And she received five mailin ballots, one for her and her husband, and three for her children, one for each of her three children. The only problem with that is her three children do not reside in the state of new jersey, and they havent resided in the state of new jersey for 15 years. My sister threw those ballots out. However, somebody as group of us could have filled those out and subdomain and they would have been counted as legitimate votes. Somewhere along and i think this occurred everywhere, ok . The other thing is the attorney you had from new york, that mentioned that trumps law firms have left him in everything and he has no ethical or legal basis, look at pennsylvania, which you just mentioned, judge to said to segregate the votes that came in late after election day because there is a possibility they would not be counted. Weve been around since 1872 and the 500,000present or so people who practice Public Health. All of dealing with covid today. The country is obviously in the midst of a ramping up pandemic across the country. The numbers are getting bigger, the daily case count numbers are getting bigger, 184,000 on friday. Affirming i think with many of you, many professionals including yourself have predicted back in the summer. What do you see as the path ahead, do you see these numbers going up . What is the biggest thing we have to tackle here . Know that viruses always get worse in the fall. Traditional, highly predictable readings. We did not know what would happen for sure, but we knew it would get worse. The word is contained. It is wellestablished. Is wearing a mask, good hygiene by keeping your hands clean. Keeping yourself physically distant from one another. And of course, when we get a vaccine that is safe and effective, we can add that. Areright now, what we have those principles that we have to practice. Each and every one of them. Host and so far, we have not seen any impact yet of the current flu season, correct . Guest the flu season is just starting. We have not seen it in full force. We have seen some peaks around january and february. We have not seen the flu on top of this in any meaningful way yet. Host what about the states that are now imposing further restrictions on the numbers that can be in restaurants, in stores and things like that . Is that the right move . Guest it is absolutely the right move. We have learned some things. Large numbers of people put more people at risk. What do you make of the news last week that pfizer has had a paramount success with the Vaccine Development . Guest that is good news. I think we are all waiting to actually see the data from that study, but that is really good news. If just that efficacy, even it is 89 , that is a really good number. Vaccine, 90 of us will be protected at some level. What we dont know is how protected people will be. Do you get not sick at all, or do you get a little sick . That remains to be seen. See the present administration has developed operation warp speed and the creation and the distribution of the vaccine. How do you see that working . 20 vaccine is available and widely available, who get vaccinated first, and how do you see that logistically happening among the states . Does this have to be driven from the federal level or do the states have to each take it on themselves . Guest of course, the fence did to provide federal leadership, they need to be very much involved in helping us purchase it and helping us with the purchase price, this is a Vaccination Campaign that will be the largest in our nation. Becausech more complex at least a couple of the vaccine have to be stored at very, very low temperatures. We dont have the equipment, the refrigerators to do that. It is going to require the use of dry ice, something that quite frankly, most people dont have. It is going to be a big logistical challenge what that really means any practical sense is that right now, the Current Administration today needs to begin to more effectively partner with the Incoming Administration so that we have a smooth handoff of the vaccine. ,ost i was going to ask you you mentioned one of the largest in our history, when with the last time that the nation saw a nationwide Vaccination Program like this . Perhaps not on this scale, but what with the most recent big vaccination push in this country . Guest the h1n1 outbreak was in influenza virus that we had. Just a few years ago. What made that very very different was that influenza comes every year. Beis a vaccine that can easily stored, easily delivered and we have a nationwide vaccination system liver that vaccine. The challenge was getting it all produced, mailed out, and getting it distributed in that way. You can get it distributed initially any really Rapid Testing way, but we eventually got the job done. It was a task. Times is new york writing about state distribution this morning. Their headline, missing from state plans to distribute the coronavirus, money to do it. Send millions to Drug Companies but a tiny fraction of that to localities for training, keeping, and other thoughts for vaccinating citizens. A picture of a long line of cars not for the vaccine, for just to get tested. The state and local Health Officers association has recommended 6. 4 billion is needed for distribution. These are the 57 state Health Officials in every state and territory in our country, and that is their thing. This is going to be a very expensive endeavor. But think about the trillions and trillions of dollars of Economic Activity that is not occurring right now. Why do you need the money . Right now, remember that the people we are asking to vaccinate are the very same class of people or group of people that are already fully engaged in fighting this outbreak right now. To have to build recording systems. This is not an easy task to do. And by the way, this is not something that you want to do when the vaccine becomes available. This is the kind of thing you want to build before you know the vaccine is available, so you can get the money right now. Host you know a lot of folks have been through a Testing Center in various states, the people who show up to make that happen, the people that check u. N. , the people that check your temperature, the people that administer the test, there are a lot of people involved justin doing the testing. I can imagine that must be twice as many involved in administering a vaccine. Guest it more complicated, and of course we will have pharmacies involved, that is great, we will have other positions involved in the doctors office. But remember that at least a couple of these vaccines require ultracold temperatures. I am talking about 80 degrees. Refrigerator for a hospital for that is somewhere around 10,000 to 20,000 per. Boxesen for these smaller that pfizer is putting together, you then have to add dry ice on top of that. So it is a process. All of those things are very, very expensive. My question is regarding a couple of things. One thing, he mentioned that masks are what we need to do. Case, given the vaccine for a yearly influenza, why would masks for the last 30 years never be mentioned . The recommendations are identical to the yearly flu except for the masks. A factor inwere reducing influenza, why wasnt that ever listed, why only now . Thats a good question. For many years, masks would not have been that effective. The reason is, let me show you. On, it isut this mask pretty droopy on the sides. You have got the air around here. People felt that it not be very effective. Also, most of us fiddle with the mask. Those of us who wear the masks know that you are more likely to contaminate yourself. It turns out that we have done a lot more studies since then and science is an evolving art. Is masksave learned are much more effective than we thought. A lot of other societies have discovered that the masks work very well. Out, the answer to your question is we were wrong. Setting, when a mask is presumed to be contaminated, it is discarded in a red bag. Certainly, we are not doing that. I have seen masks in parking lots. Im carrying my mask back and forth in my pocket. Carrying a potential pathogen on an inanimate object. I havent heard anybody talk about this. Iden, one of his appointees andhed on it a little bit that was about Wearing Masks and the polarization politicalization of it. We would not carry toilet paper around, i thought that was a good analogy. I would be interested to hear what the good doctor has to say about this, the proper disposal of ppe. Obviously, there are disposable masks and you should throw those away. And therstand that, caller rightfully points out, that there are really three ways that you get infected. One is the droplets, those are the large particles that come out of your mouth and nose when you cough, sing, talk. Particlesreally fine that come out of your orifices that kind of float in the air. They can also settle on surfaces. And if i touch a doorknob or a table, and then someone comes from behind me and touches that doorknob or table and then touches their mouth or nose, they can contaminate himself. What is interesting about this virus, despite studies that have shown that the virus can be hours, it several turns out that this is basically a piece of genetic material inside a piece of fat. It is very, very fragile. The amount of things that kill it, routine cleaning, mr. Clean. Pick a household detergent that cleans, soap and water. Thats why washing your hands is so effective. The truth of the matter is that even though we dont properly dispose of these things like we probably want to, very rapidly the virus is not active on that. Is that 100 . Of course not. If you are in a health care setting, you have to be much, much more fastidious. We dispose of them in a variety of ways. Incineration is a common way to do that. That is how we handle infectious waste. You have one of those disposable masks, you should dispose of it. Be inactive in just a matter of hours. And if you have one of those cloth masks, you wash it frequently. You go out every day and you do things. You wash your mask like you wash your clothes. Put it in the laundry and wash it. At this point, they are only now figuring out how masks work or dont work. Werent all why these labs padlocked immediately with the doctors inside that have been working on this for years, and then figure out what they did, get their papers, get all the information, and figure out what this is. It is really a challenge in those places because you have mixing of people, animals, all the diseases that they bring with them. Is a place fort these kind of diseases to emerge. The interesting thing is this is in the family of coronavirus. Researchers around the world coronavirus is, by the way, is a family of viruses from the. Ommon cold, for sars the first we had several years ago. Weve been working on a vaccine for coronavirus for many, many, many years. What that means is we knew that the spiky thing, that blue thing that looks like sonic the hedgehog, that spiky thing was a part of the virus that your body reacted to. Thingsthe most important is to figure out what part of the virus makes your body react. So they already knew that. They also have been doing a lot of work with sars virus. A lot of people have kind of shelved their research projects. When they saw the sars virus emerging, everybody dusted off their projects and started working. We need to convince people that if you wear the mask, is a good bit of personal responsibility, because you are not only protecting me from you, you are protecting you from me. We need to continue to message, and we need to convince people. The caller is right, we will not but we needrybody, to convince enough people of the appropriateness of doing that. I can tell you that when i go out, i do see more and more people Wearing Masks and i think it is a civic responsibility. I encourage people to do it. And i vote with my feet if people wont wear a mask around the. Host what have you learned in the eight or nine months or so of the pandemic, that you have changed your mind about in terms of how the virus is evolving or how we respond to it . Guest a couple things, i was one of the early people who was suspicious around masks. The one thing that changed my mind was when i discovered that you had asymptomatic spread. Earlier, we talked about what changed the mind. One of the reasons was asymptomatic spread. If you are around someone who has symptoms, they need to wear a mask and we need to wear a mask around them. But it turns out when you have people that are Walking Around that can spread the disease without coughing, without fever, without really feeling bad, then everyone is a potential spreader. And in that environment, you need some protection. What is the simplest protection that you can have . Wearing a mask. Mostther thing, of course, of us thought that this would be easily contained. Sars pretty quickly, very few debts in our country. It turns out this disease is a heck of a lot more lethal and a he can a lot more spread a lot easier than we thought. That helped to change my mind on how long were going to have this disease around. And that is really what has been a heartbreaker for me. Vaccine is on track for where we think it might be, when the uc, as of this point, reserving the right to change her mind, where do you see things easing up in the country . I have to know what mask you are talking about. How they should be worn. How long they should be worn. And how they should be disposed. And by the way, the last mask package ira reid, the instructions said it is not for use against viruses. So its very confusing about masks. I will listen now. Across the country Election Officials are reviewing and double checking the entire election process prior to finalizing results. When states have close elections many will recount ballots, all of the states with close results have paper records of each vote allowing the ability to go back and count each ballot if necessary. This is an added benefit for security resilience and it allows for the identification and correction of any mistakes. The police have long been collecting their own data and information, but thats on people they have contact with. What is happening now is that the police are increasingly collecting information on folks who have no direct criminal justice contact. With thisat has to do data,y component of big they are increasingly purchasing information from privately collected companies and using tools like automatic license plate readers. Why is a successful president ial transition so important . Safety isabout our the ultimate answer here. When you think about it, our democratic system envisions transfers of power when you have election so you have accountable government. That means that a new team has to figure out how to take charge immediately on january 20 in an effective way. Its a big task. When you think about our government you are looking at trillions of dollars, 4 million of people 4 Million People, hundreds of operating units, and historically president s have aborted 4000 political appointees. Its a massive underage have appointed 400 political employees. Its a massive undertaking. The world is such a dangerous place that there is not a lot of time on the other postosted january 20 january 20 to do your learning curve, you have to be on top of it right away and have plans in place and work well together. That is work that takes lots of people working very hard as the biden team has been doing since really the springtime. They have a phenomenal leadership there in ted kaufman who knows this arena extremely well and is close to president elect biden and has no ambition himself, i trifecta perfect person. The gsa has been cooperating up until now, but we are in a new phase, a phase that requires engagement with the incumbent government, mainly the career workforce. Why are those so essential to the new team coming in . Max it goes back to what the job will be on january 20. It involves handling a myriad of problems we know about like responding to the pandemic and rebuilding the economy, but also problems that are undoubtedly around the corner and not yet on our doorstep. The best example was the transition to president bush in 2000 where he experienced a shortened transition period as a result of the disagreement about and thetion and florida 9 11 Commission Found explicitly that that truncated transition was one of the real reasons why we had such trouble in responding to 9 11. It meant it was a lot harder for the bush team to have a National Security team in place and it caused us real harm. Fundamentally is the most Important Organization we have to keep us safe as a society, and that is a real risk for us if we dont ensure there betweenate cooperation the incoming and Outgoing Administration. Its not just the National Security external, its also the pandemic. Think about all that has to be done to move forward with vaccines and the economy and that is a baton handoff that is fundamental to all of us and requires a large number of people to be well coordinated on the biden team and up to speed and that takes time. That is really what we are talking about here, ensuring that the biden team is given access not just to daily briefs, but to people working on these problems now, the information they need, and to the processing parts of our government that will enable enable their team to step in right away. We so far have yet to have President Trump concede or recognize joe biden as the winner of the 2020 election. Is there any other historical similarity or similar sort of setting where there was a delay like this caused by one candidate refusing to acknowledge the other . This is in myy, mind unique. I dont think this is like 2000 for two big reasons. The first is the feud in 2000 was a very clear one and you had questions from Vice President gore and the change in perspective in a single state with a very small number of votes that were in question here which is not what we were we are experiencing now. Even more importantly we are aware now of the consequences of delay transition making, the point i made about 9 11 earlier. We know we are in a dangerous world and that delay can be a real problem for our health, welfare, and safety. President trump has not yet conceded, my view is that is not necessary for him to do in order to allow the transition process to move forward. The reality is he can maintain his ability to pursue litigation options and still have a for our safety. Thats the outcome we need. Gsa has to recognize that and the funding has to be turned on and provided for the incoming team, the biden team. Max you are absolutely right and i will reiterate that the solid anden a really capable partner in helping the biden team do transition preparation preelection. They are led by a serious administrator, and my hope is that she will make the decision to ascertain biden as the president elect so that work can continue forward, that so important. And large the engagement with the incumbent government is what the with the career workforce and they are the people who in my view run the place. They are the ones that hold the essential information that the biden team really needs to be able to prepare effectively. Host how is your group involved in this and how have you been involved in previous transitions . Are a nonpartisan, Nonprofit Organization focused on trying to make our federal government work better. We live in a world where pretty much every organization engages with government around their preferences around policy. Our view is, if you dont have a government working effectively, than those policy preferences dont make a lot of difference, that really the execution of that policy towards the fundamental. We see president ial transitions mosting one of the important processes for a new administration to get going well and run the government effectively. Recognize that about a dozen years ago this was an area where nobody had systemized it. We created a set of guide books on how to do it right and have worked closely with arius legislators including ted kaufman who has been the godfather of the modern transition process and currently runs the biden transition, to improve that process. There is no more important complicated and Critical Organization in our country other than our federal government not only in our country, but in history. Getting that transition right is really important. As a kid we are taught that one of the critical things our country brought to the world was a transfer of power. It has been peaceful but ugly, but we need to make sure it is not just peaceful but also effective and that the handoff is fundamental. We focus on that and trying to bring information to government leaders around what is happening inside government, we have a best place to work ranking in the federal government. We train career leaders, we see that as the most important cohort in government running well. We work to bring different parts of government together. The problems of today dont respect the historical boundaries of yesterday. Together,orking well congress and the executive working well together, the intergovernmental working well together and the public and private sector. Its a very interesting and i believe under focused on set of activities that we do and its important now. We have big problems and we need government working well to solve them. Wrote inesident nixon the 1960 election if he were to demand a recount the organization of the new administration and an orderly transfer of responsibility from old to new might be delayed for months. The situation within the federal government would be chaotic. Those in the Old Administration would not know how to act or with what clear powers and responsibilities those appointed by john kennedy to positions in the new administration would have the same difficulty making plans. To the bitterness that would be engendered by such a maneuver on my part what my would have done incalculable and lasting damage throughout the country. I could think of no worse example for nations abroad who were trying to put preelectoral procedures into effect than that of the United States wrangling over the results of our president ial election and even suggesting that the presidency itself could be stolen by thievery at the ballot box. We live in only a more dangerous world today that moves even faster than it did in 1960 by a large measure which then puts even a larger premium on the transition working well. There is such a diverse set of challenges we face as a country. They are so difficult to manage. We have no grace on this. Hard fort right is so an incoming team and we need to make it as easy as possible. The only difference i would have with the statement there is, i think you can pursue the transition planning and enable whatever litigation strategy that President Trump wants to pursue to move forward through the courts. They dont have to be in tension. What is clear is that the failure to allow a coordinated passing of the baton puts us at risk and we should not have that.
