V. P. Biden millions more women are on the front lines as healthcare workers, doctors, nurses, sanitation workers, Grocery Store clerks, workers and more and more are carrying on their backs. Domestic violence survivors are at a heightened risk and forced to shelterinplace with abusers. Womens access to repetitive health care increasingly in jeopardy. Regardless of race, gender, economic status or public power, it doesnt impact equally. It hits hardest those who are women oferable and color and low income women. This pandemic is pulling back the curtain on so many inequities in our society. Lack of paid sick leave for workers, the need for a minimum wage part stronger unemployment insurance. All these issues and more in todays discussion, im really for old im really thrilled to have my friend and woman who should be president of the United States right now, hillary clinton. Great to have you here. Sec. Clinton thank you so much, joe. Its a real pleasure to be here with you and to be part of this very important discussion and i am thrilled to be part of your campaign to not only endorse you, but to help highlight a lot of the issues that are at stake in this president ial election. As you just so rightly said, this terrible pandemic we are hits a lot ofugh americans much harder than others, weve seen it firsthand in hospitalizations and unfortunately fatalities. Weve also seen it when we look at the pictures of those people on the front lines. Workersll health care in america are women. One out of three jobs held by women in our country has been classified as essential. Affectsan issue that all of us. Young and old from every walk of life. It is having disproportionate onact on the front lines women caring for others, on Women Holding down the home as we go through this together. I want to add my voice to the many who have endorsed you to be our president. Just think of what a difference it would make right now if we had a president who not only listened to the science, put facts over fiction, but brought us together, showed the kind of compassion and caring that we need from our president and which joe biden has been exemplifying throughout his entire life. Think of what it would mean if we had a real president , not just somebody who plays on tv, but somebody who gets up every morning worried about the people that he is responsible for leading during this crisis. I know what a difference it would make because i been there, ive seen firsthand what president s can and should do and i, like so many americans, really wish that we had that kind of leadership now. Joe biden has been preparing for this moment his entire life. Ive been privileged to work with him for the last 25 plus then forfirst lady, eight years in the senate where i watched him build coalitions and work to bring people together and solve problems. Then during the Obama Administration when i was privileged to be secretary of state and then in the situation room with joe as we have been. Thought peoplee wanted to hear, we said we believed in the president then who encouraged it. Who wanted to hear from each and every one of us. Ive been in the lobby in the senate and the cloakroom and have watched joe bring people together. Moment that we a need a leader and a president like joe biden. I also know a lot about joe as a person. Ive seen him up close and personal now for many years, we have a lot of the same values in common, the same work ethic, the same belief in america, the same focus on families and we share a common experience and a love of scranton, pennsylvania. When my greatgrandparents came from england and wales, they ended up in scranton and my grandfather and then my father grew up in a house on diamond overe in the bidens were on pork Port Washington street. Time to visit scranton and talk about scranton with joe and one memorable occasion, you were there we were there together and he said lets go see the house i lived in when i was a little boy. Knowu know joe biden, you the words were out of his mouth and were racing to get there. We got there and he talked his homen the woman who was at immediately recognized him and knew him and then we went through the house where joe would meet with these about his neighboris mom and his , he was pointing out the window telling me who lived where when he was growing up. Loved, he saidi they were getting ready to go to a High School Dance and he didnt have any cufflinks and so is very creative mother got him and made a pair of cufflinks for him. He was mortified by that and she just said if somebody said something to you about your cufflinks, you just say you dont have a pair like that . It was that kind of love of family, that unconditional to be theat led joe extraordinaire Family Member and father that he has been through the tragedy that so many of us have followed from afar. Deeply he connects with people who have similarly suffered a tragedy. When i was secretary of state and joe was Vice President , we had a standing day for breakfast on every tuesday and i would hope move over to the Vice President s house and we would talk about the world, talk about whats going on, with the challenges facing elsewhere. What was coming up at the white house, the next meeting in the situation room is going to be. We also talked about our our love of ice cream. Only a colleague of joe biden, ive been a friend. I wish you were president right now, but i cant wait until he is if all of us do our part. Wantd of person that we back in the white house to end the kind of disregard of not only American Values but american institutions, rule of law and so much that is at stake. Thrilled to be here with joe from my home and his home during the very crazy times that we find ourselves in. And to talk about this really significant issue during this time of covid19 and how we need to learn from what is happening, this crisis has stripped bare for everyone to see the inequity in her Health Care System enter Economic System and we have to pull together to be prepared to wronghe changes, what is in america so that we can live up to be the best versions of ourselves and i think joe biden can lead us there. Thank you. V. P. Biden thank you. I think when we die, scranton will be written on our hearts. I really appreciate your friendship. Just a wonderful personal endorsement. Facing the same issues during his pandemic. There are facing more acutely. 80 of healthcare workers are women. A lot of doctors but a lot more nurses. People whove lost the job through no fault of their own. Even more feather hours and many lashed, and many women have to worry about more than just their jobs. A family unable to make ends meet. Toolsss k President Trump , with the payroll and cares act , but he hasnt fully used them. President trump should be expanding shortterm compensation programs for workers rather than laying off people, businesses should be reducing hours and make up the difference in the pay. That would keep worker paychecks and ensure distressed businesses dont lose money. We have few more to help modern families who are struggling and i think we should immediately freeze rent for qualifying individuals, foreclosures and addictions as people get back on their feet, increase the snap program. We should increase it by 15 during this recession per and temporarily give low income famines with 100 since nutritional support. My question to you is what of the things should we be talking about and thinking about to support the millions of women whove lost their jobs as a result of this crisis. You have been way ahead on the issues for a long time. What else do you think we should be talking about . I endorse everything you said me it really does trouble that the president has not been willing to do everything you just listed and in fact his administration was poised to take action that would make life harder. One of the problems that i am credibly worried about his getting of nutritious food to people. We already have a problem even before this pandemic of making people in every area in parts of our cities with food deserts in rural areas where there is not a steady supply of nutritious food, schools having to come down meeting there wont be a school lunch or breakfast program. I applaud everybody who has been working on that and has been filling in the gaps, but our country as a whole has to make it real commitment to ensuring in these times with incredible economic pressure people are facing, talk of the proms that exist in making sure every part of the country has adequate food supply, that we will be there for everybody. For every mom who worries about what shes gonna feed her kids. For every grandmother trying to take care of a sick or elderly spouse and needs Good Nutrition for everybody whos out there on the front lines either at home, food has to be the top of the list. Again too much of the money that was in these recovery act have gone to the wrong people and ended up in the hands of public corporations or other welloff entities and individuals and it is just shameful. Whatever happens going forward, we need to fix that. Money needs to get to those Small Businesses and into the hands of employees and i share your belief that we should try to keep people employed. Making sure rather than being laid off or furloughed, that they could keep being paid and being on the payroll so at the time comes to reopen in different parts of the country on a rolling basis, they would be ready to go. Know this latest tranche of state a lot unemployment systems are woefully behind the times. They dont have the manpower to be able to get people answers as soon as possible into many people are being left out. We need to fill in the blanks, we need to streamline the process. Get money into peoples hands make sure the nutritional needs are met. Programt back the snap which for those watching may not nutritions supplement for people. And right now we need that. We need to make sure that everybody who eats a good nutritious meal can get it. A big shout out to all the charities, all the localities try to fill that gap. Which should be helped and supported by the federal government. I want to say one other thing in your pointing out encountersand other with voters. One of the best retail politicians there is and youre sitting in your house doing this , but thats what weve got to do. We still dont understand what the federal government is going to do to help states and localities be able to do what they need, the tracking that they need in the isolating they need to be able to safely open up in the days and weeks ahead. We have economic problems facing us that are being in my view inadequately addressed by this administration. Impossibly insensitive approach weve seen on our tvs from the administration. So that we can actually get the economy open and get back to work again. Amazing howit is when we used to have those breakfast once a week one of things we did talk about is Foreign Policy. Was about how government mattered. So the interesting thing that really bothers me with this , when they passed the cares act , a lot of good things in it. But he essentially eliminated the inspector general. Theres virtually no transparency prayed we should know exactly where every dollar went and even some of the big corporations of gotten money said wait a minute i was dismissed to get it. Some have given it back. So you see that happening, but the idea of not having transparency and knowing exactly where the money went so people can judge whether its consistent with what Congress Passed is a big deal. The second thing is you saw the minoritycy, leader in the speaker on the democratic side tried very hard to get money in for state and local governments. Remember how we did that during the recovery act . Because it save the jobs of thousands of teachers, police officers, firefighters, sanitation workers, as you know better than anybody, this is at balance budgets. And they werent able to get that done for i completely agree with you, what we need to do what we can to help women and families get through this crisis. When we get to the other side it seems to me we cant just filled back to where we were before. More to build a much equitable middleclass and an economy that everybody gets their fair shot at. We have to increase the minimum wage. This crisis further heightened critical workers and low income and critical work one job should be enough to raise a family. We have to raise the minimum wage to 15 an hour. This is something we worked together for for many years. Its way past time to get equal pay for equal work which has been one of your strongest pursuits in your career. Our administration, we signed the first law that led the better fair pay act. Pass thenk we have to paycheck fairness act. We need to do paid sick leave available for every worker. We have to make sure its not just to a temporary fix. Provide 12 weeks of paid family medical leave. She can take care of your loved ones. We tried for a while, so much more needs to be done. Apply, i think the blinders are certain to be taken off. They just didnt fully understand, summing people who make their lives function for them, what theyre going through. I dont think they have any idea what theyre going through. The next question for you is it seems to me we are going to face a Monumental Task of rebuilding our economy and the middle class. How do you think, i think we are on the same page, how would you recommend we start to take that we are one of the few nations when faced with a gigantic crisis we embrace it and fix it. And all is lost lives are never to come back in the hearts of millions of families out there, but we always come back and we come back stronger. We come back stronger in and of in a better place than before it all happened. So what do you think we should be focusing on . Are you as optimistic as i am . Sec. Clinton i am, and i agree with you that i think out of this terrible tragedy of the pandemic and lossoflife and loss of income and everything we are suffering through, just a moment of reckoning that really we are challenged, are we going to build back stronger . Or going to build on our foundations, the kind of america that you and i would like to see for our children and grandchildren. That is really whats gonna be on the ballot this election. When all is stripped away. What kind of america are people going to be looking for . , oner one on transparency of the things i try to do in state department was to create a visualization of where foreign aid went. So many people thought we were giving foreign aid in huge amounts to all kinds of weird stuff and indeed you could justify whered went for example going after the aids crisis in africa. Metal in the right thing to do but the smart thing. Trying to control a different type of pandemic for the getty the United States and rest of the world. Part of the remedy here has to be radical transparency. Where the money goes because right now there are good things in the two pieces of legislation were signed into law, but there thateird stuff in there people need to see and they need to understand where is the money going. One of the hallmarks of your presidency can be the kind of transparency that will hopefully begin to rebuild trust. Trust is a glue that holds democracy together. Age ofow we are in an deliberate disinformation. The reason for that is to destroy trust. If you cant believe what your leaders are saying, if you cant believe what anybody says, then you can trust each other enough to solve the problems that we jointly face. I am hugely supportive of increasing both transparency and accountability. All the various issues that you addressed. Hopefully the time is now. We have been working for equal pay for equal work, the paycheck fairness act which i sponsored , we always raned to a brick wall. But now all of a sudden those essential jobs people are doing, we would that we used to just walk by, we didnt Pay Attention. Sudden those jobs are whats keeping us going in the paycheck fairness act should be enacted. Also paid leave. Way behind the rest of the world and its shameful. People before the pandemic got really were worried they couldnt take time off even if they were feeling sick or somebody in their house was sick because they would lose their job. That is not only disgraceful, it is so outdated, it is anachronistic and that has got to be fixed. Theres a lot of things that would give more support, more security to working families and we need to join the rest of the developed world to make sure we actually deliver on that. The final point which also were alluding to is we have to make government work in visible ways impeople because right now thrilled to see governors of both parties who have grabbed hold of this pandemic, made the tough decision, shut down their economies have been listening to the scientists. They are actually getting really high marks from across the political spectrum because they are leaders who are problem solvers. They are humble enough to know they dont possibly have all the answers but want to listen to the people who can help them try and find them. That kind of leadership may be back in vogue. Weve gone through a period where some people forgot where really does matter who your mayor or governor is. Rebuilding that belief in governing as a way of delivering for people and making their lives a little easier, little better, safer and healthier, all of that i think now we have a chance to have many more people paying attention and listening than we did before and thats why i think you are exactly the right person at the right time with your background and your values and your compassion to be able to make that change. V. P. Biden you are very generous. So many things i would like to continue to talk about. Its like one of our breakfasts. Things i keep saying and i really mean it, i think allowed decent people who havent focused there to realize that when store clerk is making enough money to take care of their family, the wealthy guy down the street is better off. Everybody is better off. When you have a system where the people who you rely on the most are in a position to be able to do their job and do it live a decent life, that raises your standard. This notion that somehow if people who are struggling get help is going to drain resources , the opposite happens. When you raise salaries, all salaries go up. Everybody does better. And by the way, Corporate America is doing fine without having to worry about whats gonna happen. , weveuys and women gotten kind of out of whack the way we measure things. When everybody does better when we treat people in economically fairly and give them opportunities. Im tempted to ask you another question but we have to take if you questions. Michelle kwans gonna read some questions to us that were submitted. Welcome and thank you for all your involvement threat this effort for both hillary and mayberry fire and me. Michelle our first question comes from connecticut. A lot of women who are in abusive relationships and are now stuck at home with their abusers. What are ways how women being abused can get help and know that theyve a safe place to go . V. P. Biden thank you. Tiffany is asking that question. Violence against women is a huge problem, especially right now. Toworked very hard on trying prevent violence against women we wrote that legislation. Its one of the leading causes of my life. Ive led ive met thousands deaf and working beyond that. Its heartbreaking to know the suffering they have experienced in our experiencing. I also know how much courage they have. Support for victims has match the courage they show every day. I want victims to know they are not alone. The National Domestic violence hotline is there for them. It might be hard to make that call when you are essentially trapped in a home because of the stay in stayathome order that exists. But you can text and chat online. Please reach out for help, the hotline to connect you to emergency shelter, they can help you find a safe place to go and provide you to get out of the house and federal and state governments need to do everything they can to help survivors at this moment in time. That means providing survivors a place to live where they can stay safe and healthy. Beyond in this crisis. We should empower fema to work every state so they immediately increase shelter options including contracting with hotels and motels to provide shelter. To have thes like idea with trailers available for people as well. We have to provide immediate Economic Relief to survivors. No one can be forced to stay with her abuser. The vast majority of kids in the state are there because need to provide survivors provide for survivors. Cash assistance, unemployment paid safely. We have to make sure all survivors, survivors of color and immigrants, sue american survivors, older survivors, those with disabilities in the Lgbtq Community survivors they all need support. Weve make sure survivors and services can be connected. Making sure the hollen had a state of the art communications. They can tell where you are or get there in a hurry with real Police Protection if you need it. Now its time to push again come wave to equip our hotlines and Vital Service providers and Service Providers with the tools that they need to take care of the person who is. Theres a lot more to be said about this topic and today i released a proposal on how i would address the scourge of violence against women during his Public Health crisis. Go to joebiden. Com. There are ways out. The worst thing in the worlds being a prisoner in your own home and so many are right now. Sec. Clinton i looked at the policy you are releasing, it is stateoftheart. Watching goosey your website and start looking and reading your policies. There is a relation to a point you made earlier. This is an issue, violence against women, it is one of many issues that depends upon local resources. As you said, you call that hotline and very often it will refer you to a shelter. Police or emt workers. Those are local resources. People dont think we need to reimburse and help state and local governments are just again looking the forest through the trees. If you believe it in Police Protection and fire protection, emt services, online shelter for Domestic Violence survivors and everything else, you have to budget of our state and local governments during this crisis have been drained and we have to get some relief and be able to provide services and not only individuals like to method violence survivors, but everyone of us, we wont know when we will need police or fire or emts or anything we might in the future require. We know we need sanitation and Public Health and all the rest of it. All of which needs to be funded adequately. I think as long as ive known you on behalf of method violence , violence can swimming legislation that you wrote, i remember when we were in the just that was part of your legislation. The issue deserves to be focused on and we need to encourage people to call that hotline, dont suffer in silence. Seek help even now during this pandemic crisis and then lets all resolve to do even better following the outline of the policy you put out to make sure everyone in every home in america is as safe as they deserve to be. Next question comes from hannah in indianapolis. Do to make sure women, especially poor and marginalized women have access to all Womens Health Care Services . V. P. Biden the first thing i would do is i would do for all workers is make sure covid19 treatment, not just testing, is cost free. People who have access or worry to get the test because they will be charged they believe that. It has to be cost free. No one should have to pay dollar out of pocket for that. I called her that on march the 12th that it should be part of the next congressional package i hope. The next is help laidoff workers keep their Health Insurance through cobra. Its really expensive most families to make up the difference. With cobra you can keep that insurance and if the company can no longer pay their share, you make up the difference. Thereve been multiple times more than the existing premium you should have to pay because your employer is no longer making contributions. I think the government should make up that difference for people now and this is a crisis. If you dont have employersponsored insurance, we should medially reopen was called the open enrollment seek and sign up for coverage and create an affordable public option that we can do through the Affordable Care act. Finally we need to ensure the women have access to all Health Care Services during this crisis. Abortion is essential health care service, its being used as a political wedge right now and it shouldnt be. The American College of obstetricians and gynecologists and the American Medical Association agree it shouldnt be categorized as a procedure that can be delayed. It cant. And in this case, Health Care Delay Means Health Care denied. States should not be using the Public Health crisis to infringe on womens constitutional rights. I know im going to long on these answers. Hillary, the floor is yours. Sec. Clinton i think you are going right down the path the people need to follow you on because as you rightly point out , this is another opportunity for the American People to see why those of us who support universal health care have been doing so for so many years. This should not be any question at any time but particularly the height of the pandemic that people have the health care they deserve because of cost or availability. Gaps, ao fill all those public option, lowering the age of medicare and going as far as we possibly can. Has access everybody to Quality Affordable Health Care and now we know why. You cant hide from a virus. We can try and stay inside in the hope we dont come in contact with anyone who is carrying it and with so many people being asymptomatic, its hard to know even in your daily life going to the store or the pharmacy that you might encounter somebody, its why we should keep Wearing Masks and washing your hands and every thing else we are told to do. But why add to that existing fear thate panic, the if you get sick, you wont be able to afford health care . Its wrong. Its fundamentally wrong. It is against our moral values and yet you are 100 right that this administration, this white house as we speak are still trying to strip the Affordable Care act. Whats her member one other thing. Trump is on the record from his trip to davos in the swiss alps saying it was time to go after Social Security and medicare. This is a highstakes time because of the pandemic. This is also a really highstakes election and every form of health care should continue to be available, including Reproductive Health care for every woman in this country and then it needs to be part of a much larger much larger system that eventually and quickly gets us to universal only say amencan to everything youre saying but also to again enlist people that this would be a terrible crisis, we learned a lot about what our absolute frailties are in our country when it comes to health justice, economic justice. Lets be resolved we are going to solve those once you are elected president. Thats can be my objective. Michelle our last question comes from a pharmacist in new jersey. Shes is an essential worker during this crisis and wonders what you would do as president to ensure she can do her job safely. What you are doing is important all the time, particularly right now providing essential workers with all they need for personal protective equipment that you need to do your job safely. I urge the president to use the full authority of what they call the defense production act well over a month ago. Surge of protective gear and test but also ensure its distribute swiftly so that everybody has it and that means you. Point, aent to a supply commander. Someone who has control of supply and knows where they have authoritywith broad and experience to step up and actually command our National Supply chain. For the critical equipment working with governors to get all the frontline workers to a place with protection. The equip they need and also workers putting their lives on the line should receive in my view premium pay. Its no substitute for personal protective equipment, it is not a substitute for worker safety but we have to do as much as we can to support the millions of brave workers like you who are staying on the job keeping this country running. Pandemic premium pay. Increase central frontline workers both to the senate and house proposed that in fact gives you more income. We need to make sure that if you get sick, you get paid time off as well. We need to make paid sick leave available for every worker and make sure its not just a temporary thing. If you get sick you are not forgoing a paycheck to stay home. If you get sick, you shouldnt have to go to work because you are worried about a paycheck. Especially now we are worried about the spread of this dangerous disease, its critical that essential workers can stay home when they get sick and dont spread the disease. We need to provide 12 weeks of paid family medical leave so you can take care of your loved ones. The whole idea has become clear in my view excusing the addendum here. When the president went to davos and talked about, i remember when i was making the case as Vice President sink that the republicans are trying cut medicare and Social Security and they said they are not gonna do that. God love paul ryan, he set out to do that and the president had given up on that cause and what we should be doing right now is a lot of our senior workers who were very old need an additional amount of Social Security now during this crisis. We should be increasing Social Security payment while this crisis moves forward. While we reformed the whole Social Security system to provide for the ability of people for the social your repayment cut. Sure that they factor they get more and not last. We can do that changing the way we fund Social Security. In the meantime right away we should be giving help right now, next or 1000 to people for those who are struggling on the limited amount they are getting on that scale. There is a lot more to talk about. This is one of our breakfast. Usually we walked in late, we walked in late to a National Security meeting with the president and he would look at us like where have you been. Thank you for everything, i really appreciate it. Sec. Clinton a lot of good memories. When you mentioned social advocatedi have long that we need to fix the women unfortunately bear under Social Security because when you take time out to care for children or an ailing spouse or an ailing workforceu out of the and you dont get the credit you need to be able to have a more secure retirement. Medicarecurity system, they should not be in the bullseye or target of this president and all of his plutocratic allies. The ed to be held to so they to provide the quality of care that they should be in the amount of income that they should be offering. On a final note i would just say to her whos on the front line, thank you so much because clearly we cant get through this without you and the millions of others doing what you are doing. Is aelection really referendum on what kind of future we want. For you and for all the people in our country, but particularly those frontline workers, those really undere been Enormous Economic pressure, the millions implying for unemployment. We have to fix our system. We couldve just moved along on top of them trying to protect what we had against the concerted relentless effort by too many on the other side to rip away what we did have, but now as we get people to Pay Attention is to whats at stake for them and their families, then i think we can have an election that will really matter about how we put up a Stronger Foundation for the future. Im thrilled to be here with joe today, it is a little bit of an into ourfront view breakfast at the Vice President s house years ago every tuesday morning. With joe isn that, trying to do and what his candidacy about, what is Campaign Stands for is a much better, safer, healthier, stronger future for every single american today and after us. Thank you for your leadership, thank you for your friendship and this was a lot of fun. I appreciate the chance to join you virtually to talk about issues that really matter to us and to millions and millions of other americans. V. P. Biden i have to tell you something completely honestly and straightforward. Thish this were us doing for supporting your reelection for president of the United States. You won the majority of the vote. I think the way in which some of anyway, we would have the pandemic but you wouldve already been prepared for it. It would have been hard but you would have done a lot to keep us from getting in such a dire straight. Sec. Clinton one thing i would have done which you know so well, i wouldve read my daily intelligence briefing for [laughter] theyve been sounding the alarm since january but apparently that something the president refused to do. V. P. Biden the Foreign Policy brief this morning which i do , a whole bunch of folks you know, a whole range of people who are. They were we were talking about what happened, the article how manysh post and times, how many times the president was explicitly, by his National Security team, warned of this pandemic, saying what had to be done. I think it was close to eight or nine specific times. Resulting in some of those folks in the Intelligence Community being fired or going underground. Not being a 10 not being paid attention to at all. I, i set everything with a with the president and got a National Security briefing and when you arent traveling the world, you were at every one of those. The idea being warned more than half a dozen times exclusively by the Intelligence Committee what was coming and what had happened, what china wasnt doing. And then out there complement what a great job china was doing , it is just beyond. I shouldnt assume anything but my guess is that what youre talking about. These orust not read did he read enough care . Read it and not care . Fathom it. Look what its done to the Intelligence Community. In the sense of whether or not it brings bad news to a president. Thats a whole other subject maybe we should talk about one day. I want to thank everybody and hillary for joining us with this conversation. Im getting keep calling and asking for your advice. The coronavirus is shining the and equities on our country. I have no doubt we can meet these challenges brought up by this virus if we work together. ,he American People have never ever met let the country down. Given half a chance. There is no quit in america. E are prepared its great being together. Thank you so very much. Appreciate it. Thank you everyone for being here and listening.
