Injustice. This has not been in words or theories. It has been in death. Inequalities span over 400 years of segregation, jim crow, and racism. These inequalities exist in many forms. Health care, Public Safety, and justice. Black and African Americans make up just a percent of the states population but nearly 18 of covid19 deaths over the past several months have been from that same community. Inequality in health care results in death. Lady justice is supposed to be blind. But many in our state feel rightfully so that color is all that is seen. Our incarceration rates bear that out. Incident with breonna , it shows it is real. Disproportionate death. In my short time as governor, i have seen and felt a lot. I have had individuals try to create fear and terror in my own family. But that has been a few days, maybe a week. Certainly not a lifetime. I will never understand how it feels to carry the frustration and fatigue of racism in a world and country that has failed to address it in a meaningful way. Feel many ways, i cannot that pain. But i can listen to others describe it. I can learn from that experience. And i can do as governor whenever i can to help. Today, we have the mother of Breonna Taylor here. To herhere to give voice and that demand for justice. The request is that her daughters legacy is not barred marred by violence. I want to make sure we all not just listen but that we hear her as she gives voice to her daughter. I am sorry. Again, i am tamika palmer, i am breonnas mother. It is sad we all have to be here for this. But i do not think i am asking for too much. Just justice for her. Just let people know the truth of what happened, that she did not deserve this, that people are fired for doing this to her. Breonna, she was full of life. She loved life, she respected life. Her is so much rigor than rigor than her, but we cannot get justice with violence. It does not make sense. It does not help. It is not help her. It does not help us. It does not help the world we live in. You cannot fight violence with violence. Demand justice for breonna. Gov. Newsom and now, gov. Beshear and now, on behalf of ms. Palmer, ms. Baker will take some of your questions, and then i will address last nights event. [indiscernible] yes, that is the request, that the Police Officers involved in the murder of Breonna Taylor are fired and charged. We understand there are different offices that handle that, but we would ask that mayor fischer terminate these officers. There is no reason they should be on the lmpd payroll today. You have seen in minnesota and georgia where they had taken swift action against Police Officers for misconduct. But here, all we keep hearing about is due process. However, Breonna Taylor did not get hurt due process. We are asking they be terminated and eventually charged. How do you feel [indiscernible] not being down there, i am not inclined to say. From what i have seen on tv, i do think there could be a little bit there has been a lot of aggression towards protesters, but protesters are engaging in acts we have asked not to occur. The timethink this is for a change in policing in america. Seen in Minnesota Police marching with protesters. We have seen compassionate police departments. That is what we need to see across america nationwide. [indiscernible] there has not been enough done here. The Police Officers are still deployed by lmpd. They will be paid by lmpd. They have been placed on administrative duty. That is not enough. We know they recklessly shot into breonnas home. We know they put not only civilians in harms way put other officers in harms way. They had enough to terminate them from their employment they have enough at this point to terminate them from their employment. As far as across the country, we need this is showing we need a change in the way that we police. That is what america is speaking up on. The time is now. [indiscernible] gov. Beshear i will walk you out. Was beshear i thought everything going on, with so withpeople in pain and admittedly my inability to feel , thatpth of that pain bringing mrs. Palmer the ability to tell her truth on this stage to the entire state, not just one area of it, would hopefully not just held in the justice she is seeking, it would help people feel that their voice and their message is being heard, including right here in the highest levels in frankfurt. What you heard today was, yes, she wants justice. And yes, the family wants people to continue to push for justice for breonna. But she does not want violence as things move forward. ,nd i believe that by now everybody is listening. That there is an opportunity during Daylight Hours and in peaceful gatherings to be heard. I can tell you the entire media will be there and we will be listening. About turn to questions events of last night. A are still learning significant amount about them. I was called this morning at with an40 and informed initial report of the incident involving both lmpd and the National Guard. I have been in the office since 4 15 this morning reaching out to different groups involved and calling for the Kentucky State Police to be involved with either an independent investigation or direct oversight of this investigation. The group on the ground from the Kentucky State Police is the group that investigates in other police units across the state. They are the independent group that does this. And they are the only independent group i have to directly call on to investigate. They have been there since very early. That investigation continues. My understanding is that there is significant camera footage, and camera and otherwise, i have called the mayor of louisville. And through our Law Enforcement groups, i have contacted lmpd and asked them to release it as soon as possible. I know there is a little bit they have to go through. I know the officers would have been on duty for 10plus hours. But i believe the people of kentucky deserve to see it for themselves. And i believe in seeing it can decide whether this was justified or cause for more concern. While i have been given basin facts, i want the people is too heavy be able to decide for themselves, to not have to rely on anybody else, especially at this time and with the feelings that i know are out there, so my request is, lets put it out, lets let people see it. Because i believe if the truth shows there was an act of aggression, of firing upon lmpd , and itNational Guard shows the response, if folks believe that was justified, they will be able to accept the truth. But they have got to be in to see the truth. That is the very least people deserve. I was wondering [indiscernible] gov. Beshear the protests in lexington have been different. Int tone anderent tenor. There has been more of a coming together certainly in lexington. It has been uplifting to see. You have seen people still be able to express real frustration and to do so in a peaceful manner and with a response that i think is in line with that. [indiscernible] gov. Beshear i hope it is out long before nightfall. The question is, do we have any indication when it will get out there . I think is really important for the trip to get out there. I think it is also really important ensuring we do not have violence. People can see it and know that good, bad, or ugly, we are being absolutely transparent about it. With folks right now giving voice to not trusting Law Enforcement, one of the most important things we can do to build that trust is to make sure we are fully transparent right now about it. That actionsrs out were taken wrongly, i guarantee that we will act and we will act strongly. I have gotten reports but i want to see for myself just like everybody else does. I have pushed as soon as possible. Tom. Have you seen the [indiscernible] gov. Beshear i spoke to representative booker this morning. First talked about his incident wanted to make sure he is heard with what he saw. And i think he ought to be able to raise issues related to that. Listen, i believe that everybody involved ought to listen to that piece. If tear gas was fired before curfew, we ought to fully understand the facts. If it was done in a way it should not have been, we should learn from it. We should get better. I think one of the sources of frustration is we have seen incidents like we have seen in minnesota in the past. And yet, they keep happening. And so, i want to make sure with daylighto concerns in hours with peaceful protests that people have not been treated right, we need to know and we need to be clear about inaudible] so the question is, with skepticism out there about Law Enforcement how they investigate themselves, this is the Kentucky State Police looking at a situation that ccurred with both lmpd and the National Guard. My understanding is they were not in any way involved in those issues. This is the team that does this, they do it statewide, they do it in different jurisdictions. This is the group that you would call upon. And this is a group that i think will do it faster. And will get to the truth. But what i can tell people is im going to make sure that we get to the truth. I hope people have seen that throughout, whether its dealing with covid or the rest, im willing to admit when the wrong things happen and im willing to try to live up to it and to make change. We dont know that occurred here and thats why i want people to see it for themselves. They shouldnt have to just believe me. Thats why i want to get that body camera footage out, i think everybody else does too. Admittedly im adding a whole lot of pressure to it right now but thats the right thing to do. Are you ok . I know you outside ou address coming in . Something the question is about the concern about outside agitators. Our protests have primarily been peaceful and listen you can be peaceful but be aggressive in making your point. They are very Different Things between aggressively making your point which is peaceful and violence. But what weve seen and seen footage is professional vandals. These are not the protesters. You see them in the full Tactical Gear walking down the street smashing a hammer in every windo not even trying to take anything but trying to cree ate or incite violence trying to turn i believe everybody against each other. I truly believe that there are people out there and weve had some of that intelligence that want to create violence where everybodys hurt. And thats the reason that i called in the National Guard is my concern was we were reaching a point where things were boiling to a point where peaceful folks demonstrating but pushed in the wrong direction by those that want to cause violence could cause harm because those that want to cause violence its the other people that pay for it. Thats why we have to look carefully at what happened because someone was hurt. There was obviously a shooting and we have a death and weve got to know all the facts about it and people deserve to see it for themselves. Do we know if the shots fired the officers involved and do the actions [inaudible] so we believe that there were shots fired last night by both lmpd and a couple members of the National Guard. I believe two. Both of those individuals have been pulled off of that direct duty while we are determining what happened. Again, we want to make sure that we get all the facts. I want to make sure we determine exactly what and how and then again dont just tell people what we believe is a version of the facts but to let hem see it themselves. [inaudible] well, i believe that the incident that was not an incident. I believe that when folks went to 26th and broadway last night they were responding to a violation of the curfew. At least what im told i dont think ith was even a demonstration. I think it was a gathering. And again we want to get all the facts but my understanding is that the conversations werent even tense once people arrived. But thats when at least a shot if not multiple shots were fired on lmpd and the National Guard. But again i want to make sure that we get all the proof of the facts and the ability for people to see the facts and me not just to convey ones that ve been told at this point. [inaudible] i believe the curfew in louisville has been important to try to make sure that those that want to cause violence between groups dont have the opportunity to do it. What weve seen is them move in later at night. When we saw the first night thursday night the first three plus hours, three plus hours were peaceful. And then we saw a difference. And i dont believe that it was cause toed or created by those there at the first three hours. And what i would say is i hear that folks dont believe that there should have to be a curfew or its somehow stifling speech but right now the whole world is listening. Whether its because we are here, whether it is what you see on cable news, the whole world is listening. And i believe that theres an opportunity to be heard during the daytime in a safe environment that push for justice can occur. Weve heard some people say [inaudible] National Guard was improper and firing the weapons when they were using the range that was there improper. Do you believe [inaudible] were they using the correct in and are they handling let me call in our adjent general to answer those questions. My understanding at least by protocol is showing up at the scene they are not loaded. And after the shooting occurred in order to protect themselves and address the situation that is the point when that appened. Thank you, governor. I believe i heard your question or reference to the appropriateness of the weapons that we had last night that quite simply what we were carrying were small arps. Both side arms and a short rifle. So with this type of a situation it very much is the type of weaponry it would very much be the same or similar types of weapons that you would see carried by the lmpd also the ksp. And also an additional aspect to that the primary force that we had out there is what we refer to is ngrf National Guard reactionary force. And this is a mission that our units routinely train up for. The folks who have that mission right now that theyve had that mission for about two years at this junction. And theres a specific list of training requirements that they go through everything from addressing various Civil Defense measures and the response to it to weapons qualification that theyre qualified to each individual soldier and airman on those weapons before they carry them out to this type of scenario. And then simply integrating ourselves with the appropriate orization for example over the past 72 hours frequent contact with the chief of police and also the commissioner for the ksp. D in speaking with them ive elaborated more than once that their respective organizations have the lead to this. Were simply a resource to them, resource of equipment that they dont have in some cases also quite simply resource of additional manpower. What does that mean in terms of firearms . A carb 15. Re you acquainted with that . It didnt seem like they were using if you will the uptodate version of an m16. So when i describe it as a short rifle literally its length is shorter than an m16 that a lot of folks may have seen through movies and tv clips. It is a semi automatic weapon. And when its fired more often than not you can have a quick repetition of successive bullets fired from it. It can be fired in an automatic mode as well. But typically in this type of response it would be a semi automatic fire. Sure and again were pushing for the video to be out so everyone can and should see our understanding is that the return of fire was very targeted, was not sprayed over any particular area. Was directed at at least two and is reported and at least in the direction that was reported that shots were fired but im not asking people to trust our account and i want to see everything myself. Thats why i want this video out. Had people fired recklessly, sadly you would have seen more than one person that we see right now. Or you would see someone being injured. [inaudible] civilians shot [inaudible] every account that we have seen right now including some of the social media video is that lmp drn and the National Guard were fired upon. That we believe that absolutely occurred first. Now, the thing that i want the video to come out about, because i dont think that fact is in doubt, is the response and ensuring that it was appropriate and it was following the protocols that would keep both at least what we believe happened is that the National Guard, the police, and the crowd that was still with them in part were all fired upon. Based on the inaudible] let me repeat that. The question is whether the heavy Police Presence is escalating it and i think it depends on where you are. I believe that the situation in louisville was escalating significantly between thursday and friday, and then reports of what we got and what we would see on saturday were significant. And my belief was that it was going to escalate not because of peaceful protestors but that it was going to escalate significantly and we were going to see significant violence and thats something that i only had one opportunity to make a decision to prevent. I pray it was the right decision and it is certainly not to silence anyone. Today i hope i proved that by giving voice to the people the very closest to the desire for justice for brianna taylor. And if we can find ways to give people voice, whether its right here, whether its the podium that i normally use, whether its others, we want to do that. And i dont want to stifle peoples frustration, either or make it be said in a certain way. People who are angry deserve to be angry and deserve to show the world the depths of their frustration. But i want to make sure that thats not used as an opportunity. Not those individuals to create violence. There was a real significant risk that it was going to happen. Saturday night in louisville. I believe the increased presence helped prevent that from happening. But people are going to rightfully ask about last night and thats wy weve got to get down to all of the facts about it. Given what happened this morning is there going to be more or less or the same . Right now our plan and again we havent seen this video and well want to analyze it is we will have a similar presence tonight to ensure that we keep order. And again the goal here is to try to keep everyone safe. And thats why we have to look very carefully at what happened last night to ensure that is in fact what is happening. And i hope people will wait and see it for themselves that if a crowd was in danger and lmpd and the guard was in danger by someone firing upon them and thats what it shows then i think people can understand that. If its Something Different weve got to look at it weve got to own up to it and weve got to make sure that it doesnt take months to do it, hat we do it right away. Here in louisville [inaudible] as well as the tear gas on others. [inaudible] especially given that we have the protesters that you hear that among other things [inaudible] using tear gas and how that can spread the virus. I do worry about protests in the middle of this virus. And i think it shows you the depths of peoples frustration, because you see the peaceful when i s who come out say peaceful that doesnt mean theyre giving strong voice but in no way engaging in violence and just about everybody is wearing a mask. You dont see that in protests ive seen here and frankfurt and this is a community our black and African Community has been hit really hard by this virus. So i worry about it. Thought about it in it in terms of the tear gas. Willing to ask for curfew or if we hear firsthand stories where we believe its not being used appropriately we ought to be listening. Because when its used, it should be intended to quell violence, not a situation that arent. And i think that we ought to be willing to have an ongoing evaluation of how that is or is not working. And if theres been a situation where it was done wrongly it may have been done because people misread the situation, its ok to talk about it. Right . And the course of Everything Else thats going around while people might not forgive that i think that they would at least that the hearing people may have been doing the best they could but might make a different decision looking back. And thats why i wanted to talk to representative booker and others that have been in harms way about whether they think it was appropriate and we ought to be learning every day. That ought to be part of our culture and Law Enforcement everywhere else. That doesnt mean people didnt try to make the best decision but shouldnt we always try to make better decisions in situations like this . Do you believe that the officers involved should be fired . The second is inaudible] what canges . Two different questions. And the first was do i believe that the officers involved ought to be fired. I called for and i think i was one of the first that called for an independent review of the whole situation by multiple Law Enforcement agencies including the commonwealth attorney, the attorney general, and the f. B. I. And the u. S. Attorneys. I think they all ought to look at it. That gives multiple different ice on it. And at least in one officers conduct and shooting through a window, i think there are some major concerns. But i believe one of the biggest issues is that the family feels like they havent gotten all the information, that they havent been communicated with, that things took too long. And you can hear it. You can hear the not just the loss but the frustration from mrs. Palmer. And then the second part of the question is youre right people are absolutely hungry for change. While we havent seen i havent seen in my lifetime or certainly ive only been governor for about five months, what were seeing now in our state and i havent seen it in this level in this country. This is not the first time that people have given voice to frustration about lack of true progress. And when i became governor one of my goals was to try to make kentucky more equitable for everyone. We tried to build and we continue to build a cabinet that looks like the state that it governs and trying to make sure that boards, commissions, and Everything Else that we end inequality that we have seen on those and for those opportunities. We restored Voting Rights to a whole lot of kentuckyance disproportionalityly African American and thats because of inequality in our Justice System. We rescinded that medicaid waiver which would have kicked a lot of people off their health care. Whole lot of them, africans African Americans living in louisville. Those are just steps. There needs to be more. Were seeing covid19 inequity kills people. It doesnt just kill people in a worldwide pandemic which we are seeing. It kills people everyday. The reason were seeing disproportionality in deaths is the Health Care System hasnt been there for so many individuals and our black and african communities. You see more deeshts, more heart disease, and now people are dying because of it. At a rate that is not acceptable in any way. So i think its time that we get our leaders our African American leaders of these communities, there are leaders in this very area in the African American community and lets get them in the same room with not just the governor but those that pay in our system, this t insurers, medicaid, lets get them with all of our major providers, our Major Hospital systems. And lets actually put those who can give voice to the type of steps that need to be taken to end this type of inequality with those that have the means o do it. On the justice side, we need to do better. It needs to go everything from the very training on implicit bias. Its something that were absolutely going to do in our department of criminal justice training. That doesnt train lmpd it trains just about every group other than the Kentucky State Police. But its something that all of our officers need to know and need to understand. We need to make sure that curriculum includes those that have suffered from it. Thats not people that look like me and that have never had to worry in the same way when there is an officer in a car behind you. It needs to be those that have actually suffered and can give voice, can directly communicate and provide this type of training. We need to make sure that our incarceration rates dont continue the same way that we are and we dont have statutes that provide a harsher penalty for two similar crimes that break down very differently on race. We need to look to make sure that African Americans arent getting a heavier sentence for the same crime. We need to theres a lot that we need to do and i dont have all those answers but my commitment is to do everything that i can. We saw on friday [inaudible] the question is with the damage done on friday night any regrets with not calling in the National Guard earlier. Now the Kentucky State Police was there certainly our hope was that friday night would have not escalated the way that it did. If it hadnt i wouldnt have called the National Guard in on saturday. I understand that [inaudible] that way. I would remind people that the neighbors. Ur they are individuals and when called upon put on that uniform and they love kentucky, too, they feel like an outside presence and in many ways they are and certainly when they go to 26th and broadway they are. But these are our fellow citizens that are trying to do what they can to keep the peace and were going to look at everything that happened last night. Inaudible] havent asked him any questions . Ok. Obviously that needs to be fixed. The question was and i want to make sure everybody hears that an individual who was shot on thursday evening in the ankle hasnt thus far been questioned by the police. I dont want to make excuses, i dont know how their forces are deployed right now but thats something that needs to happen. And if we can help with the Kentucky State Police we are willing to. He needs to be hurt out especially being injured that night. Is his the story of the person that helped him out that he jumped in the car . [inaudible] thats the first that i had heard on the investigation side. But it does show you how amazing people are that this individual who had been shot in the ankle jumps in a strangers car says he needs help. Takes him to the hospital. Those are the type of kentuckyance we are and the type that everybody out there s. [inaudible] and the second question talked out the governors [inaudible] the first part i dont have the answer to that and i dont have that knowledge tonight. I was not on the call with the president that youre referring to. I was with the mom of Breanna Taylor listening to her even knowing there was a white house call right then my job at that moment and generally is to lissen. And when theres somebody in my office thats experienced that much pain yet still wants to ensure that nobody else is hurt, they deserve my utmost attention which they got. Ill have to read about that call i guess. Anybody else . I want to make sure everybody gets the questions out theyve got. A situation the first few days and support the continuation . The question is do i believe that there will be a curfew again tonight. I dont know but i expect so. Thats a decision that those on the ground in louisville make. One of the most effective ways, again, if people are willing, that they can be heard given that the worlds listening the medias there is they could do it during the Daylight Hours and those that are willing to go home before can ensure the bad actors cant hide when people arent out. And what i believe agitators that want violence, everywhere, do is they wait until theres a bigger crowd of Peaceful Protesters especially out later. And its never those agitators that end up paying for it. Theyre never there when the violence they want to occur actually occurs. So we want to see we want people to be heard. We want change. I hope people believe that i want it too that while i cant feel the depths of that despair and frustration i want a better world for my kids and for everybody elses and my hope is people feel like they can do that in the bounds of that urfew. You probably wont it v it for a couple of days i hope that we have answers and details today as soon as possible about what happened last night. I dont want people to have to wait several days. That doesnt mean a full investigation will be completed but i think its very important to communicate with the public especially with the tensions right now. Again, good, bad, or ugly, i think people deserve to know and i trust people in louisville and the people of kentucky that if were honest with them about it that they will be able to process it in the right way if it was justified understanding even if its sad or a product of what were seeing. And if its not, knowing that this transparency is what people i hope are calling for, because it can mean immediate ction behind it. Creates the possibility of another further discussions well, my hope is that tonight will be very different, that everyone can evaluate approaches that we can try to have more dialogue and whether thats seing what we saw in lexington, whether thats ms. Palmer being able to talk about her daughter right here. And i know its maybe a small gesture but i hope that someone in this pain whose daughter that people are calling for justice for, being able to stand not just in this capitol with the governor but in the Supreme Court as well sends the right type of message. Im doing a d i lot of things as governor right now obviously ive never done before. And trying to tell people that you care and that youre listening when you dont ecessarily share their pain or havent experienced their pain, i know its hard and i know in a time of anger and frustration its hard for some to believe but all i can do is to continue to say that i want to be a partner for that change. Do you agree i havent heard attorney general barrs statement on charges. If there are certainly outside looters people who are just intending to cause Property Damage and make Peaceful Protesters look bad, i think we would all want them arrested facing charges, because that justifies and ensures that there is not blame cast on people who are not doing this, and theyre not, but ive also heard him use phrases like left wing and thats just not now is not a time for that. But let me tell you, ive seen only for a week what these outside agitators are and what they can do and the fear they try to create and the violence that they are willing to cause. And i want to make sure that doesnt happen to the people of louisville. [inaudible] well, my understanding at least for the guard, which is the only question that the only information that i have right now, is they were in the same posture they were the rest of the night where their weapons were not loaded until hey were fired upon. Identify tried to make as many calls as i can today to let them know im listening and want to do the right thing and listening to what the right thing is. And i believe that theres an terfaith inaudible] the question is about a group of pastors led by frank smith who i talked to, been talking with him our response to covid and took our call this morning. Listened to his words told him what i know thus far trying to keep him and others informed. And yes there needs to be a substantial investment in West Louisville and newberg that and because that change needs to happen. So theres inequality in our Justice System and health care and certainly economically. And we are right on the cusp of making some major anannouncements. Friday we announced the award of contracts. One of those companies is committed to creating 1100 jobs in West Louisville, a substantial investment. Another i think is about to make a multimillion dollar investment in West Louisville infrastructure. Now, our goal is to make sure, given that we have the amount of time that we have job training in West Louisville for West Louisville residents to fill those jobs, that its not just other individuals coming in to West Louisville to work. And we need to make sure that job training is conducted in the community that we use this opportunity of 1100 plus jobs of the completion of that building down there at more than that. It can just be i dont want to say a spark given what were dealing with but a seed that grows really fast. But that we nurture, that we have the time and we make sure that this which has a possibility i believe to be transformational and that we follow through and seize that opportunity. I dont know the reasons behind when information was or was not released from my perspective my practice is as quickly as possible. Itch trust that the people of kentucky if youre honest with them and you tell them that you want the truth and they believe it and youre willing to put it out there and then explain it sometimes. Thats certainly my practice and thats what we want to happen with last nights incident people deserve the truth and i believe they deserve to see it and not just to hear it from me. I believe theres going to be a lot of details that are coming out. I think theyre going to be very specific. People deserve to be able to see what theyre being told is true at a time when theres not a lot of trust. But i hope my commitment to getting it out and to getting it out fast will hopefully build some trust at least here given that i want to be a partner in this change. All right. We may have another update later. We will have information out about whether were going to given r normal 4 00 p. M. The light of everything or put our where we are covid numbers. I believe sundays numbers were down again which is a good sign but knowing we had two days that were up i just want to make sure that we at least mention that. If we get it out well provide a little bit of analysis on those d if i can on that that are protesting and demonstrating giving voice if you will wear a mask. This is still out there. If you will spread out. And i know this is ultimately about wanting to feel safe and to be treated by those who are supposed to provide for our safety in the same way that everybody else is. So if you will provide for other peoples safety if you have been if large crowds avoid seniors, avoid those that have Underlying Health conditions. I know that this is ultimately about justice and Public Safety that we ought to see going forward. Folks, im going to continue to be honest, to be transparent, and to continue to communicate directly with you the people of kentucky. This is a situation that we want to make sure that people are heard and at the same time hat we can prevent any further violence. Mrs. Palmer today i think was able to speak directly from her to show her pain and i think that we are all listening. Thank you.
