By addressing it, we wont just protect our environment, we will create jobs at a time when our country badly needs them. Because of the coronavirus, our country is facing the worst economy since the great depression. 12. 6 million americans are collecting unemployment benefits. That number stood one year ago at 1. 7 million. Renewable energy should be part of the equation. Because make no mistake, jobs in solar energy will be created. The question is whether they are created here or in china. I want them made in america. The rules committee considered two bills on monday to help defend the human rights of uyghurs and other ethnic minorities who have suffered at the hands of the chinese overnment. Im proud to have authored h. R. 6210, which passed the house with an overwhelming 4063 vote yesterday. Strongly support h. R. 6270, the Uyghur Force Labor disclosure act authored by jennifer wexton. It is disappointing that some republicans may oppose this that requires disclosures about products made from forced labor where crimes against humanity are being committed by the Chinese Government. 1. 8 uyghurs and ethnic minorities have been detained in mass internment camps and subject to torture and other severe human rights abuses. We know forced labor is widespread and system attic and audits are not possible because workers cannot speak honestly about working conditions given the heavy surveillance and intimidation by the Chinese Government. This legislation is essential to protect american investors and consumers through stronger Disclosure Requirements alerting them to chinese and International Companies whose operations enable the mass internment of uighurs and other muslim minorities. It represents clear and material risk to shared values and the corporate reputations of these companies and u. S. Investors and consumers. The only argument against this bill is it is similar to the democratic republicic consulate Minerals Bill years ago. Free enterprise as we know it doesnt exist in xinjiang region. It should not be compared to africa in terms of the Business Climate or access. Xinjiang economy is totally controlled by the Chinese Government and communist party and built on a foundation of forced labor and oppression. The press and International Observers are restricted from even traveling this week. This week, a number of aweding firms said they will no longer conduct inspections in xinjiang because of the hostile environment. The argument against this legislation is that the d. R. C. Conflict minerals position was that businesses left that region because they could not disclose their supply chains. It is long past time for u. S. And International Companies do reassess their supply chains and find alternatives to production in xinjiang where forced labor is widespread and embedded in the region economy. We dont think chinese, u. S. And International Companies should be exploiting the uyghurs in allowing supply chains to be contaminated by forced labor. I hope on both sides of the aisle and those who might be considering a no vote, think long and hard against voting for the bill that would reveal how the Chinese Governments forced labor has contam natured supply chains. I stand in along with the uyghur people in their struggle to live freely and practice religious beliefs freely and speak their own language. It consists of 38 bills with a total cost of 135 billion. The bill includes burdensome mandates and incredibly high price tag. Mr. Speaker, lets be clear, republicans support reducing Carbon Dioxide emissions in the United States by scaling up Clean Energy Innovation with less regulation. Unform, this bill adds new regulatory tower hurdles that make the deployment much more difficult to build. Innovation hurts regulation especially at a high price tag. It fails to put policies that reform the permitting and licensing to finance, build, spapped and modernize energy infrastructure. Instead, the bill spends billions of dollars on unfocused Research Without spending money on investments and infrastructure. Republicans have introduced numerous bills this congress that will build, expand and modernize our energy infrastructure. They remove regulatory barriers to building hydropower infrastructure. These are all clean and reliable sources of generation that will power america, protect the environment and keep our country secure. The mandates will drive up costs for american consumers. One of the mandates in the bill will mandate Energy Efficiency building codes which the Home Building industry says will drive up the cost of housing to consumers without proportional savings in energy costs. H. R. 4447 will lead our country down the wrong path. We dont want a california of the nation. With blackouts and high utility costs. Even minority groups are suing california utilities own their high energy costs. Believe it or not, california utilities actually pay, pay arizona for their Renewable Energy to take it off of their hands during certain times of the year. Thats totally insane. I regularly meet with constituents and companies in arizona who say they move from california to arizona because californias incredibly brurdsome regulations stifle growth. Californias Current Energy crisis was predictable and avoidable. But they ignored the scientists and engineers who maintain the electric grid and instead mandated their own he version own version of the Green New Deal. In doing so california forced the retirement of stable baseload Power Generation without a reliable option in place. The democrats may claim that h. R. 4447 is a bipartisan bill. Well, it includes some bipartisan provisions. It is not a bipartisan bill. It was crafted solely by democrats with no input from republicans. Many of the provisions amount to billions of dollars of new and overlapping programs that had little to no process or regular order. I sit on the rules committee where my colleagues reminisce regularly about how we used to operate through a Committee System with regular order. The legislative hearings, a subcommittee markup, a full committee markup. Apparently those days are gone. Now the democrats legislate by posting a onesided bill, one week, and putting it on floor the following week. Public laws do not come out of this process well. Only partisan politics and messaging bills. We all know that. Mr. Speaker, this rule also contains h. R. 6270, the uighur forced labor disclosure act. The United States is an honorable and noble country that must not tolerate the gross human rights abuses perpetrated by chinese leaders. While the bill takes strong action to ensure american businesses are not complicit in chinas forced labor programs, there are outstanding concerns in the bill that may harm u. S. Businesses. For instance, the bill requires Public Companies to file disclosures with the s. E. C. If they imported manufactured goods or other materials that originated in or are sourced in autonomous uighur region and disclose whether those goods originated in forced labor camps. These entities would also have to disclose the nature and extent of the commercial activity related to each good or material, the gross revenue, and net profits attributable, and whether they intend to continue importing the good. Chinas atrocities against uighurs and other Muslim Minority groups must come to an end. And we voted on that bill yesterday in a bipartisan fashion. And we must ensure that items made with forced labor are not allowed to enter our markets. To do our jobs properly in congress, we must allow bills to run their course through committees for proper debate, discovery, and amending. There are staff here that workday in and day out to make this chamber function smoothly so we can get things done on behalf of the American People. They arent democratic or republican staff. They serve both sides without fear or favor. That Team Includes the staff in the office of the parliamentarian. Tom wickam has served in that office for the last 25 years. As house parliamentarian he became a master of house procedure and make no mistake, having an encyclopedic knowledge of how this place operates is no small thing, mr. Speaker. Tom is now retiring after serving with distinction for many years, and i want to recognize him and i want to thank him for that service here today. I could say a lot about tom. On a physical level tom is usually the tallest person in the room. And a lot of people fit in this room. On a human level, tom always makes time for everyone. From the most Senior Members to the most junior staff. Unless hes in a meeting, the door to his office right across the hall is literally left opened all the time. E has perfected the art of dry parliamentary dry arliamentary many. Tom has always willing to listen to arguments and never too proud to change his mind or say he was wrong about something in the face of new information. To me and my staff, tom wickam appears to know everything about the rules and history of this house. But he is quick to say he knows nothing about the senate whenever we ask a senate question. Although we suspect he knows everything about the senate as well and just doesnt want to offend his elizabeth, the senate parliamentarian. Tom has guided us through some turbulent times. Hes advised the presiding officer during times of heated debate. Even yelling at times. He has been on that rostrum through impeachment proceedings and opening day sessions, during late nights often followed by all too early mornings. He has seen it all. I think we also really respect the staff, both the personal staff, the committee staff, and most especially the professional staff of the house itself. And what an extraordinary role they play in allowing us to do our job. Mr. Speaker, i rise to join chairman mcgovern in paying tribute to a dedicated public servant. Tom wickam, the house parliamentarian, has served this house with honor and distinction for the past 25 years. And will be taking a well deserved retirement at the end of this month. Tom has expertly advised five speak earns countless members and staff throughout his distinguished tenure. His exceptional knowledge and understanding of the rules, procedure, and parliamentary precedent has been invaluable to this institution, and he will be sorely missed. Im also proud to congratulate jason smith, the Current Deputy parliamentarian, on his appointment to as the sixth parliamentarian of the house. The rules committee has the been fit of working with the parliamentarian office, frankly more than any other committee. I have every confidence that jason will lead the office with the same standard of excellence his predecessors, particularly mr. Wickam have said. Finally i want to take a moment to thank you, mr. And that you remember us as fondly as we remember you. But the sad thing is, not very many people get to see your work. And what you and your colleagues in the parliamentarians office have done for each and every member of this institution. Even our own members quite often dont understand how indispensable your decisions and recommendations are to each side to facilitate a full and open debate, to make sure that every person has an opportunity to express their opinion in the appropriate way under the procedures and rules of the house. N my home state of nevada just one week that Southern Nevada started responding, the veterans in the Southern Nevada Health Care System who had telehealth visits, the number was just under 150. Fast forward to the week of july 19, we were providing 2,000 video visits to veterans in their homes. That means that the telehealth video visits increased by over 1,000 . Its aabundantly clear that it has improved access to health care for so many veterans and we must continue to invest. According to Community Organizations, Legal Services are one of the top unmet needs for Homeless Veterans. Madam speaker, under this section v. A. Would be required to consult with organizations that have experienced experience providing services to Homeless Veterans when establishing these criteria requirements and these grants or cooperative agreements would onet be available to highly rated public or nonprofit entities. Additionally, representative wild has included legislation to ensure that at least 10 of the funds made available each fiscal year for this Grant Program must be reserved for providing Legal Services to homeless Women Veterans. As we know, Women Veterans are the Fastest Growing population of Homeless Veterans, and i thank representative panetta and representative wild for their work on this section. Section 104 of the underlying bill includes representative beattys legislation to carry out a gap analysis study to determine if v. A. Programs are properly serving homeless Women Veterans. The Vet Tech Program is very popular among veterans which with over 1,100 of them completing the program and many already finding jobs with an average starting salary of 60,000 per year. Thats money well invested when you have veterans getting those kinds of jobs. The vet tech expansion act would help streamline processes and authorize additional funding for the Vet Tech Program so that even more veterans can benefit from it. This bill is a result of a bipartisan, bicameral negotiation with senators jerry moran of kansas and john tester of montana, the chairman and Ranking Member of the Senate Committee on Veterans Affairs, and i thank them for their efforts as well. To increase access to care for veterans of imminent risk of suicide and the veterans compact act would require v. A. To cover the cost of emergent suicide care for veterans, including those with other than honorable discharges who are in crisis. To make v. A. Campuses safer places of care and support for veterans in need, it will require v. A. Police officers to receive regular training in Suicide Prevention. To ensure that veterans at risk of suicide receive appropriate help at home and their families are recognized and supported for their vital roles they play in the recovery process. To support veterans during the vulnerable period of time in which the transition of the military into their civilian lives, the bill would create a Pilot Program to allow transitioning Service Members to share information about the challenges and stresses of transition and the benefits and Services Available through v. Provides, it will require v. A. To conduct outreach to veterans who have not been seen by v. A. Within the prior two years. The Solid Start Program is a new Transitional Program designed to contact veterans three times during the first year at the departing military after departing military service. Veterans are often at their most vulnerable as they transition from civilian life. From waking up to a less structured day to having to navigate the often frustrating v. A. Benefit system, veterans can feel alone or overwhelmed. We can change that. The proactive engagement from this program has reportedly already produced positive results. In its first year v. A. Special thanks to the Veterans Service organizations, outdoor groups, and a big, big shout out to the sierra club for the groundbreaking work that they have done to advance Outdoor Recreation as an extraordinarily effective form of healing for veterans suffering from ptsd, and other psychological consequences from their service. The legislation requires the secretary of Veterans Affairs to establish an Interagency Task force on the use of public lands to provide medical treatment and therapy to veterans through Outdoor Recreation. Specifically, the Task Force Duties include first to identify opportunities to formalize coordination between the department of Veterans Affairs, public land agencies, and Partner Organizations regarding the use of public lands or other outdoor spaces for medical treatment and Recreational Therapy for veterans. Secondly, to identify barriers that exist to providing veterans with those opportunities. Third, to develop recommendations to better facilitate the use of public lands or other outdoor spaces for preventive care, medical treatment, and therapy. And after an exhaustive, hopefully an exhaustive analysis will provide recommendations to congress within a year. Blake, madam speaker s. A combat wounded veteran who served in iraq. By the time he was 20, blake was suffering severe depression, anxiety, and posttraumatic stress disorder, and he made three visits to the v. A. Psychiatric wards, and a Substance Abuse rehab. It was backpacking, a backpacking trip led by the Sierra Club Military Outdoors that changed his entire perspective. With growing hope, blake began participating in backpacking trips to yosemite,ancele adams, and big ben. He said the shared experiences in the outdoors taught him purpose, selfreliance, and the healing powers of nature. Blake reports that in, quote, every texas sun rise in the desert, or sunset next to an alpine lake, i found more beauty and serenity than i thought existed. I found camaraderie with other veterans sharing our stories on the trail. The darkness of what i had experienced couldnt compare to the light i saw in watching a trout swim in the merced river with hal of dome looming nearby.
