And the start of the Republican National convention, monday, only on cspan, your unfiltered view of politics. 1964, the Civil Rights Act was signed into law. Civil unrest over racial disco nation continued across the country. The beatles came to the u. S. And tensions between the u. S. And North Vietnam escalated. This was the backdrop for the Political Conventions that year and for speeches made by president ial nominees Linden Johnson and Barry Goldwater. At the time of the Democratic National convention, Lyndon Baines johnson had been president less than a year after the assassination of president john f. Kennedy. On before, Lyndon Johnson was a teacher at a small segregated mexicanamerican school where the poverty he saw influenced his policy throughout his political career. While a u. S. Congressman he was named Lieutenant Commander of the Naval Reserve and through this after pearl harbor called to active duty. Hisr, Lyndon Johnson won Senate Primary by 87 votes but went on to hold numerous positions in the senate including majority leader. After 12 years in the senate he became the nominee for Vice President on the Kennedy Johnson ticket. He accepted the president ial nomination at the 1964 convention in Atlantic City new jersey. A message i give to you and the American People. [applause] chairman mccormick, my fellow americans, i accept your nomination. [applause] i accept the duty of leading this party to victory this year. [applause] and i thank you, i thank you from the bottom of my heart for placing at my side the man that last night you so wisely selected to be the next Vice President of the United States. [applause] i know i speak for each of you and all of you when i say he proved himself tonight in that great acceptance speech. [applause] and i speak for both of us when i tell you that from monday on, he is going to be available for such speeches in all 50 states. [applause] we will try to lead you, as we were led by that great champion of freedom, the man from independence, harry s. Truman. [applause] but the gladness of this high occasion cannot mask the sorrow which shares our hearts. So let us here tonight, each of us, all of us, rededicate ourselves to keeping burning the golden torch of promise which John Fitzgerald kennedy set aflame. [applause] and let none of us stop to rest until we have written into the law of the land all the suggestions that made up the John Fitzgerald kennedy program. And then let us continue to supplement that program with the kind of laws that he would have us write. [applause] [cheers] tonight, we offer ourselves on our record and by our platform as a party for all americans, an allamerican party for all americans. This prosperous people, this land of reasonable men, has no place for petty partisanship or peevish prejudice. [applause] the needs of all can never be met by parties of the few. [applause] the needs of all cannot be met by a Business Party or a labor party, not by a war party or a peace party, not by a Southern Party or a northern party. [applause] our deeds will meet our needs only if we are served by a party which serves all our people. [applause] we are members together of such a party, the Democratic Party of 1964. [cheers and applause] we have written a proud record of accomplishments for all americans. If any ask what we have done, just let them look at what we promised to do. [cheers and applause] for those promises have become our deeds. And the promises of tonight, i can assure you, will become the deeds of tomorrow. [cheers and applause] we are in the midst of the largest and the longest period of peacetime prosperity in our history. And almost every american listening to us tonight has seen the results in his own life. But prosperity for most has not brought prosperity to all. And those who have received the bounty of this land who sit tonight secure in affluence and safe in power must not now turn from the needs of their neighbors. [applause] our party and our nation will continue to extend the hand of compassion and the hand of affection and love to the old and the sick and the hungry. [applause] for who among us dares to betray the command thou shalt open thine hand unto thy brother, to thy poor, and to thy needy, in thy land. [applause] the needs that we seek to fill, the hopes that we seek to realize, are not our needs, our hopes alone. They are the needs and hopes of most of the people. Most americans want medical care for older citizens. And so do i. [applause] most americans want fair and stable prices and decent incomes for our farmers. And so do i. [applause] most americans want a decent home in a decent neighborhood for all. And so do i. [applause] most americans want an education for every child to the limit of his ability. And so do i. [cheers and applause] most americans want a job for every man who wants to work. And so do i. [applause] most americans want victory in our war against poverty. And so do i. [applause] most americans want continually expanding and growing prosperity. And so do i. [applause] these are your goals. These are our goals. These are the goals and will be the achievements of the Democratic Party. [cheers and applause] these are the goals of this great, rich nation. These are the goals toward which i will lead, if the American People choose to follow. [applause] for 30 years, year by year, step by step, vote by vote, men of both parties have built a Solid Foundation for our present prosperity. Too many have worked too long and too hard to see this threatened now by policies which promise to undo all that we have done together over all these years. [cheers and applause] i believe most of the men and women in this hall tonight, and i believe most americans, understand that to reach our goals in our own land, we must work for peace among all lands. [applause] americas cause is still the cause of all mankind. Over the last 4 years, the world has begun to respond to a simple american belief. The belief that strength and courage and responsibility are the keys to peace. [applause] since 1961, under the leadership of that great president , john f. Kennedy, we have carried out the greatest peacetime buildup of National Strength of any nation at any time in the history of the world. [applause] i report tonight that we have spent 30 billion more on preparing this nation in the 4 years of the Kennedy Administration than would have been spent if we had followed the appropriations of the last year of the previous administration. [applause] i report tonight as president of the United States and as commander in chief of the armed forces on the strength of your country, and i tell you that it is greater than any adversary. [applause] i assure you that it is greater than the combined might of all the nations, in all the wars, in all the history of this planet. [applause] and i report our superiority is growing. [applause] weapons do not make peace. Men make peace. [applause] and peace comes not through strength alone, but through wisdom and patience and restraint. [applause] and these qualities under the leadership of president kennedy brought a Treaty Banning Nuclear tests in the atmosphere. And a hundred other nations in the world joined us. [applause] other agreements were reached and other steps were taken. And their single guide was to lessen the danger to men without increasing the danger to freedom. [applause] their single purpose was peace in the world. And as a result of these policies, the world tonight knows where we stand. And our allies know where we stand, too. [applause] and our adversaries have learned again that we will never waver in the defense of freedom. [applause] the true courage of this nuclear age lies in the quest for peace. There is no place in todays world for weakness. But there is also no place in todays world for recklessness. [applause] we cannot act rashly with the Nuclear Weapons that could destroy us all. The only course is to press with all our mind and all our will to make sure, doubly sure, that these weapons are never really used at all. [applause] this is a dangerous and a difficult world in which we live tonight. I promise no easy answers. But i do promise this. I pledge the firmness to defend freedom, the strength to support that firmness, and a constant, patient effort to move the world toward peace instead of war. [applause] pres. Johnson and here at home one of our greatest responsibilities is to assure fair play for all of our people. [applause] every american has the right to be treated as a person. Able to find a job. [applause] [cheers and applause] he should be able to educate his children, he should be able to vote in elections and he should [applause] be judged on his merits as a person. [applause] well, this is the fixed policy and the fixed determination of the Democratic Party and the United States of america. [cheers and applause] so long as i am your president , i intend to carry out what the constitution demands and justice requires equal justice under law for all americans. [cheers and applause] we cannot and we will not allow this great purpose to be endangered by reckless acts of violence. [applause] those who break the law, those who create disorder, whether in the north or the south, must be caught and must be brought to justice. [applause] [cheers and applause] and i believe that every man and woman in this room tonight join s me in saying that in every part of this country the law must be respected and violence must be stopped. [cheers and applause] and wherever a local officer seeks help or federal law is broken, i have pledged and i will use the full resources of the federal government. [applause] let no one tell you that he can hold back progress and at the same time keep the peace. This is a false and empty promise. To stand in the way of orderly progress is to encourage violence. [cheers and applause] and i say tonight to those who wish us well, and to those who wish us ill, the growing forces in this country are the forces of common human decency, and not the forces of bigotry and fear and smear. [cheers] [applause] our problems are many and are great. But our opportunities are even greater. And let me make this clear. I ask the American People for a mandate, not to preside over a finished program, not just to keep things going, i ask the American People for a mandate to begin. [applause] this nation, this generation, in this hour, has mans first chance to build the great society, a place where the meaning of mans life matches the marvels of mans labor. [applause] we seek a nation where every man can find reward in work and satisfaction in the use of his talents. We seek a nation where every man can seek knowledge, and touch beauty, and rejoice in the closeness of family and community. [applause] we seek a nation where every man can, in the words of our oldest promise, follow the pursuit of happiness, not just security, but achievements and excellence and fulfillment of the spirit. And fulfillment in the spirit. So let us join together in this great task. Will you join me tonight in starting [cheers and applause] in rebuilding our cities to make them a decent place for our children to live in . [applause] will you join me tonight in starting a program that will protect the beauty of our land and the air that we breathe . [applause] [cheers and applause] so let us, let us join together in gibbering every american in giving every american the fullest life that can hope for, the ultimate test of our civilization. The ultimate test of our faithfulness. Past, it is not in our goods nor in our guns. Quality, the quality of our peopless lives. And in the men and women that we produce. [cheers and applause] this goal can be hours ours. We have the resources. We have the knowledge. But tonight, we must seek the courage. [applause] isause tonight the contest the same that we have faced at every turning point in history. It is not between liberals and conservatives. Ands not between parties party or platform and platform. Courage and to meditate. Timidity. [applause] between those who have who see whathose can be, and those who want only to maintain the status quo. Hungry, whois cannot find work, or educate his children. Bowed by want. That man is not fully free. Fromore than 30 years, social security, to the war against poverty, we have diligently worked to enlarge the freedom of man. And as a result, americans to live as freer they want to live, to pursue their ambitions, to meet their desires, to raise their families, our at any time and all of glorious history. That this is [cheers and applause] i am determined, in all the time that is mine, to use all the talents that i have, for bringing this great lovable land, this great nation of ours, together, together in greater unity, in pursuit of this common purpose. [cheers and applause] the Founding Fathers dreamed america before it was. Pioneers dreamed of great cities on the wilderness they had crossed. Is on its way. [applause] during four futile years, the administration which we shall replace has distorted and lost that faith. [cheers and applause] now, failures cement the wall of shame in berlin. Failures blot the sands of shame at the bay of pigs. Failures mark the slow death of freedom in laos. Failures infest the jungles of vietnam. And failures haunt the houses of our once great alliances and undermine the greatest bulwark ever erected by free nations the nato community. [cheers and applause] failures proclaim lost leadership, obscure purpose, weakening wills, and the risk of inciting our sworn enemies to new aggressions and to new excesses. Because of this administration, we are tonight a world divided, we are a nation becalmed. We have lost the brisk pace of diversity and the genius of individual creativity. We are plodding along at a pace set by centralized planning, red tape, rules without responsibility, and regimentation without recourse. [cheers and applause] rather than useful jobs in our country, our people have been offered bureaucratic make work, rather than moral leadership, they have been given bread and circuses, spectacles, and, yes, they have even been given scandals. [applause] tonight, there is violence in our streets, corruption in our highest offices, aimlessness amongst our youth, anxiety among our elders, and there is a virtual despair among the many who look beyond material success for the inner meaning of their lives. And where examples of morality should be set, the opposite is seen. Small men seeking great wealth or power have too often and too long turned even the highest levels of Public Service into mere personal opportunity. [cheers and applause] now, certainly, simple honesty is not too much to demand of men in government. We find it in most. Republicans demand it from everyone. [cheers and applause] they demand it from everyone, no matter how exalted or protected his position might be. [applause] the growing menace in our country tonight, to personal safety, to life, to limb and property, in homes, in churches, on the playgrounds, and places of business, particularly in our great cities, is the mounting concern, or should be, of every thoughtful citizen in the United States. [applause] security from domestic violence, no less than from foreign aggression, is the most elementary and fundamental purpose of any government, and a government that cannot fulfill that purpose is one that cannot long command the loyalty of its citizens. [cheers and applause] history shows us, demonstrates that nothing nothing prepares the way for tyranny more than the failure of Public Officials to keep the streets safe from bullies and marauders. [cheers and applause] now, we republicans see all this as more, much more, than the result of mere political differences or mere political mistakes. We see this as the result of a fundamentally and absolutely wrong view of man, his nature, and his destiny. [applause] those who seek to live your lives for you, to take your liberties in return for relieving you of yours, those who elevate the state and downgrade the citizen must see ultimately a world in which earthly power can be substituted for divine will, and this nation [applause] this nation was founded upon the rejection of that notion and upon the acceptance of god as the author of freedom. [cheers and applause] those who seek absolute power, even though they seek it to do what they regard as good, are simply demanding the right to enforce their own version of heaven on earth. [applause] and let me remind you, they are the very ones who always create the most hellish tyrannies. [cheers and applause] absolute power does corrupt, and those who seek it must be suspect and must be opposed. Their mistaken course stems from false notions of equality, ladies and gentlemen. Equality, rightly understood, as our Founding Fathers understood it, leads to liberty and to the emancipation of creative differences. Wrongly understood, as it has been so tragically in our time, it leads first to conformity and then to despotism. [cheers and applause] fellow republicans, it is the cause of republicanism to resist concentrations of power, private or public, which [applause] which enforce such conformity and inflict such despotism. It is the cause of republicanism to ensure that power remains in the hands of the people. [applause] and, so help us god, that is exactly what a republican president will do with the help of a republican congress. [cheers and applause] it is further the cause of republicanism to restore a clear understanding of the tyranny of man over man in the world at large. It is our cause to dispel the foggy thinking which avoids hard decisions in the delusion that a world of conflict will somehow mysteriously resolve itself into a world of harmony if we just dont rock the boat or irritate the forces of aggression, and this is hogwash. [cheers and applause] it is further the cause of republicanism to remind ourselves, and the world, that only the strong can remain free, that only the strong can keep the peace. [applause] now, i neednt remind you, or my fellow americans regardless of party, that republicans have shouldered this hard responsibility and marched in this cause before. It was Republican Leadership under Dwight Eisenhower that kept the peace and passed along to this administration the mightiest arsenal for defense the world has ever known. [applause] and i neednt remind you that it was the strength and the unbelievable will of the eisenhower years that kept the peace by using our strength, by using it in the formosa straits and in lebanon and by showing it courageously at all times. [applause] it was during those republican years that the thrust of communist imperialism was blunted. It was during those years of Republican Leadership that this world moved closer, not to war, but closer to peace than at any other time in the last three decades. [applause] and i neednt remind you, but i will, that its been during democratic years that our strength to deter war has stood still, and even gone into a planned decline. It has been during democratic years that we have weakly stumbled into conflict, timidly refusing to draw our own lines against aggression, deceitfully refusing to tell even our own people of our full participation, and tragically, letting our finest men die on battlefields, unmarked by purpose, unmarked by pride or the prospect of victory. [applause] yesterday, it was korea. Tonight, it is vietnam. Make no bones of this. Dont try to sweep this under the rug. We are at war in vietnam. [applause] and yet the president , who is commanderinchief of our forces, refuses to say, mind you, whether or not the objective over there is victory. And his secretary of defense continues to mislead and misinform the American People, and enough of it has gone by. [cheers and applause] and i neednt remind you, but i will it has been during democratic years that a billion persons were cast into communist captivity and their fate cynically sealed. Today, in our beloved country, we have an administration which seems eager to deal with communism in every coin known from gold to wheat, from consulates to confidence, and even human freedom itself. [applause] the republican cause demands that we brand communism as a principal disturber of peace in the world today. [applause] indeed, we should brand it as the only significant disturber of the peace, and we must make clear that until its goals of conquest are absolutely renounced and its relations with all nations tempered, communism and the governments it now controls are enemies of every man on earth who is or wants to be free. [cheers and applause] we here in america can keep the peace only if we remain vigilant and only if we remain strong. Only if we keep our eyes open and keep our guard up can we prevent war. [applause] and i want to make this abundantly clear, i dont intend to let peace or freedom be torn from our grasp because of lack of strength or lack of will and that, i promise you, americans. [cheers and applause] i believe that we must look beyond the defense of freedom today to its extension tomorrow. I believe that the communism which boasts it will bury us will, instead, give way to the forces of freedom. [applause] and i can see in the distant and yet recognizable future the outlines of a world worthy of our dedication, our every risk, our every effort, our every sacrifice along the way. Yes, a world that will redeem the suffering of those who will be liberated from tyranny. I can see and i suggest that all thoughtful men must contemplate the flowering of an atlantic civilization, the whole world of europe unified and free, trading openly across its borders, communicating openly across the world. [applause] this is a goal far, far more meaningful than a moon shot. [applause] its a truly inspiring goal for all free men to set for themselves during the latter half of the twentieth century. I can also see, and all free men must thrill to the events of this atlantic civilization joined by its great ocean highway to the United States. What a destiny, what a destiny can be ours to stand as a Great Central pillar linking europe, the americans, and the venerable and vital peoples and cultures of the pacific. I can see a day when all the americas, north and south, will be linked in a mighty system, a system in which the errors and misunderstandings of the past will be submerged one by one in a rising tide of prosperity and interdependence. We know that the misunderstandings of centuries are not to be wiped away in a day or wiped away in an hour. But we pledge that human sympathy, what our neighbors to the south call that attitude of simpatico, no less than enlightened selfinterest will be our guide. [applause] i can see this atlantic civilization galvanizing and guiding emergent nations everywhere. I know this freedom is not the fruit of every soil. I know that our own freedom was achieved through centuries by unremitting efforts by brave and wise men. I know that the road to freedom is a long and a challenging road. I know also that some men may walk away from it, that some men resist challenge, accepting the false security of governmental paternalism. [applause] and i pledge that the america i envision in the years ahead will extend its hand in health, in teaching, and in cultivation, so that all new nations will be at least encouraged to go our way, so that they will not wander down the dark alleys of tyranny or to the deadend streets of collectivism. [applause] my fellow republicans, we do no man a service by hiding freedoms light under a bushel of mistaken humility. [applause] i seek an american proud of its past, proud of its ways, proud of its dreams, and determined actively to proclaim them. But our example to the world must, like charity, begin at home. [applause] in our vision of a good and decent future, free and peaceful, there must be room for deliberation of the energy and talent of the individual, otherwise our vision is blind at the outset. We must assure a society here which, while never abandoning the needy or forsaking the helpless, nurtures incentives and opportunity for the creative and the productive. [applause] we must know the whole good is the product of many single contributions. I cherish the day when our children once again will restore as heroes the sort of men and women who, unafraid and undaunted, pursue the truth, strive to cure disease, subdue and make fruitful our natural environment, and produce the inventive engines of production, science, and technology. [applause] this nation, whose creative people have enhanced this entire span of history, should again thrive upon the greatness of all those things which we, as individual citizens, can and should do. During republican years, this, again, will be a nation of men and women, of families proud of their role, jealous of their responsibilities, unlimited in their aspirations, a nation where all who can will be selfreliant. [cheers and applause] we republicans see in our constitutional form of government the great framework which assures the orderly but dynamic fulfillment of the whole man, and we see the whole man as the great reason for instituting orderly government in the first place. We see in private property and in economy based upon and fostering private property, the one way to make government a durable ally of the whole man, rather than his determined enemy. [applause] we see in the sanctity of private property the only Durable Foundation for Constitutional Government in a free society. [applause] and beyond that, we see, in cherished diversity of ways, diversity of thoughts, of motives and accomplishments. We do not seek to lead anyones life for him, we seek only to secure his rights and to guarantee him opportunity [applause] guarantee him opportunity to strive, with government performing only those needed and constitutionally sanctioned tasks which cannot otherwise be performed. [cheers and applause] we republicans seek a government that attends to its inherent responsibilities of maintaining a stable monetary and fiscal climate, encouraging a free and a competitive economy, and enforcing law and order. [cheers and applause] thus do we seek inventiveness, diversity, and creativity within a stable order, for we republicans define governments role where needed at many, many levels, preferably, though, the one closest to the people involved. [applause] our towns and our cities, then our counties, then our states, then our regional compacts, and only then, the national government. [applause] that, let me remind you, is the ladder of liberty, built by decentralized power. On it also we must have balance between the branches of government at every level. [applause] balance, diversity, creative difference, these are the elements of republican equation. Republicans agree heartily to disagree on many, many of their applications, but we have never disagreed on the basic fundamental issues of why you and i are republicans. [applause] this is a party, this Republican Party is a party for free men, not for blind followers, and not for conformists. [cheers and applause] back in 1858, Abraham Lincoln said this of the Republican Party, and i quote him, because he probably could have said it during the last week or so it was composed of strained, discordant, and even hostile elements, 1858. Yet all of these elements agreed on one paramount objective to arrest the progress of slavery, and place it in the course of ultimate extinction.
