What is the president ts thinking tod or dismantle Police Forces across the country. What is the president thinking . The president is appalled. The fact that you have sitting congresspeople wanting to defund clinton and, former eric holder spokesperson brian fallon, wanting to defund the Police Across the country is extraordinary. When you think the left has gone far and can possibly go farther, when you think about the defund ice movement, and now they want to defund the police. This is rolling back the protective layers that protect americans in their homes and places of business. It is remarkable hearing this from todays democratic party. As for solutions, he is talking through a number of proposals. No announcements on that. But he definitely as he is noted recognizes the horrid injustice done to george floyd. He is taking a look at various proposals. Does the president agree with any mayors across the country who are saying i think we could take some money from policing and put it toward other programs that could be effective in community development, which could lead to the potential for a lesser need for policing . Lets be clear. The mayor of l. A. Wants to take money away from police. Mayor de blasio wants to take money away from police. That means cutting of police. That means reducing police departments. Thate does not agree with and the rest of america does not agree with that. As you have gone over what you think is needed, does the president feel there is systemic racism and Police Enforcement . The police has been very clear thei have noted several hd out as a republican candidate. He noted george floyd and a civil rights investigation into that. He definitely believes there are instances of racism but he believes the Law Enforcement is the best in the world. He believes they are good people. The 750 who are injured defending this country from writers and nt for from the streets has to be distinguished and those 750 officers that are hurt offending the country were heroes, as worse david dorn, a Police Officer who lost his life, and Patrick Underwood. He does not think there is systemic racism in Law Enforcement . Sec. Mcenany he believes most Police Officers are great people and has great faith in the place department. Does he still believe the nfl players who kneel as a form of protest against police retaliation be fired . Sec. Mcenany the president is against kneeling in general and he has made clear that kneeling is tied to our National Anthem and does not respect our military men and women across the country and he is not a fan of the kneeling movement and he has made that clear because he thinks it is disrespectful. Originated as kneeling during the National Anthem. Does he think they should be fired . Sec. Mcenany no comment on that but hes against the kneeling movement as he has noticed on twitter as recently as a few days ago. Does he still think they should be fired . Sec. Mcenany im no information on that. [indiscernible] sec. Mcenany the text of that has not been given to us and i have not talked with the president about it and he has not reviewed it yet and he is looking at a number of proposals. There are some nonstarters particularly on the immunity issue. You had a. G. Barr, this week and he was talking about reduced immunity and he said i dont think we have to reduce immunity to go after bad cops because that would result in Police Pulling back which is not advisable. He has not reviewed it, but a. G. Barr has reviewed it. Does the Administration Support the banning of the use of chokehold . Sec. Mcenany the president has not reviewed the legislation and is looking at what is a state issue and what is a federal issue right now. He is currently reviewing proposals on this very topic of Police Reform so i will leave it to him and not get ahead of him on that. But certainly we believe the appropriate amount of force should be used in any Police Interaction with an individual. Two weeks after all of this civil unrest, why does the white house not have a plan . The president has said his plan for combating racism is a strong economy. How does that work . Sec. Mcenany that is an important part of combating racism, is making sure theres equal opportunity for black americans in this country. This president , we hear a lot of words from democrats about criminal justice reform, that they wanted this. They got it with President Trump, reducing racial sentencing disparities with the first step act. Democrats talk about Economic Opportunity for black americans and people in vulnerable communities and this president has done that with opportunity zones. It was a good start, 900 places creating private investment to help people can on their feet and start businesses in the country. Hbcus, record funding, this president has repeatedly, through his actions, and a big piece of that is economic reform. On the point of economic reform the usmca, these trade deals, the tpp, making sure did not take place, that directly advantaged hardworking people in detroit who wanted their auto jobs so his reformation with trade and opportunity zones is helping ensure that americans of all races have the same opportunity in the economic place. So youre saying he will eventually have a Police Reform plan . Sec. Mcenany he is looking at various proposals. I do not want to get ahead of him but he has been looking at them over the last few days. There are reports that the administration is going to be pulling troops from germany. Can you say how many and when and where they going . Sec. Mcenany i would say on that, first, we have no announcements at this time. I know there is reporting out there but as of this moment there are no announcements. The president is continually reassessing a best posture for that u. S. Military forces and our presence overseas and remain committed to working with our allies. Will he consult Angela Merkel before making a decision . Sec. Mcenany i will leave that to the president. No announcements at this time. The Lafayette Square fencing, do you have an indication of when that might be removed or taken down since the protests have become more peaceful . Who makes that decision . Sec. Mcenany i dont have any announcements with regards to the fencing. That is not something the white house controls in terms of securing the perimeter. What i would say is the president has recognized that the protests have largely been peaceful. Why have they been peaceful . It is because of the actions taken by this administration. If youll notice, minneapolis was in chaos until the National Guard came in and that it was secure. In Lafayette Park, the 750 Law Enforcement officers injured across the country. 1 5 of those were in d. C. And a majority in Lafayette Park. Once the National Guard came in, d. C. Was secure. The monday decision by the president of encouraging governors to search National Guard made the difference and the president has recognized now the protests are peaceful and has recommended a winding down of the National Guard, very peaceful protest over the weekend. With regard to security of the building, not a decision for the white house. We would refer you to the secret service and park services. The president has recognized the peaceful protest thing and is encouraged by that. Can we say when will the administration revoke hong kongs trade status . And do you think that move would be the only thing the administration does . Is there Something Else planned . Do you think that china will listen . Are you seeing any signs of china china relenting on hong kong . Sec. Mcenany we have not seen any updates from china thus far. No announcements with regard to the timing of that but the president has been clear that china has replaced its promise of one country, two systems with one country, one system, which is what led the administration to make the announcement it would begin eliminating policy exemptions that were given to hong kong and the special treatment that they once had. One week after what we saw a in Lafayette Park last monday night, are there any people here in the building who believe or does the president laid, that perhaps, things went the way they should not have gone . Is there any regret on the part of the president or anyone here without people were treated people were peacefully protesting and they were rushed out so violently . , there arey no no regrets. No decisions were made in the white house. It was attorney general barr who made the decision to move the perimeter and monday night park police made the decision independently when they saw the violence in Lafayette Square. And when, before protesters were moved by park police and the y issued the tactical order, there were three loud warnings. I believe it was attorney general barr on face the nation who noted that some of those protesters moved back and adhered to the warning but others of the protesters started hurling objects and that was unacceptable and park police acted as they felt they needed to at that time in response. And we stand by those actions. The country and the world saw this violent clash between people who were otherwise peacefully protesting, but really the president is not sorry for the way things went . Sec. Mcenany no. Akedfact that antifa wrecked havoc. Omo saidns chris cumo tell me where it said protesters should be nonviolent . There are those to carve out from the sidewalk to hurl at officers. That is not peacefully protesting. The actions of the rioters were not in keeping with the first amendment. I think the media needs to recognize there is that discernment between the peaceful protesters, many of whom i have seen and the rioters. America will act against rioters. Under President Trump, he will not allow burning buildings, federal buildings to be defaced and 150 Law Enforcement officers to be injured in the country. I like the blue suit, that is a snazzy look. That, you doup on know that the burning st. Johns happened on sunday night . Youa lot of the violence are talking about happened on sunday night. He was asking about monday. Anyone who was down there knows it was almost exclusively peaceful, especially the moment before the chemical munitions were used on the protesters. You want to clarify that . The burning of st. Johns happened on a different day. Sec. Mcenany the burning of st. Johns is what prompted the decision to move the perimeter. It is what prompted park police to say that evening the perimeter must be moved. It prompted a. G. Barr to agree with the decision on monday morning that the perimeter needed to be moved. But when you throw objects at park police, when you dont move after three orders are given, park police acted appropriately. When the shield of park police was batted down and one person tried to grab a Police Officers weapon, that is not peaceful. One question the area and for of the white house is now officially known as black lives matter plaza. Does the president agree with that decision . Sec. Mcenany i have not talked to him about it. Does he agree in general the sat with theey core message of black lives matter . Sec. Mcenany mitt romney can say three words outside on pennsylvania avenue, but i would 8 that President Trump won of the black vote, mitt romney won 2 of the black vote. Recognize he said that 47 of the nation is dependent government and believe they are victims and believe the government has a responsibly to care for them, that was mitt romneys words. The president takes great offense to those words. That is not america. He has belief that americans of all races can rise to the occasion and achieve. Hbcus record funding to because we need to enable education our country and school choice. Those are the actions of the president in stark contrast with the very empty words of senator romney. Mcenany the president has addressed the nation on this and several Media Outlets chose not to cover it. When he was down in florida last saturday, he said and i have the whole thing many times, the death of george floyd on the streets of minneapolis was a grave tragedy and it should never have happened and he spent several minutes going through this. Half of his speech was saying i understand the pain people are feeling and we support the right of peaceful protesters. We hear their pleas. He went on and on. He said on monday, i am your president of law and order and an ally of peaceful protesters. He has said it. Some of the media have chosen not to cover it. Those words are out there and they are documented. We are hearing a very optimistic message from the president about the jobs numbers and the stock market recovery. In an executive order on thursday night, the president said he is determined without intervention the u. S. Faces the likelihood of a long economic recovery with high unemployment. I am wondering why we are hearing two messages from the president and how the American People are supposed to feel about the economy for the rest of the year . Sec. Mcenany the presidencies friday as a great stride towards what he ultimately wants which is this rearing economy that we had when paychecks were growing and at the fastest for lowincome workers. We are at a good place before he chose to stop economy to save 2. 1 million lives potentially. He took the action that was necessary at the time. He wants to get it back to that place we were at. He has noted there will be a time of recovery. Q4 will be good, next year will be great. Monday was a great unexpected note, that the market and believes in this president , employers believe in this president. They believe they can open their doors. It was a note of a great first step of progress and rest assured there are many more steps we have to take to get back to the hottest economy in modern history but we will get there. New york city began reopening its Economy Today after long lockdown. Does President Trump believe we need another coronavirus stimulus package . If so, what would he want . Sec. Mcenany he has remained open to a phase four. There was discussion about this and theres a meeting at the white house about that. Wont get ahead of him but he has said there are several things he wants. Payroll tax holiday to directly advantage low income workers. Several other things he would like to see in the package. I will not get ahead of him. He is still open to a phase four. But it cant be state and local bailouts for blue states that have run their states into the ground because of decades of democrat policies. Would the president support an increase in Police Funding to help offset the damage waged on departments that are defunded across the country . Sec. Mcenany that would be getting ahead of the president on that exact proposal but he has been clear he does not support defunding the police in any way, shape or form. He noted a little bit ago to me that we have seen Violent Crime come down in this country and why, at a time when Violent Crime is coming down, why would we defund the police who are large part responsible for helping america to get to a place where the streets are safe. I would point you to that before getting ahead of the president on the specific policies. In this moment going on, how does sec. Mcenany im sorry i did not hear the last part. The crime scenario here, do you think that will impact crime . Sec. Mcenany absolutely. Our Police Officers are the ones who are defending this country. Making sure that we have law and order in our streets and there is no more evidence of that than taking a look at the raw numbers. Police are described as the blue line in American Society between peace and chaos, between order and anarchy, and that thin blue line has done quite a bit. Looking at 2018 numbers, murder arrests, 11,000, aggravated assaults, 395,800. Violent crime arrests. That is Police Officers doing the arresting. You eliminate Police Officers and you will have chaos, crime and anarchy in the streets and that is unacceptable to the president. Is this politically motivated in nature . Sec. Mcenany this movement . The president believes if you look at and i will use their own words, black lives matter. Black lives matter means to defund the police. Of course, the president stands against defunding the police. All black lives matter, including the life of david doran who perished in the last week and a half. Including Patrick Underwood who lost his life this week. All black lives matter, but in terms of the movement, they defined themselves as defunding the police and that is something the president stands against. Blacks are disproportionately arrested and incarcerated in this country. When they return to society, they are often denied the right to vote sometimes for the rest of their lives. Is the president concerned about this disparity and does the president favor restoring the rights of all those who complete their sentences, so they can participate in the 2020 election . Sec. Mcenany i have not spoken to him on that issue specifically. But i would note is your question does edge on the notion of criminal justice reform. Obviously someone who is wrongfully incarcerated, we need to address that situation. And the president has with the first step act, a great piece of legislation saying that pregnant women cannot be shackled when they are having their baby in jail, common sense decency reforms. The sentencing disparities in play because of the Violent Crime enforcement act, a crime bill that has been derided and rightfully so by civil rights leaders. The president hopes to rectify that. The first step act, the beneficiary, more than 90 have been black americans. This is a president that has always stood on the side of justice but i have not spoken to him about that specifically. Who have i not gotten to . Emily . Thank you. On behalf of myself and a colleague, many complaints were made against Derek Chauvin prior to the death of george floyd. I was wondering if President Trump believes disciplinary records and complaints against police, as well as Police Personnel file should be accessible to the public . States have differing laws on this but should there be a minimum National Standard on Police Transparency with respect to these complaints . Sec. Mcenany thats a good question. But again, it would get to what the president is going to propose Going Forward so i will not address that or get ahead of that. The particular incidents you reference of george floyd, it was egregious and that needs to be looked at. It is being looked at the level of the doj. Thank you. Mcenany i have not spoken to him about that so i would not get ahead of him on that. A couple of questions on coronavirus. Is there any thought being given to returning to a daily Coronavirus Briefing . Frequent Coronavirus Briefings . On reopenings, the president said weeks back, he would continue to monitor the situation and if any states were doing things he did not think were appropriate, he would step in to intervene. Has the president in any of these reopenings, particularly as coronavirus cases are increasing, which could be due, in part, to increased testing, is he seeing anything that gives him concern . Sec. Mcenany i would note this dr. Birx sent me new information that new cases have stabilized, and many are being identified through proactive monitoring and identifying asymptomatic cases. Today, we saw the lowest new mortality report since the end of march, less than 500. Testing continues to expand with over 20 million done. And more than 6 of americans being tested. In seven states, nearly 10 of the population. So, we are heading in a positive direction even as we reopen. Again, has the president seen anything that has caused him concern . Sec. Mcenany i would note again the encouraging signs put forward by dr. Birx. He has seen the country safely reopen. I would also just note some of the media contradiction here. Not referring to you specifically, john, though more broadly that there is not an outcry about social distancing among the protests. I saw one network with footage of the ozarks complaining about social distancing in the ozarks and then seamlessly transitioning into protest footage and not suggesting there was a problem with the lack of social distancing, so i think we have to be very consistent here. One note i wanted to get in, important. It is there is so much focus on our Police Officers now. There are absolute cases of injustices. Our heart breaks for those cases. I just want to note some of the great things our police have done last year alone. Last year in alaska, a retired cop jumped in freezing water to help victims to safety after a plane crash. In idaho, a woman said he saved my sons life, commenting on a cop who saved her disabled son. Person was, a saved. In north carolina, police forwarded a mass shooting. In ohio, police took down a mass shooter at a bar. In wisconsin, a terminally ill girl was visited 40 officers and canines. In new york, two officers responded to an incident involving a homeless man. They bought him new glasses, haircut, a suit and helped him find a job. In detroit, an officer helped a homeless man to shave in the street. In virginia, officers played with little girls, dolls on the streets. In arizona, a 911 call asked for a happy meal mistakenly and the police delivered. These are who the great Law Enforcement officers are and we should remember that.
