Sure we areking making the right decisions for everyone there. We did that. We are going to see this probably again. We will have plans in place. We will respond aggressively. That is what we do. Idea of whatu an happened. I think we responded appropriately. I know i believe we are doing the best we can in kentucky to make sure we are taking care of the staff and our longterm care facilities. Thank you. Thank you, secretary friedlander and Governor Beshear. As the governor talked, these decisions we have had to make, the recommendations i have had to make to the governor and the decisions ive had to dissipate in have not been easy. To participate in have not been easy. As we started this journey, there has been a difficult balancing act between what we know and what we do not know the consequences we know the consequences we do not. We are facing an infection we cannot see. It is an invisible enemy as i think the governor has said here tonight. Creditseldom give much for things you prevent. We have experienced harms. Some of us have lost loved ones and family members. Others have had loved ones are fairly members in the hospital. They have had to endure difficulties of having a critically ill or seriously ill feeling member or loved one they cannot visit in the hospital because the need to protect the Greater Public has required us to take the steps. The economic carnage this has brought is not just unique to the state. It is the state, this country and international. There is no doubt this infection has taken a horrible toll on humanity. Unfortunately, it will continue to take a toll. Until we find a vaccine and a way to prevent this or until we find a treatment so we can cure it, we are left with oldschool Public Health measures, which we know work but are difficult to implement because they require us to make sacrifices. Sacrifices that protect us and the people we love and care about, but also sacrifices that protect other people who rely on us. You see us all walk up here with these masks. I do not like it anymore than anyone else. It fogs my glasses. It is hard to breathe. No one else likes wearing these. It is important we wear these. Im going to show a video in a minute. We have got a video. Trip or here to guilt single out specific groups or people or entities, but i think we have to show what happens when we are relying on people to do the right thing when we do not follow the directions. The evidence is absolutely overwhelmingly clear that a small number of large events or a small number of a lot of people getting together with one or two infected folks spreads this thing like wildfire. We have seen at conventions. There were conferences. Events where people get together for religious ceremonies. We have seen it where people get together for gatherings around the world. This is true for where we are today. It is true when we had the spanish flu in 1918. The slides the governor has showed repeatedly for the filled about for the philadelphia versus st. Louis. They threw a big parade in philadelphia and they paid a horrible price. History has taught us these things. We see it happening in real time around the world. Im going to show you a video clip. All, not make you watch it what i said this when i spoke last week at the press conferences. I said it in my interview for the coronavirus update. Would geterned people out, get close together. We want to see each other. I get that. The clip i am about to show, which happened in kentucky, which is on social media, is actually a small example of some of the bigger things i know you have seen. People at huge water parks. People getting together as if there is not this infection. I do not know what it will take for us to learn it. It is not a game. Im going to have you watch just a minute of this and see. This is what happened at a bar over the weekend in kentucky. You have people altogether. Yet you have people all together. Not all thearly same household together. When you get together like this, you get one person who walks through with an infection. Not even looking sick. Spit andoud and sprang saliva because that is what we are doing. People shouting to be hard over the music. To be heard over the music. Before you know it, that fun evening out turns into two weeks later, 40 or people 40 or 50 people sick who spread the virus further. I carry folders around here sometimes. Fromontent vary daytoday. In it today is information on the longterm care situation. We had to mass evacuate 37 people from a nursing home over four hours, into six different hospitals. Any other time, that is frontpage news because you would not have that unless a tanker dumped over on a railroad and you had a chemical crisis or some major catastrophe. It is the biggest one we have done from a nursing home, but it is not the only. We had to evacuate 19 people from a different nursing home over a month ago. We have had to do this in smaller levels across the state. That is unfolding. Aboutary brown has talked green river corrections and the efforts we had to do at a prison to contain things. At the federal medical center, we have an outbreak underway as we speak. We have another report in here where we are tracking a whole fullll of employees of factories, plants, all sorts of so, i know it is a Beautiful Day out not right now, but it is beautiful weather, springtime and people want to be with each other. But i am just telling you this is out there. It is all over kentucky and the virus is just waiting to get us. We know what we have to do, we have to stay away from each other and appreciate and respect and care about each other and doing a simple act like wearing a mask. If we dont do these things, we will all pay a price. I hope you have seen over the months you have gotten to know me that i am not sensational. Im not trying to be sensational about this. It is real. If you dont believe that, you have to look at social media and read the news a little bit. I want to focus on the positive. I still get letters, i got some today of people expressing gratitude, saying thank you for what we have done. Im very privileged to work with and for Governor Beshear because these decisions have been hard. We know the sacrifices they entail, but if we didnt do this stuff, instead of standing here today and tell you about bad news of 400 people being dead, every single prediction we had would have had us spending up here and having our own version of the front page of the New York Times talk about how 100,000 americans have died this year from a disease that didnt exist until this year in the united states. Please, do the right thing. Care for others. Dont criticize others. If you choose not to wear these things, dont criticize the people who do. If others are not wearing them, dont pick a fight. Just walk away. Let others do what they will do, but you can protect yourself if you follow the guidance. Very much, governor. All right, so, most of the time, i think i play bad cop and dr. Stec plays good cop. I wholeheartedly agree with everything he just said. We have had a couple of examples, and its only a couple we have seen. You can havt have one. Every Single Person counts and just one person making the wrong decisions or one bar allowing wrong things to occur can spread this virus. Ill say what he wont. I wouldnt go there and i wont go there and you shouldnt either, because if we are not going to enforce social distancing, they are not safe. The good news is we continue to be at a time that we want to keep going, where it appears we are in a decline of even our total number of cases. That is even with significantly more testing. Today, im reporting on the last three days. Over the last three days, we have had 387 new cases of the coronavirus. Let me break that down. On the 24th, 141 new cases. On the 25th, 122 new cases. On the 26th, 117 new cases. Some of the lowest numbers that we have seen, again, and holding there each day. Labs are closed a couple of these days. We want to see tomorrow what we have. Likely tomorrow will be a lot higher but it will average out over those three days in a way that shows that we are on the decline. That is fragile. With the disease that can so easily spread, we have to put into action our desire to continue to see that downward movement. So, those 387 tests after duplicates have been removed takes her total case number to 8951, 8951. 151 of those are probable and the rest are lab confirmed. That is out of a total number of tests of 193,576. I believe for the first time, some of the serology numbers are in there. Out but ieak that want to make sure we have those numbers exactly. There has been some problems with the sarov that you numbers so i believe the best thing we can do is break it down so everybody could see where they all fall. Total number of hospitalized, hospital numbers and icus today are based on imperfect data because not all hospitals reported this we get. Our total number ever hospitalized, 2136. Currently, 489. Ever in the icu currently, 78. I hope that is accurate, though not all hospitals have reported. We love seeing that be a low number. The current number recovered, 3115. New cases by county, 146 in jefferson. 41 in shelby. 30 in warren. 26 in fayette. 10 in kenton. Nine in allen. Eight in ohio. I will slow down. Seven in butler. Six in henderson. Five in boone. Oldham and simpson. Four in henry and justin. Three in clay, david, grant, grayson, muhlenberg. Two in boyle, campbell, madison, mccracken, mclean. Bullit,allard, barren, callaway, christian, clark, franklin, hancock, harden, hart, hopkins, jackson, lawrence, mercer, monroe, montgomery, nelson, scott, spencer, todd, woodford. And one unconfirmed. After having the last time we were together, actually on saturday when we were having one of the only two times of the last several months where we had zero deaths. We do have new deaths but they are for three days especially really love. We wilw. We will have to see tomorrow if it is just reporting. Today, we are reporting three new deaths to covid19. Remember, its tragic. 394, one of which is probable. The rest are lab conferred. Firmed. 394 families total still grieving. When we turn our lights back on at the mention on that same front porch because we show compassion there, not anger. We show love there, not hate. We will turn the capital dont me green. I hope you all turn your houses and institutions to honor those that have been lost. Todays deaths include a 72yearold female from jefferson, an 85yearold female from adair, and a 63yearold male from allen. Breaking down the ethnicity and racial data. On race for cases that are 14. 61 74. 13 white, black or africanamerican, 5. 68 asian, 5. 4 multiracial. When you break down ethnicity, 85. 31 hispanic, 14. 69 sorry, i read that backwards. 84. 31 nonhispanic, 13. 69 aesthetic. Hispanic. 97 nonhispanic and 3 hispanic. 18. 54 7. 8 white, african american. Just about 2 asian, and 1. 7 multiracial. In the past, i have talked about when we read the ages and the genders and the counties of those we have lost, saying they are more than just numbers. So are these, so are these. And it shows things we have not fixed in our society that have broken for a long time. My commitment coming out of this is to do everything i can to make it right. Health care care is a basic human right. It is a time we treat it as such. Looking at longterm care facilities, again, we talked about how last week, we tested over 3000 individuals in longterm care facilities. So, we are going to see these numbers increase. 54 new residents. 27 new staff and three new have beenng back added. 26 new facilities. If you were one of the people at that bar that we showed, if you are one of the people that knows theres a virus out there but you just didnt care, this does not spring up in these facilities. Somebody has to bring it in. Most everybody working at these facilities never bring it in on their own. Even somebody who has accidentally become infected and spreads to them that brings it in here. All of our actions matter. Lets talk about testing. Testing is a real positive. If you look at our testing locations for this week across kentucky, you will see something pretty amazing. You will see that we now have tests out there for everybody who wants one, everybody who wants one. But you know what . Weve got to have people to show up that want to get these tests if we are going to be sick. The whiteafe. The white house, federal state experts, and your governor will tell you if we dont test significant numbers of people and do the tracing of their contacts, we cannot open safely. The white house says you should not even open if you cannot test a certain level and trace. That is straight from the president and the vice president. A few disappointing numbers that we are seeing in our testing. Something we want to fix. I think it is due to a really long weekend but we can prove that is the case tomorrow. We look at our kroger numbers today of our drivethrough sites. They are all down. Only 330 individuals have gone through the louisville facility. Though, it is booked up for the rest of the week and we are excited about that. Good job to make sure you show up. In bowling green, only 206 thus far today. As we look at the next three days, 84 total signed up on wednesday. 39 on thursday. 22 on friday. We have a major outbreak in Warren County. Our testing can help us identify and control, but youve got to go it and get tested. We need all of our local leaders, we need everybody out there pushing people to get tested. None of this we dont want tested so ther we dont know the is a problem. Our Warren County leaders have not done that but others have declined testing sites. We have to know the level of our problem if we are going to protect the people that are out there. That means we have testing everywhere so we make sure we can keep people safe. Lexington, we had 282 as of 4 00. We need more signups on wednesday. Almosalmost 150 left. Thursday and friday have almost 400 left. I know that lexington and the surrounding area has been one of our best areas. Areas. Again, this is near an outbreak area and davis county in Henderson County has had a bunch. If the numbers are wrong, as a 4 00 today, we only had 40 peopl e. Folks, this is real. It is in this part of the state. We need you to take advantage of this. This is about protecting your community. Come on, right now, go online and sign up. Tomorrow, you can get in. You can even get the hour it will be done. You can get in right now. Protect your family, protect your community. If you are somebody who has gone back to work or reopening a business, make sure you are not infecting people. This is a way to do it. So, we are in the Supreme Court chambers today. It is bigger. Tohave been able to open up a few more reporters than we have had. I think we have four, five, six that are here today because we can do it through social distancing. Lawrence,l, joe, joe, catherine. I just have a few additional questions here. I guess the question about security is people walking right past all the signs that say this is where the public ends and walking up on somebody elses porch. I wonder but i dont have to wonder too much about the individuals who do that how they feel when individuals walk on their property and up to their porch. It tells you, i think, what these people intended by their actions and how serious it is. We are reviewing security protocols about exactly how that happened. I believe most people in kentucky believe you should not be able to walk through every barrier that is there. We may have to look at additional security or to different structures around that mansion. I hate that because people really enjoy it. This is what happens when people dont care about the rest of us and do the wrong thing. We will be taking a look. We will be going over all of those protocols. Listen, they dont scare me. But they are standing on the other side of the windowpane where my kids are, and they knew it. Thats why they did it. They thought that if they are not being, not getting their way, knowing that the state is more united than ever before, they just use fear and terror. Its not going to work. All right. Thoughtsmy familys and what did i think monday about the caravan of support . I appreciated it. Peoplet take getting on facebook riling people up. It was just a goodness inside of all of us. I know we are a good and compassionate and caring people. And my family knows that, too. I will tell you we really appreciated it. It is pretty special. We are able to waive to one family and we have seen them post about it today. It is a caring community. I dont regret my decision to move my family here. Joe . Ok. A large group is ot of people are concerned a large group was able to walk up to the mansion. [indiscernible] ibeshear the question want to make sure i am quoting you instead of people saying this is me especially with an armed group like that. I wonder what this group would think of somebody else who was armed walked up on their patio. Walking past all of the signs and the rest up to it, again, what do i think about security . I think they should expect a very different response the next time. And i hope everybody would expect that. This is something we shouldnt see and its something that i hope everybody is against. In condemnation, i hope they dont first start by saying i disagree with the governor and then i will do this and that, but its wrong. Wrong is wrong. , iou call out wrong hope in other instances when its not me, i hope i have. If i havent, i will do better the next time. The hanging anow effigy thing that they did. It had my face on it but it was intended to send a message to a different audience. One that knows a pain of that much deeper than i ever will. It is just wrong. No other sentences to explain it. Just wrong. Other joe. [indiscernible] have you considered moving out . Gov. Beshear not moving out of the governors mansion, not bending to terror. Not letting a couple of jerks that is as far as i will go. I will not let a bunch of jerks change the way we are living our life. Yeah, i will look at the safety protocols around my kids. But, i am not going to let folks who would resort to this try to change the way we are going about this. Again, we have never seen more people together in life. Ive never had something more important than i am doing now. I knew being governor would be the most boring role i would ever play. Leading a state through a pandemic that could take 70 lives is going to be the most important thing i ever do. Im not going to let them impact how i go about it. Monday, gym reopened on a week earlier than the state is allowing. He believes gyms are essential. Most of his clients are depressed and have gained weight. I take it that is from him. We will offer personal training and group classes. Group classes sweating in a small area that covid is certainly going to spread. He says he has a plan for sanitation and social distancing. Is it ok or too soon . We all have to follow the rules. Im sure you will hear from some people. No, you have to wait until the time everybody else has. Everybody also try to do it right. Probably every other gym owner think they have to wait too long and thats ok. But to simply say i will not follow any of those rules does not just put your clients at risk, it is unfair to everybody else that is following the rules. Owner out other gym there, you are not special. Everybody is in this together. We are all trying to do the right thing. We can disagree on the timing of it. Everybody should have to follow their own rules. You shouldnt get one leg up on your competitors. Catherine . Reporter [indiscernible] gov. Beshear the question is some elected officials have called for the folks that did the hanging i dont know what you call it because it was me, my face on something. To be charged with a crime. Will leave that to those prosecutors and those investigators. I was one before this job. I would hope to hear from those in those jobs about what they believe. More so than the elected officials calling for this or that, i do think that we still need to have some responsibility from the multiple state representatives and the state senator that sat in front of the same group to try to fire them up and anchor them just months before. What do you think is going to happen talking to that group . We all have a responsibility as leaders when we go in front of these groups and you know people can go too far. Youve got to do the right thing. Thats a little bit of what leadership is about. You dont just get to try to get out there and gain support. I think on sunday, they had two candidates that set up tents. Longterm care facility. I think we answered that one. Do the numbers of hospitalizations reported everyday include patients in the icu or are the numbers separate . I know we have the icu numbers reported separately but they are also in the hospitalized number . We will get an answer to that. Lawrence . Reporter [indiscernible] i think you know who the people are that were at the rally that fired the people up and i think they do, too. I will not sit here and call out peoples names in front of those that are watching. That is not who i want to be. I certainly think that they bear responsibility. I dont think this is a backandforth. Dont they . Ive seen one of the dont know if it is one of the most vile acts on the capitol grounds. I know it is a little personal to me because i am the governor at the time and i am who they to andying to do it their family. But isnt this a time there is just the facts and there is just right and wrong. Phil . [indiscernible] gov. Beshear right. Reporter [indiscernible] is. Beshear phils question would it have been better since other states that it to be about numbers on sunday and monday . And most of our labs were closed, both of those days. My concern was if we had come in here and i told you there were 30 new positive cases because of the tests that were done today but for that they had not come in, it would have presented a false picture. And i think people needed a little bit of a break. While we wont do these every three days, it does give you a better picture of where it is. I will say tomorrows numbers may change the way we feel about these. One of the things, and i think most of the reporters here who have been following this can kind of see how the numbers are a little bit lower at the beginning of the week, and tuesday and wednesday are up because more of them have come in, and then they come back down. We are looking at what averages. I know one of the online tools which is the covid19 done backwards actually has a chart. When you look at it by the one week average, it is actually showing us on the decline. I dont think it is just us that believes we are headed in that direction. Karen . Reporter [indiscernible] gov. Beshear the question is senator mcconnell today saying there might be another cares act. Right now the way the cares act is written, and state government, we can only use it for very limited purposes which means it can help us a little but not a lot in the budget situation we are facing. Contrary to another senator, that is not of my making making, covid19. You can blame anybody for everything. We are facing the same thing that everybody else in this country is facing, every state is facing. We need direct Financial Assistance from the federal government just like in the great recession. No red states, no blue states. This is not bailing anyone out for decisions made in the past. This is directly what we are seeing related to covid19. I believe senator mcconnell talked about liability protection. I need to know what they are. What we cant do is let a business come back online and ignore all of the cdc rules and say we are immune, because sadly, there are some out there that would do and allow terrible things to happen to people. Most businesses would integrated they would do the right thing to matter what. If they want to have a conversation if we do it all right and some thing happens, ok. Thats a conversation we can have. We can encourage people to have the best practices. But Liability Reform is one of the words they throw out and it could mean 1000 different things. Being a reform lawyer, i know it a few of them mean. Lets do this joe. [indiscernible] gov. Beshear right now, i couldnt tell you what we might see on restrictions on the capital. I want to say to those out there who think restrictions are unlimited when the president comes into kentucky to give a speech, you dont get the protest right next to him. Hopefully none of those who have opposed restrictions would think that. What you could always do is ascribe a safe place and time that allows people to get what they need to say out. But at the same time, it does not ultimately intrude on other peoples rights or prevent business from being done. Therewsuit that was out said that they wanted to do a drive up protest. We offered them a way to do a drive up protest. We offered an affidavit that said they we never rejected them before. The sixth circuit did not believe us. That is twice now that they dont believe after what i have told the people of kentucky. It is pretty interesting you are a panel of judges and you disbelieve the facts and you can come to just about any decision. That is a little disconcerting but we will continue to do the right things and adjust as needed. Can employees of those centers [indiscernible] gov. Beshear that is a technical question. We will have to get a technical answer for it. I believe the pandemic unemployment has very specific qualifications on it. I think some of it is if you are over the age group and you are suffering or you are suffering from certain conditions, yes, you probably would qualify. If you have major heart disease, you should not be back. We ought to understand that. There are some other reasons you probably couldnt otherwise go back for, but i think it is important we view them in the most reasonable light possible. Catherine . Reporter [indiscernible] gov. Beshear i believe when restaurants or bars serving food, and what we saw was somebody taking advantage of having a food license. Yes, i believe that one has already seen local inspectors and state inspectors. You cant flaunt the rules that everybody else is following and put people at risk. Lawrence . [indiscernible] gov. Beshear i believe Kentucky Kingdom had a call with dr. Stack and Michael Brown tomorrow. It is one thing for people to say they can open safely, it is another thing for them to be able to do it. At the end of the day, people are not just going to be they can open it safely. They have economic interest to do that. They will expect my administration to weigh in on whether it is safe or not. We will make sure before we come out and say people can or should do something that it is indeed safe. What they are getting is a conversation. I saw a press release today before that conversation was scheduled and i hope it hadnt happened so we can have this conversation without those messages being out there, but we are going to have adjust the same as we would have otherwise. We will do everything we can to help them. Sometimes with those who have been held up in the system for a long time, unemployment, thats what it takes. Let me do say where we are right now in unemployment, a lot of what we are facing other federal hurdles that are out there. We still have to satisfy federal law. The federal government is now started to say two states, you are doing this too fast. We are trying to help as many people as we can and the federal government is pushing back on that and now talking about changing unemployment that is out there. Its hard. My believe at the end of the day, we are going to be one of the states that has been able to process them some of the fastest, but that does not help to those of you who would not had a process. We will do better and we will continue to do better every day. We are right at the hour. I want to thank the Supreme Court for having us today. We will be here tomorrow as well. Stay safe. Just because we can do more, you can get your hair cut i will get my haircut later this week it doesnt mean that everything is safe. Be moderate and what you do. Dont do everything at once. There is still a very dangerous virus out there, but i believe we have the right rules, we have the right approach, we can defeat this. Lets make sure we get it done.
