Inexperienced Severe Weather multiple regions across the state last night, with tornadoes inortedly touching down floyd, murray, walker and other counties. There are 59,000 georgians without power. We have 49 who were injured. 23 homes we know of that were destroyed. 59 other homes have minor damage , and there are 248 homes waiting to be assessed for damage. So far, we have confirmed that seven georgians have lost their life to this terrible storm, and certainly my thoughts and prayers go out to them, as well as their loved ones and their communities. Impact ofwidespread the declared state of emergency this morning for all counties to facilitate the deployment of criticallyneeded resources across our state. In coordination with private sector partners, the department of public safety, the department of Natural Resources, the department of transportation haneda georgia for Street Commission, are all working hard to restore power, clear debris, and provide assistance to the families and, and i would ask everyone to continue to keep these individuals, as well as their loved ones and those affected by the storms in your thoughts and prayers. Helpll do our part to hardworking georgians recover. As you all know, i got a look at some of the damage in Murray County today. I could tell you it is devastating. It looked a bomb went off into different neighborhoods i visited. And many of those georgians are already suffering from being out of work due to the covid19 virus, and now, theyve literally lost everything they owned. But i will tell you, they are strongwilled people. They are thankful that they have their families and their children. Unfortunately, some lost their lives, and we continue to keep them in our prayers. , withth that resolve georgias resolve, i know we will rebuild together what was lost. Today to then coronavirus update now. As of noon, we have now 13,315 cases in the state, spanning 157 counties, with 464 fatalities. The state lab has processed 3750 tests and commercial vendors have processed 53,271 tests. Despite our partnerships and undeniable progress, our testing numbers in georgia continue to lag. As i have said before, the status quo is not acceptable. And dr. Toomey is pushing Public Health officials across our state to collect more specimens and to process more tests. This morning, dr. Toomey held a Conference Call with Public Health directors in every region , directing them to expand test sites and revise current testing criteria. We need to be firing on all cylinders to prepare for the days and weeks ahead. Toomeysy at dr. Direction, we are expanding testing criteria to include criticalic, infrastructure workers and asymptomatic individuals, who have had direct contact with positive covid19 patients, including their family members. We will also continue to prioritize testing for symptomatic individuals who have Chronic Health conditions, along with first responders, Health Care Workers, Law Enforcement, and longterm care facility residents and staff, regardless of their symptoms. And although physicians can continue to refer patients to us for testing at Public Health sites, state officials can directly schedule people who require testing through local districts. I want to be crystal clear. We do not want people showing up unannounced to a hospital, unannounced to a hospital, emergency room, or a Health Care Facility for a test. You do need to contact your local Health Department before arranging a test. While testing numbers continue to frustrate georgians and state leaders alike, i am proud to talk about the progress that we have made to expand Surge Capacity. Over the weekend, the state executed a contract to build an alternative care facility at the Georgia World Congress center. Yesterday, the Georgia National guard, the department of community health, the department and contractors began preparing the site for potential coronavirus patients. Pods,the 209 icu medical similar to large cubicles with patient rooms, we will be able to house georgians with mild to moderate illness, and if needed, we can quickly expand capacity to four hundred nine icu beds. Our team will utilize contract, medical staffing for the states projected peak date. 26,ently set for april 2020, according to the model. This project will leverage existing support through nearby Memorial Hospital with initial operating capacity available in roughly one week. We are grateful to our partnership under the leadership of john hopper. This project will ensure flexibility and address needs as they arise, but this project, as you know, is just one of many that is underway to prepare for Search Capacity in our state. Recently, we have secured commit from many hospitals to convert hundreds of rooms in a Critical Care space. A few days ago, Piedmont Health care announced an early opening of the marcus tower to bring 132 beds online, including 64 icu beds for coronavirus patients. At healthded capacity care facilities across georgia, and with new construction gives us the flexibility we need ahead of the peak. As you can imagine, in the aftermath of the severe storms, as we saw today, this is a good example of why you need a facility, like the one we are standing up at the Georgia World Congress center. In coordination with the georgia hospital association, we have worked to gather the most uptodate information on bed capacity, so we can continue to make informed decisions. 2617 today, we have emergency room beds. 929 Critical Care beds, and nearly 6000 general inpatient beds available statewide. By the end of this week, we hope to provide this bed capacity update daily to the public. A month, we have talked about our aging population. Our most vulnerable in the battle against covid19. The have issued guidance and orders to protect these men and women, and we have taken measured steps to shield them from harm. Right now, there are at least 80 longterm care facilities, including Nursing Homes, assisted living facilities, personal care homes, hospice and similar Community Living facilities with coronavirus cases. We are working to verify new information on additional facilities as we speak. To mitigate the spread of coronavirus in these facilities, i charged general card and with deploying teams to those facilities to sanitize and train staff on Infection Control measures to stop further spread. Utilizing 60 Infection Control teams, the guard has now claimed 229 facilities. Right now, the guard has 19 medical support teams with most comprised of physicians, nurses, and medics, working in hospitals to assist with the coronavirus triage and treatment. We have 60 Service Members working hospital injury at 21 hospitals and 27 Service Members deployed at isolation sites. We also have Service Members stationed at 10 Food Distribution sites to assist with the delivery of goods. The Georgia National guard is literally working day and night to keep georgians safe. Previously,ntioned the state purchased four temporary units to expand bed capacity and strategically deploy them based on need. In rome, we will have one unit operational by april 21. In albany, we will have a second unit operational on april 28. We will have one unit in gainesville and one in macon, both set to become operational on may 5. To quickly increase staffing and Critical Health care locations affected by the virus, the state has with Jackson Health care, which has a portfolio of staffing, search, and Technology Companies to assist health systems, hospitals, and facilities with workforce needs. We are working through jackson we are working through Jackson Health cares subsidiary Health Care Workforce logistics to bring roughly 570 Additional Health care professionals to key systems across our state. We will be issuing in a press release later with more information and the state is creating specific guidance on how Health Care Facilities can request this assistance. This battle against covid19, we have seen businesses, organizations, institutions and georgians from literally every corner of our state go above and beyond to lend a hand. Recently, augustine university, the states only public Academic Medical Center launched a webbased app that provides telemedicine screening of patients. Many of these individuals were up all night last night following the storm, and were on the ground working first thing this morning and still are today. I also want to thank the director and all the folks at us inwho has worked with the last 24 to 48 hours to prepare haiti now to respond to these deadly storms, as well as director Chuck Williams and the four Street Commission who have Chainsaw Strike teams another minute and women and equipment throughout our state to help with the cleanup today, as well as commissioner mcmurray from d. Many of his folks with saws, trucks, and equipment, and countless, countless hardworking georgia volunteers that are showing up to these damaged areas with a four wheeler contractor, and a chainsaw to help their fellow georgians. I am grateful. And finally on the heels of the easter weekend, i want to sincerely thank our Faith Community and our state. This past weekend, for the first time and perhaps their history, many, many had defined new ways to worship many, many had to find new ways to worship to ensure the health and safety of their congregations and their fellow georgians. Inon behalf of the soldiers a minute members of the state defense force, i want to thank the governor for the opportunity to serve, and now, want to thank toteammates as we continue go after covid19. The governor mentioned all of our Mission Profiles and what it of soldiersousands and airmen working on infectious control teams, medical teams, working in hospitals, working in food banks, making sure georgians get fed, or the ones started the mission in Fulton County to make sure schoolchildren get their school lunches. We are eternally grateful to serve our citizens at this critical time. The governor gave us a mission with the help of the director and dr. Toomey, as well as a department of community health, with respect to comparing Hospital Capacity to anticipated requirements. We are well into that at the World Congress in and we have a team working that right now alongside the contractors have been hired to put that facility in place. I want you all to know that we are looking at the models, and those models are a decent side with respect a decent guide with respect to balancing capacity and requirements, but it is not a foolproof guide. At the end of the day, we are in really good shape, not by hundreds, but but by more than a thousand with respect to beds, both icu and general beds when it comes to the median range that the models are calling for. But when you look at the upper range of the model, we are not in such great shape. In comparing that with the governors Mission Statement he gave us as a team, and that is to make sure that no georgian suffers with the lack of being able to get to the appropriate level of medical care. I can assure you this joint, interagency Public Private partnership will not fill governor or state. We believe this facility at the Congress Center will serve as a very important relief battle for runentire state should we over our Surge Capacity. We are going to work tirelessly to make sure that facility is in a position to serve georgians. I pray that we dont need it, but i will tell you, it will be in place and will support you and will support your family in your tight money. Thank you all very much. Governor, some state governors have talked about easing some limits and restarting the economy. President trump has signaled his desire to get things moving. Ready for these types of discussions anytime soon . Have you talked about what is next . Gov. Kemp there are a lot of people in georgia thinking about that, especially the people out of work, and i know how hard that is, but i would tell people right now, our focus is on the hospital Surge Capacity, the ability to test more. I think we will need that we go back to work. You have to look at where some of these governors are, and what their state is experiencing versus what we are looking at. We are a little bit behind the curve of when our peak is going to beat other states around the country, but that is certainly a day i am ready for. Wehink today, specifically, have been focused on the Surge Capacity, ramping up testing, to do more than we are doing, protect those vulnerable populations that we have, which we know, just like every other state in the country, these folks that are in longterm care facilities, people who have preexisting Health Conditions, and making sure we are taking care of georgians who are literally their lives were ripped apart last night and that storm. That has been our focus today. We will continue to talk about those things in the days ahead. With a sense of urgency you conveyed, the need for expanded testing across the state, two questions what are your goals and expectations about beginning the testing in place and how quickly . How can you illuminate the stayathome order on april 30 unless testing reaches a certain level, with that level be . Gov. Kemp the good thing is we have more and more privatesector Sector Companies coming online. I almost get a text every day with someone who are setting up a testing lab. That is something the private sector will have to look at. We have to do a better job in our state. I will let dr. Toomey speak to that. She has worked on that over the or 48 hours, but pet is something we got to continue to ramp up, and but that is something we got to continue to ramp up. What is the new norm going to look like . For the immediate future anyway, not for the longterm, will be get a vaccine or some medicine that can deal with is, but certainly in the near term and the new norm, that is something we are to have to address, and a lot of other people as well. Dr. Toomey, do you want to add something . Dr. Toomey i have to say i really admire general cardin more and more every day. He can stand at attention for hours at a time and not wobble. Forgive me that i cannot stand does. As erect as he thank you for the question. It has concerned us. I have seen the reports. Were number 45 out of 50 states in terms of our number of tested card we know we need to ramp that up and ramp up quickly. We are not the only game in time. We are not the only game in town. Hospitals have clammed up their Testing Capacity, in particular, thinking of emery, who has a height who has a high output machine that they have offered testing for others in the community. Many hospitals have testing, but all of our Health Districts now have multiple sites. We have over 34 at this time. We will have more before the end of the week that are run by the Health Department statewide. We hadrecognize that probably made a little too hard for people to get in because we were requiring people to get a referral from a physician. Initially, these test sites were set up to allow physicians to refer to us because physicians did not want themselves to do testing and their offices. Now, there are many options for Physicians Office is, but we want to make it easier for us to see patients, and so, nearly every district by the end of the week, all districts will have an opportunity for individuals to call the Health Department to schedule a time to come in to be tested, as well as to continue to take referrals from Health Departments and from other private Physicians Offices as well. We have a number of labs we are using. Withave a new partnership a laboratory in sandy springs, but we also have ramp up the Testing Capacity using our University System in our state lab. That will allow us to do 1000 test a day. The private lab could do over 2008 day. We hope to get that to capacity very, very quickly. So, thank you. Followup, governor kemp. Does any instruction on extending the stayathome order effect testing . Gov. Kemp i dont want to speculate on that right now. There will be a lot of moving parts i going to Something Like that. Following thes models that general cardin was thed at rp date, it 24th for the longest time, moved to the 20 and now it is back to the 26th. I dont want to speculate on those things until we get to that peak, and then we can see we are coming off of this. I will tell you, we are seeing , good signs, which makes which makes me want to urge our fellow georgians to hunker down even more this week. With all of the things we have been talking about, socialdistancing, good hand sanitation, dont go to those large events, and over the weekend unfortunately, we had to shut down a few parties that people were throwing in certain areas. We had a lot more problems with neighborhood block parties then we did at our beaches and state parks, which is kind of surprising. Our Faith Community, as i said earlier, did a great job. It is time to hunker down, make sure we can get to the peak, flattened things out, and then start going flattened things out, and then going the other way. Thated to be very nimble dealing with this. That is what dr. Toomey is doing today. And models and the things that we were doing a month ago, many are not doing now. No one has been through this pandemic. Everybody is trying different things. Some are working, some are not. I think we have to be nimble in the days ahead. But we do know we got to do this, and that is we have to have enough hospital beds we reach our peak. We have to do more testing, and we have to continue to focus on our longterm care facilities. We have been talking about that for over a month. I was pleased to see the director of the white house continue to put out more guidance for transparency, and making sure we are all doubling down on this issue. Were certainly doing our part in the state with the executive order last week. Many of our longterm care facilities have welcomed general cardins team. They are appreciative of the help. We know there can be staffing issues there in the days ahead as the workforce test positive and some of these facilities. Those other things we are focused on today. We get on the backside of this, i think we can start focusing more on the what ifs, or what does it look lack, and or what is it look like, but today we have to stay focused on the mission at hand. Reporter the critical missing demographic information from some of the report you have 40 of more with preexisting conditions. How effectively are you going back filling in those gaps so we can know about all of these cases that are confirmed, who they are . Gov. Kemp i will let dr. Toomey speak to the specifics of that. I know she has worked very hard to make sure we put information we certainly in the longterm care facilities and other institutions, you have a next of kin notification that needs to be honored, as you can imagine for the victims who have fallen into this. There is no doubt we can continue to work on Getting Better data. Wesaid 60 of the people, did not have the racial makeup of the individual and that is something, when you look at who is being affected around the country and why that data is important to us, its also concerning, and we continue to work on that. Reporter are you having success getting people who did not fill out the form completely to do so . Right now, my priority is not retrospective but perspective, making sure we proactively test and we get fully filled out demographic information. For our staff to go back and find 12,000 individuals and ask them that information is less valuable to us now than the way forward. We are doing that. We have never collected what the Health Condition is. Some people expected us to have diabetes, hypertension, heart disease. We did not ask that. We asked if there were some underlying conditions like those that cdc has noted put you at risk. We have collected that information. You will see more and more of that on our website. I hope you looked and saw there is traditional information as a result of input from some of you , including our elected officials. I really appreciate that because i think it enhances the picture that we have statewide. Looking at where that cases are occurring by number does not give you the full picture. Looking at the map, you see southwest georgia lighting up in a way that probably wasnt evident before when you saw the data on the table. We are working very diligently to get all that information out. As much as we have, you will be able to access on the website. Reporter who are the people not reporting those facts . Is it Public Health or private institutions leaving it blank . I think it may be private institutions. We dont know. We can go back and retroactively do that, but as we ramp up our own testing, we will definitely ensure that dropdown box is checked for that demographic information. We can absolutely guarantee our own team is ramping up testing. And how the hospitals or private sector physicians or private labs are doing, i cant say. Speaking for our own team statewide, we recognize the importance of that. We are working hard to improve data. For me as an epidemiologist, what i struggle with is not the lack of transparency, but recognizing that much of our data is not as accurate as it needs to be. For example, the data on race. When you have that many missing data points, its hard to say what are the trends. For hospitalized patients it is much for acumen accurate. You will see on our website, we have racial data for this now that we did not have before. Those are much more assured because we have that information on the death certificates. As we are moving forward, i want to be epidemiologically accurate, but i also want to be has as transparent as we can possibly be at this time. Reporter we have seen the fatality rate from covid19 in rural parts of georgia be higher than in metro atlanta. Gov. Kemp can you repeat the last question . Reporter what are the reasons for fatality rate from covid19 in rural parts of georgia be higher than in metro atlanta. Gov. Kemp for me, from what i have looked at were the hotspots are and the issues we had to deal with in different communities across the state, the albany situation is much more drastic than anywhere in the state even though we have had hotspots in places like cartersville because of the church situation. But albany, you had a super spreader issue to trace back, i am pretty certain now, to a large funeral. Many of the individuals at that service then attended another large funeral the same week. There was a big trial at the courthouse, and the next thing you know, the whole community is blown up. People worked in Nursing Homes and hospitals. I think that is one of the reasons the rural numbers, especially in southwest georgia, are so bad. I did a lot of reading over the weekend about the people getting hit the hardest with this. I thought it was very interesting. It differed a little bit in certain states. Cardiovascular disease, you know, low immunity, a lot of the respiratory pulmonary type issues it is just hammering , people as well, the elderly, especially the medically fragile who are elderly like we have in our Nursing Homes and longterm care facilities. Thats one reason we have been so focused on that issue and will continue to be in the days ahead. Reporter governor kemp, can you give us an update on best practices and guidelines for schools finishing out the year . In terms of Virtual Learning and other sports and nutritional services. And do you have advice for people who do not have Distance Learning resources . Gov. Kemp hybrid referred to superintended woods. I have been dealing with with Surge Capacity, storms, and other things that i have not checked in with him on the educational front. I mentioned this at the last press conference. There are a lot of great things going on. A lot of School Districts are in a tough spot because of lack of internet access, which is a bad thing. The good thing is, we are learning what Everybody Needs now. That will be something that we will be able to address and make us better in the future. I think as far as School Nutrition part of it our local , communities, the guard, School Drivers dietitians, people , working in the lunchrooms at our schools, they have done some incredible work. Our ag community is getting hammered by this right now because of the lack of market, because of schools and institutions being closed down. They are donating as hard as they are getting hit. Thank them for that. I hope georgians will support their local farmer. This is the fourth thing in a row that has hurt our farmers and our agribusiness people. I know we are going to continue to talk to the folks in d. C. About that as well for the fourth stimulus package. But i think, you know, people are doing the best with what they have to work with. The good news is, we are learning a lot and we will need doing better in the future because of it. I mentioned last week we will be sending a task force to work on the issues in the days ahead. Reporter hey, governor kemp, i want to ask you because i am a student as well. Do you think we could see schools start on time because some schools in the state lots , of them started in august, some start in july, and yearround School Started late june. Do you think we will see schools start on time . Gov. Kemp thats a little ways out considering other deadlines we have before us. I think its obtainable. Whether that happens or not, it may or may not, i dont want people to think its etched in stone. It is certainly a great goal to shoot for. The response to many of these things, the way the private sector has come to the aid of testing, the speed that the Trump Administration and fda are working on treatments and other things i think has been pretty remarkable from what i have seen. I did not get to be with the Vice President on the governors call today because we were heading to Murray County to check on things up there. But it gives you hope out there, and thats certainly something we will be discussing in the days ahead. I know the conversations weve had with superintendent woods and many School Superintendents and administrators around the state that is an issue we will , all work on together to make sure we come up with Good Solutions as well as with the University System and others. Reporter governor cap can we , talk about the windemere situation in augusta . That was a situation friday, about 70 patients tested positive there. What happens in a situation like that . A nursing home or a facility. How soon does the National Guard get deployed . What are the steps for outbreaks like that happening in the state . Gov. Kemp i will let the general give a quick update, and then dr. Toomey can add anything. I know they probably have been up to speed on everything going on over there. General . General thanks for that question. When we see a report like that, we go through and index and look at the homes we have already provided services to. In fact, when we saw the report on that particular facility, we have been to before. Been to days before. We continue to go back and recheck with facilities as we see problems and challenges to see if there is another service we can provide to them, whether it be training or direct Infection Control. I will give you some anecdotal evidence. We started the work 13 days into this today, we deployed our first Infection Control team, tomorrow will be one week, two weeks ago. We went back friday to take a look at that facility in south georgia. When we visited the first time, they had 23 positive patients out of 112. They had a number of others persons under investigation with pending tests when we went back on friday, they only had five additional residents test positive for covid19. Again, anecdotal evidence, but we are now able to establish some data points. We can go back and measure our effectiveness or lack thereof and update our techniques and procedures so that we can continue to get better. I will turn it over to dr. Toomey. Dr. Toomey whether its windemere or any of the other homes we have been involved in, it is often our local Health Directors and their team echo in first and are alerted. They go in and do testing. They may be in consultation with our epidemiology team. We now have four Infection Control specialists on our team. For just this kind of activity. The Health Directors work with me directly as well as with the epidemiology staff. In the case of windemere, i contacted frank berry and general cardon to do a full court press to make sure this is addressed. But this is the way it has been working throughout the state. It is often the local Health Departments that here at first and maybe the first to go and do the testing. Then we mobilize the resources if needed. Reporter we have a lot of questions about Antibody Testing as a race for the cure. Everybody wants to know, at least in georgia, where do we see that timeline . How can people donate or help out with that . What we tell people who have been tested and possibly to cover recovered. Dr. Toomey there are two separate questions. If you want to donate plasma, emery is doing a study right now and i know several people who have actually donated plasma. There may be other universities in the state as well doing studies and i urge people who have successfully recovered to participate. The antibody tests are a more difficult thing. We dont really know if you test positive for antibodies if that means you are protected from future infections. We are waiting for that data. We will be working with local hospitals to study that as we go forward. Thats really the question, isnt it . Does having it once mean you are protected for the rest of your life, the rest of the season, or is it like flu that you can get over and over again because it changes slightly . We dont know that. Right now, our primary focus is getting the test for everyone who needs it, eventually opening up to everyone with symptoms as well as those at highest risk. Reporter this question is from the coney media group. Your letter about the death of a second employee who tested positive for covid19. 36 patients and staffers have tested positive. Questions have been raised about how covid19 was handled, especially after the first employee died last month and how personal Protection Equipment was handled. Do you have a comment on how it was handled and on the leadership of the hospital in the Georgia Department of Behavioral Health and develop mental disabilities . Develop mental disabilities . Gov. Kemp i would refer how that was handled to judy fitzgerald. I know she has been involved with that. In that letter, i was signifying my sympathy to that group, how hard those folks are working in the hospital. If there are other details on how something was handled, we can get that information. I would not want to speak to that because i have not had firsthand knowledge. I dont know if dr. Toomey or anyone else up here does. Reporter the folks in the community are concerned in general about how it was handled, do you have a message for them . Gov. Kemp if somebody thinks something was not handled properly, we have a covid19 hotline. I encourage them to call it. I personally have not heard from folks in that area about that incident. From elected officials were otherwise. That does not mean somebody hasnt been called, but i have no firsthand knowledge of that, so i wouldnt want to speak to it. This state before covid had a high rate of uninsured. And we expect with a lot of job loss that we will see that go up in terms of numbers. Do you expect higher Medicaid Enrollment as a result . We continue to work on the waiver and our innovative ways to tackle the high cost of private Sector Health insurance costs in our state. Also, reforming the broken medicaid program, and i think our waivers are going to be very innovative in regards to that. Obviously, with the coronavirus, the task of our administration as well as cms i dont want to speak for the director, but i know they are all hands on deck from a National Response to this virus. We all know that this is a issue that no one thing can fix. Surge beds cannot fix it by themselves. Testing cannot fix it by itself. Ppe cannot fix it by itself. We have been very fortunate with donations, and we are making strides in providing the ppe necessary for medical folks and first responders. We had people in our state Operation Center working covid19ghtly remotely.
