They were crying out to us to help and the good news here, from Bernie Sanders to pat toomey, people came together to help the American People and that is a great sign. It shows you this senate can function when the need is so real and so pressing. I am proud of my caucus. We had such unity. There was virtually no dissension. That is what enabled us to improve the bill that was first put on the floor. We are very proud that we have established a Marshall Plan for hospitals and our health care system. We are probably made the bill workers first. We are particularly proud that in the bailout funds, there is accountability, oversight, transparency, none of which were in the original bill. We have really done a good job to change this bill because we were unified. I am glad the republicans realized that the bottom line is very simple. When you have a crisis like this , a scourge that shakes us to our bones, private industry cant get you out of the problem. Only government can. That is what we learned. That is why we democrats were able to have such success because we believe in government to help people. We know it is needed. We know the private sector while still important is not the endall beall. This is a good ending. The twists and turns were enormous. There were some down moments. Those of you who kept asking if we are going to get a bill, i always had faith we would because the American People demanded it. I said on the floor, this illness is so different and difficult, and so when we passed this bill on the floor of the senate, we did not hug each other, we just waved from a distance. That is where we are at. I am ready for your questions. Understanding that this crisis is moving fast and you need to move fast to deal with it, this vote happened tonight before the public was able to see this bill that is aimed to help them. There was virtually no public debate on what could be the largest bill in american history. Can you explain why that is and is there a score for this bill . Everyone has said it is a 2 trillion score, a 2 trillion bill into the bottom line is, it is very expensive but it would have been more expensive to do nothing or do very little because the crisis is so all enveloping in the second point i would make is we laid out what we wanted in this bill on monday. There was a great deal of public debate. People did not want a Lending Facility with no count no accountability. People wanted more money for our hospitals. People wanted to put workers first, so there was a great deal of debate about the issues and i said to my caucus today that we voted not to proceed. It is important to move quickly but it is also important to move well. This bill will be with us not just for days or weeks or months but for years. Bill is still a lot in the that i dont like but it is a much improved product and i think everyone was proud. Our Democratic Caucus was proud of the bill produced and of the committee we had. Can you talk about this as a new yorker . 88 new yorkers died today. What has this crisis been like compared to 19 years ago . It is different. In both, people doubted the future of new york. The talk after 9 11 was manhattan was gone as the center of the globe, that nobody would live or work south of chambers street. I always had faith new yorkers would come back. It pains me and it pains you in a certain sense because you cannot be with the people. You have to talk to them on the telephone. That bothers me. Id like to mix and mingle. Andel an ache for my people one of the things that guided me was to do as much as i could for them. New york will get over 100 billion in this bill. It will be money for the hospitals and money for the Small Businesses and money for the governments. This bill will really help new york and i am proud of that but i am worried for the health of the people of new york who i so love. Worry about them all the time i sleep less worrying about them. Did you consult Governor Cuomo because he said this bill does not do enough for new york. He is disappointed. He said it only got 5 billion for the State Government but there are Small Businesses in new york who need money. There are Unemployed People who need money, they are hospitals who need money, nurses. Good for has been very new york. Is it going to balance all of cuomos budget . No but it will balance half of it. Will there be a need for additional legislation after this . The odds are we will need more legislation. First off we dont know the scope of the we dont know the magnitude. I think the odds are high that there will be a hopefully we can have the same bipartisanship that passed covid three. You were critical of the process that took place for the stimulus package. How would you like to see i would like to see leader mcconnell instead of writing bills on his own, deciding on procedures and then calling it bipartisan, actually doing it bipartisan which means sitting down with democrats and coming up with a base bill. It should have been a democratic and republican bill and i hope that changes in future bills. See leaderant to pelosi more involved . She has been involved. There is so much in this bill, i hardly know where to start. You got some gains for unions. Is not gains for unions. These are working people. They want to keep their jobs. They are not unions. When they said there are union right in this bill, damn there are things to keep people from being fired when corporations get money. What we did, i would have liked to see discretion limited further. Job,ally did a good Elizabeth Warren helped me craft it. Generalan inspector with subpoena power, we have congressional oversight but most importantly, the full contracts that are signed have to be made public within seven to 14 days. We will see all of those contracts and of some of them smell, the public will be outraged and future ones will be much cleaner. Can you tell us when you think you will be able to come back to the u. I heard some optimistic reports that the rate is declining in new york but that was just a day and we will have to see. Deep the coronavirus spreads that will determine when we come back and if we cant come back for a long time, i think we should explore as senator klobuchar and warner are doing, a way to vote remotely, only in emergency situations. Quicklyou tell us how we will see that new Inspector General . We want it to move very quickly but obviously the Senate Confirms it so it will be it will take about a month. Cuomo or over 100 billion easily but it does not all go to the State Government. He wanted more to the State Government and i told everybody he should take his case to mitch mcconnell. As of last night there was no state or local aid in the bill. I thought for it and we got 150 billion. There should be more, we will come back and give more but 5 billion to new york state. That is a lot of local aid, more than they have seen in a long time. She had a question and then you. My question is on remote voting. Has there been any formal progress . We are just starting to look at it and we have to look at the legal constitutional, technical and senate ramifications. The senate is a body where we are supposed to debate and hear one another and deal with one another. Could you explain last night what were thed, final issues you are working out . State and local money. There were a few issues at the end, but the biggest one that we had to resolve, there were five pillars we wanted to see. Accountability, we got that. Nguyen was quite good on that mnuchin was quite good on that. Worker protection, we did well but the airlines were at the very end as well, how much worker protections, they were getting grants rather than loans. Bernie sanders gave a speech that was quite positive about this bill which says something. I think those were the biggest issues at the end of the day. The president said he spoke to you. And he have had a tense relationship. What has the last couple of weeks been like . I criticized the president. One of the times i called him i said you have to enact the dpa and he said he would and he has not done it but on this crisis, i think the president knew we had to come together despite that speech he gave monday night after which mnuchin and i called and he said he really didnt.
