The date thatate, they will count these mailin ballots is april 28. In your ballot has to be by april 27. To make sure everybody understands, there will not be any in person voting other than for people with disabilities, which you have to contact your local board of elections and make those arrangements. But there is not and will not be any imposing in person voting for the public in general. And we need to make sure that you request your absentee ballot, because there is a lag time here. You have to get your absentee ballot application that has to be sent in, then they have to send you out your ballot, and then you cast that ballot, put it back in the mail, and make sure it is postmarked by april 27. You can find all the details for this process at vote ohio. Gov. The deadline to request your essence event ballot is april 25. But lets be realistic here folks. You are going to do it now. You are not going to want to wait. Or you may call your local board of elections to request that ballot. So, this is a bipartisan request out there. Please act early, make that request so you can get your ballot, make a decision, and send that back before the april 20 deadline. There will be april 28 deadline. There will be no in person voting. It will all be done by mail for this primary. Additionally, i know that the country was taken by the jobs report this morning. 6. 6 Million People nationally have lost jobs due to the coronavirus. People, 696,519 were ans who have applied for unemployment who have lost their jobs, coronavirusrelated. That is nearly twice as many in three weeks as we had in all of 2019. So you can see there is under normas amount of activity and uncertainty that the Ohio Department of job and Family Services is trying to help you address getting you access to Unemployment Benefits. Million 132 million has been sent out to millions who have applied. The expanded capacity by 20 times in terms of personnel, they have more than 1000 people currently working to process these services. And in the coming days, they are going to add additional capacity to the website to continue to try to improve the way they serve you. A member a call from of congress the other day who was rightly following up about something that happened in the cares act. If you week if you recall, there was a provision that provides on a plymouth benefits for people who are independently employed or 1099 tax filers. They are not normally eligible for unemployment. In the cares act they made them eligible. However, there is no Distribution System for you to even apply at this point in time for those resources. But ohio is building one. We are building one very aggressively, working with people in the private sector who have skills in these kinds of areas with technology, building that platform. We expect that it will be up and running in probably midmay, hopefully on the earlier side of that. But everybodys benefits will be backdated to the time they were eligible. Way,ow that that is on its that they are building this capacity, no one is being forgotten, no one will be left behind, and we will get this accomplished. Two final points. Wifi hotspots. I mentioned the fact that you may be working from home. You may have a student, or you may live somewhere where you do not have great internet access, you are burning through your data, you would like to have access to a wifi hotspot. We have upgraded the number of places where that is available. The information is available at coronavirus. Ohio. Gov. Says under the tab that Economic Resources for individuals and families. Libraries want us to remind you that even though they are closed, their parking lots are places you can still go and have access to wifi in your local community. So that is an important thing for everyone to remember. I saw a report earlier today about singapore. Singapore is one of the countries that had an early coronavirus hit, but then they started to come back out of it, and now you are seeing that spike backup. They are having a second round of this happen, which makes us all very empathetic to what that country is going through, as we are going through many of the same things. But i am optimistic about what we are doing. I know the people who are working on the things that the governor outlined, how committed they are to finding a great strategy and a way forward. I have not been through this entire time more optimistic about that than i am today. Season, i this holy was taken to galatian 69. Let us not become weary in doing good for at the proper time we will reap a harvest if we do not give up. That is my prayer and plea today, that would not give up, that we stay the course, and we will come out healthier, stronger, and better in the end. We are going to start with some numbers today, and then i am going to do the first in a series, this is our first time doing this, where we are going to try to talk to some people out on the front lines. It is hard being here in the statehouse. Observing careful social distancing. It was frustrating in the are going to go out to talk to some First Responders. First we will start with the numbers today. 5512 caseso, we have as of this morning. Now in 84 counties on record of our 88 counties in ohio with cases. And we are now reporting that they are 213 deaths. And again, these deaths next slide are definitely we are seeing this in all age ranges. We are seeing young people hospitalized now in the icu. The Lieutenant Governor made reference for the mead need of plasma and antibodies, which is a great new tool in our tool chest, but really struggling hard to get that knowing that there are some young people out there who could really use that. So we are doing everything we can to expedite the kinds of treatments and tools that we can put in place for our frontline providers. We do know that we have tested we really folks, but still are struggling with the lack of testing. We have some hope on that horizon. We have whole teams of folks working to expedite testing in the state. So, hope on the horizon. The governor, Lieutenant Governor and i will be talking a lot about our pathway forward out of this. And we will have some good news to share in the coming week on that front. Admissions, still quite high, and hospitalizations next slide. This is a new slide today. In addition we talk a lot about modeling, but there are still some very basic numbers that are a big part of something that we need to see in order to know that we can start returning responsibly to recovery. And so today we are going to start some trend data for you. And we are looking here at cases. We have been averaging 364 new cases. Again, still tough numbers because we know we have limited testing. But in times to come we will track that number. Today we went up by 355. Any new data helps a lot. We still get back allowed in clumps at times, but this atklog testing in clumbs times. Sorry, i on average said that backwards. A little above average of cases. The fiveday death average was 22 deaths. We had 20 in the last 24 hours. Fiveday hospitalization, average at 121. Last 24 hours was 117. Talking to a lot of the hospitals, they have seen that seem relatively steady. Fiveday icu admission, average of 34, and we see that number at 25. So these are trends that we will be following. So, i would like to now introduce you to someone hello, hello, can you hear me . Yes i can. Can you hear me ok . Dr. Acton perfectly. I want to introduce everyone. This is dr. Tony armstrong. Hes an ob gyn in toledo. He will tell you a little about the frontlines. He joined his fathers practice and his mom was a federal judge here in ohio. But most recently he is the president of osma, the Ohio State Medical Association, which works closely with the ama. we asked him to talk about what he is seeing on the front lines in terms of something that is something we all worry about, which are the social determinants of how some Racial Disparities and making sure that we are not leaving anyone behind. That we dr. Armstrong, have had disparities in health way before we ever faced covid19 and coronavirus. But we are now learning that the fatality rate is disproportionate in the africanamerican and latino communities. And i would love you to share about why you think this may be the case. Dr. Armstrong there is still a lot of unanswered questions. But historically in this country, there has always been disparities, unfortunately in health care, and disparities in terms of access to Quality Health care as well. Generally speaking, africanamericans, people of color, and from impoverished areas, they tend to not see doctors regularly. We referay have what to as comorbidities, that become neglected over time. And nutritional habits. All these things may contribute to their overall susceptibility that if they do get this virus, that the outcome is likely to be very poor. Also historically, because of underlying fears, they also tend not they are generally very sick. Not their outcomes are going to be as optimum as if the y got into the Health Care System. Whether it is from this virus or other chronic illnesses. Dr. Acton thank you. Tell me more about some of the messaging out of the community. Some folks have felt that perhaps they are not susceptible to this virus. And do you think we are not ourg a good enough job in Public Health messaging and how can we do better . Dr. Armstrong some of the early the pandemicn was hitting the u. S. , there were some myths that were quickly dispelled. Some of those are generational and some of those may be cultural. In the africanamerican community, there was this myth perception that i cannot get the onus. A the illness. Generationally saw the spring breakers on the beaches in florida thinking that they were immune to the virus as well. And of course we know it is quite the opposite. Theres also this perception of severity that if i do get the outcome,at my depending on your generation or your cultural beliefs, that your outcome may not be poor. So, you may have a health care behavior that may put not just yourself at risk, but others around you. Beinghink the measures done, and the social distancing eorders dewin the governors orders are working. In some areas it is harder to get across that message. People get the message through schools and places of faith, which are now inaccessible. So i think we are doing a job. I think we are doing a fantastic job in ohio. It will take a little bit of time, but it seems to be working. Dr. Acton so i think you are working in toledo. Some people are wondering about how they best Access Health care. What messages would you give to folks about getting access to care, and what are you seeing on the ground in toledo . Dr. Armstrong a couple things. The first thing is about access. We are using a lot of telehealth. And specifically using a smartphone or an ipad, having visual audio visits. If you do not have an established physician, most practices are taking on new patients. And if you do not have a smartphone or an ipad, you can also use a laptop. You can do what we call evisits, where you can message your doctor and say these are the symptoms i am having, and the doctor messages back with instructions of what you should do. The other thing is a lot of people still have the old flip phones, especially the elderly. We still do telephone calls. Theres a process they go through where they will screen whatever your symptoms are, what they have to do. Timecton so this is a when we know our social safety net is struggling, our food banks, our nonprofits that typically reach out to disenfranchised communities, they are struggling as well, as all businesses are struggling right now. Are there any words of advice or thoughts that you have . I know this is a local response. Do you have any advice or words you would like to leave with words of with communities of color . Dr. Armstrong the first thing is to Access Health care, particularly when you need it. And adhereto the to the message that governor dewine has been issuing over the past month. And be kind to each other. If you have to go out, then practice the social distancing. If you do cross state lines, like coming from detroit to toledo, then quarantine yourself for the 14 days. And in the hygiene. And i think if we practice all those things, we will continue to see this flattening of the curve. And this is something of course that we never thought we would experience in our lifetime. And it is heartbreaking to see what is going on out there. Stresst of peoples mechanisms might be going to a place of faith or a social gathering, but now we cannot do that. Withis weekend coming up, a lot of religious celebrations, they are just going to be smaller celebrations at home. So it is a difficult time, but the doctors of ohio are here for you, the Ohio State Medical Association is a resource for all citizens of ohio. And i would like to personally ,ommend governor dewine Lieutenant Governor husted, and yourself, for what you have done. And a shout out to my colleagues, the nurses, as well as my wife, all the medical professionals, and the support people out on the front lines. Be safe, be healthy, and ohio strong. I do want to say a couple things. First of all, this is an issue dealing with inequities, and health is something we have to be extra vigilant about in this time. I know our local Health Departments and partners are doing their part, nonprofits, philanthropy. This is a tough time for everyone. But especially so i want to think our minority leader emilio sykes. She is doing a lot to bring attention to this issue. Her background is also Public Health. If i could say one thing. This has been a tough week, and we are seeing a lot of deaths hewre in ohio. We are also seeing a lot of confusing messages out in the media. And i want to say to ohioans, stay strong, keep doing the right thing. I do not know if you can hear through the television, but there are people protesting right now outside the statehouse. And people are worried. They are afraid. They are afraid like things like the job. I want you to know that we are working just as rigorously on the recovery from this. We have been determined to protect ohioans from the very beginning and the steps we have taken and are continuing to take our saving lives. We have to be redetermined on responsibly recovering. There is a lot of work we will be sharing in the days ahead. I want to tell you an analogy that has come to mind to me, and hearing the voices, it is really striking home. This is a hard mountain to climb, everyone. My husband and i, we talked a lot about the climbing Mount Everest analogy. He and i have the opportunity a couple years ago to try to climb the tallest mountain, mount whitney, here in the United States. And there are so many lessons we can take from that. Its an arduous climb up this mountain, and we have done it together. I want you to know it is very hard work. Climbing mountains takes an incredible amount of teamwork, it takes having sherpas and people to help leading the way. It takes going to each camp very carefully. I want you to know every move we are making is based on the best science, and we will not leave your side as we get you carefully through this arduous journey ahead. And it is a mountain range. We are climbing and are reaching a peak of a mountain here in ohio, and we will be seeing a lot of hospitalizations and deaths. But we will scale escort you equally as carefully and we hope to be one of the most aggressive and assertive states on that recovery getting down the mountain and getting back to our lives. But we must do it responsibly. Thank you. Gov. Dewine ready for questions. Question is for sorry, its my magnetic personality. My question is for the Lieutenant Governor. How can self employed get Unemployment Benefits . And do we have the number of how many people have been denied unemployment, and how many claims are still pending . The first part of your question was sort of what i addressed in my opening remarks. In the cares act, independently employed people, 1099 filers, are eligible. There was an appropriation in the federal bill to help support them. The challenge is that there was no system built for them to apply, because they are not eligible under the current, in the current system. So an entirely new system will be need to build need to be built statebystate. We cannot plug them into the system. We have to have a new system to handle that. We are in the process of building that system. Their eligibility will be backdated to the point that they were eligible. The funding they will receive will be backdated to the point that they are eligible. That system is being built right now. As i told one of our members of congress who voted for that piece of legislation yesterday, the appropriation was there, the system to deliver was not. That system is being built, and we hope to have it available some time in midmay to hopefully sooner. I just would not want to promise something that i am not in control of delivering. Thank you. And i am wondering how this will affect ohio. I did not hear that, i am sorry. I apologize, i just did not hear it. Dewine i dont know. I dont know. You know . Lt. Gov. Husted i am not aware of that report or how that would affect ohio. We can certainly look into it, but we do not have any information on its right now. On it right now. We still are getting a lot of emails into our newsroom about the Unemployment Benefits. Those people who are struggling to get through, we got an email from alyssa, a single mother of four. She applied for benefits on the 21st and still waiting to get a single check. We understand that you are hiring people, you are moving people into those offices, but what do you say to those people who cannot pay their bills who are waiting on this unemployment check . Jon . Dewine you have been working on this. Let me start. If someone has not gone there check, we apologize. Needs that money, obviously. And they have not gotten that money. So, as soon as i leave here, i will check on it and see what kind of backlog there is with issuing the checks. What we have talked a lot about of course is people having a hard time getting into the system. We think that is pretty much cleared up. But as far as checks being delayed, i will check on that as soon as i leave here. Lt. Gov. Husted i can provide some data on that. Understand how the on a plymouth system normally works. The unemployment system normally works. It is designed to make sure the people who are applying are eligible. If someone is taking out of it who should not qualify, then they are essentially taking money out of somebody elses pockets, so to speak. So that is why the system is designed with checks and balances which means it takes time to have people qualify. This is an extraordinary time, though. No doubt about that. We have tried to expedite those claims. Normally, i am told, that it takes 10 days even under normal circumstances for someone to receive their first payment once they apply, it gets approved, that gets processed, and gets out the door. In this particular circumstance, we have already sent out 132 million to 207,000 of those applicants. The money is going out the door, it is going fast. I have been watching the trends on this. Theres about 15 million a day going out right now, and it will continue to pick up as more and more of these folks get processed through the system. It was not until just a couple days ago that they actually caught up just on processing the claims, let alone getting them moved through the system. All of that is catching up. The team was not prepared for this. Just like theo Hospital System was not prepared for this, the unemployment system was not prepared to deal with what it is dealing with right now. It is building out very fast, as fast as they are able to bring new people on, because this is not just simply filling out a form and you can put anybody in there. The person that has to come to work to fill it out has to be trained, they have to know the requirements, they have to know how to process this through the system. It is not an excuse, just an explanation about what it is, why it is happening at that pace. But to those families, i come clearly i completely am empathetic to the situation. I want them to know that if they qualify, they will get their money and it will be backdated to the date that they were eligible. And we are pushing a system as fast as we can to get it turned around for them, because we know, just like every death, every unemployment claim is a real person with a real family who has real challenges, and we are trying to help them. Abc 6 here. Just in central ohio in the past day or so we have seen a Couple School districts schedule tentative in person graduation dates for later than usual, obviously, for july. Just this afternoon we saw the Ohio High School athletic situation put out a tentative schedule for spring sports tournaments. Is this a signal that we are that close to reopening . And when will you make a decision on reopening schools for the rest of the school year . Gov. Dewine i think we are all looking forward to the future. And there is absolute nothing wrong with people planning ahead with the hope that we will be open. So, im sure what is going through their mind is, we do not know if we are going to be open or not, but if we are going to be open we need to at least plan for that. So that is a wise thing to do. We do not know when we are going to be able to reopen. There are indicators that we are looking at. Hospitalization rate, for example. You look at how that rate is coming. Thery to look at whats trendlines. You look at five day average and you look at each day and see how that is. So, we certainly have aways to go. The death rate continues to go up, tragically, in ohio. We are concerned about what is going on in any place where there is congregant living, where we cannot have the separation that is taking place now in the general public. So, we set the date of may 1 with the idea that we could not see based on the data we saw at the time any way that we would be open before may 1. As we get closer to may 1, we are going to evaluate it, we are going to be open as soon as we can get open. But that will be a gradual opening. We are not turning the switch on and everything goes back to where it was. So, a long answer to tell you i do not know yet. Do you have a deadline or a date that you hope to make a decision by four schools . For schools . Gov. Dewine we are going to make a decision as early as we can and signal to people exactly what is going on. As we look at new data coming in every single day, at the same time, we are looking at this data coming in, we are in the process of preparing how we get back. Thise have said, a lot of depends on what tools we have. And we are frantically trying to get these tools in. We are trying to get the personal Protection Equipment in. That is not only important for what we are into now and protecting everyone, its important as we try to see has how we would protect people as we move out and get back to normal. Whether we have the testing that we have talked about, and you heard the Lieutenant Governor and doctor acton talk about today, how well that testing comes on and how fast it comes on will also influence when we can start back. Of a lotta variables, a lot things going on, and we will just have to see. Thanks. Hi, this is jessie with the inquirer. I have a question about patients who are also Health Care Workers. Gov. Dewine sorry . I have a question about patients who are also Health Care Workers. Do we know if they are spread out across the state or if there are concentrations . Is there a reason we have not had data on a county or hospital level about those individuals . Gov. Dewine i do not know the answer. Dr. Acton hi. Know,e been reporting, i Health Care Worker cases. I will look into what level of granularity. I understand what you are asking there. We have been keeping track. Again, we know it is probably the tip of the iceberg, even among folks who are Health Care Workers. Not everyone has been tested, especially on front lines, in nursing homes. Once the staff knows theres an infection, they assume it clinically. The frustration of this remains two things, really. Nationwide and worldwide, the lack of protective gear. You cannot do elective surgeries if you do not have the gear, and we are saving the gear for everyone on the front lines right now. It is very, very frustrating i know, for everyone. And the testing similarly. We are doing everything we can to use the few tests we have as accurately as possible. But those numbers are just not that revealing until we have more widespread testing. Just to piggyback off the governor, i do want to say, we are going to give you an elaborate framework that has been developed around recovery, but there are a couple he thinks ou, theresll point y a great New York Times article today by aaron carol, the incidental economist, but a physician in indiana, famously blogs on this. He is also referring to something, there was something done by Scott Gottlieb and a whole team of researchers around the United States by the American Enterprise institute. But i think that and some of the work guns at Johns Hopkins and around the world, you are seeing all the best scientists talk about how do you responsibly keep this from spiking again. We see in singapore today, as the tenant governor said, the fact is most of our population is still susceptible. And we have no real idea of the prevalence of this infection yet. The good news is we have a lot of tools we have put in place. The second we have those tests in our hand, and the work we are going to do to get those numbers better. I think ohio it really is one of the best frameworks i have seen. It is based on these concepts, it is based on having enough testing, because we really need to be able we want to let the people who have recovered go back to their lives in a really responsible way. That is so key. We need to have ppe in the hospital to have full capacity. This whole time we have been rebuilding an unprecedented response in triage assistance so no hospital in overwhelmed in ohio is been overwhelmed. That whole system could take on an ongoing onslaught with patients with covid. This will not end, because our population is not immune and there will no vaccine, people will still be sick. So we need a Health Care System buildup. We need a Public Health system built out more robustly so that we can really Contact Trace effectively. And finally, we really need to see these numbers show that we are on that downslope. We really need to see 14 days of decreased cases, because it is a long, and this very terrible virus, it is a long incubation period. So we really need to see sustained decreases, at least 14 days out, to know that we are really seeing a steady suppression. Heres another hint of the future. We will see spikes all over the areas. N highrisk we have built a response system that can jump on those fires , reallyy start early keep that from spreading throughout the rest of the community. That is going to be key. You always see that curve what it is going to be is a squiggly line. Not as spiky as the beginning spike but we will see these flareups all over the country and here in ohio. We will also see a gradual turning on of things, a gradual responsible recovery. Economically, that is the case, too. Even with none of these social distancing, the economic recovery is dealing with the fact that we have this deadly virus, which is taking people out of work, impacting families, impacting loved ones that people have to stay home with. The good news, ohio does have a plan. It is nearing its final stages but i think people will be very pleased with what they see. Thank you. Andrew house huggins with associated press. Acton. Estion is for dr. Yesterday, when you were talking about social determinants, you pointed out and you said that my budget is being cut drastically to get us through this period. Accurate,atement is could you explain for the average ohio and why your budget would be being cut drastically. It seems like you would be untouchable. Dr. Acton i will let the governor answer as well. Gov. Dewine we are right in the process of making decisions about the budget. As i have indicated here before, to state the obvious, when you are in downturn, two things happen social Service Costs go up and the income goes down. That is taking place right now in the state budget. We are in the process of making decisions about what kind of cuts we will make because we have to make cuts. We cannot print money. We have to balance our budget. The sooner we start on that process, the better off we are going to be. But, those things that are connected with this virus and fighting this virus, those things that are connected with getting us to the point where we can recover, those are going to take priority because we are in a crisis and anything that dr. Acton is doing that is focused on this will not be something we will have the ability or the inclination to cut. No real final decisions as far as the budget. Members of the cabinet and none of those decisions have been made. But they will be made in the next few days. Thank you. Hello, governor. As we are speaking, i can see the protesters outside. The black flag waving. Do you anticipate the backlash will only build as these orders continue to go on, as the shut down continues . How do you counter that and prevent compliance from dropping off . Gov. Dewine my wife and i grew up in yellow springs. Morning, there were people protesting. We are big believers in the first amendment. The folks outside have every right to be out there and say whatever they want to say. We respect that. My job, i think, is to communicate as honestly and is candidly as i can to the people of the state of ohio. I will guarantee you that we are not going to keep these orders on one day longer than we have to. Dot i am asking ohioans to is hang in there. All the evidence we have indicates that if we dont hang in there, if we do not continue to do what we are doing, it will cost a lot of lives and it will delay our ability to economically recover. The last thing we need is for this thing i liken this to a monster. It is on the floor but it is still claiming lives. We cannot let it up. We cannot feed it. The way you feed it is by coming out and exposing yourself and exposing other people. I think the people of the state of ohio understand. They are as frustrated as i am. I do not like this any better than anybody else likes it but i think the people of ohio have a lot of good common sense and i think they are looking at the facts. My assurance to them today, we will not keep this one day longer than we have to. Once we start moving it out, we will do that. We will do it in an intelligent way that will enable us to get out of it but also we will do everything we can so we do not have a respike, so we do not have it coming back. That is not going to be easy because there is going to be a large number of us who have not contracted this virus. The virus is still here. What that means is those of us who have not contracted this yet will have to be extremely careful and those who are older, those who have a compromised immune system or any other health problems, will have to be particularly careful. If we can get the testing at the level we want, we will be able to make some rational decisions and people will make rational decisions about who can do what. But this frustration there is frustration out there and i get it. I am frustrated as well. We are ohioans and we are tough and we have to hang in there. If we do not, we will pay the price and it will be a heavy toll. Is a large gathering like this a violation of your public gathering order . Peoplewine we excluded exercising their constitutional rights. I have no idea how large the crowd is because i have not walked outside. I am listening to them, as we all are. They have every right to do that and we will not tell them they cannot do that. I would say to them, please be safe. Please stay away from each other. Schwartz with wc we have been getting a lot of questions from Truck Drivers who are concerned about truck stops and being able to purchase food. We are wondering if you have any plans to allow things like food trucks to be at state rest stops. Gov. Dewine the answer is yes. I ire working on that and i thought there were some already there but i will talk to director marsh banks because when he was on the video a few days ago, one of the things this is one of the things he talked about. We want the food to be there for folks who stop so that they will not have to get off and they will be able to get the food they need. That would certainly be consistent with the order that we have in place. Thank you. Gov. Dewine thank you for bringing that to my attention. Governor, i am wondering if the decision on reopening schools is all or nothing for you or if it is possible that certainor schools of population will be able to reopen earlier or if it is going to be a yes or no question for you. Gov. Dewine i do not think anything is yes or no. Not anything is determined. It will be based on the facts. I would not want people to come away from this 2 00 press conference and think we are going to pick and choose. Suppose the facts indicated that made sense, we might do that. I think that would be unlikely. From what i know at this point, it would be an unlikely decision. Thank you. Governor, my question is for you put looking at the noon model have you given any thought to lifting those orders on a county by county basis, specifically those counties with significantly lower number of cases. Is thewine dr. Acton one who advises me. We do not have consistent testing. Some of our major hospitals have testing. My guess is that skews the numbers somewhat. We do not know how much in those particular areas. Counties thatfour we do not have a positive in. I would be shocked if the virus is not in those four counties. But i will let the doctor talk about that. Dr. Acton thank you. That is a great question. We are really lessing less it is geographic, especially since we dont know the prevalence and do not have good data yet, and it will more likely be based on. Onditions level, we willal see these outbreaks but we will also see quieting and one of the things we are working on is a meter, sort of like tsa where you have Different Levels of heightened security. As we monitor the virus, once we can monitor the virus throughout ohio, we could almost have heightened levels of where it is in communities. That could be very useful for you at home to make decisions. For aw we will be living long time with washing hands and distancing to be safe. Eventually, when we have the kind of data we need, we will be able to know a lot more at the local level. That is a great question. Another part of what the science of what we are going to be doing, we will be doing a giant survey of ohioans, which will take place in the next two weeks. It will be very soon that we will start to get some data from people about what they have experienced, especially folks who were sick and mild and stayed home and we do not have them in my data. We have the blood tests and we think toward the end of this month, keep our fingers crossed because until you have it in your hands, i do not quite believe it these days until we have the test in hand. We will be doing a sampling of a thousand people in ohio that are representative sampling of people and we can see who might ymptomatic. No models, just real knowing from people on the ground, detective work, we will have a better sense of where we are with this virus. That will help us make better decisions. A lot of things we will bring to bear as quickly as we can. Set, as the governor said, this is a painful time we are going through. We are feeling every emotion, all of us have felt every from feeling frustrated to feeling despair. Usase keep bearing with because we want to lead the way on doing this for ohioans in the best way possible. Gov. Dewine Lieutenant Governor does have some information. I have some updates on some of the unemployment issues that have been raised. I texted director kim hall and she said they have caught up on all approved claims. Either with Digital Payment or a check that has been sent out. There are always some that are more complex. Those who have mismatching Social Security numbers, missing documentation, multiple issues,s, eligibility and so those things that those claims that have those issues are still being processed, so they will have to work with that individual. But she told me, as of right now, everybody who has a claim that has been filed that has been approved, those checks have gone out the door. That is your update. I know a lot of states are having these same issues. At least on this at least on that piece, we have a bit of good news. My wife just texted me and said she bought two new columbus clippers hats. I was wondering if you had given any thought in other countries coming out of the peak and starting to reopen things, some countries are using mobile apps to help track things. Has ohio given any thought to the idea of mobile apps . Gov. Dewine the way we are going to get out of this is through technology. One of the things you are seeing of this greatsult tragedy is that people are becoming more innovative. Some of the things that will be developed we do not even know about that know about yet. We had a call about that at noon today to talk about how we are going to align testing. Who is getting tested . Are,those test results either that you have covid or that you have recovered from it. And how we can help those people by tracking them, taking the data, and then allowing them perhaps to move to the front of the line as far as getting that out getting back out into society. It, at thet have point of vaccine is developed, you would be one of the people first in line to receive it. A lot of benefits to aligning your testing with your data sets and delivering services or allowing people to reenter into the economy a little bit sooner and safer. Last night, we were on ohio states campus and there was party after party after party. People enjoying the warm weather but clearly not staying inside. A you worry that we could see Second Spring break surge like we were worried about back in march . What do you have to say to students who are getting restless . Dr. Acton i know the restless feeling and i think all of us are experiencing that. The warm weather brings at that brings that out. We have to find ways to get out safely and safely socialize. I am very concerned about that. I am certain that the Columbus Health commissioner and county Health Commissioner are equally concerned and it is something ohio state is looking at because we know that is a very dangerous situation. We know people are hospitalized age. Now at that i do not know if it is become i hear the stories every day of the people who are sick and dying that it makes it so much more real for me and i hope they Pay Attention and take this very seriously because there are young people who are quite ill, there are folks in our childrens hospitals, teenagers and people in their 20s. Risk. Ne is at this is a very inflammatory disease and anyone, even a healthy persons body reacts to this in ways that are not protectable. It is a very pernicious virus. It is hard once you are even on a ventilator to get enough oxygen. I just think there is no one who was invincible. They need to be donning their masks. I have heard of people trying to do an outdoor campfire with people way across from each other. People have got to think very seriously about doing this wisely. Thank you. Good afternoon. Tell me three things that you are worried maybe falling for the cracks as your attention is diverted to the coronavirus. And three things that you are grateful for, kind of silver linings. Thereewine i think that are a lot of things still going on. I am very grateful for our teachers who are out there, who continue to teach. Grateful for our First Responders who go to pick up people not knowing whether they are positive for coronavirus. I think about folks working in hospitals and i am thankful for them for what they do. I could go on and on. I will add a fourth, those who work in nursing homes. And a fifth, those who work in our present. In our prisons. Very, very,s been very much on the coronavirus. Wrong, we will lose a lot of lives, our economy is in shambles, and it will be difficult for us to come back out of this. This is a very delicate thing to do. Just it takes a big team behind us. It takes all of you out there who are watching because you are determining how we are doing every day. Tojob, as i look at it, is continue to articulate where we are and what we have to do and to plan for the future. Part of the job of the governor is always to plan for the future and to think down the road. We have been thinking for some time about how we get out of this and where we go. There is a Business Group together because we care about where we are going to be in a year, two years, four years. Those are my thoughts. I think we both have some things to share. Grateful for i am swift action. The governor led an ohio followed. When you look at states on our borders, the numbers in ohio are better than a lot of places around us. I see people every day who are scrambling, who have not had a good night sleep in over a month, who are just every day, including our stuff, working to try to make this better. Federal reserve chair Jerome Powell was at a Brookings Institution discussion today to talk about the impact of the coronavirus pandemic on the economy. Here is a portion of his remarks. Weeks, morest three than 50 Million People have filed initial claims for Unemployment Benefits. We know the Second Quarter is going to be awful but i wonder if you could help us look ahead. You and your formidable economists, what do they see for the rest of this year . Do you expect a robust recovery to begin this spring or fall . We do have terrific economists. If you ask them today what their expectation is for the economy over the course of the rest of this year, they will tell you that it really depends on the path of the coronavirus. How quickly will it spread, how quickly are we able to reopen the economy with confidence. People can go back to work knowing that it is safe. These are not typical economic questions that are great economists are practiced and skilled at answering. I would say generally, my expectation is the Second Quarter will be a very weak one. And that is because businesses are shut down. Workers are either working from home or furloughed or laid off. Lowo expect to see a very economic output and big increases in initial claims for unemployment during the Second Quarter. When the virus does run its course and it is safe to go back to work, then we would expect there to be a fairly quick rebound as people do go back to work and start resuming normal levels of economic activity. Most people accept expect that to happen in the second half of the year. To try to be precise about where that would be, i do not think that would be appropriate. It does depend on people staying home, staying healthy, doing everything we can to get the virus under control. The more we do that, the sooner it will be safer to go back to work. Our emergency measures are reserved for truly rare circumstances, such as those we face today. When the economy is well on its way back to recovery and private markets and institutions are able to perform their vital functions of channeling credit, we will put these emergency tools away. Has the luxury of choosing our challenges. Our job is to meet the tests we are presented. At the fed, we are doing all we can to help shepherd the economy through this difficult time. When the spread of the virus is under control, businesses will reopen and people will come back to work. There is every reason to believe the comic rebound can be robust. We entered this turbulent period on strong economic footing and that should help support the recovery. In the meantime, we are using our tools to help build a bridge from a Solid Economic Foundation on which we entered this crisis to a position of regained economic strength on the others.
