Our plan for sanitation, toration, Wearing Masks crush the virus. Instead our republican colleagues want to crush the Affordable Care act and its preexisting condition benefit which affects nearly half families in our country. But we have a plan. It is based on science. Resourcesamounts of needed that are substantiated by science, by institutions of higher learning, by the academic world that especially focuses on the epidemiology of a pandemic. For thet so hard republicans to accept the science, crush the virus so that we can open our economy and open our schools more safely . , and again,s act the chair of energy and commerce has presented this plan. It is not just money, it is a plan. Months and there for in previous legislation we had pieces of it but this is a comprehensive plan. Is what75 billion, that it will take to crush the virus. Had 15 billion and they said, we will compromise and make it 60 billion. That does not even come close to meeting the need or recognizing the loss in terms of health, and in terms of our economy. Science, butpt for are science tells us what we need to do to test, to trace, to treat, to separate, to ventilate, to wear masks so that we can get started. We all hope and pray for a vaccine and that will make a tremendous difference. I salute the distinguished scientists and professionals at the fda. That does not include the commissioner. When we have a vaccine that has been tested, has gone through the Clinical Trials that science says are necessary to prove efficacy and safety, hopefully that will be soon. We dont want it one day sooner than it is ready for my safety and efficacy standpoint. We dont want it one day later. Want to make sure there is no political interference in the timing and decisions that are made. When we have that vaccine, hopefully that will be soon, that it will be distributed in ethically designed way to thoseeveryone, not just with money. In our country, unless everyone is protected, none of us is safe unless we are all safe. Lets stick with the science, lets skip the politics when it comes to having a Clinical Trial and the timing of it all. Next i want to talk about the lives and livelihood of the American People that are affected by the coronavirus and by the fires and storms affecting our country instead of paying attention to science. Is next point i want to make one that i get questions constantly all over the country virtually, but i am all over the country virtually from morning until late at night. The judge found that trump and the postmaster general are involved in a politically motivated attack on the Postal Service in order to manipulate the 2020 election. Say this assault will, likely slow down the delivery of valid this fall creating a substantial possibility that many voters will be disenfranchised and that the states will not be able to effectively, timely, accurately determine election outcomes. Sabotage is also an assault on our health. As i said before, 1. 2 billion prescriptions are delivered by the Postal Service in 2019, before the coronavirus hit us. They are sending out components of weapons of mass destruction to rogue nations and delivery and their human rights violations. Next week i am pleased that we will have two bills on the floor, one of them led by jim mcgovern who was the chair of the China Commission executive commission. A bipartisanl, bicameral legislation by mcgovern to ensure that goods made in the autonomous region are not made with forced labor, those that are imported into the United States. Haschinese government arrested, put into camps, a inimum of one million socalled education camps. We want to make sure that goods made in those camps are not made with forced labor. It is not even have to be in the camp, they could have forced labor outside the camp as well. Billsentative wextons would require companies to disclose information about supply chains and goods from forced labor or internment camps. Unless there is confidence that this vaccine has gone through the Clinical Trials and then it is approved by the independent Scientific Advisory committee that is established to do just this, there will be doubts that people will have. I think that the Vice President s statements have been good, that he supports the science of it all. And again, we want it to work, we want it to be safe. We want it to be efficacious and in ant it to be available widespread ethical way. , but not even an argument the best case for the vaccine is to have it as closely identified with the scientists who will be putting it forth. We have had some good things. ,nd number of the Companies Pfizer has not received funds, but the others have received funds to develop a vaccine and they have said that they will not promote or support a vaccine that has not gone through the Clinical Trial and met the standard of approval. So that is very important. That if anddent , thewe get the vaccine scientists are some of the best minds in our country, 24 7, working on the development of the vaccine as well as the private sector involvement in it. We want it to be a triad, a victory, whenever it comes, if it comes in two weeks or four months. I do think there has to be a point of acceptance of the science and that would give to availnfidence themselves of the benefits of the vaccine. We know what the needs are. We know what science tells us to do and thats where we need to go. I did say yesterday that there are more needs that have emerged since we past the bill four months ago, may 15. What is today . The 17th . Four months and four days ago. There are more needs that have emerged. Again, the anticipation at that time was that we would engage in crushing the virus. We did not. , moreeaths, more cases challenges in terms of jobs and one of them being with the airlines. The bill that was there, the cares act did good things until the end of september so now that is a challenge which we had hoped would have been addressed by crushing the virus. The other part, the restaurants. The restaurants have a big ask in terms of they had taken a beating on this. I think there is bipartisan interest in helping restaurants. There was a very substantial in terms ofillion assisting restaurants. If some of these additions are to be taken into consideration, that means in order to stay halfway between where they are and where we are that we have to come down further in some of our own original priorities in the bill and that is what a negotiation is about. We dont negotiate with ourselves. We negotiate with the other side on this and they have to see that the science is clear. We need the testing. They know that. They should know that. Why wouldnt they know that . State and local government is there big hang up. They have contempt for science and disdain for state and local government. An importantent is part of our economy. The chairman has said that before. These are heroes. Healthcare workers, First Responders, police and fire, transportation, sanitation, food workers, teachers, teachers, teachers largely pay for and hired by state or local government. You would not be able nor would i be here without these workers. The healthcare workers, some of them risking their lives in order to save lives and now losing their jobs. People who take risks to go to work so that we can have food on the table. Dismissed by them. Transportation workers who enable people to get to work, dismissed by them. Police and fire. I have conversations always with them, especially recently with fire because of the fires in the west and getting reports on the infections as well as some deaths in terms of First Responders because they are some of the first people on the scene when there is a report that someone needs to be taken to the hospital something hospital or something. And then the healthcare workers. Understand how important these heroes are to you, to your family, to our economy, to our society. And understand why we have to support the and reject the language of the white house that says, they are in blue states. Oh really . I thought we were the United States of america.
