, imod evening, everybody executive director of the women in Politics Institute at. Merican university in welcome were really glad that you could join us for this discussion. With less than two weeks to go, we want to get an update on the work that several republican groups are doing. If you weeks ago, we got an update on the democratic side. We are looking forward to hearing from women on the other side of the aisle. We are excited to have with us julie conway who is executive ac, and rebecca schumer. Thank you for being here. We start, i want to let everybody know that at bottom of your screen, you will notice a button to ask a question. Duringfeel free to do so the course of our discussion and you will also be able to upload other peoples questions that youre interested in. And if you missed any of the discussion, replay will be available at the same place you used to register. Lets rewind the clock a bit the 2018, the 2018 midterms. Elected, onlyen one was republican and the total number of republican women in which wasfell to 13 the lowest point in the last two decades. That is compared to 88 Democratic Women currently in the house. You guys have had your work cut out for you in the last few years. I just wanted to start and see if each of you could give us a sense of your organization and what your overall strategy has been too close that gap as much as possible and what your forecast is in the next few weeks. , the bar is set pretty low for 2020. We are expecting great things in 13 days. Weve been working really hard and we got great candidates as im sure most of you have read, it has been a record year in terms of republican women signing up to run for federal office. Number, aboutic twice what it was before the alltime high. 228, we have 94 women running for the u. S. House which is extraordinary. So we are excited about that. That there continues are a lot of Democratic Women in the house, so it is going to take probably a few cycles to get some sort of parity but we have some great women running. Probably we have five to seven that are really heavily favored to win already which puts us in andetty good spot to start, that helps us to get into more of the competitive races. More specifico races. Let back up talk a little bit and then im really curious about some of those republican women who watch as the election clock ticks down and they are watching all the news of election returns coming in. Give us a little bit about voting for women. Thank you again for having us today. Dois events like this that show both sides of the aisle in the momentum that time republican women is incredibly helpful. As you mentioned, i am deeply involved with the Organization Called winning for women. Under that office, we have a few organizations. Winning for women was founded at the end of 2017 to come in and work with organizations like view pac and others. Really to try to come in and correct that heavily, heavily imbalanced ratio of gop women in the house and senate. I think that we personally saw 2018 as a rallying cry. We solve those numbers go down to 11. The really showed all of us true need for smart, efficient, wellrun organizations that can come in and do stuff to identify, recruit, get these women in and figure out how to help them through that election cycle. I know we will get into all of this but i think that where you have seen a real efficiency on the gop side is the surroundsound report that the left has been pretty good at doing the last several decades. We want to make sure our women are getting the same report support. How have you gone about what you are saying, finding and recruiting some of the women to run this year . Goodat is a really question and one that i think has been something that has laid played outside for quite a while. Identifying candidates early, i think one of the true factors that creates challenges for us is that when you dont have a bench, you are not looking a few election cycles outcome of for women, theing for day before election day, 2018, we were trying to look at a map to figure out where were some great candidates through state legislature looking at both state and federal levels. We would go talk to them. Again, you seen some real evidence this year, we are at now runningrs women in the general. There are some stories. Ado think we are seeing positive with republican women candidates particularly in the house. Why do you think that there has been this uptick . Do you think that wakeup call . What are the other reasons for the increase in republican women running this cycle . I think that it was a definite wakeup call. Republican women solve the Democratic Women get elected and once they started to serve they realized think the Democratic Women were talking about were not the things republican women were talking about. That,er to counterbalance they said i cant complain about this, im going to raise my hand myself. We havent seen anything like that before. Probably through march, april, i republican women considering running than i did it during the entire 2018 cycle. Is the the other Part Foundation that has been built has taken us a long time. We have always got involved in primaries, that has always been where we started. View pac, it is not until you have more organizations like winning for women and all the republican women in the house and senate who are actually getting back to help candidates and it makes a big difference and we have definitely seen that success this year. Well, always a lot about republicans historically china away from gender politics, identity politics. Has that really been a factor . Why is that maybe now changing . Ill take it. Yet, it has been a problem. The party has stayed out of primaries. Sadly, the concept of that is fine, let the best man win. There is going to need to be some leveling of the Playing Field and a model that has to do with fundraising, the Institutional Support that candidates get. Thatnk we started to build i think if you really have your eye on the prize, you have to start paying attention to the candidates running in the primary. The best candidate is a guide that often times the best candidate is a woman so we need to make a concentrated effort to go in there and give for all of the support necessary so that not only do she win the primary, but everybody who was already behind her heading into the general can be truly competitive. Does winning for women get involved in the primary federally as well . Absolutely. One of the major tenants of our strategy is to do just that. Winning for women, we lost our , anon fund last year exemplary candidate, it turned out that she could not triumph said, russia, but that here with someone, we saw this wonderful candidate who just wasnt going to get any recognition and had zero tools to be able to come through. We got involved, julie got involved. Meanwhile we didnt triumph, i think it was really a clear call to what we could do especially if we learn how to work together, came in and gave for the publicity and the outside support she needed. Up some of 2019. What lessons did you guys take away from that race . Primary,ll, during the the mode of attack against her was that she might compromise too much, she wasnt as conservative. See that sort of amongst , too candidates in general much in the middle, essentially when they are running in districts that may the much more conservative . I do. Absolutely. You are right, you are spot on. That is the perfect example. I would argue, and i think rebecca wood, that dr. Parry was probably more conservative than the general who ended up winning. People assume that if you have two resumes next to each other, one is a man and one is a woman, the exact same qualifications, the one that is more conservative is going to be demand. This wasnt the case, but the old pattern emerged and i think a couple of things happened to your point. Even though we lost it, we learned a lot. Women, giew viewpac, we all worked hand in glove now. The idea that when we work together, we can accomplish great things. Has been the early support candidate. Winning for women is doing the hard dollars, the independent expenditure on the outside providing all the air cover for these candidates. To really put the mark in the sand and say these are our candidates. Trying to get the colleagues to follow that lead. We really made great headway this cycle. The other thing that i will , that was a huge difference. We might have looked for women before, but that seat was on the table. A woman that was would be a tremendous candidate. 2020, it makes a big difference to make sure that conceivably, there is a qualified, credible, reliable woman willing to do this in the district where the woman is going to be the stronger candidate. We really looked for her. Even if we already had someone in that seat. We actually talked to congressman brooks one or two months ago about the recruitment effort specifically on women. But i wanted to ask you, along recall,me lines, as we when she first announced epac, she had some pushback from republican men in leadership which she quickly shut down. You think there has made an attitude change . Have you seen signs of attitude change from the Republican Leadership components . I do. Arson statsremost, in the last few days that show that the book about a look and opportunity pickups eats, you have got these candidates who are predominantly women. How can you ignore that . They are winning, they are doing well. I think the country wants to see a different electorate and accordingly, i think there has been a real change. I have to give leadership and leader mccarthy credit. It has been a priority, i think they have done a thing of job job. Ged up bang up seeing 2020y against the odds. I agree 100 with rebecca and i also say that sometimes when you see the Playing Field, you realize certain things have to happen. Thatr mccarthy understands the only way we are getting back to the majority in the house is on the success of republican women. The balance of power in the senate rests on republican women. That whend incentives it actually helps yourself and the team, you are more likely to engage. They love having republican women, what was it a priority . Not necessarily. Actually brings us a new voice of the people, brings us constituencies we might not have been able to get, and i think they really embrace that. You cant find what you are not looking for in many respects. I wanted to talk to you guys about some of the Success Stories. Of the candidates that are running, not the incumbents, but the new challengers that are running, and which ones should we be watching in the next few weeks and on election day, what are some of those Success Stories and who those candidates are. Five oninly, the top the house side is actually pretty easy. Most vulnerable incumbent democrats in the house are being challenged by republican women. This is really exciting. Island, new mexico. 2018, ent to bed in was winning that race. She ended up losing when the absentees came in. A congresswoman from that therict, trump won district, so we have High Expectations that will return. And then a couple of really competitive ones, oklahoma five. That is really interesting because it is the most republican seat with a democratic woman sitting in it. What was complicated here was that it was a super competitive primary and for stephanie to win , sadly we have been firing the guns internally instead about the enemy. At the enemy. The fifth one is South Carolina the first woman to graduate from the citadel, she is a tremendous candidate. Hese five women are terrific some have legislative experience, some dont. We feel great about those five. And there is others, of course. I have to agree with that entire list. I agree with it, but i didnt know there are also a few open seats. I think that she is likely a member of congress. , aoman named mary miller woman named lisa mclean, that number, we are starting at 11. That number is going to take up. Ick up. We started out winning for women with a goal of 20 in 20. When i came up with that, i was like, this is catchy. I dont think it is out of the realm like it seemed in 2018 and frankly, we came up with it before we knew about retirements. Bar, but i a high think it is doable and that is due to all of this wonderful women who stepped in the race, frankly. Julie, you mentioned you that inmate yvette running again. How important is it that you talk about candidates to actually run again . Runningike sometimes again is such an important component and the women that were running this cycle, depending on where they are running, and a president ial year which is sometimes more difficult, but talk about that, the importance of actually running more than once. Thats why for 2018, we had some tremendous women running who were not successful. They wanted to come back and do it again. The only good news about that, you dont make the same mistakes twice. We have women running that should some of them should have won last time and some of them, this is a much better year for them to be running. You cant start with a team like that. We already know they are going to have the right consultants which, again, is a big deal. Incumbent on women who have never done this before to know where to start. Connections,s have they will hook them up. This is a bigger challenge for women. There are only so many good consultants out there. Weve got all these great women. Unfortunately, we cant sit with all of them all day long across the country and do all the things we would like to do. Only thing you mentioned soough the competitive race, much attention has been given to the historic realm of republican women we have running. But theres also three hours standard for tracking the horses, if you will. Out of their tossup seats, the pure tossups in this country, as of today, there are 26. Thats it. Scale isone on their lean. Vulnerable democrats in that column, thats another 17. That gets us to 43. Out of 435 house seats, weve got 43 that are competitive. Out of those 43, we have 14 republican women which is a tremendous number, what when youre starting at 228, all of a sudden your numbers drop pretty quickly. We had 94 nominees, 14 for competitive seats. Two of those 14 are incumbent. Wagner, that is it. Tossup race. Congressman butler from washington three, that moves into lean. These are two of our 11 incumbent women in the house in competitive races. I dont like to be daddy down her on this, i dont like to owner,dy down debbie d but my fear has always been that the narrative is going to be lets work the next 20. Whatever that number is, we dont want the narrative to be even that they had 220 republican women running, they only elected 20. That can easily flip the script. To makeefinitely going bigger numbers here, we are going to increase our numbers in the house, but were going to have to keep holding. The key is, and youve pointed this out before, having these women running in seats that are winnable and not just being on the ballot if youve got a republican candidate in a totally blew congressional district. That looks nice on the number of republican women running but if she doesnt have a shot, it doesnt really matter. I would guess that the upside of is, i think,se it it does go a long way especially if you think about young woman being motivated to run. To actually see a woman on the ballot. What are your thoughts on that . Julie, when we went to figure out what did 2020 look like, we wanted to make sure that we were putting an emphasis on all of the candidates. Cannot, cannot, cannot build a movement within a party if you are fighting for your life every two years. Obviously, the vendor diagram needs to come together, you need to come up with candidates who are quality and they are going to be good members of congress. At least a large chunk of those people today, they are coming into those places that they really can come in and grow to Leaders Within that party and that is going to be something that we see this year. People who i think are going to come in our women who do have that ability. I would also be remiss if i did and iftion wagner, is with meistening in the st. Louis area and has some time on their hands or if you spare dollars, they both can. They need the help. Important for us to be supporting our incumbents as it is for us to be applying and pushing new candidates. Speaking of incumbents, i want to talk a little bit about some of the Senate Incumbents you all have. Martha and excel he comes to mind, Susan Collins, certainly. In do you see some of those some of those big senate races . How do you see the state of play in some of those races . Sometimes the senate is lost in the shuffle. Coming into 2020, we had a historic record nine republican female senators. Which doesnt sound like a lot, but it is a lot. That is the good news. News, it is sort of screwy the way things have worked out on the senate to have that many in cycle in the specials that are going on. You mentioned does go of the top ones. This senate rests in the hands of at least three republican women. You couldnt have three stronger women that do more for their states that you could ever imagine. Everyone is trying to help the three of them come back to washington. The big story here has been the money. The money flowing into these races is just extraordinary. Quarternd excel he last raised 22 million, which is awesome, it is twice the amount you have ever raised in a quarter before. Mark kelly raised 40 million. Almost 21, raised susan almost 31. The challenger in maine raised almost 40 million. It is just extraordinary. Gideon was that sara running against Susan Collins in maine and actually raised more money in portland, oregon. The platform on the democratic , theyve got about a decade on us in terms of Online Fundraising in that way. It has really been a struggle for us to keep up with the money and South Carolina, you see the Lindsey Graham race, 58 million was raised against him. How do you spend that kind of money . Buying cars to drive people to the polls. At some point, it stops being about who is the better person to serve the United States senate. That is really sad. Martha and excel he has done more for the state martha lly is tied mcsa with Chuck Grassley for the most legislation passed. That is incredible. And as much as covid has changed everything, in terms of what she is great at, which is rolling up her sleeves and getting done. She has been helping to get ppp money, doing everything possible, while mark kelly has been sitting in his basement not going out and the money has just been piling up. Sadly it is the messaging that is out there. If you tell the lies enough, people start believing it. The polls in both arizona and iowa have pretty much been the same. Martha arend fighting over 6 , and well see. Some internals have them down a couple. Those places are going to be absolutely down to the wire. The literal elephant in the room, the trump component. What impact does that have on some of these races . Certainly it has an impact on the fundraising. Rebecca, why dont you take that . We cant ignore that the president has an impact on the candidates in 2020. Son, a very good impact on candidates in a number of places. That we ares unfortunately watching several very, very good u. S. Women senators, the dynamics have been tough. For an an Opportunity Organization like winning for women to come in, for example, in i will. In iowa. It pales in comparison to the vast Online Fundraising on the other side, again, i think this is the cry for why organizations like these are needed. Year, you need to have this infrastructure that is going to be able to come in and help your candidates. Particularly ones like sen. Ernst like senator collins. These are good women members, they are doing so much. They are doing so much for their home states. The fundraising machine often will come in and decimate. We as a party have a lot of work to do. I would with women predate 2016. It is not helping. That we, as aing party, need to be focused on. I think we are doing well. Do you think that the supreme barrettck of amy coney is in general spotlighting more conservative, republican women . Frankly, i think it serves as a motivator for the basis. With those coveted swing votes in the middle, i dont think it has had much of an impact, frankly. I completely agree. I think it has motivated some conservative women who might not totally love the president s rhetoric but understand the importance of getting another conservative justice on the court. Those women who might be hedging their bets a little bit, theres only one way theyre going to vote now when they show up. It is just sort of which numbers are going to come out in greater force. I think it is about a draw on that. With me take a couple questions from the audience here. How do you think president trumps rhetoric about women has affected your voting block or recruiting block, particularly women . Verse it hasnt. Trump, you president are going to come out and support his policies and wave the flag. And if you arent a huge fan of the president , that motivates you as well. Not all to show that republicans necessarily look like donald trump. It depends where you are in the country. Some other candidates, it has been more challenging. One of the things you can say about donald trump on the plus side is he definitely you didntd that have to have some sort of credibility or resume to run for federal office. I think that was a huge motivator for a lot of republican women who often climb theple sort of ladder of running for state house or waiting your turn and coming up, and a lot of women were disadvantaged because they didnt run for the kindergarten class president and serve all the way through. Realize iican women dont have to wait around, i dont have to allow the guys to do this because we have been a state representative for 20 years. I have something to offer and a want to get out there and run. I think that piece of it is great for women. Im going to totally dodged the question of women jumping in. This isnt my first rodeo. It is so incredibly important have the ability to run for congress. This is cliche, but i think it is worth repeating, every male candidate we talked to is like i can totally do that. It has been done. The women tend to not have that same confidence. I agree with julie wholeheartedly that we seeing a broad range of women with all ypicalof different at resumes which are coming in this year and i hope that continues and i think it will. You cant help but see the impact of women like you on the airwaves and women like you sitting in congress. That is going to promote more women. Susan collins used to tell a story that she had a male opponent and she is to joke that foreignpolicy a experience because he drove a toyota. We want to make sure they know all the issues. They tend to wing it more. We are going to be much more engaged on the issues. Is a question from carol. She says my dream is for two women to be the president ial candidates and four years. Happen, whicho means we would have our first woman president , how would that help your cause in terms of more republican women running . Stronger republican woman as a nominee for president . I mean, immeasurably. Especially that lineup. Role models for pretty much everyone. I am a broken record, but seeing yourself makes a difference and seeing yourself at the highest echelon of government, it will have infinite, Infinite Power of making women feel that there is a viable path for them. Heres hoping. Have you seen some of the other republican women be effective in campaigning for other women up and down the ticket . Yeah. Thing of course is that everything is different this cycle because of covid. You cant get out there as much as you used to, but one of the great things that has happened is that all of a sudden, you can appear on a townhall with martha mcsally. The women have really come together to try to help each other fund raise and to give credibility to certain candidates that they might not have had otherwise. Of all the weird things that have come out of this, it has really helped women. I want to go back to congresswoman brooks. Take a place like in oklahoma five, new mexico three. There are several places where your two top contenders in the primary were women. We knew early on that both of them was going to have a womans eating there and frankly, given the general election matchups, i think they were the better candidate on those seats. I think the focus on women members really guiding the process has had a great effect. In these early stages where you see some of these primary matchups. As much as it was difficult to on,h stephanie get beat up we knew that someone was going to come through. Is a question from sydney who says at the election approaches, we for a lot of about trump losing the support of white women voters. How can republicans better act to gain the support of women in that voting block . I have talked to women voters, i think that one is simple. Stop calling them housewives, that will help. A professor made an interesting point on that topic. Thatasically said that callout to suburban housewives was less about appealing to suburban housewives than it was about appealing to men, male voters in sort of the big macho man way of thinking about things. I thought that was an interesting point, maybe that was an appeal more to men than actually two women. Absolutely, without question. There have been lots of dog whistles. With a keen ear, you can pick up on these things. If you still think about the suburbs as leave it to beaver, you are doing it wrong. That is not what the suburbs look like anymore. To try to lump them all together is a mistake as well. Weve got some great women who represent the suburbs. This goes back to how we started the conversation, there are only so many competitive seats. The swing states swing seats tend to be some of these competitive seats. This cycleeting them not because theyre women but because they are the most vulnerable incumbents. For those that believe in actually achieving parity in i think, which i do, congress should be more reluctant of our country, more diverse, i talked about this before, it doesnt bring any joy that our republican women are going to take out Democratic Women. That doesnt help us achieve parity. I would much rather be going after a democratic guy. I think having more women in congress, we are just going to get more done. The democratic freshmen, they certainly wish they had more republican women to work with. Retain moreo you women in the party . Because a lot of women have left the party and are now identifying more as independent or democratic. Trump, lly in this era of what is the message to retain more women in the party . Are we talking voters . Yeah, im talking voters. Again, im going to go back to my broken record statement that we do need to see more women. I do think of the country wants to see itself in congress and when you see party of old white men, that doesnt happen. Also, before i came to winning for women, i was messaging women voters. There was a barrier. Youve got to be talking to women about the issues that are important to them. The term dog whistle if you minutes ago, thats not how you talk to women voters. You need to think about things that are important to them. Covid is one of them right now, the economy is one of them. Sometimes when you look at economy, that is not necessarily being filtered through women voting in the same way as it is for men. If you look at some of the recent polling, male voters tend to be more supportive of trump on the economy. I dont know whether this is 100 true or not, but i think ist the typical male voter perhaps looking at just the performance of the stock market whereas your woman voter is attending tending to probably be multitasking and looking for the bottom line for the household. I just think that women voters tend to think about these things in a little bit more complicated and nuanced way and we need to think through that and talk to them like the democrats figured out. A similar question here from julie who says how can republican senators communicate around health care, education, and the economy . The issue that women care about, right . All issues are womens issues, we talk about this all the time. No offense to rebeccas old line of work, we are not great messengers. You are great rebecca, everything you do. [laughter] it makes things to complicated. Women want to know, when are the kids going back to school . When can i go to the restaurant down the street and sit at the bar . I dont need to know exactly how many dollars and cents are going into ppe, trillions of dollars here and there. Nobody understands that, nor do they want to. All they know is that there is fighting in washington, their kids are working from the living room and nothing is the same and how are we going to get back there . Democrats, historically, have been very good at that messaging. I think we have been right on the policies, we just had a really difficult time explaining it. Rebecca completely agree. And frankly, at times when you are coming and trying to ask lena tax benefit and you are getting into the nittygritty of numbers and why this loophole works, that is not going to resonate. Not because they are voters julie democrats agree. The whole defund the police, this whole thing, very catchy. That works for a while, but at the end of the day, we kind of get it. Not everybody wants to defund the police. People get to the point where they dont believe any of it. Julie they think it is all propaganda and dont know what is right and what is wrong. I know my friends that our First Responders you need to be realistic about this stuff and understand that messaging to someone who lives in the suburbs of st. Louis is very different than someone in des moines. They are not facing the same issues. Here is betsy heres a question about some of the challenges of women running for office. Victoria says as a woman empowered by my surroundings growing up, i am curious about the obstacles women genuinely face as opposed to men in running for congressional seats. What is a recurring problem you observe . Rebecca money. Julie money, for sure. That is a huge one. We talked about the assumption that a woman is less conservative. There have been studies done on this, but if you are a credible guy and people dont like you, they will still vote for you. If you are a credible woman with great issues, if they dont like you, they will vote for you. There is a very thin line you have to lock walk between likability and coming off and being as smart as you are because there is a lot of jealousy factors around that that women deal with that men dont. I would guess that very few guy candidates have ever been asked, if you win, who is going to take care of the kids . There is a lot of that. Some of that has gone away, but not all of it. Walkhin line that women between being confident and being the b word and people dont want the b word. It is a different game they have to play. Rebecca do some of those issues impact republican women more . Rebecca i think so. To the North Carolina race. Assumptions were thrown out this woman right and left. There was a New York Times article right before the special. The person interviewed was in, in, in until the very last statement the reporter had with them. She was like, i dont know, she is a woman, maybe not. I just think that sexism is still there. We need to figure out how to overcome it is a people and a party. Blatant to put a plugin for organizations like all of ours here. The fact that we are looking at women, figuring out ways to create opportunities and how to get around these obstacles. That is how we are going to start to change that story. Baby steps. Again, this is a long game. Guys i am curious if you can take off your republican hat howa second and evaluate Kamala Harris has been able to navigate some of those gender issues being the Vice President to nominee. Julie it has been tough for her. I will not profile Family Member that might be the person that might be a Family Member of mine. After the first debate, they said that she came off pretty aggressive. I thought she came off as a pretty confident prosecutor. First of all, i think that she has matured pretty significantly from the primary process to now. I think she has still got a bit of an uphill battle, particularly with older voters. I think Younger Voters probably see her differently. I also saw some interesting polling this week that showed breakdowns of men versus women in different demographic groups and how important they thought the Vice President ial pick on the other side was a diverse woman. Women voters were much more likely to see that as being an important thing than their male peers. Again, those obstacles are very much still there for her. I think she is doing pretty well. Rebecca what do you think, julie . Julie i will just leave it there. Add, we thing i would try to make this too complicated. If you are a republican, you hate Kamala Harris. If you are a democrat, you love her. Betsy right, everybody has their jersey on. Julie it is hard. Anything she says, it is going to be accentuated one way or the other depending on how you feel going into it. It is hard to run for office. It is hard to run for any office, let alone, the highest stage in the land. Nick sally would say everyday i wake up, 50 of the people love me and 50 of them hate me. It is hard. This is a hard life. We joke about the candidates often. Say or do they can what they say or do. Thes a tough job and it is first conversation i have with any candidate in front of me. You seem really normal, why do you want to put your family through this . Do you do the tough talk to candidates or are you trying to actually persuade them or realistically give them a sense of what is i had . Ahead . Julie i do both. My only goal is to make candidates as good of candidates as they could possibly be. Ive had tough conversations with a couple of candidates, after they got on the race, i told them, you are not going to win. This is not good, this is a waste of your resources and your familys time. They pulled out. They might run for Something Else down the line, but im not into the, because he thing. It werein this for dissipation trophy. I want the candidate that has the best chance of winning. A guy is a much better candidate. I dont get involved in that race. Too muchoing to engage in that race. We want our best women coming forward so that going back to your point, there are idols out there, role models, people to look up to, that is where i spend all of my time is helping these great women win and not for me, it is about quality and not quantity. Someday, i hope we can start picking off our incumbent guys. Women in50 republican the house, we could get rid of some of the bad incumbent republican guys, but we have a lot to go between now and then. Betsy i want to let everybody know that we have a couple more women on wednesdays coming up.
