Pandemic. This is one hour and 10 minutes. Ladies and gentlemen, the president of the United States and the Vice President of the United States. Pres. Trump thank you very much. Please. Importantly, id like to begin by saying that weve just , the secretarynt , withasury Steven Mnuchin the major airlines, all of our great airlines, to participate in a payroll support program. This agreement will fully support Airline Industry workers, preserve the vital role airlines play in our economy, and protect taxpayers. Airlines are in good shape and they will get over a very tough period of time that was not caused by them. United states is continuing to make substantial progress in our war against the virus. We grieve every precious life that has been lost. To the invisible enemy. But through the darkness, we can see the rays of light. We see that tunnel. At the end of the tunnel, we see light. We are starting to see it. More than ever before. The numbers, everything we done, we have been very strong on it, very powerful on it. Look at what is happening in other countries. Spain, italy, the united kingdom, we are working with them, we are trying to help them with ventilators. They need ventilators so badly. 15 of counties within the United States have zero cases. Many counties within the United States have a very small number of cases. Large sections of our country are looking at other sessions and saying that looks bad but they dont have the problem. I salute the American People for following our guidelines. On social distancing, it is so different looking out there when i look at you. Their devotion, your devotion is saving lives. Today, i am instructing made administration to halt funding of the World Health Organization while a review is conducted to assess the World Health Organization possible in severely mismanaging and covering up the spread of the coronavirus. Everybody knows what is going on there. American taxpayers provide between 400 million and 500 million per year to the who. China contributes roughly 40 million. The United States has a duty to insist upon full accountability, one of the most dangerous and costly decisions from the who was is disastrous decision to oppose travel restrictions from china and other nations. They were very much opposed to it we did. My was not convinced and i suspended travel from china. Saving thousands and thousands of lives. Had other nations likewise suspended travel from china, countless more lives would have been saved. Instead, look at the rest of the world. Look at parts of europe. Other nations and regions who followed who guidelines and cap their borders open to china, accelerated the pandemic all around the world. Many countries said we will listen to the who. They have problems the likes of which they cannot believe. Nobody can believe. The decision of other major countries to keep travel open was one of the great tragedies and missed opportunities from the early days. The who attack on travel restrictions put Political Correctness above lifesaving measures. Travel bans work for the same reason. The same reason the quarantines work. It is fundamental to virus control. Since its establishment in 1948, the American People have generously supported the World Health Organization to provide Battle Health outcomes for the world. Most importantly to prevent Global Health crises. With the outbreak of the covid19 pandemic, we have deep concerns about whether americas generosity has been put to the best use possible. The reality is that the who failed to adequately obtain and share information in a timely and transparent fashion. The world depends on the who to work with countries to ensure that Accurate Information about International Health is shared in a timely manner. If it is not to independently tell the world the truth about what is happening. The who failed in this basic duty and must be held accountable. It is time. After all of these decades. The who failed to investigate credible reports from sources in wuhan that conflicted directly with the chinese governments official accounts. There was credible information to suspect human to human transmission in january, it endorsed the idea that there was not transmission happening despite reports and clear evidence to the contrary. The delays in declaring a Public Health emergency cost valuable time, tremendous amounts of time. More time was lost in the delay it took to get a team of National Experts in to examine the outbreak. We wanted to do that. They should have done that. The inability of the who to obtain virus samples. To this day, it has deprived the Scientific Community of essential data. New data that emerges across the world on a daily basis. It points to the unreliability of the initial reports and the world received all sorts of false information about transmission and mortality. The silence of the who on the disappearance of Scientific Research and doctors and our new restrictions on the sharing of research into the origins of covid19 in the country of origin is deeply concerning. Especially when we put up the largest amount of money. Not even close. Had the who done its job to get medical experts into china to objectively assess the situation on the ground and to callout chinas lack of transparency, the outbreak could have been contained with very little death. Very little death and very little death by comparison. This would have saved thousands of lives and avoided worldwide economic damage. Instead, the who willingly took chinas assurances at face value and took it just at face value. It defended the actions of the chinese government, even praising china for its socalled transparency. I dont think so. The who pushed chinas misinformation about the virus, saying that there was no need for travel bans. They told us when we put on our travel ban that there was no need to do it, dont do it, they fought us. The who lines on chinas disclosures likely caused a 20 fold increase in cases worldwide. It may be much more than that. The who has not addressed a single one of these concerns or provided a serious explanation that it knowledges its own mistakes of which there were many. America, the world have relied on the who for important Public Health recommendations and decisions. If we cant trust that, this is what we will receive. Our country will be forced to find other ways to work with other nations to achieve Public Health goals. We will have no choice but to do that. Our country is now experiencing, you look all around the world, tremendous death and economic devastation. Those tasked with protecting us by being truthful and transparent failed to do so. It would have been so easy to be truthful. So much death has been caused by their mistakes. We will continue to engage with the who to see if we can make meaningful reforms. For the time being, we will redirect Global Health and work with all of the others. All of the aid we send will be discussed and very powerful letters. What is very powerful as influential groups and smart groups. We will be discussing it with other countries and Global Health partners. What we do with all of that money that goes to who. Maybe who will reform and maybe they wont. We will be able to see, as you know, other countries were hit hard by the virus. Hospitals have been tragically forced to ration medical care and the use of ventilators. Due to our early and aggressive action, the skill of our Health Care Workers and the resilience of our health care system, no hospital in america has been forced to deny any Patient Access to a ventilator with all of the talk you have heard where some states wanted 40,000 ventilators. I said that doesnt work. 40,000. They ended up with seven or 8000. They had no problem. 40,000 ventilators for one state. Ridiculous. The scariest day of my life was about a month ago when after a long day of meetings, my team told me that we were going to be needing 130,000 ventilators that we were short. Hundreds of thousands of ventilators. This is the system we inherited. I had governors requesting unreasonable sums that the federal government just did not have. You look at the states. The states were not prepared. I knew that every person who needed a ventilator did not get one would die. That is what we were told. They would die. I saw and other countries, doctors having to make decisions on who got a ventilator and who did not. I knew this would be a defining challenge of the crisis. Those that did not get ventilators were said to be in a position of only one alternative and that was death. Would we be able to prevent americans from dying because we could not get them ventilators . The ventilators they needed . They needed them immediately. I instructed my team to move heaven and earth to make sure that this did not happen. We started to ration and distribute the ventilators that we had and others had. I got daily updates on the supply we had from requests coming in and people wanting to have updates. We had a great group of people. I instructed my team to use the defense production act. The defense production act was used very powerfully. More powerfully than anybody would know. So powerfully that for the most part, we did not have to officially take it out. It was a hammer. It was a very powerful hammer in order to manufacture as many ventilators as possible. Last year, america manufactured from a dead start, 30,000 ventilators. This year, the number will be over 150,000 ventilators. It could be as high as 200,000. Far more than we will ever need. We will be able to stockpile. We will be able to talk to states about stockpiling. These are highquality ventilators. We had a choice. We could do inexpensive, less productive ventilators or highquality. Highquality ventilators. We should have anywhere from 450 to 200,000 ventilators. In addition to that, we have 10,000 ventilators right now and the federal stockpile. Should we need them. We might not. Should we need them in new york or new jersey or in louisiana. Illinois, any other state that might need them. If we have a surge. I would like to ask adam to come up and say a few words. He has done a fantastic job. The young man who worked 24 hours a day on handling the situation. I would like to have adam come up and say a few words. Please. Thank you very much. Adam thank you mr. President. At your direction, this country has worked hard over the past few weeks to ramp up ventilator production through all means possible. Thousands of ventilators are coming in now, months late with over 100,000 by the end of june. At the same time, there are over 60,000 ventilators in our hospitals right now that are not in use. Knowing this and at your direction, we reached out to the American Hospital association to design a system that allows hospitals to lend ventilators to other hospitals right when they need it. Within the past week alone, 20 Top Health Systems have signed up for this dynamic ventilator reserve, representing over 4000 ventilators. Not only do we have top academic systems like Cleveland Clinic and mayo clinic, but also Top Health Systems from new york city, new orleans, Washington State and california. Over a week ago, these places would have needed help, but now they are here to help. Theres been no american who has needed a ventilator that has not received one. This dynamic, virtual reserve, combined with our strategic stockpile, will ensure that this is always the case. Id like to thank the president for his leadership and directive to focus on publicprivate partnerships like this one. Id also like to thank sam haven from hda and for leading this effort. These have been difficult times. A few weeks ago, the Vice President came into my office, and reminded us of the power of the resilience of American People and private companies. This partnership is another example of americans helping americans. Thank you. Pres. Trump thank you very much. Id shake his hand, but im not allowed to. Times have changed, havent they . Thank you very much. You did a fantastic job. You and your whole team. Today, we are taking further action to maximize our oversupply and available of ventilators. This afternoon, i met with the leaders, the top people of many of americas big, powerful, beautiful and very, very important hospitals, and hospital associations, who join us today. We had a great meeting. Learned a lot. Theyve been going through a lot. Theyve been doing a fantastic job, as everyone here will attest. Im pleased to announce my administration is partnering with hospitals across the country to create an Innovative New system called the dynamic ventilator reserve, so that we will have tremendous numbers of ventilators that were able to help our states with at a later date, if theres ever a problem like this, which we hope to god will never happen again. 19171918. Thats a long time ago. We hope it never happens again. And id like to ask the ceo of the American Hospital association, the ceo of hca health care, the largest in the United States, the ceo of and if i could, are you here from Cleveland Clinic . Good. Come on up, folks. Please, say a few words. Thank you very much, mr. President. We appreciate the opportunity to work with you and your team on the dynamic ventilator reserve program. This will provide a really important mechanism for us to serve our patients and communitys by ensuring that this Vital Equipment will be available to critical areas in need. You know, as this battle against this disease has affected the country a little unevenly, the rates of infection, hospitalization and icu use varies from one region to another. In some places with lower infection rates, some ventilators may not be in use, while other areas are potentially stretched beyond their capacity. This database of available ventilators that we are creating will allow us to be sure available equipment can be shared with those in need. We appreciate the leadership of the Health Systems here today that have stepped forward. Adam mentioned a few. I dont know if you caught dr. Francois from nyu and the ceo of lifepoint as well. We appreciate the work of this administration in helping us to find Innovative Solutions to ensure the best care for our patients. We will continue to work with hospitals and Health Systems across the country to add to this reserve further. Your Team Provided us with important leadership, and we look forward to working with you. One of the Guiding Principles we had when we went into this covid19 battle was defined partnerships with other components of the industry, partnerships with other Health Systems, and partnerships with government, both local and federal. Were proud to be part of this partnership, and i think it will do great good for the communities, so thank you very much. Thank you, mr. President. Its great to have oxner health be part of this program. Weve been a recipient and the state of louisiana has been a recipient of getting ventilators to ochsner health. We have seen a spike in the last few weeks, but are starting to get on the other side of that. I want to thank you personally for helping oschner health. A couple weeks ago, we were running short on surgical gowns and you were able to direct help to us and other hospitals around the new orleans area. Were proud to be part of that and help other communities around the country. Thank you, mr. President , for the invitation. On the half of the Cleveland Clinic, id like to offer a slightly difference story about the covid pandemic. In our home state of ohio, with early institution of social distancing, our ability to scale out testing and ramping up capacity, we have seen a stable number of patients in the last 810 days. Only 160 patients have been hospitalized with Covid Infection in Cleveland Clinic health system. Were also grateful for the support from our State Government and federal government. This is a battle we are all in together. We coordinate our efforts, share resources and Work Together as one. Im firmly convinced we can do a lot of good when we Work Together. Thank you very much for having us. Pres. Trump it was a terrific meeting, and thank you all for being here. Thank you very much. The United States has far more icu beds per capita than any other nation. We have 34. 7 icu beds per 100,000 people, which is the best there is. Compared with roughly 12. 5 beds per 100,000 in italy, 11. 6 beds in france, 9. 7 beds in spain. Think about that. 34. 7. And 6. 6 in the u. K. There are more than 60,000 ventilators at hospitals and other Health Care Facilities that are not in use at this moment. We got a lot of them out, and they didnt need them. And thats a good thing, that they didnt need them. A lot of good brainpower was involved in making a lot of fantastic decisions. I want to thank our Vice President , the task force, and all members of your task force for having done an incredible job. You really have done an incredible job. Thank you, mike, very much. Through this new partnership with hospitals, unused ventilators will voluntarily lend them, where they have unused ventilators they will voluntarily lend them to other hospitals and other areas of greater need. Within the last several days, more than 20 of our nations largest Health Systems have already split more than 4000 ventilators, should we need them. Ive been told that if they need more, there are more there. We are going to be helping very soon, when the supply really starts pouring in, well really start, in less than a month, we will be helping other countries, and they needed very badly. They have no chance without these ventilators. They have to have ventilators. As we continue our medical war against the virus, the fda has authorized the first test developed by researchers from Rutgers University that can use saliva from patients, the first one. The tests can be self administered by patients in health care settings, which will reduce exposure for medical workers and save personal protective equipment. Rutgers will begin processing 10,000 tests daily. By using saliva, they will be able to do things in terms of speed and ease we havent been able to do before. A lot of Great Innovation is taking place in this period of time, innovation under pressure. Theres a big difference. Innovation under pressure. Cleveland clinic knows all about that. As we prepare for the next phase of this great struggle, we must also do everything in our power to restore prosperity for the american worker. Theres tremendous interest and excitement surrounding the administrations efforts to get the economy roaring once again, and i think it is going to roar once it gets open. I think it is going to go up tremendously. You see whats happening with the stock market already, because a lot of the very Smart Financial people are looking at stocks and saying, well, what theyre really seeing is how we are doing. If we werent doing well, the market wouldnt be at the level it is today. They have a lot of confidence we are doing the right thing and that our countrys going to be open soon, and that our countrys going to be booming. Weve had a request to purchase debate from the best in the world, as we share their enthusiasm to get our country going. So i thank them for wanting to contribute, and we look forward to speaking with many industry leaders, seeking their input on how we can return to what was until very recently the greatest economy anywhere in the world, and i can say, the greatest economy in the history of the world. Theres never been an economy like we had, just a little more than a month ago. We set every record you could set. More people working than weve ever had working before. Almost 160 million. The best unemployment numbers weve ever had, and the best employment numbers weve ever had. Everybody was doing well. Stock market hit a record. 142 days it hit a record. And i think we are going to top those records, ok . And i think we are going to top them soon, once we get rid of the invisible enemy, which will happen. The plans to reopen the country are close to being finalized, and we will soon be sharing details and new guidelines with everybody. I will be speaking to all 50 governors very shortly, and i will then be authorizing each individual governor of each individual state to implement a reopening and a very powerful reopening plan of their state at a time and in a manner as most appropriate. The day will be very close, because certain states as you know are in a much different condition, much different place than other states. Its going to be very, very close, maybe even before the date of may 1st. So, that will be for some states. Actually, there are over 20 that are an extremely good shape, and we think we will be able to get them open fairly quickly, and then others will follow. The federal government will be watching them very closely, and well be there to help, we will be there to help in many different ways, as we were when we build hospital beds at a number nobody has seen before, when we did the ventilators we just discussed at a level nobody has seen before. Nobody can believe. Other foreign countries, even powerful countries cant believe what we were able to do. Big, powerful countries, big producing countries, cant believe what we were able to do. We will hold the governors accountable, but again, we will be working with them to make sure it works really well. Now, we have a list of people that i will be speaking to over the next very short period of time, in many cases tomorrow. Were owing to have elected officials, and well these emitting that list to you within the next 24 hours. We have a list of Different Industries i will be discussing by telephone, because we dont want people traveling right now. The American Farm bureau, cisco systems, tyson foods, purdue farms, archer daniels, midland company, cortiva, Tractor Supply company, seaboard corporation, rimway farms, and others in the agricultural business. In banking, bank of america, Brian Moynahan has been great, j. P. Morgan chase, jamie dimon, goldman sachs, citigroup, wells fargo, u. S. Bank, morgan stanley, james gorman, grand rapids estate bank, Southern Bank corp, all great institutions with lots to say and lots of good ideas. If you look at how paycheck has been working out, the numbers are incredible, and i Hope Congress will be able to supplement the amount of money going to our workers. I hope they are able to get that done very quickly, because it has been an incredible success, and many are already spending that money, and the moneys been distributed at numbers nobody believed possible in this short period of time. It was only a week ago, but a lot of moneys been disturbed it already. It will keep our Small Businesses open. The International Union of operating engineers, the North American Building trades union, a lot of friends of mine. International brotherhood of teamsters. National Electrical Contractors association. National association of homebuilders. Association of builders and contractors. Associated general contractors. Richard trumka, aflcio. These are some of the unions, pretty much, almost all the ones that will be on the line. In defense, we have lockheed martin, honeywell, northrop grumman, the top of each company, ceos, raytheon, general dynamics. Energy, we had tremendous success recently with energy over the weekend. We finished with tremendous credit going to russia and saudi arabia, and it could be as much as 20 Million Barrels a day of cuts, so we can get rid of some of the tremendous excess oil thats been produced because of the fact the virus knocked out almost 50 of the business. It has been an amazing achievement, some people say one of the biggest oil deals ever made, maybe the biggest. I didnt know that. But we were involved, and it was very important. We will save hundreds of thousands of jobs for our energy industry, texas and north dakota, oklahoma, all our energy states. So we are very happy. I want to thank everybody. Opecplus, thats opecplus, meaning some nations outside of opec. I also want to thank the president of mexico. He was terrific. He showed great dexterity and flexibility in getting the deal done. They have to be smart. But ive dealt with a lot of different countries, and ill say, the respect for Silicon Valley and our tech companies, theres nobody even close to our tech companies. They cant catch them, so they tried to buy them, but we sort of put an end to a lot of that. In sports, we want to get our sports back. These will be separate calls, some will be together, and some will be separate. But we have to get our sports back. Im tired of watching baseball games that are 14 years old. But i havent actually had too much time to watch. Maybe i watch one batter, then i get back to work. The nba, adam silver. The major league baseball, we miss our baseball. We have incredible people, and they want to be a part. We will be talking about churches, and we will be talking about opening, and theyll be talking about things that are very important to a lot of people, including me. We will find out how we are doing in that regard. So those are the names we have on our list, the names that are, i think, the best and smartest, the brightest, and they will give us some ideas. But we will, as i said, the governors will be opening up their states. Some can open very, very shortly, if not almost immediately. We will give a date, but the date will be in the very near future. We will get it open. Individual states, the governors will be held accountable. If they need things, we will help them get those things, but we want them to do their testing. Theyre equipped to do testing. We created incredible testing. Weve done more testing than anybodys ever done in the world. We had a broken system. Now we have a great system. We have a system where other countries are coming to us, saying we want to get some of those tests. I want to thank abbott. Abbott came up with the first simpler test. The first one was rough, more of an operation than a test. The first one for anyone who took it, it was not easy. But now we have a very simple test with abbott. Now we have saliva. We have lots of other things that are happening. But we have millions of tests. The governors are responsible. They have to take charge. They have to do a great job, and were going to suggest they check people through tests or otherwise coming into their states, and they run their states very strong. Eventually, we wont have to do that. Eventually, this will be gone, but for a while we are going to do it, so they are going to take charge of their borders. They are going to take charge with people coming in, and may be depending on what they work out with nearby states. We will be announcing a date, but it will be very short. Frankly, it will be at a time that will be earlier than the deadline we imposed, the end of april. So we think some of the governors will be in really good shape to open up even sooner than that. We will speak to that, but we are all set. Were counting on the governors to do a great job. Others will have to take a longer period of time until they are in a position where they say we are ready to go. I understand that. Some of the governors have a very tough situation. But in almost all cases, its all starting to come down. Were very proud of the job everybody has done. If you look at the numbers, the minimum as portrayed, deborah is here, dr. Birx has been fantastic, the minimum was 100,000 deaths and i hope to be substantially under the minimum. Meaning we all hope, mike, right, we all hope to be substantially under. We did the right thing, because otherwise the projections were two million people, the actual projection was 2. 2 million people, and if you cut it in half, that would be 1. 1 million people. Thats many more, thats double the civil war. And you cut that in half, you are talking 500,000, 600,000 people. Thats what we lost in the civil war, and that is cutting and cutting and cutting it. That would not be acceptable. That would not be acceptable. One life isnt acceptable, but we werent given that option. So i am confident that these respected people that i just read from the list will give us some great ideas, in addition to what the governors have learned. The governors have learned a lot. Ive spoken to governors that at the beginning it was a contentious relationship, and now its a very friendly relationship, a great relationship, and i am proud to say that some of them i think are our friends. In some cases they are democrats, but i think they like me, and i actually like them, some of them. But we are all getting along, and we are all going to do the right thing, and i think they will do a great job leading their individual states. It will be a great thing to watch, the mayors, the local town officials. Washington shouldnt be doing that. We cant be thinking about a walmart parking lot 2000 miles away, where we are doing testing. The governor of the state can. A mayor can. Write down the line. I think it will be a terrific system. If we are unhappy with the state, we will let them know we are unhappy. If they cant get the job done. If for some reason things are happening that we arent going to like, like the numbers are heading in the wrong direction, we will have to do something thats very serious, maybe close them up and start all over again. But i dont think we will have to do that. I think the governors, these will be individual dates, and the governors are going to come out at a time. Some of them can come out very shortly, and we look forward to watching that process. I think it will be a very beautiful process. Our discussions will focus with the people that we are dealing with on rejuvenating the economy, and always health, always health. Health and life. Living is number one. But the rejuvenated economy, i think its going to go quickly. We will be utilizing our robust Testing Capacity for the governors. We will be giving them what they need if they dont have it themselves. We hope they will be able to have it themselves. But such great advances have been made. We will be dealing with them on that. And they can rely on us strongly. Are there, whether it is building hospital beds, which i dont think they are going to need. You look at javits center, great job, fema got involved, we ended up sending our medical people, that was not a covid19 center, and they asked, could you do that, and after we did that, it was not used much, meaning they didnt have to use it nearly to the extent they thought it wasnt that they made a mistake. We are going to be announcing the list tomorrow and we are going to have a lot of senators and we are going to be having a meeting with the governors probably on thursday and a lot of things will be discussed and some of the details will be discussed, but we want them to do an incredible job of running their states. I think they will do an incredible job. I think each one of them will do an incredible job. The federal government is there. We have ventilators and beds if they need them. Thatve a Testing Capacity is now second to none. Other countries are calling us, countries that you thought were doing well are calling us for help on testing, so we are there to help. Can you address why it is the correct time to do this now . Pres. Trump we are going to be dealing with countries and leaders of different parts of the world. In the meantime we are putting a hold on all funds going to world health. We will be able to take that money and channel it to the areas that most need it. But we have not been treated properly. You areentioned that going to speak with the governors. Pres. Trump probably thursday. What if they dont listen to you or take your advice . Will you consider taking away their federal funding . Pres. Trump i dont want to say that. They will listen. They need the federal government, not only for funding, and im not saying take it away, but they needed for advice. They need equipment. We have a tremendous stockpile. We are in a very good position. The cupboard was bare when i got here. In all fairness to previous administrations, nobody thought anything like this was going to happen, but it did happen. The governors will be very respectful of the presidency. Has such a great importance in terms of what we are doing. You can talk about constitution. You can talk about federalism. You can talk about whatever you want. But im talking now from a managerial standpoint, to let individual governors run individual states and come to us if they have difficulty and we will help them. Testing andd about to open up thent government. Dr. Fauci said this morning that that critical testing and tracing ability does not currently exist. Pres. Trump i dont know what he said. It existstion is, will by may 1 . Pres. Trump the individual governors have testing. The individual governors we have many forms of testing. New testing is being developed. Our country has to get opened. And it will get opened. And it will get opened safely and hopefully quickly. Than otherquicklier areas. And the governors will use whatever testing is necessary and if they are not satisfied, they shouldnt open, but they will use whatever testing is necessary. Who, will you support the organization again if is immediately replaced . Do you want to see him step down . Pres. Trump we are doing an investigation. I dont know the gentleman but i know there have been problems and it has been very unfair to the United States, just like the wto, and now they are coming into line. When they consider china, because china is a developing nation, they take massive advantage of the United States. In other president s stop this . Were looking at that very strongly. The governors are going to be running their individual states. Some of them will say, i cannot open now. Some of them may last longer than we would think. I do not want to mention states. They are set to open practically now. Are going to let them open sooner than the date. We are going to get a date that is good. It is going to be very soon. Sooner than the end of the month. There are many states out there that are looking at this and they are reviewing it and they are saying, we should not be even included in this. There are some that want to open up almost now. If we disagree with it, we are not going to let them open. If some governors said, there are a lot of problems, a lot of cases, a lot of death, we are not going to let it happen. We are there to help. We are also there to be critics. On testing, we have always wanted the states to do the testing. We are now providing great testing. The state has to be providing the great testing. The state has to provide the ventilators, but they did not do that. We ended up going into the ventilator business essentially and we made tens of thousands of ventilators and we solved the big. Problem for the states. We want them to do the testing. We are there to help. I have a question on the governors. Pres. Trump one question. Do you want to walk back to where you did praise china in january for being transparent . Pres. Trump im always respectful of china. Why wouldnt i the respectful of china . China has paid us nothing in your last administration. They paid us tens of billions of dollars because of what we have done. The trade deal we have had, they have to give us 250 billion dollars in purchases. Lets see if they do that. On 250 paying us 25 billion in tariffs. Ofare taking in billions dollars from china. If wey do not produce or find out bad things, we are not going to be happy. That is what we are doing. We have an Investigation Underway. We are paying almost 500 million. We have an Investigation Underway on the World Health Organization. We will find out just exactly what went on. We may be satisfied a could be remedied. We may be satisfied it is so bad that it cannot be remedied. If it cannot, we are going to go a different route. If i am so good to china, how come i was the only leader of a country that closed our borders tightly against china . If we did not close our border very early, long before the kinds of dates you are talking about, we wouldve had hundreds of thousands more death. That is enough, thank you. Last week, you said you would have data in the coming days about the coronavirus and the disproportionate impact on black americans. When will we have that . Pres. Trump i would say within two weeks. It is being worked on. We are working on it very strongly. We are getting reports on that. You were talking about reopening parts of the country by the end of the month. If you do that and as a result you see a spike in cases pres. Trump we may or may not. In some countries have not. I am studying other countries. I do not want to go into names because for some, it would be a little bit embarrassing. That, we have every country that has open, some successfully and some ok, no total disaster but some ok. And some have to go back to the hotspot and fix the hotspot. We think we are going to do it very successfully. We have one country, but we have lots of different pieces. We have beautiful pieces, beautiful states with capable governors. They know when it is time to open. We do not want to put pressure on anybody. Im not going to put any pressure in governor to open. Im not going to say to governor cuomo, you have to open in seven days. I want him to take his time, do it right and open new york. Im not putting any pressure on the governors. Some of them do not need pressure or not pressure. They are ready to go. That is a good thing. I will open it up in beautiful little pieces. Go ahead. Just a quick question, you spoke about governor cuomo. Just wondering if you have any thoughts on his remarks where he said if new york were to be pressured, it would cause a constitutional crisis. He basically said you declared yourself king trump. Pres. Trump i heard he said that. I did not see the remarks. He understands that we helped him. He needed help. We gave him 2900 hospital beds. He did not use them should we gave him a ship. He did not use it. I am saying that is good. That means he did not need the. He said it was we said it was too much. We wanted to air on the side of caution. We said look, we do not think you need it, if you do, we are uilt. To have them b the army corps of engineers did a fantastic job. We moved a ship that was not designed for covid. They still did not have many people going in. We will get along just fine. He understands. Workers inou ensure states that may reopen [indiscernible] pres. Trump louder. What is your assurance to workers who were asked to go back to work [indiscernible] pres. Trump the governors are going to want to make sure everything is safe. I think companies can do testing on a maybe weekly basis. You have to do it every day with the same worker. They can do temperature gauges. They can do a lot of different things. We are only talking about for a time. We want to get back to where we were. We want people actually sitting next to each other at ball games eventually. We are not going to repel every other seat in baseball stadiums. We want to go back to where we were. We are not going to be like the way you are. We have 300 reporters in the back. Look at this, the way this looks. I do not even like it the way it looks. I have never seen anything. Ive never seen anything quite like it. We do not want this. I do not want this. Eventually we are going back where restaurants that had 150 seats are going to have 150 seats and not 50 seats. More importantly, the atmosphere is even better. We have to get used to it. I do not know that people are going to be shaking hands as readily. Some will. I said to some of the hospital people today, will people be shaking hands again . Most of them said probably. There is some kind of a thing to it. I was never a big handshake or but when i ran for politics, ice i said i better start shaking peoples hands. Larry kudlow said this morning that the paycheck protection money will run out very soon. A plan to reup it is stalled in congress. What can you do as president to move that forward . Pres. Trump the problem as the democrats want to put all sorts of things last time, they put kennedy center. I have Great Respect for kennedy center. I hated putting in the bill because it is not appropriate. They wanted it in for whatever reason. They had their own political reason. I said, watch the way that blows up. I think you blow up in their face. Well worry about other things and other pet projects of democrats and republicans later. It has been a tremendously successful program. The banks have stepped up. Hundreds of thousands of loan applications approved. It has been a tremendous program. Obviously it was at a point where we are almost the money will be expired and we could use a refill for the workers. We went to be able to make sure Small Businesses stay open. I think that will happen. Governor californias put out a list of criteria for reopening the economy. Did he consult with you on that . Also, you said there were as many as 20 states that could reopen their economy as early as may 1. Could you list those . Pres. Trump i did not say it all of them by may 1. When he nine states are in very good shape. I do not want to say whether or not the governors spoke with me about that. We have a very Good Relationship , governor gavin newsom. Thank you very much. One question i have is about the United Nations [indiscernible] says there is a danger that the food supply could be interrupted during the pandemic. I wanted to know what youre going to do about it. Pres. Trump i think the farmers are incredible. They are producing levels of food that are unbelievable. That is one of the reasons i have the transportation people on the line tomorrow. We are doing phenomenally with the food. These stores, kroger and walmart, which does a lot of the food and many of the story seem to be in good shape. We are going to be very strong on food supply. How about one more question . The death projections you mentioned earlier are based on full social distancing until the end of may. If you ease up on these guidelines now, pres. Trump i am not using up. We will have guidelines, even for the states that open. They will be guidelines. We will not have any problem with that. Your questions are very inch your question is a very interesting question. The states that are opening are not states that will have a problem with that. They will have to adhere to guidelines until a certain point into the future when the enemy is vanquished. The reason i do not have a problem now is because of social distancing. Pres. Trump the reason is partially in some of that will stay in effect. Much of it will stay in effect for a. Time the reason is also because they are different kinds of states.
