. We saw them again when a russian plane knocked down a u. S. Drone. President xi showed up in russia. Now we hear that putin is going back to china. Look at how hard ukraine has taught and how much ground they have covered. They have made up territory. We know putin has hit rock bottom. They have raised the draft age in russia to 65. They were pulling russians off the street and handing them shovels to fight with. Putin created a monster. They do his dirty work for him in ukraine, syria, and russia. Suddenly that monster he created turned on him. The guy who thought he was invincible suddenly found out he was vulnerable. What should we have done . That war never should have happened. If biden had done his job, it never wouldve happened. Russia surrounded ukraine a year in advance. Trump had scheduled for equipment and ammunition to go to you rain in march of that year. Biden pulled it back. He did not want to upset russia. Then afghanistan happened and it was the green light everything. Needed to say this is the time to go. Dictators always tell you what theyre going to do. China said they would invade hong kong, they did. Russia said they were going to ukraine, they did. China says taiwan is next, we Better Believe them. Then you are looking at a world war. That is what we are trying to prevent. I do believe in giving cash to countries. But i think we work with our alliance to make sure they have the event and ammunition to win. A win for russia is a win for china. If you and when, it sends a china message to china, iran, and north korea. I dont want my husband or any other military member to have to face a world war. That is what we are trying to prevent. [applause] thank you for being here. Would you release lists of Supreme Court justices . Absolutely i would do that. When the appropriate time comes. God bless the Supreme Court. It was an amazing thing that happened. It was not just the Supreme Court, it was a lot of our judges. We want judges who go according to the law. That is all we have ever wanted. Democrats are saying lets expand work. We need judges who read the law and interpreted that way not try to change the law. I have no problem releasing Supreme Court justices. [applause] thank you for coming. I agree with so many of your positions. Where does compassion fit in . On the border or situations in the states, homelessness . How do we include that . The compassion comes in when we suddenly acknowledge the cancer america hazard to deal with. That is Mental Health in this country. One in four americans live with a Mental Health issue. But if treated, they can live a perfectly normal life. Right now you have a lot of young people coming through covid. A lot of people with stress, anxiety, and depression. America does not have enough therapist. Or Mental Health centers to go to. What happens to some women have a Mental Health issue . If they dont get treated, they can fall into addiction. We dont have enough Addiction Centers to help those who have serious addiction. If you are one of those lucky people who can get into a Mental Health facility or an addiction enter center, insurance does not cover it. We will deal with this cancer. We will take Mental Health had on. You have to look at what i have done. In South Carolina, we had thousands of people on welfare. Rather than them sitting on the couch, i went to my businesses and said i will give you this person. If you can train them, i will pay them for a certain number of weeks. In the end, the side decide if you want to hire them. Sometimes you have to connect the dots. Sometimes they did not know how to get the training. They did not know which business they could go to. In our prisons, i wanted to know, how they get in there. What happens when they leave . I went and spent a lot of time. We started putting Family Planning in dozens. We started teaching them computer skills, how to do a resume. We put equipment behind the fence and we started teaching them the skills. Now in South Carolina, they have a job to go to the next day. We have the lowest recidivism rate in the country. Compassion is when you lift up people who are considered not worthy. If you can lift up those people in america, that is when you are actually strengthening american. That is what i think really needs to happen. You mentioned the border. America has always taken on people who have been persecuted and whatnot. When my husband returned from afghanistan, he and his unit were very worried about a couple of their interpreters who helped keep them alive. He knew after leaving them, they would be killed. We had a program in place that they went through that those interpreters for able to come. Remember when we had syrians coming across the border and i was a big issue during the Obama Administration . I was a governor at the time. They wanted to send them to the states. I remember calling the fbi director and saying, america has always taken people who have how are they any different . He said we are not able to bet vet them. Then i said we are not able to take them. Because the number one job is to keep america safe. We will always have laws that will allow for people to come the proper way if they have been security. That is not what is happening at the border. You have so many people coming. It only takes one terrorist for something bad to happen. The other side is legal immigration. For too long, americans have done quotas. That is the wrong way to do it. Instead you go to where your businesses are and you find out what they need. Agriculture and tourism are important in South Carolina. They can never get enough workers. I imagine iowa has had something similar. You work with your companies and make sure those of the people you bring over. You do it based on merit. We can never give up National Security for compassion. National security has to be first. [applause] we have time for one more question. Make it a good one. I will try. There is room for compassion. Often times compassion stems from when you make sure you are in a place where you can show compassion. The economy is in tatters and we are relying on foreign powers. It is hard to show compassion we are struggling. I wanted to go back to something you said earlier. You said we need accounting in the white house. The treasury sets the rates and everything. When trump was in office, he was able to install directors who were loyal to him. It was still effective. He was good at speaking with foreign leaders and making sure everybody was on board with his plan. How will you go beyond what biden is doing right now . I dont know how you feel about trumps style of governing. How would you have the same effect as president . That is a great question. I will be the first one to say
