I will not be issuing any legally binding orders today. But does not mean we will not make legally binding orders. Perhaps it will not be necessary with thegtonians act force of responsibility, the force of the sense that we are all in this together. We remain concerned that some in taking all theot measures necessary to preserve life and limb. Its not hyperbolic to say Everyone Needs to change their behavior, change the way we live temporarily if we are going to prevent significant loss of life. When i say everyone i mean everyone. Because we all are potential transmitters of this virus and we all, to some varying degrees are victims of this virus. If anyone is living a normal life today, we are not doing what we need you to do if we are theg to save lives in state. Behaving as though this is not a mortal threat. Although i have the order to put limits on large gatherings, we are still seeing people ignoring most of these orders and common sense about what it takes to protect our loved ones. We have to be unequivocal bowl about orders. They are crucial to halt the transmission of this virus and to stave off disaster, both to our life and to our economy and they are enforceable by law. People continue to ignore this commonsense provision. If people continue to ignore this commonsense provision, i will move to protect washingtonians. I am pleading with you. Stay home. Stay home unless it is necessary to go out. I am asking businesses and individuals to help us accomplish this. Not everyone has got the memo. I talked to a friend to find out afternoon, who found her 18yearold son was still going out and hanging around in folkss places where young hang out. Hats not responsible behavior if you see in 18yearold doing that, tell them they are going to get cut out of the will if they dont behave because we have got to be serious about this virus. They dont respect that, tell them they are going to hear from the governor. Employers have an obligation as well. They have a moral and legal obligation to the health and safety of their workforce, including bio security risks presented by covid19. ,orkers that are older than 65 those with Underlying Health conditions as defined by the centers for disease control, are particularly vulnerable to associated consequences. Make sure they have the means to make sure they get their job back when blows over. Employers have to do their part to flatten this curve. They are encouraged to offer high risk employees flexible options to telework. For those options given voluntarily by employers, our state Unemployment Insurance assistance is available as a backstop. Establishking hard to businesses and protect workers in this regard. I urge you to do so. If you are over 65 or have some Underlying Health condition, unless you are in an essential those in thee are position of keeping the system ,oing, if thats not necessary, you can accomplish that by executive order. We want to ensure the health and the economic stability for high risk populations. We ask employers to make appropriate accommodations for employee social distancing for all employees. We cannot have too many people in the room. We have to have cleaning and. Anitizing whether it is industrial or warehouse, an office or retail store, you have a moral and legal obligation to make this work for employees. You have to ensure the security of your employees. I am asking every washingtonian to call them tonight and tell them you really cant go out anymore except for essential purposes for food or a pharmacy. Sure, its ok to go out for a stay awayng as you from other people. Dangerous. Oo and its too dangerous, frankly, for your grandkids and your family to be close to you. It may be a while before we are back to normal. But we can help everybody in this Community Get back to that position. Minimizertant to conductivity. Its a moment to maximize our emotional connectivity. We know the stress of isolation for all others, particularly reallyof age, is troublesome, but we can do something about that. We can call frequently. We can text. We can send letters and flowers. This is really important, too. I am asking all washingtonians ones at this loved time. Someone asked the other day what is the penalty for a young person go into a restaurant or gathering insocial the penalty as he might kill your grandparent. That something many need to think about right now. We know that you can because things harm if you dont have responsibility. Technically it is a crime to violate any of these rules. But its more a crime to put other people at risk. The most important people are the 7 Million People in this. Gton who get we are doing this to make sure people do get the message. I would like to brief washingtonians on some of our efforts. Scientifically oriented in our decisionmaking. Lucky to have some best scientists and epidemiologists in the world in washington, but i have to tell you this and i am going to show you some statistics. We have made progress. We have made progress because of some of the things we have done together. We have fans large gatherings to close our schools, restaurants. Ut we have not done enough and i want to talk to you about that, to show you some of the data we are looking at on a daily basis. But first, i would like to show , one of the things we have done is look closely at our traffic data from the department of transportation. , or is a fairly good proxy representation, of how many social interactions people are having, by looking at how much they are traveling. Relatively good news there. Theres disturbing news there. This is our Washington State facility. There is a relatively steady decline. We now have a reduction of 61 below the typical average evidence, and we need that to continue to go down. We see very consistent reductions over time over the , down8 days, down to 59 on your travel. We are still at 28 down. If you look at spokane, its not on the chart. This is not enough. At 5 the other day. Its not enough. What this points out to us in doing the analysis is we are capable of changing a hazy or. Changing behavior. Although we have made some not enough. Is i want to show you a graph. If i can find this graph we have been doing testing in our state. We are probably doing as much or we have done 4000 and 4007 hundred 42 tests so far. About 7 are positive. I just wanted to share this to let folks know that there is. Esting going on at 7 , that could represent potentially a doubling of the virus. The explosion of the virus risk remains real. We have to look at the science of this and all of this have to continue to accelerate our efforts. We need positive change. Its not the beginning of the end. Maybe its the end of the beginning, to paraphrase winston churchill, of this effort. We see similar things in our state. I heard about the representative from spokane who teamed up with a local business to distribute more than 1000 meals. We got the food program up and running. Now theres a communitywide effort called spokane food fighters to deliver meals to families who may not have access to meals through other channels like school districts, food pantries, and the like. Its just one example of the amazing kindness and some were throughout the state of washington. We have good news in our efforts to build our medical and hospital capacity. And i am going to look for those numbers here. That should be available in a moment. I will get them lets see if we can find those numbers. I know in our ventilators, we need more ventilators. We have about 200 on order from a Massachusetts Firm in 18 from another location, but we need to accelerate that effort. Numberssome of the same as our ppe here. Im sorry. We have a chart. I just want to let people know about the progress were making on personal protection equipment. This is vital for so many folks in the state of washington. We got good news this afternoon. We will be receiving respirators this is absolutely critical. Including disposable grounds. Canisters from the federal stockpile. I spoke to the army corps of engineers today and they are on duty, ready to assist us and preparing additional hospitalized units, but also helping prepare isolation facilities for people who are homeless and the like. We appreciate that assistance. As i said, it will take us all to buckle down. Its more robust, more and im going to ask washingtonians to do all of that. With that, im going to stand for questions. Governor . Governor inslee rachel. Your statement the concern. Bout the election workforce given the guidance on older workers, have you made a decision on whether to use your authority to reschedule local elections . Gov. Inslee i have not. I will be talking to the secretary about her thoughts in the near future. We will have that answer shortly, i hope. Governor, so far you have not been willing to order a statewide shelter in place, even californiayork and have ordered such. Why are you holding back. Of what would change your mind . This is the data that affects Washington State. This is a significant part of what california and new york have done. If you really drill down, this ina substantial part of that closing our schools. Lot in theira orders. We are looking at this data to figure out the moment when it andt make sense to do that we have to be surgical and what jobs, perhaps, could continue. Obviously, we need to continue. O deliver food that means we need to have trucks to deliver the food. We have to have people to make sure the dams work and the electrical system works in the works and teasing out that part of the economy, we are starting to look at what that would look like if we had to make that decision. Obviously, there are profound. Conomic consequences so, we are evaluating whether we think we can achieve the goal without a massive loss of life. What i want to reiterate, we need powerful volunteers in the state of washington. We might be able to avoid those further decisions that people in other state have had to make. Will be the first states that is severe we will be the first state that is severely challenged. Haveis the first place to tremendous challenges. Discussions. D there is also medical assistance by the u. S. Army we have not ruled out. Theres the Army Field Hospital that could also be a benefit. One way or another, we would like to have substantial medical assistance. We need that. We need thousands of beds. We believe that this would be best deployed where it is most needed first, and that is puget sound. We will be forceful on this and our state delegation is very active on this and bipartisan efforts. Do you have estimates on when they are going to be here in the state . Are we talking one day away, one month away . My understanding is it is potentially as early as this weekend and thats important. Emergency workers really desperately need this. The trucks and trains are on their way. That is important. I want to reiterate something. The be great to have access. Requests. Ockpile we issued an order on that yesterday. We really appreciate. So, if your elective surgery is rescheduled, i know thats frustrating the people, but it can save lives. [indiscernible] a question about jim, can you speak up please . Yes. [indiscernible] actually ways to enforce what you have already implement it . [indiscernible] for people to do not understand they can kill their grandparent . Gov. Inslee all these orders, its a criminal infraction that can be implemented if necessary. The vast, vast majority are in washington the vast majority. Decisions, we send thet have to National Guard out. You dont have to go to big dinners right now. If youre a teenager, not hanging with your friends in close proximity. It is too dangerous to be an hanging in close proximity with people. So i will call you every day. Thats really the most powerful. Hing its not enough. [indiscernible] i was talking with those folks in there is kind of a flippant attitude. I know youre saying for everyone to step up and do your but its difficult, too. The people on the beach im curious, i know you said you did not want to enforce anything. We have had some success, and the numbers ive shared with you indicate that we have had some success. Its not all doom and gloom. Theres a lot of 18yearolds who are showing common sense. We continue to keep the pressure on. If we are not cutting the mustard there could be further that have more enforcement behind them. Most of them have parents. Brothers and sisters. Those folks of got to hear from their parents and social pressure is something that can work and i am asking people to exercise that. Your kid made need in attitude adjustment and thats what we really need right now. Effort andtinue this i hope it will be more successful. Hi. Governor, are you doing everything you can to stop or slow the spread of coronavirus . We are doing everything that is good for the health and safety of the people in the state of washington. As i indicated, we were one of the first to legally ban large gatherings. Towere one of the first close our schools. We were one of the first to our social and entertainment networks. Were one of the first to have some degree of significant testing here in the state of washington, although theres much more to do. Are providing good unemployment compensation, people canaking sure get it as soon as possible. Now, i know we have some delivery issues. Very frustrated about this, but we removed the legal one week requirement to have to wait. Now were hiring 100 people to try to accelerate getting that money out the door. We have made good decisions very to get 75 million out 200 millionthe that has been appropriated. Vigorous effort to build up our medical capacity, some of which i talked to you about. Exercising every ounce of the bully pulpit authority ust i have to try to help all become unified in this effort. And there may be additional orders that become necessary. Are not slam dunks, because when we do these things, it has an impact on the ability people to pay the rent and pay the mortgage and buy bread shoes for their kids. And weve got to take that into consideration as well. Thingse are all the were thinking about. And right now, i think were making the right decisions for washington. And we will continue to look at this data every single day. Question] good afternoon, im wondering what is the most important at that wouldlook trigger a more more statewidens like a shelter in place. Admissions, ncy room more fatalities . Whats the trigger mechanism here . Ofwell, this would be kind easy work as governor if we could give you just one metric at. Ook but theres no algorithm that can really do this. We have to make a judgment about the right call based on a lot of uncertainty. Of those things you mentioned go into the mix. Uptick inan hospitalizations with people symptoms. Like that is troublesome. Ourave had mixed results in traffic patterns, which have decrease incant some places but very inadequate decrease in other places. What we willg at be able to accomplish in our hospitals, ity in our because its a race between increasing your Surge Capacity the extent of the epidemic. We are continuing very modeling, feeding all of this data into models the epidemiologists can give us. Bit of timebe a before we have the next model to help us predict these matters. Thei just want to tell you difficulty of this as well, is somevirus has thrown curveballs at different times in different places. Is not entirely predictable about how the virus will behave. Behave somewhat differently based on where it is and what population it is working in. So all of those things are important. Were gonna continue to make the we can. Gments and i think you know how seriously i take this. Governor, i want to go back to your comment about the businesses and if you could point about whether youre taking signing a proclamation to give workers the legal right to leave the workplace to protect themselves that, oned to in snohomishsiness county, a number of its workers have called for shutting down plant because of the number of employees who have been diagnosed with covid19. Do you think they should shut down that plant . You could bear with me for a moment. I have a piece of paper on my desk. Fellow ie name of this want to site. Help meu see if you can with that . Thank you. So, yes, the question about boeing is connected with the whole rest of the states it isy as you know and not the only place, but obviously a huge place of our economy and the workforce. We generally would think that we we dothink of boeing as other large employers, both from the safety of their employees and the Economic Impacts to families if they do have to close. So what were doing today is to boeing employees and all employees that we want to protect you if youre over the 65 or if you have serious underlying medical conditions, ought to be able to stay at home and keep your job and get unemployment compensation. For the rest of the employees, that haveons will not been made. We have not made a decision, yes or no, on that. On a dailyuate these basis. So the possibility exists. That decisionde categorically. And that decision will be based continuee data that we to get hourly. Ok. Another question . Ok. Thank people for their continued either continued effort. I want to repeat that were gonna get through this. I think people understand that. Weve asked ofs washingtonians are temporary consequences. Im hopeful that in the days to come, we bend through this task. Going to get through this together. We know we are going to get through this together. Thanks a lot.
