Now on to the opening statement. This was determined by a random drawing. Michelle Caruso Cabrera will go first. Good evening. Good evening. These are troubling times for the country. We need to come together as we grapple with the murder of george floyd and the impact it has had. We need unity. The choice the voters face could not be more clear. I am about unity and my opponent is about divisiveness and polarization. She was the only democrat to vote against 75 million for 75 billion for hospitals. 25 billion for coronavirus test in the middle of a pandemic when we needed it. I would never do that. She ran against nancy pelosi. She voted against hundreds of billions of dollars for paychecks. When i am out delivering food, masks, hand sanitizer, talking my neighbors who are out of work and desperate to go back out as soon as it is safe, i cannot believe that. Aoc is mia. Her polarization is not good for the times, not good for new york, and it is not good for our neighborhoods. Thank you. Thank you for inviting me to this debate. I decided to run about a year ago because we still have a lot of issues with jobs, housing, and health care. This district is the epicenter of the coronavirus covid19. That is why a support universal basic income which will allow 1000 for people who could give their kids who do not have food now, food insecurity, pretty sad. The lines are insane. Enough hospitals in the neighborhood. It is important that we find more hospitals. Everyone was driving to elmhurst. We need to talk about a quality in income we just do not have. With what is happening now my heart goes out to George Floyds family. And everyone in this situation. Video, i said, i cannot breathe. We need to come together and put the Country First and unite everyone together. Currently, we have a lot of issues with covid19, people are losing people. We need peace and we need to stand together to protect the people of our district. Thank you. Next is alexandria or cause her. O cortez in this moment, were in a desperate crisis. A pandemic inside a pandemic and senate pandemic. The pandemic of racism inside the pandemic of extreme economic inequality and desperation. Prompted by the Health Pandemic of covid19. Learning fromre all of these pandemics, the brutal murder of george floyd or the inability of our undocumented brothers and sisters in our communities to be afraid to go to the hospital is they point to existing inequalities in our system have been set ablaze. The problems are not new. They require new Systemic Solutions and it requires the Democratic Party to step up and advance notions Like Health Care as a human right, medicare for all, to stop police brutality, and making sure we are continuing to guarantee jobs, and working conditions for every new yorker without leaving any one, including with respect to immigration status. I have always fought for these issues. I am not new to them. Have promise i made i proud to upon and i am have chosen our community after wanting after the country wanting to leave it behind. Errol thank you. Thousands are in the streets marching for police reform. What public actions have you taken since the disturbances began, and if elected, what actions would you take in the district and in the halls of congress to address these protesters concerns . If i was in congress right now, i would be working with nancy pelosi to bring issues forward like criminal justice reform. But that is not enough. Weve seen terrible racial inequities play out in the Health Care System as we have seen africanamericans and latinos ravaged by covid19 and that is due to decades when it decades of injustices when it comes to unequal spending with health care and education, i would be in congress showing national leadership, working with nancy pelosi to bring a bill forward that addresses those issues. Unlike my opponent who works against her, and works against everyone in the party, we cannot move forward and we cannot move a bill forward unless we all work together. That is what we need right now, unity. And that is what i would be about, making sure we address all the issues that have come to the forefront that we have known about but have never been justified and never been rectified. Now, we can do that if we work together. Errol say a little more about what you have been doing in the district. You mention some of that in your introduction. Michelle from day one, i started delivering food to frontline workers, i have been delivering masks, hand sanitizer, 100 gallons of hand sanitizer, nearly 20,000 masks. We delivered them to organizations that support the elderly, because i knew they were going to be some of the most affected. Also to churches in queens and the bronx to make sure they are distributed to the neediest. I have been out there every day. You know what Community Leaders tell me . They tell me aoc is mia. The worst part is at the height of the crisis, we saw lines in front of elmhurst hospital. My opponent, who promised to be present when she ran, she did not come home. She stayed in her luxury apartment in washington dc for a full week, even though congress was not in session. Errol lets give her a chance to respond. Rep. Ocasiocortez thank you so much. I will start by actually answering the question that you asked, which is one of the which is what policy commitments we would make. We would shield Law Enforcement officers from covering up inhumane abuses. It covers up constitutional abuses. No person who breaks the law, no person who hurts another human being intentionally should be shielded. The other thing we need to commit to is ending the transfer of military equipment to the police department. They are not equipped for it, they are not trained for it, and police are not military. The third thing i think we should do on a local level, one i am actually engaged in advocacy for is the reduction of truly talking about the reduction of the nypd budget and defunding the 6 billion nypd budget that costs us books in the hands of our children, that costs us badly needed investment in public housing. With respect to this allegation of absence, im happy to say that im constantly home in this district. Throughout this campaign, she has been fixated on six days in which i was not feeling well. I still showed up and did town halls and virtual fundraisers for the community. I cant speak to why she is so fixated on this, but in my first term, i have attended over 200 events in the district, 17 town halls, which puts me at one of the most active members of the new york state delegation. Ive organized 235,000 constituent checkin calls for our neighbors in the 14th district. I have delivered over 3000 grocery bags, about a weeks worth of meals to peoples homes so they dont have to go to food pantries. In addition to tens of thousands of masks to our local hospitals , jacoby medical center, in addition to working to make sure our bodega workers are safe. Michelle its the least you can do after driving away 27 billion in taxes from amazon. Errol standby. What have you been doing since the advent of the pandemic and what would you do if elected . Badrun that needs to be repealed. The other thing i have noticed, the police at the academy only have six months of training. We need to increase the training for them because the reason is they do not have the ability to understand how to cope with mentally with people. That needs to be addressed. I want to dogress the george floyd act, showing people that we need to make sure anyone who commits a crime should be punished for the crimes they committed. And we should be strong. [indiscernible] being in the community what i have done in the community, i given masks out and contacted all of the mosques in all the churches. In the community i have been in for a long time. O want to ask something to you believe in health care. According to your book you wrote, you want to eliminate medicare. That is not true at all. According to your book. And i also want to say that your book you wrote, is actually s islamic advisor. I want to get that issue out there. Because i know in your book you said i am right. What is the health care issue, how is that . Errol we do hold that. I know that miss Caruso Cabrera will want to respond to that. Looking forward to the book. Errol let me ask all of you a question but it has come up another debates and was alluded to by miss ocasiocortez. I want to ask you about legislation. R4408 is called the excessive use of force prevention act which would implement a national ban on chokeholds or maneuvers that restrict bloodflow and create a national stander on the use of force. Would you support that . I also want to hear more from each of you about the 1033 program under which the Defense Department makes military equipment available to local police departments. In any order. Say, i am proud to be supportive of both of these bills. We need to banned chokehold. At every level of government from city council to the federal government. Just stated, absolutely believe we need to ban the use of transferred military equipment to local police departments. It is absolutely patently unacceptable for that connection to be made, and it further reinforces the division. Isthe idea that the public the general enemy of the state. These weapons that are designed for enemies. We also import those paradigms. It is incredibly dangerous. We have to make sure that practice ends. Errol liz Caruso Cabrera. The antichokehold built in the military transfer program. I would support the chokehold band for sure. Representatives jefferies. Something that aoc was mounting against that is patently false. Military equipment should not be delivered to police departments. I would say that that is not enough. Murdered by was not military equipment. He was murdered by Police Officer holding his knee to his neck. So we need much more. We need much better training. We need to take a hard look at what happens in police departments. Thats Something Like that could happen. That he could hold his knee there for two minutes and 43 seconds after george floyd was still. That is what we have to get to the root of. I think the chokehold should be limited. , they shouldry, no not be coming into our police stations. We need more training with Police Officers. Look at how many people are affected by this. We need to make sure we have enough training for these people to see what they protect. They are there to protect us. How are they protecting us is the question. Among the zip codes with the highest number of positive cases, many of the top 10 fall within new york 14 in Jackson Heights, corona, and eight elmhurst. East elmhurst. I want to hear more about what you think Going Forward should be done to make the district more resilient and more resistant to the problems of covid19. Lets start with you miss ocasiocortez. One of the things that covid19 has done really just expose the whole the holes in our system. Not just our Health Care System where far too many people cannot go to, afford to see a doctor but also people who are afraid to see a doctor. In new yorks 14th, half of our district that we know of is immigrants. Everyone fill out your senses to make sure we get that data. But because of that, because of targeting of undocumented people we have to make sure that we take strong measures, that people are not afraid to go to the doctor. Additionally, lots of thing i have been championing very much, working with senator chuck schumer. Is supportive nancy pelosi to try to set up burial funds for our community. Covid19 is not affecting all communities differently. The mortality rate among black americans during covid19 epidemic is astronomically high. What that means in the context of our community and East Elmhurst and corona, park chester, is that communities that are losing workingclass families that are losing a mother and the son are multiple people. Heston outdo deal with tens of thousands of dollars in burial expenses has to now deal with of thousands ofo dollars in burial expenses. Black americans, latino americans. It will exacerbate the racial wealth gap in this country. We need to make sure that we are health care and human rights. We are repealing the public charge and allowing all people to get tested and covered. Not just for covid19 but also the latest diseases. And also, i believe in health care is a human right. I do not think anybody should not go to the doctor because they cannot afford it which is what our current Health Care System does. It was the hardest hit because there was housing, often that is an issue. When people are at the hospital in one apartment they have for five People Living there. Kids living there. They cannot be isolated. The hospital is overflowing with people that they had to come home. That is a very big issue in corona and elmhurst spirit we need to fix that issue. We need more Affordable Housing so that when people need the hospital they have a place to stay. What also happened is the death rate was so high in my community , we actually did a lot of burial services. We sent people to new jersey. Itnds we raised actually hit the south asians, lacks the latinos. They all got hit hard. What we need to do is get more jobs in the community. Work together and see how we can protect that particular community. Small businesses have to shut down. We do not have enough testing. In the future we need to be more tests appropriated and also more hospitals in our district. Errol this Caruso Cabrera. I saw with my own eyes the long lines outside of elmhurst hospital at the height of the crisis. People from all over the world who come to queens to try to make it, and they were desperate to get in. That myd it odd opponent says she cares so much about them when she voted against 75 billion for hospitals like elmhurst that were helping immigrants. She voted against 25 billion for coronavirus testing. Foodi am out delivering and hand sanitizer. The people who are desperate in line. My neighbors were desperate to go back to work. They are very much concerned about how they are going to get testing. When are they going to get back to work . And she voted against all of their interests. I would have voted for that bill. And i would be working with nancy pelosi right now for another stimulus bill. By the way, she voted for the last one. She did not go to the floor. Ecause she is always mia i would be working with nancy pelosi right now on a stimulus bill that addresses the longterm inequities that happened in health care spending. We need more spending on Public Health. We also need, i like your suggestion that you wrote about, educationassive program to make sure our communities live healthy lives so they do not have the underlying issues that make them so much more susceptible to dying from it is horrific to watch. Do you like that . We need unity. We have got to work with people. To and divisiveness and polarization. Errol i want to give miss or cossey ortez a chance to respond. Thank you so much. There are multiple relief packages. I voted for the heroes act and against the cares act. Is declining tell the public is the cares act included half 1 trillion in wall street giveaways. And half 1 trillion leveraged into four dollars trillion for doll job and his friends. 4 trillion for donald trump and his friends. She is not advancing the wall thatt agenda to make sure working families get a smaller proportion of federal at instead federal aid instead of a large proportion. It is completely unacceptable. That bill carves out every mixed status family and undocumented person in the United States of america. That means our community would not have benefited and largely has struggled to benefit from the cares package. Actually wrote the damn bill and we had a broken ppp system that was put in. Anyone who read that bill saw the flaws. I did not think that bill was ready for prime time. Small businesses have told me it was not ready for prime time. We are struggling to fix this thing we all recognize it was a problem ahead of time. That being said, i am proud to have sponsored the heroes act. I do try at every single point to get more and more assistance for working families in our community in the 14th Congressional District. Which does mean that when corporate democrats try to sneak in lobbyists, i will stand up and say no. Errol let me ask you a hypothetical. And i want to get back to you, ms. Caruso cortez. Yours was the sole vote. If it was the deciding vote, would your vote have been the same . One of the interesting things about congress is we know when if there is one person that is the deciding vote before it makes it to the floor. What i would have in that situation is i would if i was the deciding vote, as i had done previously, i wouldve negotiated for improvements to the bill. And get those improvement and yes, i would have supported it. Ms. Caruso cabrera i have a different hypothetical for you. If you were convinced the bill had nothing in it that was going to help the constituents or a very large swath of the constituents of new yorks 14 would be excluded, which you still have voted for the bill . O, for that is not what was at stake. 75 billion for hospitals. Elmhurst hospital needed that money. When you listen to her about why she was the only democrat, she makes it sound like she is the only democrat who cares. It is an insult to every other member of the Democratic Party. She is a democraticsocialist. And she is a polarizing, divisive force. For the times. She is wrong for new york. And she is wrong for our neighborhoods. Let me get into this han. Ersation for miss k the bill comes up. Youre where it will leave out Small Businesses and a lot of mixed and undocumented families in your district. What would you do . I would not vote for because my district is Small Business. And immigrants who have low income. They need the funds. I also would put a bill to bailout the people. We need something to bailout the people. The 1200 has not reached the people as of yet. There are 70 people still suffering. We are putting another bill up but what happens i would not support that bill. I do want to Say Something to miss cortez. The ad that you put out that i gave money from wall street and i take money from special lobbyists, i do not. Only from the people of that district and anybody who in uber driver. People give me five dollars, 10. I do not support any interest in wall street or in special lobbyist groups. I am independent. I am here to work for my community. Up for people who need rights and you need to come out of the Poverty Level which we have right now. Just wanted to clear that up. Absolutely. Thank you so much. Errol it is time for the close examination when each candidate gets a chance to ask one question of one rival. Representative ocasiocortez, why were you the only democrat to vote against 75 billion dollars for hospitals, 25 billion for testing, hundreds of billions for paychecks which many Small Business owners tell me was incredibly helpful. Why did you throw away 25,000 jobs and 27 billion in tax revenue in a deal that Governor Cuomo worked very hard to bring . Can you admit that it would be so great to have those jobs right now . Imagine if we had those jobs right now helping us get past this pandemic. People want to get back to work. Errol that sounds like a question. I think we answer the first one. If you want to take the second one which i think is a reference to the amazon deal. Absolutely. First and foremost, there were strong issues with that. Weng them was the fact that have in experiments with the amazon hq. The one that did not happen in queens. And the one that happened in virginia. And what happened in virginia is immediately rants went up. Anywhere between 15 and 20 . Before the campus was finished. , Economic Experts have studied these huge subsidy boondoggle deals they were not huge. Whether it was foxconn in virginia etc. , and they determine they do not provide the return on investment these corporations like to say. We talk about those jobs, think about where those numbers are coming from. They are not independent assessments. These numbers and reports are coming from people who are invested in making sure the deal got hammered out. That people started coming in, sweeping in, buying up property. In raising property prices. And end up with one of the greatest housing crisis we have in new york city. I believe in making sure were creating jobs. 3 billion in subsidies if you want to give that away. Why did they have to go to jeff bezos who is one of the richest men in the world . Why . There is no money for schools. You are to controldo not get the answer. We are going to move on to miss khan. Which iorted agree. But you did not support to open any more jails. In the community. The, are we going to put locate them . Should we put them in the existing jails we have which now which is already overcrowded . My question is, as i said, where do you want to put these people who committed these crimes if you do not agree to opening jails . Which i agree with closing rikers. Thank you. It is an excellent question. In theprofound forces city. The first thing i would like to that the delineate is City Council Proposal and not a congressional one. The second, i did support the closure of writers and high concerns about opening five new jails in every single borough of new york city. Ecially with the language before the city council. Allowed loopholes so they could not close and you could still construct those five new jails. To me, i believe firmly, i am somewhat of a radical in this sense, i do not believe that a Healthy Society has a mass incarceration complex. And i do not believe the legislation before the city council was Strong Enough to policy. I have real concerns that could result an expansion, despite a lot of those things it was going to to keep the population, the same or slightly reduced. I am not sure that the legislative language allows for that. Finally, mr. Kaiser cortez, you get to ask a question. I would like to as a question i was interested in your stance on standardized testing. You mentioned you are supportive of standardized testing. I am interested as to how you would respond to a lot of the educators in our communities saying that the overwhelming pressure of standardized testing leading teachers to teach to the test rather than making sure we are having comprehensive actual education, in terms of curriculum content. The reason i did support the standardized testing, lets talk big one. That is the people are getting, the communities trying to get, they work really hard, the parents strive hard for them to get into the schools. But the issue has become, areas like the bronx. Certain parts in queens, they do not have enough funding to get these students to get to that portion. That is where the issues are. If we could get more funding for our schools, then all of these students can get what they are looking for. There are people in the boroughs we need more. Spacee need more education. We do not have enough money for education. Some of the schools have 30 to 40 students in the class. I support the high school but i do not support [indiscernible] i supported the standardized high school. They had funding. The sat prep courses. All the schools should have enough funding so they can get ready to take these exams. We need to see it from the ground level. We do not have enough prep work. That is why i supported. We need to have more levels so people can get to, especially the people who do not have, they do not have much of their income level. With certain people. You know what . I do not have enough money to pay for this prep course. We need to offer that. It goes to my afterschool programs. Errol thank you candidates. Standby. We are going to take a short break. Time for our lightning round were each candidate will answer my questions, yes or no. We are going to start with this question, candidates. This Caruso Cabrera. With Bernie Sanders endorsing joe biden, should there still be in New York Primary . I do not think that is necessary but we are going to do it and im glad of it. I supported joe biden from day one, unlike my opponent. You lightning, lightning. Should we have a primary . Yes. We need to have a. Yes, everyone in this country should vote. Reelected, would you vote to have nancy pelosi continue as speaker of the house . You know, that is a subject of a dashed with continuing dynamic. I support her. Yes, maybe, yes. Thats already indicated she may or may not run again. If elected would you vote to have miss pelosi continue as speaker of the house . No. Enthusiastically yes. Errol should the nypd continue to provide security in the citys Public Schools . When it is necessary, yes. We want children to be safe. Yes, definitely. Right now the new York City Police force and new york city Public Schools is equal to the entire Boston Police department. I do not think we should. Errol got it. Should taxes be raised on household that make more than 500,000 a year . Yes. Definitely. Errol this Caruso Cabrera. I do not advocate raising taxes at all right hip at all right now. Did vote tortez raise taxes against Governor Cuomos wishes. Errol should social Media Companies be allowed to censor content on their platforms . Yes, they should. Yes. Carefully, yes. Errol should a conviction on a charge of looting be punishable by time in jail . I have been abolitionist. I try to be. So i tried to avoid jail time. Think it is a casebycase basis. It is probation and depending on what, crime they committed. What kind of crime they committed. Casebycase. Im waiting to see what the lid attorney generals, what we saw during the Police Activities during the protests. She would have a good analysis of what should be done and that police should be using their best judgment when it comes to the most severe cases. Errol at this time would you feel safe riding or having family members ride city subways . If youre wearing a mask and social distancing, yes. Yes, definitely have no issues. I understand that people feel unsafe, but i believe we should ride the subways. Errol what is the last social thing that you did before social distancing became a thing . I have not had a social life in two years. [laughter] i cooked myself dinner. Errol ok. I was getting my petition signatures. Walking the streets of the train station and knocking on doors. Same here. I was at a committee, meeting with voters until we could not anymore. Errol the convention this summer . Only if social distancing can be maintained. You will have to keep people far apart. It will be very difficult at this point. But only if we can be safe. If we can hold it virtually, that would be great. No, i do not think with the Contact Tracing and testing, and that changes and Public Health experts say it is ok, it is. Errol to close out today i wanted to have a discussion about from the federal level, the health care question. And the question of medicare for all. There are those who say that it is a great idea but not obtainable. There are those who say the existing system obamacare should be strengthened. There are those who favor entirely different solutions. I want to hear from each of you about what is the correct path forward. First, let me be clear. I support medicare and social security. I wanted to address that. I did not get a chance earlier on. That is extremely important, important for the most vulnerable to make sure we have that. Medicare for all is about taking Health Insurance away. From people who have Health Insurance that they like. Union members have negotiated very good Health Insurance, and they give their salary for that Health Insurance. Now we are going to take it away . President obama had a much better idea. We need to focus on people who do not get insurance through work. And make sure that there are affordable options for them to buy. That. Ere are ways to do through strengthening obamacare and improving it. Member ofa freshman congress, what do you think you would be able to do to advance that scenario you just described . I would work very closely with the democratic leadership, unlike my opponent who works against them to bring forth ideas that would make much more choice available for people. Marketplaces, the that is how i get my Health Insurance, there are not that many choices. We need to expand the number of choices. That way you can have different price levels, Different Levels of services, depending on what you need at what stage in life. Errol there is an argument out there that in the past possibly in your book, i cannot claim i have read it, that you have advocated cutting entitlements. Is that true . I support medicare and social security. A lot of what you are hearing are things for more than 10 years ago from 10 years ago which are taking out of context. The lasty opponent in two years has voted against money for hospitals, against money for coronavirus testing and against billions of dollars to keep people employed. Her record, she was to criticize my deep past. Her record is what she is afraid of running on. Errol let me move on to ms. Khan what would you do as a federal a member of congress. I support joes public option right now. I think people should keep their private option for the time being. There are some people here who do not have Health Insurance. I do understand miss cortez about medicare for all. We need a solution now. There was one by senator sanders and he did not go to committee. What can we do now to help people get health care . Health care is a crisis. For family, friends, anyone you know who are worried about, can i get health care and get testing . That would be my solution. Public health care, obamacare works but we need to make it stronger. And then the other thing is we need to discuss prescription cost. If you do have private Health Insurance we need to work about the deduction, the copay. It is not just we moved to one path. We need to discuss both. How can we have a public option and the public option and the private option affordable for people . If you are an adult from any company, they should be required by law to get them six months to a year of health care is insurance. Health care is a human right, which means i do not believe we should be passing policies that allow millions of americans to continue uninsured. Which has been some of my concerns with a lot of Different Health care plans and legislation we have feet weve seen. Have ave we should health care plan. I believe in medicare for all is a system to make sure that we ensure that every person in the United States has a doctor. I believe we should expand medicare for every person, 40 million plus people who have become unemployed due to coronavirus. Anything the virus has taught us is the fallacy of employer dependent Health Insurance. It is less stable than people think it is. Snap of a finger to person did for a person to go from insured to uninsured and their greatest moment additionally i would, say i would because she is to spread the mythology against medicare for all. Hadisely because they have to cut their salaries in negotiations for health care. It does not mean every union is supportive of it but the National Union is supportive of medicare for all. Is american, the asa supportive of medicare for all. Because so many workers families did not get you on the line because you do not have enough time. We are talking about health care. We are talking about unions and you are saying by the way we talk about a deep past. You were a registered republican your entire life. And just registered as a democrat. I change my registration in 2015 and you did not become a registered democrat until 2016. I am a democrat. I am prochoice. Samesex marriage. I have always supported [talking over each other] were you or were you not a registered republican . I changed my registration. You were registered. You do not like miss cortez. That was the aim of it. We need to make sure she is attacking me. She things i have a chance. [all talking at once] sure, ise to make about the unions. How do they use it to keep their Health Insurance . Allowed to pay into their Health Insurance for years. In addition exactly. Errol lets get a quick response. And i have time to sneak in another important question about public housing. First and foremost, we absolutely work with the unions. As well. Have unions endorsement. We have disagreements on these issues. To makeimportant knowledge is that this is a path we have to get there together. This is one that we build coalitions.
