It has been very good to me. We continue to do a lot for the state and we are all in this together. I am pleased to be joined today by attorney general bill barr who is doing a fantastic job. Wolf, thank you. Senator ron johnson, who is outstanding, so outstanding within the beautiful halls of congress and i appreciate the great job you do. I hope the people of wisconsin appreciate how good a senator he is. You are never going to get unelected or i will be very unhappy. Also, a young congressman who has been a true warrior, a fighter not only for good causes but for this cause, because he was the first to call me and say we have a problem. Brian, i want to thank you. I think you are going to win reelection big. Staff,y former chief of reince priebus. Like thei definitely state because you are a very proud citizen of right here. You never left, you have done a great job. Ke ravaged by antipolice and antiamerican riots. And have been hit so hard we were able to get involved. We have two businesses downtown that were vandalized. We have been able to rebuild but i also represent the downtown kenosha inc. It has been a struggle but our community has been really incredible. Or people have come to help them we know what to do with but right now we need financial support. But the loss of property is staggering. We will be helping you with Law Enforcement and economic element. Get it back in shape, get kenosha back in shape and we will get back very quickly. We will be helped by the city administered are of kenosha. Out for your work cut the next little while and it will all be fine. Shape. The fact that youre coming to a small city in the United States, showing it is just as important as every other city, and the fact that we did get things under control, this card been phenomenal. Working together in wisconsin and this really helps. Ryan has had a lot to do with that. Thank you. And your reputation is a great one. And this area is special. We cant let that happen to this area, so we got here quickly. Demolished or damaged at least 25 businesses, burned down public buildings and through bics bricks at Police Officers, which your officers wont stand for these are not acts of police will protest but domestic terror. Withnistration coordinated local authorities to swiftly deploy the National Guard to kenosha and stop the violence and i strongly support the use of the National Guard in other cities in the same thing would be happening. Happene the same thing in portland and it would happen very quickly. To thank the two of you for acting so strongly and bravely. The coronation has been fantastic. You still need that coronation, no matter how may people you send. I came from a visit of a business that was burned down. The great 109yearold camera shop, i really respect because it had a reputation far beyond the state. It is terrible to see. Several other Business Owners are joining us and we have some in the back halls. Violencehe political we must confront the radical ideology that includes this virus. Reckless farleft politicians continue to push the destructive mission that our nation and Law Enforcement are oppressive or racist. They will throw out any word that comes to them. We must actually give far greater support to our Law Enforcement. These are great people. Great people. Theyre fighting to save people they have never met before, in many cases. We must really be thankful we have them and we have to help them do their jobs. We cant be threatening them with their pensions, their jobs theyre going to be living a bad life if they utter and incorrect word. We would not be here without our Law Enforcement. Safe andy, i feel so you went through hell just a few days ago, but i feel so safe. I better be safe. But we are all safe. And we are safe because of Law Enforcement. And we honor you and i will say this. We have to condemn the dangerous, antipolice rhetoric. It is getting more and more. It is getting very unfair. Apples andme bad those will be taken care of through the system. Nobody said to be easy on them either. And you have people who choke. They are under tremendous pressure and they may be there for 15 years and have a spotless record and all of a sudden theyre faced with a decision where they have a quarter of a second. And if they make the wrong decision they are either dead or in big trouble. And have to understand that. They choke, sometimes. It is a very tough situation. And then people call them bad and horrible. Decision, butd when you think of it, and i know you practice this all the time, where you give people literally a quarter of a second to make a decision at a lot of them cant make that right decision. The vast and overwhelming majority of Police Officers are onerous and courageous devoted public servants, yet many ignore their sacrifice and ignore the africanamerican, hispanic american victims. People with love on the streets of wisconsin, love on the streets. Africanamericans i can see waving past. So beautiful to see. They want to have safety. Im not a huge believer in polls, obviously, but you look at polls, its 87 want great police, strong police. Theyre the ones that are most affected by tragedies like you will see going around. When you see they have now made allegations, they must be firmly investigated. Bill barr has done a fantastic job in that respect and we fully understand that because we do have problems the other way. But the sad thing is you can do 10,000 great jobs as a policeman , you can do an incredible job for years and then you have one bad apple or something happens that is bad and that is the nightly news for three weeks. They dont talk about the thousands or thousands of good jobs, the lives that they save. So i am committed to helping kenosha rebuild, we all are. We will provide 1 million to the kenosha Law Enforcement so that we have some extra money to go out and do what you have to do. It was a rough week, to put it mildly. Im also providing nearly 4 million to support the small and we are going to be providing over 42 million to. Upport Public Safety statewide bill barr wanted that money put in. Andill help the prosecutors all of the other things that are so important to you. Because when you grab them and nothing happens, that does not work out too well. My ministration is restoring Public Safety, hiring more increasing penalties for assaulting Law Enforcement and for dismantling antifa. They dont want to mention the word antifa. Nobody mentions that. It is a bad, dangerous group of people and we are doing a big number on antifa. Announcedis year we in operation to search Law Enforcement to high crime neighborhoods. It is a thing that has worked out amazingly well but it is really understated, in the sense. In a sense. We have conducted thousands of arrests in chicago. That is obviously been a disaster. With again a radical light radical. Left democrat. All of these problems are democrats. We dont want to save these but you going to the top 10 democrats and its the same thing. We cut the number of murders in chicago in half, still way too but operation legend was very successful. Have and itsand just that its very early stage. This is in sharp contrast to those who want to Police Funding , oppose using the National Guard and wants to hire radical prosecutors who will release writers and criminals. Portland. T in you have somebody doing the worst crime and you dont want to do anything. So we are very upset about that. We are not going to cut Police Funding. We want to increase Police Funding substantially and and cash bail, which has been a killer from new york. They allowed thousands out of jail in new york and they are Walking Around causing problems. You dont have to know anything about police but i would know that if you let these people out , many of them are going to cause problems. They want to end cash bail, incentivize closing prison closures, reimagine Public Safety, and immigration end immigration enforcement. Chad will tell you have tremendous success on the border and are having the best year we have ever had. People, peoplert only come in legally. The wall will be finished shortly. We want to appoint Supreme Court justices and judges. Up to almost 300 by the end of the term. So we have a lot of things to do, a lot of great things to do, but its an honor to be in your neighborhood. Its an honor to be in your great state and we are here for you all the way some people thought it would be good or bad for me to come i just came today to thank Law Enforcement and to just, that what you have done has been incredible. As been really inspiring because you see this happening all over and it just never seems to end. Never seems to end because its almost as though they dont want it to and. Because you ended it really fast. And congressman, i want to thank you for the job you did. Really great job. Like to that, i would introduce bill barr, attorney general of the United States. Thank you, mr. President. As most of you know whenever there is a shooting in our country, it is reviewed by local authorities to ensure it was reasonable force. And when there are questions raised about it the federal Justice Department also reviews it. Like all procedures and processes in our country, we do and we trye process to reach a dispassionate, reasoned decision based on analysis of the situation. Bedo not allow judgments to reached because of mob violence. We do not have mob violence in our country. Decisions over the fate of individuals when actions are challenged, and when this shooting occurred here in kenosha under the direction of the president , we told the Defense Department to ready some National Guard units in case iny were needed to help several states volunteered to thely National Guard in president directed me to assemble a group of Law Enforcement. Informationing up that these violent instigators were coming to kenosha from california, washington state, chicago, so we expected matters to get worse. The violence that erected shortly after is simply not a legitimate response to a Police Shooting and looting and arson were unacceptable. As it progressed, it became more and more distant from the issue of Racial Justice it was violence for violences sake and once again we saw the hijacking of a protest by hard care hard group of radicals who were carrying out, planning a coordinated violent attack on Law Enforcement, public and private property. People, many same who came from out of town out of 175 arrests, 100 were from out of town. Usingare the same people the same tactics that have been used in various cities. Chicago. N dc, atlanta, they use these black block tactics with their own projectiles. , literally trying to inflict injuries on police, arson and writing. As even theuipped, mayor of washington acknowledged, equipped to fight. And it is completely on acceptable and the state is the first line of defense. If local leaders are committed to keeping the public safed, it and while slow in getting off the starting block this is an example of when you have local Political Leadership backing police, the state willing to put in resources and the federal government able to come up with support such as the fbi and marshals who have special skills and forensic ability to help. There will be peace on the streets. And, there is going to be accountability. What people dont see is that in all of the cities, their task forces of federal and state officers reviewing all of the video that we can get our hands to and when we are able identify people who committed crimes going all the way back to the beginning, whether Burning Police cars were throwing rocks at people, they will be prosecuted. That is a largescale effort and it is going to continue. So i can tell you that as far as the federal government is concerned, we welcome the opportunity to work with the state and locals to deal with this issue. Enforcement is does a good job when allowed to Work Together. It is no different than dealing with violent crime. We can achieve results in the federal government is willing to all of our resources to bring these people to justice. Senator ron johnson, one of the great senators. He is one of the best. There is no doubt that they really helped stop the writing and bring peace to the streets. His wifeastor ward and and i reached out because i was just so appreciative of julia jacksons words of forgiveness and healing. Combine the proper rule of Law Enforcement, the support of Law Enforcement with people that also want to end the violence, that are willing to forgive and offer those words of healing. I found it very powerful. Thank you for talking to me and thank you for calling me back. That is incredibly important. , we once gavesin a speech here, you always hear minnesota nice, i say wisconsin even nicer, and its true. We are nice people, we have common sense. We all have the same goal of a safe prosperous secure kenosha. It is so important to support Law Enforcement. My message to folks out here is that it is a very small percentage of the American Population that are doing the writing, trying to defund the police. The vast majority of americans are so appreciative of the service and sacrifice and the help they get from Law Enforcement. I dont want Law Enforcement to be dispirited at all, because the majority of americans are for you, but at the same time it takes american citizens to offer those words of forgiveness and trying to obtain that type of unity. Andank you for coming here to support Law Enforcement, but also just to support the citizens of kenosha as we rebuild and recover from something that the vast majority of people poor and do not abhor and do not support. I appreciate you being here. As events spiraled out of control, people called me, nervous about their safety and they were looking where to turn. It was clear talking to folks here in kenosha that we needed Additional Resources in kenosha, immediately. That is ultimately why called you on Tuesday Morning, after only seven minutes. You got on the phone with me. He said brian, i am there for the people of kenosha and everyone that called me wanted Public Safety here in this community. And they wanted it immediately. They did not care the helpless democrat or republican, but we you did is make the call that says enough is enough. We need to get resources into kenosha, and when that was accepted, it became very clear to the criminal element that they knew that kenosha meant business. Arrests,ignificant working very well with the federal Government Hand in glove when i talked to folks. Federal Government Works with the state and local government, you can get a lot done. I think it speaks volumes about the people here in the community. This is a hardworking familyloving town. Opportunity to talk to a lot of the men and women in Law Enforcement on the front lines. I spoke to a gentleman who had a brick thrown at him. Ive spoken to Law Enforcement officers who had horrific words said about them and these are members of our community that wake up every day with a badge over their heart, walk out the door sworn to answer the call to protect our community. You coming and saying thank you to those men and women seeks volumes. And today, we have Public Safety restored and we appreciate all the work you did. Now we begin the work of healing and rebuilding and make kenosha stronger than it has ever been for. Thank you. This or president , thank you for being here. When this started sunday night, we knew it would get worse but we did not know how badly. That one or two agencies can Work Together to fight what happened. When we put out the call to state and local Law Enforcement, it was a tremendous response still not enough. The National Guard start coming in helping us and their numbers kept going and we called brian on Tuesday Morning and we said we will take help from whoever will send it our way. We want to protect the people and city of kenosha. Brian said im going to make a phone call. A short time later, we knew that the resources of the United States were on its way. We knew it took a little discussion between state and federal levels and we are very thankful that worked out, because as i said, i did not care who i got help from. I wanted resources here. , i goter it was approved word that the president said whatever you need them it is coming. I have some very important people from washington telling the have to report to president and tell him what does the sheriff want. And the resources just kept coming, the people kept coming. He gratitude kept coming i heard stories of people that were in portland that were treated werent treated as good as they were treated here and they said we cant believe what a different place this is because of how we all worked together, rather than not wanting to Work Together at all. So on behalf of Law Enforcement, im telling you, the group that , it is quite an operation to watch, to be part of, and truthfully, i never thought i would see anything like this and hopefully never have to again. But the resources the federal government provided, it is unbelievable. Unbelievable what we have here. It protects the people of kenosha that will still take any help i can get and i thank you for it. Job,u have done a great and it portland or chicago are of the citiesne , portlandking about would be so easy. Doug be the first one. I see it every night. They are always playing games and then they get up and say theyre trying to Work Together than they wanted to burn down his house last night, the mayor. But we are able to send it a Massive Group of people that are really highly trained. We could solve that problem in less than one hour. I think eventually they will call in some point well have to , something ies think people will be extremely happy with. Just so sad to watch it happen. But here, you acted appropriately. Thank you for the support and coming to smalltown, america. Kenosha is 100,000 people. By National Standards we are small and what you have here is a reaction to this attack on america. The tactics being used across tacticson are warfare and we still use restraint and function within our rules. Those two together, they are not equal. So with the ability of the National Guard to assist us in the tremendous outpouring of support from every program that has come out, we were able to restore these and we are working towards order, healing and growth. As part of what is going on in the world, Police Scrutiny is not a bad thing. Attacks on police and the things that are happening that lead to riots is not scrutiny, those are legitimate attacks. What worked for us was we had a unified command that normally take some time to build. Myself, and the county, we worked with officers from southeast of here and theres not a whole lot. We have people to steps away from canada sending officers. So the response in the community has been tremendous and every buddy i talked to was here to help restore peace and order peace and order. Really good job. President. U, mr. Americans need and deserve Law Enforcement regardless of where they live or their politics. The increasing violence we have seen is really just a prime example of how federal and lower federal, state and local Law Enforcement can Work Together. It is a model we can replicate elsewhere. That cities need help and assistance, capabilities beyond their reach, all they need to do was call the federal government and we will be there. Localrtners with communities to protect the citizens of those communities, providing Law Enforcement assistance until you are able to rebuild we certainly want to extend our appreciation for what you do. And let me say the attacks recently, i have been very vocal, they are disgusting. We need to thank our men and women of Law Enforcement. They put on a badge and uniform everyday and are attacked every for doing their job. So on behalf of the 240,000 men and women of the apartment, i want to thank Law Enforcement for doing their job and protecting communities. Pastors, would you like to say a prayer . I would love that, because you are so highly thought of in the area. Please, share. To you in thecome name of our Lord Jesus Christ and thank you for this time you have obtained. Allsk you to forgive us where we have strayed from your ways were not acknowledged your word. There was great change mentioned here about how lawenforcement has solved the problem of crime in the street, but i think this is a Good Opportunity for us to really solve the problem in the nation. I think james and i could help with that. If i may add, being the only pastors in the room, if i could share from a different perspective i think would bring balance. I have a great friend, the chief of police in the town where churches. I talk about the partnership between pastors and police and i tell tony that if we can do our job well, it will make his job easier. That is because there are three types of law that govern our society. Spiritual, moral and civil law. Most of the conversation today has been about civil law, until we can focus on spiritual and moral law and change the hearts of people, we will have to build bigger jails and prisons until we can bring our nation back to a place of moral law. But i want to offer to you that jesus himself says blessed are the peacemakers and we want to help be of service to you into our nation of how to be rebuild and how to rebuild spirituality and morality. If you give a malicious man who is a moral and eight, you have to fear for your life. We want to say that we are here to be of service to you and to our country and we believe we can help with empathy and compassion to the real pain that hurts black americans we want to be of service to you and our nation to everything we can to bring true healing and true peace. It is not. It is just that we are tired of watching every night portland. We are tired of watching it because it could be solved in one hour and we are tired of watching what is going on. Officeare calling our that live in the state and they are saying please send help. Theyre saying we should call the governor often and say we dont need your help. But i say your community is burning down they dont need our help. I dont know if that is political or what is going on, certainly not common sense from we can solve it just like here. Everybody worked together, senator and congressman. It was a beautiful thing and it worked and was done almost instantly. People were amazed. I feel so safe. For five days ago, we could not have done this. We could do this so quickly, so easily it would be incredible. Were all set to go into seattle and they heard that and they sent the police and and they did a good job, but the people gave up. They were there for a long time. Oregon, lovehelp to help portland because we could solve that problem so easily. Thancould be there less one hour. It would all end. They got a glimpse of that in this great state. A really good glimpse of it. It happened really quickly. And i see it, they are already rebuilding. They are rebuilding soon. We dont want to do that, but at some point we have to. There anything you would say to the blake family . What would you say to them in terms of the pain they are going through and the questions they have . I feel terribly for anybody who goes through that, thats why was so honored to meet the pastors. I feel terribly for anybody. It is under investigation, a big thing happening. I know bill is also participating, but it is under the local Investigation Group unit. I hope they come up with the right answer. It is a complicated subject, to be honest with you. But i feel terribly for anybody who has to go through it. I have heard the mother is a fine woman. I have heard that from the pastor. You can see, i see exactly what it is. They understand where i am, and if we can help we are going to. But its under investigation. A lot of things happened. And other things, frankly, that we are looking at. Should every Police Officer in the United States where a wear a body camera . Let me ask bill to answer the question. Generally that is a local issue for each police force and each community to decide upon. I think most lawenforcement people i know who were originally skeptical of body cameras are now coming around to feeling that they actually are a net benefit. Is tough. The whole thing, you read two sides of the story. How do you feel about it . I believe they would be very helpful. Right now, officers would be vindicated for some of the things they have been accused of, and certainly, if there were inappropriate actions, they would be captured. I support them. We are good with them. It has already been put into the budget for 2021. So you will be having them . Cut them i like them. Good, i like them. The problem of Police Violence has been the problem of described by you as just bad apples, a few bad apples or people who choke occasionally. Some African Community leaders and a lot of others have said it is systemic. Where do you stand . I dont believe that. Please do an incredible job. I think you do have bad apples. You agree once in a while and you do have the other situation where they are under this tremendous pressure and dont handle it well. They call it choking and it happens. But i dont believe that all. I have met so many police, i have the endorsement of like, so many, maybe everybody. Frankly, i think they are incredible people. Its a tough, dangerous job. But i have to say this to the police. The people of our country love you. You dont hear from them, but the people love you and they respect you and you know it or you wouldnt be doing it. But there is a great love, and when they see what goes on in a case like this where to solve so quickly, they respect the police a lot. We are focusing on violence, but there have been countless nonviolent protests here in wisconsin and across the country. People calling for an end to systemic racism aired do you believe it is a problem in this country . You just keep getting back to the opposite subject we should talk about the violence we have seen in portland and here and other places you always get to the other side aired this or that. The fact is you have seen we will stopd quickly if given the chance. I keep hearing about peaceful protests and then i come into an area like this and i see the town is burned down. Look at minneapolis, they should have acted much quicker. When we got the National Guard in their took literally a halfhour. They formed, they walked it was over and they have not had a problem of any consequence since. Police were not allowed to do the job they do and now they want to break it up. To not only defund but get rid of it. So i just say this, the kind of saw, you have bad people, the anarchists and looters and all types. You have agitators and thats what you should be focusing on with your question. I hearing about peaceful protests, i think it has hurt the media very badly because you and manybody standing of them saying how it is a peaceful protest and then over the shoulder you see the whole protest is burning down. So i dont view the peaceful protests. I think peaceful protest and is fantastic, but by and large, this is not peaceful protest. When you walk into an area and you see buildings that have burned down, fortunately here we stopped in early. So the damage is relatively minimal. When you look at some of these areas, they just refused to allow us to go in and help. By the time you get there, the place is disintegrated and then they say it was a peaceful protest and you shouldnt call it a peaceful protest. Again . It the peaceful protests that have happened, you have acknowledge some of them arent peaceful, they are calling for structural change. Mr. Blake was shot seven times in the back aired do you believe there is a need for structural change . People are calling for structural change and then you can take the people of kenosha that arent here and are protesting that they want change also they want law and order. Thats the change they want. They want police to the police. They want police to do what they do better than anybody else. Marching, youthem dont see them on the streets, but what they want is a great police force they want people that will keep them safe where their houses arent broken into, where they are not raped and murdered. And they are protesters but they dont walk down the street. So, you know. Just the way it is. So i want to thank you all and i will see you back at the plane. Thank you very much. Great job.
