Hello. I am a columnist here at the Washington Post and i write about politics and i want to thank you for joining us this morning for our conversation with senator amy klobuchar. Senator klobuchar is a member of the Senate Commerce committee and on the subcommittee that deals with manufacturing. We are really testing our technical capabilities here because she is joining us from a car in wisconsin where she is traveling with her fellow senator, tammy baldwin, campaigning for Vice President joe biden in the most swingy of swing states this year. Sen. Klobuchar thank you so much. Great to be on. Ar im in the car and parked. The area i are in going to be doing an event at a farm. Im excited to be here today. There is nothing more important besides moving our country forward and focusing on jobs and the economy. And that includes in a big way, manufacturing. We are here today to talk about manufacturing but it feels like we have had 10 years worth of news in the last 10 days. How doto ask you you see the state of the president ial race right now, and what is the prospect for taking back the senate . Days havee last few really summarize this last year and so anyways. Way the president has handled what was a difficult situation. Got the virus that he claimed doesnt dominate anyone. It infects him to the hospital. There was that was a moment that he could have showed leadership, and he didnt. He took off his mask and walked into the white house in front of all of america. State int least in my the suburban area, and people in wisconsin where i am today, where the headline when they look at the polls after the debate were repulsed by how rude he was and how he interrupted as well as the moderator 145 times and how joe biden valiantly tried to put a plan forward when it came to our economy and the pandemic, you chose to engage in personal attacks. I think that was really a defining moment for the campaign. For me, it wasnt new news or for the reporters covering him, but if people were tuning in to make a final decision about who thinkite vote for, i we are seeing a drove of orders owing to the polls in a widening of the race and it should be very helpful in the u. S. Senate where the republicans have chosen to ram through a Supreme Court nomination instead of focusing on the covid relief package should be really helpful to the economy, including restaurants, made small music venues, small towns as well as big and including manufacturing, which is our subject today. Want to get what i call the day after tomorrow. You need a bridge from the time that the vaccine comes in and we can get our economy standing again. State ofs the manufacturing, both in the immediate sense where we have seen it hit by a Health Crisis a risk foreally been workers who have to work in close quarters and also an economic crisis. What is the state of manufacturing in the immediate sense but also in the longerterm sense, with u. S. Has lost its world dominance in the manufacturing . What do you think about President Trumps decision to pick Amy Coney Barrett . S is somethi sen. Klobuchar this is something that is some of it is out of the pandemic and not being able to get mask or protective equipment because we were so dependent on the supply chains. At the same time, he saw a president that seemed unable to deal with the rest of the world. Number one, shortterm, backing the heroes act, which just today i got a tweet from one of your reporters saying that in the Washington Post, the white house is now putting a major priority on getting a covid package done. That is news after what the president has been saying, but something we have been pushing for. Jerome powell, the head of the Federal Reserve, it can clear it needs to get done. That would include an extension of the ppp and some of the work that needs to be done to help the manufacturing. The thing that has happened after that is a lot of things, but i believe we can do this. It is seeing what has gone wrong with manufacturing. We are down 600,000 manufacturing jobs. The interesting fact is we still have jobs unfilled. I know that sounds crazy, but we dont have a connection between the skills that we have right now with the work orders and the jobs we can fill. To me that means realizing as a country that we dont have a shortage of Sports Marketing degrees are mbas, we have a shortage of construction workers. We have a shortage of plumbers. We have a shortage of people who know how to make, run, and maintain the robotics equipment that is modernday manufacturing. We have to get more women and minorities into that field, not to mention immigration reform. Unique challenges with manufacturing, but i think the answers are there and they are making sure we are making things in america whenever possible, making sure we are investing in r d, and getting our country behind that manufacturing isnt dead. In my state, we make everything from pacemakers to postit notes. Our hightech manufacturing has been a major region reason economy than other states over the past decade. Pandemic, you the are also a big advocate for rethinking manufacturing, and specifically for making it more more inndly, making it line with the types of things we with regard to Climate Change. Could you talk a little bit about that . What kinds of initiatives would you like to see Going Forward . When we haver seen the fires raging on the west coast, we see that doing nothing about Climate Change and green jobs is huge. It is only going to get worse. It is something that the military predicted. They said, fires raging on the rising,st, sea levels and warmer seas which leads to more flooding on the east coast, and whered weather events in the middle of the country like tornadoes and flooding, like we where weohio just saw in iowa. Upgrade our energy, every thing from rules and regulations that of inputting place at the end of the Obama Administration that sadly the Trump Administration left on the cutting room floor. We need to go to reinstating those rules and it means looking at car manufacturing and the things that california has been trying to do and then it means seeing the green jobs that are in manufacturing that we will see out of this in this new economy. So i think it is twopronged. It is the energy and if the structure that goes into manufacturing and seeing that in a different way and understanding, as biden has pointed out, we have that plan to get to zero emissions by 20422050. The second piece of it is seeing to 2050. To ive never been if some at his job change they have to go back to 10 years of school. Some midlevel workers arent going to be able to do that. It is doing training for six months to a year and having jobs for them and that is where green manufacturing comes in. Could you talk a little bit about infrastructure and specifically the federal role in infrastructure . I think a lot of people, when donald trump came to office, a lot of people said, infrastructure is one of these places hes a builder. I am one ofar those people. Weve had many, many infrastructure weeks since then. What do you see that joe biden could do that donald trump couldnt . Sen. Klobuchar i was actually one of those people. Of course, i did not want donald trump to win. I worked so hard for hillary. And then you always try to think, what are the areas because he was in business and might move on it. I thought he might move on integration immigration reform. He had employed them and understood what it was, same with infrastructure. Joe biden, i think we all know his stories about the train and the trips back and forth to delaware, and the fact that he came out strong with an infrastructure package. When i ran for president , it was the first thing i put out there, because i see it as one way to connect the jobs that we need to have in this country in the come in joes to words, build back better. That means things like bridges and highways. No one knows that better than minnesota, where we had a bridge collapse in front of a beautiful summer day blocks from my house. It also means inside broadband. And it see this pandemic is unbelievable. In ruralufacturing areas, if they are in a desert for riding or childcare, they are not going to keep going. I saw i see this as all interconnecting. Money needs to be, of butse, not just reupped expanded, and a major, major infrastructure package is something that we need to see come our way. I think the new president has to do it. This president has had for years and hasnt done it. Joe biden has promised to add 5 million jobs on top of restoring the jobs that were lost in the pandemic. To bring in a question from a member of our audience. He says i have personally watched billions of dollars of manufacturing capability moved out of the u. S. Due to uncompetitive Corporate Tax rates in the u. S. How do you see this trend reverse if we increase the Corporate Tax rate again . Isreasing the Corporate Tax a proposal that Vice President biden has made. Is this really the right time to be raising taxes on corporations . Sen. Klobuchar what joe biden has talked about doing is actually going back to the way that they were when the country was doing well, including doing better with manufacturing. Prepandemic,019, with so manufacturing entering a in 2019. In the 20 i dont see the tax cut helped when it came to a lot of our manufacturing in this country. Add to that the way the trade war and the way he conducted that trade war instead of having targeted tariffs, how it hurt manufacturing. Those two things combined created major problems. When joe biden comes in, what do we need to do . We need more consistency in our trade policy. So yes we respond to Illegal Dumping from china, which is a major priority with me. But you dont engage in fullscale trade word trade wars. The tax is what hes talking ut is that goes at the same time youre investing in american manufacturing, which is things like tax credits for buying new equipment, something we used in the last downturn that the Obama Administration put in, but using that in a better and faster way. Investing in research, it is things like ending up and having what theite how federal contracts are doing when it comes to meeting the requirements. Some of those are things that companies at home could be competing for. It is just an allout effort to increase american manufacturing. There will be disagreements on sure. X cuts for when it comes to pandemic, the act could be and should be used as Vice President advocated for, but it can be done in a smarter way. You are working with companies and you say, ok, this is something that we need to be done and we need you to switch over. Here is the contract to do it. In a much more positive way than this president used it. Remember, we have to get a vaccine out. That you willhing hear a lot about, having a testing strategy in place. Having the masks and things like that nationally so that we can bring back our businesses on a more consistent basis. So how soon do you think, given Everything Else that is that will be on your plate in january, that you can move on some of these economic policies . Sen. Klobuchar i think some of it depends on the outcome of this election. I think it is really important that we take back the u. S. Senate and there are races all over the country that would lead you to believe that we are going to do that, even though the odds have been stacked against us. It will make it more easy to quickly move on some of the economic issues. I think the first 100 days have to be devoted to all the things i just talked about with the pandemic and then starting those Building Blocks to get the immigration bill done, to move on Climate Change, and to get an infrastructure package done. I think it needs to be done in a way thats going to be really positive for jobs, or wouldnt be suggesting it. Senator klobuchar, we absolutely swore that we would get you out of here. Sen. Earlier this summer i had a howce to share about Digital Trends could be used to enhance preparedness, and for a National Disaster or a pandemic future National Security issues. I know you have been working towards Digital Technology for quite some time, and you, the air force, and the s have and the space force have made this a foundation for the future. Tell us what that you interested in Digital Trends. Process right now is exceptionally slow and born out of the cold war during a time when technology was slowed so when we had a breakthrough, we tended to go into mass production and buy things for a long period of time. Andnology is ubiquitous everywhere and we need to change with the times. Especiallyhnology, trend technology, allows us to do things for the Virtual World that we dont have to do in the physical one. That speeds everything up and helps us to learn. Engineersck to those who originally designed the system to provide them the learning that they need to make improvements. All of that can happen millions of times every night when we leave the office. So the power of Digital Technology is ultimately one of speed and agility. Andtechnology is ubiquitous available to every adversary. Speed and agility will be the only in the field. That is one way we can prepare for that future battlefield today in laboratories and computing enclaves. It is an exciting time in the business of design and air force. Barbara so the speed and agility of using the digital , many of these processes begins with individual tools. Someone designs, and engineers and so on and so forth to the whole cycle. You havent talking about a Digital Thread. Why is it important to have a thread along the entire lifecycle . Termoper edis it is a that is very specific to us in this space force. It is a set of technologies and it is important that we get them right. A Digital Thread for us is a set of connected models that provide the authoritative source of truth about the system across its lifecycle. That is a lot of words to mean the digital version of the model and the models that govern how we design, assemble it, fly it, and maintain it, that those models are our source of truth. That means if we make a change to design or how we assemble or sustain something and we do that in the digital realm, that we can learn from that change, improve that change, and iterate without having to build something. Word, the factve that it is an authoritative truth, means you have enough data to anchor those models to support the digital renditions of what you try to learn really do count the same as the physical counterparts. It very much depends on what kind of system it is. If it is an airport, it is quite easy to get to a Digital Thread. If it is a new hypersonic weapon where we have very little data to anchor results, we can start by building be connected models, but we need real world test data to anchor them. The thing that you can see unifying our programs is trying to make the digital representation of our system the thing that is where most of our work occurs and where we have to build a physical system, its job is to produce data and gets us back in that digital world. It is like the opposite of the movie the matrix. We want to be superheroes in the digital world, rather than wake up to the real world, we want most of our business to be done in the digital realm, because its faster and quicker, and if we are not the best at it in the world, we may face an opponent who is. This is just as imperative as being dominant on the battlefield. Future battles will be one by first dominating in this digital design space. Barbara so its important we all get engaged with the technology. I am curious what steps we can be taking to help industry engage and how can we ring the industrial space up to speed so that its well prepared to support you and the vision you have for the future . Dr. Roper where to begin. This is about changing everything about how we do business. This Digital Transformation really is like a new religion. It is not something you can just add in at the end. It is not a garnish that goes on the side of the plate. You are either all in on this or you are not. That is what we are struggling with, is that you have to adopt the full religion upfront or refining that once you are analog, you are analog through and through. There is quite a lot we can do. The first is to get into a common Reference Architecture for how we digitally design and connect these Digital Threads together. That shouldnt be a mystery. That should be known. Weve produced our own Digital Threads inside the air force and space force and we are looking forward to sharing those Reference Architectures broadly and learn from Companies Like years. Leader is a leading in technology and we need to learn from you. We are civilly applying it to the mission. The next thing we can do is help suppliers who currently supply parts for legacybased acquisition and manufacturing approaches. We have to get them and their tolerances up to snuff to meet this digital design paradigm. Got to come to consensus about where physical world results are needed and where we can rely on digital ones, and that will change our risk posture. We are an organization that has to take risk, but a lot of our risk takes part in the physical world. There is a pilot that has to fly a different way and we have trained that pilot to deal with the unknowns. In the future, dealing with the unknowns is going to happen inside models. How do we approach that . And how do we want to put things on the line based on things we were supposed to have done in a rather than the physical world . That will take some thinking about how to balance risk and rewards safely. Easy answers but you can count on us. Thank you very much. And we will now send it back to the Washington Post. We are continuing the discussion on manufacturing. I am heather long, and i am joined by jay timmons, the president and ceo of the National Association of manufacturers. He has been in that role for almost a decade now it is a leading voice for 12 million antifracturing workers. Welcome. Good to see you. Thank you for having me. Heather we are in the middle of a pandemic. The u. S. Economy took a nosedive and his half recovered, but a lot of warning signs that the recovery is stalling. How badly has the coronavirus hit manufacturing specifically and where would you say we are in the manufacturing recovery . You just now 2020 on the head. It is time to go away. It has been quite a ride and not something any of us would have ever predicted. As you know, manufacturing took quite a direct hit during the pandemic. We ended up losing 100 million but in the first few weeks the sector is recovering. Up 6 over the past six months. We are starting to see steady gains. We obviously want to be even stronger. It is not just manufacturing, it is really the entire economy. We are all in this together. Manufacturing cant do it alone, although it was the struggles part of our economy. For every job created in manufacturing, you create four to five jobs in other sectors. The problem we have now is the problem of uncertainty. Business is always cautious when there is uncertainty. What we are seeing from our own surveys of manufacturing numbers is not only uncertainty about the direction of the country policy wise after the election, but also how seriously are the American People taking the pandemic and how seriously are they taking precautions that would enable us to recover . We cant recover unless we get rid of this virus. And senator klobuchar upset i would talk about this, and she is exactly right. Mask whenwearing a you are outside of your family bubble so that we can save jobs, so that we can ensure that our schools open again, so that we can ensure that the entire economy will come back and, of course, save lives and stop debilitating disabilities that occur because of covid. I am so glad you brought that up. I am looking forward to talking about that in a few minutes. Lets stay on the economy. Still noted, there are 660,000 fewer manufacturing jobs today than there were a year ago. I know you think about those workers every day. How critical is it for the government to pass another stimulus bill right now . Are you worried about more layoffs if you dont have more stimulus . Jay absolutely. Over the course of the last , weve been very pleased that as part of our tonda, we have been able enact 60 priorities, and that included the paycheck protecting act, the lending program, all of those were really essential in the early days of the pandemic for stabilizing businesses in all sectors, not just manufacturing. The biggest thing we need to see in a bill that frankly needs to get through quickly, is an extension of the application period for the ppp program, because that is essential for small businesses. 90 of the numbers in the National Association of manufacturers are small and medium in your fractures that have a small number of employees. Those employees depend on that businessability to keep its doors open. We need to have the application period extended and have the period for which the loans can be used extended past december 31. This is not a 12 week pandemic. We know it is much longer. And then i would say the other thing that needs to happen, and im going to be very specific about this, limited and targeted Liability Protection for businesses who are doing the right thing to protect their employees. They have unfortunately several where jackpotnces justice lawyers would like to blame employers who have been trying to protect their employees for all bricks of covid. We need to get that off the table. To say we the first can use comprehensive liability reform. Thats not going to happen. That is not politically possible today. What is possible is a targeted liability that could protect employers. Heather im glad you brought that up. That was a stunning statistic that 90 of your small manufacturing members had used the ppp program. A little off. 90 of our members are small and medium members. I dont know the statistic of few of cool use it, but it is a large number. Heather what is your biggest worry if congress and the white house dont reach a deal or if they just do something for the Airline Industry that is very minted to that would not help your members. Verydo you foresee limited that would not help your members are what you foresee . Jay i want to make sure that manufacturing has the tools necessary to recover. It does involve every industry and involves the airlines in schools and the Service Industry and hospitality industry. We have never experienced anything like this. This is vital to be able to produce the predictability, certainty that americans in business need in order to operate and to function and to ensure they dont have to make horrific decisions to lay off parts of their workforce. Mainstream lending programs were all about that as well as tax incentives that would be applicable for businesses that did not the of employees. So we need to make sure that we are all, democrats, republicans, sameendents are all on the idea. Hasher another issue that come up a lot when i talk to manufacturers is the issue of child care. A lot of manufacturing workers are moms and dads and they cant work from home generally. They need to go into their place of work, usually a factory or something along those lines. How big of an impact has it been under sector to have so many schools virtual and childcare offline . Jay it is a big issue for all americans. I have two remote learners down in the basement right now and we have a preschooler who is also unfortunately lost his ability to go to preschool. It is a very difficult issue for so Many Americans. I am not one says get the schools open. I think it has to be done very carefully. , schools have made the decision to continue with distance learning. I think that is probably a smart thing to do until we get this virus under control. That said, i have been pretty proud of manufacturing who have done what they do best is adapting and trying new things. Making ours are moreflexible hours flexible with those houses with two parents. They are also encouraging remote work where its possible. Of course, it is not possible for most on the production line. In those cases, a lot of manufacturers are trying to set up discrete childcare facilities with the proper safety protocols. It is a problem for all employers. Heather you just held up your mask. You and your team at the National Association of manufacturers have been outspoken that to get the economy back we need to take these precautions like social distancing and mask wearing. You all have a Great Campaign around mask wearing. I encourage people to check it out. Theve to ask, obviously president doesnt always wear his mask. How difficult is it to get this message out when some of the National Leaders right now are not modeling mask wearing . President of the the United States, and im also not going to take the bait to get political here, but what i will say is i am very proud of Business Leaders who have been leading throughout this, who have been sending the right message. You mentioned our campaign. We are working overtime to try to get as Many Americans as possible to do the right thing and do the responsible thing to protect their fellow americans. We know about this is almost passe to repeat some of these talking points. We know what the science is. We know the science says that with if you are within 12 feet of someone else outside of your family bubble, you need to wear a face covering. Senator klobuchar talked about a bridge between here and the time that we get the virus. The bridge is made out of cloth. It is easy. Everyone can do this. The sooner we do it, the sooner we get our economy back and save jobs. I feel like a broken record, but its so important to repeat the message. We dont need to do this to ourselves. We understand the science and we understand that this thing spreads just in the air. It is more contagious than the flu. The flu maybe kills one out of every 2000 people it infects and the skills one out of 35 or Something Like that. It is a heck of a burden for the economy if we cant get this under control. Will never get our schools open if we dont get it under control. We will have probably hundreds of thousands of more dead americans. Ien people are out doing was in florida with my parents, who are elderly and i worry about them in a state that has completely opened up. We passed a bar when everybody was out without masks and having a good time. Im glad they are having a good time but do it in social distance input on a mask because you are killing other people. It is really that simple. If you are contagious or know that you have tested positive, quarantine for 14 days. We need contact tracing. We need all of these things if youre going to get the economy back and save americans. Heather you are pretty clear on where you stand there. I want to bring in an audience question. We have had several submitted and many were on the topic of automation, which i know you thought a lot about. Let me read one here. Do you agree that one of the main reasons for permanent loss of manufacturing jobs in the United States is automation . And a second one is similar from joe in texas, do you think covid19 will accelerate automation . We are seeing some forecasts like that from the Federal Reserve of philadelphia, and im wondering how big a risk to you think were going to see more automation in the coming months. Jay those are great questions. And i dont agree with the premise. Let me back up and maybe try to unwind a few things. You had a question in the last segment with senator klobuchar about Corporate Taxes. I thought it was a brilliant question, because we did see the erosion of manufacturing in the United States over the course of 20 years, because of uncompetitive tax and regular regulatory policy. We have done several studies over that period which showed that when you add the cost to a business, when you add those costs together, it was 35 more expensive to do is this in the United States than anywhere in the world, after you two got the cost of labor. Saw was investment happening in other areas of the world. Over the course of the last few years, we have gotten hold of a noncompetitive tax rate and are much more competitive with the 21 Corporate Tax rate and we have regularly regulatory certainty. Added to the manufacturers optimism and investment and the creation of jobs here in the United States and additional wages and benefits. I think we can get back on that track. Specifically about automation, it is not taking jobs away, it is changing jobs. Siemens onbara from and she is on our board at the National Association of manufacturers. She would tell you that the nature of manufacturing, the type of jobs are changing from the intensive jobs that we may have thought of as manufacturing in the past and modern manufacturing is about automation and technology and robotics, but it is also about the people with the skills to be able to operate those types of automation. Thatwe talk about the fact we are still down 650,000 jobs since the beginning of the pandemic and manufacturing, here is a very strange irony. We also have 460,000 jobs in manufacturing today that we cant fill. Thats kind of odd when you have all these jobs that we lost. Jobs are skill sets that we simply cant find, which is why we have launched a creators wanted campaign. It is delayed because of the pandemic, but we are going to have it as soon as we get the vaccine, which will be manufactured by a pharmaceutical manufacturer. When we have that and we get the economy back and come back together again, were going to have a roadshow and go into communities all across the country to show young people what modern manufacturing is all about. We started manufacturing last week with manufacturing day. We usually open up thousands of facilities across the country to young people. We did that virtually this year. To attract young people and show features teachers and educators what opportunities exist in manufacturing. It really does revolve around automation and technology. We need more people, not less. I can assure you that its not analogy is not costing jobs, its actually enhancing jobs in manufacturing. Heather thank you. You rot in senator Amy Klobuchars remarks when she was asked directly about you brought in senator Amy Klobuchars remarks when she was asked directly about joe biden suggestion to raise the Corporate Tax from 21 to 28 . You heard her response. She said increase is needed to be more fair but that it would be accompanied by more investment in the manufacturing sector. I am wondering what your take is when you look at the build back Better Program from joe biden, what do you like and what do you think needs improvement . Jay great question. Orortunately in a Campaign Even after a campaign, so many proposals get boiled down to soundbites. That happened with President Trump in 2016 and i will say that manufacturers have inefited greatly from and would say manufacturing workers in the United States have benefited greatly from the Corporate Tax reduction. I would still say to this day if we want to be bold and aggressive, we should get that tax rate down to 15 . The other thing that we did in the tax reform legislation was reduce the personal tax rate and when we talked about the small and medium antifractures previously when you and i just did medium manufacturers previously when we did, many file as S Corporations and they pay the personal tax rate. Right now that personal tax rate is higher than the corporate rate. What i would say to Vice President biden and what i have sid to senator klobuchar first and foremost, thank you for recognizing the importance of manufacturing in america. Thek you for recognizing importance of manufacturing to a Strong Economy overall and for more opportunities for americans. Im sorry we had a technical issue there. I have been pleased that they talked about research and development. Senator klobuchar talked about investment in equipment and capital costs. If we go to 28 , and i would be happy to have this discussion with the biden campaign, you go to 28 and addon the state and local taxes, we would be the highest Corporate Tax rate in the world again. That does not make us competitive. That is why i say i dont want this to be boiled down to a soundbite, because i am sure there are provisions that he has ended and it is not just an increase i would hope, but we want to make sure we can show him the data from the tax cut in 2017. We have collected data that shows how much additional investment in america has occurred, how many jobs we have created in manufacturing. I think in the first year, there jobs200 and 67 267,000 created the air after tax reform and also increase in wages and benefits. We will tell the stories. If you want to talk about raising the Corporate Tax rate, we dont want anything that will punish manufacturers ability. Heather i just want to get one last one in if we can. You have praised President Trumps tax cuts, but lately youve been a little critical of some of his immigration reforms onuch as the high skilled workers coming into the u. S. What you wish President Trump would do differently around immigration . All, the National Association of manufacturers and manufacturing overall is about policy.
