This serbiakosovo conflict has gone on for decades. They have been unable to move onward for many years, and the president some time ago decided we knighted we needed to try something new, break the deadlock and move forward with the Peace Process with serbia and kosovo. To have the Prime Minister of kosovo and president of serbia and the oval office was something, given the history of those two countries at the history of the United States with respect to serbia and the conflict in the balkans, is remarkable. Theto have this happen in shadow of a few days after jared and i were on the flight from bengurion airport to Abu Dhabi International airport, the first commercial flight between israel a gulf arabnd state, it shows the future is coming. The establishment of diplomatic relations between kosovo, majority muslim state, and israel, this is now the second time in less than a month israel with andpeace normalized ties with a majority muslim country. Signalit is a accomplishment of President Trump. The fact that this has happened of a peaces agreement with the taliban in afghanistan, on the heels of last year negotiating a ceasefire between the kurds and ae turks, you are seeing pattern of the president being a true peacemaker. There has been plenty of criticism of the administration, but the president has undertaken historic initiatives and brought together a team to perform and deliver these accomplishments. Others have even tried to take credit. I was just watching the Vice President and he was welcoming these moves today. Happenhings could only under a Trump Administration and under the president s leadership, a piece strength and National SecurityForeign Policy. He put the pieces in place and now we are reaping the dividend and debt has happened in the balkans, the middle east, and we have more to come. I would leave some of that to Senior Advisor kushner to address. I want to turn the time over to its to the special president ial envoy to serbia and kosovo, ambassador rick grenell, and then we will be available for questions. Thank you. Richard thanks, robert. A lot of reporters that worked a long time in your industry. And for any reporter that has been working more than 10 years, you will know this story. There was a terrible war. And this story has been lingering for decades. So i really want to appeal to you all as journalists to dig deep on this story. This is one of those good news stories that im not asking you to do anything but look at the facts and look at bailey what has been happening here. We have been working very hard on this agreement, for a long time. We had three agreements last unnoticedwent largely washington reporters, and i have to say i think it is a shame when we talk a lot about symbolism, and we dont date deep on these stories that last winter when years. Last 21 years. What we have been able to accomplish by pushing the two parties together is truly historic. The politics were stuck. Everybody knows that. We have been fighting and talking about the same thing for decades. They have been fighting about the same symbolism, words, verbs, adjectives, it has been a nightmare. ,nd President Trump said to me they are fighting politically about everything, why dont we give it a try to do Something Different uncreative . Different and creative . Why not try economics first, and let the politics follow the economics . That proved to be a formula they were eager for. No one had been talking to them about this. Foreignan establishment policy team in washington dc that literally keeps pounding the same meanings and issues over and over. The only way that this agreement could have happened is from an outsider. All the insiders in washington said, youre not talking about recognition, you are not talking about this symbolic word, and what we tried to do is ignore that. And, from an outsider expect her, outsider perspective, going and dig deep. I urge you to look at this agreement and seal the deals that have been hardfun negotiated that will move economies in the region forward. This is economic normalization. It is a first step. The europeans are going to be very happy. We have been on the phone a couple of times with the national in germany, in france, to brief them on the strategy, and we are briefing them again today on the details of this agreement. This is something that i feel very strongly about. It will make americans safer. It will make American Companies more prosperous. This region has been largely shut out because of a perceived conflict. Whether there has been a conflict, there has been a perceived conflict. American businesses have largely refused to go in and grow in these areas. Now, we will be able to open this up, whether it is in energy, water, construction of roads, railways, mines. These are all interest all industries that are going to be opened up to european and and hopefully american businesses to help the people create an industry, which means creating jobs in the region, but also u. S. Jobs, jobs for americans at American Companies. Thelast thing i will say, people of serbia and the people of kosovo are ecstatic about this agreement, and are very thankful that there was an outside administration to look at this situation and not do the typical, political thing. If we would have done the typical, political thing, and listened to all of the really thinkpeople at ngos and tanks in washington dc, we would not have this agreement. Take a look at the criticism in the lead up to this of what we should have been talking about and what we werent talking about, it is always squarely in the same old political dialogue that was stuck. And i am really thankful President Trump challenge us challenged us to think differently, from an outsider perspective, and that was the key to the whole thing. So i urge you to look at the details and see, talked to the leaders of soviet of kosovo when serbia, talk to them about how the details were worked out and you will see that this outsider perspective of doing things differently is what worked. President was not a politician. He sees things through a prism that not a lot of politicians look through, which is, how can i truly do things which will make peoples lives better, make people find common interest and opportunities and figure out ways to solve conflicts that politicians have allowed to go on for far too long . Breakthrough is historic. We have had so many historic things this week, that which shouldnt be minimizing the significance of all the things that happen. I started the week with ambassador obrien in jerusalem. We met with the Prime Minister and took the firstever commercial flight from israel to the United Arab Emirates. We broke that barrier, which brought hope to the middle east. And for the last years, ive been looking ive been listening to a lot of people tell us in the administration all the things we were doing wrong, that we were looking at this the wrong way. And the president has now reversed 20 years of bad policy in the middle east, where we allowed to get our country trapped in wars that, quite frankly, dont do much for our country. We have to keep our country safe and figure out how we can get people in the middle east and europe to get along, so we can spend our resources, our treasure, on building up our countries and our cities and helping our citizens. What you have seen in President Trumps first three and a half years is that he is going to end endless wars, make these agreements, bring people together and earning our troops back to america while figuring out how to get along with Different Countries and reducing foreign threats. Arabia announced the historic opening of their airspace, which again brings people in the middle east closer together. Yesterday, bahrain announced the same thing, they will be opening their airspace which will allow flights and better commerce and direction between people in the middle east in the middle east and a much quicker way. Today we announced another normalization with israel which, quite frankly, a lot of the divide between the antisemitism in the world, terrorism and the world, comes from the notion that people are divided, and leaders will exploit divisions and religious differences to try to keep people divided and cause conflict, often to maintain power for themselves that they mask in an ideological way. This breakthrough shows people in the world that anything is possible. Fundamentally, President Trump leaves that no matter who you are, where you are from, what country you are in, all people want the same thing, the opportunity to live freely, have better lives, have Economic Opportunity and live in peace at the is another historic step toward the politicians of spoken about for decades, but havent been able to deliver on, and it is another victory for this administration and really for the world. I want to give my congratulations to the people of serbia and the people of kosovo and to the people of europe and the people of israel, who will reap mendes benefits from this agreement. Thank you. Any country that attempts to interfere with free and Fair Elections in the United States has to be stopped. We have taken unprecedented action. The president does taken unprecedented action and funding the hardening of our election infrastructure, fiber or otherwise cyber or otherwise. Tremendous concerns about mailin ballots. On the news every other night there seems to be a picture of thousands of ballots backed up in the foyer of an apartment building, that sort of thing. Very concerns are different than being concerns about foreign adversaries trying to influent our elections ends we have made a red line very where to the russians, the arabians and others and others that havent been disclosed that anyone who attempts to interfere with american elections will face historic consequences. Terms of the two parties agreeing to freeze the recognition of the recognition campaigns, how long will that last, and how long is it for serbia to recognize kosovo . Robert the idea of the freeze is to give the parties time to negotiate political issues between them. There is a European Special envoy involved in those talks. Europeansporting the and those talks. There are issues, e. U. Recognition,utual a number of issues serbia and kosovo will address and we will support the europeans. We wanted to create breathing space for the parties to engage in those without the back and forth campaign of recognition. As part of the deal, kosovo was allowed, i shouldnt say aloud, kosovo made a decision is a muslim majority country to normalize relations with israel, recognized israel, and establish an embassy in jerusalem. Fact thepreciate the serbs have not taken a position on that. Where we are going to have a suspension of the recognition campaigns and the recognition campaigns for the next year and derecognition campaigns for the next year, we were able to achieve this remarkable breakthrough, the second time in a month that took 40 years to have two muslimmajority countries recognize israel and now we have that to muslimmajority countries recognize israel in less than a month. In thekable achievement context of the freeze to give the parties a chance to negotiate a deal. Attorney general barr said he feels china is more aggressive in meddling in the election than russia. Do you agree . Robert i agree 100 . Can you characterize the extent and the level to which china, russia and other Foreign Countries are trying to spread this information about the campaign . Is hard to know what impact they have or how they are spreading angst. Companies, facebook, twitter, others, trying to Police Things in a way they didnt before. Our Intelligence Community is doing a good job. The department of Homeland Security is doing a good job hardening our infrastructure to make sure that whether it is Cyber Infrastructure or physical infrastructure, to make sure we are not susceptible to have the choice the American People make on election day changed by some foreign country. We know the chinese have taken the most active role, but the russians and iranians and others are involved as well. So we are going to protect the sanctity of our election. That is what makes us america. We are not going to tolerate other countries getting involved. The president said in the oval office other arab countries are interested in following in the uaes footsteps . What countries are interested . Robert jerred just returned from the region. The bottom line is, when we did the israelUnited Arab Emirates deal, that caught people by surprise because the diplomacy cap things private. We had great discussions and are hopeful more will want to move forward. A lot of countries are envious of the opportunities now available to the United Arab Emirates in terms of mutual investments, tourism, investing in technology, security partnerships, so we are seeing the Peace Agreement pick up momentum. Traveledations that with ambassador obrien and myself had very fruit discussions. Both sides were surprised to see the eagerness of the other side to move forward, and the level of getting agreements completed is happening much quicker than people thought. Other countries see the benefits of having a middle east that is united. And if you look at what President Trump did on his first foreign trip, he went to saudi arabia and outlined his strategy and what he saw as the challenges. Later,nd a half years isis is defeated, iran rolled back, proxies that they have been funding and have been spreading terror are shorter on cash than before, he brought different sides together. One story that doesnt get enough attention is the fact that in the last election, a lot of what we were talking about was the spread of extremism through the internet and funding of terror groups. And President Trump, on that first trip, set up organizations in saudi arabia, the counterterror finance organization that unifies middle east systems with our Treasury Department and we got more transparency. That reduced the event of funding that has gone to terror groups. We set up the counter extremism center, which has been fighting the ideological battle online and making tremendous progress towards reducing misinformation used to pervert. We have seen a lot of progress in the middle east and i think countries see the inevitability of relations with israel in order for people to live better lives. Leaders areosovo coming together and realizing that while there are differences, human beings want better lives and opportunity and the more leaders in the middle east what old differences behind, they create an opportunity for a new middle east where people can practice whatever religion they choose, respect each other and Economic Opportunity, which is critical to people seeing a pathway toward a better life. Robert with the election coming up, im curious as to how you feel about what you have accomplished, and whether you feel pressured to get more done before november. About theto ask in atic report and how 2018 planning meeting for a military parade, the president said want amputees there because he said nobody wants to see that. Have you heard the president talk like that . Kayleigh jared the answer is no. In washington, you have a couple of name sources intend people on the record that say it didnt happen and you gave no credence to that. That does not represent the way i have seen the president conduct himself. He has tremendous respect for the military. The military describes it a different way but look at his action, and credible to supporting, strengthening the military and our veterans. Regarding your question on timing, deals happen when deals are ready. Andcant wave a magic wand make impossible deals happen. People describe these in the middle east as less of a deal and more of a saying for what is impossible. Eight has taken a lot of building locks that had to be moved, untraditional moves, when the president move the embassy to jerusalem, recognize the go lan heights, got out of the iran deal, 50 decisions the president has made that allowed him to make a different course. The world of Foreign Policy is a big chess game with pieces all over the board and the president has been masterful in building different relationships, taking off thehe board board, and he has set up the board very well to have continued success. So obviously the voters will decide whether they give President Trump four more years, but if they do, you will see that iran is in a weaker position, north korea, a much better situation, venezuela is in a different situation, the middle east went from a place when syria was a mess, let it was a mess, yemen was a mess, allies felt alienated and you see a much different middle east today. Thats not an accident. President trump has worked very hard to manifest that. Now we are seeing the fruits of his labor, but i believe we will see even more of that as time goes on. So we are set up for more take President Trumps America First foreign, where he is making trade deals for the first time endorsed by workers and labor unions to bring jobs back home and is representing our farmers and our renters and our manufacturers and ending endless wars and figuring out how to bring our soldiers home and fighting threats from overseas so that americans can prosper at home. On your question about the atlantic article, which i thought was a sad article for any magazine to publish. I wasnt in the meeting that is described but i work for this president for two and a half years and in both jobs, i had to meet extensively with president on military issues, whether a hostage rescue or how we deploy troops around the world. I have toent job, call him in the middle of the night if we lose a soldier, sailor, airman or marine in combat, which hasnt happened since february, or in a training accident, weve had some of those recently. Hard tell you how those calls are for me to make in the president to receive. I have been with the president on trips to dover and seeing how he has been with the families of Fallen Heroes. Thats the toughest job any president has, to go to dover and bring Fallen Heroes home and grieve with their families and comfort their families, and i think if you talk to any of them who had been there for the transfers when the president has i have seen him send me to dover when he couldnt go because of scheduling issues and asked me to represent him there. I have been to walter reed and seen wounded heroes, and the interaction with the president at walter reed is something that is pretty incredible. Options,iscuss military options for issues we face, the president will ask if there is a way we can do this without sending u. S. Soldiers or sailors or airmen or marines into harms way. If we have to send them into a toughay and it is situation, like the baghdadi rate, for example, how do we protect them to the maximum extent possible, and if that means putting three or four air levels on top of them, that means doing that. The president is unstinting in what he is willing to provide to troops. He has funded the military to give them every tool necessary to accomplish missions and come home safely. Theof you have worn uniform, whether it is Keith Kellogg or mark milley or myself or anyone who spent time with the president on military you are noteterans, going to find anybody who is more sympathetic to their present to their situation then the president. I dont believe the atlantic article because ive never seen anything like that end i was disappointed some magazine would and i was disappointed some magazine would write that. Is the u. S. Going to respond to rushs aggression toward u. S. Forces in syria . We constantly respond to forces, critical anywhere our soldiers are sailors or marines or airmen operate. We see aggressive behavior from the russians. We have seen that with some intercepts. We have seen how they have interacted with our naval vessels. We have seen it in the Current Situation with patrols coming across each other. American forces have rules of engagement designed to protect them and allow them to defend themselves. There was an unfortunate incident when reportedly russian mercenaries tried to overrun one of our bases in syria. That didnt end well for them. Ourident trump gave soldiers in that instance the ability to defend themselves ,ith airpower, longrange fire their own resources. We are going to make sure that everywhere we operate, whether in close proximity to the russians, any other adversary, that the men and women will be able to defend and protect themselves. On wondering what you are seeing from china that they have a bigger electoral interference operations another countries. Othersed on that, the concerns you described about china, tell us the status of efforts by the administration to either go after chinese firms or imports, or diplomatic issues . There was a mantra that somehow as china became richer, we turned to blind eye to chinese malign activity, stealing ip, bullying neighbors, we turned the other cheek and turned a blind eye and thought china would become richer and as it became richer and more middle and grew they would become more like us. We want to believe that Everyone Wants to become like us, more western, more democratic. The opposite occurred. Human Rights Violations have gotten worse, whether it is religious minorities or their neighbors. People enjoyed democracy in hong kong until recently, the bullying of taiwan, the theft of intellectual property has gotten so bad that the director of the fbi called it the greatest wealth transfer in human history, the theft of the chinese of our intellectual property. That is not an abstract construct. Equity, american innovators putting their whole lives into their dreams, people who built things in garages and build companies and have done everything they can to create an idea and turn an idea into reality, and what happens . The idea gets stolen by china. And it is not that they lost the economic value. It,chinese have taken sometimes using slave labor, sometimes cheap labor, products to compete at a lower price and put the original person who invented the technology out of business, and then kill the industry in the United States and whole industries go to china, holding effexor implants go to china. Ont makes you think, based the announcement today regarding kosovo and serbia, the announcement regarding israel americans arehat more focused on Foreign Policy, that they care and that the is announcements meet that these announcements mean something to them . These announcements are about President Trump taking on the hard fights and bringing americans home and keeping americans safe and it shows president prop is continuing to get things done. He has a great track record. Our economy was great until the virus hit. We did a dip. People predicted 25 unemployment. We had a great jobs report today. People willr is, vote for whoever they think will make their lives better. President trump happens to be doing a great job with Foreign Policy delivering wins that plagued past administrations and past administrations had mistakes and adventurism that got us into tough situations, and all the success this week shows again that President Trump is getting things done and keeping americans safe and keeping his promise. But he is running on his track record as the president who built the greatest economy and our country and somebody who is going to keep americans safe and get things done. You are the special envoy for talks, last year you lead the Trump Administration push to decriminalize homosexuality. Jared you might be too young to understand this. Maybe the older journalists should step up. This is a big issue. Im astounded. Maybe it is too complicated for you. Weves is the first time had the opportunity to speak with these individuals. Take a little time and talk about this 21year issue, peter. The same questions, all politics. You dont understand what is happening outside washington. People arent listening to you anymore its a quite people arent listening to you anymore. Its a crisis in journalism. People are too young to understand kosovo when serbia. Like touestion i would ask is, is it accurate that it is full economic normalization . There was ambiguity. Richard what do you mean by full . That is the question for you. Richard what is your definition of full . This is economic normalization for whatever the parties could bring together. A bunch on rail, a bunch on water, a bunch on a bunch of industries. Is it fair to say you are working towards economic normalization . Richard no. It is incredible economic normalization. Rail, opening borders, a bunch of industries. I dont know what is missing. What is outside of economic normalization that isnt included here . Let me ask you so that we can write our stories accurately. What has changed from a few months ago . Bunch asa whole changed since the dropping of the tariffs the tariffs were apolitical Sticking Point of why we couldnt have the parties come together. Wasnt going to start negotiations when there was a 100 tariff from the kosovos. What changed . Richard a bunch of stuff changed today in terms of Economic Development, in terms of identification political problems that are going to be resolved. I would refer you to look at the entire agreement. One Sticking Point that has been, for a long time, something the sides couldnt agree on, the recognition of diplomacy. If you were trained as a nurse in serbia and your degree was from a serbian university, you couldnt get a job in kosovo because you werent qualified, you didnt have the proper certificate. That now goes away. That is economic normalization for people who have certificates in dental hygiene, pharmacies, pharmaceutical experts, there are a whole bunch of people who could not work simply because they did not have the proper career credentials. Completelyreement will recognize all diplomas from universities from either side. I will give you one more example. American companies were telling us they were pulling out, like rental car companies, because if you rented a car in kosovo, you couldnt drive over the border, you couldnt leave. To gople who were wanting for tourist purposes or to visit the region or do business deals, they couldnt actually leave with that rental car. Had american businesses saying, it just doesnt make sense. Europeans were complaining, there was a perceived conflict, and what we have now with this agreement, rail agreement, motor agreement, all the things they agreed to will create normalized commerce. And that has never been tried. We have been stuck on verbs and symbolism in terms of negotiations on politics. The president of serbia said wey to local reporters, made a Bilateral Agreement with the u. S. , not kosovo can you clarify . Richard i would never clarify what the president means when he talks to the serbian press. I cant tell you what he said in the oval office, which was that this was a historic agreement to normalize the region. He talked about the many shenzhen zoneni which is going to be a new economic region. It may have been lost in translation. The agreement they signed was an agreement to expand commerce in the region. Diplomas or look at the oneyear freeze on recognition and de and even the rail agreement, there is a u. S. Department of energy study that will take place on a lake that is largely in kosovo, a portion is in serbia, we are going to do if visibility study to figure out what kind of jobs can be created around the water. That is a shared agreement. Did they sign an agreement with each other, or with the United States . Richard they signed an agreement to work with each other. They did not sign with the United States. President trump sign something. We watched it. What did he sign . Richard hey signed, how would you describe the, basically a letter acknowledging they are going to Work Together on this agreement. Can you just lay out specifically what each gentleman signed today . What was that . Richard they both signed agreements to Work Together to normalize economic and commerce relationship. They are 99. 9 the same. But there is one point that this different that the very bottom, which is that serbia is going to move its embassy by july of next year, that is in the serbian ,greement, and for kosovo everything is identical until the last point, the last point for kosovo was that they have mutual Record Mission with israel. Mentioning they were yesterday, that has been taken out . Richard yeah. To sayf all, it is wrong that was item 10. None of these were numbered. I dont know where that came from. When we were negotiating, there were a bunch of issues on the table. Were edited, as you can imagine, in negotiations. For someone to leak a partial sentence and pretend this was the entire agreement, typical politics, but nothing was numbered, certainly wasnt nothing is agreed to until everything is agreed to. So something leaked out in terms of negotiation, but it was partial, and it was highlighted in a way that gave a false impression. Whenybe it is semantics, you say shenzhen, do you think shenzhen as in chinas province . We are trying to figure it out. What did President Trump sign . Party towe are not a the agreement and this is super important to remember. Conspiracybunch of theories about what we were coming to the table with. We were not forcing the parties to do anything. This was a real chance for the parties to talk. ,e didnt have any grand scheme absolute demands, we certainly didnt have, i dont even want what some word of conspiracy theorists say about past agreements with plan. With land. That was never discussed in my presence. The parties agreed to move forward economically. What President Trump signed is a a witness to say, this is great agreement on the United States is happy for it. Is that normal . Tried andhas failed for 10 years to accomplish what your team is celebrating today. Are you that leadership in the eu and around the world is looking at this as a template for success . Or is there going to take a generation of new leadership to study what you have accomplished and in the middle east richard i have to own this. We all failed for the last 10 years. I wouldnt put this on the europeans. Establishment Foreign Policy thinking has failed, both in europe and here, berlin, paris, london, washington. We had great support from the french and germans to try this new way of Economic Development. The europeans have a lot of Economic Development they can and will do.
