This is ny 22 of the league of women voters debate between candidates for new yorks 22nd Congressional District seat. We asked the three candidates and members socially distance in the studio and thanks to the candidates for joining us. Good evening. This is a partnership between public media, the league of women voters. Civic Engagement Center and history, philosophy and social science department, and the vote everywhere initiative. Our candidates our democratic nominee and incumbent congressman. Early voting begins this weekend and election day is november 3rd and absentee ballots are already in the mail. Voting access has been expanded this year to address concerns amidst the pandemic and here are the ground rules each candidate has one minute for opening and closing statements. The first position will go to mr. Price. We are still taking questions from the voters and candidates will take turns answering questions. Each candidate has two minutes per answer. As moderator i reserve the privilege to add a followup question if i feel the answer isnt clear. No candidate has seen the questions of the candidate exceeds the time limit i will alert them by ringing the bell like so. Finally, the league of women voters are committed to promoting civil discourse, so i will remind the candidates to be cordial. For Opening Statements as i said mr. Price, you have one minute. Thank you. I would like to thank the moderator as well as the host and sponsors of the event. Many of you know my opponents, but you may not know me. As i said my name is keith price and im a libertarian candidate. A little bit about me. I was born and raised right here. I am from new york and i live with my wife, sarah and our adult son, adam. Why did i get involved in politics, why the Libertarian Party . Quite simply put, i believe in small government, transparency, responsibility and accountability not just by local governments, but all levels so what im running on is the concept that we can do Better Together if we hold onto these principles. Smaller government, transparency, responsibility and accountability. Thank you mr. Price. I want to say thank you to the moderator, the host, my opponents and the viewers. Its an honor to serve the community and congress. Im committed to the community so much so i live across the street from the house i grew up in. I raised my son as a single parent and cared for my parents and their final years. Wonderful people who suffered from grave illnesses, and i ran the family newspaper business all at the same time. My son today is a graduate of the u. S. Naval academy and serving as a captain in the u. S. Marine corps. This campaign is about two different candidates especially to those served in congress. My campaign i went to congress to work with President Trump to bring Historic Resources to the community and grow the economy. My opponent sided with the far left and voted with nancy pelosi 90 of the time and while he was dragging the country through a failed impeachment proceeding, dangerous virus was coming to the shores. We have a choice between someone who is going to preserve americas greatest surrender to socialism. I would be grateful for your vote november the third. Thank you so much. I also want to thank the moderator and thank you to the host and opponents. Right now we have this coronavirus ravaging through the country and my heart goes out to everyone impacted by this. Now is not the time for partisan politics in washington. We need people to bring us together and heal the divisions in the country. Over my two years as a member of congress i showed up and listened to all the people in the district. Ive gotten results from the people and i will stand up to anyone who would harm upstate new york. Im proud to have worked in a bipartisan manner to have six of my bills signed into law on issues ranging from supporting veterans by expanding Mental Health care and Suicide Prevention services to bringing jobs back from overseas like places like china and repealing Health Insurance taxes. Thats what i will do as a member of congress, bring people together. Unfortunately my predecessor had a different record working with the Interest Groups that bankrolled the campaign and thats why she voted to undermine healthcare and protections for people [inaudible] thank you all. Once again a reminder we have two minutes for the question and answer portion. No rebuttals but i do reserve the privilege to ask a followup question which you all have the opportunity to answer. Mr. Price, you are up first. We mentioned coronavirus, so covid19 relief is an obvious place to start. Partisanship has played a role in whether and how to include a new covid19 relief bill. Do you support another relief package and how do you move closer to a solution with other representatives whom have a different point of view than yours . First and foremost we need to get the stimulus package done and avoid the partisan politics but i have a better solution than just cutting americans a check for 1,200. What if we just for nine months or a year, economically dependent went on a tax holiday and allowed our federal government, state governments and county governments to repeal or temporarily pause all payroll and income taxes that would put money directly into the checks of americans instead of it leaving. I get that a couple of years ago the big thing was President Trump and they worked to some extent but instead of the crumbs lets talk about the whole slice. Lets give people back their money or never take it or touch it and that will give them an immediate financial impact, dollars in their paycheck today. While we continue to iron out the message of how the stimulus checks will work going forward, we can repeal or temporarily holiday tax to help americans now. Moving forward, talking about partisanship it is a shame that our nation has been divided over such an important issue. This issue affects everyone in this room and everyone watching at home. Its terrible that our politicians are playing games. If they want to show the American People that they are serious and that they represent them and they care about what they have to say, they will get it done and they will get it done now, not november 4th and november 5th. Get it done now and help us remove the payroll tax and remove the income tax. Thank you. As a Small Business owner in the community thats been negatively impacted by this pandemic, i know how it feels suffering through the crisis and many of our businesses have been hurting. Some of them have been forced to close while partisan politics continue. My opponent actually voted to prevent a bipartisan bill from coming to the floor that would have helped our constituents, our school districts, our Small Business community, individuals and local governments. That was a petition he voted against and while he was doing that, he was siding with nancy pelosi and you will hear this i dont care if its a good idea or a republican idea or republic idea i will vote for it. I would like to explain what some of the ideas are because he voted for the first bill that voted for releasing dangerous felons from prisons and Illegal Immigrants would be left 1,200 stimulus checks to Illegal Immigrants he voted numerous times to abolish voter id and to decrease funding to farmers. The original act 50 billion and by the time and that he and nancy pelosi got done with that there was only 23 billion. Those are some who claim to be for farmers. My family background is in farmers and we are struggling and suffering. We need a stimulus package that isnt loaded with a democratic wish list thats been voted on and nothing is worse than whats happening today in congress. Nancy pelosi is refusing to allow a bill to come to the floor while our communities, businesses and schools suffer right now and the same is going for the senate. And he will blame Mitch Mcconnell but its actually Chuck Schumer that said we are not going to put a stimulus package forth until we have Amy Coney Barretts nomination on the table and he boycotted the obligation today to vote on a Supreme Court candidate so i will support a stimulus package. We must have it right now for the local communities. What my opponent said is not true. I voted against the recent heroes bill because it wasnt bipartisan and we need a bipartisan solution to get us through this pandemic and get us through this economic crisis. What we need right now is another stimulus package and that is why i joined as a member of the problem solvers committee, a group of members, 25 democrats, 25 republicans in the house, tom read is the leader in the Southern Tier and we came together and put together a bipartisan framework for another covid19 relief package that includes several things. One, state and local assistance and direct assistance to the school districts. All of those entities look at major cuts right now that will translate to more job loss in the Community AmongPublic Servants like public safety, First Responders and teachers. We also have to have additional assistance for the businesses that means another round of the paycheck action program, more flexibility for Small Businesses that take out the loans under 150,000. We need another round of direct assistance to individuals and families as well as additional unemployment assistance for those that are in industries that are simply not coming back as quickly as others. Id also like to see additional childcare. People are struggling right now to balance work life and educate their children. They need help with childcare and we need more Food Assistance. Food banks have been seeing lines out the door. Ive attended a number of food giveaways and talked here in the Southern Tier. So many people for the first time utilizing their services, so we have to get more Food Assistance and i didnt vote against funding for farmers. I serve on the Agricultural Committee and vote for the farmers. Was instrumental in getting direct assistance and when the economic loans were not available i went to bat and made sure they were made available here in this region. Thats my record and thats the truth. What my opponent said is simply not true. Lets move on to the Supreme Court. After the death of Ruth Bader Ginsburg theres been a lot of conversation about expanding the court. Is there a situation where you would ever agree with changing the size of the court . I do not support Court Packing. Its a politically motivated scheme going on with the democrats right now. We are talking about the constitutional obligation of the president to fill a vacancy in the u. S. Supreme court. This has happened 29 times in our history and every time the president of the United States including president obama nominated a candidate we have an amazingly superlative candidate named Amy Coney Barrett who was a justice already given bipartisan support by the senate committee. Today was unprecedented. The democrats actually boycotted Amy Coney Barretts nomination of the judiciary committee. The president even the great notorious Ruth Bader Ginsburg said the president serves for four years, not three years. I opposed to th the court packi. Democrats have a mission they are telegraphing it to turn the Supreme Court into a super legislature. It would be filled with liberal judges so none of us would ever be able to receive a justice by going there unless you are supportive of the liberal policies of the Supreme Court it should be interpreting the law and i want to say also i was someone who honored and revered justice ginsburg. She wrote some of the most historic decisions. Her landmark decision in 2005 actually helped our community and the upper end of the district. She wrote a number of decisions that were pro taxpayer and pro justice and im grateful for her great work and personal story so yes, i do think we need to fill the seat in the event we have a controversial election. We need a full Supreme Court to be able to rule on these issues coming before us in the election. I think our system of checks and balances has worked well and i havent seen one single solitary proposal to add justices to the Supreme Court. What this is is a distraction from whats at stake and its a way to try to divert attention from a very important hearing thats coming up in front of the court november 10th to decide whether or not the Affordable Care act is constitutional. The last four years the Affordable Care act has been under constant attack, first legislatively when my opponent was a representative in congress and voted to repeal the Affordable Care act, which the Congressional Budget Office said what force 23 million americans to lose their Health Insurance. 30,000 people who benefited from Medicaid Expansion in this district and got protections and allowed Insurance Companies to charge more for preexisting conditions like asthma, Heart Disease and covid19. Its also something happening in the courts and because they couldnt diminish it legislatively they are now the department of justice has joined into this lawsuit to declare it unconstitutional. I asked what she thinks about it and she dodged the question last time but its important because peoples healt healthcare is hag in the balance. We want to make sure that healthcare is affordable and accessible to everyone in the country. No child should go without a doctor or worry about how they are going to afford their Health Insurance. We can be doing more to lower Health Insurance costs by allowing medicare to negotiate drug prices and camping outofpocket expenses, not repealing the Affordable Care act and taking people off of their Health Insurance and allowing Insurance Companies to discriminate for preexisting conditions. To me that is one of the big reasons my opponent lost her seat in congress and we shouldnt send her back to do the same. We have to remember that its the constitution that empowers the president of the United States to appoint Supreme Court justices. The Supreme Court currently has a particular number of justices and the constitution doesnt necessarily say exactly how many the president can or cannot appoint. While i believe that Court Packing is a way of creating a legislative branch with the judiciary system, its not my place to call. It would be the responsibility of the president of the United States, whomever that would be. I would encourage a president not to court pack, but i also believe that its the current sitting president s responsibility and duty to make an appointment and that should go through the proper, fair and due process is and set timetable by the appropriate body. But its important that we point out both major parties have played this game. They did it to president obama and now they are doing it to President Trump. Why does this happen . Because of continued and relentless partisan bickering. When we elect thirdparty candidates like myself or look at individuals who may not be part of the establishment, we end up with a government that thinks beyond democrat, republican, red and blue. We need to look beyond party and our leadership and we need to do what is right for the United States. If that is putting this individual on the Supreme Court, then that is the authority of the individuals involved and i say go for it. For now, we have a system. Lets adhere to it. There so many Different Things in their to stop the attacks on the verbal care act to look at was driving up the cost of healthcare in the one in the country with the high cost of Prescription Drugs and paying 2000 every single month for insulin know we should pay that much for Prescription Drugs we should do about that in the house of representatives. But what this bill would it do it would allow the medicare to negotiate drug prices. And but they cant on behalf of Medicare Beneficiaries and capping at no more than 2000 per year for Health Insurance cost one lady in utica said she would never support the bill how would you not support medicare to negotiate drug prices . Take hundreds of thousands of dollars you understand why which is something she did. First and foremost large legislation this extraordinarily expensive piece of material we were told you to keep your doctor that is not always the case we need to realize government isnt always a solution how about a free market Healthcare System . High prices are driven down by competition not by government regulation. How about we look into canada or mexico for competition and allow american citizens to go there and it will drive down cost and to afford their needs. There was some that will always need assistance whether disabled or special needs or otherwise. Thats her states come in. In the county and state the federal government does not be involved in your healthcare so why are they . Simply put, money. Follow the dollars. I cigarette of the money altogether. Stop spending money federally on health care to tell americans what they have to choose if onesizefitsall plan does not work then the same is here than the same in omaha nebraska i get federal government out of healthcare it doesnt need to be there. Thank you very much. Can you imagine a representative we elected to congress to say stop attacking something criticize something that isnt working and why . This is like a First Amendment attack of the Affordable Care act and thats why its not working whereupon is telling you theres only one person everyone knows me if you ask a question youll get an answer if you like it or not. With the Affordable Care act talking about how great it is but citing examples of people who are struggling from a Small Business owner representing people in this community who are suffering under the Affordable Care act with higher premiums more than it was before. And high deductibles. So in essence they get a plastic insurance card and are selfinsured because they cannot afford to go to the doctor. His solution is more big government, more monopoly so that is why he has raised more money on this campaign than any candidate in our region in history so when he talks about all the special interest this is a guy who said i will not accept corporate pack money but the station actually went to the senate for responsive politics to say he is lying about the fact to take corporate pack many because he does he just does it through the back door methods and it is dark money to the super pac. On the Affordable Care act we tried to fix it. I voted for a bill the languages included on the floor of the house to guarantee those with preexisting conditions would be covered. Its personal and me people who have insulin and diabetes issues that need to be covered i have want to National Awards for preserving Public Health care system. I worked with President Trump to increase funding for those centers. I was given this award in new york. Host i want to get to immigration and the question that should the us adopt a meritbased immigration policy meaning should the individual skills be a determining factor if someone is allowed to stay in the country . First and foremost allow me to be very clear on this issue. There is no such thing as and illegal human being. I cannot stomach when we call someone and illegal. They may not be here based on our jurisdictional system they may not be here based on our laws but that never makes a human being and illegal. People come to our country to seek refuge for Economic Empowerment or the basic needs of every day life like clean water and fresh air in food. Simply put i would like a meritbased system. But that is only part of the system. The first thing we need to do is take the individuals who have unfavorably brandished as illegals in a country given immediate pathway to american citizenship and give them the opportunity to vote to pay taxes, become part of the syste system. Then we need to increase the meritbased system and do whats right for the people coming into the country. I dont have the best solutions yet because i have not talked to all the experts. But i can tell you this. If we have positive conversatio conversation, and we stop talking about numbers and consider these are human beings and our decisions and washington and in albany affected their lives each and every day and without positive forward progression. Its important to remember we have a history. Our history as a nation is good in some areas and bad in others. But we can do better if we simply put partisan politics aside and have actual open conversation. Thank you. Yes. Actually i dont agree we should have a meritbased system unless that include somebody who wants to come to this country and live the American Dream. There are a lot to believe really by engineers or doctors are skilled people come here i would like to see people who came here who were very poor coming from europe those who have the chance to live the American Dream and thats the kind of people we have to let in. We have a country that has sovereignty and borders i dont agree with open borders we have to protect our borders to protect the integrity of the country. But he floats down the line with those bills and then to preserve medicare and Social Security nothing could be worse than flooding the borders those that are bringing fentanyl and Illegal Drugs and forced to come here without going to the system legally i completely support anyone who comes as a refugee working i lived in the yugoslavia and in the Boston Community i did the very first bosnia newspaper im very proud of that and the community of refugees have enriched brought to the city of utica, but we should have people come in on a system go to the process and i talked to the president oneonone about this very issue like the daca kids with a path to citizenship as long as it met certain parameters hadnt committed a crime they were not dependent on the system in here through no fault of their own of these people welcome to our community is always you go through the system legally. My opponent says im for open borders thats simply not true i voted for additional funding so lets correct the record we have immigrants of all skills in this country and my mother was born in this country. Back in 2013 the senate pass comprehensive immigration reform. We have to have strong borders and a humane immigration policy. To pass the house of representatives this year with the Agriculture Committee where the bully concerns is the need for additional workers and to work on the dairy farms with the current immigration policies we actually did something and the bill with the Agricultural Labor laws to allow for yearround programs they would have access to workers and additional protections. This is the first Agricultural Labor bill weve done since the Reagan Administration to show you can do coming together as democrats and republicans sitting on Mitch Mcconnells desk sitting and collecting dust we have to have immigration and to pass the dream act to support dreamers who are here and i think we can get this done if we have people who were not extreme partisan but willing to compromise and move forward on this issue. Earlier a man died at the hands of police saying he was having a Mental Health crisis. Should Police Department funding be reallocated to address issues like Mental Health or addiction . Also the George Floyd Death that was heart wrenching for anyone to watch as a mom it was difficult for those families but we support the police. We need to increase funding not defined in the police and also take away a qualified immunity that protects them from personal Injury Lawyers to sue them taking their houses or cars taken away and my opponent his personal injury the practice has sued Police Officers to obtain money from them and he voted on that right after from receiving money from a very leftwing so if you follow the money and thats how we vote he also voted for the bill to defend the police and hes trying to backpedal on that but i 187 pbas and the state investigators were supporting my campaign he has the support of one share for as a democrat and the one common donor was donated significant amounts of money. So with bipartisan support he doesnt have it on that issue. Going back to the immigration the bill he is talking about was a bill that i sponsored in congress. We couldnt get it passed because the partisans like nancy pelosi wanted to include sanctuary cities and funding for them to put our communities and families at risk and he supports that. Is what the viewers to know i would not support those bills but there was a similar legislation and imitation is the sincerest form of flattery most of the bills in on anthony introduced on the floor. I appreciate that. Brindisi let me start by saying doing some Fact Checking i have voted as a member of the assembly and in congress again sanctuary cities she has all these endorsements so we have to talk about a tragic situation these are situations and we are all condemned with police brutality. We need to make sure at the accountability with the criminal Justice System i do not support defending the police. And that has been proven false by many in the media. I go a step further to introduce Bipartisan Legislation and down in the Southern Tier to prohibit cities from defending the police. I also called for a doubling of the cops of justice that they have utilized to hire more officers to do community engagement. We want to make sure we have officers engaged in the Community Building trust and then talk about Mental Health and then we have to invest in Mental Health and Substance Abuse treatment and Police Officers are being asked to do so many Different Things their teachers and they still have to do their work as Police Officers. So if we invest more in Mental Health and Substance Abuse, go back to health care to repeal the aca they would have lost access to Mental Health treatment and Substance Abuse treatment thats not the representative we want in washington. Price all lives matter. First and foremost our lives matter. And with those hundreds of thousands of Police Officers across one across the great country and occasionally mistakes, poor choices and bad decisions are made. So when we take the funds we are using by local Police Departments not every Department Needs these military goods but reinvest that money into Mental Health care treatment and advanced training programs. What i would like to see is each community by the community to gather and talk and have your Police Representatives there and Community Leaders there and community representatives. To determine a strategy that is good for your community that will get officers more ingrained in the community and the training they need to advance the 2021 year. And these techniques will replace those but once you have Community Experts give us a report to have one single document one item this is the way forward in this will help each and every community and instead of making it a big piece of legislation that this is our recommendation from federal government to you we strongly encourage you choose not to adopt these positions or continue to have problems. Lets let the experts in policing and criminal justice and in communities decide where to go not federal regulation. Thank you. Brindisi do you support a fee or tax for carbon and Climate Change . Brindisi their bills pending i have to see the legislation but the point she raises about the Climate Crisis is a point we all have to take very seriously and coming to the Climate Crisis we cannot wait till next year to help reduce Carbon Emissions and cut down on pollution across the globe. I word we join from the house of representatives with the paris climate accord. We need to invest and incentives and efficiency programs. Im sponsor to incentivize technologies to remove carbon from the atmosphere we have to have a Diverse Energy portfolio the focus is on clean energy women to have aging infrastructure i will tell you a quick story to bring more solar panels he couldnt do it because of the energy grid because it is so old the new york state to invest in Green Technology and if we can do that and new york state to bring on more wind and solar and the clean energy to cut down on Carbon Emissions we cannot do what the opponent does she took 150,000 from the Oil Companies and then voted to get clean water and clean air protection and stand up on behalf of the environment. As a father of two Young Children and the husband of a biologist this is a very important issue. Price i am not a scientist. I have read a lot of various opinions Climate Change is a fact others will tell you it is a myth. Me personally, im not sure where i stand. But there is absolutely nothing wrong with peering our nation preparing our nation for the future and the what if to demand clean air and clean water and food supply. I am against adding a Carbon Footprint tax im against any unnecessary taxation. But what we need to do to talk with our Global Partners and see what direction they are heading and then we need Community Standards individuals in the community not just state and local government or federal Government People on the ground and hold them accountable to hold corporations accountable the best way to clean up the economy is to say to a company if you pollute you will lose business if they are Bottom Dollar driven it will hurt their feelings and hold them accountable and responsible while more accurate and precise and definitive information is provided. I wanted to come from federal government or all across the country with various opinions and substantiated Scientific Evidence so lets Work Together to think about the future and adjust accordingly. Going back to the policing issue the voting against the policing bill all democrats voted against it he voted against a very good bill and then saying that he and voted to defend the police and the resources you can call that defend or deregulate however you want to call it. And on the issue of a carbon ta tax, we do need to look at science and one thing my opponent supports is a Green New Deal when he was in the assembly supporting joe biden for president of the United States, his opponent and his running mate Kamala Harris support the Green New Deal which was literally destroying our economy and voted with Governor Cuomo four times to put a moratorium to and Natural Gas Drilling while we sit here in the Southern Tier we could transform the economy one of the biggest polluters is china. So here is into lower carbon emission and to bring independence to this country to help us bring middle east peace when it comes to climate i dont think we need any new taxes on farmers or businesses. Lets give them a chance to grow out of the pandemic. Thank you lets talk about Broadband Access as its a big issue for people across the 22nd Congressional District. Theres been fingerpointing all the way certain areas of the district lack asset on access. There are plenty of films where service is lacking. As the pandemic continues work and telehealth it has to be crucial. And then to ensure we elderly people working from home have access to broadband. Price i word recommend our local broadband providing company and others to consider the market a business love to make money invested in infrastructure and include the existing broadband system with 5g and go to 5g. Increase connectivity and rural area access because it will simply make more money and then pay more in taxes to improve the nation. Access to the internet is very important to every american. We all live in an age where most of us if not all of us have a computer in our pockets, a smart phone. Its nice and its nice to check out a recipe. And cited by strong wifi and strong broadband and communication companies. While i believe complications should not be in politics or share money and should not give candidates money, what they should do is be encourage by federal government to do whats best for business and that is better broadband and more access and less expensive you will make more money off of 100 people than five people at 15 a person. So i say we encourage companies to compete. We need to encourage companies to invest and grow and when they start to see the Bottom Dollar they will continue to do so. Thank you. Is a huge problem its important we invested in broadband unfortunately working with Governor Cuomo who did many fundraisers for him to create a monopoly giving spectrum communication a monopoly. Somehow he decided he would use this to campaign the platform in 2018 by trying to play me especially when he was a member of the assembly who are part of the funding for this transaction. He went to congress to promise the voters i will spectrum accountable and lower your rates. Now im looking at the viewers out there today. Are your rates going down because spectrum Just Announced another rate hike. That means seven hikes since brindisi into congress. It will only cost our seniors more money. That is what i would do. , that ispen broadband how you lower prices and increase quality. Your question about broadband. I have talked to numerous parents, School Age Children who know what we have known for a long time during this pandemic. If you do not have highspeed internet and cannot do your homework or distance learn, you cannot work from home. We have to have a better mapping system. The fcc will look at our area and cs served by broadband read we did our mapping system and found out where the gaps in coverage are. We are giving those over and passing an info structure bill in the house of representatives that puts more fundings toward rural broadband. I would like to see that funding go to Smaller Internet Companies to provide more competition, that is how we can serve broadband to underserved areas. With regards to spectrum, she wants to distract from her record. Spectrum was her favorite corporate donor that gave her a huge check, 15,000 from spectrum. In return they got a 9 billion tax cut from her. Check and then she turned around and voted for a bill to allow Internet Service providers to sell our personal information and took another 15,000 to the telecommunication industries. You can do something about these monopolies and that is what im doing right now. It would go after Companies Like spectrum and force the department of justice to investigate the business practices. Maybe she needs a reminder the public servicpublic service come here in new york approves not the new York State Assembly so she would have to have something about that as well. The fact is this company has been taking advantage of people in this district for too long i want to ask one more question before we get to closing statements booth at the federal and state level and otherwise people who may face evictions should congress act to avoid an eventual flood.
