Which is a big deal for new york to waive the state match for fema. Normally, a state has to pay 25 of the fema cost. That would be a cruel irony for new york, adding insult to injury. New york has the highest number of coronavirus cases in the country. Therefore, our cost of fema was the highest cost in the nation. Therefore, new york should pay the highest amount. How ironically cruel would that be . Utilize us for having the highest number of coronavirus for having the highest number of coronavirus cases, and at the same time, Congress Passed a piece of legislation not even funding the state. So the president waved back, and that is a big deal. President ssue waved at that, and that is a big deal. But the big issue is testing, and that is going to be the key Going Forward. And is how you are educated have some data points as you work your way through this reopening calibration. Work . Es it you test the person. If the person winds up positive, you trace that persons contacts. Contact tracing. You start with a large number of tests. To go as a goal yesterday from 20,000 to 40,000. That is the Maximum Capacity for all of the Laboratory Machines in the state. We have private labs, about 300 of them that we regulate. They have purchased machines over time. These are very expensive machines. If you took every machine we have and they had all the supplies they needed from national manufacturers, and you ran that machine 24 hours a day, how many test would you do . Do . Ests would you about 40,000. If you put your foot on the floor and brought the engine up to maximum rpm, the red line, 6000 assuming the redline was 6000 and you held it there seven days, 24 hours a day, at redline, how many tests could you do . 40,000. There are a lot of buts and ifs in there. The machine has to Stay Together for seven days, 24 hours a day. You have to have enough people feeding the machine, but thats the maximum potential. So we set the goal at the maximum potential. We need to. Its unrealistic . I would rather set the bar high and try to get there and what we get is what we get. Tests,u do all of those every positive, you have to go back and trace. And the trace is a very big deal. Once you trace and find more isolate theou positives. They are under quarantine. They cannot go out. They cannot infect anybody else. This entire operation has never been done before. So its intimidating. You have never heard the words testing, tracing, isolate before. No one has. This. E never done a few textbooks spoke about it, but we have never done it, and we have never done it anywhere near this scale. So, it is an intimidating exercise. So what . Who cares . Thats really irrelevant. Its what we have to do now. So, figure out how to do it. We have to put together a tracing army. Yes, ok. We have put together armies before. Never a tracing army, but we can puttogether all, together people, organize, train, and we can do it. And yes, it is a big deal, but it is what we have to do and it is what we will do. Tristateerate on a basis. I spoke to the governor of new jersey who is doing a great job and the governor in connecticut is doing a great job and they have been very great neighbors to new york. Its best to do this tracing on a tristate area. Why . Our society is how works. The virus does not stop at jurisdictional boundaries. I am at brookhaven, i stop here. No, the virus does not say that. The virus spreads. If you look at the spread the virus, it is in a metropolitan area. So, we will Work Together. This is going to be a massive undertaking. The good news is mayor Michael Bloomberg has volunteered to help us develop and implement the tracing program. Mayor bloomberg was mayor of new york city, as you know, three terms. As governor, i worked with mayor bloomberg. He has developed an organization. He works with mayors all across the world, literally, providing guidance. Insightremendous governmentally and from a private business sector. Remember his company, bloomberg, they went through the china close down, open up, the european close down, open up. So, he has had quite a bit of experience in this area. It is a very big undertaking, and we thank him very much for taking it on, because it is going to require a lot of attention, a lot of insight, a lot of experience, and a lot of resources. We are also going to be partnering with Johns Hopkins vital strategies in putting operation. E tracing it will be coordinated tristate and downstate. Why downstate . Because downstate operates is one area. 25 30 of the workforce in new york city comes from outside new york city. I have a house in westchester. I work in new york city. Who is supposed to trace me, westchester or new york city . If i turn up positive, my residence is in westchester county, but i work in new york city, and i would have contacted many more people in new york city than i did in westchester, because that is where i am contacting people. Work inn suffolk, but i new york city. I am a Police Officer who has a house in rockland, but i work in new york city. I am a firefighter who lives in rockland or orange, but i work in new york city area die live in new jersey, but i work in the city. New york city. I live in new jersey, but i work in the city. All those connections, if you are going to do these tracing operations, you cannot do it just within your own county because you will quickly run into people who are cross jurisdictional. Asthma rates, respiratory illnesses are three times higher among people in the africanamerican community, threetime the asthma rate, respiratory illness rate, then getting more coronavirus, a higher percentage of essential workers, you see how these two factors come together and make a bad situation worse. Lets learn from that. One of the lessons we have to learn and we have to go forward, and we will. The positive message is, look how well we do when we actually focus and make decisions and say we have to do this. If you had told me two months ago i would be able to stand before the people of this state and say by the way, we have to close down everything. Businesses closed, everything closed. Everybody go into your home, locked the door, dont come out. I would have said, thats not going to work. Thats not going to work. You are not going to get 18 million new yorkers, a Defiant Group of people who question everything, they are not going to do it. Well, maybe if you give them more facts and they understand, they will do it. And we did. Look at potential. Look at the possibility of what you can actually do. Well then, can you really make a real difference on these issues we have been fighting for decades but have not really made the progress we need to . Climate change, the environment. Yes, you can. Last point. My phone is ringing. I am talking to new york officials. They feel political pressure to open. I understand. We said yesterday we are going to make decisions on a regional basis because just as the nation has different states in different positions, new york state has different regions in different positions. North country has one set of facts. This is about truth and facts. North set of country has one set of facts. The Capital District has a different set of facts. We make decisions based on the facts and the facts are different in downstate new york than in many areas. Also, make them on the facts and realize the consequence of what you can do opening one region but not others, and how you could flood one region and give them a host of problems they never anticipated. But make the decision on the facts. I get it. Dont make a decision based on political pressure. Im not going to do that. I am not going to do that. This is a profound moment. We make a bad move, its going to set us back. And i get the political pressure. And i get the political pressure that local officials are under. We cannot make a bad decision. I get the pressure, but we cannot make a bad decision. Frankly, this is no time to act stupidly. Period. I dont know how else to say it. And i have said it innumerable times to local officials on the phone. I get the pressure. I get the politics. But we cannot make a bad decision, and we cannot be stupid about it. This is not going to be over anytime soon. I know people want out. I get it. I know people want to get back to work. I know people need a paycheck. I know this is unsustainable. I also know, more people will die if we are not smart. I know that. I have to do that count every day of the number of people who passed away. We are not going to have people lose their life because we acted imprudently. I am not going to do that. Not going to do that. And i am not going to allow the state to do it. And i am not going to have the of this. Be well, they felt political pressure, so they got nervous, and they acted imprudently. Thats not who we are. If you look at any of the facts. Flu, they are talking about it now, there can be waves to this, right . You walk out and get hit with that first wave. Oh, great, im done. The wave hit me, i am still standing. Beware, because there can be a second wave, or there could be a cocky just because you got hit by a wave and it did not knock you off your feet. Thicker there could be a second wave, and if you are not ready, that will knock you down because you are not ready for it. So, that is what im worried about. To the local officials and local politicians, i have no problem with them blaming me. A very simple answer. Whatever they say, i agree with you. It is the governor. By the way, it is the governor. It is. These are state laws that are in effect. The local official cant do anything about them anyway because they cant contradict the state law. So it is true. The local official can say, it is the governor, blame him. It is true. From doing stop us something that is counterproductive. And it will also stop us from getting into a dispute between me and the local government, where the net message will be to the people, there is confusion among government, and this is not the time for confusion among government. The state laws govern. I get the local, political pressure. Blame the governor. It is the truth. Cannot state laws counteract the local laws anyway. Add to this, political pressure. This is a quote people should take to heart. When the freedom they wished fromost was freedom responsibility, then they ceased to be free. When the freedom they wished for most was freedom from responsibility, then they ceased to be free. Todaye a responsibility to ourselves and to others. You are risking my life and my childrens life, and my parents life, and you dont have that right. Reporter are you giving Mike Bloomberg the power to hire people . They will all be coordinated. The citys effort will be coordinated, westchesters effort, they will be hiring people independently. Chartity employees that the number of employees. Those will be westchester employees, city employees, but it has to be coordinated. There is no tracing that can work within one jurisdiction. Finish. Ust you cannot trace someones within the boundaries of new york city because once the person goes outside of new york city, well now, that would be a westchester person. Lived in westchester i in westchester. I work in new york city. New york city will trace me, how . I am in westchester. That is a different county. You cannot trace me. We will go trace people and westchester. Then westchester will say that is my residence. Lets forget the political and local fight. We will coordinate everyone. This is a monumental undertaking. Who was going to do it . Youre all going to do it. City, state, jersey, connecticut. How do we do it . I dont know. We are never done it before. Michael bloomberg will design the program, design the training. He will make a financial contribution also. Put together an organization that can help hire the people because we have to expand this number tenfold, and get this all done like this. This has to happen we dont have months to plan and do this you have weeks to get this up and running. So super ambitious a super ambitious undertaking, and mayor bloomberg will help coordinate the entire effort. He will be working with the state. I am working with the city and nassau, and jersey, and connecticut. [indiscernible] gov. Cuomo i dont know what the financial contribution is. Does anybody know . Upwards of 10 million. Michael bloomberg helps with john hawkins in helping us to design the operational and technological components of our Contact Tracing program. They are creating an online curriculum to train the tracers, to perform the background checks, and we will coordinate all of the counties and with new jersey and connecticut. Planning one you Contact Tracing [indiscernible] will trace asu many positives as you can, and as the testing number goes up, that number of possible people to be traced is going up. The implication of your question is right. Wont you be identifying more positive people then you could possibly ever trace . Yes. I believe that is true. I dont care how big of an army put together. People have 250,000 testing positive. How do you start to trace 250,000 people . How many people do you need to trace 250,000 people . What it is an extraordinarily possible task and you do the best you can. A 15 billion hole. Quarter Million People a quarter Million People [indiscernible] gov. Cuomo yeah. Look. Contact tracing, life has options. Going forward, how do you educate yourself on reopening . Well, we need data. Where does the data come from . The data comes from testing. Database one a hard hospitalizations. You can look at the hospitalizations, and they will tell you how many people got sick enough to go into the hospital. That is all it tells you. You dont know how many people were infected. You dont know what is happening on the infection rate spread. All you know was that all you know is a hospitalization rate. So testing will give you more data on how fast the infection is spreading, and how fast it is spreading where. You will get a Different Number in new york city then you get in buffalo and in albany. That will inform the regional real burners. Then, what you are trying to do to the extent possible the whole concept of testing, tracing, isolation, not just here, but every state is talking about this. Youugh the extent when find a positive person, trace it back, and isolate. Well, if you wind up with a population lets say we wind up with a 10 infection rate in the state. Or in the city. Aats you know, that is Million People in new york city infected. How could you possibly trace a Million People . You cant. We do the best you can, but for every person you isolate, that is one less person Walking Around infecting more people. Reporter even if it is just 10 , it might be 50 or 60 , how much money could this possibly cost and wheres the money coming from . Gov. Cuomo if it was 50 to 60 , we would be added different point. You would be arguing with what is called herd immunity. That would be, dont do any of this. That is like in sweden and brazil. Just let it go, and whoever gets infected, gets infected, whoever dies, dies. Mass of the critical the population is infected, and is infected, and then whatever happens happens. Countriesegy, some have adopted. A lot of people die with that strategy, which is a downside, but it is not going to be 50 60 . My guess is that it will be 10 infectionin the high areas. It is i guess, but i would guess 10 downstate, Single Digits upstate. You never really get a better understanding of the virus when [indiscernible] i wanted to know what you are doing in terms of convalescence [indiscernible] is that something the state is using . Gov. Cuomo dr. Zucker is in a better position to answer. Id we are working there have been some patients who have received this. Were still waiting to hear the clinical results. The more people we have that end positively and up every cover, the more information we will have. Here inntibodies, this new york state has been looking at this issue, and we had been speaking with them. There is data to suggest the use of antibodies may be beneficial based on how they had been used for other conditions, where they end up with the same kind of lungs arewhere their damaged as a result of infection. So there may be a relationship here, and we are working closely with them on that. The oxygenation level wentfrom 70s one day and down overnight. [indiscernible] i wanted to let you know, is there a shortage . Is this something that needs to be developed or readily available . Have two Different Companies that have been working on it. That has been given to patients across the state who have this already. Also ific therapy is therapy has also been provided to those who are ill. Reporter with Contact Tracing, are you interested in moving that upstate . [indiscernible] will make the nursing home announcement tomorrow. It is in the works though. We wanted to talk about this today. Tracing will be done state wide, and testing has to be done statewide. Testing does two things. The rate of viral infection spread, so you have a calibration on the reopening, and second on the Antibody Testing, one of the upsides is you find people who have the antibodies so they can contribute to the convalescent plasma by donating their blood. Reporter taught a lot about reopening you talk a lot about reopening. What about school . In recent days, you said is becoming increasingly difficult. You say, mywhen opinion. When you say, you are not going to open schools. You may as well say, you are not going to open businesses. Because the two are connected. I dont know how you really open businesses without opening schools. You want me to go to work, hallelujah, but what do i do with my kids . So, the two to me are very connected. The school year is up in june of. The school year is up in june. To say we are going to open up businesses by june, i dont know we are there yet. This is a situation that changes week to week. Lets get the data and then we will make a determination, plus, we are trying to coordinate with jersey, connecticut, other states, so lets get the data. In the meantime, schools will not open until we say schools will open statewide. Period,. Opening schools is very difficult. I would not open a school unless we knew that the schools were disinfected, that they had a protocol Going Forward to disinfect the schools, that they had a protocol where there was going to be a certain amount of socialdistancing, and protective personal behavior in the schools. That is of very, very big undertaking. Basis from original from a regional basis, will you open up some parts of the state where the infection rate is lower . Gov. Cuomo could you say North Country schools are going to open with all of those provisions . You could say that. You could say, you could open North Country schools having nothing to do with nassau schools and westchester schools. Yes, theyre totally disconnected. You could argue you can make those as isolated decisions. Say, we are you moving towards real fitting, one of the first we are moving towards reopening, one of the isst integral transportation, schools and businesses. You cannot turn the business gear, which is interim meshed with the school gear, which is interim meshed with the Public Transportation gear. You turn one gear, you have to turn all three gears. Reporter can you update on the [indiscernible] gov. Cuomo a few days. How did you know it was taking place in Grocery Store . Did they ask you . I cannot tell of your smiling behind the mask. We are taking surveys, random surveys, all across the stay, literally Grocery Stores, street state, all across the literally Grocery Stores, street corners. It will be the largest study done in the country to find out how many people have been infected. Jesse said, may be 50 50 of the population. 50 60 of thebe population. 4 of the population has been infected . Nobody knows. Nobody knows. I think this, i think this, i think this it is nice what you think, but nobody knows the fact. Reporter what is the state doing to help Nursing Homes comply with that executive order cannot bet patients denied readmission or admission to Nursing Homes . I have spoken to several sources in that field who said it is it is first difficult for keeping Staffing Levels high. What is the state doing to assist with those facilities, and also plan b if these facilities do not have enough space to separate those patients . Gov. Cuomo you want to answer that, doctor . As is the issue said, we are working very closely with the leadership in the Nursing Homes, both to get more staff to help them out. Obviously, the supplies have been working on that. We are looking at how they could help patients better so those were positive within the nursing home to address privacy icam that. Home to address reporter can they be new somewhere else . Can they be moved somewhere else . We are looking at that. Those who are really elderly, you take them out of their environment, it is very disruptive, so we are trying to maintain the environment they are comfortable with, but also provide the safety from the standpoint of Public Health and general safety. Gov. Cuomo lets just flip the equation for a second, ok . The state does not run a nursing home. Your question sounds like the state runs the nursing home. The state does not run the nursing home. It is run by a private corporation. The acmecorporation Corporation Says you should bring your family member. The state regulates the nursing home, but it a private that gets paid for their service, and theyre supposed to provide that service. That is what they do. They take care of senior people, people with illnesses from etc. That is what they get paid to do. We set a Regulatory Framework for them to do it. If they cannot do it, they should say, i cannot do it. I cannot take care of your mother. Dont pay me. I dont have the space, i dont have the staff. I cannot take care of your mother. And then, we will help you find another facility for your mother. There are a lot of beds in Nursing Homes, and we will find another nursing home for you, but they have to do the job they are getting paid to do. And if they are not doing the job they are getting paid to do, and they are violating state regulations, then that is a different issue, and they should lose their license. That is how this relationship works. The state is not going to come in and do their job for them. That would be a staterun facility. That is a prison. That is, you know, a different situation, where we run the facility. We dont run these facilities. Is thes reporter but state staying that the Nursing Homes have to take back his Covid Patients. Gov. Cuomo it is their patient. It is their patient, and their patient that they are getting paid to take care of now contracts the covid virus. Ok. Now you have to take care of that patient that you are getting paid to take care of with the covid virus. Reporter what if they cant . With ab noncompliant . Gov. Cuomo if you are saying i cannot take care of my patients, then fine. Tell as you cannot take care of your patient, and be will make other accommodations. Reporter what is the penalty for that . Gov. Cuomo if you cannot run your business, you cannot run your business. You were out of business. Reporter but people are dying because again, the facility seems like a revolving door. Gov. Cuomo if you are not providing adequate care for your patients, then youre violating your license. Reporter what about providing hotel rooms . Gov. Cuomo any nursing home that calls up and says, i cant do this, we will make other accommodations. We will get there. Reporter do you have a timeline on when Contact Tracing will be fully operational . Any update on the tests . Gov. Cuomo no timeline on either. Start it isl actually starting now, but it has to be brought to a level that nobody even imagined before. So, that will be an incremental process. You are starting now with what you have. We have about 500 tracers now. But build on that, hire more staff, more training, how do you do this cross jurisdictional tracing . Which doesnt happen now . The tracers have been in the old framework of i do my cd, i do my county. So this framework of i do my cd, i do my county, so we will be ramping up. Tracing is going on. Tracing will be ramping up incrementally Going Forward. When do you stop ramping up . Maybe never. On the 40,000 testing . Same thing. Testing is going on now. We are doing more testing than any state in the united states. More testing per capita than any country on the globe. So we are doing a phenomenal amount of tests and we have ramped up faster than anybody else. And we will continue to ramp up. Lets go ahead. Yourter i dont know if can hear, but there are protesters outside right now honking their horns and raising signs. We did speak to a few of them before we came in, and these are regular people who are not getting a paycheck. Some of them are not getting their unemployment check. And they are saying that they dont have time to wait for all of this testing, and they need to get back to work in order to feed their families. Their savings are running out. They dont have another week. They are not getting answers. So, their point is, the cure cannot be worse than the illness itself. What is your response to that . Gov. Cuomo the illness is death. What is worse than death . Reporter what if someone commits suicide because they cannot pay their bills . Gov. Cuomo the illness may be my death as opposed to your death. , the cure isy said worse than the illness. The illness is death. How can the cure be worse than the illness if the illness is potential death . Reporter what if the economy failing is equal to that . Gov. Cuomo then death . Reporter with people stuck at home the line gov. Cuomo it doesnt equal death. Economic hardship, yes, very bad. Not death. Emotional stress from being locked in a house cry very bad. Not death. Violence on the increase. Very bad. Not death. Not death of someone else. That is what we have to factor into this equation. Yeah, it is your life, do whatever you want. But you are not responsible for my life. Give responsibility to me. It is not you have a responsibility to me. It is not about you. You have a responsibility to me. It is not about me, it is about we. Sois about the we concept, it is not all about you. It is about me, too. Also, i get the economic hardship. Everybody gets it. Everybody feels up the federal government sending out a check for individuals, 600. An additional 1200. We are moving heaven and earth to get the unemployment payments going. So, we get the economic anxiety. The question is, how do you respond to it, and did you respond to it in a way that jeopardizes Public Health, and possibly causes more people to die . If, if itabout it as was your family that might get infected, right . And that is what we are talking about. You think about it is your family, you have a different perspective. I will tell you the truth, it is not an abstract argument where they say he said, she said. I know that is how it works. But the protesters say this and the governor says this. Ok, think about it as your family might be in the mix this in the mix. Because when i see 440 new yorkers died, i feel that it is like people in my family. Before the comes Public Health risk of somebody elses life. And that is where we are. Reporter but they are also saying, if you cannot afford to pay me unemployment, or with your system gov. Cuomo you will be paid unemployment. Reporter but they cannot wait for the money. They are out of money. Gov. Cuomo we are talking about a couple of days lag on the Unemployment Insurance, and they will get the check from the date of unemployment. Extras not cost them an penny. They can say, Unemployment Insurance isnt enough. I get it. The 600 check and the 1200 dollar check in the Unemployment Insurance benefit is not enough. I understand the economic hardship. We all file. The question is, what do you do about it . Do you put Public Health at risk . Do you drive up the number of deaths for it . Because you have no idea how to reopen now. Reporter they are saying, if there is there a fundamental right to work if the government cannot give me the money when i need it . Gov. Cuomo if you want to go to work, take a job as an essential worker. Do it tomorrow. You are working. You are an essential worker. Reporter but people are not hiring gov. Cuomo there are people hiring. You can get a job as an essential worker. You can go to work and be an essential worker. And you wont kill anyone. Reporter [indiscernible] gov. Cuomo there was 1. 3 billion available from the federal government for tracing. Reporter is there a rough estimate gov. Cuomo 1. 3 billion dollars available from the federal government, which will help find 1. 3 billion available from the federal government whittle help fund tracing. Reporter [indiscernible] gov. Cuomo no. Reporter governor, you pointed out the Nursing Homes arent private entities. We are hearing reports that many of the nursing home staff is not getting the property, and so, the question is, who has the onus of providing the ppe . Gov. Cuomo the ownership of the nursing facility. They are not a staterun entity. That is what i am trying to say. I know that there was a thought that a nursing home is run by the state. That is a wrong thought. The private entity runs it. We regulate the private entity. The private entity is not performing if the private entity is not performing their duty, then the state takes action as a private entity. You can lose your license, you will be out of business, if you are not providing your staff with the right equipment, you are out of business. That we can do. Reporter [indiscernible] gov. Cuomo we have been helping them with more ppe food again, it is not our job. Again, itre ppe, but is not our job. The question is why cannot we put the question is why cant we put a nursing home out of business . That is a good question. If they are not doing their job, they should lose their license. Lets do reporter putting their sick loved ones enter Nursing Homes would also what about the people who are not getting sick. Wouldve my grandma is in a nursing home, she is healthy, she is old, she might have a preexisting condition, and the same facility she is living in is accepting Covid Patients in the facility doesnt have the capacity to separate the two . Gov. Cuomo there is no state if the question is , should i put my mother in a nursing home . Anyone who has read any of the facts or any newspaper article has to appreciate that this virus attacks people in Nursing Homes. It is ground zero. Our introduction was in seattle in a nursing home. TopNursing Homes are the location where this predator feeds. It is it puts together Vulnerable People in one location, right . When the lion is going across the plain looking for praying, here is the prey, Vulnerable People in one place under one roof. That is where the predator will attacked, ands will continue to attack. Insidious,dator is and very good at what it does. And we have tried everything to keep it out of a nursing home, but it is virtually impossible. I believe we can reduce the rate of infection in Nursing Homes, but once it gets in, it is vicious. That is a fact. So, somebody says to me so, if somebody says to me, should i put my mother in a nursing home now . Now is not the best time to put your mother in a nursing home. That is a fact. How many people would you like to see an upstate new york [indiscernible] gov. Cuomo we are going to have to hire many, many more tracers carried the capacity is going to have to expand many more tracers. The capacity is going to have to expand.
