We have lost a 74yearold male in berkeley county. A 71yearold female in cannot county. An 81yearold male. A 58yearold male in jackson county. And a 96yearold female in jackson county. W, when you look back at it, and again, if all youre going to do is think about stats , the numbers are good. , if you just think about you know, we had 41 deaths and now weve got 46. Inone swoop, we have gone up excess of 10 of our deaths. I just hate it. I really, really hate it. I know our people are doing any and all they can do but i am going to quadruple down and just urge our people in every way. I dont know what else are Health Care Community can do. For crying out loud, they are doing everything. Its just plain terrible and i hate it. Please, please keep them in your thoughts and prayers. These are West Virginians. These are people and these people have names. Like i said over and over, theyve got loved ones. Just truly think about them over the weekend and keep them in your thoughts and prayers. Reopening, we are strongng West Virginia to come back. Again, i caution everyone out there that we are dealing with a killer here. We are dealing with the disease that is absolutely a killer. And we see it, because every day ive got to come out here and tell you of the West Virginians that we lost. And its tough from the standpoint of knowing that the killer is there. Knowing that you, West Virginians, have got to know that and you have done incredible. You have done a miracle. Absolutely, you have got to be on guard, cautious. Smart. Really, really in protecting, first and foremost, the elderly, but youve got to be smart, West Virginia, and i know you will be. As we go forward, a week from this sunday, we are going to have church services. And i want to talk just a second about that. Of discussionst with all different branches of the churches, from every organization you could imagine. Last night in concern lots and lots of people have concern. We want you to be able to go back to your churches. We want you to be able to worship together in a church family. And we want you to be able to enjoy that experience that is absolutely the heart and soul of everything we are. All i would do is ask you just this. You know, if you are a person thats my age or older, think just giving it a little extra time before you are starting to congregate together. A lot of the elderly really enjoy church and enjoy that time more than maybe our young people do, and young people should be there enjoying it just as much. All i would ask you to do is think about it. If you could some way, somehow enjoy that service over the radio or whatever it may be, it may be best to do that right now. From the standpoint of going to church, all the people that are at the churches, please follow our guidelines. Wear masks. Alternate pews. Absolutely, we can have church and worship there, but we need to really be prudent and on our game, because the last thing we want is me reporting more and more of you as deaths. That. Could be just please take heed. A little extra time is good, but really and truly, we want you to be able we want our churches to be open. We have never shuttered churches down. We want that spiritual being that is the number one thing in all of us to be present in our lives as we go forward trying to get back to something that resembles normal. Be one ofu happen to the older people, just think about what i am saying. Think about maybe a couple more weeks would be better. But, if you choose to go, please all Church Officials and all Church Leaders in every way, and yourself, wear a mask. Follow the guidelines we have it out and lets just hope and pray that we will continue to trend the way we are already trending. Now, i want to read this to you and it is kind of the same thing i read to you before, but on monday, may 4, we are going to move to a safer, instead of a stay at home, we are going to move to a safer at home order that will go into effect at 12 01 a. M. Monday. The water strongly encourages all West Virginians to remain at order strongly encourages all West Virginians to remain at home, but no longer orders you to stay at home. I encourage all businesses that are allowed to open to do so only if they follow the guidelines and keep West Virginians a safe. Safe. We continue to work with business groups to help them establish protocols. You should continue to stay at home if you have symptoms of covid19 or have come into contact with someone who has. State to congratulate our Police Troopers and the dhhr today. 20 state troopers working haveher as a dhr orchestrated the delivery of lifesustaining medicines or medications to every hospital across our state in one day. And, i dont have a list of what these medications are, but they are from the United States Strategic National stockpile. These medications that have shortages nationwide, they have been delivered quickly by our troopers to make sure they get to the people of West Virginia. This shows the great cooperation between our agencies and i thank them so much for that. Talk just auld just second about as we move forward, about our hotspot counties. We have 11 counties that are hotspot counties. We have been in touch with all o11. We are continuing to have feedback from our experts and from the counties and, you know, the people that are on the ground and the Health Department and everything. Of ant a continued effort lot of feedback from these counties. At weas we go forward, wh want to do is we are going to release over the weekend some additional guidelines in regard to the hotspot counties. We know from the standpoint of the emergency orders and everything come the hotspot counties cannot have gatherings in excess of five people. We discourage gatherings in excess of five people. Now we have moved to 25 people where we are going on monday. Other than the hotspot counties. We are going to order additional guidelines for the hotspot counties and we are going to be soliciting more and more information over the weekend. So, that will be coming out over the weekend to those counties. We want everybody, we want everybody to come back online and we want to do as much as we possibly can as we do the baby steps instead of the running. But, we absolutely are very aware of the hotspot counties and their bordering outside the state neighbors and issues we may have. We are going to try to treat that appropriately. We have the revenue numbers. They are terrible. We expected them to be terrible. We have been watching this all along. Our revenue people, i meet with them all the time. I met with them yesterday. I will meet with them later today. Our revenue people are on top of all of this. In the month of april, the state of West Virginia anticipated 3. 69 billion sorry, the yeartodate collections of more were 198. 7illion million below estimate, which puts us yeartodate, 205. 6 million underwater. Those good amount of dollars are income tax money as we anticipated on april 15 because we moved the date to july 15, but there is still a tremendous and out of shortfall of dollars because the fact West Virginia is basically shut down and we are not doing anything. Now, thats one that is one thing to protect our people, we knew this number was coming and we were prepared for this number in every way. How are we going to address the number . I believe we will address the number through the federal government allowing us to back the revenue. We did not have that assurance yet, but we are working on it. I will work however long it takes and through the weekend understandtotally every single number, dollars coming in and going out, where we expect to be. Remember, i am the business guy, and this is in my wheelhouse. I believe these will be the numbers and they are dead on track with what they believe. But at the same time we have to get our state through this situation, but i believe wholeheartedly what is going to happen is the federal government , and we are not upside down as you see on tv like illinois trying to get 40 billion to back their pensions. We are a state that was making money and doing great and having surpluses, and now this terrible pandemic is threatening our livelihood. All i am asking is to back bills , the causeandeffect of this pandemic. I think the federal government will be all in, and they have been doing so with small individualsand with in regards to their additional pay they are sending people. I think they will come through on this too. Workforce has processed 164,000 claims i am sorry, 148,000 claims. Received. Ey have a great many of 13,000 claims of selfemployed workers are being processed and continue to be processed. The last thing i have on my list , i want to show you trend lines. We only have one here. Basically our percentage of positives on a daily basis that goes back to march 30. Yes, march 30. You follow that trend line, what we want to work off of his accumulative number. Our team at a number today our accumulative number today has trended down a little more, 2. 43. Number. Our cumulative 3 ,can see it is under 2. 43. All is good in the neighborhood there. If you go back to the other side , this is our positive per test taken on a daily basis. The bottom line is this is the infection rate, and this is trending at 0. 76. That means one is not affecting 1, 1 is affecting three quarters of a person. You get that trend line below one, you are doing good stuff. May is hereis good and hopefully the rain will stop. To rain on our crops we want it to rain on our crops and gardens, but we want to send a shine. And the temperatures to go up. That will supposedly help us with this virus. Everything as far as the numbers , and everything is trending in a way that tells us we can progress, we are going back and reopen West Virginia, the come back. I tell you from the bottom of my heart, there is nothing good about sitting here and telling you we have lost five West Virginians, nothing. Nothing about that is good in any way. All the numbers, all the charts and Everything Else really and truly do not make a hill of beans when i am telling you we have lost five West Virginians. Over, weu over and have to go back to work. If we do not, we know the suicide rate will go through the roof. We know the Drug Overdose rate will go through the roof. We know we will lose lots and lots of people. We know if we slip into a depression in this country, we would get into food crises. Beyond that, who knows what will happen, neighbor against neighbor. A lot of people we have lived through the depression, and they know what it is like. Most of us do not have any idea what it was like. , we knowthat said there is a downside to doing nothing. We know there is a downside to doing something. We know we will have to live with this disease. Heed ofwith you to take all the guidelines, to look after the elderly, and to be safe. We are looking at several different types of data. Some of which is cumulative, that is a number we are all watching and looking at reopening West Virginia. As the governor showed we are looking at the daily positive rate of change. We are looking at the county levels as well with local Health Departments and local health officers. We are looking at this other measure the governor articulated, the subzero number. That number is one that is important for us because that , across theight state we have been able to stop the spread currently of the coronavirus. That means a Single Person infected with the coronavirus cannot in fact another total Single Person. That is what you look for, the lower it is under one, the better. Ours has been fluctuating 0. 78, and thatd is good. We will be watching those numbers as we open the state again. When all this started, i think saying ite sick of me is important to remain your distance, washer hands, do not touch your face, mouth, or kno. Nose. Weill add more for what should do when we reopen. This goes with the safer at home policy. Some people may think we are through, lifee it is good, we are protected, no problems. I think you heard today an additional number of people, West Virginians have died. The virus is still there and we have a low rate of infection, a number we are proud of. That also means as we go back out, many West Virginians are not protected, do not have immunity, have not been infected. As we have said before, we have the most vulnerable population in the states. As we start to reopen West Virginia, it is important that each one of you continue to take the personal responsibility that you have done which has allowed us to be in the position we are at. We do not have to be outside. If you can work from home, continue to do that. If you go outside, keep distance. Something, use hand sanitizer, wash your hands, keep your hands away from your face. One additional important ingredient, that is go outside and where a Face Covering or a mask. Wear a Face Covering or a mask. If we get the cooperation and in westnt of all people virginia, which we have before, all of our community members, and wear masks, we not only protect ourselves from Coronavirus Infection, we do not touch our mouth or nose, and we are protected against the droplets which have the coronavirus. If we are infected and do not know it, we are able to protect others. It reduces the droplet spray. It reduces the distance that can travel. About 70 of people who have Coronavirus Infection have not been diagnosed or are presymptomatic. As we go back out, we go back to the stores or other activities that we like to do, remember, protecting yourself protects your neighbor, protects our Health Care Workers and health care capacity, and our state. I talked about doing this summary but we have the last facility being tested today that will be completed update on the National Testing effort. I, and sent to the lab this afternoon. All 123 facilities have been tested, and we want to thank the , the owners ofs these facilities for cooperation. Believe we hard to weeks, facilities in two and doubled. We think the governor for his approach to this. Ofhave only about 80 results in, i thought it would be higher today. We have a few days of tests to be returned to us. In reducing the transmission rate, these guidelines and best practices will be essential to us continuing to be successful as a state. I want to highlight great overles across the state the past 49 days, one in particular is the partnership with the West Virginia retailers association, training those stores, turning the workers on ppe, training best practices for sanitizer nation. Any stores you go in, the workers are wearing Face Covering and they have shields or barriers between the cashier lanes and the patrons. Many have limited the spacing and Square Footage requirements in their stores, all these things are important to stay disciplined on as the governor and dr. Marsh pointed out so we can continue to keep that transmission rate low. I want to page of you to those essential workers in the Retail Industry who have been with us over the last 49 days to ensure we have Food Supplies and things we needed, but also have worked exceptionally hard on developing their best practices as we move forward to address the longterm requirement we need to address this threat, and keep the transmission rate low and our citizens safe. Can you tell us what the state has bought with the federal cares act money, or are you waiting to spend some of the 1. 25 billion . Me walk you let through that a little bit. We got a letter, or a letter is coming out from the senate dems. We are trying the best we can to and solicitations from everybody. We welcome talking to anyone , on both sides, it does not matter a bit in the world from the standpoint of additional information. Just follow the math. We are going to take all the that wet we have, or obtain, plus all the rules we have to go by, then we will make good decisions. We will make really good decisions on that. , i think to do this the recommendation of the letter the 1. 25million of billion that has been sent to us, sent to Small Businesses. We want to support our Small Businesses in every fashion, so we will listen. But lets think about this. 500 went to Small Businesses and 500 went to counties and cities, we will have a bankrupt state, that is all there is to it. To backad the ability build a revenue, and you do not and end uphe revenue bankrupt, the Small Businesses are going to die, and the cities and counties are going to die. He has to be really smart in what we are doing, and we will be really smart and take into advise all the different approaches that come to us, and we welcome them. There is no question whatsoever we will have a significant the state, andn by significant, i mean really significant because our people fallhinking if we really into the First Quarter of next in, in the situation we are million orlly, 370 500 million shortfall could turn into a 700 million shortfall. That is why the government sent us 1. 25 billion, and that is to heart that the state, the keeps pumping. We will do everything we can for everybody out there, but there is no point in everybody scrambling to run for the cheese. We do not even know the rules. Et as to what we can truly do i really believe our state will be fine, our state will be fine because of the back bill on revenue from the federal government. As far as the other branches, i think we can help our counties and cities, we are trying to help Small Businesses as much as we can. , we will end up doing the smart stuff. Thank you. To my knowledge, and what is reported to me, we have 100 agents working this, and every call was answered. As far as the graduation, the county schools will set the graduation, and i hope they follow guidelines. They have got to follow guidelines. Keep social distancing and things like that, but here is the thing, and this is what i was hopeful love. I was hopeful that what would happen is maybe people would postpone graduations and look for a time in the summer when they can bring graduations back in. A lot of people are having itduations in cars, doing that way and stuff like that, that is great. L, but i will say if you are an older person and and you cannot, keep getting unemployment benefits, and you are worried and can work at home and do those things, i want you to call us. That is all there is to it, because if you have someone unreasonable in pushing back and doing what they should not be doing, i do not like it. I want all of us to do one thing, i want us to pull rope together. There are rules that we are waiting on to back bill the revenue, and we may not get the rules we want, but i think we will. At the same time there are rules we have to go by. We may not like those rules, but there are rules in life you have to go about with everything, and i want everybody to Work Together in a way of trying to have absolute harmony, and we can do that. I think that is an important question, and as we go forward, we see from my perspective the opportunity to continue to test, but start to simultaneously reflects toward our vulnerable communities. I think you heard from the governor and secretary crouch, the recognition and emphasis on making sure we start to address communities like the Africanamerican Community with as ing, and certainly think has been mentioned before, we have heard from leaders in that community, and understand the difficult of issues like finding a position to get an order and making sure they individually know how that will be paid for. We are working through some of those logistics. Thesecretary is organizing foundation for Advisory Group that we can lean on to have more andt about how testing further approaches may be done. As we look at the africanamerican communities, we want to move there quickly, and we want to look at other vulnerable populations that may not be in congregant settings. That covers it very well. We are looking at the assisted living population, in terms of longterm care of patients that we tested. We are looking at all those populations. We have compiled a list of those types of settings, and we are looking at the numbers of tests needed. Next week i think we will have more information for you on that. We do not think that is going to happen, but not knowing the numbers, and not thinking it is going to happen is not good enough. We are going to continue to meet , and continue to digest the numbers. The of us may come out of 4 00 meeting, but i am wondering given the steep slope of state revenue, how far into the muck can West Virginia get in being able to pay the state bills . Is there any concern paying the bills through the month . Not. Justice no, it is basically we have taken provisions to be able to do that, and i think we are really good through the entire month of may and probably even out to june 10. But we are on top of that. ,hat is a very good question and has been a legitimate concern, but it is something we have worked on, we started working on it weeks ago, to tell you the truth. Thank you. Governor, you said there will be additional guidelines coming out over the weekend about the hot spots. Is there any consideration taking counties off of that list . That arell the ones hot spots remain that way in the first siebel future . Gov. Justice no. Some dialogue about taking counties off the hotspot list, and that may be a possibility. Are a little incomplete right now. We have gathered a ton of information from people. We are reviewing that. We will come out with those recommendations of the weekend. Thank you. Hi. Hearing from a lot of moms concern about i wasarents wondering if you had any guidance, you seem like you are , can you give recommendations for parents during this time . Share, ande i can and ine is concerned, keep going back to the same thing. This is something well none of us have experienced before, and all of us this is something none of us have experienced before. The dhhr is putting out guidance to the Day Care Centers what to do. The day care guidance is there for everyone to read. This. Ill participate in , if yousay this to you Family Member to take care of your children and Everything Else, we want our Day Care Centers open, no question. But we want everyone to be as cautious as they can be, and we do not need to run back into the situation, we need to crawl back into the situation. We have to have Day Care Centers open, because people go back to work, they have got to have a place to take their children. Act, butther balancing use our guidelines and your conscience, and we will be. Esting the day care staff we will be on top of it. The cdc has guidelines, we are testing workers in day care to make sure we reduce any recognized ability to spread. , ase come back out again the interface and have our children in our face, what it does increase the susceptibility to having a child or someone else in that environment picked up the covid19 virus pick up the covid19 virus, and that child could get sick, and can communicate it to parents. Looking at guidance to separate and tryingopriately to create that safe environment, and the day care tests the workers. Particularly if a parent has a , an issue with an immune system function, then trying to find inhome care would potentially be a good option. As we continue to go back, we will understand more specifically some of the risks involved, and start to learn more. I think the governors instruction to move slowly as you can is good guidance, and at outsame time as we get back again, we will start to understand risks not only to day care but all the other businesses and the interactions we will see grow. Ands may 1, much warmer sunnier weather, how much of that is a factor that will knock down the spread . How much is a factor with the temperatures we will be talking about . Gov. Justice i really appreciate your question. Bill and clay answer that, they can probably do it better than i can. That is a good question. Infections we see a reduction in the warmer months, and we do know about the light19 virus that uv appears to be beneficial in reducing the lifespan and the help of the virus. We do anticipate as people are more outside and not inside ,ogether that that will help and the sunlight will help. We do not know if this virus will follow the same trends as other viruses like influenza. We anticipate to see a reduction in the viruss ability to survive and in fact. We do not know that. We have to be careful, and that is why you hear dr. Redfield and dr. Fauci and other people worried about the fall and winter as it gets colder, and people come back together. I do not think sunlight may be the main thing, but the distribution of people and being outside. That is the reason why sanatoriums are in area where there is a lot of outdoor space, because the infection virusession respiratory or agents is reduced outside, much bigger distribution of space for the droplets to dissipate to. Safestouch i think the thing to do i cannot say it better than that but for West Virginians, assume this virus is not going away. It will still be here in the fall. West virginia is number one fighting the virus for two reasons. The governor has his finger on the pulse of this disease, he has made decisions that are proactive and kept West Virginia and safe.
