We need unity. Face couldthe voters not be more clear. My opponent is about divisiveness and polarization. Was the only democrat to vote against 75 million for hospitals. 25 billion for coronavirus test in the middle of a pandemic when we needed it. I would never do it. She ran against nancy pelosi. Against hundreds of billions of dollars for paychecks. Food, am out delivering hand sanitizer, talking my neighbors out of work and desperate to go back out as soon as it is safe, i cannot believe that. It is not good for our neighborhoods. Thank you. Thank you for inviting me to this debate. I decided to run about a year ago because we have a lack of issues of jobs, housing, and health care. The epicenter of the coronavirus covid19. A support universal basic income which will allow who could givee their kids who do not have food now, food insecurity, pretty sad. That we do not have enough hospitals and manny roman, it is important that we find more hospitals. I also want to talk about income we just do not have. Myh what is happening now heart goes out to George Floyds family. After a sudden video, i said, i cannot breathe. We need to put the Country First and unite everyone together. We have a lot of issues with covid19, people are losing people. In this moment, were in a. Esperate crisis a pandemic inside a pandemic and senate pandemic. The pandemic of racism inside the pandemic of extreme economic inequality and desperation. The Health Pandemic of covid19. One thing where learning for all from all of these pandemics, the brutal murder of george floyd or the inability of our undocumented brothers and sisters in our communities to be isaid to go to the hospital existing inequalities in our system have been set ablaze. The problems are not new. New Systemic Solutions and it requires the Democratic Party to step up and advance notions Like Health Care is a human right, medicare for all, to stop police brutality, and making sure we are ,ontinuing to guarantee jobs and working conditions for every you know new yorker without leaving anyone behind including immigration status. I have always fought for these issues, im not new to these issues. Iran ran on these in 2018, every promise i have made, i have delivered upon. I have championed our community to the rest of the country. Thank you. Thousands are in the streets marching for police reform. What public actions have you taken since the disturbances began and if elected, what actions would you take in the district and in the halls of congress to address these protesters concerns . I would be working with nancy issues forward like criminal justice reform. But that is not enough. Weve seen terrible racial inequities play out in the Health Care System as we have seen africanamericans and latinos ravaged by covid19 and that is due to decades when it comes to unequal spending with health care and education, i would be in congress showing national leadership, working with nancy pelosi to bring a bill forward that addresses those issues. Unlike my opponent who works against her, and works against everyone in the party, we cannot move forward and we cannot move a bill forward unless we all work together. That is what we need right now, unity. And that is what i would be about, making sure we address all the issues that have come to the forefront that we have known about but have never been justified and never been rectified. Now, we can do that if we work together. Errol say a little more about what you have been doing in the district. You mention some of that in your introduction. Michelle from day one, i started delivering food to frontline workers all stop i have been delivering masks, hand handizer, 100 gallons of sanitizer, nearly 20,000 masks. We delivered them to organizations that support the elderly because i knew they were going to be some of the most affected. Also two churches in queens and the bronx to make sure they are distribute it to the neediest. I have been out there every day. You know what Community Leaders tell me . They tell me aoc is mia. The worst part is at the height inthe crisis, we saw lines front of elmhurst hospital. My opponent, who promised to be present when she ran, she did not come home. She stayed in her luxury apartment in washington dc for a full week, even though congress was not in session. Errol lets give her a chance to respond. Rep. Ocasiocortez thank you so much. Actuallyart by answering the question that you asked, which is one of the questions to be made. We would and qualified of unity which would shield Law Enforcement officers from. Overing up inhumane abuses it covers up constitutional abuses. No person who breaks the law, no person her no person who hurts another human being should be shielded. The other thing we need to commit to his ending the transfer of military equipment to the police department. They are not equipped for it, they are not trained for it, and police are not military. The third thing i think we should do on a worker level, the when im actively engaged in is the reduction of truly talking nypd the reduction of the budget and defunding the 6 billion nypd budget that costs us books in the hands of our children, that costs a badly needed investment in Public Housing. With respect to this allegation of absence, im happy to say that im constantly home in this district. , sheghout this campaign has been fixated on six days in which i was not feeling well. I still showed up and did town halls and virtual fundraisers for the community. Why she is soto fixated on this but in my first term, i have attended over 200 events in the district, 17 town halls, which puts me at one of the most active members of the new york state delegation. 200 35,000zed constituent checkin calls for our neighbors in the 14th district. Ive delivered about a weeks worth of meals to peoples homes so they dont have to go to food pantries. In addition to tens of thousands of masks to our local hospitals to working to make sure our bodega workers are safe. Its the least you can do after driving away 27 billion in taxes from amazon. Errol i would like to give misses carne chance to respond. What would you do if elected to help your district. We have a state law that needs to be repealed. We did not get information about misconduct that has happened with our Police Officers. When we see a Police Officer get out of the academy, they only have six months of training. Which we need to increase. They dont have the ability to understand how to cope with mental how to cope mentally with people. Toi am in congress, i want do an act called the george floyd act showing people the justice to make sure that anyone who commits a crime should be punished for the crime they commit. We can understand the racism toward us. I have been in the community, i have been out distributing food. I have contacted all of the mosques and all of the churches, ive been the Community Leader i have been for a long time. Ms. Cabrera mitchell says she wants to believe in health care but according to the book you wrote, you want to eliminate medicare. Michelle that is not true. Badrun it is in your book. The book that you wrote is actually a trump economic advisor. So i want to get that out there because in the book you said i am right, so what is the Health Care Issue . Know let me do this i she is going to want to respond to that and i know that larry kudlow blurb the book. Michelle he wrote the forward to the book. In other has come up debates and was alluded to by missa khizr khan. I want to ask you about specific legislation the erica garner force band of maneuvers that would restrict oxygen or blood flow, and it would create a National Policy on the use of force. I would also like to hear about the 10 33 program under which the Defense Department makes military quitman available to local Police Departments. In any order. Military equipment available to Police Departments. Rep. Ocasiocortez i am proud to be supportive of both of these bills. We need to ban chokeholds from the City Government up to the federal government. And i absolutely believe we need to ban the use and transfer of military equipment to Police Departments. It is absolutely unacceptable for that connection to be made. It further reinforces the frame and the division and the idea that the public is the general enemy of the state. When you use weapons designed for enemies and bringing them here back home, we import those paradigms and frameworks. Its incredibly dangerous and we have to make sure that practice ends. Antichokehold bill and military transfer program out of the paragon . Michelle i support the chokehold ban for sure. It was [crosstalk] military equipment should not be delivered to Police Departments and Police Officers. I would say thats not enough. George floyd was not murdered by military equipment. He was murdered by Police Officer holding his knee to his neck. We need much more, we need much better training, we need to take a hard look at what happens to Police Departments that Something Like that could happen, that he could hold his knee therefore another two minutes and 43 seconds after george floyd laid still. Thats what we have to get to the root of. Let me give miss a call ceeo cortez errors a chance to respond. Ep. Ocasiocortez what badrun i think the chokehold should be eliminated. It should not be used. I agree with miss a call ceeo cortez. Not be coming into our police station. Its not just george floyd. We need to make sure we have enough training for these people to come out and see they are there to protect us. How are they protecting us is the question . They need to be more trained and instead of sending more military equipment, that is not for our police department. Errol welcome back to our democratic primary debate for the new york 14th district which covers parts of queens and the bronx. Were going to talk about the covid19 pandemic now. As was mentioned, the 14th district is the center of the epicenter of the covid19 crisis. In recent weeks among the zip codes with the highest number of positive cases. Many of the top 10 fall within new york 14, especially in the area of Jackson Heights and elmhurst. I would like to hear more about what you think Going Forward should be done to make the district more resilient and resistant to the problems of covid19. Rep. Ocasiocortez one of the things covid19 has done is exposed the holes in our overall system, not just our Health Care System were far too may people cannot afford to see a doctor, but people who are afraid to see our doctors. In new yorks 14th, half of our district that we know of is immigrants. Everyone fill out your census. We need to make sure we get that data. Because of that, because of the targeted of targeting of undocumented people, we need to make sure we are taking strong measures to repeal the public charge that people are not afraid to go to a doctor if they feel they will be put online. One of the things i have been championing is working with Chuck Schumer and with the support of nancy pelosi, ive been trying to secure funds for our community. Covid19 is not affecting all communities differently. The mortality rate among black americans during the covid19 epidemic is astronomically high. Our community and communities corona andst and parkchester, communities, workingclass families that are tragically losing a mother or son or multiple people, they have to deal with tens of thousands of dollars in expenses and when you concentrate that cost among black americans, latino americans, what that thes is it exacerbates wealth gap in this country. So we have to make sure we are guaranteeing health care as a then right and repealing public charge and allowing all people to get tested and covered not just for covid19 but related diseases like pneumonia. I dont believe anybody should not go to the doctor because they cant afford it, which is what our current Health Care System does. Miss khan . Badrun housing is also an issue. When people live when people live the hospital, they go to to an apartment and have many People Living there. The hospital is overflowing with people and they actually had to come home. Thats a big issue in corona and elmhurst. We need more Affordable Housing so when people do leave the hospital, they have a place to stay. What would also happen as the death rate is so high in my community that we did a lot of burial service. We sent people to new jersey. We it hit the south asians, the blacks, the latinos, everyone got hit hard. The reason is we did not have enough income level there. We need to get more jobs in the community and see how we can protect that particular community and the sad part is, Small Businesses have to shut down. No one knew who had the disease because we dont have enough testing. We need to have more tests appropriated and we need more hospitals in our district. . Rrol miss carusocabrera eyeslle i saw with my own the lines outside of elmhurst hospital. People all over the world who have come to queens to try to make it and were desperate to get in. I find it quite odd that my opponent, aoc, says she cares so much about them when she voted against 75 billion for hospitals like elmhurst that were helping immigrants. She voted against 25 billion for coronavirus testing. When im out delivering masks, when im out delivering food and hand sanitizer, when i talk to people who are desperate in line , my neighbors who are desperate to go back to work, they are very much concerned about how they are going to get testing, when are they going to get back to her, and she voted against all of their interests. I would have voted for that bill and i would be working with nancy pelosi right now for another stimulus bill. The last one, she did not even wanted to come to the floor because she is always mia. I would be working with nancy pelosi right now on a stimulus bill that addresses the longterm inequities that have happened in health care spending. We need more spending on Public Health. I like your suggestion that you wrote about a massive Education Program sponsored by our local hospitals to make sure our communities live healthy lives so they dont have the underlying issues that made them so much more susceptible to dying. It was horrific to watch. We need unity. We have two work with people. Errol i want to give miss ocasiocortez a chance to respond. Rep. Ocasiocortez lets talk about that because there are multiple Coronavirus Relief packages. I voted for the heroes act and i voted against the cares act. What she is declining to tell the public is that the cares act included half a trillion dollars in wall street giveaways. It included half 1 trillion 4 trillion for donald trump and his friends. Its unsurprising that Donald Trumps advisor larry kudlow wrote the forward to her book and shes advancing a wall street agenda to make sure families get a smaller proportion of federal aid. It is completely unacceptable. Leavesnally, that will out every single mixed status family and undocumented person in the United States of america. That means our community would not have benefited. And largely has struggled to benefit from the cares package. The third thing is i actually read the danville read the damn bill that had the broken ppp system. Anyone who read that bill saw the flaws in it. I did not think that bill was ready for prime time. Our Small Business owners have now told me its not ready for prime time and we are struggling to fix this thing that we all recognized was a problem ahead of time. That means im prod part im proud to have sponsored the heroes act. I do tried everything a point to get more and more assistance for working families in new york 14th Congressional District which does mean when corporate democrats try to sneak in lobbyist goodies, im going to stand up and say no. To ask you aing hypothetical. Back to you aset well, miss carusocabrera. Miss ocasiocortez, yours was the sole vote against the will you just reference. A it worth if it was deciding vote, would your vote have been the same . Rep. Ocasiocortez one of the interesting things about congress as we know when if there is one person that is the deciding vote before it goes to the floor. What i would have done in that situation, if i was the deciding vote, as i have done previously, i would have negotiated for hard improvements to the bill. And get those improvements and yes, i would have supported it. , iol miss carusocabrera have a different hypothetical for you. If you were convinced the bill had nothing in it that was going or alp the constituents very large swath of the constituents of new york 14 would be left out, would you have voted for the bill . Michelle no, but that is not what was it steak. Elmhurst hospital needed that money, jacoby hospital needed that money. When you listen to her explanation about why she was the only democrat, she makes it sound like shes the only democrat who cares. Every otherlt to member of the Democratic Party. She is a democraticsocialist and she is a polarizing, divisive force. She is wrong for the times. She is wrong for new york, and she is wrong for our neighborhood. Errol let me bring miss khan into this conversation. The bill comes up, you are aware its going to leave out a lot of Small Businesses, you are aware its going to leave out a lot of mixed status and undocumented families in your district. What would you do . Vote for ituld not because my district is Small Business and immigrants with low income that they need to fund. I would put a bill out to bail out the people. We need something to bailout the people. People are not getting the funds. The money has not reached the people. I would not support that bill but i do want to Say Something there is an ad that you put out there that i take money from wall street and i take money from special lobbyists i do not. Mine is a grassroots campaign. I take funds only from the people of that district and anybody who is a bodega owner, and uber driver, people give me five dollars, 10 i want that to be clear. I dont support any interest in wall street. Im independent, im here to work for my community and i stand up for people who need to come out of the Poverty Level which we have right now. Reprehensible support. She just insulted thousands and thousands of people. Each candidatep, gets to ask one question of one rival. Were you the only democrat to vote against 75 billion for hospitals, 25 billions two 5 billion for rotavirus checks, pay checks for Small Businesses which many tell me was helpful. Why did you throw away 25,000 jobs in between 5 billion in tax revenue in a deal that Governor Cuomo worked very hard to bring. Greatu admit it would be to have those jobs right now. Imagine if we had those jobs right now helping us get past this pandemic. People here want to get back to work. Errol that sounds like a question. I think we answered the first one. If you want to take the second one, which is a reference to the amazon deal. Rep. Ocasiocortez first and foremost, there were strong andes with this and first foremost among them is if you have an experiment with amazon hq. We have the one that did not happen here in queens and the one that did happen in virginia. What happened in virginia is almost immediately, rents went up anywhere between 15 and 20 before the campus was even finished. Secondly, Economic Experts have boondogglese huge deals over and over. Whether it was foxconn, whether it was here in virginia, they have determined they do not provide the return on investment these corporations like to say. And we talk about those jobs, you think about where those numbers are coming from, these were not independent assessments. These numbers and reports were coming from people who are invested in making sure this deal got hammered out and we already saw in the initial announcement that people started coming in, sweeping in, buying property and raising property prices in the middle of one of the greatest housing crisis we have in new york city. I believe in making sure we are creating jobs. I think if you want to give 3 billion away, why are they not going to Small Businesses . Why do they have to go to jeff bezos whos already one of the richest men in the world . [crosstalk] errol you just get to ask the question, you dont get to control the answer. I want to ask ms. Cortez a question. You wanted to close rikers but you dont want to open any more in the community, which is a concern for me. Locatere we going to them . If we put them in existing jails, which is already overcrowded, thats a big issue. Where do you want to put these people who committed these crimes if you do not agree to open any jails. Which i do agree to closing rikers. Rep. Ocasiocortez thank you. Thats an excellent question and was a profounds was a profound source of rich debate here in the state. Id do support the closure of rikers and i have concerns about opening five new jails, each in every single borough of new york city, especially with the thatage of the resolution allowed loopholes so rikers could not close and you could still construct those five new jails. Im somewhatmly, of a radical in this sense i a happy society has a mass incarceration complex and i do not think the legislation before the city council was Strong Enough to secure aid to kars roll. I have real concerns this would result in an expansion despite a lot of folks saying it was going to merely keep the population the same or slightly reduced. Im not quite sure the legislative language actually allowed for that. Errol and finally, miss ocasiocortez you get to ask a question. I wascasiocortez interested in your stance on standardized testing. You have mentioned you are supportive of standardized testing and i was interested in how you would respond to a lot of educators in our community saying the overwhelming pressure on standardized testing is now leading teachers to teach to the test rather than making sure we are having comprehensive, actual education curriculum and content. Badrun the reason i did support standardized testing is people like lets talk about science. Are getting into communities trying to get there children they work really hard and parents strive really hard for them to get into the schools. But the issue has become in areas like the bronx, certain parts in queens, they dont have enough funding to get these students to get to that portion. That is where the issues are. If we could get more funding for our schools, then all of these students can get what they are looking for. We people in the bronx need more base education before that. We dont have enough funding for education. Some of the schools have 30 to 40 students in the class. I support the High School One but not the grade level one. When people say they have funding and want to go to these prep courses, they should do that. The schools all should have enough funding so they can get ready to take these exams. We need to see it from the ground level. We dont have enough funding, we dont have enough prep working. That is why i support it but we need to have more levels so people can get to those classes, especially the people who do not have much of their income level they can do and cant fight with certain people we need to offer that in our school for free. Its time for our lightning round were each of our candidates will answer a question with a brief response, usually yes or no. We will start with this question. With Bernie Sanders endorsing joe biden, should there be a New York Primary . Michelle i dont think its necessary, but we are going to do it and im glad of it. I have supported joe biden from day one, unlike my opponent errol lightning lightning lightning. Should we have a primary . Badrun yes, deftly. Rep. Ocasiocortez yes, everyone in the country should vote. Errol if reelected, would you vote to have nancy pelosi continue a speaker of the house . Rep. Ocasiocortez thats always subject to continuing dynamics, but i support her, yes, maybe. She mayalso indicated or may not run again. Would you vote to have ms. Policy continue . Badrun yes. Michelle enthusiastically, yes. Errol should the nypd continue to provide security in the citys Public Schools . When it is necessary, yes. We want children to be safe. Badrun yes, definitely. Now,ocasiocortez right the new York City Police force in new york city Public Schools is equal to the entire Boston Police department. Errol should taxes be raised on households that make more than 500,000 a year. Rep. Ocasiocortez yes. Badrun definitely. Michelle i dont advocate raising taxes on new yorkers right now. We face an existential threat. Did threatenortez to raise taxes on homeowners, the salt taxes killing us. Errol should social Media Companies be allowed to censor content on their platforms . Michelle yes, they should. Badrun yes. Rep. Ocasiocortez carefully, yes. Conviction on a charge of looting be punishable by time in jail . Rep. Ocasiocortez i am an abolitionist. Time andavoid jail look for restorative justice. I think its a casebycase basis. It is probation and depending on what kind of crimes they committed. Casebycase. Im waiting to see what the attorney generals report brings back about what we saw during the Police Activities during the protests. I would think she would have some good analysis on what should be done. Police should be using their best judgment when it comes to the most severe cases. Errol at this time, would you feel safe riding or having family members ride the city subway . Michelle if you are wearing a mask and social distancing, yes. Badrun yes, i have no issues. I understandortez people feel unsafe, but i think we should be able to ride subways. Errol what is the last social thing you did before social distancing became a thing . I haventocortez had a social life in two years. I cook myself dinner. Was getting my petition signatures. Streets and knocking on every door. Michelle same here. Meeting with voters until we couldnt anymore. Errol should the Democratic Party hold an in person National Convention this summer . Only if social distancing can be maintained. You have to keep people far apart, so i think it would be very difficult at this point. But only if we can be safe. Badrun if we could hold one virtually, that would be great. Rep. Ocasiocortez right now, no, i dont think we have the Contact Tracing and testing capacity. If that changes in Public Health experts say its ok, then yes. Errol to close out today, i want to have a discussion from a federal level, the Health Care Question and the question of medicare for all. There are those who say it is a great idea but not obtainable, there are those who say the existing system, obamacare, should be strengthened. There are those who favor entirely different solutions. I want to hear from each of you about what is the correct path forward. Lets start with you, miss carusocabrera. Michelle i support medicare and social security. I wanted to address that. I did not get to earlier on. Thats extremely important and important for the most vulnerable to make sure we have that. Medicare for all is about taking Health Insurance away from people who have Health Insurance they already like. Union members have negotiated very good Health Insurance and they gave up salary for that Health Insurance. To take itare going away . President obama had a much better idea. We need to focus on people who dont get insurance through their work and make sure there are affordable options for them to buy. And there are ways to do that through strengthening obama care improving it. Errol as a member of congress, what do you think you would be able to do to advance that scenario you described . Michelle i would work very closely with the democratic leadership, unlike my opponent, who works against them to bring forth ideas which would make much more choice available. When you go to the marketplaces, since i have been on them, thats how i get my Health Insurance. There are not that many choices. We need to expand the number of choices so that way you can have different price levels, different level of services, depending what you need at what stage in life. Errol there is an argument out there that in the past, possibly in your book i cannot claim that i have read it, that you have advocated cutting entitlements. Is that true . Michelle i support medicare and social security. A lot of what you are hearing are things from more than 10 years ago, which are taken wildly out of context, where my opponent in the last two years has voted against money for hospitals, against money for coronavirus testing, and against billions of dollars to keep people employed. Her record she wants to criticize my past, her record is what she is afraid of running on. Errol let me move on to miss khan who i believe has worked at the book. What is your sense of where we should go at the federal level . What would you do as a member of congress to advance it . Badrun i support joe bidens public option right now and i think people who can keep their private option right now, we need to get that done quickly. There are some people who dont have Health Insurance. I do want to ask the congressman about medicare for all. But we need a solution now. Not go to the committee, so what can we do now to help people because health care is in crisis. Family, friends, anyone you know, they are worried about can i go for testing, so that would be my solution. Public Health Care Obamacare worked, but we need to make it stronger and the other thing is we need to discuss prescription costs, which is insane and if you have private Health Insurance, we need to work about the deduction and the copays. Its not just one path, we need to discuss both paths. How can we have the public option and the private but make sure its affordable for people and if you are laid off right now from any company, they should be required by law to give six months to one year of Health Insurance. . Rrol miss ocasiocortez rep. Ocasiocortez health care is a human right, which means i cannot believe we should be passing policies that allow millions of americans to continue uninsured. Frankly, some of my concern with a lot of Different Health care plans and legislation we have seen put out i believe we should have a Health Care Plan and i believe in medicare for all to make sure we guarantee every person in the United States is able to go to a doctor. In terms of how we get there, if we were able to write now, i believe we should expand , the 40 to every person million plus people whove become unemployed due to coronavirus. If theres anything coronavirus has taught us it is the fallacy of employerdependent Health Insurance. Its much less stable than people think it is and it just takes the snap of a finger for us to go from insured to uninsured in their greatest moment of vulnerability. Additionally, i would say would spread thetious to mythology that unions are against medicare for all. Unions are some of the greatest champions of medicare for all, precisely because they have had to cut their salaries in negotiations for health care. It doesnt mean every union is supported supportive of it, but the National Nurses union is , the flightthe afa attendants union is supportive of medicare for all because sony workers you did not have support from unions. Rep. Ocasiocortez im talking about health care. Michelle you are saying things about unions that are not true. Rep. Ocasiocortez you are talking about your deep pass. You are a registered republican your entire life. I changed my registration in 2015. You didnt become a registered democrat until 2016. Im a democrat. I am prochoice. [crosstalk] where you orortez were you not a registered republican . Michelle i change my registration in 2015. You entered because you do not like miss ocasiocortez. Michelle shes attacking me because she thinks i have a chance. [crosstalk] you were saying about ive worked with a lot of unions that have paid into their Health Insurance for years. Im just saying errol lets get a Quick Response and i have time to sneak in an important question about Public Housing. And ocasiocortez first foremost, we work with those unions as well. We have disagreements on these issues. Its important to acknowledge that this is a path and we have to get there together and it is one where we build coalitions. Theres all of this talk about im a skilled, coalition builder. Ive had over 100 members of congress cosponsor my very first piece of legislation. Michelle you have now changed the topic. Im a democrat. You are a democraticsocialist. You are the one whos not a democrat and you are the one who hasnt supported joe biden. I have supported joe biden from day one.
