Time they pass an act that may retroactively make that funding more flexible. If they do that, then it is going to be something that more local governments can take advantage of. As you will remember, 45 of the 1. 8 billion it was the intention of congress that that go to local government. E intend to be faithful with what that arc cant tech tour looks like coming out of congress where 45 went to the local government and 55 would stay with the state. But we are looking to see if there is additional flexibility granted. Because right now, quite honestly, local government is not really presenting expenditures. They are telling me they need the funding for offset loss of revenue. That is not an acceptable use. So we havent made any decisions on that yet. Your first question . So the parish officials i havent heard of that, and certainly that is not the way it works. If a local official who has the authority wants to do something that is more rely strictive than my orders, then he can can do that, and that has been done in some cases. But that is not it is not up to a local official to be less restrictive. Yes, sir . We just crossed over a million cases in the unless. Re wey close tore a vaccine . Are we any closer to a vaccine . The working assumption that i have is every day we are loser to vaccine because i think one is coming. I just dont know when. I saw something, and i wasnt able to watch the segment. It scrolled across the bottom of the screen, and i dont know whether it was fox or cnn, that said there are seven human trials of vaccines under way right now. I am going to pray for success with a vaccine that will prove safe and prove effective and as soon d be fielded as possible. I know from conversations that the white house has had going back for many weeks now that they are not promising that before another year or so. So that is one of the tricky things about trying to get back to normal when you have a virus that is so contagious and so deadly, and you dont have a vaccine, and you dont have yet an approved therapeutic treatment either. Unless one just came out. I dont think the f. D. A. Has approved a therapeutic treatment for this virus either. That is really what makes this so different than other things that we deal with and make it so hard, and it is why we try very hard to keep the cases down, increase our Testing Capacity and Contact Tracing and all that sort of stuff, because we dont yet have that vaccine. Have you certified from Small Business people or midsize businesses saying i cant hold out . Yes, i have filed for ppp, but the future just looks so bleak, i just cant hang . I know there is no point in getting my business up and going again . Have you heard from them . Have you had nil contact of contact any kind. Contact with those type of Business Owners . The task forces we have, the commission that has 159 task forces under it, and that is every economic sector in the state, obviously we are getting reports from them, and some individuals have expressed that. We are trying to make sure people are aware of the array of things that are out there that could potentially help them. Whether it is the ppp, the program we have here at the state level, a Loan Guarantee program that we have put together, making sure they know their employees can receive Unemployment Compensation until such time as they can go back to work and so forth. But it is a very difficult time. There is no doubt about that. Especially for businesses of a certain type that their businesses have been interrupted. If you own a hotel right now, it is extremely hard. All of those things related to tourism. And so many restaurants, for example, are related to tourism. This is an extremely difficult time. I happen to be someone who is optimistic, and i know we hear the president say this. I believe that we are going to bounce back quicker than some people might think, but we are just not there yet. E have some work to do but what i also know is if you try to forge a path forward too quickly and cases spike again and look Something Like they looked several weeks ago here in louisiana, you actually do more damage and more lasting damage to our economy than if we try to get it right to begin with and keep those cases down and then reopen in a way that can be sustained over time and can continue to grow. Balls if you keep going back and forth between hitting the accelerator and the brakes, i think that is the worst thing that can happen. It is sort of like and i think this analogy was used at the knowledge level. This is not a light switch where you go from dark to complete light. It is a dimmer switch, and thats is what we are trying to get right in paling the need to reopen the economy as we can with the imperative to protect public health. And those things are obviously somewhat inconflict, and in conflict, and striking the right balance can be difficult. In striking the balance, there are going to be good people on either side who will say you went too fast or too slow. That is why we decided to take the guesswork out of it and apply the science, see whether it met the criteria. But using that approach we think gives us the best chance to not have to hit the brakes again and to bring everything to a screeching halt and allow us to hopefully move forward in a way that can be sustained while protecting public health. We e will not be well, are not going to schedule a briefing tomorrow. That could change, and if it does, we will certainly let you know.
