Support the Health Care Workers keeping us all safe. With respect to testing, we have been working aggressively to expand capacity in the commonwealth and we are continuing to ramp up our efforts. Massachusetts is one of the largest testers in the country. Testing is going to be a huge part of how we develop strategies to deal with this virus going forward. We are grateful to the public and private labs and Healthcare Partners that have allowed us to dramatically increase our Testing Capacity and output. In addition to the state lab, there are 25 public and private labs testing in massachusetts. 76,429 patients have been tested with nearly 4500 new tests reported in the previous 24 hours. We are making a lot of progress, but we know that there is much more to do. This weekend, we visited a new drivethrough testing facility for First Responders at patriot place. As we continue to talk to partners at the local level across the state, we will continue to add more of these in all parts of massachusetts. Earlier today, we announced a new Rapid Testing site, which will enable on the spot testing and results at no additional costs. The new cvs sote will we anticipate being able to test 1000 people a day and received the results on site within minutes. People will know if they are positive for coronavirus and take action to seek the proper treatment. Positive cases will be connected to our program, which will be onsite, which we announced last friday. Multiple language assistance will be made available. These tests are available east are available on the cvs website questionnaire. More information is available at cvs. Com. We are hopeful to have enough supplies right now to get through the next two weeks of testing. We are grateful to those at cvs for supporting our efforts to expand Testing Capacity. As we work to isolate positive cases and prevent further spread, we know there is no population at greater risk than seniors, especially those who live in longterm care facilities. There are roughly 1000 of those facilities in the commonwealth, so this is an important part of our response to the pandemic. Through the command center, the commonwealth has taken several steps to support longterm care facilities. The covid19 command center has been doing several things to help these facilities prepare as best as they can before infection started spreading, and we are doing but we can to help the facilities deal with outbreaks. Should an outbreak occur, an epidemiologist is assigned to help the staff working directly with residents at each facility. The department of Public Health has issued additional guidelines to protect residents and Health Care Workers and reduce the transmission of covid19 spread inside and outside the facilities. We have expanded our ability to rapid test at each facility. One of the most important things we can do is test the population quickly to identify positive cases and take action like isolation or treatment. Over the past several days massachusetts has launched a Robust Testing Program for seniors to do onsite testing at Nursing Homes. It is not only a faster way to test, but it prevents seniors, who might be fragile or will, from being distracted or having to be brought to a hospital or outside care facility. The testing is being conducted and the samples are prioritized for processing. So far, the National Guard has been deployed to 80 facilities across the state and completed more than 350 tests since the 1350 tests since the program started having days ago. Today they will visit an additional 20 facilities and will continue to build Testing Capacity in the coming weeks to serve the greater population and serve our most vulnerable residents. I wanted to remind people today, tomorrow, the day after, to stay home and continue to take the necessary precautions associated with social distancing and following guidelines have been issued to keep each other and our most vulnerable members safe and healthy at this time. Thank you. Good afternoon. As the governor noted, we are infusing it hundred Million Dollars in critical stabilization funding to support Health Care Providers. Particularly those impacted by the coronavirus emergency. Health care providers, who have stepped up in unprecedented ways the past few weeks, while experiencing significant impact. Funding will support hospitals, primary care providers, Behavioral Health providers and longtime services and support providers. Funding will be distributed starting this month, through july. The majority of funding supports high medicaid hospitals to address lost revenue, destabilize them and increase cost at the frontlines. Included is a 20 rate increase for covid19 care, as well as a seven point 5 increase across the board for all other hospital treatment. More than 80 million for nursing facilities. 50 million dedicated to all nursing facilities across the state. Facilities that become designated covid19 sites of care received approximately 30 million in additional funding to support their ability to care for covid19 patients. 30 million is for other Health Care Providers delivering care for covid19 or services that keep residents safe in their homes and out of the hospital, including 50 million for Community Health centers on a 30 million for personal care attendance, funding for ambulance providers, Behavioral Health providers and home health agencies. Funding for certain longterm Care Services and support day programs that have converted from Group Programs Via Alternative means. We have asked health and Human Services to continue to evaluate the situation and report back in june. We have put out Additional Guidance for Nursing Homes. We launched a nursing home Family Resource line, a dedicated line that will connect family members of nursing home residents with information and resources that they need. It was created so that family members have one central contact that they can reach out to if they have questions or concerns during the pandemic. If they have questions or concerns during the pandemic. It is staffed seven days a week across all state agencies to help callers find answers to their questions. The number is highly publicized. It is ppp update, as we work to ensure all of our Health Care Workers are protected and safe, we continue to teach chase more ppe. Since the outbreak started, we have been able to get over 1000 deliveries out. Over the weekend, we made about 350 deliveries, including 340,000 aircraft n95 masks. 470,000 masks have been delivered. 100elivered 95 of the ventilators that weve received from the national stockpile. Nursinghas gone to homes, Senior Living facilities, hospitals, local public safety, boards of health and other health care salinities in the commonwealth. He will ensure that we are bringing every resource to bear in the fight against covid19. Questions . [indiscernible] gov. Baker say again. Yes. [indiscernible] gov. Baker anything more than i already do . No. I would not say that i did. They have been pretty good about communicating with states between those calls. Most communication takes place between fema and d. C. Ema at the regional level there is a lot of traffic back and forth between the federal government and State Government on almost all the issues regarding ppe. We are point in time, spending a lot of time tracking use,ed use and ventilator access to ventilators, not just in massachusetts but compliance with everything we get from the fed. It is a combination of things. May recall that we told we basically told the Health Care Community that does elective surgeries to stop. We wanted them to build out capacity. These people and their workforce are probably prepared clinically, but we want them to be in shape financially. The secretary worked with other folks on the team and we spent time with the legislature to see if they would be ok with what we were proposing to do here. As a result, it is a big investment and our health care system, based on some of the savings that came about from decisions that we need. That we made. These people are financially able to stand up. It is part of the surge. We do not need a supplemental budget because we are moving money around that is already part of the appropriations. Guidance we get since we have positive tests but showing no symptoms, should we report to work . [indiscernible] i cannot say that i have seen that chart. Let me give you some updates. Sigh. I need my glasses. Sorry. I need my glasses. In terms ofmbers deaths has not changed. Number in terms of also has not changed. It remains at 25 veteran residents. We have increased the number of clinical staff and social work and nursing staff, in order to have more contact with family and to ensure that the families get the information that they need. We have been testing all of the staff. I cannot comment on what you are asking me because i have not seen the document. Positive, that tests should they report to work . If you test positive sec. Sudders if you test positive, you should stay out of work for some time. If you are asymptomatic, he would have to get a doctors order to go back to work. One of the things that we are doing a deeper dive on is the percentage of death per capita. Looking at where Nursing Homes are in other clusters. If you look in the berkshires, that is where we had the First Community spread in berkshire county. That contributes to that. I cannot answer your question specifically today. We are doing a deep dive where deaths have occurred, so we can actually pinpoint what is it in that region that contributes to a higher per capita death . Right now, it is the berkshires in particular that has a higher percentage of death rates. [indiscernible] sec. Sudders i was not here yesterday. Site opened. Vel site opened. There are a couple things that make it different. One is vapid testing. You will be asked to step aside and 15 minutes later you will get your test results. Tracers are also at lowell. If you are positive, contact tracer will approach you and tell you what you need to do to selfisolate. We are trying to been together Rapid Testing, and if you test atitive, one of the partners contact tracers will give you information in the five primary languages to serve the community. Data, whene all into we rolled out the Contact Tracing program, somebody asked, is anybody going to apply for it . Over the weekend there were almost 5000 applications for the program. When he 500 of them have been screened in interview 2500 of them have been screened in for interview. Im sorry . [indiscernible] sec. Sudders lead try we try to put that information out as much as possible. Big e, it to the should open up at the end of the week. People can open testing sites that we do not know about. What we are trying to do is make sure that we had spread across the commonwealth of massachusetts. Trying to reopen a site in shrewsberry. The northeast has not had a lot. We have a map where we can show where we have testing sites. Our goal is to have accessible Testing Available for people in the commonwealth. We will be expanding mobile testing for people who are, for whatever reason, mobility is an issue. Mobile testing is important to augment onsite Testing Capacity. And do you anticipate releasing information . [indiscernible] sec. Sudders i will not speculate, but we are trying to take in as much data as we have available to put out. One of the challenges with testing data is when it comes into the lab, the detail that we would want, such as ethnicity and race is left blank. All you get is the persons name and date of birth. We are trying to get all the haves filled out, so we robust data to report. We will start putting out data, even though it is incomplete, just so we can get it out. So we have a better sense in massachusetts. Can i ask you about the flattening of the curve . He warned against looking at a couple days and taking too much stock in it. We have not seen the stats from today yet. Is there concern with the weather getting nicer that we might give up on social distancing . Gov. Baker certainly one of the reasons we made the decision that we made, looking at state operated teaches. It was because we did not like what we saw going on there with respect to social distancing and gathering. That is one of the reasons why the mayor made the decision that he made. Many local officials we talked to have pursued a variety of initiatives in their community, based on that as well. I believe that as the weather gets nicer, we will have to continue to be aggressive about our messaging on this stuff because nicer weather will encourage people to go outside. Somebody wants to go for a walk . Nobody has a problem with that. ,t is when he gets beyond that Outdoor Recreational gaming. Big groups converging on each other. Road races. We cannot have that stuff because it completely defeats the purpose of what we are trying to achieve, which is to limit the virus ability to jump from one infected people to more people. There is a significant number of people who are going to be covid positive who will never show signs. Therefore, they are perfectly able to infect other people without understanding or knowing that they have covid19 themselves. That is one of the reasons why the cdc issued guidance with respect to wearing a mask when you are outside. If you do not think you can live up to the guidelines with social distancing, to protect others from you as much as others you from others. The weather will be in issue, but frankly, if we are going to be successful in dealing with this issue over time, especially dealing with this issue as we head into the surge, people need to understand that we need to stop the spread. It has a lot to do with the decisions that we have made and the decisions that other states, municipalities and the fed has made. There a reduction in the increase . Gov. Baker i did not say one thing about the distribution of testing. The thing to remember is every testing site is not necessarily a part. There are many who test all over the commonwealth who rely on others to process their tests. Quest processes for dozens of providers that operate all over massachusetts. We believe that where we have the opportunity to put testing in places, based on our conversations with people in the Health Care Community and our weversations, people say need additional test capacity. There are a ton of providers who whoot do tests on site, but are actually doing tests on site in massachusetts. [indiscernible] d think the state has enough Resources Available to meet demand do you think the state has enough Resources Available to meet demand . Gov. Baker we believe that in all of those programs we will see increased demand. It is something that we will have to work through towards the end of the year. It is where some other resources that the government has made available, the states will get applied. There stimulus bill are three big pieces to that one. Other major elements support for state and local governments. I expect some of that will be used to support the increases and the number of those programs as well. Secretary turco i say they are both doing fine. They are at different points, different places with respect to the virus. They are both reachable by phone. Dandoctor is more reachable secretary turco. We have both told secretary turco to look after himself for a few days. [indiscernible] what is the spread looking like at pharmacies and Grocery Stores . Do they need more protective equipment . Gov. Baker we have put out additional guidelines for Grocery Stores today. I do not know all of it, so i will ask someone who does to speak to that. We will be issuing further guidance relative to Grocery Stores. How to provide a safe environment for customers, as guidance to save. 0 of the occupancy that occupancy will include employees and customers as the number to be enforced by local to access theth goods and necessities that they need to get the groceries and return home.
