Since we announced our guidelines on opening up america as we call it, opening up america and i think we can add the word probably again, but thats what it is. We are opening up america. 40 of the u. S. Population have announced they are making plans and preparations to safely restart their economies in the very near future. So thats 20 states. 40 of our country. They are moving along quickly. Three announced today and they are going to be doing it safely and doing it with tremendous passion. They want to get back to work. The country wants to get back to work. A short time ago, the Senate Passed the program and Health Care Enhancement act with additional funding with the atriot program for testing and hospitals. Especially for our workers and Small Businesses. My administration has worked aggressively to negotiate this critical 482 billion funding package. We reached a deal that includes 382 billion in crucial Small Business support to keep workers on the payroll. 75 billion to aid hospitals, which really need the aid and very badly. Very proud of that. And 25 billion to support coronavirus testing efforts. I urged the house to pass the bill and will be voting on it very soon. And i think while we are here and he is a very businessy man. He will be running back. Well talk about that now and take a couple of questions on that and he can go and start phase four as the ink is drying. Probably they will be voting in the house, but shortly, shortly. And i think we have tremendous support. So, steve, please come up. Thank you for all your work to get this passed. I would like to thank Mitch Mcconnell and Chuck Schumer for passing this. This gives us 50 billion for disaster loans that will allow the s. B. A. To make 300 billion of disaster loans all for Small Businesses, also allows us as the president said more money to hospitals and unprecedented amounts of money for testing. And again, i think we understand hospitals, not only the hospitals that have been impacted by coronavirus but many hospitals that have been shut down in making sure that the doctors and nurses get money. Let me make one more comment on the program. We have over one Million Companies that have received this with less than 10 workers. So there is very broad participation in really Small Business. I will comment, there have been some big businesses that have taken these loans. I was pleased to see that shake shack returned the money and we q. s e putting out f. A. And make sure the intent of this was for businesses that needed the money. The intent of this money was not for big public money that has access to capital. Mr. Secretary, are you going to request the other shake shack was not alone that was a big money that got the money. Are you going to ask them to return this money . President trump going to pay back the money. Harvard is going to. You have a number of others when i say harvard, one of the largest endowments in the country and they are going to pay back that money. Certain people on the p. P. E. May have not been clear in understanding the certification. We will give the people the benefit of the doubt and we will explain the certification. If you pay back the loan right away, you wont have liability to the s. B. A. And treasury but there are severe consequences for people who dont test for certification. This money is available to Small Businesses that need it, people who have invested their entire life savings. We appreciate whats going on in their hiring people back. Reporter how are you going to ensure small restaurants, bars and did not get the money last time around will get it this time around . There are a million of these companies that did get. We are working with the banks and extremely that the small banks did great. Rett, great to see you here. Reporter can you estimate how long that is going to take . That other money went quickly. Is this money going to go quickly as well . We are pleased with the success and how quickly this got up operationally. We put out more money in the s. B. A. Loans. I want to thank all the banks that worked really hard. We knew when we passed this originally, if there was full takeout, there was president enough money. We worked with congress for more money and impacted 30 million workers. Here will be a lot more. Indiscernible] we have worked with the white house on this. There were much more restrictions in the s. B. A. Program. There were people who had misdemeanor that werent allowed. It was much longer than five years and because of the criminal reform legislation that was passed and the work that has been done in the white house by jared, we designed the program in the five years with significantly shorter than what had been done before. So we had taken that into account. For now we are not going to do this. We did take it into account. There were a lot of people who wouldnt have had access but we changed those regulations. Reporter we understand the circumstances that businesses, but how many phases can we afford to have or businesses, phase five, six or seven . I appreciate the president s support for phase four. He put out a tweet. We would look forward to phase four with the infrastructure. The president has been talking about infrastructure sips the campaign, roads, bridges, broadband and broadband to Rural America is very important. We talked about incentives for restaurants, sports, entertainment because these businesses have been impacted. The president has talked about a payroll tax cut and we have talked about in the case of states, the states we have heard from the governors and the fiscal issues of the state. Phase four will most likely be what we need based upon what we are seeing and reopening of the economy and the amount of money we are putting in and Federal Reserve on 13 and we look for business rebounding especially later this summer. Its another 310 billion here and another 300 billion of loans, 600 billion putting into Small Businesses which are the backbone. 50 of the private payroll. We have a new inspector general. The president has picked someone for that position we look forward to the person being confirmed. We have an Oversight Committee of congress that many of them have already been apointed. And we put up last week for full transparency. We have no obligation to do this. Go to treasury. Gov, full transparency on the money that had been sent out on the p. P. E. Across states showing all the big leapeders, how it was distributed. No one leapeder did more than 4 . Showed the businesses. The president and i believe in full transparency. We are spending a lot of money and make sure it is done effectively and fairly. You started thanking the leaders in the house and senate how easy or hard was it to deal with both sides . We have been working around the clock. There has been very good bipartisan to get this done. The congress is coming together understanding the importance of this and we have been working round the clock for days. This is important legislation. It was a lot. We spoke to a lot of people. Mark meadows has been fantastic and great to have him here in the white house. I couldnt have done without him and the president and Vice President have been available to us. This is a big team effort. Reporter collaboration with democrats . The democrats are on board and look forward to being passed tomorrow. This is a real example of the country coming together to fight this virus. Is that your understanding of what Mitch Mcconnell wants in an infrastructure package . We are not at the point of designing that. We will work with senators on both sides on a bipartisan basis. I can tell you, there is a lot of support particularly for things like broadband and especially whats going on today, but the president has talked about, i was on the campaign with the president and talking about bridges and tunnels and rebuilding this country for years. The president wants to make a Ig Investment in this. [indiscernible] critical for National Security we are in the process of putting out guidance. That part was really designed for National Security, companies that are major suppliers to the department of defense or companies that have top secret clearance. Clearance, that National Security provision was clear when we did that. The president has asked me to work with the secretary of energy. The energy is important to us. This has National Security issues but different. We look forward to looking at what existing capabilities we have and that may be something we need to go back to congress to get additional funding for. Reporter will this be an Airline Bailout . Sec. Mnuchin its a different situation. What you have with the airlines is we had a very good airline industry. Because of the virus, they basically shut down. We have a situation now with the oil business, partially because of the virus, less demand, but partially also because of too much supply. The president is determined. We want to the maintain our Energy Independence and the president has asked me to look at all of our options and were doing that. Obviously its a pretty extraordinary situation where you saw the front month of oil futures trade negative. On the issue of the fourth stimulus bill and aid to local governments, any thoughts on whether that money should be proportionate to the rate of infection in states . Sec. Mnuchin interesting but way too early to consider that. Whatever we do well do on a bipartisan basis. The president has listened to the governors. Ive had the opportunity on multiple videoconference calls with the president and Vice President. Were reaching out to a lot of people. There are a lot of states impacted but way too early to figure out that level. Reporter you mentioned if a Large Company applies for one of these loans and they manipulate or work the system to get it, what are the consequences if a Large Company tried to do any p. P. E. Loans, what can you o . Sec. Mnuchin you used the word manipulate. Im going to give people the benefit of the doubt. Were going to put up very clear guidance so that people understand what the certification is, what it means if youre a big company. There is a provision where there are multiple affiliates that people can access this but the ntent was not for company that have access to plenty of liquidity and other sources. Again, to the extent these companies didnt understand this and they repay the loans, that will be ok. If not, there will be potentially other consequences. Reporter can you talk about those consequences . Sec. Mnuchin you can look at the certifications. Theyre quite significant. Reporter do you know how many jobs have been saved in how much money has gone out in p. P. E. So far . Sec. Mnuchin the p. P. E. Is 30 million jobs. That doesnt account for other money weve sent out. Were pleased, the direct deposits have gone out. Weve started sending out the checks. Were going to supplement our capability and send out prepaid debit cards to get money out to quickly to people. Everything the president is working on has provided significant stability in the economy while were dealing with this difficult time when, for medical reasons, weve closed down major parts of the economy. Millions of americans have sacrificed their jobs in order to battle the virus and save the lives of our fellow citizens. We have a solemn duty to ensure unemployed americans regain their jobs and livelihoods. Therefore, in order to protect American Workers, i will be issuing a temporary suspension of immigration into the United States. You heard about that last night. By pausing immigration, well help put unemployed Americans First in line for jobs as america reopens. So important. It would be wrong and unjust for americans laid off by the virus to be replaced with new immigrant labor flown in from abroad. We must first take care of the American Worker, take care of the American Worker. This pause will be in effect for 60 days, after which the need for any extension or modification will be evaluated by myself and a group of people, based on Economic Conditions at the time. This order will only apply to individuals seeking a permanent residency. In other words, those receiving green cards. Big factor, will not apply to those entering on a temporary basis. As we move forward, well examine what additional immigration related measures should be put in place to protect u. S. Workers. We want to protect our u. S. Workers and i think as we move forward, we will become more and more protective of them. This pause on new immigration will also help to conserve vital edical resources to american citizens. A short break from new immigration depending on the time were talking about will protect the solvency of our Healthcare System and provide relief to jobless americans. Today, Vice President pence visited the hard working men and women of General Electric healthcare in madison, wisconsin, who are working three shifts a day to quadruple their production of ventilators. Were way ahead of schedule on ventilators, as you know. Thats why its never brought up by the media. They dont like to bring things up when were doing so well. G. E. Is also working with ford to make 50,000 ventilators in the next 100 days, more than our entire country typically produces in a very long period of time. Doing that in a matter of a few weeks and a few days. Earlier today, i had a very productive meeting with governor new york has a lot of exceptional laboratories. Most of the states do. Most of the states do. I am proud of the relationship my administration has forged with new york. With new very honestly york state and new york city, they have been terrific to work with. Metropolitan area has been the epicenter of the outbreak here. The federal government has spared no expense or resource to get new yorkers the care they need and the care they deserve. We have sent over 5 million ofks, and now that number as two days from now will be more than doubled. Thousands of ventilators. So many ventilators the governor is going to be sending some to massachusetts and a couple of other locations. We have a great deal of ventilators, which people thought would be impossible about a month ago. Thousands of hospital beds and the u. S. Ns comfort was sent to new york. A normaliginally for medical purpose. We changed it over so it could take care of people that had the unfortunate circumstance of going through the problem that we know so well. Unfortunately that we know so well. I said from the beginning no american who needs a ventilator would be denied a ventilator. We have kept that promise all over the United States. Think of that. Other countries are desperate for ventilators. They have many deaths because they do not have a ventilator. I asked andrew if we could bring the comfort back to its base in forinia so we could have it other locations. He said we would be able to do that. The Javits Center has been a great help to them. We will be bringing the ship back at the earliest time and we will get it ready for its next mission, which will im sure be a very important one also, but it was an honor. They reconverted it after he got there to handling an event they were not expecting to be handling. The fda has authorized more than 50 diagnostic tests, including as of late last night, the first test that a patient can take home. He can take it at home. It is highly accurate. Theorp intends to make collection kits available to consumers in most states with a dr. s order. We also have different Antibody Tests already authorized. Tests will help identify individuals who can donate convalescent plasma, thus providing potentially lifesaving antibodies to american patients. Will be providing an update on these developments. The war against the unseen enemy and i see light at the end of the tunnel. I actually see a lot of late at the end of the tunnel and were starting the process. Were starting a very, very powerful, important process. You see that people are getting very anxious. They want to get going. They want to get back to their jobs. They want to make money. They want to take care of their families. So the light is getting brighter and brighter every day and with that, if i could, ill ask dr. Birx to come up and then dr. Hahn. Thank you very much. Dr. Birx thank you, mr. President. So, looking at all of the information across the United States, we do see improvement across all the large metros. I know you know that we have been talking about the new york metro area, new york city, rhode island, connecticut, long island. And really we do start to see improvement there and we see improvement even now in rhode island and connecticut. The Detroit Metro is doing quite well with significant declines now. New orleans is nearly back to their baseline of where they started for new infections. We also are seeing improvements in chicago and boston and that has been a great concern for us with the president put out the guidelines for opening up america, it was clear to use data and to together to mitigate any resurgence. Also critically to protectence. And also critically to protect he vulnerable. And what were seeing across Rural America and some of the smaller population states is were still seeing outbreaks in longterm care facilities and we asked everyone in phase one to make sure that they continued their social distancing in public to ensure that the vulnerable with comorbidities and other conditions, among the elderly were staying at home and making sure we were still providing service to them but as individual americans as we begin to open up, we also made it very clear that individual americans need to continue all of their hygiene pieces, ensuring social distancing, washing hands, not touching their face and making sure theyre not bringing the virus home to vulnerable individuals within the household and remember those were to continue through all three phases. So really want to call peoples attention, again, to the uidelines. We are continuing to see outbreaks in Nursing Homes and in confined spaces and i think as americans we want to stop that and we have the ability to do that by really paying attention to the guidelines that were to be in all three phases. m calling on the states again to note that an informed community and knowledgeable community is a protected community. So make sure all of your states have your cases up visible to the communities so they can make decisions and understand where the virus is in their community and understand how to tackle it with their state and local governments. This will be absolutely critical. And the surveillance that we called for to find asymptomatic before people get sick, as an Early Warning signal, we asked for those to be in the federal clinics, in our inner city, more vulnerable areas, among indigenous populations and ongterm care facilities and prisons. We really want to support state and local governments to move forward on these critical monitoring to protect individuals that may be in the most critically vulnerable states. We will continue to see ortality and death among our american citizens, particularly in the cities, as they begin to move past peak because deaths will lag so we really need to continue to unite and really, really, really support our Healthcare Providers who are still on the front lines. They have been on the front lines now for weeks and weeks and weeks and so no matter what city they have been in, they have not seen the relief that we have been able to talk about, the light at the end of the tunnel, because of the delay in hospitalizations and deaths. So to our Healthcare Providers, our respiratory therapists and everyone in the lab, thank you for the work that youre doing to protect americans and give us one of the lowest mortality rates in the entire world. Thank you. Dr. Hahn thank you, mr. President. I want to echo what dr. Birx said. A few short months ago i was one of the doctors on the front lines and you know how terrific theyre working and how well theyre doing for the American People and a shout out to them for the wonderful work they do every day. So President Trump asked the f. D. A. To remove all unnecessary barriers that were in place to help with the development of both diagnostics and therapeutics and we have done that. Im here to give you an update on f. D. A. s efforts around serologic tests, Antibody Tests, which detect in the blood someone might develop in esponse to covid19. These arent diagnostic tests but tests that detect the antibody, an indication that one has had the infection and has responded. I think its important for everyone to understand that the timing of the response of the antibody to the infection isnt completely known but we know that it takes some time to develop that and theres two types of antibody responses that can be detected. And the Antibody Tests are just one piece of the larger response thats occurred in america returning to work plan that the president has with the task force has developed. And this pandemic is truly unprecedented in nature and youll see reports around world of different Antibody Tests that have been used and i think thats a reflection of the fact that were just learning and beginning to understand what that response looks like and many of these tests have different characteristics that llow to be detected at different points in the infection. I want to address one issue were focused on at the f. D. A. In an effort to provide laboratories and Healthcare Providers the early access to tests, we issued a policy early in march that allowed Test Developers the opportunity to quickly get their tests to market and address the needs of the nation posed by the epidemic. In march we provided this regulatory flexibility to manufacturers and heres what we required of them. The manufacturers had to validate the tests, called self validation, similar to what Test Developers in the world have done. They had to notify f. D. A. They performed that validation and then they had to label their products appropriately in the package insert with information about the validation as well as the fact that its not a diagnostic test but an Antibody Test and the bottom line here is that f. D. A. Still expects manufacturers and Test Developers to validate their Antibody Tests even under this revised policy. Weve done a couple of things to help end users, to help aboratories, providers, et cetera, states, in terms of their use of these Antibody Tests. One is that were working with c. D. C. And n. C. I. To actually validate some of the more than 90 manufacturers who have notified us theyve brought their tests to market, to do independent validation and that process is going. We expect to hear more information this week about that and we will provide that information in a transparent manner. E also want to go after anyone who is saying that the test has been authorized or has been approved by the f. D. A. But actually hasnt. Weve authorized four applications for Antibody Tests and 140 Test Developers are pursuing applications for us as we speak so its not ok for someone to say that a test has been authorized or approved by f. D. A. When it hasnt and we are pursuing them both by in direct contact with the manufacturers but also at the border. So we have increased these interdiction efforts and we will continue to outreach and do that with the manufacturers to make sure that we provide the most uptodate information to the end user of these products and we will continue to make all of our reference work and diagnostics and therapeutics to help america open up again. Hank you, mr. President. Reporter dr. Hahn, youre speaking of 140 different developers, how many of these tests actually work . Dr. Hahn the 90 that have come orward, theyre required by us to have self validation and required to label that appropriately in the package insert and what were doing is working with folks around the country but here at home, the u. S. Government with the n. C. I. And c. D. C. , to validate some of those tests that have come forward to us. Were doing some independent validation. We dont have those results yet. Expect more results this week but we will be transparent about those results because its very important. Your question is superb in that if someone wants to use a test thats come to market, its important to read the information in the package insert but often in some cases its important for the independent labs to do the validation also and you may have seen reports in the press of labs around the country that ave done that. Weve reached out to them and we will include that information in the information we generate, as well, and provide to the American People. Reporter while we have you here, there was a v. A. Study on hydroxychloroquine that found higher mortality rate compared to the standard of care. I know this isnt a largescale Clinical Trial but since this drug is out from and people are using it, can you give some takeaways from that study . Did that change your thinking on hydroxychloroquine . Dr. Hahn this is a small retrospective study at the v. A. Similar to the data we talked about with the french study, this is something a doctor would need to consider in the decision to write a prescription for hydroxychloroquine. As i mentioned before, what f. D. A. Will require is data from randomized Clinical Trials. Ydroxychloroquine placebo to make a definitive decision around safety and efficacy but preliminary data are helpful to providers and doctors, we want to ask them to incorporate the data as it comes forward. Its not definitive, doesnt help us make a decision from a regular point of view, but doctors should incorporate that in the decision they make on a oneonone basis. Reporter a timeline on the Clinical Trials . Dr. Hahn we have over 30 Clinical Trials. Theyre in outpatient setting, inpatient setting and importantly, in what we call the postexposure prophylaxis meaning if youre a frontline provider and have been exposed to the virus, take the drug to see if you can prevent the development of the illness related to the virus and all those trials are in early tages. Pres. Trump i want to say in addition to the tests that we already have and we have tested more people than anybody anywhere in the world by far, by very far. Reporter hydroxychloroquine, i wonder if youre concerned, the v. A. Study showed that more people died that used the drug than didnt and im wondering if Governor Cuomo brought you back any results . Pres. Trump we didnt discuss it and i dont know of the report. There have been some very good reports and perhaps this ones not a good report but well be looking at it and have a comment on it. Eporter a panel of experts at the n. I. H. Is recommending against the use of hydroxychloroquine in combination with zpak, something you have recommended. Pres. Trump always willing to take a look. Reporter the executive order . Pres. Trump the executive order is being written now as we speak. Probably tomorrow some time. Reporter will it have exemptions . Pres. Trump it will have exemptions but well notify you tomorrow. Well sign it most likely tomorrow. Being drawn now and tonight and its something we have to have in this country. Reporter who are the people who say it doesnt track with opening up the country to shut down immigration across the board for companies that and the pipeline thats already in place . What do you say to them . Pres. Trump i think it really does. I think its very strong and its countrywide as opposed to specifically like china or some of the other ones that ive shut down. Were going to see it. Youll see an accurate definition tomorrow after its ompleted by the attorneys. Reporter north korea, what can you tell us about the status of kim jongun . Pres. Trump these are reports that came out. We dont know. We dont know. Ive had a very Good Relationship with him. I wouldnt you know, i can only say this. I wish him well. If he is in the kind of condition that the reports say, that the news is saying, its a very serious condition. But i wish him well. Weve had a Good Relationship. Ive said it many times, if somebody else were in this position, we would have been right now at war with north korea and were not at war and were nowhere close to war with north korea. I just have to say to kim jongun, i wish him good luck. They came out with serious medical reports. Nobodys confirmed that. It was cnn that came out. I dont place too much credence in it. Reporter did he convince you of a need for expanded testing, Governor Cuomo . Pres. Trump we have an understanding on testing. They have tremendous labs, as you know, in new york, especially in the manhattan area but all over the state. Great, great medical schools and federal labs. So we have a very good understanding. Were going to do very significant testing. You know, not everybody wants to do such significant testing. Testing is good in some cases and in some cases its not. You have governors that dont want to go allout in the testing because they think they an do it better. But we have a very good meeting. The governor and i had a very good meeting. Reporter is there more federal aid that can be used to help governors that want to expand testing . Pres. Trump thats a tremendous amount of money. Thats far more money than in my opinion than well need and again, already were testing more, by far, than any country. I think i read yesterday a report that weve done more than everybody else, every other country combined and i think our people should be getting a lot of credit for that. Weve done a lot, more than everybody else combined and you never hear that in the news. Its unfortunate. Reporter were reporting that pres. Trump well give you an exact report tonight or omorrow. I think its been covered accurately in this case. I think most people know what it is. Some people will be able to get in. We have to do that obviously, even from a humane standpoint, there will be some people coming n. Its a strong order. Its a strong order. It involves a big circle, as you know. Reporter people already in the country, are they at greater risk of deportation based on this order . Pres. Trump i dont think so. Are you saying theyre here illegally . Reporter for example, an immigrant here for a court order . Are they at risk pres. Trump you have to go to court so the judge would make a determination as to whether or not theyll be staying but if hey have a court order, they wont have to leave until they go through that process. That means they have a trial coming up. Reporter obviously, the immigration order, you raised concern for a long time even in good Economic Times that immigrants taking americans obs. Under what condition would you consider lifting this halt on immigration or is this an opportunity to address what youve seen as a problem for a long time . Pres. Trump right now, obviously, theres never been we have the greatest economy in the world and one day we had to shut it down. We did the right thing because i think we would have had a million or two million or maybe more than that deaths. We did the right thing. But certainly this would pertain. When you look at it right now the last thing we want to do is take American Workers jobs. Its one thing when we essentially used to call it full employment. And its another thing right now. Right now we have people that have lost their jobs and we hope theyre going to come back and come back fast and we can have an even deeper discussion but right now we have to have jobs for americans. Reporter do you have a sense, if unemployment gets to 4 or 5 . Pres. Trump we have to see. I hope were in a position to have that debate. Right now weve closed down the greatest economy in the history of the world. Its the most successful economy. When you look at the stock market, breaking records virtually every week, sometimes every day. And the stock market is still not doing badly considering what this countrys been through, which tells you how strong it was in the first place. But, no, i hope were going to be able to have that discussion. I hope were in a position. Thats a good discussion to have but that will be later. Reporter dr. Birx, the c. D. C. Director said in an interview hat perhaps the second wave of coronavirus in the fall could be worse because its timed with the seasonal flu. I wonder if you could talk about hat in context of opening up the country and the guidelines youve laid out. Dr. Birx we were very clear in the guidelines that we believe we can monitor, again, monitor communities, at the community level, by using the influenzalike illness and syndromic respiratory and gastrointestinal components of this particular virus. Obviously, when you have flu and were working on an algorithm testing for flu and testing for covid and making sure were building the Testing Capacity to be able to do that because i think its very important that youre going to be able on the surface, a patient when they come in with early flu and early covid, can look very close, identical. So we need to have testing in place to be able to separate and ensure those patients receive he best treatment. Were also hoping by that time that we have additional Treatment Options for people with covid19 so that there will be additional treatment available in the fall. Reporter your message would be to prepare for that time . Dr. Birx the president has made it clear that we have the emergency, which we have been working on, the openingup guidelines and as we talked about phase four, he has us very much working on the next 60, 90, and on with fall and thats why hes not stopped with the ventilator orders. Its very important that we have a refreshed and comprehensive stockpile going into the fall and i think thats why weve continued to bring in those shipments and work on the ventilators so that those would be available not only for the United States but certainly if other partner countries have this level of tragedy. Reporter follow up on that. You agree this could come back, actually worse, in the fall . Dr. Birx i dont know if it will be worse. I think this has been pretty bad. When you see what has happened in new york, that was very bad. I believe that well have Early Warning signals both from our surveillance that we have been talking about, in the vulnerable populations. Were going to continue that surveillance from now all the way to the fall to be able to give us the Early Warning signal. I think what weve learned is how good americans are about immediately reverting to all of those issues that they need to do to ensure theyre protected and their families. Reporter mr. President , what do you say to the concerns, like georgia is opening up barber shops and bowling alleys and the like and you say Lindsey Graham saying hes concerned georgia may be going too far, too fast, and account affect people in south carolina. Obviously people travel back and forth between states. How do you protect the people of south carolina, for example, from potentially bad decision by a governor in georgia . Pres. Trump hes a very capable man. He knows what hes doing, hes done a good job as governor, georgia, and south carolina, governor mcmaster, also. You have two capable people, were going to find out. Im scheduled to speak to the governor of georgia in a little while. Reporter Lindsey Grahams concern about what happened in georgia . Pres. Trump we have those concerns. If they do come back and they come could come back together heavy on the flu i really believe well be able to put out the fires. Its like fires. And weve learned a lot. Weve become very good at this. When you look at whats happening. When you look at the numbers coming down. A lot of states are in really great shape. Youll see a lot of openings but ill be speaking to the governor of georgia in a little while. The American People need to be prepared or go back to social distancing, even if things relax over the summer but not in the fall . Pres. Trump i can see them and ill speak for the doctor and if youd like, either of you, to say. But i would say you keep away until this thing is gone. Its going to be gone at some point. Its going to be gonegone. I would say you keep away and you do the social distancing until such time as you know its gone. Well know when that time is. Reporter your executive order is to last 60 days. How will you decide whether to extend it . Pres. Trump well see where we are with the economy, basically, and i think ill have a very easy decision to make. I hope that the economys going to be great by that time but well see. Right now in light of the fact that americans are out of jobs, i cant be taken in. Reporter another 60 days . Pres. Trump i could roll it 30 days or much more than 60 days. But well be looking at 60 days and see what it is. Reporter the immigration order, reporting you may sign a second order to limit more extensions you were talking about. Can you confirm pres. Trump if i want, but i wont be doing it tomorrow. Ill sign the primary order and we have a secondary order that if we want to do that, ill make that determination. We can do that at a different time if we want. Secondary orders, yeah. Reporter i have two questions. One from me and one from a reporter who couldnt be in the oom. My first question is about your immigration order. You campaigned on reducing legal immigration. Your speech in phoenix in 2016 on reducing immigration. Pres. Trump ive always said you have to come into the country legally. Not legal. What i campaigned on was people flooding our border and stopping. And speaking of that, we have 170 miles, almost 170 miles of very powerful border wall up and its moving rapidly, very quickly, and its having a tremendous impact and its making our job a lot easier. Mexico has 27,000 soldiers right now on our southern border that we share with them and mexicos been terrific. Theyve really helped. Reporter you also campaigned on reducing legal immigration. And im wondering if some critics are saying you are using the virus now in this crisis to follow through on that promise to reduce legal immigration. Pres. Trump no, no. I want people that are in this country, i want our citizens to get jobs. I dont want them to have competition. We have a very unusual situation where something came in that nobody has seen for many, many decades, probably 1917 would be the closest analogy if you look at it, when you look at the contagion, the kind of contagion were talking about. Im not doing that at all. I want the American Worker and the american citizen to be able to get jobs. I dont want them to compete right now. Theres a big difference when we have a full economy and frankly where some of the companies, we have Many Companies moving in where they need actually, they need workers. Thats a big difference between that and where all of a sudden a lot of people lose jobs. A lot of farmers rely on seasonal migrant workers. Pres. Trump thats an important point. The farmers will not be affected. Thats very important point. A great point, actually. Im glad you brought it up. No, the farmers will not be affected. All the farmers went out of business, they were literally ut of business, you remember that, it was not long ago. Its easier to stop everything cold than it is to plan it so that the farmers have the people that have been working in those farms for many years and thats what were doing. O, the farmers will not be affected by this at all. If anything, were going to make it easier and were doing a process that will make it better for those workers to come in to go to the farm where theyve been for a long time. Reporter a question from the reporter from the washington times, why hasnt the c. D. C. Had a more publicfacing role in the pandemic, that its held early media calls early on but has not since mid march . Pres. Trump i cant tell you that. The c. D. C. Has been terrific. We worked with them very closely. They were very much involved even in the broader decision that i made last night. The directors are doing a good job. We have always, whether its tony or deborah or steve, we have always, a lot of people up and certainly as youve seen the directors been here a lot, right . Hes been here. Hes been sitting here, speaking a lot. C. D. C. Is very much involved in everything weve done. Reporter the director of the c. D. C. Said the protests of the stayathome orders are not helpful. You encouraged these protests. Pres. Trump people want to get back to work and ive watched some of the protests. Not in great detail but ive seen that and theyre separated. A lot of space in between. Theyre watching, believe it or not, theyre doing social distancing if you can believe it. And they are and theyre protesting but theyre the groups ive seen have been very much spread out. So i think thats good. Look, people, they want to get back to work. Theyve got to make a living. They have to take care of their family. They dont want to do this. Its unfortunate one way or the other. Both of unfortunate. But you have a lot of people out there that are anxious to get back. Yeah. Reporter people are actually more concerned, more people are concerned about the virus spread and they dont want to go out. Pres. Trump there are two groups. Theyre big groups, both of them. Reporter my question is, what good is it for business that would reopen if the customers pres. Trump at the same time we have to build back our country and im going to make our country bigger and better and stronger and we have to get started. Theres a big difference, though, because people have theres a big difference, though, because people have really been through a lot and they understand what to do now. Before, nobody had heard of a thing like this, wouldnt you say . Nobody ever heard of a thing like this. Distancing, social distancing, what does that mean . Washing your hands every 15 minutes . What does that mean . People had never seen or heard about anything like this. Now they really are. Not only have they done it, but theyve done a good job of it. But you cant break the country. At some point you have to go back. Now, hopefully the governors are going to do i want the governors and ive always wanted that. You can call it federalism, call it whatever you want. But the governors, i want them to do it. If we see them doing something we dont like well stop it quickly, but theyre doing a good job. Theyre being careful. Some of the governors, frankly, theyre in a position where they can do it sooner or a little bit later and thats ok. But people they dont want they need money. They need help. Were going to lose and we cant break our country over this. We cant do it. We have to get going. With that said, some are going soon and some are not. Reporter pardon me. Hair salons, nail salons, tattoo parlors. Dr. Birx, can you weigh in on this . The people of atlanta want to hear from you, as well. How do you open safely hair salons and nail salons and tattoo parlors in georgia where people have to be close together . Dr. Birx what i have been trying to communicate over the last several days is its really important that the governors and mayors communicate critical information to their communities and show very clearly the data. We wanted this data and evidencebased. The data that they utilize to make decisions and the data the mayors should use in each of the communities because it will have to be on a communitybycommunity opening because there are different communities in different places, even in georgia. So i believe people in atlanta would understand that if their cases are not going down, that they need to continue to do everything that we said social distancing, washing your hands, wearing a mask in public. So if theres a way that people can social distance and do those things, then they can do those things. I dont know how. But people are very creative. So im not going to prejudge, but we have told people very clearly and the president s guidelines made it very clear about the expectations of phase one and remember phase one also included social distancing in restaurants, social distancing in every place that was entertainment and keeping your own individual social groups to less than 10. We have been very clear in the guidelines and i think its up to the governors and mayors to ensure that theyre following the best they can each of those phases to make sure that the public is completely protected. But the governors and mayors also need to communicate very clearly on the data that was used for Decision Making and make that transparent and available to their communities. Pres. Trump the example you just gave, are they doing testing before they go in . We have to find that out. Thats why im speaking to the governor in a little while and will be asking him those questions. Reporter trying to get a sense of what you have left in the tool box. You hashed out the deal with opec pres. Trump the biggest thing in the tool box is to get our country open. Thats by far the biggest thing there is. If we can open pretty well and i think were going to over a period of time, piece by piece, puzzle, remember. If we can open well, i think thats your biggest part by far. Thats where the engine is, more important than any other thing that we can work on. Reporter in your meeting with Governor Cuomo, was there talk about providing states like new york with aid in the fourth stimulus package, wondering if you have thoughts on whether that aid should be tied to infection rates, whether states like new york, new jersey, that have been hardest hit, should receive more money and wondering if you have thoughts on mayor bill de blasio that he would like to host a ticker tape parade to honor the healthcare workers. Pres. Trump that sounds like a good idea to me when its all over. They deserve it. Theyre warriors. Theyve done an incredible job. We mentioned briefly state aid. We talked about that, Governor Cuomo and myself and i agree with him on that and i think most republicans and democrats agree, too. Thats part of phase four. I think infrastructure is a big part. We have to rebuild our country. You take a look where we spend and we go over this all the time but 8 trillion in the middle east. We want to rebuild our country and that means our bridges, our tunnels, even schools. Were doing something with schools. We have to do our roadways. Whats happened . We spend so much money on other countries, they dont appreciate it. They dont appreciate it. Were going to spend money now on our country. Its going to be our jobs and its going to be our equipment. Its going to be made, much of it is going to be made here. Hopefully at some point all of its going to be made here. John . Reporter at that podium back on march 9, Vice President pence said that over a million tests had been distributed and he said, an exact quote, before the end of this week another four million tests will be distributed. As you know, now, six weeks later, we still arent at four million tests. Pres. Trump i dont know what his statement are you ready . Again, ill say it for the fifth time. We have tested more than any country in the world and some of the countries are very big. More than any country in the world. We have one of the most successful, if you call mortality rates, because one person and i always say that for you in particular, one person is too many. But weve done very well, our testing. If you add them all up, weve tested more. I dont know what mike pence said but im sure he could answer that question. Reporter he said four million tests pres. Trump weve tested more than every country in the world, even put together. So thats all i can say. As far as mike, hell answer your question. Hell be back tomorrow. Reporter i wanted to ask about china, phase one still in place. How confident are you that the chinese are not going to invoke the Natural Disaster clause pres. Trump were going to see. Look. Theres nobody ever been tougher on china for me and that means for 20 years. You go back 20 years. I probably got elected at least partially on the fact that i have been very tough. I said chinas been ripping us off for years. Id go into michigan. Id go into pennsylvania, make speeches, unrelated to being a politician. Id be invited, id be speaking people, which i like to do because i love the people, i love the people of this country, and id make speeches. Nobody id say, how did you let this happen with china . I even asked the leaders of china, how did this ever happen where our country loses tens of billions of dollars a year and i dont mean just tens. Take a look, 200 billion, 300 billion, 400 billion, 500 billion dollars a year . How did they let this happen . If you look at last year, the deficit went way down. Im talking about even before. Now its much different. But great things were happening except all of a sudden out of nowhere came the invisible enemy and we think we know where it came from and well be talking about that probably a lot but came the invisible enemy. Theres been nobody tougher than me on china. You have no guarantee that they are going to go ahead with pres. Trump if that happens well do a termination and well do what i can do better than anybody. Please. Reporter u. S. Intelligence analysts told you they think the virus escaped from a Chinese Research lab. Pres. Trump what kind of a question is that you want me to tell you what they told me. Look, they told me plenty. They told me plenty. Reporter you said about the Small Business program, harvards going to pay the money back. How confident are you that you can claw back money pres. Trump ill have to look. I dont like what harvard that has a 40 billion endowment, some incredible amount of money, that harvard gets some money . I want harvard to pay the money back. Ok. If they wont do that, we wont do something else. They have to pay it back. I dont like it. I dont like it. This is meant for workers. This isnt meant for one of the richest institutions, far beyond schools, in the world. Theyve got to pay it back. I want them to pay it back. Reporter your clubs have had to furlough workers. Have you thought about keeping workers on the payroll pres. Trump in dural, youre not allowed to have golf courses open, you cant have the clubs open. You cant have anything. Its a big hotel and resort and i think theres probably 700, 750 people. So you cant have anything opened and you say what are we going to do . Theres no income coming in. Everyones home and theyre supposed to be. Second of all, florida, you cant use golf courses. That one im not sure i agree with. You have parks and golf courses where you have open space, but thats what it is. So i have others also. Then i have others in different states. I have a lot of different properties. But, again, my children run them and i love my children and i wish them well. I look forward to comparing my numbers to my childrens numbers. I think ill do better. The first property, you have to close them up and hopefully when things get better, well just open it up, but you cant have many hundreds of employees standing around doing nothing. Theres no customer. Youre not allowed to have a customer. So in some places its very strict. New jersey is strict. New york is strict. And you have to do what you have to do. And its too bad. I feel so badly when i see that. I think its a tough policy, but i go by whatever the policy thats a state policy in the case of florida. Reporter youve communicated regularly with kim jongun, the north korean leader. Are you going to reach out to him to check on his condition . Pres. Trump look, i just hope hes doing fine. Ive had a very Good Relationship with kim jongun and thats to the benefit of the country. Thats not a bad thing. Thats a good thing. And id like to see him be well. Well see how he does. I dont know that the reports are true. Do they have a line of succession . Pres. Trump i dont want to ask him that. Its not my purpose to tell you that in all fairness. I hope he does well. Reporter can i follow up with dr. Birx for a moment . I want to follow up on the question we were asking you about with social distancing in so many states. With georgia opening back up, things like tattoo parlors, getting a massage, social distancing, maybe there are creative ways, but it seems hard to do social distancing. Do you have a message for people in georgia who will have a choice about going to the hair salon or nail salon or getting that tattoo if theyre not six feet apart and not able to follow social distancing guidelines, whats your message to people in a state like georgia . Dr. Birx we made it very clear in our message to all the American People with opening up america again, the criteria that we want the states to follow. Those were careful criteria. There were only six. They were carefully, carefully selected in conversations with epidemiologists around the world and with cdc to really pick things that people could understand and use platforms that people have utilized in the past. But it was built on the premise that it needs to be data driven and it needs to protect those who are most vulnerable and then it went through the phases and the very first thing it says, in all phases, all individuals need to continue to wash hands, protect the vulnerable, ensure the safety of others. But if phase one it made it clear that social distancing was absolutely key and i think its on the white house website. We ask every american to read it and to use that as their guidelines. Weve also asked governors to create countylevel information so that communities can see the information and understand why they may be different than a different county so that its very transparent and understandable. I had a question here a couple of days ago on a jacksonville beach. Jacksonville is dramatically different than miami and i think that was reflected in why jacksonville had a different set of information and regulations. So im not going to second judge anyone about their Decision Making. What im going to say is we were very clear in what we really believe protects the safety of americans and that is clearly laid out in the opening up america again. Reporter i have a question. We got data from tokyo, an increase in cases. Double the cases in singapore. Looking a lot at europe after china, and now we are back into this area of the world. Here were talking about a plateau and then cases going up. Any of that seems to take out of whats happening in this area, in asia, after we put our attention somewhere else for so long. Pres. Trump theyve got to be very careful. We dont want that to happen. It could happen. I think we stamp it out if it does happen. Were not going to be doing any mass closings, i hope. So i think we could. I call them burning embers and we put them out and i think weve gotten very good at that, but well see. We dont want that to happen. Reporter once the reopening happens, we dont want to go back to reclosing. Pres. Trump i dont want to do that, nobody in this room wants to do that. Ation, today poll came out and found 80 of americans are supportive of the immigration halt. The temporary freeze. Did public support have any effect on your Decision Making here and are you surprised by those numbers . Pres. Trump its a high number. I did not see that number. I heard there was a poll. I think the American People want to make sure they have jobs for the American People, not for people that come in in many cases illegally into our country. Were doing that. I dont know what the numbers are but i think just common sense tells you thats where we should be and where the American People want to be and were going to build our country back and im telling you, with all the things that were doing and infrastructure, which we desperately need, its going to be an incredible thing taking place. I think its going to be a renaissance. Were going to have something that will be a lot of people will go to work building those roads and bridges and tunnels and highways and all of the other things were going to be building and broadband for the middle west. The farmers havent been treated fairly. Lets face it. Farmers have been treated terribly when it comes to the internet so were going to take care of that. Were going to make them very happy.
