It is an honor to here in support of insa and the work they do for collaborative approaches to National Security challenges. We are proud of our partnership with the Intelligence Community which began 10 years ago. Together, we have journey through the first phase of visual transformation, providing the community with the speed and capability of solutions. Today, it is more agile, resilient, and innovative because of the transformation. At aws, we remain unwavering to our commitments and supporting the critical National Security commitment. Our work has made a ws better as a whole. It is my distinct honor and privilege to introduce an extraordinary or of the Intelligence Community, stacy dixon, the sixth Senate Confirmed principal. She focuses on intelligence across the ic, expansion, and driving innovation. Previously, dr. Dixon served as the Deputy Director of an tia of ngia where she managed the National System of geospatial intelligence. From 2018 to 2019, she was a director. An accomplished leader. She holds a doctorate and masters degree in Mechanical Engineering from Georgia Institute of technology and a bachelors in accounting. Dr. Dixon served as a president ially nominated member of the board of visitors to the u. S. Coast Guard Academy and was a liaison to spelman college. She is a native of the district of columbia where she currently resides. Please join me in welcoming to the podium dr. Stacy dixon. [applause] dr. Dixon good evening, everyone. Thank you for the introduction. Thank you suzanne and the entire insa team for allowing me to have the wonderful opportunity to be featured tonight. And for your patience, because i know you issued this invitation in 2002 and have waited for me to say yes until this point. I would like to further recognize important people with me. You heard my parents are in the audience so if you say anything nice about me in front of them, it is worth even more. [laughter] my dad, the honorable herbert dixon, retired judge from d. C. Superior court is an unashamed electrical engineer as well. [applause] my mother, stevie dixon, a retired executive Vice President with verizon and predecessor organizations, and one of the best people to get advice from about people if you ever have issues. [applause] they are proud graduates of Howard University in d. C. , as well as georgetown law school, and George WashingtonUniversity Graduate school of business. The reason i remember i mention this is because if you are wondering where i get interesting mix of my love of technology and the business acumen, it is from them. [applause] i would also like to publicly acknowledge tournament tish long for welcoming me when she became the incoming record nga and invited me to be the director of congressional affairs. Unbeknownst to me and her, it put me on the path to reach this position. Thank you. Coincidentally, today, august 3, is two years to the day and hour where i realized Senate Confirmed me. Picture me in my office with 90 cleared out because you have to be ready at the bar of the moment but cannot assume it will happen. They were in the middle of debates and had stayed an extra week to get it done. He thought it would be the day before but it did not happen. I knew if it did not happen by the end of the week, we would have to wait. Then leader schumer comes to the microphone. There were some motions and appointments and then mine. However, it is couched in a way they are using words you only hear when they listen to a senate or house debate on the floor. For a moment i was not sure it happened and i found myself thinking, i think i got confirmed by do not know. [laughter] it has been a world when two years since i started on august 4, 2021. Most immediately, there was the withdrawal from afghanistan. And even before we could catch our breath, there was the strange buildup of Russian Troops rossi raining and border which later became russias unjustified invasion of ukraine in february 2022, which continues at great expense in the lives lost and instability it created around the world. Today, the world continues to face numerous challenges for which intelligence plays a starring role, including two critical strategic challenges that intersect to intensify their National Security implications. First, great power, rising regional powers and an evolving ray of actors are vying for global order, as well as competing among emerging conditions and rules that will shake the order for decades to come. Second, sharon global shared global challenges are emerging as the plant emerges from the covid19 pandemic and confronts Economic Issues spurred by both the food and energy crises. This description was taken from our annual threat assessment, one of the many documents be posted online to show transparency in our work, to warn and build trust within the american public. I recognize i am standing between us and dinner. I thought i would make two more points before i sit down. Odni was established in law in 2004 as there are several people in the room that had a hand in shaping this organization. It is nearing the end of its teenage years. We had a bit of a rocky start. Any time you a new layer of resources and take money away from existing organizations, you are bound for things to not go well. This was despite the fact the reason behind the creation of odni was something we could all agree to. A key recommendation with greater coordination in the collections, analysis, and dissemination of information. Fastforward to today and it continues to serve as the president s intelligence advisor and that of the cabinet. While it oversees the National Intelligence programs 72. 4 billion budget, declassified by law each year. We are focused on standardizing things we do. Integrating intelligent for customers and working with all ndic elements to do things no one element can do on its own. We lead and support ic integration, insight, capabilities, and investing in the future. This brings me to point number two. The ic of the future. I have no ability to tell the future but i have no doubt future threats will be as complex as they are today. President biden recently said he expects to see more Technology Driven change in the next 10 years than the last 50. That is quite something because we have seen a lot of change since 1973. That year, the first person the set foot on the moon have just returned. And here we are planning another move voyage. People did not have dialup internet. If you wanted to dial up someone, you dialed on a rotary phone. Not everything changes. In 1973, Henry Kissinger was in china. This year, just a few weeks ago, Henry Kissinger was in china. Some things do not change. To be ready for the change we will see in the next few years and the future, the ic will need to move faster than the ic today. We need to drive and size for even more data than we do today drive insights for even more data than we do today. Whether this is an any industry, academia, around the world, more seamlessly than today. Odni is seeking to look to the future with new strategy in four focus areas. Data management, data interoperability, analytics at speed and scale, and partnering in a datadriven workforce. I encourage you to take a look at our website. We have a Critical Role to play at odni. We do this with the hope of our industry, academic, and foreign partners. We do not develop these strategies in a vacuum. We participated in discussions with Industry Leaders and innovators. If you have been a part of the conversations that helped us with strategies, i thank you for that. I have the honor of being a small part of a community that leverages truly remarkable capabilities to give insight to policymakers. A community that is so misdriven it becomes hard to say no when we ask for help. Which has a delicate balance of shared information and continues to see the types of questions asked for us expand and grow. I am very proud of and grateful to the individuals that make up this community. That sacrifice their time, treasure, and often work with windows to get the work done.
