Gov. Ivey good afternoon, everyone. It has been quite a week. Week. I am grateful the Alabama Legislature was able to finish its business on monday, adopt and approve both budgets and agree on a pathway forward to make certain the federal cares act will get to the people of alabama who have been economically impacted and hurt by this disease and obviously those are the folks who need and deserve help. Week, myxt administration will be announcing some different ways that members of the legislatures as well as the people of alabama can have direct impact and to some of the different options that might be available. Step, however, is the next in what has seemed like a long and difficult process of reopening the economy while at the same time remaining true to is belief the fact that this a serious, deadly disease. As dr. Harris said yesterday, our numbers are not as good as we would hope. In some cities and counties, montgomery being one of them, there are legitimate concerns with a large number of people being hospitalized, filling our icu beds. This is not only a cause for concern, but it is something we are going to keep a strong ion in the following days and weeks. Patientsrness, the in the icu are not all covid19. If you had had if you had a stroke or heart attack, you need to be in an icu bed. The get fully, many of our Nursing Homes are still a hotbed of activity for covid19. That is why neither dr. Harris nor i can with a clear conscience allow things to return to normal as it relates to reopening our Nursing Homes and hospitals to visitation beyond Compassionate Care situations. News also more troubling on the economic front. Tomorrow, secretary of labor Fitzgerald Washington will announce alabamas Unemployment Rate for april. It seems like a lifetime ago when our Unemployment Rate was at an alltime record low of 2. 7 in the state. Peoplere than 500,000 filed for unemployment during the past two months, and more than 1 billion has been paid out in unemployment compensation, that is a lot of hurts and pain. On the Positive Side of things, we have some good news. Alabamak, the state of and particularly the department d a dealc health inke with two of the Biggest Technology names in the world, apple and google, to use their Contact Tracing avenue to track those tracing app to track those exposed to covid19 using bluetooth signals. Alabama, north carolina, north dakota and South Carolina are the three first states in the United States who have joined 22 countries around the globe to join hands with these global giants to help our people learn when and where they may have gotten contacted or exposed to this virus. , in the cools will in the toolkit. [indiscernible] the stayathome order in april and the current safer at home order which we are now in, it has always been an attempt to slow down the spread. We will never be able to illuminate it to eliminate it. The drastic measures of the last two and a half months have been out of the need to slow the spread and help prevent a surge of our Hospital Capacity of our icu beds. The day is expensing higher rates than others. Higher than state wide, we have not exceeded capacity. Everyone who needed a ventilator has been able to receive one. Currently, there are medical experts all over the world working on finding a vaccine. For the record, i want to let you know i will not be surprised if a vaccine was created right here in sweet home alabama. Sustain ae cannot delayed way of life as we search for a vaccine. There are many viruses we live with and have worked necessary precautions into our daily lives. Similarly, it is time we move forward and further open our state and live with a new normal of incorporating covid19 precautions into our routine. As it relates to the changes in the current order, let me get to the point. Just as we have had to learn to live with the flu and other viruses for which there is no known cure, it is not realistic to think we are going to be able to keep everyone totally isolated from each other forever. Effective friday may 27 at 5 00 p. M. , and running through july 3, we are going to expand the number of businesses that will be allowed to reopen while maintaining a six foot distance and by adding an extra layer or two of prevention and precaution on those who own these businesses as well as those who frequent these businesses. Ofs will have the effect expanding our recent safer at home order with three caveats. The first is if things do not get worse and i hope and pray they do not, then we are going to continue putting personal responsibility on each and every individual citizen. Personal responsibility also extends to the store owner, the summer camp operator, the hairstylist, youth sports coach and pastors. It takes all of us being vigilant and adhering to the social distancing guidelines in order to stop the spread of this disease. I will tell you i sure miss being with my friends, drawing going to church and having breakfast. I learned how to hold zoom meetings, speak virtually to a rotary club and im going to do my first driveby Birthday Party later this afternoon. We can all do our part. If we start going in the wrong direction, we reserve the right to come back in and begin to reverse course. Arendly, although we expanding the list of places that can reopen, we are also adding additional requirements on social distancing and sanitation that we all must adhere to. As dr. Harris and i keep saying, this disease is deadly and it is not something we can take lightly. Finally, for those who are not comfortable going out to your favorite establishment and acting as though everything is back to normal, we get that. Clearly, we get that. You are right. Things are not back to normal. In fact, we do not yet know when the new normal is going to look like. Let me invite dr. Harris to come up and give his report. Then we will be happy to take your questions. Dr. Harris thank you. Good afternoon, everybody. Thank you very much. Thank you, governor ivey. I appreciate the chance to be here. As the governor said, we would like to see some improvement. We have about 13,000 confirmed cases as of today. Recent numbers, daily numbers for the past several days are to 66, 297,three threaded 21. We have a fairly low number of cases over that time. A little higher than when we were here last. With that said, our percent positive cases, percentage of cases that are positive has declined over the past three weeks. I do not think that means we are out of the woods by any. Means i think it means we continue to have disease transmission in our state. There is a lot of care we need to take and a lot of practices we need to continue to work on and emphasize. We certainly have hotspots in parts of our state. Right here in montgomery is one for certain. We have seen them in other parts as well. What we anticipate Going Forward over the next few months as we will have these rotating hotspots. We may have lower levels of transmission going on in different places, but we will continue to see places where we get a surge from time to time. That is what we are expensing right now. Have over 600e patients hospitalized over the state. Ventilators r. O. K. Ventilator capacity ventilators are ok. Ventilator pacitti is good. Statewide, our Capacity Remains good. Towardstates are moving some form of reopening. We want to make sure as we do that in alabama that we continue to make alabama to issue Health Orders that are responsible and keep people safe and emphasize all the things we need people to remember. This still is a safer at home order. We want to emphasize that. We believe people are safer at home to the extent that is feasible. We believe people who have certain medical conditions or are medically fragile are safer at home. We want to encourage them to member that. To remember that. Let me highlight what the changes are. We have more things opening, but we have issued more guidance on safety and guidance on behavior and guidance on the practices we would like to see businesses place. Ple put into this health order will run through july 3. We will continue to have nonwork gatherings world of the same. There is no numbered limit on nonwork gatherings, but we would prohibit any type of gathering within six feet of people from different households. That certainly continues to allow things like charges to meet and other types of social functions that we went people who are not family members who are not from the same household to observe that six foot distance. Childcare facilities have remained open, but we are not adding an additional numbered limit or maximum on those facilities as we previously had required less than 12. There are dhr requirements about staffing ratios. Childcare facilities can continue to remain open without their limit. We have added social distancing requirements for adult. That is not always feasible for kids. And sanitation and hygiene requirements as well as well as face coverings for staff working in those facilities. We have addressed Entertainment Venues that were previously closed under the last iterations of the order. Things like performing art venues and museums, Tourist Attractions and so on. We have specific guidance for a lot of those. We had received guidance from ministry and also a great number of guidelines from cdc related to things like water parks for example, bowling alleys and things like that we have made reference to in the health order. Those venues are going to be allowed to operate a 50 capacity. We have social distancing requirements, sanitation and hygiene rules and the use of face coverings whenever that is appropriate. Removealth order will the closure of schools. K12 schools is what dr. Mackey and his team have been working diligently on. They continue to work on that plan and issue guidance to the School Boards around the state who will make decisions about when it is safe to reopen. Colleges and universities are working on their own plans related to that. The main effect of the health order has to do with certain technical and specialty schools. We have a lot of schools like Truck Driving schools in aviation schools and culinary schools that are Training Programs that are allowed to reopen subject to restrictions like i mentioned before. Finally, youth sports and other athletic events are going to be allowed on a gradual basis starting went as health order takes Effect Tomorrow evening starting when this health order takes Effect Tomorrow evening. Practicing, conditioning and drills for youth sports. We will ask them not to engage in direct competition, which would draw crowds of people until after june 14. Effective june 15, youth sports competition can resume at that time. Finally, like the previous Health Orders, these are statewide. We recognize the ability of Jefferson County and Mobile County to issue those orders they see appropriate for those communities as well. That is the highlights of those Health Orders. I will in a minute be glad to answer questions about that. I just want to say reopening alabama only works if we all cooperate. We are moving to reopen these things. It has to be done safely. This is still a safer at home order. We need people when they are going out to businesses and going out in crowds to remember face coverings. I want to emphasize that. We need people to avoid unnecessary trips if they do not have to make them. Please use your discretion and common sense. Please stay home if you are sick. All of these things we have been talking about for weeks and weeks about handwashing and so on are vitally important if we are going to make sure we are protecting the most Vulnerable People we have. These are several changes in our behavior, but they save peoples lives. Now more than ever, we need people to take social distancing seriously. When people were sheltered in place, social distancing was not as important. As the economy reopens, it is more important than ever. We do not yet have a cure or a treatment for this disease. The best thing we have is for each of us to watch are on behavior and make sure we are protecting ourselves and others. Thank you very much. [indiscernible] gov. Ivey i do not know that we can ever do too much testing. We have certainly increased the testing. Somewhere, i was told the number have come back positive has been on the decline, so that is a good sign. [indiscernible] how do you justify the actions [indiscernible] what is the justification here . By vey standing we have hundreds and thousands of folks hurting and suffering is not an option. We have to keep our businesses open and keep our people working. The key is personal responsibility. Alabama andes of individuals, everybody must be a part of personal responsibility. Having a life means having a livelihood. You cannot have a life without livelihood. It is important for us to go back to work. It also means we have all got to take personal responsibility. Balance between looking after Peoples Health and economic health. There has to be a balance. I have a question regarding memorial day weekend. Lots of people are going to be on the water. [indiscernible] pools have been opened since the last health order. We would encourage people to remember all the other guidelines we have brought up. Gatherings between people who are not in the same household of any number are not permitted. Issue ife a capacity you think of it in those terms. We did not set a number, but a pool is a defined size and you can only put so many groups of people. Responsibility is the heart of everything we are trying to do. I do not think we sometimes make that point enough. People can have this disease and spread it and not feel sick. The personal responsibility is to protect other people. It is not just that you are right about getting infected. Understandple to they can put others at risk and not realize it. Keeping distances, washing hands, sanitation, face coverings, all those things are how you take care of people in your family and your community. [indiscernible] dr. Harris i think we always wish we could improve that. We have made a lot of improvement in testing. The goal we have been striving for based on white house guidance recently is trying to test around 2 of the population per month. In allmeeting that goal but about 10 or 12 counties in the state. We do feel better about that. Where we could stand to improve is our ability to respond quickly when we have hotspots, when we have a sudden demand for a large number of tests. When that happens in a populated county with testing capacity, we can handle that pretty well. When it happens in a county with less resources, it is more difficult to do that. We continue to look for ways to do that. We have found a number of partners who are able to increase the capacity in their own labs. Overall, our testing numbers have gone up almost every week since the beginning. Again, we do have the hotspots where we do not have as much as we would like. You cannot amend you cannot protect an executive order to something that is not before the legislature. Yes sir. Tuesday, [indiscernible] not to share keyboards or art supplies or toys or any materials students have in a school. Is there going to be finding in to cares act for schools make sure every child has the materials they need . , it ivey in the cares act does contain an amount of money for schools. Dr. Matthews, some of which he says are impossible to accommodate. He is working to make it as safe as we humanly can. We have time for one final question. [indiscernible] do you agree with that . Dr. Harris thank you. I certainly am aware they have many of their icu beds filled. The situation in montgomery today from my conversation with dr. Williamson at the Hospital Association is the conventional icu beds they count as icu beds are full. Although, the hospitals do have other spaces that can be used for icu beds. They do have some capacity available. With that said, hospitals frequently from time to time have issues like this. They generally do work those issues out between themselves. Flu season for example can be a time when your hospital gets pretty full. Transfers to birmingham from uncle murray are not very on you from montgomery are not very unusual. For that matter, i do not know. I suspect a lot of people in montgomery hospitals are from other parts of the state as well. We are a Regional Referral Center as well. I agree with the mayor they have reached capacity. I also believe they have the ability within our four walls to handle that and more if necessary. That is all the time we have. Gov.
