New York Governor Andrew Cuomo held his daily Coronavirus Briefing from albany tuesday. He updated the total number of cases and tests performed, and the coordination of resources. He also talked about his brother, cnn anchor, chris cuomo, testing positive for the virus. This is just over an hour. Of people tested overnight, 18,000 people, more than any state in the country, and we are proud of that. The total number of people population of0, 19 million will not give you a random sample. It has been helping us track down positive cases. Cases,ber of positive 9208. Total cases, 75,000. You see the predominance in new york city and westchester, then thenu, then suffered suffolk. It spreads out from density. The march of coronavirus across the state continues. Numbers, 75,000 tested positive, 10,000 in our patients. 2700 icu the good news, 4900, almost 5000 people discharged is up 771. People come in, get treated and go home. New york is at 75,000 cases. Is 16,000. Te california is at 7000. New york is a magnitude of difference more than any other state. 1500 deaths up from 1218 yesterday. Charts, weying the are trying to study data and follow the data. Uneven. Is numbers often bounce in any model there are variables in this model. The hospitals are reporting it. What every hospital reported that day combining a couple of days in one, it is an imperfect reporting mechanism. The basic line is still up. What the statisticians will tell you is you draw the Straight Line that the columns indicate. Up, which isgoing what we see on the overall trajectory, still going up. The number of intimations were down. You also see the number of discharges going up. Consistent. The longer people rn, they either get treated and leave or they get put on a ventilator and the longer you are on a ventilator the less likelihood you will come off the ventilator. That is the blunt truth of this situation. We have two missions overall we are pursuing. One is the frontline of this battle is our Hospital System. Thats what this is going to come down to. The second is social responsibility. Stay at home. Dont get infected in the first place. Dont get infected in the first place because it goes back to youre creating a burden on our Health Care System that our Health Care System cannot handle. We are talking about exceeding the capacity of our Hospital System by some estimates two times. So what does this come down to besides all the other issues . It comes down to not overwhelming the Hospital System because those people who need acute care may not be able to get the acute care. Its all about the Hospital System. That is the frontline. What we are doing is we are following the mathematical projections of the experts. We are speaking to all the Health Care Professionals, all the health care providers, world health organization, National Institute of health, dr. Fauci, the whole alphabet soup of health care experts. And the mathematicians who then have different models. We talk to about five different models and we compare the models and try to find the median through the models. Thats how we plan everything. Follow the data, follow the science. People ask me what do you think . I dont think about this. What do i know . Im not an expert. Im not opining. I talk to experts and follow people who know. For the hospitals, procure equipment. Identify the beds. Support the staff. Thats what its been all about. Of those priorities, number one is support the staff. They are the frontline and they need relief. They are physically exhausted, even more, they are emotionally exhausted. This is unlike other disasters, hurricanes, earthquakes, floods they happen, they are fast, they are over, you start rebuilding. This is different. This is ongoing and the duration itself is debilitating and exhausting and depressing. Im speaking to Health Care Professionals who say, look, more than physically tired, im just emotionally tired. Seeing the pain, seeing the death that they are dealing with every day. In general, i am tired of being behind this virus. We have been behind this virus from day one. The virus was in china. We knew it was in china. Unless we assume theres some immune system variation with asian people, it was coming here. And we have been behind it from day one since it got here. And we have been playing catchup. You dont win playing catchup. We have to get ahead of it. The second is never underestimate your opponent. We underestimated this virus. Its more powerful, more dangerous than we expected. The third point is plan forward. Get ahead of it. Get ahead of it. Fight the fight today, yes. But anticipate the next battle and plan for the next battle. And the main battle is at the apex. We are still going up the mountain. The main battle is on the top of the mountain. Thats where the main battle is going to be. The apex of the curve. And then we come down the other side of the mountain. We are planning now for the battle at the top of the mountain. Thats what we are doing. Get a staffing plan ready now for the battle at the top of the mountain. Equipment stockpiled now. We are gathering equipment that we dont need today because today is not the day of the battle. The battle is when we hit the apex, depending who you believe, 14 days to 30 days from today. And also we need a social acceptance of the time expectation. We are all anxious. We are all tired. We are all fatigued. Its been all bad news for a long time. Our whole lifestyle has been disrupted. Everybody wants to know one thing, when is it over . Nobody knows. Well, president said by easter. This one said by this. Nobody knows. You can have a hypothesis. You can have a projection. You can have an opinion. But nobody knows. It is not going to be soon. If our apex is 14 to 21 days, thats our apex. You then have to come down the other side of the mountain once you hit the apex. So calibrate yourself. And your expectations so you are not disappointed every morning you get up. Yesterday we met with the entire state Hospital System. Dr. Zuker and our team. First time they were all in one place. We said to the Hospital System, look, what i just said to you we are dealing with a war, we are dealing with a war we have never dealt with before. We need a totally different mindset and organizational transformation. We cant do business the way we have always done business. We need an unprecedented sense of cooperation, flexibility, communication, and speed. That is what we talked through yesterday. And we have to do it now. The Health Care System is one of those balkanized systems. Our state education system. Our criminal justice system. Its in place. Its fragmented. They have their own identities. Their own associations. Its regionally organized. That all has to change. We dont have the ability to meet the capacity of our Health Care System as an entirety. That assumes the Health Care System is working as an entirety. Thats not how the Health Care System is organized now. We have new york City Hospitals and long island hospitals and westchester hospitals and upstate hospitals. That has to go. Even in new york city you have two basic Hospital Systems in new york city. You have the private hospitals, voluntary hospitals, about 160 of them. Which are some of the finest Health Care Institutions in the United States of america. This is mount sinai, columbia presbyterian, etc. Some of their members are also upstate. But they are the large private institutions. Greater New York Hospital association. That is an association of 160. You then have in new york city the Public Hospitals. The new york City Hospital and hospitals corporation. They are 11 Public Hospitals. They are a universe and then you have the private hospitals as a separate universe. The 11 Public Hospitals are the hospitals that in many ways have always been under greater stress and greater need. We have to get those two systems, the private system and the public system in new york city working together in a way they never did before. The distinction of privatepublic, that has to go out the window. We are one Health Care System. On top of that, it cant be the downstate hospitals and the upstate hospitals and long island hospitals. When we talk about capacity of beds, when i say we now have 75,000 beds, thats a statewide number. That means those beds have to be available to the people in new york city or nassau even if those beds are up in albany. Combining that whole system, you are no longer just the western New York Hospitals, or the central New York Hospitals. Its one coordinated system. Its much easier said than done. But we have to do it. On top of that, you have to overlay the new federal beds that came in. That are in an entirely new component. We have the center 2,500 beds. The comfort, 1,000 beds. We are planning other federal facilities. These all have to be coordinated on top of the existing hospital network. So you see the organizational situation that we are dealing with. And lets be honest and lets learn from the past, we know where we have to focus. We know where we are going to have problems. In the next hospitals. Because the hospitals that have the least capacity, that have already been stressed, are the hospitals that are not going to be able to handle the additional load. That is a fact. Ere struggling. We do reports all the time about the Financial Capacity of hospitals and what hospitals are in stronger versus weaker position. The hospitals in a weaker position are the hospitals that are going to suffer when they then carry that added burden. That was elm hurst hospital. It happened to be a Public Hospital. It happened to be a Public Hospital in a place of density. It happened to get overwhelmed. Then you saw burden on the staff. You saw the emotion. The stress. That cant happen. Thats what we talked about yesterday. People said, elmhurst isnt my responsibility. Elmhurst is a Public Hospital. The city runs it, i dont. Its new york city. Not a private hospital. I dont care which link breaks in the chain. The chain is still broken. It doesnt matter which hospital, which link. Any link breaks, the chain breaks. The Health Care System is a chain. It breaks anywhere, it breaks everywhere. That has to be our mentality. We laid out a full plan on how to do facility development, how to move people among hospitals so nobody gets overloaded. Shifting patients, shifting staff, shifting supplies. None of us have enough supplies. Ok. Then lets pool our supplies and lets put them out for the people who need them. And just because one hospital happened to have found a vendor from china who delivered five million masks, lets share those masks. We talked about that yesterday. We also talked again at length about ventilators, which as Everybody Knows is a key piece of equipment. Identifying all the ventilators in the state. Who has them. Who has them in a stockpile. Who ordered them. Who expects them to come n and come in,xpects them to and well have one stockpile of ventilators that we can distribute for everyone who needs them. We also talked about splitting of ventilators because thats a technology that does exist. Its been used before. Its not ideal. You take one ventilator and its used for two patients. The federal government is a partner in this, obviously. I spoke to the president again. Yesterday about this situation. I spoke to the vice president. The white house has been helpful. We have to get the federal agencies on the ground to understand how this operates, especially fema. Because we have to be coordinated and people have to know what they are doing. This is no time for anyone to be learning on the job. We are going to be working through that today. P. P. E. , same thing. We want to know what everybody has. One stockpile, well distribute it fairly. Testing, how do we get when does this end . This ends when we get a fast track test. An at home test, 15minute test. And people can then find out when they can go back to work because they are negative. We are working on additional testing, as i said the department of health has a new test. But thats when this ends. We are also working on the new medications. We are leading the country in many of those tests. We have saliva testing now. We are working on the Antibody Testing and plasma testing at the same time. We put together essential coordinating team. Its going to be led by the department of health. Westchester is on it, Greater New York, new york city son it, long island is on it. If the federal government is going to participate, they have to be part of this team. Because we have to know what we are doing. I dont want fema coming in and blowing the coordination of what everyone is trying to do. The coordinating team is going to organize upstate, downstate transfers. Set patient loads for hospitals, right. So if one hospital gets up near an overload capacity, lets call it, those hospitals start to send patients to other hospitals before they get up to their max. Within the new york city public Hospital System, within the Greater New York private system, and then among the different systems. Total different mentality. We have to do it. We said two missions, one was hospitals, second was individual responsibility. Individual responsibility is about discipline. Its about selflessness, and its about being informed. The basic point is stay home. The point is stay at home. I know its hard to stay at home. I know everyone thinks, i can go out, i can be smart, i wont get infected because its me. Im a super hero. Its not going to be me. That is not true. And its not just about you. Its not just about your health and your life that you are playing with here, my friend. You can infect other people. So i have been trying to communicate this many different ways for many days. We still see people coming out who dont need to be out. Even for essential workers, people have to be careful. And again, i have been trying to communicate that. Everyone, everyone is subject to this virus. It is the great equalizer. I dont care how smart, how rich, how powerful you think you are. I dont care how young, how old. This virus is the great equalizer. My brother, chris, is positive for coronavirus. Found out this morning. He is going to be fine. Hes young, in good shape, strong. Not as strong as he thinks. He will be fine. But theres a lesson in this. Hes an essential worker, member of the press. So hes been out there. If you go out there, the chance that you get infected is very high. I spoke to him this morning, and hes going to be quarantined in his basement at home. Hes just worried about his daughter and his kids that he hopes he didnt get them infected. You dont really know chris. You see chris as a show on night 9 00 on cnn. But you just see one dimension. You see a person in his job. And in his job hes combative and argumentive and pushing people. But thats his job. Thats really not who he is. Hes a really sweet, beautiful guy. Hes my best friend. My father was always working, so it was always just me and chris. Hes a lawyer also, chris. Hes a lawyer because growing up the Decision Point came to what do you want to do after college . My father was a very strong personality. And my father basically suggested forcefully to chris that he should be a lawyer. It was a different time and a different place. Now my daughters, cara who is here, they all followed their individual stars. This is their destiny, which is right. To my father, i want to follow my individual star, he would say, you can follow your individual star right out that door. So chris went to law school. He never really had a desire to practice law. He calls me when hes about 26, hes at a law firm. He said, i dont want to be a lawyer. I said yeah, i know. But you are now a lawyer. You are. He said, yeah, but i dont want to be lawyer. What do you want to be . I want to be a journalist. You want to be a journalist. Too late. You are a lawyer. You have to pay law school bills. You didnt go to journalism school. Its too late. No, no. I think i can do it. God bless him, he quit the law firm. Went to work for fox tv, which is a whole separate conversation in the house. And then worked his way up. Hes at cnn. He does a beautiful job. But a sweet guy. A sweet guy. I was quarantined in the basement. He said to me even the dogs wont come down today. But he is concerned about his wife and his kids. Heseason i raise it is ,mart, he is social distancing but you end up exposing yourself. People expose you, and they find out they are positive a couple of days later. I had a situation with that ipher two weeks ago even mentioned my mother was at his house. I said that is a mistake. My mother is in a different situation. Older, she is healthy, but i said you cant have mom at the house. He said mom is lonely, she wants to be at the house, she is cooped up in the apartment. I felt bad, but you bring her to your house, you expose her to a lot of things. You have the kids, your wife, you are coming and going, your wife is coming and going. You could expose mom to the virus. Is sometimes you need to be a little smarter than just reactive. He is informed, im informed. Was that dangerous or not dangerous . I said we have to tell people the rules, how this works. Thats when i came up with matildas law. I named it from my mother. It was very clear about people who are older and what they should be exposed to. It was two weeks ago. If my brother still had my mother at his house, again out of love and comfort, and my mother wanted to be at the house. She didnt want to be sitting at home in an apartment. She would have been doing what she wanted to do, he would have done what he wanted to do. It would have seemed great and harmless, but now we would have a much different situation. Because if he was exposed, chances are she may very well have been exposed. Then we would be looking at a different situation than my brother sitting in his basement for two weeks. And we have to keep that in mind. Keep in mind matildas law. Remember who is vulnerable here and protect them. You want to go out and act stupid for yourself, that is one thing. But your stupid actions dont just affect you. Factome home, you can in someone else, and you can cause a serious illness or even death by your actions. And people have to really get this and internalize it. It can happen to anyone. Two weeks with my mother with christopher, a very different situation. Last point, there was nothing i have said different since i started these briefings. There is nothing we have learned that is different since ive started these briefings. We know what to do. We just have to do it. It is the individual discipline to stay at home. Thats what it is, discipline. No social distancing. It is discipline. While im bored. I know. Im bored. Its discipline. Making this Health Care System work, thats government skill, government performance. Think of that Health Care System. I dont care how it worked yesterday. I dont care whos turf this is. I dont care whose ego is involved. We have to find a way to work a better way. Hhs,al government, fema, you have to learn how to do your job, and you have to learn to do it quickly. Time is not our friend. Its about a social stamina. This is not one we, two weeks, three weeks, four weeks, five weeks, six weeks. This is not going to be an easter surprise. And have theat stamina to deal with it. It is unity. Lets help one another. New york needs help now. Asked for i healthcare workers from across the country to come here because we need help. We will pay you, and more importantly, we will return the favor. This is going to be a rolling wave across the country. New york, then it will be detroit, then it will be new orleans, then it will be california. ,f we were smart as a nation come help us in new york. Get the equipment, the training, the experience, and lets all go help the next place and the next place. Smart national way of doing this. Showing that unity. Meaning we are not i know this is a political year, and everything has a political backdrop, and democrats want to criticize republicans, republicans want to criticize democrats. Not now. There are no red states, no blue states. The virus doesnt attack and kill red americans or blue americans. It attacks all americans. Keep that in mind. Wisdom in unifying that. Any questions . Lets to ontopic questions. Onanyone has any questions local issues, we will do that afterwards. Are all of the new york workers on the ground . We are hearing some are flying in, in new york, arent getting anything from the state about any response. Now a few days ago we are all Health Care Workers working . The problem is Health Care Workers are working too much. They are overstressed, working too many shifts. They are afraid to go home, they may bring the virus home. They are under immense physical and emotional stress. We are under stress a couple of days ago to ask retirees to come forward. Now about 70,000 people that will help. God bless the state of new york and humanity. We did this in the hospital. Orting those that jim cantal ask plane. We then have to link it up with the hospital. Of 70,000. T pool thats what we are doing now. Today will be launched and live. The 78,000 or so, we have to do some free checking. We checked for licenses, discipline, and those people that didnt have a license or had disciplinary issues. So they have more easy access. Broken down by region, by discipline. Now they can go in. What we are trying to do is prioritize the availability of the portal to the hospitals that need it the most who need extra help in the field. Withe working very closely the entire system the governor said to make sure we are linking up with healthcare workers to the facilities. It will be live today. We know the potential Health Care Workers in every region at the state. Where we are with the statuses. We want to get those people in first. We want to prioritize the new employees, we need upstate employees later. Then we have the outofstate employees. We are trying to keep them close as well, so the folks from new jersey, connecticut and other places where they do not have to travel long distances. Are there any concerns about individuals who are elderly helping . We are looking at aid and we are going through a backlog. We have about 175 people doing backgrounds on the people coming into the portal, into the hospitals will also do their own checks to make sure that person is up to it. They may not be up for one job, but they may be up to another job. And the hospitals could have these folks in needed areas by thursday. Have you anymore projections as to when the peak will hit . Gov. Cuomo that is the 64,000 question. We have five models that we look at. It is true to say that almost no two are the same. The range on the apex is somewhere between lets say 7 to 21 days. From now . Gov. Cuomo if you look at all five of them it is 721 days from now. I say this does me no good. Seven to 21, the range is so broad. Do i have seven days or three weeks . There are also variables that they are looking at. On the one hand he would think they would be able to tell, because you have the south korea data, the china model, but then you have variables, how effective is the social distancing, how many people are staying home, how does the density relate . So there are variables. But listen, the apex estimate is 721. Thats not the only estimate that varies. They then vary on how many beds you would need. We have 53,000 beds statewide. We mandated 50 more beds, so now we are up to 75,000 beds. All of them say you need more than the 75,000. And the high estimate is 140,000. The ventilators, the estimate among those projections goes from 10,000 to 40,000. Are those right . 20,00040,000 on average projections. In addition to what we have. Can you talk about the hospitals coordinating . The executive order will that you put in a receiver to the hospitals if they do not meet the 50 threshold, or getting to that. Do you perceive doing that . Gov. Cuomo the hospitals have been cooperative. The question is, we have the ability to appoint a receiver at the hospital is not being cooperative. The hospitals have been cooperative. We put out that rule that you have to have 50 capacity, they all have responded. We are sending out a rule today that says i want to know your stock, what you have in stock, what your stockpile is, what your inventory is, because we need to share. Nobody has enough, so everybody put everything into the middle and we will distribute it. Uh, we are doing that. It is not just going to be they are not listening, it is going to be there capacity level, right . Lets take downstate new york. You have 170 hospitals. If we sat here two months ago, we could have graded almost all 170 hospitals. And you wouldve had some stronger and some weaker. As a rule, the Public Hospitals would have been on the weaker spectrum. Less financing, etc. , history being more trouble. You now put weight on 170. Even if you put the equal amount of weight on all 170. You will see a different reaction in the hospital, depending on the underlying strength of that hospital. You put the differentiated weight, you happen to be in brooklyn and there is more density in brooklyn, and that hospital gets more weight, you get a different variable. In general, you are going to see the hospitals that were stressed. You will see the hospitals that were stressed cant take the stress. Its not even a medical concept. Works with personalities. The personalities having trouble with the stress are having more trouble with this. The health and hospital corporations, what i said the Public Hospitals, i said to the private hospitals, you have to help them. And we have to watch. When they get up near capacity, transfer patients. Elmhurst got up to capacity, you had other Public Hospitals that had open beds. We have to get better and faster at transferring patients to other facilities, right . A perfect system, everybody is at 51 . Everybody is at 60 . Everybody is at 80 . Not some people are at 40 , and some people are at 110 . That is not the way the system is organized right now. They all talk, they all have, but they are different systems. That, you know, you almost have to shock the system into actually saying, ok, we are really going to operate as one. What about if you do not see them making those shifts, does it give you a way to demand it . Gov. Cuomo yes, but look, no hospital is going to say i want to be overcapacity. It is they didnt have the cooperation or the system to call someone and say, i am drowning. I need to have somebody else accept 150 patients. And that is going to have to be managed into the system. This is something we never did before. We have never been here, you know. Normally, the beds at hospitals, they are fighting for patients, because patients are revenue, right . So you never had a situation where they said, i am going to send you patients. They wanted them and they wanted the revenues. So this is a different situation. Announcer you can watch this you have upstate hospitals that are nowhere near capacity send your staff down to new york City Hospitals. Worst step, you are overcapacity in all new york City Hospitals. You have redistributed the load. Youre still overcapacity, upstate hospital. They would all be voluntary. We are all paying the costs. The hospitals are paying the costs, the state is playing paying the costs. This is about saving lives. Im not going to get who pays the bill should not determine whether people die or not. I said do whatever we have to do to save lives, then we will figure out the bill afterwards. The state has 3000 icu beds, how much has that grown . You have people in the icu so far. Needed 30,000. That is an interesting question. 17,000 fromred china. Roughly 25,000 each. You are saying 30,000 ventilators, you dont need that many, you dont believe you need that many. Do you know how you know i really believe that number . 25,000 perg ventilator. And we are broke. The last thing i want to do is buy a single ventilator i dont need. The complexity with ventilators is we ordered 17,000 from china. So did california, so did illinois, so did the federal government, so did italy. Is china, theng orders into china are very slow in coming out, exactly how and why we are not sure. It is just they have such a tremendous demand. The 17,000, we only have a firm expectation on 2500. Only a firm expectation on 2500. Theyre supposed to come in within the next two weeks. The capacity will increase by 2500 . The Ventilator Capacity increases to 2500. Icu bed in this situation is a bed with oxygen and a ventilator. We cant have an icu bed in this situation without a ventilator. It depends if it is six weeks or 21 days. Thats what were dealing with. You cant accelerate the orders any more from china. Back into retrospect, and i dont want to do it now, but look at the bazaar situation we wind up in. Every state does its own purchasing. New york is purchasing, california is purchasing, illinois is purchasing. We are all trying to buy the same commodity, the same exact item. You have 50 states competing to buy the same item. We all wind up bidding up each other and competing against each other when you will have a company call you up and say california just outbid you. It is like being on ebay with 50 other states bidding on a ventilator. Becauseit go up, california bid, illinois bid, florida bid, new york bids, thats what we are doing. How inefficient. Involved. Gets and fema starts bidding. Now fema is bidding on top of the 50. So fema is driving up the price. What sense does this make . The federal government, fema should have been the purchasing agent ,buy everything, and allocated by needs of the states. Why would you create a situation where the 50 states are competing with each other and the federal government and fema comes in and competes with the rest of it . Noncoronavirus emergencies factor into this to coordinate the Health Care System . Presumably with First Responders getting overwhelmed, heart attacks. We are learning lessons. Necessity is the mother of invention. We are learning things here that its not that we are learning things here, anyone could have told you a lot of these things. The situation i just explained with purchasing, do you have to learn that 50 states shouldnt compete against 50 states . And fema shouldnt come in late and compete with 50 states . It is not like you had to go to the Harvard Kennedy school to learn this. Should you really have a Hospital System in new york state where you have private hospitals, struggling Public Hospitals . There are two separate systems. The upstate is separate, long island is separate. Shouldnt you have planned a comprehensive system . Yes. Barriers toercial that, the political barriers to that if you intense didnt have a disaster, an emergency, you couldnt break through them. A conversation i had with Hospital Leaders yesterday in that room, if it was not for the coronavirus, i would have never made it out of that room. What i was saying was so antithetical to the foundation of the business of health care is ais state, which multibilliondollar business. It was common sense. Sometimes, you need the emergency to force change that would be very difficult. Specific efforts to shore up the Health Care System to handle noncoronavirus related emergencies . The Health Care System is working on all of those other areas regularly, pretty much every day i have spoken to doctors and nurses on the front lines. And all of those other patients, whether with a heart attack, stroke, the system continues to move forward. The system is stress, but the patients are getting cared for. Let me give you an analogy. Normally to you i know you write for your outlet and there are other outlets, but we have a situation and you are going to write, and you have to give it to all of the other outlets. What you write is no longer just for your publication. You have to give it to the other outlets. We dont have 10 people who can come. You have the right for everyone else. If i said the minimal cost of business, forget it. Yout was an emergency and were the only reporter there, you would do it. Thats true in so many different situations. You are violating basic commercial rules here, and business rules and practices. And im a local government and im in charge. To override all that garbage, you really need extraordinary times. Your idea to get ventilators sent into new york, by the governors talking about this weekend, questions about when the next hotspot would get the ventilators. Governor prichard is a good man, he does a beautiful job. Hes right. You will have curves. You have a new york curve. Curve. L have an illinois you will have a new orleans curve. How do you know the new york before theing to end illinois curve peaks . You dont. You dont for sure. Basically, there is going to be a spatial, sequential factor. But you dont know we are going to be effectively done before illinois ramps up. It cant be literally new york has the equipment, illinois has none, and we run to illinois with the equipment. It cant be that literal. But essentially, it would work. The alternative is also true. Not everybody should have to buy everything. Once we get through this and we have whatever we wind up with, 15,000 ventilators and 50,000 ventilator splitters, 1100 by caps, if we can help someone else, lets help somebody else. To the extent anyone is successful in buying ventilators, fema basically came in and is now capturing the market. The ventilators are coming out of china. Basically big booted the states in china. Whatever we are willing to pay, i cant buy a ventilator. Theeally comes down to how federal government distributes it. Thats why it is so important. Do someone who hasnt asked a question. What happens when the state runs out of ventilators . Where do i decide to get some . Governor cuomo first, i dont want to think about that consequence. I want to do everything i can to have as many ventilators as we will need. There is no protocol, 721 days. We are working to get as many ventilators, and now we have a number of options. We are looking at ventilators all across the straight all across the state. We are redeploying anesthesia machines as ventilators, by changing a vent. Doing ventilators splitting, which effectively turns one ventilator into two, by running doing as, we are also bypass machine and have ordered 7000 of those. So we are still in it, we are creative and working on figuring it out, and i still am hopeful that at the end of the day, we have what we need. The comptroller currently has Legal Authority to make payments now. Payments that are due tomorrow and today are for payroll from two weeks ago. The controller has the authority. They have a technical issue they have to deal with, but they have the authority to make those payments today. It has nothing to do with when the budget is passed. The budget is always passed on the 31st, or the first of this year, so that is relative to the comptrollers office. They have sufficient appropriation authority to make those payments present late. Is it going to be late because of the way the pay period thal . Period fell. No. They have the authority. Governor cuomo we have never not paid state employees. We are where we are. The numbers are what the numbers are. The numbers dont lie. The numbers leave you few alternatives. The federal government says they are going to provide funding. If they provide the funding, then in the next few months we should have additional money. But am i going to say to the people of this state, i believe the federal government is going to deliver money to the State Government . I have heard it before and it didnt happen. So i am not going to count on money that we dont have, especially when the political process is the process that is supposed to deliver the money. It doesnt look like it is going to happen anytime soon, at least tomorrow, so what options are available to the state . Governor cuomo it is interesting. It is all basically contingent. We do a budget on projections we now have. Funding, were increase allocations. If we dont get more funding, we reduce allocations. That is basically what the budget says. It is essentially honest transparent honest and transparent. I,m starting the year, earning 15,000 a year. Can pay you what i because i dont know what i will be earning throughout the year. The boss tells me i am going to get a raise. I dont know if i should believe him. Some say there is going to be a cut. I dont know, so here is the 15,000. Ad im making here is the budget. Im making 15,000. If i get a raise, i will give you the raise quarterly as i got it. If i get cut, i will give you less quarterly as i get cut. That is all you can do. Let them comment cut a budget .
