Senate republicans have unveiled their proposal for another economic aid bill that includes another round of steam the checks, additional unemployment benefits, and an extension of the Patient Protection loan program. We then of course ended up with a debt the size of our economy for the First Time Since world war ii, which is concerning. I said i thought we needed to push the pause button. I began to see the impact of the cares act and related acts that passed during that time. See how we did when the economy began to reopen and take another look at what the country needed in july. Senate republicans and the administration have been consulting over the last few weeks to come up with a realistic proposal with what we think is an appropriate amount of Additional Debt to be added to the economy at this time. We think it is about a trillion dollars. We have allocated that in a way that we think makes the most sense for the country at this particular time. It will include liability urance, which senator liability protections, which senator cornyn is going to describe. There will not be a bill that passes the senate but does not have this in it. Been 3500 already lawsuits filed. The country cannot stand an epidemic of lawsuits on the heels of the pandemic we are already working our way through. So, im going to call on my colleagues who have developed the various Component Parts of our proposal. I am not certain who comes second. Do we know who is next . Bob, who is second . Number one, we are going to continue the Economic Impact payments that were made in april and may. Oft means the average family ofr will get another payment 3400. It includes just a few people that were unintentionally left out of the last one. , college andents lt better somebody elses and adults that are somebody elses dependent. We extended unemployment insurance. Remember that is on top of whatever the different 50 states give. On top of the Economic Impact to continuee want to help the unemployed, but we want to encourage work. We have learned a tough lesson that when you pay people not to work, what you expect . What do you expect . This payment will be adjusted so we have additional payments to help people for approximately 70 to 75 of their income. That is not me. Phone ringing] that sounds just like mine. [laughter] have further tax relief for businesses to encourage hiring and rehiring. We want to do that to encourage people to get back to work and help employers support people in the meantime. Support patients in Nursing Homes and also foster youth. How state andd local governments can use federally funds including an ability to use funds to cover revenue shortfall. Lastly, i hope the democrats will come to the table and work out a bipartisan agreement. Thank you very much. Is round know this one. ,e believe as a leader said senator grassley and others will say, this is for the American People to help get them back to work, keep them at work, get them back to school, keep them in school as safely as we can. We have already put out a lot of money. These are extraordinary times. I know the house has a bigger figure than this. This is something we are going to have to work through. We think this is a pretty good package. I hope the senate in a bipartisan way will move forward with a. Forward with it. Thank you. Most of the things in our bill have meaning. I will speak about three. Choice,loans, school and childcare. March, congress agreed that 43 million americans who have a student alone student loan would not have to pay a Monthly Payment until october 1. The payment would be deferred. October 1 is around the corner. What we propose is if you have no income, you have no Monthly Payment. If you do have income, then we will change the student loan Payment System so that you never have to pay more than 10 of your income after you have deducted necessities of life like mortgage and food. Second on school choice. About 100 35,000 public and private schools in the country 135 public and private schools in the country. About 50 million children in the public schools. 5. 7 in the private schools. We think every child is equally important. About 70opose is billion for kindergarten through the 12th grade. 30 more billion dollars for colleges. That amount of money is about the same as the house passed bill. There could be an area of agreement. Senator blunt will say we believe that every school should get some money. 1200 a personut on k12. Every school should get a third of the. The rest of that. The rest of the money should go to school is making an effort to open as much as possible with students physically present. There are many more expenses when you are physically present. Buses, more teachers, more space, more protective equipment. We believe we ought to pay for that. On school choice, senator scott has a bill, which he will discuss. I am a cosponsor of that, which will give parents more choices of all schools. Centers having a hard time staying open because they have less revenue, fewer students and their need to be more safe environment for childcare. Finally, we are spending a lot of money for building up manufacturing plants. We want to make sure in the future they. Are not in china. We need to create. Vaccines they are not in china when we need to create vaccines. We authorized that as well. This is a bill about backtoschool, back to childcare and back to work. The Paycheck Protection Program has been a lifeline to more than 5 million Small Businesses and their employees nationwide. Nearlystate of maine, three quarters of all Small Businesses have received these forgivable loans that have sustained the jobs of 240,000 2. 2 billionrought to the state of maine. We are today proposing a second round of ppp loans for the hardest hit Small Businesses. Just this morning, i was talking maine whoeeper in told me at this time of year, his inn would be booked solid every night. Instead, business is down by 93 . What we are proposing is that hardest hit Small Businesses, those with revenue losses of 50 or more compared to last year would be able to receive a second ppp loan to sustaine t heir employees and help cover certain overhead expenses. Another important provision expenses toverhead be used for renovations that are necessary to comply with cdc guidelines, personal protective equipment such as masks or gloves and other renovations that may be needed to ensure the safety of both the employers and employees and employers and employees and customers. That will be helpful to restaurants that are under strict restrictions. Longterm loan component of the bill we have introduced. Senator rubio is going to explain that when he gets here. I do not think he is here yet. Beenbly, this program has one of the most successful provisions of the cares act. I am delighted we are introducing an extension of the today of it today. Thank you. Ourof protective equipment doctors and nurses and Health Care Professionals need to keep families safeeir is made in china. President trump is bent on trying to bring this back. We have a 7. 5 million tax credit to incentivize ppe material to be made in the united states. Sanitizersks, modeled off the energy tax credit. We think that will have a big effect on bringing the supply chain back. There is a requirement American Military uniforms be made in america. We are going to be putting pp under that so the stockpile will made in america. We lost the Semi Conductor industry. We are trying to bring a back. Taiwan made a big investment in texas. We are going to give tax credits to make Semi Conductors here. Senator portman has a bill that is much needed. To punish people who steal intellectual property in america. ,o create Security Council penalties for those bad actors who try to steal their way to success. Senator murkowski lives in alaska. There are a lot of preciousme metals and materials. We are becoming more dependent on china and other places for critical minerals. We have to plan to become more americanmade there. I think about 25 of the bills in the education subcommittee, about 250 billion, none of that money was there without the input from chairman shelby and chairman alexander who carried the authorizing committee. Chairman shelby chairs the full committee. On the education front, that has been talked about enough. We will have some questions later. On the Higher Education part, the 30 billion that goes to Higher Education, that money basis tout on a fte colleges and universities and will go out quickly. Many of them are going to reopen as early as the 10th of august or so. We need to get that money out. The elementary and secondary money, the two thirds being held back for people who are trying to get in Person Education reinstated again. A lot of that money can go out quickly. Least 50 bill, if at of your students are in person 50 of the time, you qualify immediately for the second two thirds of the money that would come to your school. If it is less than that, it has to be explained in different way , left up to governors and the Education Department and the state. On the health front, we have 16 billion new dollars, which is a total of 25 billion for testing. Our priority to help with testing through the states is to put a priority on elementary and secondary education, on Higher Education, on Nursing Homes and childcare facilities. Childcare facilities also get a lot of attention. 15 billion in childcare acilities that frankly have work model that does not work at 45 and 50 , which is the likely childcare enrollment as people get back to work. Some people do not want to send their kids. Other people will be looking for work themselves. Numberso help get the and the space to match, there will be some childcare expenses of distancing and other things that have to be done. You cannot get back to work if you can now get back to childcare for most families. If you are a working parent, particularly a single parent, your biggest single problem is being sure the childcare situation works. We put twice as much money in our bill as the house did in the heroes act. We will be talking moving forward from that point. Tother 26 billion goes further advance vaccines, therapeutics, particularly vaccines. Our hope is to have vaccines out there that are out by around the first of next year. In doing that, we are going to lose some money because we are going to move forward with producing some vaccines we think will get fda approval but will not work out. Moving forward with the things we think are likely to work knowing they will not all work. Also knowing the ones that do work will be available january the 15th instead of may 15. In this environment, having a vaccine in january as opposed to may is it worth billions of dollars. We are willing to take a chance on losing some money to be sure those vaccines that do work are out there earlier. Collins, a big leader in being sure we have money for the opioid abuse that has occurred as people found themselves isolated at home and may be out of work with another problem and that Mental Health issues. We have about five oya on that site 5 billion on that side of the ledger that would not be there in normal spending year. Hospitals and providers, another 25 lien for them 25 billion for them with a vigorous discussion with the administration that they need to spend all of the provider money they currently have not spent, which is about 65 billion. Add the 25 billion to it and see how close the providers are to where they would be in a normal year. Doctors toitals and do the two hardest things you can do. Stop your income and stand ready for the Biggest Health emergency that you can imagine that your hospital or your practice would have to deal with. That is not work out very well. Another 25 billion. Chairman rubio. What is this about . Im kidding. I think senator collins has outlined the new ppe proposal. Let me say that what you are hearing a lot now that the ppe money runs out as they are beginning to look at new layoffs, which is evidenced the fact that ppe was helpful. At the same time, it is also evidence we are seeing resurgence as in different parts of the country that are placing different restrictions. It is hard to survive under. Consumer behavior is affected by the news of the pandemic. It is timely. In addition to ppe, which is more targeted at businesses under 300 with some of the same parameters and the revenue demonstration is something we have seen play out over the last three weeks. That is that businesses in underserved minorities and neighborhoods there was a recent study that said 95 had less than two weeks of cash on hand. To to mention having Access Capital markets in the future. As part of this plan, there is a loan targeted at low income neighborhoods that are either in an Opportunity Zone or a market credit area. Whether these businesses can get two times a loan for 20 years at companiesare small that will not be able to otherwise gain access to that capital that allows them to survive and grow and reinvent themselves in the aftermath of this pandemic. What we do not want to see is an unequal recovery. For us, it was important to target that. I think this assistance will be timely for Small Businesses across this country who are continuing to struggle. Many of whom benefited from ppe and now are staring over the cliff again and worried about what the future will hold. I remind everyone it is not a bailout. It is about keeping people attached to their employment. These are about Viable Companies who are struggling because of government regulations necessary that are impacting their ability not just to do business but to stay in business. Senator scott. Of april, about one out of every four americans who lost their jobs worked in the restaurant business. One of the provisions is to increase the deduction for business meals from 50 to 100 . That will encourage more folks to spend money on restaurants whether it is takeout, e in in the limited spate eat in in the limited space. Ofwill increase the number hours worked by waitstaff and those working in the kitchen. Looking for a way to help the hardest hit individuals in this nation. One of the best sectors to focus on is the restaurant sector. We would like to draw the constto 22 of of the consequences of the covid crisis. One is as a result of the crisis, we are seeing the trust funds for medicare and Social Security approach insolvency on a much more rapid timetable. Secondly, we are adding up a lot of debt. We are going to have over 27 trillion of debt. That debt requires interest to be paid every year. That debt has the potential of creating more inflation down the road. Of course, it could lead to an economic calamity way down the road for people who come behind us. Republicans and democrats only bipartisan basis have been working on a bipartisan basis have been working together. That includes angus king, doug jones. Who havep of people come together along with a dozen republican senators. We have all been working together to see if we can address this. In the house, there is some 30 democrats and 30 republicans that have all written house leadership and said this approach of the trust act needs to be included in the next relief package. Simple, which is we create a bipartisan process to address each one of these trust funds individually. A committee for each one to look at how to make them solvent on a longterm basis. If we reach a bipartisan can comen, then that to the floor. Solvencyo address the of our trust funds. They are vital to our seniors and our entire nation. We have to deal with the amount of debt we are adding up as we rescue appropriately the American People from this terrible covid crisis. I am the last one standing. Two questions. [indiscernible] also, why is funding for the [indiscernible] not sure itll im is, is it . Limitations [indiscernible] we will get more information for you. Sen. Mcconnell look, i think this is a starting place. See we have had a lot of our members involved in the start. We cannot pass a bill in the Senate Without democrats. Nor obviously kennett past the house obviously can it past the house. The republicans are in the majority in the senate. This is the starting place. Have plenty of stories to cover along the way as we have these discussions back and forth across party lines and with the administration. I did not see any [indiscernible] did not discuss the airlines, employees [indiscernible] sen. Mcconnell i do not have an answer to the second one. The first is we have already appropriated an awful lot of money for assistance. But we are not going to do is federalize the American Election system, which is conducted in every single state in very different ways. We provided plenty financial assistance. We are not going to tell them electionsduct their during the pandemic or in my view, in the future either. That is why there is no additional money for election assistance.
