Mayor de blasio all right. It is a very Beautiful Day today. It is a Beautiful Day for this city. This is a powerful day. Day 100 of the coronavirus crisis, and it is the day that we start to liberate ourselves from this disease. The day we move forward with phase one of the restart, it against in new york city. Begins in new york city. All new yorkers should be proud that you got us to this day. This was a lot of hard work. Everyone who stayed home, everyone who socially distance and put on face coverings, you got us to this day, a date to celebrate hundreds of thousands of new yorkers coming back to work today. Just the beginning of the restart. Of everyerally because single new yorker worked so hard to get us here. We have been the epicenter of this crisis. This is the place where it was going to be the hardest to make a comeback, yet new york city is so strong and resilient. We are making that come back. We will always remember the heroes of this crisis. The first responders, health care heroes, everyone who chipped in, but also the everyday people who made this possible. The most important thing to remember today is, do not forget the lessons that we learned. We got this far by hard work and discipline. We have to stick to it so that we can get to the next phase and next phase and the next phase. We have to keep doing the social distancing, washing hands, Hand Sanitizer, face coverings. All of the things that matter, stick with it. We are here in the Brooklyn Navy yard. The Brooklyn Navy yard is such a powerful place in the history of this city. It is a place of working people. It is a place where people fought for their country. A place where things have been created against the odds. Here again, the Brooklyn Navy yard was a heroic place in the fight against the coronavirus. Yard,n the Brooklyn Navy new yorkers came together to create ppe, to build things and produce things that were not made in new york city a few months ago, but they made them here to save the lives of their fellow new yorkers. This is a great place to be as we start the next chapter. I want to thank all of my colleagues in the administration who worked so hard through this fight. Every one of us has been together, saying we knew that we would get to this day. We knew it would take a lot of work, but we are finally here. What comes back today . Construction, manufacturing, wholesale and nonessential retail can do curbside and instore pickup. We are looking forward to when they can go back to normal operations. Thousands of people are back to work here at the Brooklyn Navy yard. This is the center of manufacturing, including some of the most Dynamic Companies in new york city. Thousands are coming back to work here today. Remember, hundreds of thousands of new yorkers are coming back today to work in the five boroughs. As we begin the restart, it will not be business as usual. There is work to be done. We have to help businesses do this right. We will not only do inspections, and make sure they are doing the right thing, we will help them do the right thing with free face coverings, guides and help lines. We will make sure that working people are safe. Nothing is more important than protecting the safety of new yorkers. Every person returning to work today, we will watch out for you. If you see something wrong, we want to make sure it is addressed immediately. You will hear in a little bit from our Small Business services commissioner. He will talk about some of the measures that we are taking to help businesses get back and get back strong. We also know that for the economy to restart, people have to be able to get to those jobs. This crisis has made that harder in so many ways. We have some announcements that i hope will start to lighten the burden and move forward. And help move new yorkers around easier. First of all, i announce today, 20 new miles of bus ways and bus lanes. 20 new miles. They will help over 750,000 new yorkers get around more easily. They will have a faster way to work, more frequent service, less crowding. More Service Equals less crowding, equals more health and safety. That is what we want to achieve. There will be five new bus ways. Just like the success of that we have seen on 14th street manhattan, we will add five new bus ways. They will be launching on an urgent basis. I want to see this happen as quickly as possible because we need the help now. Given the crisis we are in, we have to make it easier for people to get around. They will launch between june and october. It will be a one year trial basis for each of these five new lines. If it goes well, as we expect, they will become permanent. Again, the launch between june and october. The first one, main street in queens. On top of that, four new bus lanes. New signage to help them achieve the goals that we have seen every time we expedite bus service. More and more people use the buses and more and more people feel it is the right way to go. They do not need their cars. They can take mass transit. And again, more frequency equals more safety. These will be launching between june and august, starting this month. On east 14th street in manhattan and 149th in the bronx. An important point, the 14th street bus way has been a success by every measure. I said we are going to do it, we will see if it works. . O people ride more more . Does it go faster . Does it have any negative impact on surrounding streets . The jury is back. It is a clear success. We are making the 14th street bus way permanent. Lets talk about another important way people get around, the Staten Island ferry. We are seeing ferry ridership increase. That is a good sign, it means people are going back to work. We expect it to rise more as we go into phase one. Starting this afternoon, there will be another increase in rushhour service on the Staten Island ferry. It will now be every 20 minutes, in rushhour. We will have social distance markers in place, to show people where they can be and to have that proper distance from fellow passengers. We will have Hand Sanitizer for free and face coverings for free. As things come back more and more, we will add service to help serve the people of Staten Island. Lets turn to the subways. We have been talking to the mta over the last week or two. A lot of forward motion. I think the mta for increasing the service and for realizing how important it is to have Hand Sanitizer at every station. We want to see more and more support for people using the subways. We want to see the same kind of markings, the same kind of distance markers to help people know where to be. We are sending approximately 800 School Safety agents, who will be in the stations, educating new yorkers and giving out free face coverings, helping people feel comfortable when they take that subway ride. We will keep doing this work with the mta throughout. I have a few other things to talk about, and we are trying to find the location of our commissioner. There was little situation with his drive over. I will finish everything i got and when he comes in, he will speak. A different topic, one that brings up passion in new yorkers, alternate side parking. We have this incredibly important moment. We are restarting and we want to make things as easy as possible. We are suspending alternate side parking for two more weeks. It is suspended today through sunday, june 21. We will be reassessing whether to bring it back or not. There is a lot to do. There is a lot to do, but we are moving forward in this city and everyone should be proud of the fact that we are moving forward. Lets get the next part right so we can move forward more. This is an important time to talk about indicators and thresholds. The news is good. This is such an important day for the city. We also have the health data to continue to give us hope that things are moving in the right direction. Lets go over to the indicators. The daily number of people admitted to hospitals for suspected covid19, that threshold is 200 patients. We are well under it at 67 patients. The daily number of people at health and hospital icus continues to go down. 326. Percentage of people tested city wide who are testing positive for covid19. The threshold is 15 . This is the biggest measure in terms of showing is where things really are at, how things are going in the city. The lowest number we have seen, 3 . That is a great sign. Again, we know that the reopening means more people will be close to each other. We need to get it right. If we would like reopening, we have to stick with it and make sure we do it right so we can move onto the next phase. Commissioner, have you caught your breath . Do we have a better handle on how many people are coming back this week . My other question what do you , have to say to those new yorkers who are not taking the subway and not going back to the walke or not going for a in central park because it is crowded . What do you say to those people who are afraid and do not feel safe . Mayor de blasio that is an important question. That is the big question. I am looking at vicki and jonnel. I dont have a better number than the 200400 range yet i think we will get it in the west bit first days as see who makes a decision that is real. Would you agree that in the course of this week, we would be able to hone in on that number . They are nodding. First of all, everybody has to make their own choice. We respect that. People have to find their way. This is an unprecedented moment in history. I think new yorkers are very pragmatic and resilient. They will watch. As they see things working, more people will come out. If they do not see things working well enough for the disease reasserts, they will be more cautious. That is understandable. We want people who can work from home to continue working from home. But folks who have the opportunity to go back to work, i want to maximize the chances that they feel comfortable working with mta. The cleaning has helped a lot on subways. We want to see all these other measures move, the free face masks and the personal making sure there is not too much crowding. The bus lanes and the bus ways. The Staten Island ferry. All of this is to encourage people to feel safe. The frequency is crucial. If there are more and more trains and buses, people will be able to spread out more. I think it will be a day by day thing like Everything Else in life. We want today to be a strong start. People will watch. I have talked to a lot of people who say a lot of people want to come back, but they are watching to see how it goes. We have to show them they can have that confidence. Mr. Mayor, i know you said people will make their own choices. In regards to the subway, i am wondering, youve been pushing for social distancing measures. The mta has said they are not going to do it. Do you personally feel comfortable and safe on the subway . Mayor de blasio i intend to. I will take the subway and i think its great the governor is taking the subway. We need to show people, i think some important work has been done to make subways and buses safe. I understand the mtas decision. I still think it would be smart to have those markers because it would give people confidence. This is a moment in history. Its not forever but to show people that they can come back with confidence, i think that approach would make more sense. Whatever approach they do. They do their thing and i respect them. We are working together. The state runs the mta. The important thing is that we see people are feeling comfortable, and i absolutely will take the subway to show people i am comfortable. Reporter [indiscernible] i know you spoke to your staff yesterday. About some of the concerns you have. Do you say to the claims that you have not done enough . Mayor de blasio there is a big difference between former staff and current staff. Current staff, we had a good conversation yesterday. I intend to spend time with staff. I want to hear their concerns and i want us to Work Together. This administration has been doing the work of police reform. That is one of the things we came here to do. I do not want people to forget that we had the lowest incarceration since world war ii or that we had 180,000 fewer compared to year the last year of bloomberg. Do not forget those foundational changes. We have to do a lot more. Anyone who wants Police Discipline to move more quickly, they are right. Need 50ao says we repealed, they are right. I think it will happen in the next day or two. We have work to do. I said to my team, we are going to do that work. We will do it with incredible energy. I think everyone will Work Together to do that. The bus lane is significant, but about one third of what the mta requested. Was it too much . Or is it just too much in the short term . Mayor de blasio i am someone who likes to see progress and celebrate progress, and then continue to make progress. My attitude is, this is a major step. The fact that we have proven you know the history probably other than me, i dont think a bus way like 14th street was successfully achieved before. The fact that we are seeing 14th street is now permanent. Five more are coming in. It is the beginning of something really positive between the bus ways, select bus service, all of these approaches have been working. It opens the door to a positive future. This is a great time to do it because we have to give people confidence to come back to mass transit. We will always tell you what we think we can do right now. As we see the opportunity to do more, we will do more. Reporter you said main street. Do we know the other four . Mayor de blasio do you have a press release . Did they give you press releases . [laughter] do you have an email . Read your email. Stop baking so much and read your email. Street avenue queens, j in brooklyn, 184th street in manhattan. Yes . Reporter do we have any update . [indiscernible] mayor de blasio phase one is the beginning of something new. Everything will be reassessed. I dont have an answer but we will get you one immediately. My impression is that the need has changed because thank god, more people are healthy and less and fewer lives are being lost. We will get to that update. Reporter [indiscernible] mayor de blasio ok. Reporter how is that affecting phase one . Mayor de blasio i do not think it is. There are stores like the one i visited in the bronx that have a lot of work to do to get back. We will help some. The commissioner has met with Small Business owners in the bronx and we have a specific plan to get them direct grants and support. Some of the Bigger Stores in manhattan were very quick to come back. I spoke to the ceo of macys, and he said macys had very little damage and they were able to deal with it immediately. Macys has always been a great partner of the city. They want to make the restart work and they are energetic about it. My impression is, it was because we contained it with a curfew and other actions, very minimal impact. We will not let it happen again. Very minimal impact in terms of phase one. I want to follow up on the other question. There are some former staffers, but there are also current staffers. I want to know what would you say to current staff that is feeling disillusioned, like this has been a hard moment, and they are no longer confident that you will take the right direction in the time that is left. Some of those current ones are also marching. Mayor de blasio i do not know who is or who is not. Literally, as a matter of fact, anyone, if they have a concern, i want to hear it. The entire senior team wants to hear it. It has been a very tough week or 10 days. Very painful and emotional. There is a lot to address. I still believe fundamentally after six and a half years of making steady change in the city, people should have faith about what we can do in the next year and a half. At a transformative moment in history. I reach out a hand to anybody who wants to do that Work Together. You will have to project a little more. Reporter [indiscernible] 10 years later we are hearing , the same conversation. How do you feel about it and what was done . Mayor de blasio on the history of 2006 and 2004, i do not know the specifics of what was done after that. Obviously it was not our administration. On the question of kettling, i do not want to see it used. Unless there is an absolute, necessary reason. That kind of practice should be used minimally or never. We had a very unusual set of circumstances. I will keep saying it because we have seen the facts over and over again. We had a violent element in these protests. We had a different element with the Property Damage in the bronx and then we had tens of thousands of peaceful protesters. It creates a very complex situation. We learned a lot and we will do things differently, going forward. We are seeing things we had not seen before we now have a different approach going forward. I want the maximum restraint and maximum respect for peaceful protests, the lightest touch possible but we also have to , protect life. Which we did. No lives lost. We have to make sure there are no serious injuries. There were a few very serious injuries. We have to remember that the job is to get out of a situation without loss of life and without horrible damage to property. There are things that we were trying to accomplish. And very imperfectly, they still got accomplished. We did not bring in the national guard. We did not use tactics other cities have used like rubber bullets and tear gas and mounted police. But i want us to do better going forward, and we will. Chief monahan, i spoke to him throughout this. I was in contact with them. We constantly compared notes. I want to say again, chief monahan in Washington Square park did something that i hope will be respected. The highest ranking uniformed largest, most Important Police force in america, and he spoke to the protesters and said, none of us condone or can accept what those officers did in minnesota. We are all in this together and we have to bring our city forward, together. They said show us respect and take a knee with us. And he did. It was a powerful, meaningful moment. For all the things that need to be better, we have to remember the things that went right. That was something right. Reporter this is the first time that you decided to cut the police budget. Can you tell us how much money are you going to reallocate . What exactly will be reduced . With what exactly will you put the money towards . Do you have specifics . Mayor de blasio they will. The answer is, no, not today. In the next three weeks, in negotiations with city council, we will decide the budget for the city. We are praying that there is action on the stimulus in washington. We are asking albany to give us a last resort with borrowing authority. All of these questions are up in the air. I am not answering today because we will do that as part of negotiations. Reporter city council and protesters have called for a one billiondollar cut. Mayor de blasio no. But something substantial . Yes. That will be subject to negotiation. The first thing i want to see it go to is youth programs. Reporter do you think the one billiondollar number in their mind is not good for the nypd . I am not insio anyones mind. I am not going to give you a number today. I know you and commissioner shea made separate appearances since your announcement yesterday. What have your conversations been like with the commissioner . I can imagine some agencies budgets will be cut. Mayor de blasio the commissioner and i talk all the time. This is someone i have been working closely with since 2014. I have immense respect for him. We have a constant, ongoing dialogue. Of course no commissioner wants to hear that their budget will be cut and there is the deep fear that everyones budget will be cut if we dont get the stimulus. But the commissioner has said publicly since then that if there is one place he would want to see money go, if it came out of his budget, is youth programs. He said that publicly. It shows the caliber of the man. He believes in a focus on youth. He said it months ago before all of this happened. It was a focal point of my state of the city that we are reorienting policing towards the youth. With the city council, we are going to find a way to address the needs of the youth this summer. We do not have it yet. We have to figure it out the next few weeks. Obviously, it is absolutely dependent on the health care situation. I am praying that we come through ok, but the council and the people of the city want to see more for our young people. In april, we did not know what would be possible at all. We thought things would get worse. Now, there is more possibility. Reporter i have a question for the doctor. We have had 13 days of nonsocial distancing, of people coming together. Thousands of people. Mayor de blasio i dont think its been 13 days, respectfully. But continue. You are talking about the protests. It has been 10 days. Reporter 10 days is pretty good. Usually the incubation period is two or three days before people come down with symptoms. What is going on . A lot of people are saying look at these people gathering, nobody is getting sick. The numbers are down. Mayor de blasio the commissioner will give you the more medically insightful answer. I just want to remind you, thank god these were outdoor activities, which changes the equation. I am still worried that there might be an impact. But that is Something Different than if it was a lot of people together indoors. Go ahead. Let me start with big picture. Big picture, we are still in a moderate transmission phase. Meaning there are still on a daily basis hundreds of people that are newly diagnosed with covid19. In addition to that framing, we still need new yorkers to wear face coverings consistently. When individuals are outdoors , they have more flexibility to have more space between them. We want to encourage individuals to continue having the expedient the six feet distance. We want to remind new yorkers the importance of using alcoholbased Hand Sanitizer. When we have individuals outdoors and in protests, we need every single one of them to ensure that they continue to wear face coverings. We, on a daily basis, monitor data that comes to us from each of the Emergency Departments around the city. To date, we have not seen any significant spikes in the number of people visiting the Emergency Departments for covid like illness, but we are paying really close attention to that. Just to build on something the mayor said, in regards to the first phase of the restart, we want to be really clear that it is not listing back to the way things were. We still, even when individuals are going for curbside service, need them to wear face coverings consistently and use Hand Sanitizer consistently. And to remember that if they are in individual that falls into the high risk category, we need them to limit their activities. Stay indoors as much as possible. Similarly for those individuals who go outside and have someone at home with a high risk condition, remember that clear and dare i say militant adherence to handwashing is what will continue to save lives. The mayor has said at every press conference we have been together that this is new yorkers doing it for new yorkers, and we need them to mayor de blasio has not gone . Mta asked about the subways and nypd. They asked for six enforcement. Aboutbody talked providing this without Police Options . Not enforcing, educating and giving out free face coverings. Nypd is not doing social distancing enforcement at all. School safety is parents work with kids, they have a different approach, they are not there to do enforcement. Couldre available, as you imagine, because school is not in session. We are going to use all the civilians we can, but we are being stretched very thin all over. Its not about enforcement, its about free face coverings, education. Remind people that one car is crowded and go to the next car. We think the human presence and communication helps, especially free face coverings. People mean to wear it, but they forget to bring it. Who has not gone . Last call. Anyone who has not gone. Not gone . Falls, i have said it, freddie said it. I have set up multiple times this morning. I dont know how many more times to say it. Falls, untrue. I dont know whos planting these rumors, they are wrong. We have a commissioner who is doing their job and doing it well and very tough circumstances. Bandaged and we need to make more change in the nypd. Thats what i am expecting to see. To anything being done by outside agencies, i will not comment on that. I will only say our nypd is going to move forward whenever appropriate. So you heard last friday that charges and procedures are about to begin for the officers involved in the Lower East Side incident. You heard on saturday about the two officers who were suspended, and now there will be a further proceeding with them internally. The supervising officer who has been transferred. There will also be a further proceeding. Any time that has to happen, it will happen. I wont comment on other agencies. We heard reports that there were ice agents stationed there. There is some video saying that ice is there to help them. I wondered what you know about it. Mayor de blasio i would not let ice agents anywhere and the official capacity in new york city, except what they can do on their own. Ice agents are not welcomed in our public buildings. Dont no knowledge and believe that happened. If anyone has evidence, i need to know it. No, we do not want ice in this city. They have comeen trying to get into a city building, for example, they have been told, only if they have warrants and the Law Department approves it. We have been consistent about that. We know that out of , there haveests been many lawsuits and millions of dollars in the city has to settle. With these similar incidents. There was a possibility of that lawsuit over the weekend. There i know they pulled that back. Are you looking at that at all . Have you been briefed or told about problems that people have in terms of the process . Mayor de blasio the liability issue, i cannot speak to effectively. I have not heard anything from a lot of apartment. I can only say about the human reality and what we are trying to achieve. Storm. We had a perfect you cannot leave out of this equation what happened on sunday and monday night. That was just criminality. It was people destroying stores and stealing from Small Store Owners in the bronx. Immigrant store owners, people will put their whole life into building up those stores. Those were a lot of people arrested, and in midtown. The goal is to not hold people any longer than absolutely necessary. This is a very unusual situation. I know they were trying to make sure the conditions were safe and sanitary. I want to see is going through anything like this again. The bottom line is, when we are dealing with a truly emergency situation, i believe everyone is doing their best to process people and get them out and make sure they are safe. We have to keep the city safe and thats what we did this week. Just wantnish up, i everyone to keep a perspective. This is the first day of the reopening, it was achieved by new yorkers hard work. This is the hardest place in america to get to this moment. The hardest place to have a real putting because we were the epicenter. Only because new yorkers went the extra mile did we get here. We have gotten all this way, lets hold onto it and keep holding on it. We have something really big happening, our test and trace core is out there. Every new yorker is welcomed to get tested for free. If you need to know where, call 311.
