An emt was shot while she was in her home and today we understand the killing of a Business Owner in louisville. A lexington minister said last week, during one of Andy Beshears press conferences, when he was talking about Racial Injustice and alleged Police Brutality, he said it is not the minority population that has been silent, but rather the majority has been deaf. We will start left to right. How have you actively sought to be a part of the solution to heal racial divisions and not just action list rhetoric. Name one specific policy or action you commit to doing, win or lose, going forward. Renee, thank you for starting this forum off the right way by addressing the challenges that kentucky is facing. I barely made it today because i left the streets where so many people of kentucky are demanding justice and accountability. What we are seeing in louisville and across the country are people who feel ignored and abandoned. They feel like justice is not accountable to them. They feel like their humanity is ignored and denied. They are feeling the weight of Structural Racism and inequity that has permeated for generations. It is why i am running to beat Mitch Mcconnell because we need real change, not just tweets and words. In every level of government, demanding for change and accountability. Racial tension and angst and our community, standing up to say that we need to get rid of the warrants, that allowed home to be killed in her and in her sanctuary. How do we bring more partnership and collaboration into the community and create accountability . Citizen review boards with subpoena power. That. Ing to fight for also, the Law Enforcement trust and integrity act. We are ake sure that accounting for the racial inequities in our justice system. Today i will add that Tamika Palmer demanded justice for her daughter. At the press conference that the governor held earlier this morning. The family wants the officers involved in her death to be charged. They want them to be fired first and eventually to be charged. Do you agree with that and what will ic policy proposal but committed to whether you win or lose this primary . I agree. Firing of the chief of police is maybe too late, but i think it is a good start. Which came today, yes. Started my campaign back in july. It was founded on the call for and social justice for all. Spedme went on things just up. Through wakes been stolen. The impeachment hearing. Pandemic thats left over 110,000 americans dead and the great cities are burdened. Are burning. It is not a request anymore, it is a demand. What does it look like . What will you do . You could call for it, but people want to know. We have two demilitarized our police forces. We have been telling them that there has been a war on drugs for decades. You tell them they are at war long enough, and they believe they are at war. We can stop selling military equipment to police forces. There is no reason that a Municipal Police department or county Police Department needs have armored vehicles. It sets the wrong mindset and police think they are at war. Thear you need an enemy and too many times are africanamericans. Rand paul even agrees with it. He wrote about lawenforcement becoming too militarized and washington incentivizing them to do so for some of the same reasons as they have already spoken on. What is your position on the militarization of police . Do you believe that Police Brutality exists . And if there is structural in Law Enforcement . I think there is Structural Racism in america. That, look, the death of Breonna Taylor and george floyd and david is tragic. What you are seeing around the world with hundreds of protesters shows that communities are hurting. Their voices are not being heard. That is why there is protest. We need to listen. We need to listen to them. The second thing that we need to do is foster a command climate. What does that mean . In the military, when you have a unit, everybody under you is a reflection of the leader. And their actions are a reflection of that leadership. In the case of george floyd, in inneapolis and his tragic and unfortunate death, you not only had a bad cop doing terrible had three other cops looking on doing nothing. Thats what im talking about. We have to foster a command climate within the police community. Do you believe the other should be charged in minneapolis . The first thing we have to do is have a complete investigation all of this, and thats why i alled for, you know, a transparent investigation. Thats so important to make sure we have trust between the police and the nities communities themselves. Taylors mother, palmer said it best. Her. Nt justice for at the same time, she said, no more violence. And i think thats really important, too that we should have leaders that not try to escalate the situation. But deescalate. Thats what leadership should be now. G right many are making the point there are protestors and rioters and those are two different groups. I want to ask you this question about Police Brutality. Washington he post has been logging fatal shootings by onduty police officers. Time, there have been 4,728 such shootings. Account for less than 13 of the nations population but the rate at which black americans are killed by police more than twice as high as the rate for white americans. O do you believe there is a culture of systemic racism in Law Enforcement and how do we go view . Ending it, in your absolutely. Its systemic, structural, institutional. We need to listen to those that most effective because thats my family. That is my story. I have lived that. I have been demanding justice after my cousins were murdered. This is not just aspirational to say that we need to listen and do more. With we need results right now we have to acknowledge the challenges within our institutions. To see someone who looks like me, that is why i have been standing. Yes, were talking about accountability when our Law Enforcement but its very across al and it goes the board. Poverty. Nalize do you expect a different response . I want to say i worked with the mayor today, and i released this morning. This includes full responsibility. I helped in acknowledging that these Law Enforcement officers should be fired. We dont need to minutes miynce words. We need to keep going. We are taking steps, but we need to keep going, urgently. Does having the military presence signal Something Else that they are supposedly serving . They should not have been. The escalation has come at the hands of lawenforcement and many of these people are people i love dearly. So many people until Law Enforcement that want us to be safe but they took an dversarial posture, a confrontational posture to people who are hurting, and it ontinued to escalate, and now the barbecue man, as we called him, has been killed. So, no they shouldnt have been there and ive asked the governor and local leadership to off. Them mr. Bowyer, should the entucky National Guard be called off . I think so. Its a very sensitive and operation. I was coming into the building tonight with my young wife and there was a young law there ment officer out and he looked like, no offense to him, but he looked lake a imagine himould not facing a crowd and what thoughts and fear would be going through is mind and the National Guardsmen are no different from that. Most of them have not received the training. Very difficult thing to do. I think i tried to understand was, to maybe put somebody on the street who wasnt a Louisville Police blew up. But it and i tell you, i still do not iserstand where the shooting coming from with the hundreds of cameras that are rolling on the can say where one the shooting is coming from. It does not make any sense to me all. Same question. I would say, you know, i wore United States the for 24 years and any time somebody wears the uniform, its a Police Uniform or he uniform of the military, youre held to a higher standard. Youre in a position of public a lot nd that comes with of responsibility and it comes with accountability, and that leadership, and so any time a tragic unit happens, the first thing we need is to have an independent investigation. Make sure that we find all the people nd hold accountable, and i think its so important because we need police. Police in our community. Relationship between the police and everyday people, there has to be a trust there. Advocate in you improving police and relationship particularly with of color . S first, i mentioned before, youve got to listen to people color. Like booker. They are living that. Thats really important. I think there are some common do. E things we can there is legislation right now at the federal level to make sure that any time something occurs, where there is a deadly use of force, thats controversial, that police use this force, an investigation taken outside the chain of command and is looked at from a different entity, a federal entity. Entucky moms have got two simple things, they realize its kentucky and a gun state. They have two simple goals. Universal background checks and red flag laws. Have come outlaws of the house with overwhelming bipartisan support. Hey have overwhelming bipartisan support in the senate and they have not moved forward for one reason. Mitch mcconnell doesnt want them to. Because hes in the pocket of the gun industry and the nra. Hese are laws that are the etely supported by american people, even most members of the nra. How do we leverage the community, Law Enforcement, citizen voices leading the way, including young people. Will you call for the resignation of mayor greg fish senator i believe he needs to be doing able for what hes now and he needs to be fired and happen immediately and provide clear transparency you will not call for the resignation of the mayor of louisville . Bowyer, question to you . Its a two parter. Answer the last part of that uestion first, would you be illing to call for the resignation of the louisville mayor . I would. Body cams need to come out. Mr. Mcgraff . For the d not call resignation of the mayor. Right now, leaders need to try the situation, not escalate it. As a senator, what you should be things, looking for ways at the federal level to make things better in this area. Things you can do is, and there is legislation out we haveo make sure that better training for police, to the underlying issues of this causing a lot is the underlying social injustice that we see. I want to be a senator committed to tackling those issues, im im talking Racial Injustice. Educational injustice. Systemic injustice that you see the policies that we need a senator thats going to have policies that are going to just, you t and not police lk about brutality and move on. Have you been on the ground in louisville with the protests . For the last three days or in elsewhere, ms. Mcgraff . I have not. And why . Family e been with my and i have had some family things going on this past weekend, but i have been the news and, you making d watching, and sure that i think were in the middle of a pandemic, so we at, you ve to look know, is that the place to be right now. Really why. Mr. Bowyer, same question to you . I have not. I tell you, with my campaign, i only have two hard and fast my campaign staff. They dont talk about war, combat, valor, leading marines other hard and fast rule is we dont use people as props. I thought about it and i said if i went to louisville or lexington, it would appear not wantstic and i did to be put into that position. If i was a citizen, just a i would be taxpayer i did not want to t appear like i was taking advantage of people who were suffering. Were not props. This question, do you support de funding the police and redirecting those funds to communities directly affected by brutality and systemic racism . Mr. Bowyer, your response. Need police. We cant de fund the police. We can fundamentally change them away cant make them go so de funding them redirecting funds being wasted, a better use of you are money would be this that we stop having prisons for profit. Where this cycle politicians make laws, they get donations from people who run created this eve process where people are the material that go into this machine. Need to break the cycle. I would rather take the money and profit out of prisons and helping people instead of, you know, it going into the pockets of politicians horrible cycle of imprisonment and this pipeline from high school to prison going. Thats where we need to break the money chain. De funding police, mr. Booker . Something ive been working on for years. We have to reimagine policing, if were dealing with Public Safety its not just Law Enforcement. Here is a consolidated act of 2018 that essentially mandates more funding for Law Enforcement hich means that were not putting money on the ground in the community where more safety can be dealt. Not continue to fund more and more of Law Enforcement putting the pressure them to be the whole arbiter of a Safe Community when they cases ng forced, in most o kick in our door and shoot us. Profile us. So we have an opportunity to a better o build future and lead in Public Safety like we really mean it and thats what im going to do in senate. Ms. Mcgraff . Funding uld not be de police. The men and women who protect us and who are in the police force, the vast majority of them are really good people and professional. To ink, again, we need tackle this from a leadership perspective. A command climate where everybody is treated with and when d decency, you have a command climate like hat, when there is tragic events, first of all, there is less of them, and second of all, happens, you have an investigation thats prompt, you know, quick, transparent, and that is something that the trust. Ity can i think its really important, and we should not be de funding very people that protect us every day. Im going to move now to talk about covid19 relief and and possibly aid package. Timulus we know that the house passed the heroes act. It includes another round of 1200 stimulus checks, more hazard pay for workers and mutual aid to local government, increased coverage, so on and so forth. Do you agree that this should be passed, senator Mitch Mcconnell has said that the bill is dead on arrival. Your response. I think it is unfortunate that we have a senator would not even look at a bill that is out there to help state and local governments. Here is what amy as senator would be focusing on right now. We had a 500 million shortfall, if we do not get help. Senator mcconnell prioritized help for wall street. He prioritized help for big business and for the special interests that power his campaign. That includes 80 of the tax cuts in that bill went to people who make over 1 million. He calls for state and local governments to consider bankruptcy. Thats not where i would be at. In the bill that was passed in the house, it has money to prop up our state and local governments, especially our firefighters, our School System and the infrastructure that we have in this country. I would be prioritizing that. Things wethe types of need in this bill. In addition, you need personal protective equipment, funding for postal service, and we need to keep our democracy going, we need funding for First Responders and make sure that anybody going into a position of duty, that they have hazard pay. These are all good things that i would be supporting. Mr. Booker, would you support the heroes act . Does it go far enough . It does not go far enough, but includes many important points. Many that i listed on march 24. As a young black man with type 1 diabetes, i am seeing how critically important it is. That we invest in communities immunodeficiencies. So, it is very important, making sure that vaccines are free is important. Canceling student debt i have debt that i dont think i or my wife can ever pay off. If you have ever had to balance a budget to pay for insulin or keeping your lights on, it is not enough. Same question to you. I want to ask you, what has been magnified that would be amenable to answering, if you are elected. We have a healthcare care system that is tied to employment. We are the only ones in the world. We put 40 million americans on unemployment. Any households facing the Biggest Health care crisis without health care insurance. That is why we need to have a singlepayer health care system. We need to blow up and make it all available to everyone. When i first started my plan, we said 1200 per child. When the pandemic struck, i came out with a proposal for emergency income. 2000 for adults. Now congress is actively talking about 2,000 per month. Need to have the uvi through the pandemic. Assume a depression or recession will follow. So you want it in perpetuity . Yes. It was endorsed by andrew yang. Scott semmes has helped me draft my plan. There is a map behind them. We can implement it and pay for it. Would you be for everyone having a universal basic income, or should there be an income threshold . No, it goes to everybody. Checks percenters . One even the one percenters. Giving that bump of money to those who really do not need it does not make much sense. Your response . If it is about equalizing is that 1 isnt even going to feel it but for in one who is living poverty, they are absolutely going to feel it. Incremental . Bill gates is not going to care about that 1000, but somebody living in poverty will have incredible change in their life. Critics would say it equates and it would disincentivize work. That is not true. There is a program like this in alaska. It has been in effect for 30 years. No one would say alaskans are lazy. And dainty dont go to work. Peoples lives are dramatically improved. When i talk to people in the country, my neighbors are all farmers. They farm in the headlights of pickup trucks and tractors. You can see the light in their eyes and the gears start turning. Full time. Farm they love farming. It is important to them. They feed their community. Some would say this is exactly what we fear, that most of kentucky would rebuke. You give money to the middle eople, working class, the working poor, they spend that money. They spend it lolly and it a tremendous velocity. You give money to a rich person, Corporation Like we did in 2009 with the airline industry, give them 50 and they used 45 billion to buy back their own stock and enrich themselves. Ms. Mcgraff, how do you feel universal income . There is major knick inequality in america and in we need its something to tackle. Thing. The we have people in kentucky. I talked aducah, who to last week, a Public School teacher, she and her husband are Public School teachers. They both have to work multiple meet. O make ends its not uncommon in kentucky. This is a real problem. Like makewe do things work pay. Are alreadyt people doing. This is a function of doing the mcconnell senator example, one, so, for lets not undermine unions. Senator mcconnell has a decades history of undermining unions. Those are the ones that work for pay. Er benefits and better lets raise the minimum wage. Lets invest in kentucky to good, quality, solid jobs. What would you raise the federal minimum wage to . For the lready called federal minimum wage to be raised over time to 15 per hour. But thats just one thing. Thats not going to fix it all. Hat we need to do in kentucky is something that senator mcconnell hasnt done in decades and thats invest in us, for the future. So here in kentucky, to get the good quality jobs of the 21st we need better education and work force development, and real investments, meaningful those areas, and we need investments in 21st, entury infrastructure and im talking not just roads, bridges broadband,m talking cell phone coverage, you know, no business is going to want to a county in kentucky that cant talk to the modern a ld and thats what we see, lot of places around the commonwealth here. Perhaps the greatest issue we in kentucky, y Educational Opportunities in inadequatee limited, and low employment. Do you think providing money to people is the way to improve the noted in kentucky. Living in the west end of louisville is much more in with apalachicola than the rest of louisville with higher concentrations of poverty generational. We need to break down barriers to opportunity and we need to equity state in the economy that weve busted our butts to bull. In the ludes the people mountains that has had their livelihoods ripped away from as they have worked night and day, day in and day out. Support a basic universal income, not out of political expediency but we want to g the break the cycle of poverty we need to make sure people have he financial decision to make decisions in their lives and we know we can afford to do it because honestly we cant afford it and thats why ive been endorsed by the Income Movement and thats how ive led kentucky, nd in working with leadership at the local level to create pilots, to ove forward towards the universal basic income so we can invest in communities that have time. Broihier, you talk about republican light. Do you believe ms. Mcgraff is candidates and do you believe thats a path to defeat . Absolutely. This. Art of the problem is n 2018, for example was critical of Brett Kavanaugh and she lost her race in the sixth Congressional District and in when she was running for u. S. Senate she changed her mind and said she would have voted to Brett Kavanaugh to the supreme court, and then there was a massive backlash here by kentucky, particularly women, who saw this as an insult. Took it back. So she flipflopped again and again and again. That should be a nobrainer for any kind of progressive candidate, and so we history in kentucky. For the last 35 years, of centrist ce but candidates against Mitch Mcconnell and getting creamed every time. Youou want to excite people have to give them a vision, a path forward, a progressive eadership idea, and thats whats important, and in these times weve got this ransactional leadership where everything is focused on money. We need transformational leaders, describe a better that everyone believes in and then provide a path forward, not just im a little less worse Mitch Mcconnell. I do want to get to the point about you did come under fire or waffling on the question about justice Brett Kavanaugh last year. An question, if that was unsteady position that signaled you had undisciplined messaging and it would raise questions your judgment so how can you assure voters that youll decisive leadership when it counts . Well, look, im running because i want to be a voice for everyday kentuckians. People like angie, who, trying to just make ends meet and cant because of prices. Ption drug her and her husband, they have a daughter who is 12 years old, is diabetic, and we have six colon mitch n mick mcconnells desk that could help rear right now to get prices down. Drug im not a polished politician. Thingsebody who looks at through the lens of being a wife and being a mother and being a United States marine. Tell you what. You know what i think we really need with leaders right now, in the senate . W is we need people who are going work with anyone, who will do whats right for kentucky. Launched your candidacy last year, you said trump drain ers wanted him to the swamp but mitch mccoverage, you said is the biggest swamp is, and you e contend that Mitch Mcconnell has trumps agenda, and have him not keep some of the Campaign Promises and block becoming a reality. Are you saying that if youre elected to the u. S. Senate, that the trump upport agenda . Well what im saying is, i and for port kentucky, so many kentuckians like angie, and her husband, who are trying figure out how to make ends meet because Prescription Drug prices are too high and when here to kentucky and said Prescription Drugs is to work on wants and guess why that hasnt happened . Mitch ll you y. Because mcconnell is bought off by big form ma. Whats another issue that you on . E with President TrumpPresident Trump has said we need to fix our infrastructure. We do. Heres the thing. Mitch mcconnell has said infrastructure is a nonstarter other senate but the thing i would like to mention is that not only i would work with actuallydent because i think this is the problem in america right now, one of the have, is were we too polarized, ill stand up to any president regardless of she someday wears a red jersey or a blue jersey hen it comes to the constitution of the United States of america, which i swore to uphold and defend six times life, or when its bad for kentucky. You know, i will stand up to any president. For example, with president the , his trade policies, trade war, is really hurting kentucky, and i have said from this was even a policy consideration, that it would be wrong. You know, its not about your party and its not any ing pro or anti one person president its about being pro kentucky and pro the that we need for everyday people. Weve got to get back to that if elected to the senate you would find ways to work with reelected . D he be wouldnt you want somebody who is going to do whats right for kentucky . The opposite of what Mitch Mcconnell is, light . Constantly y who is pushing for dysfunction when omebody of the other party is in power. Thats why hes so bad. Womens d firmly for a house to chew. Ive done it on the house floor, across the streets of kentucky ill do it in the u. S. Senate. Ill make the point, when you nderstand the challenges that kentuckians face you dont want a trump democrat. You dont want to convince folks supported donald trump to support for you because youre not as bad as mitch or play political expediency for when you should stand up issues. We can smell bs from a mile away and ive stood up for the rights f women because i know what it means to see someone that i care about, so deeply, that ill lay for, have her voice silenced in healthcare decisions that could have taken her life away. Why i was proud to be one of the few men that would always stand up on the house floor and out and speak up for not only reproductive justice but maternal healthcare and resources, understanding the disproportionate impact of women of color. Nd thats why ive been endorsed by planned parenthood in my role in the state legislator, thats why ive coalitions right now because they know im not just talking about it and im not afraid to back down. Need to know that they will have a leader that will go all across kentucky and lead not back down d on these, i. When you do that, even if folks disagree with you, they will you. Ct thats why they are supporting me now. On questions of reproductive freedom, mr. Broihier, where do you stand . Roe v. Wade was decided in 1973. I will not put a judge on the bench that does not agree with that and judges are key. I know things are nuts in the i know theht now and news is full of things that are eeping people a little bit distracted but Mitch Mcconnell, and Lindsey Graham are telling us whats going on. Cconnell has been signaling this for a year, when he told people here in kentucky, im changing america forever. Talking about judges.
