I have the honor as serving as the chair of the Congressional Black Caucus. The caucus is known as the conscious of the congress. Andas established in 1971 has fought to address Police Brutality directed at africanamericans. Three weeks ago the world witnessed a horrific crime in minneapolis. The slow murder of george floyd. His tragic death has galvanized the nation to take a deeper look at our history because black americans have sadly marching for over 100 years to bring attention to this gross injustice. Black americans have been marching against police abuse and for the police to protect and serve communities. In the 1950s news cameras exposed the horrors of racism. They exposed to the treatment of people who challenged the system. Cameras exposed to the world that black americans did not have the same protections, freedom of speech, the right to assemble and protest beard years later, it is the cell phone camera that has exposed the continuation of a violent directed at africanamericans by the police. The truth is when people told their stories of police abuse and murder at the hands of Police Officers, they were not believed. It has taken technology to document and expose this ugly reality in our country. Now the world is witnessing the birth of a new movement that has spread to nations around the world with thousands marching to register their horror and hearing the cry, i cant breathe. People marching to demand not just change, but transforming transformative change that denies local jurisdiction the power to fire offending officers. That is why i introduced a law with chairman nadler and more than 200 members of congress, hr 7120, just as in policing act. This legislation will assist Police Departments to change the culture of policing, raise the standards of the profession, and hold those officers accountable. I know that change is difficult, but i am certain that Police Officers who risk their lives every day are concerned about their profession and do not want to work in an environment where they are chastised for intervening when they see a fellow officer abuse a citizen. I know certain officers would like to intervene and officer from using deadly force when it is not necessary and i am certain that officers want to make sure that they are trained in the best practices in policing. Thispport officers, legislation will create the First Ever National standards for the operation of Police Departments, National Standards for officers, and creates Law EnforcementTraining Programs to establish best practices. Despite our best intentions, there will be officers who crossed the line. Thats why the bill includes strong Accountability Measures to keep unfit officers off the street. I profession with the power to kill should be a profession that requires highly trained officers. If the justice and policing act had been the law several years ago, eric garner and george floyd would be alive because the bill bans chokeholds. If the bill have been well last year, Breonna Taylor would not have been shot to death in her sleep because no knock warrant would have been illegal. Tamir rice would have graduated from high school. The officer who killed the 12yearold child after an encounter that lasted seconds had been fired from another department. The justice and policing act calls for a National Registry that would have revealed his instability and propensity for violence. With this he does not invest in communities, when society does not invest in communities, Police Officers have to pick up the pieces. They are not trained to be Mental Health providers. The justice and policing act reinvests in communities and empowers them to shape the future of Public Safety through grants and communitybased organizations to develop and the beta solutions. We all want to be safe in our communities. We want the police to come to our rescue when we are in trouble. We want to support the men and women who put their lives on the line every day. When we interact with police, we wanted to be treated with respect, not suspicion. We should never be in fear of our lives when interacting with officers. We are here to answer the call of thousands who are marching. Today is an opportunity. And opportunity to reimagine Public Safety so that it is just an equitable for all americans. Thank you.
