For disinfecting toothbrushes, shoes, and other places where you do not want to use chlorine or columbus, ohioto where the governor is about to brief reporters on the coronavirus. With a Probate Technology toized continue the course work bring a family together. Up this morning for the first time as an official family following the adoption of their son james. They used to this, zoom technology. They were able to finalize the process, consummating the adoption and working with the court. Nd probate what is special about this is their family from all across the state was able to witness this. Congratulations. That is pretty neat. Congratulations to the family and the judge as well. Want to talk for a moment about Hospital Capacity and what we are doing to bring you an update and we will just update you every several days as we move forward. This is one of the things we have to do to get ready for the search. We are in the process of building up capacity with medical personnel the same way we are doing with personal protection gear and equipment for folks in our hospitals. General harris to lead this. They have great teams working every single day. Map. E start with a many people may not realize this, but the department of health already divides the state eightight separate areas, regions called Health Preparedness regions. The Hospital Systems already worked together to do Emergency Planning in those areas. Coronavirus and what is happening is unprecedented so as , not only do hospitals have to work outside individual systems they must also work beyond the region as well. We divided the state into three columbus cleveland, cincinnati dayton. Is to get the hospitals ready, get everyone ready for what is going to happen when the search hits us. A couple of points. Today if you do have an emergency, that does not change whether that is working with your doctor, and emergency squad, that is not changing. Fact, one of the things that has been happening is we ask everyone not to do elective surgeries, the space in the hospitals by and large is capacity ofo the more beds actually opens, but as we look forward to what we know is Company Coming and if anyone wants to wonder why we are doing this, i would ask them to turn on the news this morning. New york is much more populated, but what we are seeing is what we work to avoid here in the state of ohio when this really does hit us and so this is what we are trying to prepare for. When we get to the search, surge. Me go back to map. Anyone to think if you end up in cincinnati, there are two variables and the reason twoivide the state into variables, one is capacity. The hospital you are normally going to full, you need to be going somewhere else. Capacity is one variable and the level of care is the other variable, so there might be a situation when you are in the and it might necessitate based on a medical decision to move from that hospital to a bigger hospital. I have asterisk harris and the members of the National Guard to start planning and assessing structures for an anticipated search surge. [inaudible] this is not something that just the National Guard is doing. Hospitals have plans for how to build out, so all these things are being integrated in the hospitals are working closely with the National Guard. Today, thes i speak ohio National Guard is speaking with columbus. No final decision has been made, but they are assessing the situation. The National Guard continues to through theapacity communities. What are the possibilities . It might be a college dorm, a convention center, close , but they are assessing all those things to give us thinksed capacity and i the doctor may have more to say about that as well. As we have talked about getting , we talk about capacity and hospitals, but no there is also a need for personal Protection Equipment in first responders, folks nursing homes, folks and needtals and we had a real to increase the numbers. Increase it significantly. The Ohio Manufacturing alliance to fight covid19, a private Public Partnership to provide respondersh first the tv and other things they need. We have a shortage so we are asking manufacturers to step. P, see what you can do the partners are the Ohio Hospital association, manufacturing advocacy growth nursingrsuch home , ohiorganizations department of health, all of this comes together to form this here is my request. If you are a manufacturer, we need your help right now. If you are a manufacturer and you think you have capability to create any of the materials, any of the products we need, we have toew website for you to go repurpose and [indiscernible] you can go and see what we actually need. , but if is a long list you click there, youll see all Different Things that we need. Again, we ask you to go to the website and click on and see all the Different Things we need,. Lease take a look at that includethese items masks ands, oxygen, again, the full list is on an extensive list. To me just say, the money will be there. We need your help, please go to that webpage as soon as you can. Let me give you an update in regards to testing. Ohio, like other states has not had as much testing. We have had to target that testing. The doctor will be issuing orders today to accomplish a couple of things. Both will help increase testing time and reduce anxiety of people who are sick and need to get the results as quickly as. Talked about this before, but today we are turning this into an order for hospitals. Directed at all hospitals who dont do their own testing which is the majority of hospitals. Spoon pitals that send their specimens to a today, you beginning will be required to send this to another hospital that is doing testing and can make a quick turnaround for you. We have artie confirmed that metro hospitals all have capacity and willing to take tests. Veryof the labs have significant unused capacity. These labs are able to turnaround around results more quickly than the private labs, so no longer visible to send that. Turnaround. Has been it is unacceptable for the patient in unacceptable to the rest of us. Let me also say the Ohio Department of health will andinue to analyze tests these for the most part, these are critical patients including Health Care Workers who are showing symptoms of the criteriaus, so that does not change. Anticipate there may be other hospitals who may have we know, and as soon as we will post those and let you know. Parte turn to the second about the testing. And heard about the rapid tests coming on the market. We have been in contact with some of the Companies Bringing this on to market. We will start using these just as soon as they are sent to us. We know that some of them artie have hospitals lined up. We cannot control when those percent, but we anticipate it will start within the next week and we are certainly looking forward to that. Depending how much of this we have, we will be utilizing freestanding emergency departments, freestanding emergency centers, hospitals that use health care facilities. This will be very helpful, but again stay tuned, we will have more information. Another topic, access to food while this is all going on, hoping to keep potential exposure to a minimum. We have been working with and workingners with Grocery Stores on options to get groceries. Snaphose receiving benefits are able to shop online and go to their Grocery Store. Snap recipients will be able to swipe their cards without entering the store at all. Now with this new system, a mom , andoes not have childcare adult with Underlying Health home, ion, groceries at pick up curbside or that is available. Without a snap for severe, they can pick up groceries online. Happy census data. Date,is National Census the day to count the number of People Living in our household for the census. If you have not completed your senses, this might be a Good Opportunity to do so. Interest toryones be counted. Everyonehe one time ought to have agreement. It will determine how the funds are distributed back, how many representatives we have in United States congress and many other things. Respond online at , by phone or by mail. Ohioans made tuesday at home, you can fill out the census online or do it on the phone. If you want to ensure ohio has resources we need to be properly counted, please be part of this. It was announced after our press conference we received a fema disaster declaration and we are happy about that. A major president ial ,isaster declaration approved both to the state and local governments for costs associated with protective measures, fire and Police Emergency medical etc. Sheltering, this shift some burden from the state and local government to the federal government. They include Emergency Operation center costs, state agency purchases, disinfectant of public facilities, ppe and temporary medical facilities enhanced Hospital Capacity. Another component is it allows direct assistance to local the supportsuch as from the National Guard and army corps of engineers. In just a moment, i will be signing an executive order that seeks to provide the sins to Small Businesses that have been hard. We know that many of them are hurting and many have had to make tough choices. We also know Small Business owners are resilient. Through this order, im issuing and a plea toers landlords to work with Small Businesses and payments for at least 90 days. You, governor, that is a very important executive order. The goal behind it is to stop of economic spread foreclosures. They can create a huge crisis throughout the landscape and i want to explain how this is all connected. A while ago, the federal foreclosuretopped on Residential Mortgages and forbearance. Month also, the courts in ohio have the ability to suspend the vixens through july, but there is a connectivity to all of this. If somebody cannot pay their rent and we are not evicting them because they cant pay, that means that person who owns that apartment complex who also has a mortgage, they are receiving the money they need to pay back their lenders and if we dont stop this chain, the person at the bottom gets hurt because the person who owns that will be foreclosed upon and unable to provide services down the line. What we are really doing with this is creating a 90 day pause in this process where we are forng like most to allow the 90 day referral to put that on the backend with their principal and interest and avoid those penalties because if we do this right, hit that pause button, everyone will get a chance to get through this, particularly for Small Businesses who want to keep the cash in their pockets and have the money to restart their business once we get through where we hit this pause due to the coronavirus spread. Have a huges will impact on when we tried to restart things. I think what we see, this is a perfect example where we are trying to control the spread by keeping people apart which has an effect on what happens in our Health Community and our community at large, it has the same effect on what is happening with commercial and residential customers. The executive order will help us get through this from a economic view. Additionally, i would like to , what is happening with the manufacturers stepping up saying we make things and produce things in ohio, we are all in this with you and to step up and create this alliance, super thertant because everyday governor and i and a whole team are trying to get these top 10 supplies and so is the rest of the country and the world and to have them step up and produce these things, we really appreciate you being part of the solution. , weher thing we emphasize have the stayathome order and then essential businesses. Some of those are Grocery Stores. Forceful in pretty trying to tell them you need to and make sure we are not having a spread going on even in our essential businesses and we have asked them through the governor and the executive orders, but they have asked us to do something in return because they can put all the rules in place, but if the customers are not following the rules, it makes it very tough on them, so here are seven things they have asked us to stop keep space between you and a fellow thatmer, just be mindful you have that responsibility. Watch and wait for other customers to be done and to keep the six foot distance. Limit and consolidate shopping trips. Shop alone when possible, stay at home when you dont feel well. Please have someone come up maybe a neighbor, Family Member pick up what you need and then drop it off at your front step. Wash and sanitizer hand before you come to the store and after you are done shopping, certainly in theouch her face store while you are doing that. If you can, where a mask or gloves. Shop onlinek through the Grocery Store which will allow Curbside Pickup or delivery. These are all the things they ask you to the to get through this healthier and better off. To remindreminded me you that every one of these places is hiring. They are having a difficult time meeting your needs, particularly if you were a college student. You can get a parttime or parttime job at one of these stores. With that, we thank you for all of the cooperation. Afternoon, everyone. I will begin giving you an update on our cases. Aree can go ahead, today we over 2000 cases this countiesepresenting 72 in ohio. We talked a little bit in the past about male and female and we see that almost equal amounts , 49 male and our hospitalizations are at 27 of ,he cases and icu admissions that reflects the limited testing reserved for the highest risk and Health Care Workers and frontline responders. 65 deathsely, we have in the state of ohio. A couple of things. I want to talk about the groundhogs day we are living. Sure a lot of us at home are feeling that way. Studied film, he at harvard and one of his professors wrote around all day which was one of my favorite movies, but if you remember the character went through many , anger, denial,. Argaining, sadness i think a lot of us are going soough those same stages and if we could go to my next slide, i want to talk without wagging my finger too much, want to just selfawareness and the constant need for us to remember to be kind and i have admitted that i lose my own and i feelsionally beleaguered staff. Sometimes comen across in harsh ways and i have to take moments to remember how much stress each and every one of us is facing. And in allto call these numbers, when the technology is good or working slow, there is someone on the other side of that phone, someone who might be taking care of a sick Family Member who is going through a lot of stress. Think we are all feeling sometimes that everyone we interact with is going through the same stress, so this is with us, we but to all of and sobit of a document when you fill yourself take that , remember to take a little nap and dont beat yourself up just as the virus is contagious, our mood is contagious. Thank you for joining me in that effort. Jobgovernor did a fantastic talking about our flexible and expanding health care capacity. Order. Ng to sign in order forng here in and to make it easier for hospitals to get their labs run more quickly. And it ramps up testing capability and we have information on our website, but the most important time [inaudible] we will be rerouting tests and talk more about that. This is an emergency situation. We will get that information to our local Health Department more quickly than waiting on some of the beleaguered and private testing. We are working with hospitals and talking to the ceos and putting information on getting partnershiplabs in to take the overflow. Best so we can make our decision as quickly as possible. With that, we welcome your questions. I want to describe the scene , reporters are spread out in a big room in the atrium of the Capital Building and they are observing great distance. Etween each other this is a question for dr. Akin, could you express what is happening in hospitals right now. Odd we arettle getting ready for a national emergency. People at home, getting ready for a search, but at the same time sending people home. One of the metaphors of the hurricane is you have to sunnyte when it is still for it to be effective and a lot of what we have been doing and this is england by our hospital ceos is getting the hospitals ready so everything is done from procedures, freeing up the beds, a search of cases ,oming, we are blessed in ohio the actions we have taken and the actions everyone is taking at home has slowed down the spread of the disease and the wind and storm and what will be more of a category three hurricane, but nonetheless it is a hurricane. You dont want to be putting out , sore once the fire is over it is about that prevention in getting ready and there is a lot of component to that. Is workerse seeing. Re being asked to rest up she is off today because she. Ight be working nonstop you arekind of what seeing, the calm before the storm. Question, hobby lobby in several states including ohio has reopened in defiance orders and they are essential businesses and other States Police officers are trying to close them down. Is there any plan for those who refuse to comply . I want to congratulate them, they have been very aggressive. One may or sent out 250 letters haveal days ago and they the ability to shut down. Is a national emergency, a state emergency. In their own life is usually their own business, but what they do and dangers of the people, we have to take action. It is a basic principle of. Overnment us,t is protecting all of we have to take action. [inaudible] anotherll be issuing. Rder tomorrow enforcement is very important. Another question for dr. Action. He said yesterday this virus. Ecognizes no borders usingy anticipate hospitals and other states or do they anticipate patients coming in . Absolutely, we know the virus does not know borders and fortunately in the lot of our hospitals have Containment Zones where they work whenever there is a search , so thatnt or a trauma is most notable in the toledo area across the border with michigan and it is very common in the cincinnati area with kentucky. In cincinnati, there is something called the Health Care Collaborative and they already naturally do some of that. Why onne of the reasons one hand we want to ask people 14veling to quarantine up to , but wemake that choice have to remember that people in they are not. Alls should also add that the governor and i have been talking to our counterparts frequently in making sure we are communicating that as well. Good afternoon, i am been sports. I want to ask you about churches. Weve had some concerned callers asking about closings, particularly one in butler. Ounty [inaudible] we want to know if you are considering any order involving why . Hes and if not, goes into a big group of people is making a service mistake. They are endangering themselves, endangering their family, endangering total strangers. Any pastor who brings people proximity, alose large group of people is making a huge mistake. It is not the christian been to the. Not the judeochristian intention to hurt people. By bringing people together, you are risking their health, your health, total strangers health. Mistake, so a huge anyone doing that, i would ask. Hem to think about that mosques, ches, synagogues, they have all utilized with great examples of. Hem bringing people together they can do it remotely, they. An do it online thank you for doing that and reaching out to your congregation. Notew this is working in a everyone would use those tools as well. My question is for dr. Akin. When we hit the search, how long after that do you think life comes back to normal . Give an idea of how long it will happen after the search . Not that my kids are small enough to be home, but my husband is a teacher and his principal is doing this now and they are getting a little antsy. The truth is if we are looking at this peaking in the may time area, it is because we are and we havecurve the resources we need for all of us. Flattoping to be a slow and slowly go back down again. Force ofeated a task thate only looking at what recovery will look like. There bringing in some of researchers and data scientists working, but also people that and folks economists saying what will that look like . Therefore, being able to showcase the cases are very low and also staying stable. So have to have all the gear that your Health Care Workers are safe. You have to have it stabilized and there are a number of other factors that go into that. I know scott got lee had done a report, people can take a look at that, numerous folks weighing in on that, but i have to say to be really realistic, it will not be a switch you flip and go back to normal, it will be a gradual returning and in some ways because we dont have a vaccine or criminal, life will be different for quite some time to. Ome some of the things we are doing, we really needed to be able to prevent infection all along. We talked about this stuff all the time about how we will solve the problems now and how we will look out to the future. Evenis what i understand if we ease her way out, we will continue to be part of the solution by offering a safe environment to focus on the manliness and hygiene and the testing and tracking of this. This will all be part of an exit strategy. It is going to be an easy and slower andly a lot we flipped the switch to get bes thing going, but it will easing back over time. , you have put out the word for more help on ppe withow you are ramping it a repurposed and project. The have tocturers flip a switch to make masks, downs, been letters and a long will it take to ramp up . That is one of the things we are trying to find out. We have people working on this. A break in regards to mattel. They have been working on this for a long time. That means we can recycle 160,000 masks per day. This is a process. We brought people in who have retired and they are working with manufacturers. I had a call and visit to the knows ohiorobably business as well as anyone. Behave task been to. Ggressive and reach out it is absolutely a top priority. Operationrgency center, they are keeping track with what the needs are, what might be in the supply chain, i say this time and time again, the whole world needs these things and every state in America Needs these things so we fromrying to source them wherever we can, but the good meet the property, but if you are making these things in another state, we would expect ohio manufacturers to make it a priority. That is why what the governor announced and manufacturers are important. Ally we need this stuff now, there is. O doubt about that a lot of things we will continue to need as we cycle out of this so it is important to build the supply chain. Companies that can manufacture been a letters. Ultimately, what timeframe, i dont have that information, but i know we are tracking that will tracking that. My question is about the testing you mentioned, possibly within the next week or so, can you give us a sense as well as the number of tests needed, butal professionals anyone who needs testing can get one . We can use all the testing we can get. The more tests you have, the better information you can get and you can make better decisions. We went back and forth with governor i think after half an hour onversation i would say we are going to wait and see. They told us they were starting to come. They listed five or six they were already in line to start sending to. See it, we actually you know, well im not saying well believe it when we told us itse they coming but as far as the actual numbers, were going to have to thosentil we start seeing and frankly see how fast it comes out because ohio is obviously not the only state these. Getting they have commitments all over country. Reporter hi. You didnt move yet. Good. Dr. Acton so we still have testing. L y the rapid tests are going to be it makes it go faster, but give us a huge volume more. I will work very hard to get you some numbers on that because i have seen some. Me. Nt have them with very excited. I did talk to abbott today. They have some technology that use here in ohio. Theres something that hospitals thats i believe the f. P. 2,000. They called it almost like a toaster size. Small kit called the i. B. Now. Those are all great technologies. On other rking technology, but they are sphere. S like body you probably have heard about ride iment in tell teluride, trying to do a test on population. Thats my dream, thats my dream well get that level of testing. Very hard for s these Companies Even when they ake them to scale it fast enough. As the governor said, its needed across all of these states. Making a plan now for which is testing blood. The current types of testing are scale, we n a mass actually have the system being uilt to do that rapidly so it reaches all. Were working on that. Thats a second. To test he ability widespread. Were going to do it. Is me to say and this speaking. You know, we some of these going to we are going to need help because we cant have states being pitted against each other. Know, this really is something that we have to take a strong look at. Defense production act, we have to look at using the logistics agency. One of the things were talking stockpile. E national this is a nightmare for all concerned. Wes isnt a blame thing, but have to lean into some solutions that are more wide in scale. F we have the people who can produce, we just need the how to of whats produced and we can be in all of our states. And i know these manufacturers these amazing lifesaving tests are having the ame wish to be able to scale quickly. So i do think this is a National Conversation we need to have to scale and scale rapidly. And its never been done before, but i think a lot of folks are willing to have that and we have side to be our ready once we have that. I want to say one more thing stockpile. Ational we have these hot spots in our country. Spots. Clearly hot new york is in a terrible situation. So youre trying to get all the supplies to them. Problem were going to face with this unique pandemic is that within two weeks, a lot of to go off at the same time. Needs to be a combination strategy of they tizing hot spots as exist as we know with the delay n testing, we cant prove the about to be hot spots and we know they will happen across the and territories as well. So how do we do some sort of per allocation in allocation. Wants to sit with an idling ventilator while in a neighboring state they need it that way. Way the tely, the pandemic is happening across our entire country, we need to think of these dwriks resources disty bugs of these in distributions of these resources in a very thoughtful way. You. Reporter nbc 4. Question for the Lieutenant Governor. So earlier you mentioned how retailers or essential stores have been asking certain things you to ask to get the message out to the people. Some of the states issued orders how many people can be inside those essential stores at a time. Is that something ohio is at . Ing governor dewine well have that more for you tomorrow. Progress. Ork in well announce it tomorrow. Lt. Gov. Husted what he said. Reporter hi. Eldridge. Question for governor dewine. Can you clarify the small you ess order that mentioned . Take directing lenders to 90 or is it just asking them . Ms. Wasserman schult overnor dewine thats kind of both. Ill have the Lieutenant Governor who has been working on take a stab at it. Lt. Gov. Husted yeah. There are se two parts to this. You know, we are ill use the term essentially in the order, foreclosures id for the next 90 days and we cite n there the authority in which we believe the governor has the ability to order that. Requesting the remedies that are in there under the order. Requesting part this is very consistent with what new did. And california by the way, nobody is going to i mean, everybody is going to have to pay. Pay eventually, but were requesting some remedies are thoughtful ways to go about it by deferring days, adding that onto the end of the loan, along with interest and the principal at the end of the loan. Because that way it allows to have the cash flow that they need to keep people they ed to restart when have the opportunity. It doesnt create that daisy want effect where we dont people to get evicted, but the apartment owner has to pay his mortgage. Dont give them that ability to defer that payment for 90 days, then they get upon. Osed what happens to the people in the apartment who are there . Ts how its all interconnected. So dont want dont cant for 90 days. Requesting, as we have in the we r, the manner in which want them to go about doing that, although obviously that ill ultimately be up to the lender and the person who has out. Ortgage to work that reporter i also have a question for governor dewine about hospitals. Said k the governor has some hospitals have had issues working together on this and cooperating. Theyre working together on this. Then, also, how theyre going to so much u know, losing money. S. Wasserman schultz well, first of all ms. Wasserman schult of rnor dewine well, first all, hospitals are workings together. We have small hospitals. We obviously have hospitals that larger, larger hospitals. Historically hospitals dont necessarily work together. Unless theyre in the same group. But theyre stepping up. Doing what they need to do. We broke the state up into regions. Regionally. Ing but theyre also now having to collaborate in regard to whats the flow of a patient . A patient comes in, if the has got s coronavirus and they are at this stage, then this is where they go. Stage, this t this is where they go. If theyre worse, some of them may end up, for example, in one big city hospitals. Columbus, cleveland, cincinnati. Working hat kind of together. And the hospitals, look, i think theyre doing a good job. Theyre working with our Health Department and also working with National Guard. So a lot of moving parts. People are stepping up and need to oing what they do. And you had a second part of the question. Reporter is there a plan to sure that hospitals arent having to lay off workers or losing so much money they to close . What does ohio plan to do about that . We rnor dewine well, certainly are seeing that. Ou know, even before the coronavirus, we were seeing some midsized pitals, hospitals that were clearly struggling. No doubt solutely about that. We stop ce you once elected surgeries, that for many of the hospitals had a direct impact. Impacts the number of patients there. So, yes, theyve been hit, all hospitals have really been hit by that. That whats news is going to happen, there will be a surge and certainly those are going to fill up. If what we think is going to happen, not only are they going to be at full capacity for a while, but were going to need more capacity. What dr. Acton has pointed out, different about this, the average hospital stay is, what, days. Ys, three its pretty quick. But the coronavirus, it may be a than lot, a lot longer that. And so thats why theyre going o fill up and hit that capacity. So, you know, were going to see what happens in this. Were not too far away from maybe as early as two weeks. Three we dont know as far as this surge really is. Learly, the number of admissions is going up. You. Ter thank reporter hi, everyone. Bureau. Alth news getting back to the lending order, what sort of consequences lenders face if they dont follow the order and have you thought about extending this to renters . Al governor dewine do you want to john . Hat, lt. Gov. Husted sure. First, take the second part first. Mortgages are largely covered under the federal Housing Finance authority under fannie and and that was done several weeks ago. E do have a provision in there that does deal with a small number of Residential Mortgages that might not be covered by that is also in this process. Foreclosure process will go through the courts. We hope the courts will enforce order. Reporter somebody who rents an apartment with a landlord, would of giving a hought similar order for those . Lt. Gov. Husted weve done that. Already ve done that with the law change that gives the courts up until july to those evictions but we a nt put a we didnt put full order on it because you could have somebody involved in Domestic Violence where you want the eviction. Governor. Governor dewine and just laird layered over that, instructions put out by the chief justice in regard to that. A judge certainly has the in other words, the time limit that judges ormally have to hear an eviction is waived so that judge that case. Ve to hear that time is really suspended. Thats what we expect judges to were theyre in a situation where someone is committing Domestic Violence or else. Ing i would expect throughout the state youre going to see those, evictions are actually brought, i think in even ases they arent going to be brought, but when they are brought, the judge has he ability now to hold onto that. Frankly, we felt the relief was individual that tenant, and when we looked at cascading effect that could happen, as john talked about, we this order was very, very important. Really people who understand the Business Community looked at that and that,f we just hold up on hold that for a while, you know, ourself, buy buy everybody some time and dont effect of mino everything falling down. Lt. Gov. Husted if i could reiterate a couple points have een made on this because i think its really important. Its a pause. Days. We want to see that across all places. We want to see it in the market. Ial we want to see it on evictions and with commercial mortgages. But unless you do that for all them, then youre disrupting financial chain between somebody whos paying owns nt, the person who that facility and has a mortgage on it and their ability to pay the lender. Care of allnt take three of those phases of the financial chain, then it collapses down and usually the people at the bottom the he ones who are hurt most. Reporter the first part of the kind of what consequences do lenders face if they dont follow the order . Have v. Husted you would to go through the courts. He courts, where most of these foreclosures, these foreclosure consequences occur, the court would uphold our order as we see it. Reporter thank you. Reporter this is jackie from cincinnati inquirer. Thanks so much for your time. I heard from several people who denied Unemployment Benefits because they dont meet he minimum qualification amount. Some of these are College Students who, you know, relied n these jobs to get whatever income they have. Has there been is there any the idea of lowering that minimum benefit at this time . Also, do you support mandating either at the state or federal level overtime or hazard pay for Health Care Workers, grocery employees, and others ho are putting themselves at risk doing these essential jobs . Lt. Gov. Husted well, i can say hat hazard pay is something that many people who are in doing. N to pay it are theres also the challenge that our Health Care Institutions now. Financially right that we hope when we get the ules from the federal government in what was in the care act that well be able to operators, home hospitals, because theyre under deep Financial Stress right now we realize is important. Did cover 1099 or of pendent contractortype employees. Understand theres no mechanism or rules that have yet been for delivering that money back out that the federal government appropriated, so we for those rules and trying to identify what systems to use if in e Us Partnership with them to get that money back out the door. About,up that you talked i think the numbers you have to be employed for 20 weeks and at least 265 a week, if i remember this off the top of my head. Included in the understandkage, as i it, and additionally, our in ohio doessystem its ve the capacity, as currently financed to structure an unemployment system for those that were not accounted for in the existing system. Coming actions from the federal government, the resources are made available to that community of arttime workers, then bewould certainly willing apply that then we would certainly if the y apply that resources are available. Reporter the first thing you asked about, you do not support federal mandate for hazard pay at this time . Lt. Gov. Husted well, the is that some ave people just dont have the money to provide it. That wouldnt know where money would come from. We are certainly always open to have ways if people we can fund things that are important to help our essential who are in people need. Ut we are limited by the resources we have no matter ut as we always say, if you have ideas how we can fund these things, you know, were always listen. To good afternoon. This is luis from ohio tv. Is for you, Lieutenant Governor. In terms of todays the first of month, the majority of the tenants have to pay the rent they, and you suggest that should have conversations, a ment until they have resolution between paying the landlord. Official letter that the tenant can show the l these are things being suggested by the governor, how a resolution, those three months, 90 days theyre it be put at the end of the contract . How should they approach the situation . This lt. Gov. Husted ill start on this, if the governor wants to to this, ill try to do my best to answer the question as best i can. Want everybody in this chain, whether youre a tenant or a mortgage or ys rent to contact either your landlord or the mortgage holder, them on and work with the terms. Because what this is focused on, what all of this coverage is is people who cant pay due to the effects of covid19. Us, it doesnt cover other circumstances. Its focused on this. It doesnt mean that if you arent covered by that you rent. Nt pay your because understand, we cant have people just not paying their rent. People not paying their mortgages if theyre capable of doing it. Are not circumstances overed by the covid19 pandemic. And so contact your landlord. An rstand that there is executive order out there. Theres also a law thats been legislative and signed by the Governor Legislature and signed by the governor allowing for the as chief Justice Oconnor has said, to limit evictions or n foreclosures as it relates to coronavirus. That is the thats the best i can provide you here can do to what we give people guidance. Talk to your landlord. Bank, the mortgage holder. Heyre supposed to work with you on under these orders. Acton. Or dewine dr. Dr. Acton i want to add on a different topic. Wanted to clarify an earlier answer i gave. Apparently i didnt hear the word about hospital workers furloughed. So i missed that in the question. Clarify thatted to statement because the phones are lighting up here. Talking about people having time off like my daughter up and also thats not a furlough. Hospitals, some smaller ospitals ive spoken with have actually, because they are not doing elective surgeries, have staff that are working with hospitals, so they have been giving them other assignments to do. To how i just wanted clarify that furlough is not what is happening. You. Reporter if i may on that note that i was talking to the ieutenant governor, if the order is to stay home and people are staying home, would that be the coronavirus situation . Rent and f paying the conversation i was having earlier of people having a with their landlord. Governor dewine look, we conversation. This came about the dip in the economy, we have people staying home, we have people who are out of work, Small Businesses that arent able to function. Of that brings about this order. Reporter ok. Much. You so governor dewine thank you. Afternoon. Ood randy will youed low with the udlow with the columbus dismatch. As head of innovation ohio and ur i. T. Efforts in the state, were familiar with the Horror Stories of trying to access the system, but claims we have also fielded complaints offered platforms being during the health crisis. People submitting complaints of feel are improper mass gatherings, such as one concerned about gatherings not practicing social the new pedestrian bridge in dublin. E see the email from are a distributor who has gloves, n95 asks and materials, he submitted it through the state through the online portal, has acknowledgment, has not heard from the state. What is being done to correct problems . Overnor dewine with regard to anybody whos seeing something out there where they have gathering of people together, right to the local Health Department. 113 health ave departments. We have city Health Departments. We have county Health Departments. What youre seeing is Health Departments in cities being very aggressive in this. Said, we had a conversation with a number of mayors at 11 30 oday and they went through mayor by mayor what theyre doing in this regard. So they would welcome that and thats really the effective way for that to be enforced. I will just the distributor who had some need and you badly cant get any response . Lt. Gov. Husted first, let me this. P and say that the things you described have nothing to do with technology. Unemployment the common sayings compensation yesterday. Ddressed its the fact at some point in do get u know, people overwhelmed. And were trying to bring as wey people to these tasks as can. In many cases were assigning have never done these kind of things before. Were trying to bring in the private sector. Were bringing in every human aspect we can to bear on these issues. Those i have received kinds of complaints, as you contacted. Somebody and look, our team has to track that down, because we have a lot offering who are things. And you end up finally getting to the end of it and its omebody operating out of china who wants 100 of the money upfront and theyll deliver the back end that we have to be very cautious in handling taxpayer dollars that being defrauded. So sometimes these things take through. Et using is focused on getting access to every one of hose top 10 list things they can. If you would if you would take that particular person that, let you know about if you would send them to me, you know how to find me, ill followup on that today. Ok. On the distributor, we did forward that to the governors secretary. Hopefully he has in the hopper somewhere. Quick question, governor dewine, now in work, we have a twoweek t. R. O. What ohio is s going to do on abortion . Whether thats elective surgery essential operation or not . Order by ewine the dr. Acton, i think we explained the many, many times why order was issued. Regard r was issued in to elected surgery so we can preserve all the personal protective equipment, all the other things we need. Not the only state to issue this. Most states from in fact issued this. Applies to abortion to ics, it applies yearologists urologists and else. Ryone Health Department got complaints bout abortion clinics and urologists, they have done investigations. Ow, you have an action by planned parenthood and an order thats been issued by the judge, but its still its certainly in litigation. We believe the order is correct. We believe the order is in the people of the state of ohio. Ive instructed the attorney eneral to take whatever action he needs to take to support the order that was issued by dr. Acton. What people in the state expect us to do. Reporter thank you. Laura hancock is from cleveland. Com. Last question. Doctor, you talked about the serum testing for antibodies. Day, the f. D. A. Did approve that. So what is can you explain a bit, the plan . Will there be random testing to antibodies, o has whos had covid . Can you explain that . Laura. On thank you, by serum testing, youre talking bout looking in the blood for antibodies and, you know, that yet in vailable to us any usable form. Hat that will allow us to do, antibodies develop whenever you get sick. Its not the best for telling infection if you have the infection now because that will build up as youre fighting. Remnant of something that happened in the past. So it will let us know you basically, munity, that your body fought it off. The same antibodies actually are explored as a potential treatment. Thats a very oldschool thing. Ts how we developed some of our early vaccines and immunity before they had the vaccines today. Have so i think there are many ways ere going to try to look back in history. We are currently already doing a of something thats called surveillance. Surveillance is a scary word. That means is kind of look out at the population at large. We have some, for instance, were doing a study right now with the c. D. C. , at Ohio Department of health, where were looking at people swab saying they wabbed for flu and they tested negative for flu. That system of looking for flu is a federalbased system. A lot of we generate the numbers on how many flu we have in a year. Samplesme of those same will be tested for coronavirus o see if perhaps somebody who back in january or february tested negative for flu but was having respiratory like ss which looks a lot pneumonia. Hese things will help us look backwards. Perhaps there are people that did get sick. Never got tested. I have dreams in my mind of, you test, just like a diabetes you get a prick of blood and you can tell very quickly if high glue close. Glucose. Have high yll antibodies. That will be an elaborate inategy that we hope to have the future. Thank you. Governor dewine dr. Acton, thanks very much. For tuning ry much in. Well see you tomorrow at 2 00. Thanks a lot.
