By mail, theyoted sold handle 450 million, there is no question if everybody voted by mail, they would be fine with that. The real question isnt the Postal Service, it will go to the Elections Office or the people voting, are the ballots accurate. Of them getne third thrown out so i think the post office is getting caught up in the political debate and that is the last place the post office should be because there are no problems there. Dan i think one of the reasons that so many of our members are concerned is because just as this debate was beginning to get more visibility, the president said last week he thought additional money for the post office in the covid relief package should be withheld, because it would prevent mailin voting from taking place on the scale that many have called for. Now, you and a senator Mitch Mcconnell have made it clear that you both believe it should be in the budget, so help us some or establish clarity on what the president was trying to say. Rep. Mccarthy let me be clear. We have already passed the cares bill, which provides money for the post office. I have watched all the commissioners. There is plenty of money. The difference between mail ballots and absentees. This is a legitimate argument. Because what happens if you are changing because of covid in california, we have half the people voting absentee. I vote absentee in a lot of times. Because you can sign up to be a permanent absentee. In los angeles they have had , problems because when you apply by absentee it means you are already registered. You are filling out an application. They know it is going to you. You have a record. L. A. County got sued when they had a million more people on the rolls then they actually had. They had to clean up the records. If you change that to an all mail ballot, you sent everybody a ballot on the record. And they have not been updated. That is when you get a problem for some fraud because you dont have signature checks. It is not updated. That is where the president lies. He voted this week by absentee. He is concerned by mailin ballots and not absentee ballots. He was confused when he was making his message about the post office. He wants to make sure that all of the money is going to the post office. And they have more than enough money going into next year. Dan if i understand right, where you draw they distinguish is not between absentee and mail voting. Because i have seen those terms used interchangeably. You are drawing a distinction between people who request the opportunity to vote by mail. Versus sending out a ballot to everyone proactively, is that the distinction . Rep. Mccarthy that is the clear distinction. In a world of covid, more people should be able to vote absentee. I have no problem with that. I want to have a check and balance inside our election process. You know you have an honest election because we had a few people plead guilty down in l. A. That they were filling out for Homeless People and others. We watched it in new york when they went to an allmail ballot. They are still counting the ballots. A third of them did not work through. If you are going to do an absentee ballot, we should make sure our vote counts. We can trace it and follow it. In california, they changed the rules. Made it a little bit more relaxed about who can turn the ballot in. That became a discussion in the last election. The one thing i love about our elections, in history, we go inside our curtains and no one can dictate how we vote. We can vote in privacy. The more you are forcing someone else can pick up your ballot and knowing how you vote. I want to make sure we have a check. That they check with my Voter Registration. If i sign my absentee, they check that absentee along with my Voter Registration to make sure im the same person and someone knows i am voting on my ballot. Dan our audience will have more questions on this later. We will move on in just a second. One last question on mail before we go on to other stuff. You said in the time of covid additional mail voting was a good idea for those concerned about exposing themselves to the virus. California, and this is the distinction were talking about, is sending a ballot proactively to every registered voter. There are several states that are sending ballot applications rather than the ballot themselves to every registered voter, therefore the individual has to send back the application in order to get the ballot. Is that an alternative . Rep. Mccarthy it makes it better because just in the last two years, l. A. Got sued because they had one million more people on the roll than they actually had. What happened in the Elections Office, think how often people move. They dont remove you from the election rolls. They can have four or five People Living in the same location. If you mail everybody in an application, you will clean the rolls up. They have to send them back in so you know this is a legitimate individual. It is like holding a bunch of ballots and putting them on the sidewalk and anybody can pick them up and mail a ballot. You do not know who was picking them up. If you have some kind of check, you have my signature on record for my Voter Registration. They check to make sure on the same person. Dan Speaker Pelosi is calling the house back into session to vote on to call a vote on whether or not an additional 25 million 25 billion should be spent on the Postal Service. Will you vote for that or will you instruct your caucus to vote for it or against it . Rep. Mccarthy how can we instruct anyone to vote for it . No one has seen it and no one has read it. It has not been through committee. Not tois where play partisanship, but this is purely partisan to be called back. I think we should be called back but not for this. We should be called back to deal with covid. We have schools trying to reopen. Some of them are reopening, some of them are planning to reopen. What are we doing to help me safely . Ols open we have businesses trying to open up. We have Small Businesses wondering if they can open again when government has shut them down. The ppp program that provided funding to give to their employees was so successful but it only went for two months. Could we extend that . Small businesses and schools and governments wondering if they will get sued. Should we do Liability Protection . You have people unemployed who actually got a bonus, another 15 an hour from the federal government, along with what california gave them. So, they were getting 24 an hour. That 15 an hour has run out. Is their ability to find Common Ground between that, maybe they can still get a bonus . That is what we should be called back for. To be called back for the Postal Service that already told us they have enough money, a postmaster yesterday who just said he will have no changes between now and the election, i dont know why we would vote on anything that would not change any of the outcomes. It is more a political nature of why we are coming back. Dan just to clarify, Speaker Pelosi said she wants congress to deal with a covid relief package before late september when you come back to deal with the broader budgetary questions. How quickly would you Bring Congress back into session to deal with covid relief . Rep. Mccarthy she has all the power. She said before august we would not leave until we dealt with it. Apparently that is not true. Now she postponed it, let everybody leave. Look i understand congress at , times has a problem making deadlines. But i have always understood be , it at the state legislature or congress, once you get to the deadline people start paying attention more. And if they thought they were going to be able to leave and keep them there, they will make their decisions sooner. So i would have never let us leave. I think that covid is too important. I think the economy is too important. And this is where the speaker and i have had differences of opinion. In every covid19 bill we have done there are times were here Speaker Pelosi has delayed things. I was trying to get in a Liability Protection for 3m. They make different masks. They make different styles. Some a doctor would use for surgery, some that whitley would use any business. Use some that they would use any business. It is frustrating to sell it to the public and get sued. We wanted to do Liability Protection would have given us 30 million more masks. We could not get that in. When we were dealing with the cares act, schumer said he was ready to go and pelosi said no. She held it up. We got more money for the arts. I did not think that was a reason to hold it up, covid19. I did not think that was a reason. When the ppp program does so well we watched the money running out. Secretary of the treasury requested more money. This was about a month early. Bill, not need a new new language it would add more , money to a program we already voted for. She opened up ever frigid and and said no onor it wasnight show, and held up for another week. We will disagree on some things but we can find Common Ground when he came to covid on things we can agree to. Lets do those. The other things that dont deal with covid, we put aside for another day. Lets not delay longer. What do you do when people are out of work . What do we do when people are trying to pay the rent and they are not getting their check again . It creates new problems in the financial markets. Dan lets talk more about the covid package. Im sure you knew before the rest of us did, the Associated Press reported this morning that Senate Republicans are moving forward with a covid relief package. Roy blunt of missouri said the legislation will include 300 for weekly on Employment Unemployment benefits. He believes that those can last through the end of the year. That is extra. To what the state already applied to. Dan 300 on top of the state payments. It also includes some additional money for education and for virus testing. It is not include a renewal of a onetime direct payment of up to 1200 for taxpayers and dependents. I dont know if this is a bill or informal proposals. Are you familiar with what Senate Republicans are proposing . Are you comfortable with it . Rep. Mccarthy i was talking to leader mcconnells office this morning. I am familiar with what they are trying to do. Its an opportunity when we are back to work. I have another difference of opinion with the speaker. I believe congress is essential. Through every crisis we have had in this country, from yellow fever, the civil war, world war ii, 9 11, congress met. We even met when they burned the capitol down. I dont think we should be staying home and voting by proxy. I think we should be working. I think people call this a skinny bill these are all things everyone in congress has agreed to. The senate has different rules. It takes 60 votes. People have differences of opinion. They did not put it in the bill. Lets do the things we agreed upon and get that also people that out so people dont hurt any longer. I think that is an approach to go. If that gets denied, kind of like Police Reform where they wont let it come up for debate, that becomes a problem. You have to have 60 votes to even get a debate. Dan we had senator tim scott talking about the Police Reform bill. I would like to come back to that later if we have time. A couple of particular points about the covid bill and the differences between the two parties, what the speaker is proposing and what we heard from senator blunt. As you know, i teach these days at uc berkeley and the university of Southern California and pepperdine. I am proud that i not only have two former students working on your staff, but on the speaker s staff as well. I brag about them all equally. One of the biggest differences between the two is the funding for education, both k12 and higher ed. How do you see those differences getting resolved . What do you tell students and parents about how you feel the best way is to solve the differences between you and the speaker is calling for . Rep. Mccarthy i like to write bills based upon data. If i take the democrats bill, that was 3 trillion. I did not vote for that bill for a number of reasons. In it, they had about 100 billion. In the senate proposal, republicans had more for schools. 105 billion. Now the request has gone higher. Sometimes, if i get the numbers wrong it is because i will have meetings with foreign leaders and my mind might come to what they are requesting. Now they are requesting 400 billion. Im not sure where that number comes from. I would like to do something for the schools. I know the schools are opening now. Republicans offered more than what the democrats had passed. It almost becomes a similar to a game, somebody else offered more and now i have to offer more. That is not a reason to hold the bill up. I would take what people agreed and see if we can get to places to find Common Ground. It is like unemployment. When we crafted the unemployment , the onesizefitsall does not work. The unemployment you need in bakersfield is different than new york city. But we were in such a rush because covid was coming, we extent it until the with the ppp program we learned 31st. We needed more flexibility for Small Business. We found Common Ground there. In the cares act, we had republicans and democrats working in committees and crafting it based on their expertise. That was a great moment. The difference is it is leadership only negotiating. I think every member should apply and those members and their expertise areas. Let them work together. Kind of what we did on the cares bill on the senate side. Republicans and democrats focusing on that section. You work to that. If we can come together, bring it all to one package, that works really well. We found Common Ground. As you teach government, no one side gets everything they want. Our government is designed to find compromise. Right now, we are just finding reasons not to go forward. I dont know if that is because in less than 80 days we have an election. We are in a different time with covid. That should not be a part of it and that is why Police Reform should not be a part of that either. Dan the California State Legislature where you start as , republican leader before being elected to congress, passed a budget how governor gavin newsom signed that predicates a huge amount of state spending on education, health care, and other issues. That spending is predicated on money from the federal government. Was that a mistake . Rep. Mccarthy i do not know. I remember, when i was growing up i watched popeye and i ate a hamburger that day and would not pay for it on tuesday. I dont think that is how i would run a state. If something came in, i would add onto that. I think that is better planning from that standpoint. I think the federal government can get together. I think of the speaker would call us back the reason you take a break in august is d. C. Used to be a swamp. It is hot and you made. You made. But they do not have rolling blackouts like california. I would make members go back and work. Dan speaking of rolling blackouts, you are not the White House Press secretary but the republican leader in the house of representatives, the president said yesterday in California Democrats have intentionally implemented rolling blackouts. As you know from your time in the state, those decisions are made by the California Independent system operator. As opposed to elected officials. Is that a Fair Assessment in his opinion . Rep. Mccarthy if you take what he said, he is probably saying the policies of the democrats have led to the blackouts. Love thisnia, i state. I know the potential of this estate. I come from a region that supplies a great deal of electricity to california. We are number one when it comes to solar. Number one when it comes to wind. Number one when it comes to oil production. We have geothermal. I have nuclear just outside. It is kind of all of the above. But in california, we pay on average 40 more for our electricity than other states. Now when we are sitting in a state that is having a heat wave and you cant guarantee whether you will have electricity, you know. In my own town the water , filtration for the city, some will have to be shut down. There is an ability to have solar, but at the same time you shouldnt have to turn it off when the sun goes down. There is ability to have wind, but you shouldnt have to turn it off on the wind will blow. When the wind will not blow. You need all of the above. Especially if we are paying more than everyone else and you cannot guarantee it, the president is right about those policies. They are not delivering for those in california in a time when they need it. Dan in just one minute i will turn this over to jessica. She has piles and piles of questions from our audience. I will step aside. But before i step aside, one last question i would like to ask you. Michigan State University announced they were shutting down all classes. Notre dame announced yesterday they would delay the start of fall classes. University of North Carolina made the same announcement. The pacific 12 in the big ten athletic conferences have both decided to delay all fall sports, including College Football, which is a tremendous cultural and economic import and in a lot of states. The big ten and pack 12 decided pac 12 decided to delay their schedule until january at the earliest. Other conferences, other schools, other parts of the country are going forward. Given there is Additional Information indicating young people are more susceptible to the coronavirus than originally thought, what would your position be on whether or not college sports, specifically football, should or should not attempt to go forward this fall . Rep. Mccarthy having never had the athletic ability to play collegelevel, but High School Level football, you have a short time playing for eligibility in college. Either you give them another year of eligibility if they cant play. If they dont to play i wouldnt i would look at the ability to still be able to if they can. If they play in a safe manner, if they have the ability to go, i would give them the option. I do this based upon speaking to people who played. Anthony gonzalez, who was served. Ith, was a top draft pick he is a very conscientious member. He said they teamwork is a something he saw that helped individuals who didnt have a home life, to keep them together. That it changed their way of life. The ability to make that happen. When im looking at therapeutics and vaccines, i know tomorrow is going to be better than today. I know what it means to people at the same time. I dont think one person should say, especially to the people that are adults, that they cannot do it. Tell them all the risks, all the options, and let them choose. If they choose not to, dont punish them for that choice. Give them another year of eligibility. And if they have the capability to do it, let them try. Dan on behalf of our audience who are usc, ucla, and tsu Csu Bakersfield fans, you are not calling for the shutdown, but are you saying by on an athlete by athlete basis or a school by school basis or conference by conference basis . Rep. Mccarthy you have to have somebody else to play. At least usc and ucla should play each other for the good of Southern California. Maybe they play each other three times. Just so those who want to play can. It might not be easy. It does affect the on the record ratio. These are healthier people. These are younger people. I wear a whoop. I got everybody on my staff a whoop. It measures your respiratory. Anytime the respiratory goes up, dont come to work. I think that we will have therapeutics that can keep you safe or a number of months. I look at how promising the vaccines are, and i think that this year we will have a vaccine. You know this of me my cup is , always half full. For the same reason why i became a republican. Abraham lincoln, not knowing whether our nation would stay together, he built the intercontinental railway. He knew what tomorrow would look like. And this idea that we are going to quit everything and shut down, i dont think it is the best mode. That is my belief. I want to make sure people are safe. I want to practice safety but continue my life. That is my choice. I want to give people the choice. I dont government to tell me i cant anything. I am fine wearing a mask in , i am fine keeping a safe distance. I wash my hands constantly and i want to be respectful of others. But i also want to have my chance, my opportunity to carry my life out. Dan it sounds like someone who would like to watch College Football this fall if possible. I will also note for the record that representative mccarthy announced he became a republican along with Abraham Lincoln during the civil war. Rep. Mccarthy [laughter] if you ask me why i became a republican, Abraham Lincoln, teddy roosevelt, ronald reagan. All three portraits i have in my office, and if anybody challenges me on my belief, i was not born to this party. I chose the party. I am proud of what Abraham Lincoln stood for. I am proud of what this party has stood for. Yeah, i went against what my family grew up in because i believe in it. I believe people can have differences of opinion and not hate. That people can debate ideas. When you debate ideas, there is a lot of Common Ground. Because we are all americans. I yearn for those days again. That people dont hate one another just because they have different thoughts. I think that is part of it. Dan you do not mean to imply that you became a republican simultaneously with president lincoln. Rep. Mccarthy no. But if i was alive during that time oh yeah. Of thed have been part union and i would have stood with him. Dan on that historical note, i will turn over the remainder of the program to jessica. Rep. Mccarthy and remember, was the first time the republicans took down confederate flag. 1865. Jessica thank you. And thank you so much, congressman. We have a number of questions. The first one is what do you intend to do to make the Republican Party more inclusive for people of diverse ethnic backgrounds . Rep. Mccarthy thats a great question. The best we can do, you could be inviting, but the best you can do is show everybody that they have the ability to serve. If we are really a big tent, then we should look like what we believe we are. This is interesting. We are going through the elections right now, so we are going through primaries. Im very proud of people running for congress as a republican. Do you realize we are not all the way done with our primaries . We have more than twice as many women who are going to be the nominees as republicans and last than last cycle . We have more minorities, more veterans. Just last night in florida, you watched what happened. And i think we are expanding beyond. Do we have room to grow . Yes we do. But i am proud of the effort we have put in. We have more to watch. For instance, we had one new special election in california, during the last election. And for the first time in 22 years a democrat seat slipped to , republican. Ventura, l. A. County, that was held in covid. That a firstgeneration american who had never run before winning a seat that hillary carried by a by 10. Y, and he won it that was exciting when i sat on the floor and introduced him. To think that his father came from mexico dreaming of his child having a better life. Nominated to the Naval Academy and flies jets to defend the nation he loves and is now serving them college that in congress. That is just the start of the diversity. If you go to houston, an African American who went to west paul, nancy mason from south carolina, charleston. Or Ashley Henson running in iowa. All across, we have more women than ever and more minorities running and that is the way to expand the party. Jessica we have had a number of questions asked about marjorie queen. She just won the primary in georgia. They say she will likely win a congressional seat in november, what do you think about that and how do you see her role in the party . Should the party be distancing themselves from her . Rep. Mccarthy you know, everybody gets elected proportionate we have discussions with Marjorie Greene and we recently announced to wo organizations and they do not agree with his beliefs at all. And i believe everyone has an opportunity from that standpoint. The discussions i have had with she willink i continue to work. She is a Small Business owner and she will be given an opportunity. But if you watch my actions as a leader, we have had one number member who said things that i think went against what the party of lincoln was standing for. I removed the individual from committee. The party does not decide if you serve in congress, the district decides whether you serve in congress. The Party Decides what committee you sit on and we have been very strong to take action when we think we have it. Unfortunately, this is where i have another disagreement with Speaker Pelosi. I have watched congresswoman omar say antisemitic actions , even about me personally, and no resolution. When they wanted to bring it to the floor, they had to water it down. We watched another congresswoman say on the very next night she was going to impeach the donesador, and nothing was especially on both parties. , constituents get to decide when you go to congress. The parties decide whether you serve. I question if the democrats will be able to do what the republicans have been able to do. Jessica what is your sense on the mood of congress to deal with china in the south Philippine Sea . This isarthy important. The china issue is very important. We should learn from a couple issues, especially from covid. First, thousands of lives who were lost. We could have probably contained this in china if they had allowed our scientists to come in. The continuing of flights around the world but domestically shutting them down. The aggression and movement in the south china sea, what watch what happened to hong kong. Think of what happened in hong kong for the last year. Millions would go out on a saturday, bring an umbrella and stand in the rain for the idea of freedoms in america. This is where i believe we are more than a country, we are an idea. And now they are getting shut down. This is where i asked both parties to work together. I went to the speaker more than a year ago and said we should create a Bipartisan Committee on china. Because i think it is very policies that we have on china and at that we could talk about all the issues. She agreed to it. It took me about eight months and we were actually going to name the committee. It was going to be the same number of republicans and democrats. And the night before we were going to do it, the Washington Post wrote about it and and they backed away. I do not know why. I thought this was wrong. So i had moved forward with mild test scores and i invited the democrats to work with me. But i have been meaning to have a serious discussion. China has too much control and this is where there is a great divide between republicans and. Emocrats i truly believe that the democrats have a china problem. They are not willing to stand up to them and that is a problem for america. I dont think that should be a partisan issue. I think we should do it together and have a real discussion about a real policy. Dan if i can follow up on that one, jessica. Because i think it is a fascinating and clearly a point different geopolitical landscape, one that has existed for many years. Ever since nixons first visit and for thes, better part of 40 years Republican Party orthodoxy and , conventional wisdom among leaders in both parties was that by opening up china economically, that would lead to Great Strides forward in terms of human rights and freedom for its citizens. That is clearly not the case. But i would ask going forward, you see us returning to a point where the u. S. Is interested in a more collaborative economic relationship with china, or do you see these other matters in hong kong or taiwan. . Do you see these issues as being so intractable that we are heading into another cold war . Rep. Mccarthy i do not know if it would be another cold war. Nixon opened up relations during the cold war, and of kissinger, i think if he spoke with him today, the belief was that they would become more democratic and open up to more freedom. If we took them inside the wto. They took an economic advantage, but they have not changed. They have actually clamped down on freedom. In china today, if you want to buy an airline ticket, you can have the money but that does not mean they will sell you the ticket. They will give you a score based upon your social score, would what you have said on twitter and on social media. The way they treat others of muslim faith and others. Happenedng at what with covid. Watch what they are doing in australia. When they told obama they would not weaponize these islands. That was alive. Lie. S a but what about the ip they have sold around the world. And what about selling ppe to countries and not telling them about covid. Look at what japan is doing. Theyre almost in a world trying to bully the situation. I think people have now woken up that it is not to help africa to they are not there to supply money within africa to help, but to gain an economic game there. Do you have the rule of law, do have the ability to participate . This is where our allies and others will look at things different, that they are not becoming more democratic but they are taking advantage of the situation to crack down free speech. Remember 30 years ago, one wentlion College Students into tenement square. They built that statute, the goddess of democracy, it looked like the statue of liberty and it is just across the square from the picture of mao. Then we saw that young student tank,in front of a knowing that we would never know where he lived or where he was buried. Why did they crave that . The same reason that those in east berlin and west berlin knocked down that wall. It was the beacon of americas freedom of individual guidance that was more than powerful. I think that will always win time,ut in this moment in with the power that china has become it is more than american , policy. It should be all of those in the free world working together. Because individually, they are going after countries in australia and others and that is why one policy from america, not being afraid. I mean, i just read a story, you probably read it, from the fbi, that china is now playing in our election. That they really do want one side to win over the other, and that could go directly into her economics of the future. So this is why we should have an open, honest debate about china. Jessica thank you. I would jump in here again. Can you please defend the republican lawsuit trying to upend the Affordable Care act, especially during the pandemic . Rep. Mccarthy the lawsuit has gone on long before the pandemic. Whether you agree or disagree, i think everyone has the right to fight for liberty and freedom. If they feel like there are questions about they do not have the freedom to pick the health care of their choice, if they are having an argument where they do not want to pay for abortion, but they are being forced to, anybody has the right to stand for their freedom. I dont think that is wrong. Individual mandate and others. Canink that republicans defend it because republicans believe protecting the right of individuals, but also believe that a Health Care System that will for individuals, that not take things away from them providing the essential cares , for them and theres nothing , wrong with having a debate about health care. Republicans that have to defend it, though Democratic Party running right now, they want to medicare for all. They do not support obamacare. Almost both parties have rejected obamacare and think there is a better path better and better method to go forward. Even if i disagree with the person but they were arguing for their own freedom, yes, they have the right to go to court. Jessica the next questioner asks, we are a Homeless Service provider in your district and across the state. We are concerned about the lack of a deal on evictions and Unemployment Insurance that could lead to a surge in homelessness. How do you want to handle this . Rep. Mccarthy i was concerned about that with the relief package. Unfortunately, we are not in session. If i was a speaker, i would call us back and make it happen. The president has tried for executive order. There are certain things you can and cannot do. If you are in my district, i thank you for that. I have had different symposiums. I think one of the best leaders on homelessness, i would say is , Kevin Faulkner in san diego. We have had him up working with our own mayor. They have done a tremendous job. We are actually working together with the city and county, with our Health Facilities and education facilities because i think that homelessness is one of the number one issues in california. You will know that half of it is coming from drugs. The way we are treating people, can they still get treatment . We have a challenge when it comes to not just drugs, but the affordability. California has become very tough to be affordable. Mental health is one of the biggest ones. In the middle of covid, Mental Health is continuing to grow. Even duringfriends this time that have committed suicide. We have a lot of work to do so we should be back in session. Jessica thank you. There is a significant concern about how a fire back up the Nations Research enterprise, which has been badly affected by covid19, especially at colleges and universities. Do you expect the next emergency funding bill to fend Research Agencies enough to allow them to restart the Research Enterprise . Thus californias economic engine. Rep. Mccarthy that is one of the major reasons why i did not support the democrat bill. It actually mentioned cannabis more than jobs. Or research. I was actually proud of, when i was the majority leader, that we cdc,ased the funding for almost an average of 40 . We created a unit at the time. We cannot go wrong by investing more into research, especially if we want to stay ahead of china and everybody else. I am a believer that is a culmination of not just investing in research and others, but that we have the brightest minds around the world coming to america. I think we should have an immigration system that allows them to become an american. I think that would help us at the same time. Theres a common sense of things we can do. There is a sense that congress should be meeting right now. I have heard from those in the medical community and others, the idea for the first time in america that the leadership in congress does not think that they should meet. The senate still does, but not congress. Clarify they, to question, talk about research broadly but specifically the Research Capacities in universities around the state and country. Going back to the conversation from earlier, you are comfortable with the amount of money for Higher Education in the relief proposal will allow sufficient Financial Resources for that Research Capacity at our universities to continue. Rep. Mccarthy very much so. Remember what we have. You are wondering, is there enough money . There is appropriated that has 1 trillion not gone out. There is more than per state. 100 billionthere is more than 100 billion for Small Businesses. Now that the states have opened back up, now that we have gone through covid we have better data to understand what do we need and to invest in. I have watched georgetown spend millions of dollars to prepare to open up and then the mayor told them they could not. Georgetown felt they did the work and they spent a great deal of money. We could do two different things. I could do a tax incentive or a tax credit to let somebody write it off. I have money in there for education so they can prepare, because not every School District is the same, when it comes to the wealth. They have done the work preparing and they have spent that outlay, and what is congress doing, they are not even in session. There is no more an issue about will be called back ,or one day for a postal bill an issue that we have nothing about, and have not even read. Jessica there was an article in science news suggesting california could face heat events worse than today. However, you continue to roll back environmental regulations. Over 100 so far. What do you see as a path to eliminating harmful emissions . Rep. Mccarthy that is a great question. I want everybody to sit back and listen because everybody should be concerned about the environment. We should look at the environment in a global way. What the paris accord does, it allows china to continue to cause a great deal of Carbon Dioxide going into the air and not be held accountable. Our co2has lowered emissions. They are polluting and lowering our co2 emissions when i watch emissions. When i watch russia build gas. Er pipeline of natural do do you know that gas from america is 42 cleaner . They actually import natural gas from russia when america is cleaner and we can export now. Lets think about basic things we can do if we care about the environment. The first thing we care about is capturing Carbon Dioxide. The greatest thing we can do is plant one trillion trees. A tree is the lung of the earth. Teddy roosevelt told us that. What does it do . It takes the co2 and releases oxygen. If you have something behind you, that shelf, that has captured carbon for the last 50 years. If we did one trillion trees that is the equivalent taking , out all of the co2 from the beginning of the industrial revolution, two thirds of all of it, until today. In california, we have a beautiful oceans and we are worried about the plastic. Did you know that 90 of all the plastic comes from 10 rivers in the world. They are not in america but why , dont we use our foreign aid to clean those rivers up . Why dont we enhance our ability cleaner emissions . We have the ability now to actually suck carbon out of the air and use it for production. They are doing it texas today. There are so many ways to go around doing this while protecting our environment and enhancing our economy. But if we are going to allow china and india to continue on a to pollute on a different standard, we are wrong about that. Thats why i think people should look at what the republicans have offered. Jessica thank you. Given canadas partnership with us on all things defense, do you since world war i, do you agree with the reimposition of aluminum tariffs . Rep. Mccarthy i have concerns about the tariffs. The tariffs on aluminum. I think that our agreement is fantastic. I think what the president has done with modifying nafta has been incredibly important. If i had a business today, and i was in china, i would get it out of china first and foremost. I would not move to vietnam, i would move to canada, america or mexico. Newestca is the strongest trade agreement and you would have the strongest economies of all, even during covid19 you could truck something backandforth. That only builds to the strength of what this administration was able to do. Well be able to build but we have to continue to watch. Because even though a country is our ally, there is a market to they will flood a market to controlling industry. We have to be willing to stand up to it. Jessica why is their opposition to absentee ballots, it appears it is the bipartisan solution. Why not give the option for absentee or socially distant voting in a solution . Rep. Mccarthy there is opposition to mailin ballots, not absentee ballots. This is where, because we have dealt with politics for so long, people will not know the difference. If you had an old christmas list for 30 years, would you email mail everybody on that list a card even though you had not talked to them or moved or got married . Or would you update it. An absentee ballot actually allows anybody to request. It protects the truth in voting. That you have a check with your signature and Voter Registration. In california, we make it so easy that you could make one check and be absentee forever. I have no problems with that, i have a problem with sending everybody a ballot on the voter roll. Viewer says that each party has an agenda shaped by its partisan, ideological goals. Sometimes it feels officials are motivated only by partisan ideals. To what extent do nonpartisan ideals, such as ensuring free elections, securing basic freedoms, and securing a free press factor into your partys agenda . Rep. Mccarthy i would hope it would be a foundation. Foundation no matter what party. The green party, libertarian party, or others. Our foundation should be really our constitution or declaration of independence. Think about it. I told dan this earlier. When i think about why i was a republican, its also about being an american. You think about if lincoln was , here and he watched the nature of where we are today, what would he tell us . I think he would tell you to believe in the exceptionalism of this country. I think he would say, simply from the gettysburg address, that a government by the people and for the people shall not perish. He believed the idea of government, of the people, by the people, would sustain itself. Name me one other nation ever conceived in liberty and dedicated to the notion that everybody is equal. That should be the foundation of every party. Then you can argue about the size and scope of government. But today we are arguing that something much different. This is where i have a different opinion. I watch people in the Democratic Party and i know they have different parties within their own. I watch this colleague of mine congresswoman omar. ,she was born in somalia she was andving in a refugee camp, the greatness of america opens up her arms and becomes a citizen of america. Not just a citizen, but she gets elected to the u. S. House of representatives. Less than 11,000 people have ever had this privilege. And instead of sitting in the house, saying we need to duplicate this all around the world, she says we need to dismantle it. This is where we have a difference of opinion. Were almost having a difference of debate between republicans and democrats. But i believe the debate today is more about a philosophy of socialism versus freedom. There is no disrespect for one another. Bernie sanders is openly not a democrat, he is a socialist. He tells you that. Im not saying its just a difference of opinion. Come down the boat in the middle in the red, a woman, and in the back is a native american. I do not know if they are in the boat historically, but to the young immigrant who lived in america that is who he believed would be in the boat. The second to last person is a farmer, he has his hand across his face, and he is the 13 that nobody sees. This young artist was saying here we are, not even a nation, but an idea. That we are willing to risk everything even though we had not won yet. Here is a hand, will you get in the boat and joint . That is as true today as it was then. The water is choppy, the debates are tough, but at the end of the day lets remember we are in the same boat together. And if we ride together, we will get to the other side. Tomorrow will be better than today. It is not a problem if the person across the boat from you is a different gender and different color, and a low and behold my have different philosophies, but we all have we one. Are all americans. And we respect one another for doing it. I respect los angeles being able to have this and having differences of debate, shifting one week and then to the other. That says a lot about your group.
