The legislative language still yet to be released. Elements of that bill include direct Cash Payments to individuals, federal relief for Small Businesses, targeted lending to industries affected by the pandemic, and funding for hospitals and health centers. Senate leaders had set a procedural vote this afternoon, 1 00 eastern. That was postponed as theyre still working on a vote timing schedule. Roll call says that Senate Leaders were preparing to unveil a roughly 2 trillion Financial Rescue package today. It offers payments to families, loans to businesses, expanded Unemployment Insurance benefits and relief for states and a massive cash infusion for hospitals buckling under covid19 strain. Part of the delay, they say, the roll call says the delay appeared to be at least partly due to what senator Lindsey Graham of South Carolina and other republicans called a, quote, massive drafting error. That could incentivize layoffs by providing Unemployment Compensation over and above the replacement wages. So just to be clear, the legislative language on the senate bill not released. We dont know the timetable of votes quite yet. You can follow the senate, they are in session over on cspan2. The house will be in session we expect briefly tomorrow as they await action in the senate on the coronavirus package. The house will be in for legislative excuse me, for pro forma session on thursday at 11 00 a. M. Eastern. We cover a range of industries, a range of business sizes, but the vast majority have fewer than 20 employees. And you have heard nfib survey that you did on covid19, you found that 76 of your members said their business has been negatively impacted by this outbreak. 54 are experiencing slower sales. 23 have supply chain disruptions and 9 say they have six employees. Do you suspect those numbers have changed since you took this survey . Weve been monitoring how the covid19 situation has been impacting Small Businesses in a couple different surveys now. If youd asked me one month ago how everything is going, i would have said, Small Business optimism is near a record high. The Small Business half of the economy is booming. Business owners are creating jobs, investing in increasing compensation and investing in their businesses. Now you fast forward three weeks or a month later and the circumstances have changed significantly. If you go back 10 days we did a ifferent survey. Extended family and medical leave at no less than 2 3 of a persons pay. And employers to receive tax credit to offset these costs. What does this mean for businesses . Businesses have been put right in the center of administering and providing assistance to employees. You know, 3 4 of Business Owners already provided some sort of paid leave to their employees. They just require more flexibility oftentimes. Theyre not used to the inflexibility of paid leave mandates in many places. So as you said, Business Owners have new obligations, they will receive some sort of tax credit, payroll tax credits on the back end to help fund the paid leave dollar for dollar. It provides for giveable loans to Small Businesses. It would be our preference to deal with the cash flow first and then deal with the mandate side. But we find ourselves in this reality. We understand that the price tag in this phase three is 367 billion for Small Business loans. How will this work . For Small Business owns that are are wondering, how do i tap into this money, what should they do, how will it work . My colleagues and i in nfib have been pouring over every draft that we see. So we havent seen this final one yet. But as we understand it, this Paycheck Protection Program, the nearly 370 billion dollars that you referenced, Business Owners will apply for a for giveable loan through a bank. If employers keep those employees on payroll or use this money for rent or leases, mortgage interest, utilities, or other Debt Financing then in eight weeks time that loan will be for given. Its a 10year loan. Maximum of 4 interest rates. A lot of details still need to be revealed when they release the legislation but were cautiously optimistic this will provide some of the needed liquidity and cash flow that Small Businesses need. Ill also say this. A detail being reported is that businesses that apply for the loans can get instant 10,000 to help with the immediate needs. Caller i said the democrats have drug their feet. Theyre so interested in the impeachment of the president , they could have been doing Something Back then. But no. They were interested in omething else. Deal was struck. How does this work . Guest we have been pouring over every draft we see. You have to pay back a loan with interest and many are adverse to taking on new debt as they are suffering from problems related to covid19. This forgivable loan is more promising. So long as you follow the requirements, you can get the loan forgiven. The grant i described come the 10,000 grant, is even more beneficial because it will provide instant liquidity and ont have to be paid back. I think that the problem will be felt in Different Industries and different geographic locations where there is a local or state shutdown order. The caller makes an excellent point that if there are no Small Businesses there are no Small Business jobs. That is half of the economy. Small Business Owners are looking for a light at the end of the tunnel. They are generally optimistic, but they need immediate financial assistance, some of which is being provided in the bill today. We view this as a necessary step, but not the final nswer. We will view how this is implemented, if it is working, and we will be back advocating for our members if steps are needed. I should say if you use a Disaster Assistance loan for payroll, i dont think you will be able to use one of these same Paycheck Protection Programs, forgivable loans for the same purpose. Say disastrous loan for payroll, i dont think you could use the same payroll protection, the forgivable loans for the same purpose so if you are to wait on a disaster loan, i would advise them to do so to take advantage of a new program that is not like a traditional loan. To get evicted, you have to have so much time and it has to go to the court. The other side is the landlord needs to have money because he has to pay his property tax. If he doesnt pay his property tax, they will foreclose on him. Are those courts open right now . Can people actually get evicted through court . Can people lose their homes . The one thing i will say about the situation and your concern for having every record in order in order to be eligible for the loans previously, it is my understanding that for these new loans, the requirements have been lowered. You essentially have to have been in business by february 15 this year and paying income and payroll taxes to be eligible. That is in the interest of getting this money out the door quickly. You must self certified that you will use this for payroll, rent, or leases, mortgage, interest, utilities, as well as debt obligations, but the process will hopefully be much quicker than what is previously a traditional loan. The treasury secretary an integral part of the negotiations on the third stimulus package, the coronavirus economic rescue package that Senate Leaders approved in the wee hours of this morning, the 2 trillion package. The senators are attempting to work out deals on when the votes will take place. They had canceled or postponed, i should say, a third attempt this afternoon at moving that measure forward. That was scheduled for 1 00 eastern. Theres been some debate on the senate floor, you can follow that over on cspan2. But we dont have a schedule of votes just yet. Part of the issue could be the story that politico and others reported on earlier. They say, politico writes that swift Senate Action on a mammoth 2 trillion rescue package hit a speed bump today amid opposition from a small group of g. O. P. Lawmakers throwing a lastminute hurdle as congressional leaders rushed to finalize the bipartisan deal. Politico says Senate Leaders were hoping to vote wednesday afternoon on the legislation which will deliver muchneeded emergency aid to nearly every sector across the u. S. , including 1200 checks to many americans. But senators Lindsey Graham, tim scott, ben sass and rick scott are opposing speedy consideration of the measure over concerns it would encourage employees to be laid off instead of working. So that could be one of the sticking points or at least delaying the measures consideration on the senate floor. And the next step after any Senate Action, approval of the senate, of course, would be the house, the house is next set to be in tomorrow at 11 00 a. M. Eastern, coming in for a pro forma session. Those senators, Lindsey Graham, tim scott, ben sass, and rick scott, are owe potion speedy consideration of that measure. Politico writes that at issue is language surrounding beefedup Unemployment Insurance, which they say would allow workers to be paid more on unemployment than they were making while employed. The four senators held a briefing just a short while ago on capitol hill and while we wait for the briefing here at the white house, well show you the comments from the four enators. Thank yall for making time. Your spreads here are pretty impressive. Ill be brief. Just to kick us off. But then let these guys unpack some of the details. What we want to address today is a problem in the bell that is easily fixable and that the overwhelm magazine jort of the American People and the overwhelming majority of the congress, i think, would want to be on the side of fixing. We want to get help to people who need help. There are lots of hurting people in this country. We want to get help to people who need help. A number of us are very fiscally conservative and normally spend a lot of time talking about total price fashion. None what have were here to talk about today is about a price tag. Were talking about the fact that one of the fundamental purposes of this bill is to maintain the employeeemployer relationship through the trough of the recession thats arriving right now. We want to maintain the employeeemployer relationship. We want to celebrate workers, we want to celebrate the dignity of work and this bills stated purpose is to do that. One of the fundamental this thing aims to do is affirm that employeeemployer relationship and lots of people pulling all nighters for four or five nights in a row now have been Building Components of this bill which try to strengthen and maintain that employeeemployer relationship. Unfortunately theres mavs drafting problem. When you look at the interaction between some of the different components of the bills, it looks like parts of other parts of this bill would the ly incentivize severing of the employeeemployer relationship and thats what we aim to stop and thats why were working with the finance Committee Staff right now to draft an amendment that would solve this problem so that you wouldnt incentivize the severing of the mployeeemployer relationship. Senator scott our goal is to help this bill get to the finish line as fast as possible. I am in support of the legislation. This drafting error made me pause for a moment. The key to understanding the drafting error is kind of simple. We cannot we cannot encourage people to make more money in unemployment than they do in employment. As an example. In South Carolina, the average unemployment the maximum unemployment is about 326 a week. The way we understand the legislation, the 326 on top of that would be 600 a week. Said differently, someone can make about 926 a week. The way that the legislation is written, the person who makes less than that would make that anyways. So you would be able a person who makes 20 an hour times four, 800 a week, could get about half of their income up to 326 for South Carolina and then on top of that, they would get n additional 600. So it doesnt the legislation doesnt envision the ability to have someone making 10 an hour or 15 an hour or 20 an hour getting a maximum of 100 of their income. This legislation would not stop at 100 of your income. This legislation would allow you in unemployment to make more than you do in employment. We know that that is a drafting error and we are simply providing an amendment to fix that so that you could not make more in unemployment than you do when youre working. Lindsey. Senator graham well know about an hour as to whether or not this is a drafting error. I hope theyre right. But im concerned. Let me tell you why. Under this proposal that they agreed to last night, on unemployment you would be making 24. 07 an hour in South Carolina. There are a lot of jobs in South Carolina that do not pay 24. 07. Ive been one of the biggest advocates of helping the Unemployment Insurance system as part of a relief package. The maximum benefit is as tim said, was 326. My goal was to add some federal dollars to the pot to get you back to what you were making with a cap of 600, which is an income of about 49,000. This bill pays you more not to work than if you were working. Very few people are going to turn down a 24 an hour deal not to work. That work for 15. Roblem for employers is that you then put out a business because the containment policies that i think will continue aggressively for a while. What do you tell an employee if you own a restaurant or bar in myrtle beach . Are you going to say, let me put you on the payroll, thats your salary of 15 an hour, or are you going to say, go to the Unemployment Office and sign up for unemployment, get as much as you can. I know you want the money, you need the money, and there will be a job waiting on you. If youre a nurse aide making 15 or 16, you are on the front lines here. A lot of doctors offices are going to have to roll back because elected surgeries are not a source of income for a bunch of doctors. O youre going to have all these welltrained nurses that will make 24 an hour on unemployment. You are literally incentivizing taking people out of the workforce. If this is not a drafting error, then its the worst idea ive seen in a long time and ive seen a lot given the fact were in washington. To my democratic colleagues, i have been one of your strongest supporters for upping Unemployment Insurance, but i never in my wildest dream believed that we would incentivize people to stop working to take unemployment by increasing unemployment wages to 24 an hour. You want to destroy whats left of the economy . Pass it the way its written. If you want to help people, give them their wages, but dont pay them more not to work. Somebody started some businesses, and somebody became large businesses, also come at it from the standpoint of individuals just finishing his time as governor about 15 months ago. My time as governor we focused how could we get people off unemployment by getting them a job and we were able to do that. In eight years 1. 7 million jobs. Down to 61,000 people in on unemployment as i left office. Senator scott i was very supported of workers that dont have a job. On top of people getting tips. And also using our existing unemployment system because its the fastest way to make sure we have a system and the money gets out there. So ive been very supportive. Now we have a virus that we know a lot of people cant work for a variety of reasons. Some because government sets it up. Others because the economy is hurt so we got to help them. But the moment we can go back to work, we cannot create an incentive for people to say, i dont need to come back to work because i can do better someplace else. These employers are going to need these workers to rebuild this economy. So we cannot be paying people more money on unemployment than what they would get paid within their job. So im very supportive of this amendment. Its the right thing to do. I know we still have a lot of work to do to get this get the coronavirus behind us. The moment we can open this economy we got to get people back to work so we can rebuild this economy. Its like what tim said, they want to work. Dont create the wrong incentive. We will hurt a lot of businesses and a lot of families in this country. Senator scott this is negotiated with the white house. If this is not changed, will you force the senate to go through all the properly steps to get to final vote . I am hopeful we will get this done quickly. I know the American People need the resources thats in this bill. Let me reinforce this drafting error, i hope, is so important. I know some disagree with that. I like to do math. I do it fast. Let me be simple. Someone making 15 an hour in South Carolina working 40 hours a week makes 600. If youre unemployed, you can get up to 326. You get half your income. 600 wage now becomes 300 in unemployment. The federal government comes to put 600 on top of the 300. Instead of making 600 when you were working youre making 900. How long do you stay in unemployment if you are making 50 more . The answer, 16 weeks. We believe i hope this was an actual error. This bill needs to be done without any question.
