What is the current timeline you are working with. Reopens, will you have to pull back again . We have these twin problems we are dealing with at the same time. We are trying to save lives and protect people. I thinkt this terrible every one of us. As quickly as we possibly can. As long as we do it in a safe and smart map way. The states in the washington baltimore corridor or are at that point yet. You can do things in a smart and effective way. Weve been working on this for three or four weeks with some of the smartest people in the country, people from johns the people who wrote the report for hopkins. We have an fda commissioner. He put together the plan for aei. Nga, our plan is taking the best ideas from six or seven other plans. We have a lot of smart scientists and doctors and business people. How can we reopen your business in a safe and effective way . Had we get people back to normal without having the giant spike . We will announce tomorrow our marilyn strong road back to recovery. Out a going to be laying very detailed plan about how we can do that safely, with the numbers are right. What is that plan . Gov. Hogan we had to have adequate testing. We can identify how many people we have that have the virus and where they are. Contacttract tracing. Adequate ppe. E we had to be ready for a hospital surge. Weve been working on all four of those. We opened the hospital and 37 days. We added 3600 hospital beds. We got ventilators, or icu beds. Tents tot in supplement certain locations. Not a great situation, we are much better than where we were. Weve got millions of things coming in every day. With respect to contact tracing, were bringing in 1000 people. We think this is going to be cutting edge. A few days ago, we Just Announced that we acquired half a million tests from south korea. Wethe beginning of our plan, will be able to get some kind of quality of life where people can get out of their homes, get outside, do things in a safe way. People,numbers of businesses opening and a safe way with masking and distancing. We are going to encourage working as much as possible. We are not going to be wrapping up nonessential businesses. There were decisions made yesterday on metro that will extend through the end of may. We are trying to get those people back to work as soon as we can. We have programs to keep those Small Businesses from laying off those folks. The Small Business has its most time. I dont go out of my way to cope the bear or criticize him unnecessarily. I tried to push for the things we need. Mitch mcconnell yesterday suggest of the federal government should allow states to enter into bankruptcy. What do you think of that . Governors ofne states are supportive of that. Iv. Hogan Mitch Mcconnell think regrets saying that. I think hes going to. Yet, ioesnt regret it think he will regret it. I think he will change his mind about that. Now we have to continue to provide services for the states. State, we are going to have a 2. 8 billion short fund shortfall. Billion rainy day fund. We could be in a terrible situation. These are well run. Theyre just as many republicans as democrats. The president has committed to supporting 500 billion. Its a bipartisan bill in the senate. Republicans and democrats are on board. That we will thatnce senator mcconnell he should not let the states go bankrupt. This will play a big role in the coming weeks. Some of the states of not been good financial stewards. The federal government is running into a massive deficit. Spent 2. 5ent has trillion. Now he finds it objectionable. You would be in the camp of its time to spend money and worry about the rest later. Gov. Hogan this is not just my opinion. Or twoay be one governors that dont feel that way, its a solid position among governors. We have done a pretty good job of managing our state. We have a aaa bond rating. People are pleased with the direction. We are going to try to help some of these Small Businesses and people who are suffering. Are going to have to have the revenue to do that. We dont have a Printing Press like the federal government has. It would be nice to get some assistance from them directly. Theyve done some good things on the stimulus. Not one penny has come to the. Thats what he decided. We were searching from every domestic country. We were fighting to get testing equipment from the federal government. We searched all around the world. Not just because of the personal tie, because of the diplomacy we had ongoing. We have 17 offices around the world. We do business internationally. We dont do trade policy. We have businesses in other parts of the world. The states should and can develop those relationships. This was an example of how that can really come in handy. Before, it was lets bring companies in, create some jobs here in our state. How can we sell more erotics and bring more revenue more products and bring more revenue to the state . There is a lot of focus on whether it will be safe to go to the polls. When you move the maryland primary to june, do you think we say for people to go . I dont think it will be. We asked the state board of elections, an independent group, i asked them to come up with a plan of how they could conduct the election by mail and do it in a safe manner, so would have people going out to the polls. They came up with a plan. There were certain people who could not vote by mail. It was mostly people with disabilities, advocates for the blind, people who did not have addresses. One made a combination for safe polling place in each county for people who could not do by mail. We are encouraging everybody to vote by mail. We dont think it will be safe. We dont think we can get all workers. Whole workers. Poll workers. Your party has said were not interested in vote by mail because it disadvantages us. I dont think there is any evidence of that. Party doesnt have anything to do with it. State boards of elections will make those determinations. Governors will make those determinations based on when its safe. We will see how this works in the june primary. Is state board of election working in conjunction with our Health Department area they will make those determinations. We have the ability to do absence he absentee ballots. The differences everyone will do a mail in ballot. We could easily do that. We could do a combination of both. We have plenty of time to make those determinations. There are two goals. I want to make sure everybody gets out to express their vote. We want to make sure everybody is safe. The firstcused on reentry and reopening of the economy. There could be another surge of the coronavirus in the winter.
