These have been successful at going into underserved communities and giving folks an opportunity to get tested. This has been done throughout the state. Each will be able to do at site 200 individuals per day. Drivethrough5 sites. Care providers are set up. 15 sites we are running at about half capacity. They have an opportunity to get tested. Brower will in typically do between 500 to 750 which is a good number. Other sites will run and 50 capacity. Atyou want to test they are all corners of the state, the panhandle, southeast florida. Please take advantage of that and do it. One of the reasons why we may not have as much demand as you have had, visit statewide as illnessinfluenza statewide, i would imagine that when people feel sick they are more likely to get tested. You can still get tested if you dont have symptoms but i understand why people may not want to do that. Overview. 45 day yesterday the state reported over 30,000 test results. What happens is they will be backlogged with private labs and now we are turning around the rapid task with the mobile unit. There is some up and down but the trend is up. Were typically between 15000 and 25,000 tests per day. There were backlog results. Head 27,000, probably should have been about 15,000 both days. There was one of the days, sundays report, that had 500 positives for miamidade and 400 of those were backlog results from april 24. With somere dealing of the private test sites and private labs. But the trend is up and the accessibility is there. Seen the Positivity Rate and today was 1. 9 statewide. The only time we have even been at four or five lately is when you have risen outbreaks. Thegher percentage of inmates will test positive and the Nursing Homes will typically be more than 2 to 3 . The staff is typically 3 to 4 positive. Seeing what we have been last week we saw prison outbreaks, today, not as much on the prisons, but any time that mostee a spurt, its a always associated with a longterm care facility. The testing is available for the floridians who want it and we would encourage you to get it done. We have faced in florida a prospect of an unprecedented surge in reemployment claims given the unprecedented nature of what was a National Shutdown of huge portions of the economy. In ould be a challenge challenge under any circumstances but it is an even greater challenge given that the system which the state has paid a lot of money for was not up to the job. Challenge under any tocumstances but itthis is a sd have 1000 individual users on the website at a given time, and you could surge it to 5000. That was the vision you would need but in a situation like this thats the equivalent of throwing a jalopy into the daytona 500. I will go over some of the steps we have taken, but this was a big challenge. It has taken a lot of work. Yesterday, almost one million unique, complete and eligible applicants and of that you have 97. 6 have received payment. That was a pace we were far from six weeks ago. Floridians have been processed and have received payment. About 2 million, but somewhere duplicates. You have to separate out and you only get one application. Are some that will go on and will put some information but dont actually complete the application. If you deduct that you are at 1. 6 million are some that will. I will mention as we go on what that is all about. You of. 468 2 million total processed claims. That, for 68,000 and eligible for reemployment assistance in the state and there are various regions for that reasons for that. As you note there are almost 100,000 eligible for the federal 600. Most applicants are eligible for both. Nothave some who are eligible, some who dont even live in florida, some of them dont have a valid Social Security number. 94 of those who are eligible have been paid. Association has billion. 2. 659 just since march 15. To say that that is unprecedented in Agency History would not be doing that work justice. If you look out, the department has paid out more money in the last 10 weeks than in the previous five years combined. 2015, 2016, 2017, 2018 and 2019. If you aggregate all the money that the agency paid out, you would have more in the last 10 weeks than that. Effort and ittime has required a lot of trial and error and work. That is a significant amount of money. You have almost 400,000 that were duplicates, have errors or are incomplete. So what are the reasons some people cannot be processed . You have to complete the application. If you dont have a last name or a security number that will be Social Security number, that will be problematic. You have to have your identity verified. It is required under federal law. You will have claims that are locked for fraudulent activity. Claim, it ists a valid and they get paid and submit another one. Sometime people just didnt realize they got paid and were trying to do it again but anytime you have multiple claims for the same person there will be a fraud alert on that. Reemployment assistance are people who lost their jobs. Show the source for employment. About halfue claims a million were deemed ineligible at some point. In a normal environment, the majority of claims submitted for unemployment assistance in florida are deemed ineligible. In this, the majority are being paid. Deemedld you be ineligible . If the employment separation was deemed ineligible for misconduct, if you quit work without good cause. These are just things under the law. We do have people applying for florida reemployment who are receiving wages and other states which would render you ineligible. Pandemicthe federal unemployment assistance. To 275 per week from the state and 600 per week from the federal government. Broader than the states rules because you can be an independent contractor and can qualify for the pua. Almost 100,000 of the state claims have been deemed eligible and more of these will work through the system so i imagine you will see that number grow. Unemployment was written for a typical employee. You have some folks who are a contractor that it is good those federal benefits are available to them. This required overcoming a lot of challenges. To this day things being fixed every single day. Downe point the system was 75 of the time, the website wasnt even up. Any decent website is up 99. 9 of the time. There were a lot of things done to troubleshoot that including a mobile friendly website, an adapter to transfer the data to the new site, paper applications and free printing and mailing. Hrough fedex my personal aide talked to the ceo of fedex and asked for that assistance and they provided it. In. Ing those claims boxes. All kinds of employees having to surge to meet that. I think it was the right thing to do because if someone could not get on the system they needed a way to file the claim. There were not very many calls. Eing received in february to gets been a big issue more representative. There are five Customer Service centers. There are certain things that take place in a matter of days. This has been streamlined to two weeks. With the problem being so massive you have to surge personnel to be able to do that. Reemployment is based on the idea that it is temporary. But obviously the jobs were drying up. A governor i suspended the work search requirement to speed this thing along. The system was overwhelmed, people could not sign on to recertify. But we didd that bring in 72 servers to allow more concurrent users on the connect system. Is taking that jalopy and understanding in daytona you get left in the dust, bringing more servers making these different , Software Optimization getting under the hood, understanding that you have what you have and how can you make it so people and eventually get money . Days andng done for weeks and 24 hours a day for a lot of this stuff. Normally if you were unemployed in january it would take a couple of weeks where you can apply. By the time it went for the system it was definitely a fiveweek process in normal times. That was not something we wanted to see here given the urgency of the situation. We didnt get there immediately but we are at the point where we have. The waiting week was important. Requesting other agencies to help with the employment issues and we brought in the department of Highway Safety and Motor Vehicles to verify the Social Security numbers. We were running that for the federal government and the system was full. Dayas doing like 1000 per and it wouldve taken a year to go through all the claims we had. Optionsely we had other and we went through Highway Safety who were able to verify the Social Security numbers which helped to feed to speed the process along. You will get a notification by toil or mail explaining how login and connect and proceed with your claim. We have seen a lot of claims where you do not necessarily have all of the information there. Social security number is very important because the claim will stop if it doesnt have all of the information. The amount of fraudulent requests that happens on any Government Program so you have to verify identity and wages from previous employers. Requires buthe law i think the taxpayers want that money going to the people who are unemployed and if somebody isnt that you want to make sure that money is there for the people who need it. Have sometimes there is a process under the law where someone will apply for it and the employer may contest it. Thats not because the connect system isnt functioning. I was in tampa and there was a reporter who said i have soandso still waiting for a check and i said do you have information . Give me the information and we will look at it turned out that the individual had left a job voluntarily before the pandemic it and the employer was contesting it. That is something outside of whether the connect is functioning or not. Payments will be direct deposit or prepaid card based on your selection and the direct deposit is an easier thing but the amount of payments being processed through unlike anything in the state history to be able to do this. This puts claim numbers in perspective. You look at all those years when the system was designed to handle 1000 people per day, maybe 5000, you can see why. There were not as many claims filed on a weekly basis. Claims filed on this. Million 1. 74 million just between march 15 and march 19. May be we do the 17th or 18th when they stop the spread. The week before that they were saying go on a cruise, go to a campaign rally. Then that went into groups no larger than 10, shutdown bars and restaurants. Pivot by theassive fed and by others and that was the inflection point. Thats the entire year for the number of claims filed. Of proportion from anything we have seen in modern history. As the system got optimize better you were able to get more people to look at claims. Reemployment assistance processed. March, the agency wasnt really able to get in a good spot. Changes fromof april 14 to through 20. You see those changes and once the architecture was fixed you started to get more claims processed. Pega ande apply via process to get people their money, and that has been the right way to go about it. 97 point sixths 97. 6 percent of eligible applications have received payment. That has gone up over the last several weeks. Continuing into may and continuing to see jumps there. Close to one million claimants paid, and again that is the amount of money that represents more than the previous five years. We have seen some nice jumps in the last few weeks. Name me another state that puts this stuff out. We have a dashboard. Decided to put this out the numbers were horrible and there were so many applications piling up people could not even get on, but we said, we have to put this out there and the agency needed something to build toward. You take pride in getting those numbers down and that is what we did. Go to another state and no one has any idea how many claims are pending. Putting up that dashboard was something that hurt to do because none of us were happy with how this looked at the end of april. Fires added fuel to the saying we really need to get this out. Is a difficult time. I think we are transitioning into a time where the economy can start to do better, hopefully much better in the not distant future. Wille to assume that this be a process. In the meantime get that payment out as quickly as possible and i can report that there are people who have already been paid who applied within the last 10 days whose applications were submitted, fully done verified and the payment has gone out. The process they are using has got a lot better and is taking a lot of work. Becausee still issues as you work on the engine and are going around the track at jalopy, you still have a. Some people who are in the process were suggesting that what happened was there was some kind of glitch and because the cares act was not totally understood that may be a lot of applications went into a black hole and never got processed. Testse sent a lot of the to the different Hospital Systems who have requested it. Sending thousands of tests as requested to each studies. Do broward asked early so they have that lined up and they will work with nova to do something but we are working with the university prevalenceto do studies. Clearly many more people have the antibody that have tested positive which means that the disease is more widespread than less lethalht and in terms of hospitalizations and less lethal in terms of fatalities. We have a large adjudication number and we have to work through those disputes. Its one of those big issues , verifyingtioned identity. She was told to call the number and she called that number and got not even the ability to she says twoge, minutes in front of a person would solve my problem, so what is the information you are giving to those people . Feel very bad because the technology is stable and people can file an application and we can process a full and accurate complaint relatively quickly. Stuck, welks who are have a large number that we have to touch manually. And identifyng up and identity verification. Ool it is 2020 and people should be able to go online and verify their identity. E to reapply i am not aware of us asking anybody to reapply. I have only been here since april 16. I can only tell you since i have been involved. Are aboutw there 400,000 folks who are ineligible going back to that q and we are trying to find the folks they are eligible for. Of the day there will be a large pool of folks who are not eligible for a variety of reasons. [inaudible] it is tens of thousands. We have a large Adjudication Team and they will have to work through over and over. [inaudible] there is a fraud q fraud queue that tracks a number of different things. A simple one is an ip address, is someone filing a claim from somewhere else . Another one is multiple people who dont have the same name are they sharing Bank Accounts . Number of tests that have to be evaluated by hand. [inaudible] there have been attempts but we make every effort to verify every claim. We have heard of someone who called 108 times in a single day it was not able to speak to a person on the phone. What is the average wait time . On the subject matter. I would tell people dont call 108 times. For theest hold time is detailed claimspecific the hold time yesterday for that which was really long is one hour 39 minutes. We have scaled up from 40 people , weering the phone to 6000 have hundreds of people in training to get those wait times down. Yesterday we had one million phone calls. Most of those people are hanging up. It is upsetting to me and upsetting to the callers. His latetime to call afternoon but be prepared to sit on the phone for an hour and a half.
