Governor cuomo good morning. Another long night in this country. To my left im glad to be joined by dr. Howard zucker and to my right im glad to be joined by melissa derosa. Lets talk about where we are. Lets talk about the facts that we know in terms of handing the covid virus. Were doing better than weve ever done before. The number of hospitalizations is down, has continued to drop the reduction in the number of intubations is down, the threeday average of new hospitalizations is down to the lowest level ever, which is really good news. Were doing a significant amount of testing. As you know, were testing more than any state in the United States. Were testing more per capita than any state on the globe. And the tests are relevant because theyre a snapshot in time. They tell you where you are on that day. Yesterday, we did about 50,000 tests, which is a tremendous is a tremendous amount of tests. Less than 1,000 people tested positive. That is the lowest number we have had since this began, and when it began, we were only doing 3,000, 4,000 tests. We now do 50,000 tests. So the progress is just phenomenal. And thats the greater positives from our testing remembering that the testing has increased exponentially. And we have the lowest number of at 5. That weve ever had and54. And there will be a number which in which the number cant drop any lower because people who are gravely ill and contract the covid virus, its going to be a bad outcome. But that number is dramatically different than what we were looking at for many, many weeks. The question is where do we go from here . No doubt, the initial objective was getting control of this covid virus. The situation has gotten more complex since then. But on the reopening, five regions upstate have entered phase two. Thats good news. Western new yorkers are expected to move to phase two tomorrow. And we expect that to happen. We have the data that weve been tabulating during phase one in western new york, all the data looks very good. Were going to have the global experts go through it today. I want to make sure were not missing anything. This is new for all of us. Its not what county executives do. Its not what governors do. Is is very Detailed Research of statistics, what clusters might pop up, etc. So we also have global experts review all the data for us because this question of closing, opening. Countries have gone through this before. There is a body of knowledge to know. Expertslso go to global who weve enlisted and who have gone through this in other countries where they closed, they opened and got into trouble again. But theyre looking at it now. We want to make sure we get the latest data. Well have a final announcement later this afternoon for western new york. But the conversations ive had with them are all good. And we expect western new york to go to phase two tomorrow. District region is moving to going to phase two on wednesday. Again, all the numbers look good there. Were going to run them by our global team to make sure theyre as good as we think they are. But at this point, the Capital Region is also on track to go into phase two on wednesday. What we have done with this amazing us is a really accomplishment, if you take a step back. And it was all done by the people of this state. They did it. 19 Million People did what they never did before. They responded with a level of determination and discipline that i was amazed with, frankly. I am a lifelong new yorker. What they did was unlike anything i have seen. Remember where we were. We had 800 people die in one day. We had the worst situation in the United States of america. At one point we had the worst situation on the globe. And were now reopening in less than 50 days. Now it was a long 50 days. I can recount every one of them. Ut we went from a really internationally terrible situation to where were talking about reopening today. Even new york city where were planning to rope june 8. Reopen june 8. That was just 50 days. Whole closure period has been about 93 days. Yes, it was a disresultive 93 days. I know but look at what we did in 93 days. We went from the worst situation on the globe to actually reopening. Thats where we are. We should be very proud of what we have done. Just dont snap defeat from the jaws of victory. Were talking about reopening in one week in new york city. And now were seeing these Mass Gatherings over the past several nights that could in fact exacerbate the covid19 spread. We spent all of this time closed down, locked down, masked, socially distanced and then you turn on the tv and you see these Mass Gatherings that could potentially be infecting hundreds and hundreds of people. After everything that we have done. We have to take a minute and ask ourselves what are we doing here . What are we trying to accomplish . We had pros across the state that continued protests across the state that continued last night and continued across the region. The state politician did a great job. We had basically a few scattered arrests upstate new york but the local governments did a great job. People did a great job. Law enforcement did a great job. The protesters were responsible and it wasnt great but it wasnt bad either, upstate. And i said from day one, i share the outrage and i stand with the protesters. You look at that video of the lling of an unarmed man, mr. Floyd, it is horrendous. Horrendous. It is frightening. It perverts everything you believe about this country. It does. And there is no excuse for it. And no rightminded american would make an excuse for it. So protest, yes be frustrated, yes. Outraged, yes, of course is there a larger problem . Of course it is not just mr. Floyd. It goes back. There are 50 cases that are just like mr. Floyds. We have had them here in new york city. What is the difference between. Floyd and diallo or eric garner. What is the difference . What have we learned . Nothing . So yes we should be outraged and yes, there is a bigger point to make. T is abuse by pleast police. It is something worse. It is racism. It is discrimination. It is fundamentally inequality and injustice. My father spoke about it in 1984. In a speech called the tale of two cities. People still talk about it. The point of the tale of two cities is there is two americas. Two sets of rules. Two sets of outcomes. Two sets of expectations and it is true. It was true then and it is true now. Look at our prisons and tell me there is not inherent injustice in society. Look at public housing. Look at what happened with this Covid Infection rate nationwide. More africanamericans infected. More africanamericans dead proportionately than white americans. It is chronic institutionalized discrimination. There is no doubt. There is no doubt and there is no doubt that it has been going on for a long time and people are frustrated and it has to be corrected and it has to be corrected now and there is no doubt that this nation as great as it is, has had the continuing scene of discrimination, from before the nation was formed and it started with slavery and it has had different phases over the decades but it is still the same sin. That is true. That is true. So lets use this moment as a moment of change, yes when does change come . When the stars align. And society focuses and the people focus and they focus to such an extent that the politicians follow the people. Thats when change comes. Well, the leaders lead. Baloney. The people lead. And then the politicians see the people moving and the politicians run to catch up with the people. How did we pass Marriage Equality in this state, giving a new civil right to the Lgbt Community because the people said enough is enough. How can you say only heterosexual people with mary t the lgbq community cant mary. How is that legal . How in the law do you discriminate between two classes of people . We passed Marriage Equality. After the sandy hook massacre, all of those years we tried to pass common sense gun safety. Do you really need an assault web to kill a deer . Then the sandy hook massacre happened and the people said enough. Youre killing children, Young Children in schools with an assault weapon, in the sandy hook massacre. Enough. And in that moment, we passed common sense gun safety in the state of new york. Record income inequality. People said enough and passed a real minimum wage in this state that went all across the nation. It is a moment for change. Is there a moment here . Yes. If were constructive and if were smart and if we know what were asking for. It is not enough to come out and say im angry, im frustrated. Ok. And what . Well, i dont know, but im ngry and im frustrateded. And you want what done . You need the answer. Well, i want common sense gun reform. Ok. What does it look like . Here it is. Three points. I want to address income inequality. I want minimum wage at 15. Free college tuition. What do you want . And then you say here is my agenda. Here is what i want. Thats what we have to be knowing this moment. The protesters are making a point and most of them are making a smart, sensible point. But you have to add the positive reform agenda that every voice calls for so the government, the politicians, know what to do. There is a positive reform agenda here. There should be a national ban on Excessive Force by Police Officers. There should be a ban on choke holds. Period. There should be independent investigations of police abuse. When you have the local District Attorney doing the investigation i dont care how good they are. There is the suggestion of a conflict of interest. Why . Because that da works with the olice department every day and now that prosecutor is going to do the investigation of the Police Department they work with everyday . Onflict of interest can be real or perceived. How can people believe that the local prosecutor who works with that department is going to be fair in the investigation . It should not be statebystate. Minnesota governor walz put the attorney general in charge. Good. In this state i put the general attorney in charge where the police kill an unarmed person. Good, but it should not be the exception, it should be the ule. There is no self policing. There is an independent investigation. Ive people comfort the investigation is real. If a Police Officer is being investigated, how are there disciplinary records not relevant . Once a police is being investigated, if they have disciplinary records that show this was a repeat pattern, how is that not relevant . By the way, the disciplinary records can also be used to exonerate. If they have records that say, he never did anything like this before, fun. That is relevant too. We still have two education systems. Everybody knows it. Your education is decided by your zip code. Poorer schools and communities have a different level of funding. 36,000 per year we spent in the rich district. 13,000 in the poor district. How do you justify that . If anything, the children in the poorer Community Need more services, not less. How do you justify that . You cant do something about it. You still have children living n poverty . In this nation . Here, when we had to, we found 1 trillion to handle the covid virus, but you cannot find funding to help children who live in poverty . You can find it, United States, you just dont want to. It is political will. When you need to find the money, you can find it. The federal government has a Printing Press in their basement. The federal government what out of the housing business and never reentered it. We have a National Affordable housing crisis. Of course you do. You do not fund affordable housing. I am a former hud secretary. I know better than anybody what they used to do with section eight and Building Public housing. It just stopped. We left it to the market and now you have an affordable ousing plan. That is what we should be addressing in this moment. We should be saying to our federal officials, there is an election this year. Here is my agenda. Where you stand . Say to congress, the house, the senate, where is your bill on his . I heard congressional people saying, maybe they will do a esolution. Resolutions are nice. They say, in theory, i support his. Pass a law. Thats what we want. A law that actually changes the reality. Where something actually happens. That is governments job, to actually make change. You are in the position to make change. Use this moment to galvanize public support. Use that outrage to actually make the change. Have the intelligence to say what changes you actually want. Otherwise, it is just screaming into the wind if you do not know what changes we need to make. We have to be smart in this moment. The violence in these protests obscures the righteousness of the message. The people who are exploiting the situation, the looting, that is not protesting. That is not righteous indignation. That is criminality and it plays into the hands of the people and forces that do not want to make the changes in the first place. People and forces that do not want to make the then they get to dismiss the entire effort. I would tell you what they are going to say. They are going to say the first they are going to say, these are looters. Remember when the president put out that incendiary tweet . When theyhooting start looting . 1960s call. D looting, the criminality, place right into those people plays right into those people who do not want to progressive change. They are going to say, their criminals, they are looters, did you see what they did breaking store windows and stealing . Theyre going to try and paint thatwhole protest movement they are all criminals. That is what they are going to do. Why . Because they do not want to talk about mr. Floyds death. They do not want people seeing that video. They want people seeing the video of the looting, people see that they say, oh yeah, that is scary. They are criminals. No look at the video of the Police Officer killing mr. Floyd. That is the video we want people watching. Now, i dont believe it is the protesters. I believe there are people who are using this moment and using the protest for their own purpose. Want to sowople who the seeds of anarchy, who want to disrupt there are people who want to steal. Here is a moment that you can use to steal. Moment toe this spread chaos. I hear the same thing from all local officials. There are people in their communities who are there to protest and they are not from the community. They are extremist groups, people who are going to blame the left, some will blame the right. It will become politicized, but there is no doubt there are toside groups that come in disrupt. There are no doubt people use this moment just to steal. That theyincidence broke into a rolex . That was a coincidence . Chenal, thates, was random . That was not random. Legitimatee a protest movement hijacked . Yes you can. Forces whoeople and will exploit that moment. I believe that is happening. But we still have to be smart. Time we have a fundamental issue which is we just spent 93 days limiting behavior, closing down, no school, no business, thousands of Small Businesses destroyed. People will have lost their jobs. People wiped out their savings. Now Mass Gatherings . With thousands of people in close proximity one week before we are going to reopen new york city . What sense does this make . Control spread, control the spread, control the spread. We do not even know the consequence for the covid virus of this Mass Gatherings. We do not even know. We will possibly not know for weeks. Spreaders were in that crowd . Well, they were mostly young people. How many young people went home and kiss their mother hello or shook hands with her father or hug their father or grandfather or grandmoth or brother or sister. . New york city opens next week. It took us 93 days to get here. Is this smart . Tough. K situationom the worst to reopening. To 54he worst situation deaths in 50 days. We went from the worst situation to reopening in 93 days. Were newat because we york tough. New york tough was smart. We were smart. We were smart for 93 days, we were united, we were respectful of each other. We were disciplined, wearing the mask. It is just discipline. Remember to put it on, remembering to pick it up, remembering to put it on when you see someone is just discipline. But it was also about love. Loved it because we one another. That is what a community is. Yes, you can be loving even in new york. Even with the new york toughness, people with a new york accent, new york swagger, we are loving. That is what we have done for 93 days in a way we have never done it before. Never in my lifetime, never in my lifetime has this city and this state come together in the way we have. I do not think it ever will again in my lifetime. You can say, maybe it takes a Global Pandemic for to happen. I dont know. Andnt know if that is true i dont know that the power of what it was like when it came together might not be so beautiful that people want to do it again. Remember when we all acted together during coronavirus and we rallied and we knocked coronavirus on his rear end . Remember when we wore masks and all had that Hand Sanitizer . Remember what we did . Wow, when we come together we can do anything and it is true. It is true for our state, it is true for our nation. When you come together and have one agenda you can do anything. You want to change society . You want to end a tale of two cities . You want to make it one america . You can do that. Just the way you knocked coronavirus on its rear end. People united can do anything. We showed that, we just showed that the past 93 days. The injustice and discrimination and intolerance and police abuse. We have to be smart. Now. Ve to be smart right right now in this state and we have to be smart tonight in the city. This is not advancing a reform agenda. This is not persuading government officials to change. This is not helping end coronavirus. We have to be smart. Questions. Things hityou agree a new level with the looting. Have you lost confidence in the cities to handle the crisis . Do you need to call the National Guard and depose curfew accoun . A few things. First, i think this has been counterproductive for new york city in many ways. We are battling the coronavirus, we had a lot of people who are new york city people move out weekg this, we are one away from reopening, we are looking to revitalize new york city, get people back, get businesses back. Tv is not helpful to that. Two, in terms of how new york city is handling it, you are right. There was looting, there was criminality, people are seeing that. That is very destructive on a number of levels. As i said, it reduces the credibility of the protest in the first place. It will allow the critics to now say, they are all criminals and try to color the whole protest to change theng image from the real issue which was mr. Floyds death. The critics will do that. They will start today. We have not articulated what the protests are about besides unhappiness, outrage, we have not said this is what we want done. Government, this is what we want, here is the agenda. That is all true. I am going to be speaking to the mayor today about a curfew. Cities done it in other in new york. It has worked better. Curfew is not a silver bullet, by the way. But obviously last night was not good. What can we do differently . What can we do better . Im going to speak to the mayor about curfew. We have National Guard on standby. I have told mayors across the state i can call out the National Guard. Have enoughy should personnel with the nypd, it is one of the Largest Police forces taxpayersntry, and pay a lot of money for the nypd. Manpowernow it is a issue, but we also have the National Guard who were trained to do this. I think some of the actions of the nypd have exacerbated the anger. There are videos of some nypd actions that are very disturbing. Nypd carsvideos of driving into a crowd that are very disturbing, pulling a mask off a person to pepper spray them, throwing a woman to the ground. It is on video. Video, yeah. S on so is nypd activity. I asked the attorney general for a report. I want that done 30 days from when i asked her two days ago. But i am going to speak to the mayor about in the meantime, what is the response to the Police Actions on video . It does not mean you have to send a Police Officer out tomorrow after these actions. I understand we have to review them, i understand the law. If i was just andrew cuomo from queens, it would be simple. I would say, that guy should be fired. Drives a car into a crowd . He should be fired. That is what andrew cuomo in queens says. Law, thisr, this process, there are going to be lawsuits, i get it. The attorney general will review, but that does not mean you do nothing in the interim. I am going to be speaking to the mayor about that. This situationbt has done a lot of damage on a lot of levels. Advanced the cause of the protesters. With. I agree look, you have watched my administration. Frustrated perpetually by how difficult it is to make changes. Frustratedually about how hard it is to get that political machine, that governmental machine, to turn. It is like a freighter coming down the river. You can take the rudder and turn it to one side, but the freighter has such a mass in and of itself it just continues on its course and slowly starts to turn. I battle that every day. Moments where the people can actually rise up to make changes so that government officials say, we better do something. Because the easiest thing to do is always nothing. It is the easiest thing to do. Theold expression legislator who does nothing does nothing wrong. Problem isn on a big controversial. It is easier to do nothing. Then you do not get criticized and when they say, why did you do that . I wanted to, but i couldnt. I look for moments to overcome the inertia, to overcome the status quo. Marriage equality, guns, minimum wage, every one of those things they talked about for decades, but when the people rose up, i was there to use the power of the people. I believed there is a moment here to use the power of the people to get things done. I said from day one, i am with them. I am with them. Even that has to be smart. Remember how we focused andle on passing gun reform with the bill actually looked like. The devil is in the details. What do you mean gun reform . What is gun reform to you . Ok, we are mad about mr. Floyd. We should be. We are mad about the litany. We should be. Here is what we want, x, y, z. We have not been effective targeting the popular energy and we should be. I am frustrated at that. Then i believe you are going to have people who do not want change. So, they are going to look to distract and discredit this moment. Thingsting and those will play right into their hands because this will all become about looters now. They will try to make it all about criminality which i believe was a perversion of the protest. I believe there were outside people who exploited the opportunity of the protest. Had Police Officers taking a knee in unity with the protesters. There are no Police Officers who are going to defend what happened to mr. Floyd. They are not. There is no Police Officer who does not want to have a Good Relationship with the community. They should not be a Police Officer. It is that simple. Just negative. It was not advancing a positive reform agenda. It was bad for the city, it was bad in the effort to battle covid, it was bad for our efforts to be ramping up toward the reopening. I said last week this week was about focusing on the hospitals, focusing on hotspots in the outer borough, and start ramping up the mpa for the reopening. Here we are. We are coming back. Celebrate the accomplishments. What a beautiful accomplishment. We dont appreciate how beautiful it is because we are not really there yet. When you get on the others this, when you start to reopen next week and you look back, we handled the Global Pandemic in one of the most dense cities, that have the highest number of infections, 100 days. Retrospect the 100 days does not even look that long. Three months. Going through it it was held. L. Global pandemic, 100 days in the city, beautiful. Newalking about the risk of , is it mitigated by the fact these people are outdoors . If you do not see a spike in a couple of weeks after all these people are out, does that, perhaps, tell you something . Become lessovid has week . The outside is a good fact. Yum. Good fact. Ple is a we have already gotten the infection rate down. That is the best fact. The best fact is we did 50,000 tests yesterday with only 1000 positive. Percentage of those people out last night were infected. If that happened 60 days ago, forget it. More people would have been infected. News is, with that low infection rate, there were not that many people infected. Irony many were Wearing Masks. Words thatecho the the infection rate is down, but as much as we say we support peaceful protests the bottom line is we do want to push Public Health and people should wear masks and try to social distance as much as possible. High weas emotions are have to be smart and being smart means hand sanitizing, keeping her distance, and doing the best you can to socially distance. [indiscernible] we are going to track those numbers because when you gather a lot of people together that is a concern. We are looking at this and we are going to keep a close eye on it. It seems like people are done. [indiscernible] can you go back . Yes. Many places have gone back. The global experts keep saying many, many are many, examples of opening to fast and not just opening to fast, but the discipline comes down. [indiscernible] i understand what youre saying. If you start to overwhelm the hospitals again, you have to close again. Where wereow we that was the real danger point . Dying because they do not get medical attention. Was the italy situation. You die on a gurney in the hallway because doctors and nurses are too busy. That is what we were looking at. We were in danger of overwhelming the Health System. If that happens, you have to close again. You would have to. People will not listen. Phenomenalyou have a death rate and international crisis. Is thethe only good news infection rate was already so low. We would not be really opening next monday we are one week from reopening. If this had to happen, this was the best time for to happen. The infection rate is down. Is theyositive factor were younger people. There were not a lot of 65yearold in the crowd best i could tell. Positive are two factors. Many people were Wearing Masks which was also positive. Those are the positives. [indiscernible] no, i think you can protest, but do it smartly and many places have. You look at places around the country and there were protests across the country. Protest, but be smart. With this virus you can do many things as long as you are smart about it. Right . You can reopen, you can go into a store, just be smart. What is the difference between protesting in a business says the city wants to reopen smartly . At, butis where we are it has to be a business where you can be smart. That means being socially not conduct do business within six feet, you have to wear the mask, yet to do the Hand Sanitizer. That is where we are going to be. Is it ok for businesses in the city we are starting phase one because you have congregate situations you have to account for. People dont come from a helicopter and go into a business. People get onto a bus, the subway, they walked on a sidewalk. If you could parachute into a business, he would be a different story. Follow up on the friday briefing, you said we do not have a Public Hospital system and then you announce your approach. Can you elaborate . Community isanian interested in the death of albanian . You did say that. Did we get that number . The way the hospitals report they report caucasian, africanamerican, hispanic, asian, and other. What we asked is if there is a way to go back and discuss with specific hospitals and see if theres a way to break down that further and we are working on that. Hospitals f the this is one of the Lessons Learned from this terrible situation. Public Health System well talk about Public Health except there is no Public Health system. Where is the Public Health system . The hospitals. They are not a Public Health system. The mayor talks about a Public Health system because there is a , health andd h h hospitals, which are 11 hospitals in new york city. Those are 11 Public Hospitals. The 11 hospitals that the mayor are nowhere near the ability to manage a Health Problem in the city. Hospitals in the new york city area. And they nevere really worked together. Hospital, northwell is another, and they are separate hospitals. Patients, theyre do not share material, they do not share resources, their separate hospitals. Forced to do because, when you have a Public Health crisis you cannot just say there are 11 hospitals you handle it. Battlinghospitals are every day just to deal with what they deal with. The first crisis was at elmhurst which is one of the Public Hospitals. We need those 100 private hospitals. They are technically regulated by the state, but the state has never said to those private responds, i need you to to a public crisis and i need coordinatew us to operation of your hospital. That never happened before. Immediatelyd that in the middle of this situation. After we saw some hospitals getting overwhelmed, right . Elmhurst gets overwhelmed. Other publicare 10 hospitals. How do we distribute patients publichose 10 and at the cannot handle it, then we have to figure out how to get these actually operate as a system. That is what we call serge and flex. I said to all of them, you have to increase capacity 50 . They said, what . I said yes. You have to increase capacity 50 . You have 100 hospital beds . You have to have 150. That was the surge. Then we increase capacity and said to them, by the way, when one of you gets overwhelmed or one of you does not have the staff or one of you does not have the ppe or enough reagents, we are going to share among and coordinate among all 100 private hospitals. Publicsay, those 11 also. That had never been done before and when you talk about a worstcase scenario, worstcase scenario is you exceed your Hospital Capacity. What is your Hospital Capacity . Your Hospital Capacity is, through radically, if you hospitals and00 shifted the patient burden so they were all at 100 . Hospital was at 100 capacity. That is your maximum capacity. That had never been thought of and that is what we developed during the coronavirus, but we did it very quickly. We are refining that. It is also very disruptive to the private hospitals. You are going to be discussing with the mayor the possibility of curfew. Can you clarify whether that is something you are going to support . You said the National Guard is on standby. As you assess the situation over the past few nights, the way those tactics have worked or not worked in minneapolis and elsewhere, can you give us more of a sense of what you need to see and what you plan to activate . Walz innk governor minneapolis today good job less night. Caught which is understandable, but i think you did a good job. Many cities use a curfew. Again, people will argue both ways, but my basic point is last night was bad. The criminality, the looting was the most egregious. The people exploiting the circumstance. There is anger because i hear about it from people who say, we saw the Police Officer on tape in minneapolis. We have Police Officers in new york city who did not do anything like what we are seeing other Police Officers do, but it is seriously questionable behavior. The video of the car driving into the crowd, the video of the pepper spray after removing the mass, a woman getting thrown. Apparently, egregious conduct and nothing has been done. Ipo comfortable saying the attorney general is looking at it i am comfortable saying the attorney general is looking at it and we will get a report. It is only 30 days. Whatever that report says i will do. In the interim nothing has been done. I get that and i am going to speak to the mayor about that. The National Guard, they are trained to do this, but i do not know it is a person power issue in new york city. In minneapolis, it was a person power. They do not have a police force large enough to handle it. I do not know that is the situation. I do not know the nypd is not big enough. I dont think that is the problem. Are you going to strongly suggest a curfew . I could impose a curfew curf. Cuomo yeah, legally gov. Cuomo yeah, legally i can impose a curfew. Im not at that point, but something has to be done because last night was not acceptable and the night before was not acceptable on any level. To clarify your position on 50 a, the mayor, the nypd said they wanted to maintain restrictions on access to disciplinary records, saying that they cannot sufficiently shield officer personal information. Whats your position . Look, my position is what i said in the councils letter to new york city and the other local governments. I dont believe today 50 a stops them from releasing disciplinary records. Today i dont believe the law does it. I said to the mayors across the city that it does not stop you from releasing disciplinary records. I said that to every mayor. Thate them a legal opinion said the law doesnt apply. Now if a mayor wanted to release the records, you know what they would do . Ilease the records and say have a governors counsel opinion that says the law doesnt say i cant release them. Thats what any mayor would do. Right . Mayors all day long take positions against my interpretation of the law. Here i said the law doesnt say that. Release the records. They havent released the records because politically they dont want to. The police dont want the records released. I understand their position. But if a person is being investigated you are not going to tell me what their past disciplinary results were .
