It has been a brutal pandemic for 150 countries all over the world. Weve had Great Success over the last month. The millions of pieces of equipment have been delivered successfully by us, purchased and delivered. We have made it available to the states. The governors have been very gracious, for the most part, a couple that arent appreciative of the incredible job. They have to do a better job themselves. Thats part of the problem. Generally speaking, i have to tell you the governors have been great. I just spoke to the governor of new jersey, governor murphy. He is very thankful. Governor cuomo has been very nice. They really appreciated with the federal government has done. When you look at the hospitals being built all over the country. By the army corps of engineers and fema. It has been really incredible. They have built hospitals in two or three days, portable hospitals. This afternoon, i invoked the defense production act to compel General Motors to prioritize federal contracts for ventilators. Ventilators are a big deal. We have delivered thousands of them. Often times, you dont need ventilators very much. Hospitals dont have very many. Now it turns out that we have to produce large numbers. We have been able to do that. We will be doing a lot more. This invocation of the dpa should demonstrate clearly to all that we will not hesitate to use the full authority of the federal government to combat this crisis. Deal with we had a General Motors, and i guess they thought otherwise. They didnt agree. Now they do agree. I think we might be able to pull it. We let them know the way we felt. They cant be doing that. We will work in partnership with the private sector, but where an emergency exists. It is important that we get to the bottom line and quickly. We will do what we have to do and immediately exercise all available lawful authorities to get the job done. This afternoon, i also signed an verytive order investing strongly in the department of health and human services, and the department of Homeland Security with the full Authority Available under the defense production act to respond to the virus,k of the terrible the invisible enemy, as we say. My order also establishes that peter navarro, a very trusted person from the white house, and he has been an incredible hes done an incredible job for me, in terms of negotiation, understanding where the world is going economically. But my order establishes that peter will serve as National Defense production act policy coordinator for the federal government. Thats a very important position. More important, probably than it has ever been in our country. I congratulate peter and his family. I know hes going to do a fantastic job. Hes been doing that job over the last few weeks. Peter is a phd in economics from harvard, has a master in Public Administration from the kennedy school, also from harvard. Hes a tremendous guy. He will do a fantastic job. I would like to maybe ask, before i continue, peter, say a few words. Of say a few words. The joke is that you cant tell a harvard man anything. On a serious note, let me give you an idea about the defense production act. Moste engaged in them never get with our wartime president fighting an invisible enemy. He of the full force of government coupled with the full force of private enterprise bearing down on this problem for the American People. What we had to do today with President Trumps order with respect to General Motors some background. We need industrial mobilization to make adequate ventilators particularly in the short run help the people in new york,etroit, new orleans, chicago denver, and seattle all around the country as a virus bears down. The ventilators are the most important thing for those most seriously ill. They are literally the lifeline for people. I personally have been working hhs and over with 10 Ventilator Companies making sure we can get what we need as quickly as possible. Virtually every one of those companies has been cooperative, timeotic, moving in trump which is to say moving as soon as possible. We did have trouble with gm. We had ford and ge moving forward on a similar project. Patriotically moving as fast as possible over the last several days. E ran into roadblocks with gm we cannot afford to use a single day particularly over the next 4060 days. The defense production act is a way of enhancing this mobilization. I salute him for doing so. Hadthe most part, weve tremendous cooperation from the private sector. Today, sir, was the right day to do that. My administration is marshaling the full power of the American Government and we will do that and that is what we have done. We will continue to do it until the war is on. Won. All of this to vanquish the virus. We are working to sign contracts immediately with the major Ventilator Companies in the country including ge, phillips, viair. , redmed, and these are all companies that do this. The fda will be reducing and waving unnecessary regulations to get this done. We will be getting rid of certain barriers to speed. We want them to be getting this done quickly. They have been making ventilators for a long time and hopefully General Motors will enter the freight. Under enter the fray. Conditions, 20 9000 ventilators are distributed in the u. S. Each year. We have already delivered thousands of them. In the next 100 days, we will either make or get in some form over 100,000 additional units. We willext 100 days receive over three times the number of ventilators made during a regular gear in the United States a regular year in the United States and that does not include the thousands and thousands we have given to the various states. We have delivered thousands to new york. They did not know they got them. And then, we also had thousands put in a warehouse. That was also for new york. They just found out they were there. We have to make sure that when we deliver things, they get distributed. Earlier today, i spoke to the ceo of boeing, david calhoun. Boeing will be producing and distributing fascial to how face shields to our front lines. They will be topoftheline. They will do thousands of these each week. They have already tested the production and theyre ready to begin producing these shields, plastic shields. Boeing is also offering us the ire of what they call ther cargo plane, the largest plane in the world. This is a picture of it. That can take anything. The biggest in the world. They are letting us use that for the distribution of product all over the country especially the heavy product or large quantities of product. Boeing will dedicate up to three flyingto the mission of medical supplies anywhere we need it. H plane can carry 63 pound i also signed an executive order giving the department of defense and Homeland Security the authority to activate the Ready Reserve components of the armed forces. This will allow us to mobilize medical Disaster Response personnel to help wage our battle against the virus by activating thousands of experienced Service Members including retirees. People great military that are coming back in. To support the nation in this extraordinary time of need. They dont say how much . How long . They just want to come back in. This afternoon, i also signed 2. 2 trillion in urgently needed relief for our nations families, workers, and businesses. Every race, color, and create. To 6. 2 trillion goes trillion depending on need. The largest bill signed. We have never signed a bill of that magnitude. 960 in theit was senate and essentially the same thing in congress. They did it very quickly in the house. Quickly very, very they did it very, very quickly. Vote. Use used a voice Something Like that rarely takes place. In the senate for the largest spill in history of our country. That is pretty good. In the history of our country. That is pretty good. I want to thank republicans and democrats coming together for the good of our country. These incredible companies will need somehow. A month ago, they were having the best year they had ever had and then we were hit. The legislation extends a vital lifeline to American Families and American Workers with Job Retention loans for businesses. A big focus of the loan is a big focus of the bill is small business. They are the energy in terms of our nation. People have no idea how big a factor peter can tell you our Small Businesses are from a job standpoint. Unemployment benefits for our workers. Cash payments going to american citizens. The legislation also provides a mass increase in funding for the hospitals for the Disaster Relief fund and for critical supplies including masks, ventilators. And respirators. Pharmaceuticals, we are working on vaccines and getting some good response. We are working on therapeutics and cures. This afternoon, am apple launched a new tool in partnership with our task force, the cdc, and fema. Any individual concerned they may have the virus can now covid19 app free phone and answer a series of simple questions about their symptoms. Hhs will soon receive recommendations on what to do next including whether they should be tested or not. We only want people to be tested if they think they need it. In a few minutes, secretary devos will discuss new partnerships with the private sector providing meals to millions of students while schools are closed. And we have now tested more than any other country in the world. And our capacity continues to grow. Widespread surveillance testing will allow us to monitor the spread of the virus and we are doing that quite act quite accurately. Deborah and tony will speak on that. States tong with the contain hotspots as they arise with a tarp with a targeted factbased approach that is all datadriven. Uss testing will soon allow to publish updated guidelines for state and local leaders. We want every county and region in the country to have the on the ground evidence they need for mitigation efforts right for them. Each location is very different. Some are day and night. We will see if they change their tune. Quarantines and the search for treatment. Over the last 24 hours, governors in multiple states including florida and rhode have talked about quarantine orders. They are intercepting people on highways and at airports. I think i will let tony speak to that later but we are being very strong on quarantine and on people not leaving especially certain states and going to others where they have less of a problem. Hear constantly about people leaving new york and going to florida. New york is a hotspot and that is why we are building the hospitals and medical centers in new york. We will let tony answer that but specifically have to understand, we are not playing games. Morning, yous dpa. Ed about the and not long after that, to companies and announced a deal to produce up to 10,000 ventilators. Why the need after that to invoke dpa . Pres. Trump it was not after that. It was before. We were not getting there with General Motors. We were getting there with a lot of other companies. We can talk to you later about it. We have to get these people on board. We are not looking to get into a big deal about price. We dont want prices to be doubled or tripled what they should be. Now, General Motors is talking but they were not talking in the right way at the beginning. With seanyou spoke hannity and said you did not think there was a need for the 30,000 or 40,000 ventilators. Pres. Trump i think there is a great chance that we wont need that many but other people well. There are countries all over the world that our friends of ours and we will help. We are in position to help other countries. Because we will be making over 100,000 pretty quickly. If we dont need them, that is ok because we can help italy and u. K. Asked himly, when i how he was feeling, the first thing he said to me was we need ventilators. Were not going to keep them. Saidter Governor Cuomo 30,000 or 40,000 ventilators was what was needed. What are you basing your assessment on to say that he does not need them . Pres. Trump i think there estimates are high. Estimates areir high. Do not need them, that would be wonderful and we can help a lot of great people all over the world. I think his estimates will be very high. Dont forget, we sent thousands to new york and they did not know they got them. York warehouse in edison, new jersey which is interesting. We sent them to edison, to the warehouse and they were ready to go. New york never took them. We have to get people lined up. And im not blaming new york. Look, this is something of a magnitude that no one has ever seen before but i will tell you what the federal government has done a hell of a job. We sent thousands of ventilators to new york that they did not know about while they were complaining. They were going there in large numbers. We want to have so many that we do have more than we need so we can send them to other great countries who have been great friends of ours. Say the governors are not appreciative of what the federal government has done. What more pres. Trump i think the nor in washington is a failed president ial candidate who is constantly tripping and complaining. We have done a great job for the state of washington. Ideachigan, she has no what is going on and all she says is it is the fault of the federal government. We have taken such great care of michigan. You know the great care we have taken of new jersey. If you asked the governor, how well we have done i think they would say great. I saw the News Conference where Governor Cuomo was banking the people from fema and the army corps of engineers they build a hospital in like three days. Medicalre building facilities in different parts of new york and Governor Cuomo has been appreciative. A couple of people have not. Reporter what more specifically do you want the governor of washington to them to be i want appreciative. I dont want them to say things that are not true. I want them to be appreciative. Im not talking about me. ,m talking about mike pence the task force, fema, the army corps of engineers no country in the world could do what the army corps of engineers has done and is doing. They are going into hotels and renovating that should be for governors to do. We have the army corps of engineers so teed up and so these are workers not taking it easy. I think the army corps of engineers when somebody for political reasons wants to blame, i view that as blaming these incredible people. I dont know if you have been to the javits center. I would love to go there. Hospitalhis incredible that was supposed to be ready in three and a half weeks because it is under maintenance. We were able to get it done quickly. We were able to stock it up to the top. And it is leaving virginia in new york will be on monday weeks ahead of schedule. I think the media and governors should appreciate it and i have to say, the media has been pretty good and the governors have been really good except for a couple. How was trump doing . These people are working 24 hours a day. Mike pence i dont think he sleeps anymore. He calls all the governors. I say mike, dont call the governor of washington. You are wasting your time. The answer is it is a fair question. I just feel that as the leader of our country, when they can do work like they have done and they have been working all day, all night loading up the ship. Why did you not fill the shelves . Pres. Trump we have been filling it for literally a year. Filling up the stockpile many times. Now, what we are doing is something different. Fromll it so it comes wherever the point of manufacture is and we fill it and go and distribute it. Now, we have an emergency. Go direct. Go direct. We fill it only when necessary and now we are trying to go direct. They drop it off in new york or michigan or virginia. Maybe florida. Florida is getting a lot of things. They say there is not enough money in the bill you just signed. I was wondering your reaction to that. Pres. Trump we have brilliant people, we have a tremendous amount of money and brilliant people that i am taking from wall street with secretary mnuchin and who has done an incredible job. Im taking from wall street people that i have known. The top people in the world. They dont want money. Peanuts compared to what they might normally get. Peopleing the smartest in finance and they will be dealing. Im not going to hire someone that is never done this, a political person. We are getting the most brilliant financial minds in the world. I know all of them. You know all of them. You read about them. Are taking these brilliant people and they will be dealing with united. The Airline Business has always been a tough business. It is tough to make money with it. They have every barrier a business can have but for the country, it is very important. And we need the airlines. It is also good for jobs. We will be able to handle united all of it. Nd we have plenty of money. Now, will we end up owning large chunks depending on what these great geniuses does side with the executives of the companys . Companies . It is possible. But then the taxpayer would own a big chunk of the airlines. Boeing i believe it was 1 of gdp. One company, 1 of gdp. It had problems. And then it had this whole thing with the virus. Boeing will probably need a hand. We will bring it back to hell. Ive the smartest people dont know if you know that. ,e have people like larry fink blackrock. The smartest people. They all want to do it. They love this country. We are speaking to people like that and they will be able to work it out. Reporter there is a tension between bringing companies back. Pres. Trump bringing people back to help in protecting peoples jobs. Me, and im ok with this stuff. Im in a different position as ansident than if i were investor. I want to preserve those jobs. I also want to preserve airlines. That is preserving a lot of other jobs. Ands preserving the travel leisure industry which is perhaps the largest industry in our country. You out of the hotels, the traveling, and the planes. By far the largest industry in our country. Saving the airlines is important. The airlines were doing record business a month before today, lets say. 22 days to be exact when we first started to see signs of problems. They were at record levels. Last year they had a record year. Everyone was doing well. I wasvided presiding over the most successful economy and the history of the world and now we will have to rebuild it. I think we will have an absolutely incredible fourthquarter. And maybe slightly after that to be honest. It will be in that time perry a. As soon as we it will be in that time period. We will have an explosion upward. Florida has the highest percentage of elderly and the country. In the country. Do you believe governor to santos is handling this well santos istde handling this well . Pres. Trump he is a good guy. He was not happy with people flying down from new york. Florida was doing well in terms of testing. The testing is showing much better results. He was very unhappy with the people coming down from new york and i understand that. Very tough guy and a great governor and i have tremendous confidence in him. He will get it all resolved. Yesterday, in your letter to the governors you want to categories the counties. How will you influence that . Pres. Trump you are going to have to speak louder. How do you prevent people from going from highrisk areas to low risk areas . Pres. Trump we have some very strong restrictions. You are right. I dont like it. We are seeing how it works. Coming in on monday and tuesday and we will see how it looks. Can we go to a tougher level . Millions of school kids across the country are home including my own board and restless. Learning a little bit online but in thetter classroom. They are climbing the walls and my wife is going to lose it. What would you say to those kids right now who are watching from home . Pres. Trump i would say that you are a citizen of the greatest country anywhere in the like and we were attacked nothing that has happened possibly since 1917, many years ago. We were attacked. We are winning the battle and we are going to win the war and it wont take hopefully to much longer. I would say they have a duty to washack, watch, behave, their hands and stay in the apartment with mom and dad. Looks like they are lucky to have you as a father. And learn from it. The young people have been tremendous. Some of them are very happy not to go to school. You understand that, perhaps. Yours perhaps not. We have literally had no problem. Again, they should sit back and be very proud of our country because we are doing it for them. Ultimately, we are doing it for them. The other thing that is nice and the one thing that has come out and it was reaffirmed by president xi last night. The young people it is an incredible phenomena, they are successfully attacked to a lesser extent by this pandemic, by this disease. Whatever you want to call this a germ, the flu, the virus you can call it many different names. The children do very well. It is a the younger they are, the better they do. Their immune system is stronger. Im very happy about that. Been attacked. For instance, the spanish flu. 1, the look at the h1n swine flu which was, as you know, not that long ago. It attacked very strongly young children. Age is a factor here. Your children should be in good shape. Just tell them to be very proud of the country. Reporter when does the risk become an acceptable one to allow people to return to their lives . Pres. Trump you have some strong feelings. A lot ofnerally the media has been fair. Im not used to fair treatment in the media. I dont know how to handle it. Overall, think the media has been pretty fair. Some not. But what would be the point. The media has been fair. It is a sense that we are all in the problem together and were going to win. Reporter new york could be the epicenter of the outbreak in the u. S. The mayor was telling people to go about life as normal. What about your thoughts also on the stimulus bill . Pres. Trump that is not happening. As far as the mayor of new york, ill be honest i did not know him well. We are opposite persuasions. But i dontat it know if we ever spoke other than to say hello a couple of times. I did go to to the world trade while ago. Rial a i have spoken to him a lot, they are double audio mayor bill de blasio and we have had a lot of discussions. Ive gotten him a lot of people and a medical center. Elmhurst. Ed for an the elmhurst hospital. Talk about the epicenter. It really is the epicenter of the epicenter. That is something. We talked about it because that is close to where i grew up. Being so familiar with it, it it is incredible to know about where the refrigerated trucks are coming up. I have spoken with mayor bill de. Lasio a lot in the last week we have helped him, i think, a lot and i have really gotten to like him. He wants us to do certain things and we have produced. Today, i spoke with him with the secretary of defense us better. We had a great conversation. Ofare helping him get some the things that he needs and he has been very happy. He is like us, working very hard. I cant say anything bad about mayor bill de blasio. My relationship with him over the last couple of weeks has been excellent. Reporter there has been a lot of talk about ventilators. What about Hospital Capacity . Are you prepared . Pres. Trump we are increasing capacities. We are adding on through the army corps of engineers. This is a big job. The way, gavin newsom has been terrific, the governor of california. We are getting along really well. Theyr hospital ship are incredible. It just arrived in los angeles fully stocked. Gavin newsom has been really good and so many of the governors have been good. These have been governors i have been fighting with about Different Things for a long time. The border and all sorts of things and here we are getting along well. And i appreciate his nice words. I really do. And the people with me appreciate them. Did you have another question . Reporter on the issue of Hospital Capacity. Pres. Trump good question. We just started this. We were just notified. Some of the governors asked us to build hospitals through extensions or portable hospitals. , in all fairness, this is done through local government. Into cities to expand an existing hospital. But we are doing it now because we are equipped to do it. We have incredible people. We are expanding hospitals. Building portable hospitals. , butnly the javid hospital there are medical centers in new jersey and in other states including california. State doing some in the of washington despite the fact that i am not appreciative of the way the governor speaks. Doing it in a lot of different locations. And we are doing a lot of expansions. We are also taking over buildings and the city will go in where the state normally would go in and take over a building with equipment so it is now hospital functioning. We are doing a lot of that.
