They are not statements. These are crimes that her innocent american citizens. The First Amendment guarantees the right of the people to peaceably assemble. What we saw last night in washington and across the country was not that. To that end, President Trump is demanding action to protect american citizens, to protect american businesses. Nationalcan guard are deployed in 24 states, but according to general millie only two states have deployed more than 1000. For the lawlessness we are seeing, far more needs to be done. Governors across the country must act, deploy the National Guard as is fit, and protect communities. As trump has said repeatedly, it is very important we have Peaceful Protesters and support the rights of Peaceful Protesters, but we cannot allow a situation like what happened in minneapolis to descend further into lawlessness and chaos. With that, i will take questions. Reporter the country is in crisis. There is a Global Pandemic that has claimed more than 100,000 lives. There are now protests and racial tensions ripping apart many cities. Where is the president . Why has he not delivered an address to the nation as the predecessors have . Sec. Mcenany as recently as 48 hours ago, he was talking about what a tragedy the death of floyd was. He has encouraged peace and lawfulness. He has said that repeatedly. He has made many statements to this effect, but i would note that the continual statements he has made do not stop anarchy. What stops it is action. Us thethe fed focus is antifa. George floyd did not die in antifa custody. What is the president doing to Reform Police . If you look at the actions doj has taken, there is a civil rights investigation into the death of Ahmaud Arbery and into the death of george floyd. It is a tragedy what we saw. The president was extremely upset when he saw that video and he continues the doj continues to pursue those charges. He recognizes injustices. He talked about sandra bland and what a terrible video that was. He recognizes injustices whether they are, but he understands that organize groups like antifa to commit some of the heinous acts we have seen. The president said he put general millie in charge of this. What does that mean . Sec. Mcenany i will say to you that he has had two briefings today with secretary esper and ag bar. Attorney general barr. There will be assets to put across the nation. There will be a Central Command center in conjunction with state and local governments that will include general millie and attorney general barr. What the is this president meant when he said i put general millie in charge . Joint chiefsof the of staff being in charge of a domestic issue. Sec. Mcenany this has been taken out of context. Our streets are dominated with a police force and with a National Guard presence. Let me explain. If it is a peaceful protest, police will form a line. We have seen these protests overwhelmed by massive protests to be turned into riots. When those are overwhelmed, Law Enforcement skits on the defense. The president says he wants to dominate the streets with National Guard, with a Police President presence. What studies have shown and general millie, his points pertain to the National Guard and he points to studies that show when there is a National Guard presence, that leads to less arrests. Has been taken out of context . I have an exact quote. He just said that he has put general millie in charge. Sec. Mcenany i was not suggesting that that was out of context. Dominate. I have been around the president all day. The worde has used dominate, it was regards to ensuring there is peace in our streets. Therter in addition to taking action against looters and of i met looters and violent elements, why is it he supplement a net message by calling on these people to remain calm, return home, and so on . Sec. Mcenany he has done that repeatedly. He does understand the pain. He has talked about the right of people to protest. I have people i have seen people protest. It is a shame when you have anarchy and anarchists come in and you have antifa come in and it really dilutes the message of the protesters. It is a legitimate reason they are protesting. He hates to see, uh, antifa come in and dilute that message. People from out of state coming in and causing havoc. He plans on going to maine. Mask. Your reporter a followup about police reform. He does not think there is systemic racism among Law Enforcement in the u. S. Does President Trump share that view . Sec. Mcenany he fundamentally rejects the idea that these egregious actions of these four minnesota officers are representative of our police force as a whole. Most of our officers in this country are good, hardworking men and women who work every day to police our streets. He has recognize cases of injustice. Sandra bland in the primary. More recently, Ahmaud Arbery and george floyd. He recognizes these injustices, but he also recognizes our valiant Police Officers who have taken to the streets and protected our communities. Reporter on antifa. Can you explain the Legal Authority the president has for designating antifa as a terrorist organization . Can you also talk about why he does not want to label white supremacist groups that are domestically located as terrorist organizations as well . Sec. Mcenany let me address the first part. Allowsction title 18 defines touristic the tic terrorism as actions ines domestic terrorism as invoke greater Investigatory Authority and harsher penalties. I would note that the Justice Department has in the past used domestic terrorism in consultation with acts of White Supremacy or racially motivated acts. In april 20 20, afford a man pled guilty to threatening an africanamerican Charlottesville City Council candidate. Same in february 2020, where it was used in connection to racially motivated violence extremists. We know the president s long history of condemning White Supremacy and racism. There is no place in society for these ideologies. Has he nothy designated any white nationalists groups . Sec. Mcenany i explained how domestic terrorism will be used as a way the crime is prosecuted. Ands a prosecutorial method it was utilized in the same exact way in regard to White Supremacy. Reporter on the Minnesota Police officer, do you think they should be charged as well . Explainantifa, can you how he would know . Is he talking about how he would identify identify members of antifa . They are a very loose organization. Sec. Mcenany i was just on a call with the president where he expressed his to maze his dismay with those three officers. I will leave it to the state if they decide to pursue those charges. But the president has expressed his dismay. With antifa, it is important to note they are a big element of this protest. Attorney general barr noted that, ambassador obrien has. We have intelligence that antifa is responsible. As to how antifa is responsible is identified, that would be a question for doj. Does he have authority to deploy forces beyond the National Guard, the president . Sec. Mcenany he does. Le are looking at every too available to us. The states have the responsibility to patrol their streets, but you are right to say that there are many federal authorities available. Thister did you bring up with the governors on the call today . Sec. Mcenany the focus of the call was really the National Guard, not that specific tool you mentioned but the National Guard and how it should be utilized. Jeff. Go to whitmer saidernor she thought the president s call was disturbing. Is there a specific army or the why mcenany i do not know Governor Whitmer would be dismayed at the president telling governors to do their jobs. It is their responsibility to police their streets. They have the police power embedded in the constitution. They have quite clearly, many of them, failed to do their jobs. It has gotten to the point where today, the president has said enough is enough. There are tools we can use. Deploying the National Guard, namely. Others, the insurrection act. That is one of the tools available. Whether the president decides to do that, that is his prerogative. Right now, we are focusing on the National Guard. There is a just diction between the National Guard and military forces there is a distinction between the National Guard and military forces. The focus of the call was the National Guard encouraging the deployment far more than the 70,000 out there utilizing them 17,000 out there. Could see 100,000 National Guard in the street . Sec. Mcenany it is incumbent on the governors to look at the situation. He is encouraging the governors to up those levels, but theres not a specific number he has in reporter there is the perception that the president is hiding in a bunker. He was put in a bunker friday night. Would you agree he is hiding on the issue and that is a good posture to be on . I would not agree at all. I was on the phone with the president yesterday and every was he talked to me he telling about talking to a governor or foreign leader about ventilators. He met with generals yesterday. Each and every moment he is taking another action to try and resolve what we have seen in our streets. He is acting. He is hard at work. You have heard from him on this issue any number of times and he is working because that is the job of this president. Reporter we have not heard him on camera that much. I really think that is a misnomer. It was appalling some of the coverage i saw. The New York Times made no mention of the myriad of times the president had spoken on this issue. 14 they made a cursory reference to george floyd. There was a Washington Post headline about him staying silent. He has not been silent. I have a list of his remarks in paragraph 23, they say we are contradicting our own headline. Contrary to the silent headline don lemon said saturday night the president has been silent. That comment came after the president was speaking on this issue. Down saying the president was silent. I do not want to bore you with reading the statements, but it sounds like i should read a few. The president saying it is a great tragedy that is filled americans with horror, anger, and grief and i stand before you as a friend and ally. He said i understand the pain the people are feeling. But id go on and on, would already be repeating with the president said. This president has not been silent and at this moment hes is acting to protect this country from the lawlessness we saw last night. Church wast. Johns , graffitiast night all over, set on fire. What is the president s reaction . I think it is hurtful on a number of levels. The word veteran spraypainted out of the placard in front of the department. The Lincoln Memorial defaced. How does that make sense . The place for the march on washington began. That momentous occasion in the history of civil rights. That memorial was defaced. That does not honor the legacy of george floyd and certainly not the burning of st. Johns church. I think it is important to go through a little bit of this, but reverend harper was the rector many centuries ago. Heres what he was told. He was told he needed to close st. Johns because he could not leave it open for the march on washington. It might be a bloodbath. He stood boldly and on the side of justice. On the date the march on washington happened here is what was sung from the church. One family on earth are we, of help us everywhere to see the brotherhood of man. We know the march on washington ended with Martin Luther king jr. Giving that incredible speech i have a dream. The same church that was burning last night, here is what they said, taking the full stance to support Martin Luther king. This Church Building is open, as it has always been, so all who want to worship here, the ministry of this parish has extended to any who seek it. Our fellowship with one another has no limitations whatsoever. That church supported the bold civil rights moment of the march on washington which began at the Lincoln Memorial. That does not honor the legacy of george floyd. It does not further the cause anarchists, advantage ofaking the Peaceful Protesters. Reporter is it possible d. C. Will be placed under martial law . Act will civil rights this administration investigate either members of congress or political organizations for funding and people moving forward . Pursuingk we are antifa as a domestic terrorist. What was your second one . Martial law . I have not heard that yet. Reporter can you confirm a call between president and putin . Considering what the president said to governors later in the day did he ask president putin for advice on how to quell unrest in his own country . I do not have any details. I was not a part of that. I am not entirely certain what was discussed, but the called the to place. Reporter does the president regret using phrases like when the looting starts, the shooting starts . He was taken wildly out of context. Instancesn multiple of real violence on twitter, but they never penalized them. Iran, we have seen horrific tweets about the elimination of the regime. That was never flagged. Interesting the gut instinct was to flagged the president and they did so in an inaccurate way. The president laid out what he meant by that. Looting leads to shooting and we have seen the killing of one person in minneapolis. There were seven people shot in st. Louis a few nights ago and the president clearly laid out what he meant. It is interesting to watch the gut instinct of twitter to label what the president said as somehow inciting violence which is absolutely i want to say this. We cannot let violence and we cannot let looting and a few bad actors divide us. The american spirit is defined by love and mutual acceptance and kindness. Despite the horrific scenes we have seen play throughout the media there are some things we have not seen. I think it is important for the American People to see them. Im going to call for that sound but a video i think is a port for us to watch. [video clip] we want to be with you all for real. I lead the batons down. I want to make this a parade, not a protest. [cheering] george floyd, george floyd, george floyd. Not one on some damage, nobody is arrested. [cheering] [indiscernible] i love you, man. I love you. In louisville, a human chain protecting an officer separated from his unit. [crying] across the country we have seen examples of police protecting protesters and protesters embracing police. It has been beautiful to watch. Those images have not been played that often. I just want to leave you with a quote from Martin Luther king jr. That we must learn to live together or we will perish together as full. Thank you. Fools. Thank you. Announcer governor gavin newsom holds a press conference on the response to the coronavirus.
