The district includes much of the hill country and part of san antonio stretching east up to parts of austin as well. Randy before we get to their questions, here is a quick word from our sponsors. Ms. Davis thank you to the san news, andamber, fox 4 congressman roy for tonights debate. My name is wendy davis. Im running for congress because i am a grandmother to two little girls. I believe they deserve to grow up in an america has good quality Affordable Health care, clean air and water, school safe from gun violence. During tonights debate, i look forward to discussing how i will fight for the future as an independent voice in congress who puts texas over party. Before i get into that, i need to address something. You probably noticed congressman roy and i are not in the same location, because congressman roy chose to appear at the debate site and i did not. Those choices, fire the differences that we offer you in our ability to lead this community through their pandemic and beyond. As anyone can see, from photos from congressman roys own social media feeds, as recently as yesterday, he refuses to take basic safe gate precautions to keep others safe, such as consistently wearing a mask and social distancing. This is not just a failure to lead by example, it puts people in our community, in the halls of congress, and at the debate site at risk. Unfortunately, this dangerous personal behavior matches is dangerous pandemic views, including contradicting experts on important issues like school reopenings. Congressman roy has repeatedly shown he is not looking out for texas families, and he is to dangerous for us to trust him. On the other hand, ive spent my Public Service career working across the aisle to deliver the promise of a Brighter Future to the people in this state. I will do that in congress, will work to create access to Affordable Health care, support public education, and most importantly, right now, to listen to Public Health experts, so our businesses and schools can safely and fully reopen. Nine years ago this week, i walked out of md anderson, declared cancer free after battling stage three hopkins lymphoma. I hugged my 2monthold and my six month old. I look at them and promised them and myself that i would do everything in my power to defend this country and pass it down to my kids and grandkids and to all americans. You might say that, then, i was fighting for america. Unfortunately, House Democrats do not do want to do that. They would rather stand with blm and antifa than back the blue. I stand unequivocally with the Law Enforcement officers in our community. I have earned the endorsement of every Major Organization in Central Texas and beyond. Nancy pelosis democrats would rather play games with a ppp and with Small Businesses thing to do the hard work of getting work accomplished. I rejected that. I worked with my freshman democrat cali to pass a ppp extension act, and as a result, 18m500 18,500 businesses still. Democrats want to play games of the coronavirus. They want to make it an issue of politics. In february, i worked hard to make sure that san antonio is protected. When we were moving people from cruise ships to lackland air ce base, i started the protect our seniors program, because protecting the vulnerable are the most important thing. This afternoon, the president tweeted he is calling off any negotiations between democrats and republicans, tweeting that nancy pelosi is negotiating in bad faith, asking for too much money unrelated to covid. She said he showed his true callers, walking away from the hardworking families who need the help of the most. Relief, when negotiations continue, what would you do about direct checks for individuals, additional unemployment benefits, if any, and also about the Paycheck Protection Program that is a lifeline for so many Small Businesses . Rep. Roy things for the question for the most important thing is we protect the Small Businesses still struggling out there. Ive been on the phone nonstop with the 2300 restaurants who employ people in texas 21, and they are struggling. We need a lot of work to do on the Great Success of the ppp extension act. Unfortunately, Speaker Pelosi and House Democrats prefer to play games with 2 trillion bills packed with goodies not relevant to the people who need it. The president recognizes the politics being played by Speaker Pelosi and is pushing back. Had a discharge petition on the floor of the house of representatives that would have answered the call to protect Small Businesses, but she refused to bring it up. She refuses to debate and to amend and to do the hard work of governing that is actually supposed to be done before the house of representatives. Randy thanks, congressman. Senator davis, what do you think should be done for direct checks for people, additional employee benefits, and the Paycheck Protection Program . Ms. Davis here in texas, more than 16,000 people have lost their lives to coronavirus, and 3. 4 million texans filed for unemployment. Assert that wed make sure that we take care of getting this virus under control, so that we can get people back to work safely. In the meantime, our communities need our help. Extend the ppp, and in fact, congressman chip roy had an opportunity to vote to extend it twice now that he has voted against, and the reason for that is that it also included money that people in this community desperately need. The 1200 dollars stimulus checks our families have received, those are keeping families afoot right now. Like to lieit is awake worrying about how to pay the bills. Roy senator davis goes again i did not vote against extending the ppp. What i voted against was the mass of bills that Speaker Pelosi was putting on the floor that has no chance of passage. She knows that full well. It included direct checks to folks here illegally, it include ppp funding for planned parenthood, it included all sorts of things with nothing to do with helping people in our communities. 17 democrats joined us in a discharge petition on a bill nancy pelosi refused to bring to a vote. My opponent would side with nancy pelosi. Randy senator davis. Ms. Davis one of the reasons that we are in this bind right sow is because of the dangerou behavior of people like oxman chip roy. He has not shown leadership on this issue. He did not show leadership when he asked we ignore dr. Fauci and other experts. He did not show leadership when he voted against making sure that people got the relief they needed, the unemployment relief they needed. Compared it to welfare and said the only thing that was in the bill needed was free toilet paper, ridiculing people in need. You both will have your Closing Remarks to add any additional comments. Speaking of coronavirus, the number one topic on voters minds, from the beginning of the pandemic, government leaders have had different stances when it comes to required masks. Would you support a federal measure that would hire tasks be worn in federal buildings, as joe biden, the democratic president ial candidate jested recently, when he said he would require, through executive action. The question is would you require masks, why, and what else would you do, on a federal level, to curb the spread of the virus . Ms. Davis the only way we will get in front of this virus, the only way we will get to the other side of it, is by listening to Public Health experts. I would agree that we should have a federal mask wearing rule for federal buildings. It makes perfect sense. Experts have told us that is how we can keep not just ourselves but each other safe, and we have a responsibility to do that. Chip roy has ignored that responsibility, repeatedly appearing in indoor settings with large groups of people without wearing a mask. Ofn more so, he is in danger that she has endangered people with the idea that we should actually just open everything wired, that two thirds of our communities should be infected with the virus, and that is how we will get to the other side. If that happened here, tens of thousands of people in this district alone would die, and millions more in this country did his failure to responsibly listen to Public Health experts on this issue has put our families at risk. I was glad scott atlas was added to the board, but we should listen to the thousands of doctors. ,e had 1800 doctors epidemiologists come who can forward, talking about the importance of opening our society appeared as a cancer survivor, i can tell you there are people today looking up with staged rear for Breast Cancer or colon cancer who did not get a screening months ago. We have people with health issues, suicide issues, and ryan senator davis, a 32nd rebuttal . Ms. Davis congressman roy was advocating we just throw everything wide open. Refrigerated trucks from fema were arriving in texas because we had run out of space in morgues to hold dead bodies. Of course i will listen to dr. Fauci. , hedr. Scott atlas advocates heard immunity without a vaccine. Public Health Experts here in austin alone have said that, in the austin area alone, more than 20,000 people would die. Roy again, senator davis is ignoring the actual signs and we have reports by some 1700, 1800 doctors and epidemiologists pointing out how important it is that those of us were healthy go out and engage in society so we can build immunity while we work towards a vaccine. My 77yearold father who survived polio, i did not see him from christmas to july 4. I took the virus very seriously when i do not get to see my family. I am a little offended that she said i did not take it seriously. Randy we will move onto another topic. The senate is moving forward on the president s nominee for the Supreme Court create obviously, the house does not have a say in that, but some in congress say that that conservative pig would give it conservative minority of people, in terms of population across the country, majority on the Supreme Court. They are talking about adding more justices to the supreme more or possibly adding states, making washington, d. C. Or puerto rico states. First, do you support adding more justices, some call it court packing, and or states, and why or why not. Chip roy. Rep. Roy thank you. First of all, Amy Coney Barrett is an excellent pick by the president to be on the United StatesSupreme Court case she is supremely talented. She is a supremely qualified individual and a supremely impressive human being. I believe she will be confirmed, i believe she should be confirmed. This is a Pretty Simple question. 29 times, in the history of our country, when we have had an opening in the fourth year of a presidency, all 29 times, the president has nominated. Why is that . Because that is what article two of the consultation demands, that the president nominate when there is an open seat. And it is the senates job to confirm. That is how the process works. Judge merrick should be confirmed. She should be added quickly. We should not talk the court. She is eminently qualified. Eminentlywill be capable of doing their job when you have nine justices who are appointed and confirmed through the senate process. Randy senator davis . Would you support adding justices or states, as some in congress do right now . Ms. Davis this whole process right now is being rushed. Unfortunately rushed in such a way that it is leaving the opinions and voices of the American People out of the conversation. It looks like we will see the appointment of this justice, and if this is the case, we will see a fallout like never seen before. A week after the election, they will take up the Affordable Care act, which, by the way, of which my opponent has been an architect of trying to decimate. With that, millions of people across the country, in the middle of a pandemic, will lose their health care. It is not just that. It is womens reproductive rights, it is Voting Rights, it is making sure that we can get big money out of politics, and that we can end partisan gerrymandering and returned to the Voting Rights act that once provided an opportunity for our democracy to work. Randy congressman, 30 seconds. Rep. Roy my opponent referred to the opinion of the people. The opinion of the people spoke in and in 2018, so we have a capable senate a senate capable of confirming judge merrick, and we should. She also talked about the fallout from what would her would not happen. Judge baird is qualified. She should move forward with that. She should be judged on her opinions, not her political opinions but what she does as a opinion onmake an the Affordable Care act on the constitutionality or the legality of it. Senator davis, 30 seconds. Ms. Davis the facts are that judge merrick has already indicated her positions on issues like the double care act and reproductive freedoms and other ensure the rights that we have enjoyed in this country for a long time. Reelect aafford to Senate Majority that is not going to protect the American People in this moment. Thats remember lets remember my opponent is a chief component in tearing apart the informal care act. This will further put people at risk in a state where we already have the highest percentage of uninsured people in the entire country. Ryan senator davis, thank you. This next topic is a big one for this district. We are talking transportation and for structure. Senator davis, population is splitting in the district with the hill country protected predicted to increase by 3 million over the next few years there is talk about a highspeed train and more Expansion Projects to address growing gridlock. What would you do in congress to deal with the massive influx in population and do you support light rail . Ms. Davis yes, i support light rail. I served on the Regional Transportation Council in my Prior Community for many years, fighting to make sure that, at the state level, the federal level, the local level, we were putting together the partnerships needed to make sure that we were handling the congestion in our communities. It is not just bad for air quality, it is bad for the economy. The driving times here in the austin and san antonio area, of course we all know, are terrifically bad. Right now, there will be a proposition in front of austin voters on making a decision about funding to help put in place for exactly what youre talking about. This is something we had to do on the federal level. This is something we were promised, and with two years of republican leadership, nothing happened. I will fight to make sure our communities have the resources needed to solve this very real and very important challenge. Ryan senator, thank you. Congressman roy, one minute. Rep. Roy senator davis and i agree on the traffic and congestion issues in san antonio and austin. One of my favorite twitter follows is evilmopac. We need to keep texas from continuing to be a donor state. We are putting out about 1 billion that we are not getting because texas is putting in more than we are getting out. Texas and get it in make sure highgrowth is what it needs to be. You cannot do that if your democratic colleagues refused to do their job. We did not pass a jet this year, we did not go through the normal. Ppropriation processes if you do not do the hardtop of representation and sit down and make tough decisions, you cannot get a Good Transportation bill passed. That is what we need to do. We need to restore regular order. Both sides of the aisle need to have a process where we get those like that past. Ryan a 32nd rebuttal. Ms. Davis covers when roy just voted against a continuing resolution that had wide bipartisan support to keep the government open right now. And it is also interesting he talks about the fact that we are to bringing tax dollars back texans that belong here. I absolutely agree. And in fact, because we do not expand medicaid in this state, we gave up over 100 billion in the next 10 years by virtue of own tax dollars back here to work for us. Roy there senator davis goes again inflating when you put against a larger package and then picking out a piece of it to say you would oppose it as opposed to recognizing what she well knows, as a former legislator, having herself voted against dollars going into the Retirement Funds of Law Enforcement offers, voting against dollars that would have gone to programs for kids. She has done that at the state legislature. I voted against the bill because it was filled with things that should not be in there. It was a political process. Speaker pelosi had measures in it we should not support in order to protect the future of our children when we have 27 trillion of debt, we need to do the job the right way. Randy we will combine a couple of questions and may also have to limit the rebuttal times. This is on immigration and what is going on at the border. First of all, we would like to ask your opinion on what you think should be done with daca and the border wall right now. And what some call the Immigration Crisis or the humanitarian crisis at the border. However you want to describe that. First, congressman roy, about the border, tell us what your thoughts are right now. What needs to be done, what needs to be changed . Rep. Roy the most important thing is that we have strong representation in congress and the white house who stand firm on making sure we secure the border of the United States. It is unconscionable that we allow dangerous cartels have operational control of our border, and they do. We see it every single day with the amount of drugs, the amount pouring across the border and into our case and the dangers that poses to our communitys and the dangers deposits to immigrants and we have immigrants being abused on the journey coming into the United States because cartels have control of our border. We have 50 people found in a stash house in houston, texas because we have people making money moving people to the United States. It is an abomination we allow that to occur. The president s right to work to secure our border and to build a strong fence or wall. We need to finish that effort, give the resources necessary to border patrol. I am proud to have their support. My democratic colleagues do clear wework to have a lot we need to do to secure the border. Randy we want to make sure to give you both equal time. Senator davis. Ms. Davis thank you. As a grandmother, watching children the same age as my grandchildren separated from their mothers, being taken away from them and not being given proper medical care and food, it absolutely breaks my heart. Yes, we have to keep our Border Security when i was in the state senate, i voted for i voted repeatedly to provide the resources to achieve that. But it is long since past time for us to stop demagogy on this issue and to once and for all past comprehensive immigration reform. We owe it to our businesses and to our competitiveness as a country to do that. And we can provide a system that a pathdreamers to find to become citizens in our country, for those temporary protected status holders to do the same. We can do that simultaneously with providing amnesty, with providing the kind of support for people who are seeking refuge here while, at the same time, keeping our border secure. Wendy davis, chip roy, you both had a minute. Chip, you have 30 seconds now. Rep. Roy my opponent mentioned her voting record when in the state senate. She also voted against a measure to ban sanctuary cities and to allow Police Officers to do their work and stopping people here legally. I got to know the vargas family, jared who was unfortunately killed here in san antonio, killed by someone who had been caught and released and caught and released again. Ands good for our country good for immigrants that we do our duty as a sovereign nation to secure our borders. Randy senator davis . Ms. Davis we have to follow the advice of experts in making sure we are doing everything we can to secure our border from those who have criminal intent. But we also need to treat differently grandmothers and children who are escaping violence in their home countries. Law enforcement actually was against the bill that chip roy just mentioned to you, a bill that would have turned our Police Officers into i. C. E. Officers come and taken them not only away from their other important Law Enforcement duties but also would people in our communities at risk for fear they would not be able to not able to report crime if they were immigrants. Ryan we will turn out to Police Reform. Senator davis, this question will begin with you. Theres a lot of talk out there when it comes to calling for defunding police. Some cities have already made changes. Shifting money to other programs, like austin just did. The government responded by threatening to cut off manning to cities that do that. Where do you stand on this form of Police Reform . Ms. Davis if we have learned anything this summer, it is that we definitely and absolutely and desperately need criminal justice reform. Defundingelieve in the police. But i do believe that we can have reform without doing that. We can make sure that we are giving our police the resources they need to keep our communities safe. We can also look at the way we categorize and decriminalize certain behaviors. We can provide resources to our communities, so they can deal with drug abuse, and they can deal with mental health, and they can deal with homelessness, outside the terminal justice system. I have two granddaughters that live 10 minutes away from a here, and i would not do wouldng that i believe put them at risk, but these two things are not mutually exclusive. To support our police, which i do, and we have excellent Police Officers, it is not to say we cannot, at the same time, support reforms that are desperately needed. Ryan thank you pier 1 minute to you, congressman roy. Rep. Roy again, my opponent says that she does not believe in defunding police, yet shes on the record saying she has no problem with what the city of austin did. And the city of austin just slashed the Police Department budget by a third. When you talk him as i do, to members in Law Enforcement, they are horrified as to what it means to their ability to carry out their duty to defend the people in austin. 34 officers died in the line of duty this year. It is partly defend our communities and keep them safe. They are feeling all of the pressure. Those two officers who were shot pointblank range in a car in los angeles come all this because of that dangerous rhetoric of the left who want to attack our Law Enforcement communities that are standing with them. We can talk about qualified immunity, have the debates again, Speaker Pelosi refused to bring the legislation to the floor of the house. Davis, a 32nd rebuttal. Enough,s interestingly chip roy actually has voted to defund the police. On more than one occasion in his short time in congress. What is interesting about him arguing that he cares about the safety of the community is that he voted against the renewal of the violence against women act, which would have kept so many women safe from Domestic Violence in this community and across this district and across the state and country. He also has voted, always, with the nra and against gun safety reforms that would lead to tremendous safety in our communities. He cannot have it both ways. Ryan congressman roy, 30 seconds. Rep. Roy it is critically important for people to understand the games being played in washington, d. C. Again, my opponent would be right there with democrats and what Speaker Pelosi would want have prosecuted numerous bad guys and put people behind bars who have abused women and violated the law. This bill had a bunch of stuff added to it that would have attacked our Second Amendment rights, which my opponent just said is unimportant to protect, and would have changed the definition of women and made it easier for into we are going to get the Second Amendment coming up in a bit. Randy health care obviously, the Supreme Court will pick this up, expected to about a week after the election, the Affordable Care act and the challenge from states, including taxes. Whatever happens there, what do you support in terms of health care. Do you support a full repeal of what we call obamacare . How would you support health care in a company has a bill, if congress could achieve that . Rep. Roy that is a great question. One of the most important questions we have is to have a system where allamericans can get access to health care, the care that they need, particularly people with preexisting conditions. As a cancer survivor, i know what that means. It has affected my life. I believe in having Personalized Care. I introduced the Personalized Care act, which would empower individuals, rather than insurance bureaucrats, who would toe the power the ability have direct primary care, to get Health Sharing options, to be able to get insurance that you can carry with you. This is important. We also have the things that we have for guaranteed coverage. So you will not fall through the cracks are the most important thing to do is to fix it on the front end, so you can carry it with you rather than relying on insurance bureaucrats that you have to call. We can guarantee people have the ability to get health care, but you have to get prices down and get transparency so people can afford health care. Randy senator davis. Ms. Davis congressman roy just described is what i call the year on, youre own plan. Buddy ken paxton are architects of try to tear apart the Affordable Care act. We have the highest percentage of uninsured people, including the highest percentage of uninsured women and children. Cost, a cost in human life, that we cannot be cavalier too. When people lost their jobs with covid, another 1. 7 million texans lost their Health Insurance along with it. We can build on the Affordable Care act and we can provide a public option, not only to cover people who do not have coverage elsewhere, but to create a competitive driver in the marketplace. And we can use the Bargaining Power of medicare to make sure that we bargain the prices of down, so that we, and america, are paying the same prices for drugs, that people in other countries are paying. It makes absolutely no sense that we failed the American People on this issue time and time again. Randy you will have 30 seconds in a moment. First, congressman, 30 seconds. Rep. Roy i am glad my opponent talked about and live a problem with that is it would leave us to a 25 trillion system that we cannot afford, driving up costs including in rural hospitals and essentially mean medicare four. This increases prices rather than putting you in control of your health care and letting you be able to choose your doctor and you make sure your family is cared for. She reverts to the government solution which will be unaffordable and will height will hurt medicare for people today. Ms. Davis we have given up 100 billion that should have come back to our states in our own federal taxes we have pay for health care. The other truth is that we have the highest percentage of rural hospital closures in the entire country because we did not do that. It is very interesting, on the conversation about pharmaceutical drug prices. Congressman roy has actually voted, time and again, not to protect preexisting conditions, not to lower pharmaceutical prices. He even threw a fit about it in a committee hearing. You can watch it on youtube, shouting at pharmaceutical representatives. Ryan lets turn to gun safety now. Texas has been rocked by gun violence over the last several years, including Mass Shootings in sutherland springs, santa fe, el paso, just to name a few. Do you support gun reform changes like universal background checks and National Red Flag laws, to address escalating gun violence in communities . Senator davis . Ms. Davis absolutely. I support commonsense reforms to make sure that we can keep our communities safe. It breaks my heart that my two granddaughters are going to have to go to school and learn how to hide from an active shooter because people like chip roy have failed to enact the kind of common sense reforms that would keep them safe. Alsomost americans, but most texans want us to have universal background checks. They also want us to have red flag laws, and they want us to end the sale of military assault style weapons and rapidfire magazines. And it is not just the Mass Shootings that threaten us, it is handgun violence that rips apart communities and that is, unfortunately, the leading way that someone takes their own life. This is an issue we must get right, and people like congressman roy are beholden not to the safety of people in his community but beholden to gun lobby groups like the nra. Rep. Roy a few years ago, there was a bomber going around austin, texas. You may remember that one of those bombs went off in a neighborhood right next to my kids school. You can imagine how we thought about that. This was not a gun, just someone triggering bombs. Our reaction, as a dad and as a member of a community, was to show up to school and make sure we protect our community and to make sure no one could get into that school who should not. Ultimately, that is what my opponent would like to take away from the people of texas, the ability for them to take care of the people they love. Even as she applauds the slashing of the Police Department department by one third, she wants to take away your Second Amendment right to defend yourself. This is a problem with what you get when trying to play the political games at my opponent wants to play rather the then focus on the things that we can do as texans to protect our own. To makemportant it is sure people follow the law. Seconds to you, senator davis. Ms. Davis it is possible we can hold these two ideals together at the same time, that we respect Second Amendment gun rights. I am a gun owner myself. Withe also need to joint the vast majority, more than 90 of americans, including members of the nra, who believe universal background checks make sense, who understand that red flag laws save lives, and who are willing to move in the direction of doing the responsible thing for our communities. The only reason we have not done this is because people have lawmakers like chip roy in their pocket. Rep. Roy my opponent talks about it is possible to respect both, yet then she outlined all of the things you would do to completely disrespect our Second Amendment rights. She would wholeheartedly support policies that lead to a registry that would prohibit you from being able to have a weapon to defend your family without having government tracking what you got and where you got it. He did not get to know my dad when he was young, because my grandfather was fighting in the pacific. He passed away to cancer in 1949. My grandmother found herself raising her son in west texas alone, son of polio. She worked hard and got my dad to walk again, go to college, the first to go to Texas College in my family. She became the first woman elected county clerk. This is the america i know. The america i love. The america im trying to defend. I believe we need to stand up for the american traditions that gave us the ability to move up general relation late and can seem. The left wants us to have an unsecure order. Raise taxes to kill the economy. Side with iran instead of israel. When people take away their ability to defend their Second Amendment rights, they want to stand with antifa instead of Law Enforcement. My opponent to get into office and be a rubberstamp for the democratic agenda that wholly out of step with texas values that made us great and i have been striving to fight for as an independent voice in congress. I also know what it takes to overcome these challenges. Because im a texan and texans dont quit. I worked hard so that my kids could have a better life than i had growing up.
