To the right is the budget director. I know it is saturday because mr. Met tweeted at me that today is saturday. He is the mets mascot, so it must be saturday. I know it is saturday because i a tie, that is a cue to i am not wearing a tie. That is a cue to understand that today is not saturday. Today is saturday of memorial day weekend, day 84. Yesterday, a number of my young superstars said to me, this is memorial day weekend coming up, and we have been working for 83 straight days, maybe we do something different, maybe we take a day off, it is what they are trying to suggest. I said tomorrow i will stay home. So, i am at home today, i never said i was going to work. I said tomorrow i would stay home. I am at home today, but, we are working. 84 straight days. When the covid virus takes a day off, we will take off. We are in the new york state executive mansion, it is not really my home, it is the peoples home, the residence for governors in new york. It was built in 1856 in the state acquired it in 1877. They were going to finish the state capital in 1899, which was and is a beautiful masterpiece, and the governors residence is a stones throw from the state capital. And the two worked together. The capital was the place for business and the governors residence was the place for social events, gatherings, and to entertain legislatures. It has been home to 32 governors. You had three who served as president of the United States from new york, grover cleveland, Teddy Roosevelt, and fdr, who is between fdr and Teddy Roosevelt, there were the two really historic governors. Vice president Nelson Rockefeller also lived in this home, but it is very much a museum, and it is beautiful. I do not know if you can fully appreciate it today, but we have great artifacts. We have the wheelchair from fdr that he used when he was in this house. It is a wheelchair that he also would go into a pool in the back of the house, which was a pool that he exercised in, it was important for him to keep his upper body strong. Swimming was his exercise, and that is his wheelchair. We have a great portrait from fdr that hangs in the drawing room. We have a great bust of Teddy Roosevelt done by baker, an extraordinarily gifted artist, we have great art all through this home. The New York State Museum provides art, but we have pieces by durand, frederick church, and it is just, you can appreciate the scope of the home. But the whole first floor is magnificent, it can hold several hundred people and we do a lot of good work here. My mother did a restoration of the mansion back to the historical accurate portrayal when she was here, and it is still basically very much the same way. So, it is beautiful and open to the public. We have a website that people can go to and, it is really worth seeing. On the numbers today, the news is good news. Is good news. It has been good news, but every day is a new day, and it is good to see continuing. The number of hospitalizations are down. The change in hospitalizations is down, intos is down. Intubations is down. The number of new covid cases walking in the door, that is down, and the number of lives lost is down to 84. 84 is still a tragedy, no doubt. The fact that it is down as low as it is is really overall good news. I had a conversation with a Health Care Professional and i said, what number should i be looking for to get down as a bottom number on the deaths. The doctor said, i would look for 100. You want to be below 100, and i said why 100 . He said people will pass away when they are in, and often it oftenn they are ill and it is pneumonia or something else. If you can get under 100, i think you can breathe a sigh of relief. When he said this, we were in the hundreds and hundreds, and getting below 100 was almost impossible, but i made a little note. You need something in life to shoot for, you need something to aim for, and it is not official and i do not know if it was 100 accurate. In my head, i was looking to get under 100. Under 100 does not do any good for those 84 families feeling the pain, but for me, it is a sign that we are making progress and i feel good about that. We have been talking about reopening and how we proceed. It has been different in different regions across the state. We have criteria across the state that applies to every region. There is no variance region to region, there is no political difference, there is no local differences. What is safe in buffalo is safe in albany, is safe in new york city. I want people to know where we are, which is why they are on the website and i encourage people to look at them every day. They are controlling what is happening, this is a function of what people do. This has nothing to do with government or anything else, this is what people do. New yorkers have been great in understanding and responding. In the midhudson area, putnam, orange, sullivan, and ulster, we have met the criteria for the decline in the number of deaths, that was the issue we were having with the midhudson region. The only issue is that we have to train tracers, no region opens before it is ready to open. To be ready to open you need tracing and Testing Systems in place. We have identified the right number of tracers, they now need to be trained, it is an online course, and i spoke this morning to the representatives and said, we had a choice, if we can get them trained over memorial day weekend we can open on tuesday, you can do these trainings online, many of them are government employees, and we agreed, and i think that countys and supervisors agreed to ask people to be trained saturday, sunday, monday, and we will open on tuesday. So, that is good news. Long island, the number of deaths are dropping, and that continues. We also have to get tracing online. At this rate, we could open by wednesday, if the number of deaths continued to decline and we get the tracing up. That is also good news. Memorial day weekend is here, we opened up the beaches and asked people to socially distance. This was jones beach, and people were great. They are doing what they are supposed to do, and i thank them. In terms of testing, we stress this, and we should. Just because you are not showing symptoms does not mean that you do not have the covid virus. About one third of people who have the virus never have symptoms, so they never know they have the virus, but you can still spread it if you have it, even if you do not know you that you have it. That is one of the insidious elements to this virus. So, get a test. We are trying to make it as easy as possible. We are opening more and more testing sites and we are working with Advantage Care physicians, we are bringing more testing to lower income communities, but we have 760 testing sites across the state. Please, go to the website and get a test. It protects you, your family, and everyone, and when we have made it as easy as possible but we have many sites that have higher capacity. If you have symptoms, get a test. If you were exposed to a person turned out to be positive, get a test. If you are a frontline worker, get a test. If you are working in a Grocery Store and delivering products, you are public facing, get a test. If you are a region opening up, get a test. And, look, we have made it as easy as possible, but this is something where we need people to continue to step up. By the way, just because you had a test one month ago does not mean you should not get another test. You can get a test and walk out of the testing site and pick up the virus in 10 minutes. It is not, i got one test, i am done, it does not work that way. Again, that is up to people. All these admonitions and pleas, the good news, remember that it is working. What we are doing is working. You look at the new york curve and the number of deaths and you look at the decline, compare that with the rest of the nation where you still see the rest of the nations curve going up. It is working, and what are we doing . It is the social acceptance and culture of being new york tough, which is smart. Smart is get the test, protect yourself, risk reward, do not put yourself in a situation where it is not worth it. If you can stay home, stay home. If you do not have to go into a store, do not go into a store. We are united and disciplined, this is all about discipline now. This is doing the same thing we did the day before, even though it is day 84. It is showing respect and love for your family, and for society, and operating that way. Again, it is working in new york, because what we have seen in the rest of the country, we have seen the numbers go up. They are talking about the second wave in the south that may have reopened too fast. They are talking about a higher number of deaths in california. How these counties reopen, how states reopen, they can make all the difference. 24 states suggests that they may have still uncontrolled spread, so do not underestimate the virus. We know that it can rear its ugly head at any moment. But, what do we need to do . It is not rocket science. Where a mask, use hand sanitizer, but most of all wear a mask. Those masks can save your life. Those masks can save another but, what do we need to do . Persons life. And, the most astonishing fact to me, all through this, that the emergency room Health Professionals have a lower infection rate than the general population. That the bus drivers, transit workers, Police Officers have a lower rate of infection, because the masks work, and we gave them the masks, and they wore the masks. Wear a mask. We have an ongoing competition on the wear a mask add, the most convincing. My daughter is running this, because she was unmoved by my powers of communication and persuasion. That is now open, and we have people voting on the five finalists. And the winner will be announced tuesday, and will become a Public Service announcement for the state. We are asking people to go to the website, look at the five finalists and vote, and we will announce a winner. I am excited about this, and we are going to be stressing wearing a mask over this weekend and, going to this website and competition is part of it. We have rachel maddow, who has a show at msnbc at night, which i have been on, and she was talking about this competition last night. She made some remarks that i would like to show you, if we can. Rachel new york asked people to submit their own Public Service announcements about why you should wear a mask. And, what they circulated the finalists, the best ones according to the state. They are really good, and really new york. Gov. Cuomo now, that really, really, really new york comment, rachel is by birth, a californian. Really, really, really new york. Curious about what you meant. I want her to do new york a favor and go look at the five and pick which add she likes best, and i am asking all new yorkers to go and vote on which ad they like best. Covid19 has put new york on hold, since we cannot track the virus it is hard for new yorkers to move forward. There is something we can do to fight against it. Wearing a mask in public has lowered the chances of covid19 affecting others, even if you feel healthy, wearing a mask shows new yorkers that you care about them and essential workers. If you are in a public space, where a mask and help new york get back in motion. Gov. Cuomo ok. Last week, in this house, staying here, and as i said it really feels like a museum in many ways, you cannot ignore the number of greats who lived in this home, historically, what fdr and Teddy Roosevelt stated. I read a lot of history. New york tough, yes, this is a tough situation, and yes, new yorkers are tough. We have shown how tough we are here. Tough means many things, as i have said. Loving, disciplined, and etc. Tough is about courage. Teddy roosevelt, courage is not having the strength to go on. It is about going on when you do not have the strength. The day before, i cannot do this anymore, we have to do it more. We have to continue. And, this new normal, we are going to have to do it for a long time. They are talking about the fall and a possible second wave. We have to get back to activity, but we have to do it in a different way, a smarter way. Maybe a better way when all is said and done, and that is courage. Teddy roosevelt was tough, and he leaned into being tough. He liked being physically tough. He had a boxing ring builds on the third floor of this house. And he would challenge the legislatures during the day to come box with him in the boxing ring on the third floor at night. Can you imagine that . The governor says to a legislator, come, let us go to the boxing ring, i think that is how the budget was done. Any discordant voices, come to the mansion and we will go into the boxing ring. He was tough in that sense, physically tough. My father was governor of new york and lived in this house for 12 years as governor and served he was tough in that sense, as governor. He had a different version of tough. He was more of the loving definition of tough. He was more of the inclusive definition of strong. That strength was in unity, and strength was in community, and strength was in giving, and selflessness. Strength was finding the commonality among people, and connecting among people. That is his definition of toughness. This nation is at its best only when we see ourselves as one family. And he brought it back to the metaphor of a family. What is society or community . You are a family. Just treat each others as you would treat your own family members, sharing benefits and burdens. That was his version of tough, so you can have a number of iterations of the same concept, but the concept is right, and the concept is new york. Questions . They found more than 4500 recovering potential Covid Patients recovering. What did your state survey number show on this . And why are they not releasing the results of the survey . Gov. Cuomo we had 68,000 hospitalizations. So, the 4000 number would be a subset of that, and i do not know what information we have that we have not released at this point. Do you know . I do not think there is any information that we have that we have not released. I will reiterate that the policy that the department of health put out was in line with the directive put out by the cdc saying Nursing Homes should admit individuals from hospitals where covid is present. I know there has been a lot of discussion on the subject and many were concerned about hospital capacity. Everybody remembers that the numbers were in the 140 bed range. The 140,000 hospital bed range. And so, obviously any death is unfortunate. It was around 50,000. When you look at it comparison to other states, new jersey has 5522 confirmed nursing home deaths. New york has 3094. 1487. Its an International Tragedy everyone has to grapple with and something we are trying to learn from everyday moving forward. Gov. Cuomo we are in a political environment here. I get it. I understand it. Im a big boy. I can say all day long i refused to politicize this discussion. I have not and will not because i represent democrats and republicans and independents and atheists and short people and tall people. The politics makes no difference to me. I have no political agenda. I have no political aspirations. There are no politics here. I can say that. It is still an Election Year and people are still playing politics and this is a hyperpartisan environment. To the extent people want to politicize this issue, and republicans are saying, well, new york did this. New york followed the president s agency guidance. That depoliticize is it. What new york did was follow what the Republican Administration said to do. That is not my attempt at politicizing it. It is my attempt to depoliticize it. Dont criticize the state for following the president s policies. Patients coming into Nursing Homes [indiscernible] gov. Cuomo we have gone through the infection rate many times. Nothing has changed. How likely they will interface two . Those three regions. How likely will they enter phase two . Gov. Cuomo we are watching the numbers. We said two weeks between phases. There is no magic or science to that. That is not a hard and fast number. For the two weeks comes from is experts saying that is the time you need to see if an infection did increase and the infection incubated, and then they incubation manifested and the person got ill and went to the hospital. That would take about two weeks. If you see no increase in any numbers, could you accelerate . Yes. Phase two is different than phase one. Phase one is basically a hard start or stop, right . Either you hit this number or you dont have this number. Phase two is more of a judgment call of when have the numbers stabilized to the extent there is an increase . Can you explain the increase. Or is the increase problematic . I dont think we have a the two weeks, i explained they are hard set of numbers for phase two. Two weeks is not set. It relates to the cdc guidelines in relation to the 14day incubation period. However, to go to phase two would not apply the executive modify the executive order and put all the guidelines for all the phase two industries. Those are being prepared. Those will be ready. If we dont see any uptick in the health metrics, and as the governor pointed out we still have a green light, nothing has gone to yellow, those regions would move to phase two. We are monitoring each region. Reporter an exec of order allowing gatherings up to 10 people, cspan. Org [indiscernible] gov. Cuomo theoretically it shouldnt. It is a cdc guideline. The 10 people. Gatherings up to 10. It is the same answer to all of these questions, right . It depends on how people act. You can have a safe gathering of 10 people. You can also have a wholly unsafe gathering of 10 people. You can have an unsafe gathering of three people. You have an unsafe gathering of two people. It only takes two. Or you can have a safe gathering of 10. It depends on what people do. Reporter [indiscernible] gov. Cuomo i did not even know about it on this one. Reporter you did not know about the lawsuit . Gov. Cuomo on any given day if we dont have three lawsuits, something has gone wrong. Reporter should you be having gatherings of more than 10 people . Just because the executive orders as you can have gatherings of up to 10 people, should people be gathering . Gov. Cuomo this is the whole point. All of these are measuring risks, right . Riskreward. Any one of those people could be infected. Any could be infected and not know it. Any one of those people could be infected, love you to death and still give you the coronavirus and you could give it to someone and he could kill someone. It could kill someone. Is it worth the risk . It has nothing to do with government at the end of the day. What is my role as governor . I have a whole operational role to get hospitals running, get tracing, etc. These are people. I just give them the information and say please, here are the facts. Exercise diligence and judgment. Please, please. Here is what happens if you dont. You weigh the riskreward. If you dont have to be with a group of 10 people, dont be with a group of 10 people. It does not mean the governor signed an executive order up to 10. Lets not have a party of 10 people. No. Last one. Reporter considering the rising rates in this region, los angeles county, illinois, texas, a lot of places that you travel between new york and those locations, is there anything you are considering, future measures to stop the second wave considering those regions do not have is under control . Gov. Cuomo if you are asking would new york now quarantine against people coming from other localities into new york because they could be bringing the virus here, i dont think first, mobility is way down. You have less tourism, less business travelers, etc. On the numbers i dont know how big an influx that is. Also i dont know that legally that one state can bar other states from entrance. And i dont think its good policy. I know when the shoe was on the other foot there was talk of other states saying, well, im going to quarantine against new yorkers coming here. Cuomo the second wave you can have people come from outside and infected population, and infect your population, right . That is how we got here in the first place. Where im really outraged is how the infection how we got infected from europe when nobody told us. It was all about china. We were all looking to the west on people coming from china. The china travel ban. Meanwhile, it came from the east. They came from europe. Nobody ever said, watch out for those european travelers. Nobody ever said, watch out for those european travelers. They could be bringing the coronavirus. By the time we closed down china, the virus had already left china and was in europe. Then we had 3 million europeans come. That is how this happened. Which is still mindboggling to me, that with all these global organizations, with all these Global Health experts, Public Health experts, federal agencies, the whole alphabet soup, nobody realized the virus had left china and gone to europe . Realized the virus had left china and gone to europe . And nobody realized that people from europe within traveling all over the world bringing the virus . And nobody realized that airplanes from europe landed jfk and Newark Airport . That is still to me mindboggling, but that is hacking here in the first place. , a State Government does not have the capacity look, i could not have done anything about it anyway except yell, right . Legally the state cant close its borders to european visitors. That is a federal action. I dont believe a state can close its borders to other states. I believe legally that would be challenged, and im not even sure the federal government could do that. So, i dont believe there is a state role in setting borders.
