Newsom to make sure that we are attending, as anticipate this time of year, to so many other responsibilities. I want to talk about what we are putting out in terms of guidance and guidelines for education in the state of california in the context of covid19. We will go through a list of specific recommendations, specific guidance, as well as allting you, as we do on the information related to Positivity Rates, hospitalization rates and icus in the state. Let me begin first with foundational framework. That is our bottom line. That learning in the state of california is simply nonnegotiable that schools must provide meaningful instruction during this pandemic, whether they are physically opened, the schools, or not. That is what i want to talk about specifically today. Students, teachers, staff and parents, we all prefer in classroom instruction for all the obvious reasons, social and emotional foundational he, but only, only if it can be done safely. As a parent, i believe that. As somebody who has a responsibility to support education of kids in california. Staff,the backs of our teachers, school nurses, guidance staff, principles, bus drivers, janitors, all the folks responsible for the caretaking, safety, and health of our children. We have to have their backs as preciousnessng the that is our children. Safety is foundational. Safety will ultimately make the determination of how we go about educating our kids as we move into the fall and work our way through this pandemic. Here is the five principles that we are laying out in terms of expectations. Here is our plan for schools in the state of california. Safe, in person school. Bulletwalk through that point in more detail in a moment. New mask requirements that we are putting forth today, some clarification and some constructive guidance on physical distancing and other adaptations that we expect to see in the School Setting. We are putting out specific guidance as it relates to testing and Contact Tracing in our School System and what we mean by Distance Learning. We will have distance to learning to make sure it is real, we address the equity, address the divide. Lets talk about number one, using data, the foundational data that we have laid out county by county throughout the state of california. Schools can physically open for in Person Education when the county they have been operating in has been off our monitoring list for 14 consecutive days. If you have tuned into daily briefings, you are very familiar with our monitoring list. I will be updating that later today but we are now putting forth guidelines that say, based thehe data, based around Community Spread of the virus, if you are not on that monitoring list, you can move forward if you choose to physically open your campus, physically open your schools. Schools that do not meet this requirement must begin the school year this fall through distanced learning. Number two, i am going to get to that in a moment. We are putting forth a new mask requirement in the state. In school staff and students third grade and above must wear masks. Students in the second grade or below, we strongly encourage Wearing Masks and face shields. Dutch,a very young son, and caregivers, when he first saw masks, he naturally recoiled. Caregivers now have face shields. He can see their expressions, their humanity. That is why we put guidance out as it relates to not just masks, but face shields as well. Our third frame of guidance that we are putting forth today is around physical distancing. And as i mentioned, other adaptations. On the physical distancing side, we believe it is incumbent upon staff to maintain at least six feet of distance between each other and a six foot distance between themselves and the students. We believe that the school day should start with symptom checks, meaning temperature checks. We have robust expectations around handwashing stations, sanitation, deep sanitation, deep disinfection efforts, and that these schools have quarantine protocols. We will talk a little bit more in a moment about these continuity and attendance plans that each school site is now responsible for putting forth. Issue oftes to the testing, there is a requirement that we tested on a rotating basis a cohort of staff on a consistent basis. The doctor will talk more about that. In turn, we are bringing to the School System the benefit and support of the 10 plus thousand contact tracers that we have trained in the state of california in partnership with ucsf and ucla with a backbone and database that now has organized a collective. We want to turn our Contact Tracing where we think it can be very effective in these School Environments, could be very effective in mitigating the spread and trying to understand exactly where and how the spread had advanced and allow us, obviously, to isolate and quarantine cohorts of not only children, but staff, as a relates to mitigating that spread further. As it relates to distancelearning, as i said,. Rigorous. Access to devices is foundational. I will talk about the money we have put up to allow for districts to purchase new devices to get the kind of connectivity that students need and deserve to address this gap as it relates to the digital divide. We want daily live interaction with teachers and students. Students connecting with other students, teachers connecting daily on an interactive a frame to advance distancelearning efforts. Remember, we had a lot of experience that came through the spring this year. We reviewed a lot of the fits and starts related to quality, access issues, points of consideration, we shared a lot of those best practices. No one is going to deny that based upon the early orders to start to close schools at the local level that some of it worked more effectively in certain parts of the state than others. Clearly, we have work to do to make sure we are doing rigorous distancelearning. This is the predicate, the foundation. These are the expectations that we have, minimum expectations in terms of quality, engagement, connectivity, and access to the devices that are foundational in terms of providing for quality distancelearning. We also want to create a challenging environment where assignments are equivalent, in terms of what you would an in persont in class setting. I am not naive. ,e stipulate that staff teachers, parents prefer the social, Emotional Learning in class education. That is a default. That is our bias. Under the circumstances with the spread of this virus and i will ,et to that spread in a moment as an explanation to why we are putting out this recommendation. We want to do our best to create some sense of equivalency with the obvious constraints that is distancelearning. We also want to make sure that we are always mindful of our students that are homeless, students that are foster care kids in the system, kids with english as a second language and those with learning disabilities , those that have special needs, and the like. Look, that foundation is laid, was laid, rather, with the legislature, the strong support we received from the legislature when we put forth a package on equity. That was approved. That package includes 5. 3 billion to deal with learning loss that was associated with some of the closures last year. And a very, very focused and intentional effort to meet the needs of those that fall into those categories of special needs in our system. Of3 billion was put in additional funding to prioritize the issue of equity. It is not just a throwaway line, not a catchphrase, not something we put out to promote a point of view. We are substantively putting real resources and heft into advancing that point of view as well. A question a lot of people begin to ask is, all right, once school is open, what happens if the spread goes into the classroom setting or in a district setting or if the spread continues in the county unabated . So this slide puts forth some criteria that we are setting forth. Again, these are brackets. Within these brackets, we will work through with the county and all the local conditions and recognize the nuances and gray areas in a system as large as ours in the state of california. In addition to these county superintendents, all of these local districts, cities, counties, and all the jurisdictional criteria that makes this unlike any other state, in terms of size and scope, challenging. Here is the minimum consideration in terms of expectation. Consult with public officers first if a classroom cohort as to go home because of a confirmed case. If a School Goes Home with multiple cohorts that have cases or we stipulate 5 of the school , local school, not district, local school is positive, then it would trigger criteria to consider closing, or mandate, rather, the closure of that school site. However, one school does not make a district. Depending on the size and scale of your district, this could be multiple schools or just a few schools. If they have similar cohort caseloads, we then have a stipulation, a mandate that if 25 of the schools that compose of a district have positive cases that reach that threshold, that they need to be closed within a 14 day period. That is the foundation we are lang out today on Public Education guidance. We put out guidance, the California Department of Public Health, some time ago. There is a lot of local governance. You have cde that put out guidance as well. The purpose of today is try to lean in from health and data perspective in terms of our expectations, public and private schools, and the state of california. Thectations, mandates with flexibility that recognizes each part of the state is unique, each part of the state is distinctive. Some counties are on the monitoring list, others are not. As a consequence, they are able to do in Person Education. Even those that are currently on monitoring list, we hope and expect as we mitigate the spread of this disease that they will fall off that list. We have created parameters and guidelines over a stabilization period to reopen those schools and allowed that as an option to local education entities by partnership and counsel with Public Health officials to make that determination as to what is best for their children and those that support our children. Remember, Public Education, education broadly is absolutely about our kids. Wecannot deny the fact that have hundreds of thousands of adults that are responsible to taking care and educating our kids as well. Their health has to be considered as well. I just offer that as a parent, but as reference for principals, teachers, janitors, bus drivers, and others. Accountableed to be and responsible to their health as well as the health of my children, your children, our children, our future. That is the framework we are putting out today on education. Not only the head of health and Human Services, but a pediatrician, is available for questions. I can talk a little bit more he can talk about his own personal experience with 4 young children. First, i want to quickly run through what i began with, or end with what i began with, that learning remains nonnegotiable, but neither is the safety of all of our cohorts of support staff as well as our children. Here are todays numbers. You have become familiar with the seven day average, which is even more important than the episodic rise and fall of a single day number of case counts. 129,000 people on july 16. You will see the number. 9986 individuals tested positive for covid19. That seven day average at 8838. You will see the Positivity Rate has gone actually down modestly, 7. 4 . The sevenday Positivity Rate is lower than the 14 day Positivity Rate. The current california Positivity Rate over seven days is 7. 1 . The slide you see here represents a 14 day period at 7. 4 000 testseraging 124,o on a daily basis. You heard from dr. Galli, reconstituted our Testing Task Force. Our goal is to increase testing in the state of california, but do so with a different intensity of focus, which the doctor laid out on tuesday. I want to see those numbers, those average daily test numbers continue to climb. They are continuing to climb. This is the largest sevenday average number of daily tests that we have ever put forth. It was not that long ago, 100 or so days ago, we were averaging 2000 tests per day. Now, over 124,000 tests per day. We will continue to fight to see those numbers increase, despite all of the external challenges. We, as a state, are more than capable of figuring out how we can navigate some of those supplychain shortages and some of the other constraints that have been highlighted over the last few weeks and understandably so. Positivity rate, 7. 4 over a 14 day period. That represents about a seven point 3 increase over the 14 7. 3 increase over the 14 daty period. We continue to see hospitalizations increase in the state of california, 22 increase over the 14 day period. Over 6000 individuals are currently covered 19 covid19 positive patients in our health care system. It was about 9 when i shared this with you on monday. It is increasing. Again, at acash rate again, at a rate that we can absorb. I will talk more about what we are seeing at the county level. What we are seeing in the aggregate state level, hospitalizations, not surprisingly, extends to the issue of icu, up about 15 over od. S two week peri individuals that have been admitted into icus. That is holding. About 16 when i presented the slides to you on monday. More than 10,000 ventilators available. This is in the aggregate, statewide. It does not represent what is happening at the local level and at the ground level. That is the purpose of this slide, to talk about the counties on the monitoring list. Now, 32 counties, likely 33. We are monitoring one or two others. I expect and anticipate a county or two likely to be on. 32 counties currently on the monitoring list. 58 counties in the state of california. 32 counties represented on this monitoring list. That number has held fairly steady. 29 or so last week at the end of the week. The start of the week, around 32. These are the counties of most concern. If i broke this down, in stanislaus county, imperial county, you will see higher utilization in those counties of ventilators. You will see other parts of the state, like napa and others, that dont necessarily have a lot of remaining icu capacity within their counties. That is a cause of concern. But please consider that the concern is not unnoticed in terms of pandemic planning, in terms of strategy to engage in a regional basis our Health Care Delivery system, Hospital System that absorbs patients from outside of counties into other counties. While it is understandable that some of these things that generate screaming headlines, it also, i think, should be contextualized that there are smaller jurisdictions that dont have a lot of capacity, just a few patients in the icu will fill up their icu capacity. That does not mean we are not attending to the needs of those patients. Quite the contrary. Counties matter, regions, multiple counties, also are points of consideration. The central valley, we are starting to see an increase in spread. Southern california continues to remain stubborn in terms of spread. You will see counties on that list increasingly going further and further north of the bay area. You will see a number of those represented on this slide that came on over the course of last week or two, reinforcing that no part of our state is immune from the transmission of this virus. That is why it remains income bit upon all of us incumbent ,pon all of us to wear a mask the most significant nonpharmaceutical intervention that you have at your disposal. Ovease go to our covid19. If you need the support to get maskss or you are in or you are in an industry where you feel you need the support in masks,f ppe, even beyond i would encourage you to take a look at that site. There are a number of things specificific focus on partnerships we have formed and strategies we have advanced to provide and procure ppe and the like. By the way, we have done that in our public School System. We have provided millions and millions of masks, face shields, hand sanitizer, over, well, 50 plus thousand temperature devices. Ppe has beenhs of provided to our Public Education system. We will provide more as needed. Yes, we considered the size of face masks, recognizing that my aur, fiveyearold have different size faces than dad and mom. We are also considering that in terms of the next tranche, not only procurement, but in terms of the distribution of the same. Thatt to make that point, 5. 3 billion you saw in the equity slide was focusing on equity broadly, but it is money that is available for additional purchases of ppe. Money that is available for additional purchases of connected devices, money that is available to address the digital divide. Within that, lots of flexibility lens to provide real resources to the School Districts to allow them to make the kinds of bulk purchases that are necessary at this moment to close those divides. I remind you always to physically distance, wash your hands, minimize mixing. That includes crowds, backyard events with neighbors or extended family members you have bee not been in contact with for some time. These are foundational points. None of us want to see education virtualized, at least i dont. Some folks may think that is a better approach. Firmly in the power of individuals and the cohort and connectedness of being engage with others and learning to develop yourselves, not just intellectually, but emotionally, that areing in ways difficult when you are doing it online. That said, the one thing we have the power to do, to get our kids back into school, is look at this list again. Wear a mask, physically distance, wash her hands, minimize mixing. The more we do on this list and redo it at scale, the quicker all those counties will come off that monitoring list. Mitigate the spread of the virus and those kids are back in school. We could practice what we preach as individuals to see our kids go back and model the behavior that we know could mitigate the spread. The behavior that can extinguish this virus. Want to get dont into the details, but if every american wore a mask, in a number of weeks we will have dramatically bent the curve. I dont know if thats too much to ask, but i recognize that these are not the most comfortable and attractive things to wear. Whats more unattractive and uncomfortable is not taking care of the needs of our Small Businesses and our most precious resource, our children. This can get us to a semblance of normalcy that all of us desperately look for so that we can once again enjoy, if we attend to these basic and foundational and fundamental and supples. I always encourage you to learn more and go to that website. I encourage you to go to that website to learn more about the continuity plans which are also required in our Public Education system. Them local continuity attendance plans. Thats well known in the Education System. Lcat plans. We adopt those to consider the disease and its spread in light of those plans. Up and theyo go will, they can go up on site where you, as a parent and someone who cares about this issue, you have access to that information. Someere seems to be skepticism, some parents and students, over the quality of Distance Learning that they are going to receive, given things the way given the way things planned out. Instruction is felt to be an important part, my question is how much live instruction should students be offered this fall. And what do childrens have if they are not receiving quality instruction played out . We stipulated 3. 5 billion as certain conditions being met in rigorous online and Distance Learning. Have laid those out in very specific terms. , itme put this slide up will answer your question with more specificity. Bulletld see our fifth point with rigorous distancelearning. This is about having a requirement to have access to devices and connectivity. Aware, and im very proud. My wife has been working overtime to try to get philanthropy engaged and get support to get devices donated and to have wifes by hot and connectivity beyond wifi in our Public Schools. Leadershipy for his in this space. They worked collaboratively together. Lead in this space. , weound 100,000 hotspots found others, verizon came in that, there has been support and its an example of where philanthropy and business has come in. We have a lot more work to do there. Get chromebook send laptops, over 70,000 we announced a few months back. Tens of thousands more coming with cpc. I made an announcement on this a few months ago. Has been doing much more targeted mapping of areas where connectivity is not optimal. Thats been a renewed effort to academicor the fall season, in addition to that we have put up tens of millions of dollars. Cpucllion from the providing support to local education authorities to cut the cost of connectivity and devices in half in addition to the philanthropic efforts that are underway. But we put the 5. 3 billion dollars up with statutory language as it relates to the throughdo a lot more bulk purchasing. Thats why that money is available. Thats why its incumbent on a couple of districts to purchase these devices and get that connectivity moving. Let me give you a novel example. Sacramento outfitted a lot of old school buses and put out a playbook for other parts of the state to consider the possibility of mobile connectivity. Thats an example of some of the work being done, some of the innovation that deserves recognition. It is not a solution at scale, but gives you a sense of what has been going on, and what we intend to advance. Daily, live interaction you are absolutely right. As a parent, i agree with the spirit of your question. I want to see that interaction. Teachers, i want to see that interaction, with students, and i want to see it challenging. I dont want to see it passive. I dont want to see it disjointed. So we deal with equity, connectivity, quality, we deal with the importance of having lesson plans that are robust, and are meaningful, and we move aggressively to extinguish this virus so we can get everybody back in to the classroom as soon as we can. This is how we start in those monitoring counties. This is not how we intend to end. Quite the contrary. We hope these counties fall off the monitoring list. We hope to have these new right ear area and safety expectations in place. John myers, l. A. Times. John i am hoping you can give me information about your thinking on this question. When you talk to the press on monday from a of reporters asked you about additional statewide efforts or statewide clarity, and you seem to suggest there was enough out there already, but clearly things have changed in your thinking. Im curious. What has changed between then and now . Did you see data from some of the local communities that gave you pause . Did you see the suggestions of others will districts . What was the moment that made you think you needed to do more for the state . Gov. Newsom that was 10 days ago, so forgive me for leading leaving you with that impression. We have been planning to make this announcement for some time. We have been working collaboratively with all of our partners across the spectrum. John, you know well the spectrum of educational leaders, counsel and advice we have received from them, but also working with health officials. I previewed that on monday with the expectation that we would be rolling out this plan with a little more nuance and detail. And so, we are moving in that direction as intended, and we are very, very pleased and grateful for the incredible advice we have received from so many stakeholders. [inaudible] governor, thanks for [inaudible] governor, thanks for taking our questions today. I think a lot of parents around the state are wondering what this means . Youve talked about how kids going back to school will be critical for getting the economy restarted. Do you have plans to support parents who this will mean kid staying at home indefinitely . Gov. Newsom it is across the spectrum. When you have a average, daily when you have an average, daily rate of cases increasing, those case numbers are of concern. That is why we moved forward with modifications to our stayathome order, and added more of these counties to the monitoring list. We are concerned across the spectrum about the impact on local businesses, the economy in the state, and obviously, our parents. It is not an intellectual exercise for me. It is quite personal as it is for so many other people watching. I dont need to belabor that point except to say i bring that personal experience to bear as it relates to the conversations we are having. Dr. Galli certainly does as a pediatrician and a parent of four, and of course, with our partnership with the state board , we have been very sobering terms of how we have engaged in this conversation because, yes, our default i made that clear in that first slide our default is in person, but we have to do it in a safe way and we have to do it in a way that can guarantee the health of not just our kids would also those that are entrusted with their care. Based upon the spread, based upon the increased spread of this virus, just over the course of the last number of weeks, and the fact we havent yet bent bend that curve to the degree that we must. That has unfortunately put us in this position. And so, i look forward to finding all of those supports we possibly can across the spectrum to help support our Small Businesses, to help support our caregivers, and to help support our parents. Trust me, i know intimately our dealing with an extraordinary moment in their lives and their childrens lives and the person we put on our parents is very, very intense indeed. Hannah wiley. Do you think more School District would be in a position to offer in Person Learning . Gov. Newsom im not able to hypothesize about could have, would have, should have. Heres the reality that is in front of us, the reality that i have presented you today in terms of the spread in these parts of the state has been i think many people recognized that we are still going through the first wave of this pandemic. We are not out of the first wave. We were able to substantially mitigate an increase in the spread of the virus and extended the mitigation for a period of time. As we started to open up sectors of our economy region by region, we are where we are. Now we are trying to tackle that in a very judicious way. We made modifications last weekend we will continue to be open to argument, interested in evidence, looking at the data, looking at the conditions as they present themselves in diverse parts of the state in making subsequent recommendations. John from mercury news. Hi, governor. Can you clarify is this an order or recommendation . Can you clarify if this is public, as well as private schools, or just Public Schools, and does it affect universities . Gov. Newsom we are working on guidelines. With the new incoming president of the uc system that is now transferring over. He is about to come on board, but we have been working overtime collaboratively. That guideline will be coming out shortly. As it relates to your question about public, private. It includes public and private, and yes, as it relates to the stipulations we put forth in our budget for Public Education, the criteria, and the statutory language, the agreements and other relevant information that was put forth, adopted by the legislature and signed by me, it puts this in the form of a mandate in our Public Education system. With respect to the testing requirement, how is this they how is the state going to ensure there is enough capacity for hundreds of thousands of educators to get tested every other month . How do you pay for that in make sure there is capacity . Gov. Newsom you may know, earlier this week on tuesday, dr. Galli put forth a new testing plan, new testing strategy, announced new codirectors of our Testing Task Force that specifically answered the question of how we are prioritizing, what we are prioritizing, and today, we reinforced that priority. He referenced during that presentation on tuesday the expectation that health plans will start picking up the costs picking up the cost as it is required to do. But with different language we have put forth then federal guidelines to require those plans to reimburse, and to provide for those tests. Employer responsibilities include our responsibility as a state in our School System to pick up the costs of those tests. That goes into how we will pay for them. The testing, we need to increase. I was very clear about that, even though we had 129 thousand people tested yesterday, we still have a responsibility to test many more, and the purpose of that presentation was to do just that. Today, we set forth expectations that our adults in our Education System will be tested on a rotating basis. And as we avail ourselves to more testing capacity, we will step those efforts to a whole other level. More important perhaps than anything else is the announcement could be lost on connecting our contact tracers to our Public Education system as well. Because it is one thing to test someone, and we can focus a lot on that, but would do you do after someone has tested positive . Or if someone has been exposed to someone who was tested positive . That answer can be anxiety inducing in a Public School setting. Thats why we have a contact tracers now to really do the Contact Tracing isolation, to understand where this bread happened, what the cohort looks like, becomes foundational in terms of meaningfully addressing, mitigating that spread, and meaningfully opening up the opportunity to reintroduce students back into that School Setting once we have addressed the spread of the virus. Kathleen renee. Hi, governor. As you mentioned, some schools are starting in the middle of august, so four weeks from now. Do you think youre giving them enough time to implement these complicated rules in a meaningful way by the Time School Starts . Secondly, the guidelines dont mention extracurriculars, so if the school is open for in Person Learning, what can they do and in the extracurricular space . And finally, for dr. Galli, is the slight increase in the Positivity Rate is assigned that the latest closures are having a positive effect . Gov. Newsom i will defer to him since i am too much of everybodys time. I have strong opinions about that Positivity Rate but i will galli express his first. We have been at this for months now. There should not come as a surprise. We ended our school year last year with the expectation of providing Distance Learning. We worked with a lot of the districts to share best practices to work through a lot of issues. This is not a shock. The expectation that we are doing all the modern counties the monitoring counties obviously renews a sense of focus as it relates to Distance Learning, but the frame around Distance Learning broadly has been socialized over the course of many, many months here in the state of california. Exampled by the work we did at the end of the year last year to provide more devices, more points of connectivity. Some of our states largest School District have already moved forward to distancelearning. The fact is many others followed suit in the last few days. And so, you have dozens and dozens and dozens of districts that already are moving down this path, and so, from that perspective, i think the opportunity for these districts to prepare, and an opportunity to use the resources that we made available weeks and weeks ago in the budget, avail themselves very favorably. Again, im not naive. You will not find a district that doesnt want any mandate and certainly not this mandate. Expect bviously express a different point of view but we are working through 1000 plus districts in the state, and we are working on a scale no other state in the country is working through. I am not sure another state in the country has a head of health and Human Services that has four kids and is a pediatrician. Let him answer the Positivity Rate question. Li thank you, governor. Kathleen, thanks for the question on test positivity. Of course, it is encouraging to see began to stabilize, but we will see. I think we are doing a lot more testing. We know that we are seeing more transmission as evidenced by the increased number of cases over a seven day average. But certainly, one of the first signs is we start to see more of our tests, negative and that Positivity Rate come down. As we do every day, we will keep watching it closely and take it in context. Some of the increased challenges of getting test results back because of the large number of tests being done across the nation. Yes, it is encouraging, but we will watch it closely, and we are prepared for whatever we see tomorrow and over the trend. We continue to push out testing. Try to get it to the places we know that we have seen cases increase in those communities where it is vital and important, and we will be keeping up on the updates, and as soon as we feel confident in that train, and we see other numbers start to stabilize, we will credit some of the moves we made over the last two weeks to those. This is that time. It has been three or four weeks since we first started to make moves with the governor with his finger on the dimmer moving it down. We are in that time period where we may see some of the benefits of those. With all of you, we will watch it closely and see where we are over the weekend and early next week. Gov. Newsom just to reinforce for folks, the Positivity Rate on the sevenday, when we announce it on monday, it was about 7. 7 . 7. 1 today. I got to say those positivity numbers can fluctuate significantly in the seven day averages. And so, we may be at a completely different place on monday. Again, some of the data points, even the shortterm trends, i want to caution folks, but nonetheless, i want to thank everybody for their indulgence, and their personal responsibility over the course of the last few weeks, and in allowing us to move forward at this next level to mitigate the spread of this virus. [inaudible] governor, on the topic of parents that have children with special needs, i spoke with several parents of students on the autism spectrum and they said there students have regressed considerably. I understand there is additional funding. Realistically, how quickly will that be divvied up, what services will be offered in terms of interaction for students with special needs . Gov. Newsom no one, and i mean no one other than linda who was on the line, can answer that question more effectively than perhaps anyone. Let me ask linda to answer that question and i will fill in wherever she leaves off. Linda . Linda thanks very much for that question. We are very concerned about meeting the needs of the full range of students. All of the districts have been aware that they need to have capacity for Distance Learning began to adapt what they are doing for students with special needs. We will have standards and guidance, further standards and guidance over the coming weeks, but in the meanwhile, a lot of the districts and county offices have been developing resources. Many of them targeted for students with special education needs. Curriculum, and plans for how teachers will be able to do oneonone, as well as small group instruction, whether it is in person or online. There has been a lot of training happening this summer, and many teachers are learning how to use the breakout rooms in zoom so a small group could meet with them, including students who need oneonone attention. Paraprofessionals can sometimes be oneonone in that zoom breakout room and in other contexts to work directly with students in the ways they need to with services. I think we are going to see a lot more capacity this school year then we were able to have in all districts last school year to really respond to classrooms as a whole and the needs of particular students. Of course, as the governor said, we want to get people back to school in person, and the guidelines not only say who cannot open school, but who can, that is going to actually be encouraging, and how counties and districts and schools can get off the distancelearning list, and back in school in person. As districts are providing their plan a and plan b for classrooms and individual kids, there has been a lot of attention they have been able to provide with new resources from the collaborative for Educational Excellence to help them do that. Gov. Newsom let me interject and ask you a question as well. In relationship to the work that of yourdone, all partners, the superintendent of Public Education, webinars, etc. , on the distancelearning question, about the fact that some schools are opening as early as august 17. Not all of them had announced they were moving towards the distancelearning. They are compelled in these monitoring counties. Talk a little bit about the last few months. Maybe you can fill in with a little bit more specificity, the work that has been done that we havent been sitting on our hands as it relates to preparing for some expectation that we may see distancelearning this fall. Can you fill in a little more nuance into that . Linda sure. The cde is a California Department of education has been offering both a wide variety of resources included curriculum resources, instructional resources, and webinars to educators, both around, you know, general education and Distance Learning and best practices, but also specifics for English Learners or students with disabilities. Our center for collaboration and excellence in education has also been working very closely with county superintendents who work with their district superintendents. A number of them have created curricula which is now available for districts who did not have a pathway to a continuity plan for instruction earlier. And have been holding up best practices, including for students with disabilities in ways that have been traveling across the state at a very rapid clip. We do have an infrastructure where accounting offices work directly with their district in their counties, and they are getting a lot of support from both of those agencies at the state level, and they also are in touch the county level with Public County Health providers and health departments. This toggling that we will need to do between the environment for learning and the message by which the learning will be enabled can be done in a much more coherent way then we were able to do in the spring. Remember in the springs, in the spring, when we first closed schools, a lot of people thought it would be two weeks so they were providing supplemental resources. Some districts only had an structural instructional packets. Many of them did not have the devices and connectivity for all of the students that they needed to have to be in touch with kids that is required. We are in a much better position going into the school year in every county and district to support the needs of children then we were back in the spring. Gov. Newsom thank you, linda. There, cbs news. Governor, thank you for taking my question. The Trump Administration has made clear that reopening america goes handinhand with reopening schools, President Trump says he will pressure governors to open schools. What kind of pushback do you anticipate from the president on this and have you been in contact with anyone in the administration on the Coronavirus Task force about your plan . Gov. Newsom we have been constantly in contact with members of the task force, the Vice President directly, not just individual members. I have a number of conversations with specific members as well on a myriad of issues including where we are as far as education. Look, i want to put up a slide because i think it deserves to be reinforced. This is a slide about what is our bottom line. It goes to the heart of your question and to the heart of the moment we are in. ,f you remove political context one individual or elected official i think broadly the , statement, i say broadly because i recognize not everyone would submit to it. Broadly this statement i believe is accurate, that students, teachers, staff and parents prefer classroom instruction. That we stipulate to. But only if we can do it safely. I think it is that but only if we can do it safely, that is the responsibility of governors, of superintendents in Public Education, the responsibility of county health officers, of caretakers and teachers and other incredibly important staff. It is incumbent upon parents as well. This is the question that we are responsible for answering how can we do it safely when you are seeing a background spread of a virus in certain areas that invariably impacts what is happening within the School Environment . I deeply recognize i follow the science. I Pay Attention to the data as it relates, as a parent first, but as a governor, to the data about this virus based on age. Naive about the studies that are out there. Not just young people, but ages underneath, 10 and younger and Elementary School kids and the like. But we are not just talking about children. We are talking about those we trust our children with when we drop them off at school and their health and safety. It is an ecosystem. We are responsible to address the needs of that ecosystem. Part of that ecosystem does extent, i recognize the president s insistence, i get that. It also impacts the larger economic question because we all recognize as parents the need not only to get our kids back to school where they are healthy and safe, but also for us to get back to work as well. All of these things will be weighed. They weigh heavily on all of us as parents and as members of the community that have responsibility. I appreciate this dialectic is what im trying to say. I am not looking to score cheap political points with people that have different points of view. I respect and appreciate this dialectic and this conversation that we are having and we will continue to have it with clarity, purpose and conviction to keep our kids and keep our economy moving, keep everybody safe and healthy in the right balance.
