Began with two separate groups at approximately square e in lafayette and one in the vicinity of the u. S. Capitol. Groups were peacefully at these locations. Around 6 30, the group at plaza was alerted by federal Law Enforcement officers them to warnings for disperse. To that eived prior just before that there would be a president ial movement in the area. The metropolitan Police Department did not participate movement. As you all know, there was a initiated was yesterday between 7 00 p. M. And a. M. , the next incident of around 7 20 was at i. In the area of 17th and street, 54 persons were arrested in violation being of the curfew. At around 9 00 p. M. In the vicinity of 9 00 p. M. , there was protesters up f in our northwest area of the block of 14th 0 street northwest, we started to that was consistent with the behavior that preceded violent activity that we had on the two nights before. A metropolitan Police Department that was set on fire. To get that group topped in the 1400 block of swan street northwest where we arrest of ificant multiple folks who were in curfew. On of the there was a homeowner in the block, there was a lot of twitter activity, social media activity about this and i know will be questions that i can answer later who allowed a going of people who were to be arrested into his home. Back to the area where the majority of the arrests were ade where we had 54 arrests own at 17th and i, 194 arrests in the area of swan street, had on in the evening, we another group of about 300 or so area of there in the the Police Headquarters or during that are, nstance, they were becoming very aggressive. Police officers had to utilize munitions to disperse that group. They were able to successfully disperse that group. The amount of damage that we had and the injury to Police Officers was significantly less evenings. Prior two we had two officers injured. Injuries were nonlife threatening where the officers were treated. Police car that was set on fire. Properties across the city where there was some some ction of property, glass damage and im sure there was some disruption of property graffiti. Ds to at the end of the process we had 300 arrests, so we had the two, the majority of the arrests were at those two locations and several other arrests across the city. For rrests were primarily these three categories of offenses, a violation of the majority of the arrests. We also had arrests for burglary for rioting. Rests the fact again mention that we are working right now with our Investigative Team to of anybody that was in our city over the past three or four nights who was in destruction of property or the throwing of missiles and the hurting of people. E we did not and do not request an armed guard for any purpose in District Of Columbia. Yes. Eporter the president hreatened the use of military force and helicopters with the crowd, do you fear that that arm message is going to inflame rather than calm the protests . Mayor this is what i hope and i observed last e night. Hat we observed last night is protesters largely complying ith the curfew and were going to implore them to comply with the curfew again. 7 00 p. M. Is that doesnt mean youre leaving at 7 00 p. M. Thats mean youre off the 7 00 p. M. And its very important that everybody complies with the curfew. There are exceptions. If you are essential, if you are you are voting, then you are able to do all of those things, but were asking people to comply with the curfew. Yes. Reporter mayor were you aware that Arlington Police were in assisting at night and secondly, the county overnment there put out a statement saying they pulled their officers out of the city in d on what had happened Lafayette Park. Ual i saw a tweet from them i think the night saying that mutual assistance process was very and i want to make clear that we didnt request that for istance and those not familiar with the mutual assistance process, especially when we have large scale events, you are probably most familiar when we inauguration and have to police that, we put a mutual not just to llout, this region, but very widely to support for very large scale events. For us to call on our neighbors to assist. Not make a mutual assistance call to any police or any state National Guard. Reporter do you have a comment pulled their officers out because of what happened . Mayor i would suggest that officers shouldnt have been there in the first place. Talk er chief, can you about what exactly happened, we saw, in the house, the officers, streets, negotiation to let them out or go home, why keep them locked into that area that long . Chief on swan street, i think i i ed to describe this when began. We had what was an indication of escalation of potential violence in the city. We had a large group that was of the n violation curfew. Our approach to these circumstances we have somebody the law in a large group, we try to get them safely and as respectfully as we can. Think there was a lot of misinformation after some of the folks that were, could have arrested went n into the home. I think there was a lot of misinformation that was put out raised a lot of concerns. I had multiple conversations event, after the event into early this morning ith the mayor, with my folks that were on the scene and i can say that some of the information twitter and out on other social media platforms was ompletely inaccurate, at least from what we saw, but, of course, whenever you have those type of allegations, well do take a very, very close ook to insure that the police were respectful and responsible professional and constitutional those arrests. Every indication that i had is arrests were believe ffectuated, there was no resistance by anyone being arrested. Can i talk a little bit about arming of the National Guard, that is something that is authorityy within the of the president of the united states. From ery well aware multiple conversations with the ayor of our stats here in the District Of Columbia. We made it known at every with regards to this vent that we did not want the National Guard to be armed. I think the other thing that i your that i sensed from uestions, the arrests that the metropolitan Police Department made were all after multiple thatngs regarding a curfew we were having in this city and essentially to violence andxtreme destruction that i know was eartbreaking to everybody in occurred the had two preceding nights. We so, you know, i guess when youre the mayor of the district you have to make difficult decisions and so i was her to choose prevent fety and to violence over some inconvenience to our folks and hopefully we get past this sooner rather than later. With covid, you guys have been to incarcerate people into jail, so what is the people who these have been arrested over the past three days, where are they held, how long are they held . Chief we do the best we can. Arresting large numbers of people is not something we do on a daily basis. Ts something we do prepare for. We stand up a group, a team of facilitate what is called mass arrest processing. Planned goes as well as because there are i. T. Issues and the like that you have to deal with. Logistical issues with moving the folks. With insuring s that the folks that have been stopped and played under arrest treated respectfully and professionally. We do all of those things and we to all of those issues. Really, our number one goal when a large group like that is to get them in and out of Police Custody as quickly as possible. The fact that the use f force was so yeah, i am concerned whenever there is a Police Action that aints Police Officers in a negative light because what folks will do, they will attribute it back to all of us. I heard, particularly with the arrest, i heard over the Radio Monitoring that the telling fficial was officers not to deploy munitions ecause once the group was closed in that he was telling them because they have nowhere to escape. And mayor i dont know if it was the case last night, it was the case during our response that some of the bangs pops heard or the demonstrators that had fireworks things that have been weekend, ughout this and i know sometimes i was reading along and people say i and a bang, i heard a pop thats not necessarily a police munitions. I think there is being the curfew rescinded . Mayor we have made no decisions extending it beyond tonight and we have thought long about the curfew time about, debated it especially as it relates to voting and how we can send a vote message that you can all the way through 8 00 and were going to continue to that message. Concern about a poll workers not being able to because of workers covid and the decision was made go to, by the board to go to 22 Voting Centers across the and heavily emphasize mailing in the ballot. People who e of the wants to vote in person, inperson voting has been open ince may 22 every day with the exception of memorial day and today is the last day to vote in person, election day. 8 00 lls are open until p. M. I have been struck by the light voting at all of the centers throughout this period lot suggests to me that a f people are taking advantage of mailing in their ballots. Do it you can vote at any of the 22 where you dless of live and all of your races, your vote outsideif you f your ward will still appear on your ballot. So go vote.
