It is in our neighborhood and it is an area where the United States has been involved from the beginning. And as i mentioned in my opening comments, we have not always distinguished ourselves with honor but this is an opportunity to do the right thing, to build on this existing legislation, to not have it expire, to demonstrate broad, bipartisan commitment and then get back to the hard work of implementing it. It provides a framework, but its not selfexecuting but something we need to do with policy, with our actions and words, being able to build on this as a foundation for progress in this critical region.
